Background: The Pontifical Academy for Life (PAV) is an academic institution of the Holy See (Vatican), which aims to develop and promote Catholic teachings on questions of biomedical ethics. Palliative care (PC) experts from around the world professing different faiths were invited by the PAV to develop strategic recommendations for the global development of PC ("PAL-LIFE group"). Design: Thirteen experts in PC advocacy participated in an online Delphi process. In four iterative rounds, participants were asked to identify the most significant stakeholder groups and then propose for each, strategic recommendations to advance PC. Each round incorporated the feedback from previous rounds until consensus was achieved on the most important recommendations. In a last step, the ad hoc group was asked to rank the stakeholders' groups by order of importance on a 13-point scale and to propose suggestions for implementation. A cluster analysis provided a classification of the stakeholders in different levels of importance for PC development. Results: Thirteen stakeholder groups and 43 recommendations resulted from the first round, and, of those, 13 recommendations were chosen as the most important (1 for each stakeholder group). Five groups had higher scores. The recommendation chosen for these top 5 groups were as follows: (1) Policy makers: Ensure universal access to PC; (2) Academia: Offer mandatory PC courses to undergraduates; (3) Healthcare workers: PC professionals should receive adequate certification; (4) Hospitals and healthcare centers: Every healthcare center should ensure access to PC medicines; and (5) PC associations: National Associations should be effective advocates and work with their governments in the process of implementing international policy framework. A recommendation for each of the remaining eight groups is also presented. Discussion: This white paper represents a position statement of the PAV developed through a consensus process in regard to advocacy strategies for the advancement of PC in the world. In the last two decades the web expansion from web of things to web of thought presents a real provocation for governments across societies to achieve citizens' expectations. The transition from e-government to digital government from reactive to proactive service delivery mechanisms is one of the governments main challenges worldwide. In this paper an approach for analysing the potential for implementation of different technology pathways for the European pulp and paper industry (PPI) is presented. The approach is based on detailed technical research and aggregates the knowledge from previous studies to incorporate the whole European PPI. Thus, the potential for different technology pathways can be estimated on a European level whilst still considering important characteristics of individual mills. The usefulness of the approach was exemplified by applying it to a case study of the potential for introduction of carbon capture and storage (CCS) within the European PPI. The results from the case study show that for the European PPI, CCS has an up-hill road in order to be a viable, large scale alternative for reduction of CO2 emissions. If CCS is to be introduced in large scale within the European PPI, large biomass-based point sources of CO2 emissions need to be included when planning for CCS infrastructure and also the infrastructure needs to be built out for clusters emitting <20 MtCO2/yr. We combine multivariate ratio analysis (MRA) of body measurements and analyses of mitochondrial and nuclear data to examine the status of several species of European paper wasps (Polistes Latreille, 1802) closely related to P. gallicus. Our analyses unambiguously reveal the presence of a cryptic species in Europe, as two distinct species can be recognized in what has hitherto been considered Polistes bischoffi Weyrauch, 1937. One species is almost as light coloured as P. gallicus, and is mainly recorded from Southern Europe and Western Asia. The other species is darker and has a more northern distribution in Central Europe. Both species occur syntopically in Switzerland. Given that the lost lectotype of P. bischoffi originated from Sardinia, we selected a female of the southern species as a neotype. The northern species is described as P. helveticus sp. n. here. We also provide a redescription of P. bischoffi rev. stat. and an identification key including three more closely related species, P. biglumis, P. gallicus and P. hellenicus. [ABSTRACT FROM AUTHOR]

The high prevalence of allergic diseases warrants for sufficient health care provisions available to patients with allergic diseases. Allergy care should be delivered by well‐trained specialists. However, the current status of allergy care is not well documented. For this reason a survey among European and a few non‐European countries was launched by the National Allergy Society Committee from the European Academy of Allergy and Clinical Immunology and the Union Européenne des Médecins Spécialistes section and board of Allergology. The survey shows that in the vast majority of countries allergy care services are available. However, a substantial heterogeneity is reported regarding recognition of the full specialty, the number of practicing specialists or subspecialists, and training aspects. Growth but also decline of specialty and subspecialties is reported. In addition, the survey gives insight in strengths, weaknesses, opportunities and threats in this field. It appears that the recognition of the full specialty determines strength as well as weakness. Aging of specialists combined with a decline in the number of trainees form a major threat. Opportunities are seen in creating awareness for allergy, focus on attracting young physicians. The conclusion is that harmonization of allergy services across Europe is needed. OpenGrey, System for Information on Grey Literature in Europe, is your open access to 1 014 872 bibliographic references of grey literature produced in Europe and allows you to export records and locate the documents. Examples of grey (gray) literature include technical and research reports, doctoral dissertations, conference papers, official publications, and other types of grey literature. In 1980, this information resource first began as a bibliographic database under the name SIGLE. In 2006, the records migrated to OpenSIGLE - an open access database. In 2010 its name was changed to the OpenGrey Repository given that full-texts documents began to be ingested and preserved. And in 2020, Inist-CNRS (service provider) gave notice that OpenGrey will be discontinued. The scientific community has been developing and refining digital data standards to ensure that biodiversity data can be easily exchanged between different databases, systems and institutions. However, scientists still face the challenge of effectively analysing this vast amount of data. Variations in the quality, documentation and availability of metadata often make it difficult for scientists to compile appropriate datasets for their research. One contribution towards this task is the research data repository ARAMOB of the Arachnologische Gesellschaft (AraGes), which focuses on systematically collected data on spider assemblages. Mandatory requirements have been developed to ensure the quality and utility of the data for ecological research during a given project. A next step towards enhancing the data basis for convincing analyses of spider assemblages in Central Europe is the offer to now publish data in the society's open access journal Arachnologische Mitteilungen/Arachnology Letters, which are integrated into the data repository and thus made effectively accessible and usable. These data papers will be presented as one printed page in the journal, accessible on the website of the AraGes and from the BioOne Digital Library, accompanied by a PDF-document containing metadata to effectively use the published data. The original dataset is published as spreadsheet tables, but also deposited in the ARAMOB data repository, which is managed with the modularized database software and virtual research environment Diversity Workbench. By this means, the published data packages are also accessible and analysable within a wider context through the ARAMOB web portal. On request, scientists can also exploit data with the free and well-documented Diversity Workbench software tools. As heart failure with preserved ejection fraction (HFpEF) rises to epidemic proportions, major steps in patient management and therapeutic development are badly needed. With the current position paper we seek to update our view on HFpEF as a highly complex systemic syndrome, from risk factors and mechanisms to long-term clinical manifestations. We will revise recent advances in animal model development, experimental set-ups and basic and translational science approaches to HFpEF research, highlighting their drawbacks and advantages. Directions are provided for proper model selection as well as for integrative functional evaluation from the in vivo setting to in vitro cell function testing. Additionally, we address new research challenges that require integration of higher-order inter-organ and inter-cell communication to achieve a full systems biology perspective of HFpEF. The European Society of Radiology (ESR) established a Working Group on Value-Based Imaging (VBI WG) in August 2016 in response to developments in European healthcare systems in general, and the trend within radiology to move from volume- to value-based practice in particular. The value-based healthcare (VBH) concept defines 'value' as health outcomes achieved for patients relative to the costs of achieving them. Within this framework, value measurements start at the beginning of therapy; the whole diagnostic process is disregarded, and is considered only if it is the cause of errors or complications. Making the case for a new, multidisciplinary organisation of healthcare delivery centred on the patient, this paper establishes the diagnosis of disease as a first outcome in the interrelated activities of the healthcare chain. Metrics are proposed for measuring the quality of radiologists' diagnoses and the various ways in which radiologists provide value to patients, other medical specialists and healthcare systems at large. The ESR strongly believes value-based radiology (VBR) is a necessary complement to existing VBH concepts. The Society is determined to establish a holistic VBR programme to help European radiologists deal with changes in the evolution from volume- to value-based evaluation of radiological activities. Contests between individuals over resources may be costly in terms of both time and energy expended and the risk of injury. Signals of status, or ‘status badges’, are thought to have evolved to minimize these costs by providing information about an individual’s fighting ability or resource-holding potential (RHP) at the start of a contest. Studies on recently established North American populations of the paper wasp Polistes dominulus have demonstrated the existence of a status badge, in the form of black clypeal patterns, and have shown that rivals attend to these patterns during competitive interactions. However, observational data from studies in this wasp’s native European range have failed to demonstrate a strong link between clypeal patterning and RHP. We undertook the first direct test of status signalling in a European population of P. dominulus, by testing receiver responses to clypeal pattern manipulations in a competitive foraging context. We found no evidence that individuals assessed rivals using the clypeal ‘badge’. We discuss possible reasons for variation in signal use between the American and European populations, including genetic drift and environmental effects of the development and transmission of the signal. Introduction: The total demand for freight transport in Europe has increased significantly in recent decades, but most of it has been handled by road transport. To fulfil the modal shift targets set in the EU White Paper 2011, it will be necessary to double rail's market share from today's 18 %, by 2050. Translating this into reality means rail will have to handle 3 to 4 times the cargo volume it does today. With this in mind, the paper develops a vision of an efficient rail freight system in 2050. Methodology: To achieve the above objective, the research applies literature survey and group discussion methodology and applying a system approach. Keeping on board the EU Transport White Paper 2011 modal shift targets, as well as future freight demand and customer requirements, the current research attempts to answer the following three critical questions: Results: The authors find that the service quality can be improved by better planning, application of appropriate ICT-systems and adoption of an integrated supply chain approach. A more customer-orientated service can also be achieved by further deregulation of rail. There is also an urgent need for a faster implementation of Rail Freight Corridors (RFC). As well as liner trains, future rail freight services should be offering end-point trains, with semi/ fully automated loading/unloading equipment in hub-terminals, as well as terminals at sidings to improve the availability of intermodal operation. Conclusion: To offer a competitive price and reliable service, a reduction in operating costs will be vital by implementing a number of measures, including operation of heavier and longer trains, wider loading gauge, higher average speed, and better utilisation of wagon space and all assets. The main aim of this paper is to present an innovative approach to addressing the challenges of smart mobility exploiting digital twins within the METACITIES initiative. We have worked on this issue due to the increasing complexity of urban transportation systems, coupled with the urgent need to improve efficiency, safety, and sustainability in cities. The work presented in this paper is part of the project METACITIES, an Excellence Hub that spans a large geographical area, that of Southeastern Europe. The approach of the Greek innovation ecosystem of METACITIES involves leveraging digital twin technology to create intelligent replicas of urban mobility environments, enabling real-time monitoring, analysis, and decision making. Through use cases such as "Smart Parking", "Environmental Behavior Analysis on Traffic Incidents", and "Emergency Management", we demonstrate how digital twins can optimize traffic flow, mitigate environmental impact, and enhance emergency response; these use cases will be tested on a small scale, before deciding on implementation at a larger and more expensive scale. The final outcome is the METACITIES Architecture for smart mobility, which will be part of an Open Digital Twin Framework capable of evolving a smart city into a metacity. [ABSTRACT FROM AUTHOR]

This paper centres the colonial pre-histories of 'the digital' to complicate posthumanist theorisations of subjectivity. Posthumanism helpfully undercuts human exceptionalism by presenting subjectivity as always-already co-constituted by technology. However, this paper argues that it insufficiently engages the human as the historico-political effect of negating the assumed non-technological colonial Other. Focusing on liberal humanism between the 16th and 19th centuries, the paper theorises the modern human as bound up in 'technological onticide'. The presumed absence of technology became a (theo-centric, ratio-centric, bio-centric) measure of the Other's sub-humanity, at the same time as this Other was expected to be humanised through its technologisation. An emphasis on technological onticide complicates universalist theories of subjectivity that take it as always a matter of human-technology co-constitution. Reflexive commitments tend to be lacking, particularly from the perspective of early career scholars. This is particularly true in relation to published research, but evident in doctoral studies exploring teachers work. Using principles of phenomenological reflexivity, this methodological paper explores the critical incidents that have come to shape a qualitative, ethnographical case study before entering the field. Key findings highlight four implications for novice researchers: an engagement with critical independent reflection, critical friendship, skills development through academic modules and reflexive reading, and communities of practice. The lack of accessibility to the information associated with European built heritage is a significant factor of exclusion that precludes many European citizens from appropriating a shared cultural heritage. Nowadays, three-dimensional scanning, modelling, and rendering technologies provide many highly effective tools to virtually access the available digital heritage of many European buildings in different historical periods through images, videos, texts, libraries, or specific databases of information associated with historical-scientific knowledge. However, several factors, such as the availability of human, economic, and technical resources, the heterogeneity of the standards and the lack of regulations, still hinder the possibility of translating data into usable content for a wider audience and the chances of creating collaboration between professional experts and scholars. Considering that, the paper focuses on defining the User Experience (UX) of INCEPTION's web platform, a European-funded multidisciplinary research project that has adopted new web technologies to develop open-source three-dimensional models of cultural heritage buildings for digital architectural conservation. This paper explores the implementation of grand spatial planning narratives such as the compact city and polycentricity in planning practice. The effects of overlapping scales on the application of spatial imaginaries in metropolitan space are examined. Using post‐socialist space, the research enriches the geographical context of metropolitan studies. On the basis of a spatial analysis of metropolitan form and centrality and a textual analysis of the relevant spatial plans of three Czech metropolitan areas, the key features in efforts of planning polycentric and compact metropolitan areas are identified as "Administrative blindness", "(De)centralization ambiguity", and "Reactive passivity". By identifying the limits of translating spatial visions into the practical language of statutory regional and land‐use plans, the paper contributes to the debate on the effectiveness of metropolitan planning based on the specific context of Central Europe. The European Union has made the development of a circular economy one of the central ambitions of its Green Deal, in which plastics are a defined priority. Current policies, however, have drawn criticism that the narrow focus on techno-innovation opportunities and economic growth falls short of addressing multifaceted socio-ecological challenges, overlooks trade-offs between proposed solutions, and conceals conflicts of interest among different actors. This paper contributes to opening-up the critical political debate on the circular plastics economy using discourse analysis. Looking at how arguments are framed, which priorities are defined, and how actors take positions, we identify three circular plastics economy discourses in Europe: 'Plastic fantastic' (material-focused), 'Circular economy will fly us to the moon' (plastics economy-focused), and 'Even plastic flowers are dead in this system' (socio-ecological systems-focused). This paper presents the Positive Energy District Database (PED DB), a pivotal web tool developed collaboratively by the COST Action 'PED-EU-NET', in alignment with international initiatives such as JPI Urban Europe and IEA EBC Annex 83. The PED DB represents a crucial step towards sharing knowledge, promoting collaboration, reinforcing decision-making, and advancing the understanding of Positive Energy Districts (PEDs) in the pursuit of sustainable urban environments. The PED DB aims to comprehensively map and disseminate information on PEDs across Europe, serving as a dynamic resource for sustainable urban development according to the objective of making the EU climate-neutral by 2050. Indeed, PEDs imply an integrated approach for designing urban areas—the districts—where a cluster of interconnected buildings and energy communities produce net zero greenhouse gas emissions, managing an annual local/regional overflow production of renewable energy. The paper describes the collaborative step-by-step process leading to the PED DB implementation, the current results and potentials of the online platform, and introduces its future developments towards a more user-friendly and stakeholders-tailored tool. The interactive web map offers a customizable visualizations and filters on multiple information related to PED case studies, PED-relevant cases, and PED Labs. Users can access detailed information through a table view, facilitating comparisons across different PED projects and their implementation phase. Many isolated populations of local historical breeds still carry the message about the physical and genetic traits of ancient populations. Historical cattle diversity is currently at the intersection of two leading directions of genetic research. Firstly, it is archaeogenetics attempting to recover and interpret the preserved genetic information directly from archaeological finds. Secondly, it is collecting genomic information about the previous development of extant populations. The present paper aims to place selected archaeogenetic, genetic, and genomic findings in the picture of cattle history in Central Europe, as suggested by archaeozoological and historical records. The importance, actuality, and effectiveness of combining different approaches to each archaeological find, such as morphological characterization, interpretation of the historical context, and molecular data, are stressed. Although Europe was not a primary centre of cattle domestication, its expansion from the Middle East and subsequent development created a complex pattern of cattle breed diversity. Many isolated populations of local historical breeds still carry the message about the physical and genetic traits of ancient populations. Since the way of life of human communities starting from the eleventh millennium BP was strongly determined by livestock husbandry, the knowledge of cattle diversity through the ages is helpful in the interpretation of many archaeological findings. Historical cattle diversity is currently at the intersection of two leading directions of genetic research. Firstly, it is archaeogenetics attempting to recover and interpret the preserved genetic information directly from archaeological finds. The advanced archaeogenetic approaches meet with the population genomics of extant cattle populations. The immense amount of genetic information collected from living cattle, due to its key economic role, allows for reconstructing the genetic profiles of the ancient populations backwards. The present paper aims to place selected archaeogenetic, genetic, and genomic findings in the picture of cattle history in Central Europe, as suggested by archaeozoological and historical records. Perspectives of the methodical connection between the genetic approaches and the approaches of traditional archaeozoology, such as osteomorphology and osteometry, are discussed. The importance, actuality, and effectiveness of combining different approaches to each archaeological find, such as morphological characterization, interpretation of the historical context, and molecular data, are stressed. Simple Summary: Constant technological development of modern imaging has led to substantial improvement in management and decision-making in the diagnostic and prognostic process of many different neoplasms. This also applies to cervical cancer. The main evidence, providing the base of recently updated ESGO-ESTRO-ESP recommendations (2023) on the management and treatment of cervical cancer, has been evaluated and reviewed in this paper. Ultrasound has been suggested as a valid alternative to MRI in primary diagnostic workup of cervical cancer if performed by an expert sonographer. Additionally, CT or PET/CT exhibits a substantial role in assessing the extrapelvic spread of the disease in locally advanced cases or when suspicious lymph nodes are detected. The purpose of this article is to provide a comprehensive review of the role of different imaging techniques in staging settings, displaying a focused interest in the use of ultrasound. Following the European Society of Gynaecological Oncology (ESGO), the European Society for Radiotherapy and Oncology (ESTRO), and the European Society of Pathology (ESP) joint guidelines (2018) for the management of patients with cervical cancer, treatment decisions should be guided by modern imaging techniques. After five years (2023), an update of the ESGO-ESTRO-ESP recommendations was performed, further confirming this statement. Transvaginal/transrectal ultrasound (TRS/TVS) or pelvic magnetic resonance (MRI) enables tumor delineation and precise assessment of its local extent, including the evaluation of the depth of infiltration in the bladder- or rectal wall. Additionally, both techniques have very high specificity to confirm the presence of metastatic pelvic lymph nodes but fail to exclude them due to insufficient sensitivity to detect small-volume metastases, as in any other currently available imaging modality. In early-stage disease (T1a to T2a1, except T1b3) with negative lymph nodes on TVS/TRS or MRI, surgicopathological staging should be performed. In all other situations, contrast-enhanced computed tomography (CECT) or 18F-fluorodeoxyglucose positron emission tomography combined with CT (PET-CT) is recommended to assess extrapelvic spread. Aim: This paper introduces the Surveillance of Cerebral Palsy in Europe (SCPE) classification of events contributing to postneonatally acquired cerebral palsy, presents its interrater reliability, and describes the cases identified in the SCPE database. Method: The development of the classification, based on literature review and expert discussions, resulted in six main categories and 19 subcategories. The first chronological event designated as the primary event was mainly reported. Interrater reliability was assessed through online exercise providing 24 clinical vignettes representing single/complex pathways. Percent agreement and Gwet's AC1 index of reliability were estimated. Primary events were described using data of 221 children born between 2008 and 2012. Results: Thirty‐nine professionals (21 registries) participated in the reliability exercise. Substantial overall agreement was reached (0.75), with some contrast between complex (0.48, moderate agreement) and single events involved (0.89, almost perfect). The distribution of primary events showed that 32.1% were infections (category A), 23.1% head injuries (B), 15.4% related to surgery or medical interventions (C), 13.1% cerebrovascular accidents (D), 9.1% hypoxic brain damaging events of other origins (E), and 7.2% miscellaneous (F). Interpretation: This classification allows all the events involved to be recorded while consistently reporting the primary event, and may be used in different settings. What this paper adds: A standardized classification enables the description of the events contributing to postneonatal cerebral palsy (CP).The first chronological event in complex pathway leading to CP is coded.Category choice and coding of the primary event identify preventable situations.The detailed 2‐level classification is easy to use in various settings.Substantial overall interrater reliability shows that main categories can be consistently differentiated. Smart Specialization policy, Europe's place-based innovation policy, is transitioning into an innovation policy for sustainability inspired by academic debate and the urgency of societal challenges. The implications in terms of policy design remain underexplored. This paper studies the policy implications of this transition on the design of monitoring indicators. First, a theoretical framework based on the literature is created. Then, monitoring indicators used in the first policy phase are summarized into categories and themes through inductive and deductive document analysis. The indicators' strengths and limitations are discussed. By highlighting how monitoring indicators need to adjust to the policy transition, this paper contributes to the literature on innovation policy and Smart Specialization. It also provides guidance to policymakers by developing a framework on indicator design and providing practical recommendations on aspects that need to be considered, captured, and analysed through the indicators. Zootoxins are produced by venomous and poisonous species and are an important cause of poisoning in companion animals and livestock in Europe. Little information about the incidence of zootoxin poisoning is available in Europe, with only a few case reports and review papers being published. This review presents the most important zootoxins produced by European venomous and poisonous animal species responsible for poisoning episodes in companion animals and livestock. The main zootoxin-producing animal species, components of the toxins/venoms and their clinical effects are presented. The most common zootoxicoses involve terrestrial zootoxins excreted by the common toad, the fire salamander, the pine processionary caterpillar, and vipers. The lack of a centralized reporting/poison control system in Europe makes the evaluation of the epidemiology of zootoxin-induced poisonings extremely difficult. Even if there are many anecdotal reports in the veterinary community about the exposure of domestic animals to terrestrial and marine zootoxins, the number of published papers regarding these toxicoses is low. Climate change and its consequences regarding species distribution and human-mediated transportation are responsible for the emerging nature of some intoxications in which zootoxins are involved. Although new venomous or poisonous animal species have emerged in regions where they were previously unreported, zootoxins produced by native species remain the main concern in Europe. The diversity of poisonous and venomous animal species and the emerging nature of certain poisonings warrant the continuous update to such knowledge by veterinary professionals and animal owners. Nature-Based Solutions concepts and practices are being used worldwide as part of attempts to address societal challenges but have also been criticised for not dealing with deeper transformations needed to face urgent issues including biodiversity loss, climate change and inclusion. In this paper, we explore how an inclusive, integrated and long-sighted approach, emphasising a more radical integration of nature within cities, might support the transformations needed to endure major contemporary challenges. Addressing important emerging critiques of Nature-Based Solutions, we consider the potential of a more incisive form of Nature-Based Thinking (NBT) in cities, based on more holistic perspectives. The paper draws on a reflective and iterative research process that engaged both the research and practice communities through a symposium and a series of futures workshops that together explored the potential of NBT to develop future nature-cities relations in Europe and Latin America. The results of the reflective process suggest that notions of nature with people—not for people— new organisational structures, and the intention and capacity to apply long-term perspectives, are needed when planning for NBS interventions aimed at sustainable urban development. This includes developing a cultural-structural change based on new and inclusive understandings of human–nature relations, and novel governance paradigms that allow cross-sectoral coordination and engagement of local stakeholders beyond formal organisational structures. This paper describes a new underwater pumped storage hydropower concept (U.PSH) that can store electric energy by using the high water pressure on the seabed or in deep lakes to accomplish the energy transition from fossil to renewable sources. Conventional PSH basically consists of two storage reservoirs (upper and lower lake) at different topographical heights. It needs special topographic conditions, which are only limitedly available in mountain regions. Furthermore, due to the lack of acceptance and the environmental impact, new conventional PSH projects are very unlikely to be built in larger numbers in Europe in the near future. The presented solution solves these issues by placing the storage system on the seabed, thus having other geographical requirements. It operates as follows: in contrast to well-known conventional PSH plants, which use two separated water reservoirs of different heights, the U.PSH concept uses the static pressure of the water column in deep waters by installing a hollow concrete sphere in deep water. Storage of electricity is achieved by using a reversible pump in the hollow sphere. Upon opening a valve, water flows into the sphere, driving a turbine/generator, thereby discharging the storage device. In order to re-charge, the water is pumped out of the sphere against the pressure of the surrounding water. The power and energy, respectively, are proportional to the surrounding water pressure at the seabed. The amount of energy stored depends on the water depth and the volume of the spheres. The spheres need a cable connection to the shore or to a close-by floating transformer station (e.g., an offshore wind plant). No other connections such as pipes are needed. The functional principle of this energy storage technology, its state of the art, its storage capacity and the shape and size of the required spheres are discussed in this paper. Humanity is vividly witnessing the loss of life, the massive destruction, and human rights violations due to new authoritarian regimes and protracted wars that have intensified in the last few decades, particularly in countries of the Global South. Such conflictual situations have also resulted in devastating attacks against academic institutions and values and, in turn, the displacement of scholars, mainly to neighbouring countries and to Europe. In a pressing situation involving the radical disruption of scientists' social and academic lives in their homelands, international support networks, the history of which goes back to the 1920s, could quickly respond to the scholars' urgent needs. This paper analyzes the impacts of this recent migration flow of scholars on 'academic humanitarianism' in Europe, which is a form of humanitarianism and a regime of governing that emerged at the intersection of humanitarianism and academia. While analyzing the changing nature of this regime, the paper focuses on governing discourses, technologies, and strategies of the following organisations: Cara (UK), PSI (Germany), and PAUSE (France). Conventional signals are maintained via social costs and commonly used in the animal kingdom to assess conspecifics' agonistic ability during disputes over resources. In the last decade, some experimental studies reported the existence of visual conventional signals in several social wasp species, being good rank predictors in different social contexts. Females of the social wasp Polistes gallicus do not cooperate to start nests but they often try to usurp conspecific nests. Here, we showed that the reproductive females of this species have variable facial colour patterns that function as conventional signals. Wasps with larger black spots on their clypeus are more likely to successfully overwinter, are larger, and are better at fighting and at holding a nest. Furthermore, in field experiments, resident foundresses rely on facial pattern to assess usurpers' fighting abilities, modulating their defence reaction accordingly, so that rivals with larger black spot receive more aggression than rivals with smaller or no black spots on the clypeus. Our study reveals that visual recognition abilities are widespread among paper wasps that, regardless of their social biology, face similar selective pressures within competitive contexts. In recent decades cancer care has seen improvements in the speed and accuracy of diagnostic procedures; the effectiveness of surgery, radiation therapy and medical treatments; the power of information technology; and the development of multidisciplinary, specialist-led approaches to care. Such innovations are essential if we are to continue improving the lives of cancer patients across Europe despite financial pressures on our healthcare systems. Investment in innovation must be balanced with the need to ensure the sustainability of healthcare budgets, and all health professionals have a responsibility to help achieve this balance. It requires scrutiny of the way care is delivered; we must be ready to discontinue practices or interventions that are inefficient, and prioritise innovations that may deliver the best outcomes possible for patients within the limits of available resources. Decisions on innovations should take into account their long-term impact on patient outcomes and costs, not just their immediate costs. Adopting a culture of innovation requires a multidisciplinary team approach, with the patient at the centre and an integral part of the team. It must take a whole-system and whole-patient perspective on cancer care and be guided by high-quality real-world data, including outcomes relevant to the patient and actual costs of care; this accurately reflects the impact of any innovation in clinical practice. This research is part of a wider framework of index literature studies that have been conducted in the past few years. Some of these have had a focus on specific remote sensing (RS) technologies, while others have tackled specific threats to cultural heritage and landscapes. By considering both damages to heritage sites and technologies used for documentation and the monitoring of such occurrences, this paper unveils the current trends on a global scale in the study of the threats to heritage caused by both human-induced and natural hazards. Papers published by Europe-based researchers over the last 20 years using RS and Earth Observation (EO) techniques were surveyed alongside recommendations and programmatic documents issued by institutions in charge of heritage protection and management of several countries in Europe. Around 300 documents, including scientific articles (published from 2000 until 2022) and Grey literature (from 2008 and 2022), were analysed. The data collection and analysis were undertaken by a working group that was intentionally composed to bring together diverse perspectives and expertise, i.e., requirements of heritage professionals using RS and EO technologies, knowledge on technologies and their use in the field, and expertise in methodology implementation to support heritage management. The results highlight the type of hazards considered the most and the geographical distribution of the archaeological sites and monuments targeted by these studies; the countries the researchers are affiliated with; the types of RS and specifically satellite-based technologies used (and hence the type of data used); the tendencies of satellite data usage—visual interpretation, image processing, employment of machine learning, and AI; the technologies most applied by public institutions and practitioners; and many others. Recommendations and future trajectories are then outlined to efficiently reframe discrepancies between types of damage that have received the greatest attention in the literature and the most impactful ones in terms of the number of sites damaged. The present study focuses on the implementation of a self - assessment procedure in a Physics class, extended during a seven weeks period in a European secondary level school. The researchers used three modes of assessment based on paper and pencil, computer-web and mobile devices respectively. The aim of the study is to investigate the effect of each mode of assessment on students' motivation and achievement. Analysis of pre- and post-motivation tests revealed a more positive motivational orientation of students towards computers and mobile devices as assessment delivery mediums. Also, student evaluation implemented after the phase of the experimental procedure showed a significant increase in learning achievement for low-achieving students who participated in the mobile-based and computer-based assessment. The positive effects of computers and mobile devices on students' learning motivation suggest that they can be used as a promising alternative to paper and pencil assessment procedures. Background: Outcome measurement plays an increasing role in improving the quality, effectiveness, efficiency and availability of palliative care. Aim: To provide expert recommendations on outcome measurement in palliative care in clinical practice and research. Methods: Developed by a European Association for Palliative Care Task Force, based on literature searches, international expert workshop, development of outcome measurement guidance and international online survey. A subgroup drafted a first version and circulated it twice to the task force. The preliminary final version was circulated to wider expert panel and 28 international experts across 20 European Association for Palliative Care member associations and the European Association for Palliative Care Board of Directors and revised according to their feedback. The final version was approved by the European Association for Palliative Care Board for adoption as an official European Association for Palliative Care position paper. Results: In all, 12 recommendations are proposed covering key parameters of measures, adequate measures for the task, introduction of outcome measurement into practice, and national and international outcome comparisons and benchmarking. Compared to other recommendations, the White Paper covers similar aspects but focuses more on outcome measurement in clinical care and the wider policy impact of implementing outcome measurement in clinical palliative care. Patient-reported outcome measure feedback improves awareness of unmet need and allows professionals to act to address patients’ needs. However, barriers and facilitators have been identified when implementing outcome measurement in clinical care that should be addressed. Conclusion: The White Paper recommends the introduction of outcome measurement into practice and outcomes that allow for national and international comparisons. Outcome measurement is key to understanding different models of care across countries and, ultimately, patient outcome having controlled for differing patients characteristics. Background Skin diseases constitute up to 40% of all notified occupational diseases in most European countries, predominantly comprising contact dermatitis, contact urticaria, and skin cancer. While insufficient prevention of work-related skin diseases (WRSD) is a top-priority problem in Europe, common standards for prevention of these conditions are lacking. Objective To develop common European standards on prevention and management of WRSD and occupational skin diseases (OSD). Method Consensus amongst experts within occupational dermatology was achieved with regard to the definition of minimum evidence-based standards on prevention and management of WRSD/OSD. Results By definition, WRSDs/OSDs are (partially or fully) caused by occupational exposure. The definition of OSD sensu stricto additionally includes diverging national legal requirements, with an impact on registration, prevention, management, and compensation. With the implementation of the classification of WRSD/OSD in the International Classification of Diseases (ICD) 11th Revision in future, a valid surveillance and comparability across countries will be possible. Currently, WRDS and OSD are still under-reported. Depending on legislation and regulations, huge differences exist in notification procedures in Europe, although notification is crucial to prevent chronic and relapsing disease. Facilities for early diagnosis, essential for individual patient management, should be based on existing guidelines and include a multidisciplinary approach. Patch testing is essential if contact dermatitis persists or relapses. Workplace exposure assessment of WRSD/OSD requires full labelling of product ingredients on material safety data sheets helping to identify allergens, irritants and skin carcinogens. Comparable standards in primary, secondary and tertiary prevention must be established in Europe to reduce the burden of WRSD/OSD in Europe. Informed by existing gaps in the research of elder abuse and neglect (EAN) outcomes and very limited knowledge from Central-European cultural contexts, this paper analyzes the link between domestic-based EAN and three measures of well-being, namely subjective loneliness, sense of control over one's life, and a broader outlook on life. To do this, we used recently (2022) collected EAN survey fielded among home-dwelling residents of the Czech Republic aged 65 +. The results show that there is a clear relationship between EAN and these selected outcomes. Controlling for several sets of potential modifying or confounding factors further indicates that this relationship is substantial and direct, rather than weak and indirect. Among controls, only variables related to disadvantage (health, income, dependency, history of abuse) partly account for the link between EAN and its outcomes due to their relation to both heightened risk of EAN and lower well-being. Does growing reliance on private military and security companies (PMSCs) lead to the re-configuration of the state as a security and defence actor in Europe? Building on the multiple-networks-approach in organisation theory (Padgett and Powell), the current paper develops an analytical approach for studying the rise of new organizational forms in interstitial spaces via mechanisms including extension and differentiation; fusion and hybridity; transposition and refunctionality; and multivocality. The empirical analysis focuses on the rules and practices of Vesper Group - a PMSC working closely with the Swedish government. Several findings are reported. First, a new organizational form seems to be emerging as a result of the ongoing multiple network dynamics – national defence entrepreneurial firm. This is a type of a firm different from mainstream PMSCs in that it is owned by venture capital companies from their home state and also in that it is closely associated with its respective state in terms of its personnel policies, expertise and operational goals and scope. Second, the case of Sweden's Vesper Group and its cooperation with the Swedish government indicates that some EU member states may also be in the process of structural and institutional mutation as providers of defence and crisis management capabilities. Judicial and political power are inextricably linked, but at this point in time that link seems more important, more pervasive, and more fragile than ever before. Courts are now under stress in many, even consolidated, democratic countries, becoming one of the most stimulating topics for understanding European politics. Indeed, bringing Courts back to the centre of political analysis is a privileged perspective for understanding how and why democracies change. By highlighting the characteristics of the complex political context of conflicting actors, institutions and political processes, this special issue of European Politics and Society reveals the different dynamics and patterns of the role of Courts in contemporary European politics. This paper presents the phenomenon of 'Courts under stress' and the related research questions. In addition, it introduces the articles that make up this special issue, which are indicative of the maturation of Courts as a crucial topic in European political science. European defence policy offers opportunities for spending more and better where better achieves more from existing resources. Increased defence spending needs to be justified by the threats to Europe which have to be identified and defined. Higher defence expenditure usually focuses on inputs rather than final outputs in the form of greater peace, protection, security and the safety of a nation's citizens. The task is to show the opportunities for applying economic analysis to the complexities of European defence policy and collaborative defence projects. Economic efficiency criteria identify the contribution of final outputs, substitution and competition to the formulation of European defence policy, but the final outcomes are likely to be determined by military-political factors rather than economic efficiency criteria. The application of distributed ledger technology (DLT) in the financial sector has fostered the development of new services that are frequently referred to collectively as 'decentralized finance', or DeFi. In the wake of these recent developments many observers and practitioners regard DLT as a major technological disruption to the financial system, possibly leading to the complete disintermediation of banks and to their substitution with a network of bilateral relations between borrowers and lenders recorded in a common ledger. Recent historiography has shown that a potentially analogous system existed in Ancien Régime societies whereby finance was provided not only by specialized intermediaries, but also by an 'informal' credit network where debtors and creditors entered directly into relationship through notaries. In this paper, we carry out a systematic comparison between cryptolending, an extreme form of DeFi at the technological frontier, and the early system of peer-to-peer lending represented by notarized loans in the early modern period. Our aim is to assess the true novelty of current practices and to understand if, and in what sense, the technological innovation represented by DLT can effectively produce a structural change in the functioning of the financial system. The use of economic instruments within environmental policy has become a challenging topic for policymakers, governments and scholars. Environmental taxes have emerged as a prevailing preference in developed countries to promote sustainability. Recently, a particular focus has been given to waste generation and disposal, shifting the attention from greenhouse gases to another important source of environmental pollution. This paper investigates the effect of national environmental taxes and policies on industrial waste. A fixed effects model is used for 34 countries across Europe from 2004 to 2022. The results suggest that environmental taxes and energy policies reduce industrial (hazardous and non-hazardous) waste. However, environmental tax reforms should take into consideration the deterioration in environmental quality, the increase in economic costs and undesirable social consequences. [ABSTRACT FROM AUTHOR]
