This article focuses on the socio-political issues. The Siege of Tientsin has been eased slightly by British capitulation to Japan on the question of discussing the broader aspects of British-Japanese relationships. Although the Japanese extremists appear to have given ground in permitting the conference dealing with the issue to be held in Tokyo rather than Tientsin, Great Britain retreated to the extent of agreeing to discuss the surrender of the four Chinese. J. Monroe Smith, late President of Louisiana State University, Baton Rouge, Louisiana who borrowed $500,000 on faked credit of the University and lost $430,000 of it speculating in cotton, has given himself up in Canada.
