Hong Kong and Singapore are island city-states that exude the complicated tensions of postcolonial nationalism. Both are influenced directly or indirectly by the long shadow of China's rising nationalism and geopolitical power and, in the case of Hong Kong, subject to Beijing's edicts under the terms of the 1984 Sino-British Joint Declaration. Both have productive economies dependent on global trade, and each has similar rates of population density--Hong Kong's population is 7.4 million and Singapore is home to 5.8 million people. It remains to be seen whether Hong Kong's peripheral nationalist identity will be retained, or whether the increasingly assertive influence and control by mainland China will prevail and fully assimilate Hong Kong. But it is apparent that Hong Kong is at a turning point. Throughout 2019, protesters filled the streets of the city, worried about declining civil liberties, specifically Beijing's refusal to provide universal suffrage as promised previously in law and the disqualification of prodemocracy candidates, along with the growing control of Hong Kong's government and universities by Chinese central government designates and fears of an ever-expanding crackdown on dissent. Singapore provides a less dramatic but relevant example of the tension caused by the influx of foreign national students and academics who often displace native citizens, combined with government-enforced efforts to control dissent in universities. And like Hong Kong, the long shadow of China influences the role universities are allowed to play in civil society. The following is an excerpt from the book "Neo-Nationalism and Universities: Populists, Autocrats and the Future of Higher Education" (Johns Hopkins University Press) that explores the implications of nationalist movements on universities in Hong Kong and Singapore. In both, university leaders, and their academic communities, value academic freedom and the idea of independent scholarship. Yet the political environment is severe enough, and the opportunity costs great enough, that they, thus far, remain generally neutral institutions in a debate over civil liberties and the future of their island states. The exception is the key role students have played in the protest movement in Hong Kong, but for how long?

Set against the backdrop of increasing economic interdependence in East Asia, the idea of regional integration is now being discussed as a long-term political process in the region. As in the field of the international economy, de facto integration and interdependence exist with respect to the internationalization of the higher education system in East Asia. Based on the results of a comprehensive Japan International Cooperation Agency Research Institute (JICA-RI) survey of 300 leading higher education institutions active in cross-border higher education, located in ten Association of Southeast Asian Nations (ASEAN) member Southeast Asian countries and three Northeast Asian countries (China, Japan, and Korea), this paper examines universities perceptions of the degree of cross-border activities, the significance of their expected outcomes, and their regional preferences for partners. The objective is to envision a direction for a future regional higher education framework in East Asia and to consider the policy implications of the internationalization of higher education in East Asia in the context of regionalization. The findings related to the degree of cross-border activities suggest a current perception that there is more prominent in conventional than in innovative activities, but that innovation will rise considerably in the future. With respect to the significance of expected outcomes,academic and political expected outcome are perceived to be more significant than economic expected outcome, which are nevertheless expected to be more significant in the future. Finally, in terms of their preferred regions of partners, universities in East Asia overall place a high priority on building partnerships within their own region. Yet, among Northeast Asian universities, North America is perceived as the most active partner. (Contains 3 figures, 21 tables, and 13 footnotes.) This paper addresses the ecology of communicative language teaching (CLT) by reflecting on the Singapore experience. It reviews how CLT was conceptualized, advocated and implemented in stages/phases as reflected in the different syllabuses by the Ministry of Education, Singapore. In anchoring the discussion against a historical backdrop and examining the ecology and evolution of English language teaching in Singapore, it focuses on two English Language syllabuses published in 1991 and 2001 respectively. It illustrates the operational issues in reference to the two syllabuses, with a focus on the ecology of such pedagogical innovations and how the ecological nature of CLT is mirrored in the syllabuses. Highlighting issues such as mismatches between what the syllabus documents stipulate and what practitioners bring into English language classrooms and how success in implementation can be achieved when training is provided timely, it also discusses theory-practice connection and the integration issue that is most often debated in the teacher-education literature. It concludes with a discussion of possible implications of the Singapore CLT experience for ELT in China. (Contains 1 table, 2 figures, and 1 footnote.)

During the past decade, funding mechanisms for universities and technical education institutions and colleges have undergone massive restructuring in developed and developing countries alike. Governmental support has generally decreased, resulting in greater reliance on fee-based education or creation of privately sponsored engineering/technical colleges or universities. The following are some of the trends that will likely result from changes in the funding of technical education: (1) export of education will become an important component of the economies of advanced, rich countries such as Australia, New Zealand, the United Kingdom, and Canada; (2) privatization, commercialization, and marketing of education, especially business, commerce, and information technology will increasingly play a dominant role in developing countries; (3) quality management in developing countries will also move away from government monitoring to professional monitoring, as is now the case in developed countries; (4) the quality of education in developing countries will eventually be determined by market forces; (5) educational funding from individual family budgets will become increasingly difficult in developing countries as privatization results in increased fees; and (6) education will move from being a totally governmental activity to a more commerce- and industry-based activity and will eventually become a service industry. Using English as a global communicating tool makes Taiwanese people have to speak in English in diverse international situations. However, consonants and vowels in English are not all effortless for them to articulate. This phonological reduction study explores concepts about phonological (articulating system) approximation. From Taiwanese folks' perspectives, it analyzes phonological type, rate, and their associations with 2 genders. This quantitative research discovers Taiwanese people's vocalization problems and their facilitating solutions by articulating lessening. In other words, this study explains how English emerging as a global language can be adapted and fluently articulated by Taiwanese. It was conducted at National Changhwa University of Education from 2010 fall to 2011 spring, investigating Taiwanese university students' phonological lessening systems. It reveals how they face the phonetics challenges during interactions and give speeches by ways of phonological lessening. Taiwanese folks' lessening patterns belong to simplified pronouncing methods, being evolved through Mandarin, Hakka, and Holo phonetic patterns. This genre of facilitated articulation can be also titled as transformed or approximate methods of articulating formula. In this investigation, 59 students according to their individual articulating experiences provided their perceptions, based on their observations in their own English articulation systems. Statistics graphs analyzed by Statistical Package for the Social Sciences (SPSS) display 4 consonants and 4 vowels that have been reduced and adapted. Moreover, the gender factor was taken into consideration, revealing male's and female's dissimilar difficulties in pronunciation. More specifically, this empirical study investigated the correlation between elements of gender and phonological reduction. Through statistical analysis, 8 intricate vowels and consonants are compared and contrasted based on Taiwanese students' perfections and difficulty-confessions in articulating them. Simplified phonetic patterns with Taiwanese accents involved into the articulating lessening system in Taiwanese students' English utterances were provided by the instructor. Based on 2 variables of female gender and male gender, the study discovered the lessening sequences in 8 phonetics. The significance of this study is its contribution to giving confidence to English speakers in Taiwan. Although they are non-native speakers, they still can resolve the pronunciation difficulty and talk with fluency by their created phonological reduction system. This paper tells the story of what must be done to make teaching in Illinois look more like the ever-evolving careers available in today's most innovative industries. This report was developed in collaboration with Advance Illinois' Educator Advisory Council (EAC)--a group of award-winning teachers who have been recognized for moving Illinois toward such a future. These teachers--and hundreds like them--tell the story of how students benefit when teachers are empowered as leaders, innovators, and avid learners. Herein, models for transforming teacher work and steps and resources required for success are described through the use of four guideposts: (1) Effective Collaboration; (2) Shared Leadership & Responsibility; (3) Professional Learning & Continuous Growth; and (4) Elevated & Evolving Careers.

This study sought to measure the relationship between national culture and the usability of an e-Learning system by using Hofstede's cultural dimensions and Nielson's usability attributes. The study revealed that high uncertainty avoidance cultures found the system more frustrating to use. The study also revealed that individuals from cultures with low power distance indicators (e.g., people more accepting of uneven power distribution) rated the system's usability higher than individuals from high power distance cultures. This study reports on cultural and gender differences in the spatial abilities of children based on the Water Level Task. The Piagetian theory of age-related developmental differences in performance on the Water Level Task was explored with Chinese and Malay children living in Singapore. Results indicate that children in this study did not perform as well as those described in the Piagetian developmental stage. There was a significant difference in the performance of Chinese and Malay children with Chinese children performing better than Malay children. At all grade levels, boys had higher proportions of correct scores than girls; however, differences were not statistically significant. (KHR)

A comparative analysis of family policy in various nations looks at state financial support for families and in particular how professional women in academia fare internationally with respect to state support for their families. The analysis includes a review of the general development of family support through the industrial revolution and the 20th century, analysis of family policy in the United States, and a comparative analysis of the family policy of other nations. The comparative analysis notes that, in European countries, family benefits are regarded as a right. Policies are analyzed for the following countries: Sweden, Norway, France, Germany, Belgium, Zambia, Mozambique, Ghana, India, Singapore, Peoples Republic of China, Chile, Australia, and the United States. The final portion of the analysis examines the positive and negative aspects of state support of the family. Positive aspects found include support for the initial phase of parenting, family solidarity, and equal support to all families. Negative aspects of state support, state intervention in family life, economic costs, discrimination against women; were found to be not compelling. The analysis concludes that the United States should adopt a national family support policy. (Contains 20 references.) (JB)

The article focuses on Singapore's economic policy, which predicts real gross domestic product (GDP) growth of 4 percent in 2012. Strong growth in China and in intra-regional trade will ensure that Singapore's economy does not contract. The economy is expected to grow by 4.6 percent, if there is no break-up of the euro zone. It predicts that the biomedical firms will play an important role in the manufacturing sector, with infrastructure development, tourism and private-sector investments.
