This study explores the underrepresentation of Black and Latinx students in California's community college Dual Enrollment (DE) programs. The study investigates how DE staff describe an understanding and commitment towards equity for Black and Latinx students in DE programs and how staff engage in equitably aimed praxis to serve Black and Latinx students through practices and collaborations between feeder high schools. Using a Critical Policy Analysis lens, the research highlights how Black and Latinx students are prioritized through equitable practices focused in advising and outreach. However, not all DE staff prioritize Black and Latinx through practices. Despite this, scant instances reveal that collaborative efforts between DE programs, high schools, and districts improve DE services and outcomes, though majority of K-12 partners are absent from collaborative efforts led by DE programs. The study emphasizes the need for increased collaboration between K-12 partners and integrating equitable approaches to DE outreach and advising to engage and recruit Black and Latinx students. This research advances the conversation of equity in DE programs and offers insights for addressing participation gaps among Black and Latinx students.

We study the effect of educational attainment on family formation using regression discontinuity designs generated by centralized admissions processes to both secondary and tertiary education in Finland. Admission to further education at either margin does not increase the likelihood that men form families. In contrast, women admitted to further education are more likely to both live with a partner and have children. We then pre-register and test two hypotheses which could explain each set of results using survey data. These suggest that the positive association between men's education and family formation observed in the data is driven by selection. For women, our estimates are consistent with the idea that, as increased returns to social skills shift the burden of child development from schools to parents and particularly mothers, education can make women more attractive as potential partners. This study used Postsecondary Student Information System (PSIS) administrative data within the Education and Labour Market Longitudinal Platform to compare enrolment and persistence in postsecondary education (PSE) among high school graduates in British Columbia with and without special needs across five cohorts from 2010/2011 to 2014/2015 before and after controlling for several sociodemographic characteristics and academic achievement. The use of integrated longitudinal administrative data from the British Columbia Ministry of Education, the PSIS and the T1 Family File and the disaggregation of the special needs categorization were two major strengths of this study. Results show that high school graduates with mental health-related or cognitive needs and those with physical or sensory needs were less likely to enrol in PSE compared with high school graduates without special needs, even after controlling for covariates. Moreover, graduates with mental health-related or cognitive needs were less likely to transition to PSE immediately and less likely to persist in PSE two years after enrolment. These findings suggest that high school graduates with special needs, particularly those with mental health-related or cognitive needs, may encounter different types of barriers in transitioning to PSE.

Using British Columbia Ministry of Education administrative school data within the Education and Labour Market Longitudinal Platform, this study compared the proportions of high school graduates among Grade 12 students with and without special needs across nine cohorts from 2010/2011 to 2018/2019 before and after controlling for several sociodemographic characteristics. Two major strengths of this study were the use of longitudinal administrative education data integrated with income tax data from the T1 Family File and the further disaggregation of the special education needs categorization. Students with special needs in all different categories (excluding those with gifted status) were less likely to have graduated across all nine cohorts compared with students without special needs, even after controlling for sociodemographic characteristics and academic achievement, suggesting that students with special needs may face other types of barriers in completing high school. Yet there was diversity among students with special needs, with the highest proportions of graduation among students with learning disabilities or those with sensory needs and the lowest among students with intellectual disabilities. A larger share of females than males graduated high school among students without special needs. However, sex differences were less consistent among students with special needs status (including students with gifted status). As expected, the proportions of graduation were significantly higher at age 19 compared with at age 18 or younger, with the differences being slightly higher among students with special needs (excluding those with gifted status; 5 to 10 percentage points) compared with those without special needs (3 to 7 percentage points). The largest age differences were observed among students with autism spectrum disorder, behavioural needs or mental illness, and those with physical needs across all nine cohorts.

It is now well established that the COVID-19 pandemic had a devastating and unequal impact on student achievement. Test score declines were disproportionately large for historically marginalized students, exacerbating preexisting achievement gaps and threatening educational and economic inequality. In this paper, we use longitudinal student-level NWEA MAP Growth test data to estimate differences in test score declines for students at different points on the prepandemic test distribution. We also test the extent to which students' schools and districts accounted for these differences in declines. We find significant differences in learning loss by baseline achievement, with lower-achieving student's scores dropping 0.100 SD more in math and 0.113 SD more in reading than higher-achieving students' scores. We additionally show that the school a student attended accounts for about three-quarters of this widening gap in math achievement and about one-third in reading. The findings suggest school and district-level policies may have mattered more for learning loss than individual students' experiences within schools and districts. Such nuanced information regarding the variation in the pandemic's impacts on students is critical for policymakers and practitioners designing targeted academic interventions and for tracking disparities in academic recovery. Each year, more than a million high school students nationally take college dual enrollment courses, which have been shown to increase college access and success among participants. Yet racial/ethnic and other equity gaps in dual enrollment participation are widespread. To broaden the benefits of dual enrollment, the state of Ohio passed legislation in 2017 establishing the Innovative Programs (IP) policy, allowing waivers to test-based eligibility requirements--a frequently identified barrier to equitable access--for specific high school-college partnerships providing expanded outreach and support for students underrepresented in the state's dual enrollment program. This paper describes a multiple methods study of IP we conducted to examine how these partnerships were implemented to address the needs of underrepresented students and to evaluate whether the partnerships were successful in broadening access to and success in dual enrollment, as measured by course participation, pass rates, and college matriculation after high school. We find that the IP increased participation in dual enrollment among Black and Hispanic students. And while the implementation of the policy broadened access without changing course outcomes, the impacts on college enrollment after high school were mixed. Our results underscore the importance of pairing increased access to dual enrollment with adequate financial, advising, and academic resources to promote student success in and beyond dual enrollment courses.

Who ends up in the teacher workforce is greatly influenced by who is admitted into teacher education programs (TEPs). To better understand how the preferences of teacher education faculty might shape admissions of STEM teacher candidates, we surveyed faculty who teach content or methods courses to STEM teacher candidates across five universities. Faculty reported that they most value information collected from individual interviews with applicants and data on the number of STEM courses taken in college and their performance in these courses, and least value data on university admissions tests, high school GPA, and teacher licensure test scores. When we investigate faculty members' revealed preferences through a conjoint analysis, we find that faculty most value applicants who have worked with students from diverse backgrounds and applicants from a marginalized racial or ethnic community, and least value whether they received high grades in math and/or science courses. Finally, we find significant variation in these perceptions across respondents in different faculty roles, who teach different courses, and from different institutions: for example, Arts and Sciences faculty tend to value TEP applicants' performance in college STEM courses relatively more than STEM education faculty, while STEM education faculty tend to value applicants' race and ethnicity relatively more than Arts and Sciences faculty.

Correctional education is a prevalent form of rehabilitation programming for prisoners in the United States. There is limited evidence, however, about the labor market returns to credentials received while incarcerated. Using incarceration, educational, and labor market data in Washington State, we study the labor market returns to GEDs and short-term vocational certificates earned in prison. We identify the returns to credentials by a difference-indifferences design that compares changes in earnings and employment for incarcerated persons who earn a credential to those who enroll in a program but fail to complete a GED or certificate. We estimate that GEDs increase post-incarceration earnings by about $450 per quarter and that vocational certificates increase earnings by about $250 per quarter. Degree completers have higher hourly wages, are more likely to be employed, and work more hours following release. For vocational programs, earnings increases are driven by certificates in construction and manufacturing. Despite the growing interest in incorporating response time data into item response models, there has been a lack of research investigating how the effect of speed on the probability of a correct response varies across different groups (e.g., experimental conditions) for various items (i.e., differential response time item analysis). Furthermore, previous research has shown a complex relationship between response time and accuracy, necessitating a functional analysis to understand the patterns that manifest from this relationship. In this study, response time data are incorporated into an item response model for two purposes: (a) to examine how individuals' speed within an experimental condition affects their response accuracy on an item, and (b) to detect the differences in individuals' speed between conditions in the presence of within-condition effects. For these two purposes, by-variable smooth functions are employed to model differential and functional response time effects by experimental condition for each item. This model is illustrated using an empirical data set to describe the effect of individuals' speed on their reading comprehension ability in two experimental conditions of reading medium (paper vs. digital) by item. A simulation study showed that the recovery of parameters and by-variable smooth functions of response time was satisfactory, and that the type I error rate and power of the test for the by-variable smooth function of response time were acceptable in conditions similar to the empirical data set. In addition, the proposed method correctly identified the range of response time where between-condition differences in the effect of response time on the probability of a correct response were accurate. In this paper we analyze the extent to which a mandated kindergarten assessment predicts 3rd grade outcomes, and the academic progression for students from 3rd grade to high school. We find that the kindergarten assessment strongly predicts 3rd grade outcomes, with the math skills assessment being especially predictive of 3rd grade academic outcomes. The kindergarten assessments also illustrate the degree to which there are large inequities in skills when students are assessed in kindergarten. Students from historically disadvantaged groups enter kindergarten with significantly fewer readiness standards met. Our analysis of student academic progression from 3rd grade through high school echoes the kindergarten to 3rd grade results. The 3rd grade test assessment is strongly predictive of all high school outcomes, and we see that those students eligible for free- or reduced-price lunches and students of underrepresented racial or ethnic groups are less likely to have upward academic mobility. In sum, we observed limited academic mobility; students who start out behind generally stay behind.

This study finds substantial reductions to criminal activity from the introduction of a comprehensive high school support program for disadvantaged youth living in the largest public housing project in Toronto. The program, called Pathways to Education, bundles supports such as regular coaching, tutoring, group activities, free public transportation tickets and bursaries for postsecondary education. In this paper, we use a difference-in-differences approach that compares students living in public housing communities where the program was offered to those living in communities where the program was not offered over time. We find that eligibility for Pathways reduces the likelihood of being charged with a crime by 32 percent at its Regent Park location. This effect is driven by a reduction in charges for breaking and entering, theft, mischief, other traffic offenses and Youth Criminal Justice Act offenses.

We study the Tutoring Online Program (TOP), where: (i) tutoring is entirely online; (ii) tutors are volunteer university students, matched with underprivileged middle school students. We leverage random assignment to estimate effects during and after the pandemic (2020 and 2022), investigating channels of impact. Three hours of individual tutoring per week increased math performance by 0.23 SD in 2020 and 0.20 SD in 2022. Higher-dosage yielded stronger effects, while group tutoring smaller effects. TOP enhanced students' aspirations, socio-emotional skills and psychological well-being, but only during school closures. We also estimate the impact of TOP on tutors, finding increases in empathy. The Institute of Education Sciences (IES), the research arm of the U.S. Department of Education, is the nation's leading source for rigorous, independent education research, evaluation, and statistics. IES's National Center for Education Research (NCER) supports rigorous research that addresses the nation's most pressing education needs from early childhood to adult education. IES's National Center for Special Education Research (NCSER) supports a comprehensive program of education research designed to expand knowledge and understanding of infants, toddlers, and youth with and at risk for disabilities to improve their developmental, education, transition, and postsecondary outcomes. This paper makes the case that IES Development and Innovation research can support the development of usable, feasible, and affordable approaches (practices, programs, or policies) to help schools meet the mental health needs of their students and staff. The goal of this research is to ensure that school-based interventions are contextually appropriate, implemented with high fidelity, and more likely to produce equitable outcomes than current practice. College costs and persistent workforce shortages have prompted educators, policymakers, and employers to shift the conversation on the transition from school from a narrow "college for all" emphasis to a broader "postsecondary education" and "career pathways" perspective. This paper describes an innovative effort to address these challenges in New Hampshire, focusing on a set of programs that follow a "hyperlocal" approach to career pathway development. Seeking to expose participants to careers in high-demand areas, the programs simultaneously address specific, local industry, community, and individual needs. Their purpose is to increase the likelihood of social mobility by using career exposure and hands-on involvement to spur interest and motivation toward additional education and training in promising fields. The research reported focused on programs that target youth approaching the secondary-postsecondary transition. The paper begins by briefly describing New Hampshire's unique demographic characteristics as they relate to the state's approach to education and workforce development. The characteristics help to understand the challenges involved in helping individuals make the transition from secondary education to postsecondary roles. The study's main findings focus on key elements of career pathway programs that align with the New Hampshire Charitable Foundation's (NHCF) hyperlocal model. Excerpts from participant interviews across six programs help to show what works in different career pathway sites, in terms of realizing effective collaboration among partners and providing learners with a positive experience. The paper concludes with a discussion about areas of ongoing need both within and outside of individual pathway programs.

Background: Educators in rural schools are uniquely situated to address youth mental health disparities, yet often face challenges in delivering mental health supports. This paper describes the process of adapting the evidence-based Coping Power program, a small group prevention program for youth with aggressive behavior problems, to be a two-tiered (Tier 1 and Tier 2), transdiagnostic intervention to improve fit and feasibility for rural upper-elementary and middle schools. Method: Identified challenges with the Coping Power program for rural areas included program length, substantial staffing and resource requirements, lack of universal programming, low caregiver engagement, and co-occurring problems. Initial adaptations included a classroom and small group format implemented by school staff, teacher consultations integrated into coaching and co-facilitation, and a technology-supported caregiver component. Implementer feedback forms, coaching notes, and individual interviews informed the iterative development and feasibility testing process. Results: Between 2019-2023, thirteen schools across six rural districts implemented the program. Student curriculum revisions included order and relative emphasis of content, classroom and small group overlap, necessary simplification of concepts, improved contextualization to the rural setting, and the addition of student workbooks. Supports for implementers included fully developed lesson plans and slides, a comprehensive implementation manual, video lesson overviews, action-focused training, and a 3-session coaching model to support implementer preparation and sustain motivation. Teacher and caregiver infographic text "nudges" were improved to promote generalization of concepts across settings. Discussion: By partnering with school-based implementers, the adapted program holds promise to be more feasible and appealing for rural schools than the original model. This fully developed program is now ready for larger-scale testing in rural schools. [This paper was published in "School Mental Health."]

In this paper, we develop a mixed stochastic approximation expectation-maximization (MSAEM) algorithm coupled with a Gibbs sampler to compute the marginalized maximum a posteriori estimate (MMAPE) of a confirmatory multidimensional four-parameter normal ogive (M4PNO) model. The proposed MSAEM algorithm not only has the computational advantages of the stochastic approximation expectation-maximization (SAEM) algorithm for multidimensional data, but it also alleviates the potential instability caused by label-switching, and then improved the estimation accuracy. Simulation studies are conducted to illustrate the good performance of the proposed MSAEM method, where MSAEM consistently performs better than SAEM and some other existing methods in multidimensional item response theory. Moreover, the proposed method is applied to a real data set from the 2018 Programme for International Student Assessment (PISA) to demonstrate the usefulness of the 4PNO model as well as MSAEM in practice. Traditionally in England, exam results in General Certificates of Secondary Education (GCSEs) (and before them O levels) and A levels have been reported as letter grades, with A (or A*) as the top grade, then B, C etc. The reforms gave the opportunity to revisit the arguments for different formats of reporting, and Cambridge Assessment contributed to the early debates with a short paper recommending the use of longer numerical scales (Bramley, 2013). The purpose of this study was to explore in more depth the arguments for and against different reporting scales.

The American Institutes for Research® (AIR®) partnered with Girls Who Code (GWC) to conduct an independent study evaluating the effectiveness of two GWC summer virtual programs, the Summer Immersion Program (SIP) and the Self-Paced Program (SPP), on promoting the pursuit of Computer Science (CS)-related postsecondary education for high school female and non-binary students. Employing a quasi-experimental design with inverse propensity score weighting technique, this study compared SIP and SPP participants with similar students who were waitlisted on the likelihood of majoring in a CS-related field. By analyzing publicly available National Student Clearinghouse data and GWC program records for the years 2020--2022, the study yielded two key findings. First, on average, both SIP and SPP participants were significantly more likely to major in a CS-related field (by 13.2 percentage points and 11.5 percentage points, respectively) than comparison students. Second, both SIP and SPP consistently demonstrated positive effects on majoring in a CS-related field across most of the student groups examined, including White, Black or African American, and Hispanic or Latinx students; students who are historically underrepresented in computing; and students with little to no prior CS knowledge. To enhance program outcomes, the study proposed to recommendations: (a) exploring supplementary feedback mechanisms to gather insights from participants, including program exit interviews, focus groups and long-term alumni surveys; and (b) establishing a comprehensive evaluation system to track the program's impact on various outcomes by including additional mid-term outcomes, such as enrollment in CS-related Advanced Placement courses and successful completion of these courses. This paper includes appendices detailing the technical aspects of the study and additional findings from In-Person SIP summer programs and a pilot program previously implemented by GWC before the introduction of the virtual programs.

With this paper, we deepen and expand upon our body of research into the public awareness and reputation of nondegree pathways, focusing on the beliefs and attitudes of young people, their parents, and their teachers. For those looking to pursue, or encourage someone to pursue, a nondegree pathway today, there are no easy answers. Information about nondegree pathways is hard to come by, and it isn't making its way into schools at a great enough rate to disrupt the damaging "college for all" mentality. Yet, what we observe among those who have chosen the path less traveled hints at a subtle awareness shift taking place. All parties--young people, parents, and educators alike--want more information about nondegree pathways, and are hungry to understand what opportunity exists beyond the degree. And most importantly, those young people who are pursuing or have pursued apprenticeships, boot camps, certifications, micro-credentials, and beyond are generally satisfied with their choices. They are largely employed, and they are appreciative of the opportunity to connect learning to earning in a meaningful way that doesn't come with a burdensome price tag or require them to put life on hold for four years. With this research, we put forth a call for change and a request for students, parents, and educators everywhere to adopt a more open lens on what success looks like. We ask the public to help those young people who are about to transition to adult life to not resort to knee-jerk choices, but instead to ask the question, "What if?" We commit to playing a role in the establishment of a stronger framework of information and quality assurance that makes the choice less daunting and more realistic for millions of young Americans. Dynamic geometry software (DGS) has long been studied in mathematics education as a way for students to explore and interact with geometric objects and figures. Recent advances in Augmented Reality (AR) technologies that allow dynamic three-dimensional mathematical objects to appear in students' environment as holograms have changed the nature of what is possible for a DGS, particularly with respect to embodiment. New forms of embodied interactions may arise in AR-based DGS, as students gesture and move their bodies through their environment, taking different perspectives to interact with these immersive shapes projected in three dimensions. In the present study, we examine videos of 28 high school students interacting with an AR-based version of the DGS GeoGebra, while wearing the Microsoft HoloLens 2 headsets. We document the novel kinds of embodied interactions that the AR environment affords, relating to (1) perspective and orientation, (2) scale, (3) three dimensions. Based on our analysis, we give important directions for future research on DGS and implications for the design of the next generation of holographic DGS. This paper summarizes a three-year quasi-experimental evaluation with school-level assignment of a social-emotional learning (SEL) program for high school students who are at-risk of dropping out before college graduation. The field-initiated program aimed to increase students' social and emotional skills, develop their character, and increase their college-going identities (CGI) with the long-run goal of strengthening students' growth mindset, resilience, and ability to persist to college graduation. There were four interventions that constituted "the treatment": (1) a 10-lesson student-facing CGI curriculum, (2) student-led "critical conversations" with recent alumni about their college experience (3) a research-based CGI coaching rubric for college counselors, and (4) CGI professional development for teachers and counselors. Treatment students were exposed to the curriculum, and both treatment and control students were exposed to business-as-usual college preparation activities, e.g., a curriculum that did not contain specific CGI lessons, but still developed college knowledge and academic readiness. Participating schools were located in suburban Texas (San Antonio, Austin, El Paso, and the Rio Grande Valley). The study sample consisted primarily of low-income and Hispanic students. There were varied levels of implementation fidelity across the treatment schools due to the COVID-19 pandemic. Using a cluster-level quasi-experimental design (QED), treatment effects on students' growth mindset were estimated. The results confirmed the hypothesis that the CGI program led to positive effects on students' growth mindset after two and three years of exposure to the program. This article explores the use of Extended Reality (XR) technologies, such as Augmented Reality (AR) and motion capture, in mathematics instruction, specifically focusing on geometry learning. Our research highlights the challenges students face in learning geometry due to its abstract nature and the potential of XR technologies to create interactive and immersive learning experiences. We emphasize the role of embodied learning and gestures in mathematics education and how XR technologies can support equitable teaching practices. The embodied motions in XR allows for knowledge to be instantiated in physical ways, positioning all students as competent doers of mathematics. Our research shows how methods of teaching mathematics with XR technologies can reveal important student understandings and highlight how students and teachers can build on each other's reasoning. Students engage in discourse using speech, body movements, and gestures in these immersive environments. Two case illustrations are provided to demonstrate the power of XR technologies in teaching geometry. The first case involves high school students creating arm motions to represent geometry conjectures in a motion capture game, while the second case involves students using AR goggles to manipulate holograms of geometric figures. This article concludes with recommendations for teachers and researchers to incorporate gestures in mathematics instruction and leverage XR technologies to enhance students' understanding of mathematical concepts.
