Purpose: The purpose of this study is to investigate contemporary changes in the education system. In particular, an analysis of the mechanisms of coordination and communication involved in the process can show how different geographical factors with different relational mechanisms may contribute to the creation of a new academic entrepreneurship. Design/methodology/approach: The authors propose a methodology with two-step approach. In the first part of the paper, they use a theoretical approach to carry out a longitudinal study of academic literature on the topics of "entrepreneurial university," "academic entrepreneurship" and "spin-off organizations." In the second part, they use cross-database analysis to theorize the main aspects of recent developments in higher education in Italy. To this end, the authors use three public and open-access databases on spin-offs, universities and higher education institutions and incubators in Italy. Findings: First, issues relating to the formation and best practices of entrepreneurial universities are discussed, based on the works of researchers from 25 countries. Second, a hypothesis is put forward to suggest that the organizational model of entrepreneurial university affects microeconomic competitiveness. Third, a case study of Italian spin-off organizations suggests that the number of incubators and spin-offs, and the type of academic knowledge, all directly affect the entrepreneurial university. Originality/value: This paper aims to examine the role of the university in the modern economic system. The originality of this investigation lies in its ability to offer a picture and first analysis of the main actors and of the entrepreneurial university system. [ABSTRACT FROM AUTHOR]

This paper focuses on the recent reforms and future challenges in financing the rapidly expanding Chinese higher education system. It is argued that the growing college-age population, roaring social and private demands for higher education opportunities, increasing financial needs of universities and colleges, and competing demands for resources from primary and secondary levels of education will result in serious challenges for higher education financing in China. The article provides an overview of the research paper, Educational Reform in the 1980s: Explaining Some Surprising Success by Joseph Murphy, which appeared in the Fall 1989 issue of Educational Evaluation and Policy Analysis. Murphy carefully weighs arguments on either side of the issue as to whether 1980s Wave I reform has been successful. His conclusion was that there are some small successes, more than scholars tended to anticipate, and these are of great importance for future development. Murphy does not explain how the top-down styles can be expected to ben or accommodate in order to meet necessary conditions for Waves 2 and 3, a next step for Murphy and others concerned about how meaningful policy change can occur in largely routinized, bureaucratically conservative, loosely linked systems. He does see some promise in these systems' already becoming somewhat more tightly linked and in their sharing aims with those attached to initiatives at the state level.

This article reports on the New York city council discussion of education in the city. What ought to have been the gently thoughtful subject of education brought four days of drama and squabbling to New York's city council. At the council's discussion of the matter, which ended on November 17th, witnesses were said to have been intimidated into not turning up. Others preferred to testify on audiotape, with their voices disguised. While some said it was like the old days in the Soviet Union, Randi Weingarten, the head of the teachers' union, pounded the table, waved papers in the air and shouted that teachers were being "demonised". All this is the work of a little-known council member, Eva Moskowitz, a former university professor. Without any real backing from her peers, she has illustrated the need to tackle the bizarre work practices in the city's schools. Union leaders condemned Ms Moskowitz as the mayor's propagandist, even though she put equal blame on the unions and City Hall for the dysfunctional contracts and has also been a vocal critic of Mr Klein's recent reorganisation. On the plus side, a public hearing has been arranged for parents and teachers and the contracts are currently being renegotiated. But it is still uncertain whether the system will be changed.

This article focuses on the U.K. Department for Education & Skills paper, "The Core Principles: Teaching and Learning, School Improvement, System Wide Reform." There are 18 Core Principles, in three six- packs. Those for Teaching and Learning present a digest of current thinking, which could support a range of views. The Core Principles for School Improvement include focusing on evidence based practice, collaboration with other schools and partners, and the building of collective ownership. The new language of reform, welcome though it is, comes nowhere near to describing a workable alternative approach to education leadership. Nor is it clear how the "sense of moral purpose", beliefs and attitudes, which are the real drivers of change, are cultivated.
