This paper examines staff perspectives on institutional representations of a range of areas of diversity and inclusion in a key post-compulsory education sector: that of UK Higher Education (HE). The paper focuses on comparing representational statements made by institutions with the reality of their lived experiences as perceived by staff. The paper first reviews literature around key issues of promoting and progressing in these areas, and how these areas are represented by institutions and the sector as a whole. It presents and discusses data from a survey (n = 300) to show strong agreement with representational statements as mirroring those of institutions, yet statistically significant differences between representations and the reality of lived experiences, particularly in relation to the lived experiences of staff. These data are discussed in the light of progress made by institutions, and the challenges faced in translating representations into real lived experience. Suggestions for institutions and policy makers are made to help better align reality with these representations in the UK Higher Education sector and, theoretically, for post-compulsory education sectors elsewhere. Fair access and widening participation currently occupy a prominent position in the UK higher education agenda, but these terms remain ambiguous. In this paper we identify two prominent strands of policy in the government's approach to access and the widening of participation and contrast these with a third, more progressive perspective. The academic strand seeks to attract 'gifted and talented' young people into an unreformed higher education system. The second strand, which we term the utilitarian approach, posits a need for reform. However, this is undertaken largely to meet the requirements of employers and the economy. In contrast, a transformative approach values diversity and focuses on creating a system of higher education that does not place the burden of change upon potential entrants. This framework is used to explore some of the implications of the government's White Paper The future of higher education. First, the purpose of higher education is discussed, with particular reference to the distinction between economic and social objectives. Second, the government's view of the structure of the higher education sector is examined, by scrutinizing the notion of institutional differentiation and the role of the access regulator. The internationalization of students in tertiary education has increased worldwide for the past 20 years. International students (IS) are considered consumers of Higher Education (HE) in host countries and are often a significant contributor to many countries' economies. This paper explores the push and pull factors that influence international Gulf Cooperation Council (GCC) students to select Higher Education in the UK as a preferred destination of choice and the potential implications this may have for the wider international student body. The authors utilized face‐to‐face interviews and purposive sampling of 40 undergraduate students from a university in the UK North West. The sample was nationals from Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. NVivo11 software was utilized by the researchers to facilitate data management and analysis. Analysis revealed six main push factors that led those sampled to depart their home country and pursue their university education in the UK. Alternatively, there were 10 pull factors that encouraged GCC students to pursue their university education in the UK. It is imperative that UK Higher Education institutions/universities are cognizant of the push/pull factors that boost GCC international students' intake at their institutions since there is an observable decline in international student numbers in recent years that can negatively impact the said universities and the wider UK economy. Racism is harmful for minority ethnic students from compulsory to tertiary education. Whilst there appears to be renewed public interest in structural racism, the realities of lived racism are, for many, a part of everyday life. This paper explores the experiences of minority ethnic students in UK higher education, especially their approaches to racism and coping strategies. Drawing on 51 in-depth interviews, the authors discuss the different ways in which racism can affect students and the extent to which it is normalised. As a means of coping, students appear to develop different degrees of emotional detachment and desensitisation towards racist behaviours. They discuss how white privilege in higher education can contribute to the silencing of minority ethnic students in the battle against racism, especially in white university spaces where racist behaviours are generally accepted, overlooked or trivialised. Universities now routinely promote value statements in order to express their beliefs and moral principles—adopting the practice of many commercial organisations. However, such value statements have rarely been collated or studied across the sector, which is what this paper sets out to do. Focusing on English universities, current value statements were collected and thematically analysed in order to assess what values universities in England claim to embrace; whether there are patterns in these value statements; and how these values are used to characterise the 'business' of higher education. A small number of key themes are used to typify value statements across a majority of institutions and differences between sub-groups of universities are identified. Prominent theoretical positions in sociology and labor economics disagree whether educational expansion has outstripped the demand for qualified labor (overexpansion), or whether economies face a skill shortage despite increases in education (underexpansion). Focusing on the United Kingdom and West Germany, two countries with dissimilar skill formation institutions, patterns of expansion, and labor markets, this paper asks to what degree expansion of education has been absorbed. I point out shortcomings of wage-centered analyses and develop an approach that focuses on trends in self-assessed over- and underqualification. Using repeated surveys among workers and official labor market statistics, I estimate regression models that link the cohort-level expansion of education to the cohort-level prevalence of mismatch. Results suggest overexpansion in the United Kingdom, with overqualification increasing and underqualification decreasing over historical times and cohorts. West Germany, on the other hand, shows signs of underexpansion. While dominant theoretical accounts focus on the under-/overexpansion of tertiary education, my results show that mismatch-dynamics in both contexts are strongest for workers without university degrees. Background and Aims If socio-economic disadvantage is associated with more adolescent smoking, but less participation in tertiary education, and smoking and tertiary education are both associated with heavier drinking, these may represent opposing pathways to heavy drinking. This paper examines contextual variation in the magnitude and direction of these associations. Design Comparing cohort studies. Setting United Kingdom. Participants Participants were from the 1958 National Child Development Study (NCDS58; n = 15 672), the British birth cohort study (BCS70; n = 12 735) and the West of Scotland Twenty-07 1970s cohort (T07; n = 1515). Measurements Participants self-reported daily smoking and weekly drinking in adolescence (age 16 years) and heavy drinking (> 14/21 units in past week) in early adulthood (ages 22-26 years). Parental occupational class (manual versus non-manual) indicated socio-economic background. Education beyond age 18 was coded as tertiary. Models were adjusted for parental smoking and drinking, family structure and adolescent psychiatric distress. Findings Respondents from a manual class were more likely to smoke and less likely to enter tertiary education (e.g. in NCDS58, probit coefficients were 0.201 and -0.765, respectively; P < 0.001 for both) than respondents from a non-manual class. Adolescent smokers were more likely to drink weekly in adolescence (0.346; P < 0.001) and more likely to drink heavily in early adulthood (0.178; P < 0.001) than adolescent non-smokers. Respondents who participated in tertiary education were more likely to drink heavily in early adulthood (0.110 for males, 0.182 for females; P < 0.001 for both) than respondents with no tertiary education. With some variation in magnitude, these associations were consistent across all three cohorts. Conclusions In Britain, young adults are more likely to drink heavily both if they smoke and participate in tertiary education (college and university) despite socio-economic background being associated in opposite directions with these risk factors. This paper takes critical lenses to interpret what students find enjoyable in their learning in specific ‘subject’ environments within the prevailing socio-economic climate in higher education. It considers student dispositions that emerged from dialogues with two groups of students attending a non-traditional university and taking vocational degrees within England, UK. We argue that although each higher education institute can become its own destiny, it can only do so within the boundaries of state policy and its technologies. Higher education, when affected by cultures of ‘performativity’, is arguably focused less on knowledge for ‘emancipation’ and its own sake and more on the ‘use value’ of its products. This paper argues that what is valued by these particular students in their learning and what gives them positive feelings as they engage with this process of learning is not altogether independent of the current governances shaping higher education. This paper is about changing concepts of equity in UK higher education. In particular, it charts the moves from concepts about gender equality as about women's education as a key issue in twentieth century higher education to questions of men's education in the twenty-first century. These changing concepts of equity are linked to wider social and economic transformations, the expansion of higher education and the growth in the knowledge economy, or what has been called 'academic capitalism'. Feminist theorists and activists, often called second wave feminists, developed concepts of gender equality in education, including higher education in the twentieth century, and these have been incorporated into higher education and policies with the expansions of higher education, especially around notions of widening participation. Notions of widening participation in policy and practice arenas focus on equity as about social class, socio-economic disadvantage, ethnicity and race, rather than specifically on gender questions. Equity is now twinned with diversity and where gender is now invoked it is largely about young and working class men's disadvantage in relation to higher education. In this paper, I will also provide research evidence from the UK's Teaching and Learning Research Programme (TLRP) which has been the UK's biggest ever initiative in education research about equity and diversity as currently conceived in UK higher education. I will show how gender has been incorporated with diversity questions and has lost its critical and feminist edge. I conclude with addressing questions about the future of higher education policies and practices to address questions of equity and diversity, attempting to counter the systemic inequalities in current forms of UK higher education. There are opportunities for developing new, critical and feminist pedagogies. More inclusive or 'connectionist' approaches, rather than 'teaching to the test', would engage socially diverse men and women students in a range of higher education subjects and settings. Proponents of the concept of the audit culture in UK higher education argue that from the late 1990s onward audit functioned as a form of power control and had a profound effect on academics and their work. Such arguments continued to be made into the early 2000s. Since then, however, the level of external scrutiny surrounding UK academics' teaching has decreased. This paper presents a case study of academics at a pre-1992 university to examine how they perceived the audit culture and audit-related quality assurance mechanisms. This paper reveals that nearly two-thirds of those interviewed considered audit and quality assurance mechanisms as a bureaucratic practice that had little impact on their work. Only about one-third found the audit useful for improving undergraduate classroom teaching practice, particularly increasing academics' awareness of the importance of good teaching. This paper has been prompted by the challenges created by recent proposed reforms to social care services in the UK services which are being 'modernised', a term ubiquitous in policy documents but difficult to define with confidence. Government modernisation and e-government programmes highlight with renewed urgency the need for social care practitioners on the front line to have up-to-date, reliable information. Yet the rise in the rate and volume of information published (over new and old channels) has, paradoxically, made it increasingly difficult for them to keep up with new developments. How can higher education institutions best contribute to the social care community through a period of profound ideological and structural change? In particular, the paper discusses the key challenges of keeping abreast of research; changes in the social/organisational/professional context of social care; how social care practitioners learn; and effectively integrating practice, research and education. This paper originates from the National Audit Office's 2008 report into widening participation policy in the United Kingdom. The report found that while there appeared to be modest improvements in the proportion of students coming from lower socio-economic groups over the last ten years, reliable analysis was hampered by a high proportion of missing data. In the 2007/08 academic year, the proportion of entrants whose socio-economic status was defined as 'unknown' was 26%, up from just 10% a decade earlier. This paper uses a random sample of 1000 such students, aged 18 or 19 on entry, to investigate why they have been designated as 'unknown' and what other information can be gleaned from their university application form. It was found that 46% of the sample could in fact be coded to a specific socio-economic grouping from the parental information provided by the student and it was difficult to see why this had not happened. The social profile of these students was comparable to the national picture. A further 23% provided information which was too vague to be coded. The focus of the paper, however, was the 32% of students who either did not provide parental information or who stated that their parents were not working. These students were strongly and disproportionately drawn from areas of high deprivation and low participation in higher education; the precise target of widening participation initiatives, yet they are effectively not acknowledged. Following the 1992 Further and Higher Education Act, local education authorities (LEAs) lost control of further education in England. Now, after spending almost two decades out in the cold, from 2010, local authorities are set to become re-involved in the further education system. Given this, this paper takes the opportunity to look back on the end of LEA control and reflect upon why further education colleges were removed from local authorities in the first place. It is acknowledged that the ideological stance of government was clearly an important factor in ending LEA control, and that the perceived need to make cost savings in the early 1990s also contributed to both the form and haste with which colleges were 'incorporated'. Within education, the term 'research' is used in a multiplicity of ways. This paper draws on my own reflection of how educational practitioners experience shifting relationships to research. It suggests that within the further education (FE) sector, professionalism in teaching is measured through observation in the form of the Ofsted inspection. In this case, the lecturer becomes an agent of research, i.e. a 'body' to be assessed and scrutinised according to a defined set of criteria. In contrast, in higher education (HE), an academic becomes the creator of research and is expected to generate new knowledge through research output. This paper therefore examines the relationship between theory and practice with specific reference to how different discourses of research are used to either assess or demarcate professionalism within UK post-compulsory education, depending in which sector practice is based. Risk-based regulation is a relatively new mode of governance. Not only does it offer a way of controlling institutions from the outside but it also provides the possibility of making an organisation's achievements visible/visualisable. This paper comments on a list of possible risks that higher education institutions have to face. In a second step, it is discussed that a higher education institution changes when a framework of risk-based regulation is adopted. The paper then illustrates how governance changes when the risk-based regulation approach is transferred from a UK context to an overall European one with differing traditions of higher education. The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows. This paper explores the rhetoric of engagement with diversity in post‐compulsory education and discovers paucity in research‐informed practice to develop that engagement among staff and leaders. The paper draws upon new and established concepts to consider how and why leadership development, linked to diversity, might be elevated to first‐order constructs. The evidence base for constructions of diversity is derived from published literature and from staff respondents in recently completed research for the learning and skills sector (UK) in which the author was team member. Findings suggest that first, issues of diversity and diversity management were not of great interest to participants in the study; second, that definitions of diversity were mixed and, where considered, were viewed predominantly as issues of concern for providers located among ‘diverse’ rather than homogenous populations; and third, where it existed, organizational action to promote diversity was episodic, and dominated by outdated concerns to monitor representativeness. Parallels are drawn between this research and studies recently completed in higher education. Research findings inform needs for researchers, policy‐makers and practitioners to penetrate the performance cultures of post‐compulsory education in order to pursue, with emotional intelligence and labour, the strategies required to effect action, revitalize theory, and engage iteratively with diversity. This paper considers the value of reflexive pedagogical approaches in the teaching of academic communication and writing. We focus on a course developed for pre-degree foundation students at a London higher education institution. Drawing on the students’ learning journals, we examine their reflections of the approaches practised on the course. Reflexive pedagogical approaches place emphasis on the contextualized and subjective learner, challenging dominant scientific discourses and opening spaces for students to critically reflect on their learning experiences and the ways that they can positively build on these throughout their university journeys. The course recognized the students’ contributions and understandings through the group work and their journal writing, shifting the emphasis from outcome to process and from competition to collaboration. Aims. This paper reports on organizational influences on nurse consultant post holders. The influence of individual characteristics has been the subject of another paper. Background. Nurse consultant posts were set up in the United Kingdom from the late 1990s onwards and, therefore, there has been little opportunity to report on evaluations of these innovative initiatives. Design. A cross-sectional design, using a convenience sample, was adopted. Methods. Ten nurse consultants working in a variety of settings and specialties participated in in-depth, tape-recorded interviews. The data were analysed using the Framework approach. Findings. Support systems were important influences on nurse consultants' role achievement levels. These took the form of internal trust networks, nurse consultant forums and links with higher education institutions. Post holders both gave and received support and acted to empower other nurses. Thus, relationships were vital to successful role integration. The culture and structures of the National Health System were also a powerful influence in terms of local and national modernization policies, and participants had to be careful in their choice of strategies to deal with the traditional medically dominated culture. Conclusions. The new nurse consultant role is challenging and innovative, but a major area of contention is how much post holders are expected to take on work previously done by doctors rather than developing their nursing role. Organizational support and commitment are needed if nurse consultants are to maximize the benefits of this innovation. Relevance to clinical practice. The findings show that new nursing roles are not always easily accepted in multidisciplinary settings and that holders of such post need to have the appropriate previous knowledge, skills and personal characteristics, as well as the ability to negotiate their way through organizational influences. The British Isles includes five educational and tourism environments and jurisdictions which have much in common, particularly in terms of their underpinning tourism products. Their higher educational provision likewise exhibits some common features but also significant diversity. This paper addresses the development of tourism education within the colleges and universities of the British Isles, taken to cover the United Kingdom (England, Scotland, Wales and Northern Ireland) as well as the Republic of Ireland. To standardise protocols and knowledge so that they could draw on a borderless workforce, the information technology and telecommunications industries developed a new class of industry certification in the 1990s. As of mid-2000, approximately 2.5 million of these certifications had been earned by approximately 1.65 million people worldwide, half outside the US. These credentials are awarded by third-party examination, with three commercial testing firms operating at 5000 sites in 140 countries. Students prepare for the examinations in a variety of ways, including course work at commercial schools with both physical facilities and virtual presence in dozens of countries. This paper focuses on the status of IT certification in six countries (Australia, France, Germany, Russia, Spain and the UK), and the behaviour of six major certifying authorities (Microsoft, Cisco, SAP, Sun Microsystems, Oracle and Novell). It highlights (1) the ways that these certifying authorities behave in the countries at issue, (2) variations in opportunities for students to prepare for certification, by country, and (3) flexibility in the languages of instruction/preparation and the languages of examination in the IT certification system. Because this certification system lies outside formal tertiary systems, it is not subject to government data-gathering in any country, hence we know little about the backgrounds of those who seek/earn these credentials. The paper suggests and encourages three lines of research inquiry (basic descriptive tasks, comparative curriculum studies and assessment studies) that can enlighten the role of this growing parallel universe in tertiary education. This paper argues that changes to both further and higher education that are already well underway are clarified by what can be called the model of the Business Studies University (BSU). The BSU elevates undergraduate student choice of equivalent level modular courses to the 'heart of the system' (DBIS, 2011). This is rejected by those few institutions not part of the current competition to cram in funded students; instead, they adhere to traditional academic disciplinary knowledge. As a result, at one pole of a bifurcating hierarchy higher turns into further education, with 'cramming' for academic higher education at the other. [ABSTRACT FROM AUTHOR]

Reflective self-questioning arises within the workplace when people are confronted with professional problems and situations. This paper focuses on reflective and 'situated reflective' questions in terms of self-questioning and professional workplace problem solving. In our view, the situational context, entailed by the setting, social and personal/individual perspectives, is interactional. The supporting empirical data is drawn from our work with two groups in their tertiary phase of education: professional trainers within a large corporate organisation and para-professionals within a large college system; each embraces phenomenological principles. The discussions of situated reflective practice (SRP) entail those circumstances where change is visited upon the individual by forces outside their immediate control. The positive sense of SRP is that it can prepare an individual for anticipated change, and is therefore considered a method of change management. The situation acts as a catalyst for the thought. This paper reflects on key moments occurring during the course of a three-year study of elite girls’ education, with a focus on the power relations that emerged between researchers and elites within the context in which the study was conducted. Central to our analysis is a focus on the affective dimensions of interaction between the researcher and study participants. Our experience gaining access to elite schools in the study illustrates how productive relationships may be fostered by a demonstrated alignment of interests; the desire for intellectual dialogue; and factors linked to the dynamics of the local education market. In our interviews with elite young women, we found that experiences of affinity, foreignness or awe within the interview process triggered different systems of affect. Drawing on qualitative interview research conducted with undergraduates at English universities, this paper examines Christian students' experiences of living out their religious identities at university. Noting the transitional nature of the higher education experience, which often destabilizes existing identities, we explore how, for students self-identifying as ‘Christian’, the enactment of faith helps to form experiences of continuity between pre-university home life and their university career. Religious beliefs and practices foster a sense of familiarity and offer cultural resources that assist in the forging of relationships among like-minded students. However, university-based Christian gatherings and groups are presented as less stable resources, and can come to symbolize heightened social difference amongst Christian students from different social backgrounds, provoking some to question, modify or give up their religious identities. In keeping with recent scholarship that stresses the dynamic, lived, continually negotiated nature of religious identities, we trace these patterns as contours within Christian identity construction, illustrating how religious and non-religious social factors interact as individuals navigate a key transitional stage in the life course. With the passage of the 1992 Further and Higher Education Act the British system of higher education formally moved from a binary to a unitary structure. However, ever since successive governments have argued for a diversified model of higher education within which institutions should pursue contrasting goals. This article offers an interpretation of the key ingredients of institutional diversification and constructs alternative structural models of higher education. It proceeds by exploring the changing structure of British higher education since the creation of the unitary model. The argument is that there has been a steady emergence of flexible sectors, which both converge and diversify. However, there is a danger that the 2011 White Paper, rather than sustaining flexible sectors, could intensify the nascent shift in the direction of stratification marked by increasing differentiation between sectors as they converge internally. Fieldwork is assumed by most practitioners to be an important if not essential component of a degree level education in the environmental sciences. However, there is strong evidence that as a result of a wide range of pressures (academic, financial and societal) fieldwork is in decline in the UK and elsewhere. In this paper we discuss the value of fieldwork in a higher education context and present the results of a case study which illustrates its value to student learning and the wider student experience. We used qualitative and quantitative methods to compare the impact of two learning tasks upon the affective and cognitive domains of students. We designed two tasks. One task that included fieldwork, and required students to collect organisms from the field and make labelled drawings of them, and one task that omitted the fieldwork and simply required drawing of specimens that the students had not collected. We evaluated the students' experience through structured and semi-structured questionnaires and written exercises. Students did not perceive the two tasks as being equivalent to one another. They reported that they enjoy fieldwork and value it (in the contexts of their learning at university, life-long learning, and in relation to their career aspirations) and felt that they learn more effectively in the field. Our students were better able to construct a taxonomic list of organisms that they had collected themselves, better able to recall the structural detail of these organisms and were better able to recall the detail of an ecological sampling methodology that they had personally carried out in the field rather than one that a tutor had described to them in a classroom setting. Our case study supports the growing body of evidence that fieldwork is an important way of enhancing undergraduate learning and highlights some key areas for future research. [ABSTRACT FROM AUTHOR]

Activists often strategically negotiate sectoral boundaries by switching between public, private and voluntary sectors over the life course in order to pursue their aims. This paper draws on a cross-national study that explored the extent of this inter-sectoral movement and the specific 'career pathways' activists developed in relation to governmental, private and voluntary/community sector organisations. Using an analysis of 46 biographical narratives gathered from activists in Manchester, UK and Auckland, Aotearoa New Zealand during 2007 we situate 'the academy' in these life stories of activism. Teasing out from these accounts the motivations behind a turn towards tertiary education at particular moments we examine how 'academia' supports and sustains individual activists while legitimising and professionalising their activism. In so doing, we track the tactical transfer of knowledge, skills and expertise effected by contact with 'the academy' to make substantive and conceptual claims around the future role universities might play in the knowledge economy. This paper reports findings from the first year of a UK-India Education and Research Initiative (UKIERI), 'Widening participation: Diversity, isolation or integration in Higher Education?' Over a three-year period this project will explore issues of diversity and integration, social cohesion and separation, equality and discrimination as experienced by students and staff on higher education (HE) campuses in India and the UK. Initial findings suggest that separation of groups on the HE campuses studied is pervasive and ubiquitous. While some such separation may be for supportive reasons, convenience, or inertia, at other times it is due to overt discrimination on the grounds of race, region, nationality, caste, class, religion, age or gender. Innovations in assessment practice have become widespread in Higher Education (HE) throughout the world. Taking a case study approach, this paper examines the nature of students' assessment preferences at one English university, and compares the views of UK students with a sample of learners from a number of other countries studying at the same institution. A brief discussion of the literature is followed by a methodological overview, before turning to an examination of the study's findings with regard to the students' views and experiences of assessment. This article is about progression in further and higher education for migrants to the United Kingdom who are users of non-standard varieties of English. The focus is on the struggles of Tobi, a first-generation migrant Nigerian student. Tobi's story describes the local barriers he must navigate in order to gain access to the courses he wishes to follow, both at the college where he is studying and at the local university to which he wishes to progress. These barriers include mastery of academic English and assessments of literacy. The contrast is drawn out between Tobi's aspirations to progress 'up' along an educational trajectory, and his actual experience of moving 'downwards'. Widening participation and the stratification of higher education are seen in relation to other processes and structures that impact on Tobi's experience: migration, social class and capital, language and language ideologies, and academic literacy. Tobi's trajectory also exemplifies the tension between his own language use and the variety of English he is expected to orient towards. We end the paper with a discussion of models of academic literacy, which may provide a starting point for addressing the pedagogic challenges faced by Tobi and his teachers. [ABSTRACT FROM AUTHOR]

Higher education (HE) is one of the routes that refugees who come to the UK from professional and highly educated backgrounds can re-establish their lives and professional identities. This research follows up a group of such refugees who were on a programme designed to support refugees gain access to HE or appropriate employment. The findings highlight the challenges facing the group over the three-year period since the course finished, and the long and often complicated journey into HE. The paper uses Bourdieu's concepts of field, capital and habitus to theorise the experiences of the refugees. It is suggested that an understanding of HE and the UK employment market as cultural fields enables a shift of focus away from refugees as 'deficient' and instead encourages reflection upon what these fields fail to give value to or recognise. The issue of levels of participation in post-compulsory education has been emphasised by the current policy initiatives to increase the age to which some form of participation is compulsory. One of the acknowledged weaknesses of research in the field of children's intentions with regard to participation is the lack of longitudinal data. This paper offers a longitudinal analysis using the Youth Survey from the British Household Panel Survey. The results show that most children can express intentions with regard to future participation very early in their secondary school careers and that these intentions are good predictors of actual behaviour five years later. Intentions to stay on are more consistent than intentions to leave and most children who finally leave at 16 have at some point said they want to remain in education post-16. The strongest association with participation levels is attainment at GCSE. However, there are also influences of gender and parental background and these remain, even after attainment is held constant. The results show the value of focusing on intentions for participation at a very early stage of children's school careers and also the importance of current attempts to reform curriculum and assessment for the 14–19 age group. Since the 1980s higher education (HE) in the UK has been continually developing to meet the needs of a changing economy. An economy now based largely on knowledge and its transfer, rather than manual skills and labour, has led to an emphasis by the government on increasing the number of adults with high level skills to contribute to economic success. The widening participation agenda is an example of the government drive to increase the numbers and range of people attending university. It is within this context that the term innovation has grown in currency. A growing student population requires learning and teaching methods to be developed, adapted and changed to address the diversity of needs within it. Innovation in learning and teaching therefore may become vital to the success of an institution. But what encourages staff to innovate? The majority of this paper will discuss the context for the focus on innovation in HE in terms of its contributing factors, such as changing economic needs and the government agenda to widen participation. Brief discussion at the end will be given to one faculty's initiative to encourage staff to innovate within their own practice. This initiative presents the potential benefits of creating opportunities for staff to present, exchange and discuss new ideas as a stimulus to taking the first step in innovating. This paper seeks to explore an apparent paradox within higher education. The increasing pressure towards widening participation in higher education, resulting in a more diverse student body, can be seen as either an opportunity or a threat. On the one hand it provides new opportunities for students to learn from and challenge one another, and potentially enriches both the classroom experience and more widely the breadth of the knowledge base within the higher educational institution. On the other hand it requires changes in the way in which higher education is conceived of, developed and organised, and provides challenges to current practices of learning and teaching. These changes and challenges can lead to fears about lowering standards, and raises questions about whether diversifying the student body detracts from 'excellence'. This paradox is explored in two different ways; firstly, by considering evidence from the US and the UK, answers are sought to the question, 'under what circumstances can it be demonstrated that diversity contributes to excellence in higher education'; and secondly, to consider the broader perspective on the relationship between 'diversity' and 'excellence' in a higher education context. This paper focuses on the way lecturers observe, feel restrained by and cope with quality management systems that have been implemented in the higher education systems of the United Kingdom and the Netherlands. As two sides of the same coin, quality enhancement and quality control are of increased significance in European Higher Educaction Institutions (HEIs), particularly through the Bologna Process. We are interested in the way that both enhancement and control blend into the current systems, and we are concerned for too much dominance of control, as has been suggested in recent managerial literature. Analysis of 40 interviews in both countries among researchers and lecturers in traditional and universities of applied sciences showed many similarities. It is not so much the general idea of quality management that is being turned down by the respondents. They see the benefits quite clearly. Still, the general belief is that quality management in its current shape and character does not fit with the work of the individual academic, neither their teaching nor their research. The respondents worry for and resent the consequences of increased emphasis on quality assurance and control. The developments concerning the quality management of their HEIs are perceived in terms of quality assurance by the UK respondents. Given the recent radical overhaul of secondary school qualifications in New Zealand, similar in style to those in the UK, there has been a distinct change in the tertiary entrant profile. In order to gain insight into this new situation that university institutions are faced with, we investigate some of the ways in which these recent changes have impacted upon tertiary level mathematics in New Zealand. To this end, we analyse the relationship between the final secondary school qualifications in Mathematics with calculus of incoming students and their results in the core first-year mathematics papers at Canterbury since 2005, when students entered the University of Canterbury with these new reformed school qualifications for the first time. These findings are used to investigate the suitability of this new qualification as a preparation for tertiary mathematics and to revise and update entrance recommendations for students wishing to succeed in their first-year mathematics study. Globalization is putting increasing pressure on jobs in the United Kingdom, particularly among less skilled activities. The European response through the Lisbon Strategy has been diffuse, while UK policy appears much more focused, concentrating on the need to raise education and skill levels. The present paper examines the transition towards a more highly qualified workforce in the United Kingdom, including an assessment of probable future developments given recent trends towards greater participation in higher education. It describes two complementary forecasting exercises, whereby a stock-flow model is used to produce UK-wide estimates and, then, a multi-logit equation is used to disaggregate these forecasts by region. The result is a set of estimates of the likely developments in the pattern of qualification attainment across the different parts of the United Kingdom, running through to 2014. It focuses upon the numbers of individuals broken down by level of qualification, gender, age and region. These forecasts suggest that, based on past trends (and consistent with meeting government targets), there will be substantial increases in the numbers and proportions of more qualified individuals and corresponding reductions among the less qualified. The UK's National Adult Learning Survey has emphasised that graduates are more likely than other groups of people to engage in further learning and to be motivated by the intrinsic nature of the subject matter. However, beyond this we know relatively little about the learning of graduates as a specific group. In particular, we know very little about how experiences of higher education affect attitudes towards learning in the years after graduation. To start to redress this gap, this paper draws on in-depth interviews with 90 graduates from six different UK higher education institutions, five years after they completed their first degree. It argues that, in the case of many of these young adults, the influence of higher education on further learning was exerted at three levels in relation to: the process of learning; the construction of learner identities; and understandings of the relationship between learning and the wider world. Dual sector universities (or duals) are a growing international phenomenon that cut across the divide that typically exists in post-secondary education. Duals combine ‘further’ and ‘higher’ education within a single institution providing enhanced opportunities for student transition between post-secondary sectors. This paper reports the results of an international survey of duals in Australia, Canada, New Zealand, South Africa and the UK. The results indicate that duals operate divergent operational models in managing the structural challenges of cross-sector education characterised as unitary and binary. Based on a model developed by Brookfield (1995), a deliberately reflective approach is taken in this paper to the relationship between the author's earlier work in a department of adult education and her current teaching on a course for new university lecturers. As increasing numbers of mature students are being encouraged into universities, she wonders whether the principles and practices of adult education have a place in the pedagogic practices of higher education. She summarises the development of adult education departments in British universities, and draws attention to different pedagogic approaches in adult and higher education. Looking through various 'lenses', the author concludes that there is a need for a new professional agenda in higher education - where commonality and difference provide the starting points for mutual exploration and self-understanding - and that the traditions of adult education have a significant contribution to make to this agenda. It also examines the principles that underlay the development of content acquisition and supporting infrastructure in UK university libraries in the 1990s. Ricoeur's theories of justice are used here to examine the injustice of the utilitarian drive to widen participation in higher education in the UK and, in particular, the attribution of low aspirations and achievements to those young people who do not participate in higher education. Government policy is considered through Ricoeur's theory of the just state; and his ‘new commandment’ is used to consider the disproportionate sacrifice required of these young people if they are to enter higher education. Contemporary universities, serving mass higher education markets, find themselves delivering complex, broadly based projects such as student support and welfare, human resource development, and business enterprise. Established concepts of academic administration and devolved management have been overlaid by more fluid institutional structures and cultures, with a softening of internal and external boundaries (Whitchurch, 2004, 2005). These developments have caused major shifts in the identities of professional administrators and managers as they adopt more project‐oriented roles crossing functional and organisational boundaries. This paper considers the dynamics of these changes, in terms that move beyond conventional assumptions about administration and management. While identities have been defined traditionally via structured domains such as professional knowledges, institutional boundaries, and the policy requirements of the higher education sector, an emergent project domain has fostered the development of an increasingly multi‐professional grouping of staff, with implications for career futures. This article reports on a research project that investigated the experiences and perceptions of staff supervising final year social science undergraduates enrolled on a dissertation module in a post-1992 UK university. Using data from semi-structured interviews, the article explores staffs perspectives of the supervision process, the different approaches taken by staff to supervision and the challenges they face in supporting students through the dissertation journey. The paper offers a picture of the dissertation supervisors’ experiences and, it is hoped, will encourage other supervisors to interrogate their own supervision in light of the practice of colleagues.
