The aim of the paper is to investigate the consequences of the expansion of higher education on two goals of the education system, namely promoting equity of educational opportunities and providing credentials that facilitate the matching of labour supply and demand. The first goal is typically studied by research on inequality of educational opportunity; the second by research on returns to education and credential inflation. The key idea of the paper is that educational expansion can have different and possibly opposite effects on the two goals. (a) If, with educational expansion, equality of educational opportunities increases, while the occupational value of the titles decreases, one has a trade-off scenario. For example, an increase in equality of educational opportunities is matched by a decline in the value of higher education in the labour market. (b) If equality of opportunities does not increase, despite the expansion of higher education, and the returns of higher education degrees decline, one has then a worst-off scenario. (c) Finally, if with educational expansion equality of opportunities increases and there is no credential inflation, one has a best-off scenario. In this paper, we systematically investigate these alternative scenarios. We perform the same empirical analysis on two distinct data sets in order to test the robustness of our findings. The purposes of this paper are twofold: a presentation of the theoretical basis of benchmarking and a discussion on practical benchmarking applications. Benchmarking is also analyzed as a productivity accelerator. The authors study benchmarking usage in the private and public sectors with due consideration of the specificities of the two areas. Special attention is paid to the presentation of the current picture of higher education and conditions for the application of benchmarking. The chosen examples of benchmarking projects conducted in higher education illustrate the spectrum of benchmarking usage. The authors conclude the paper with a recommendation for the employment of benchmarking in the higher education environment, especially in the light of competition pressures and rapid economic development. Risk-based regulation is a relatively new mode of governance. Not only does it offer a way of controlling institutions from the outside but it also provides the possibility of making an organisation's achievements visible/visualisable. This paper comments on a list of possible risks that higher education institutions have to face. In a second step, it is discussed that a higher education institution changes when a framework of risk-based regulation is adopted. The paper then illustrates how governance changes when the risk-based regulation approach is transferred from a UK context to an overall European one with differing traditions of higher education. This paper focuses on the EU discourse on Higher Education and analyses this discourse within the context of globalisation. Importance is attached to the issues of lifelong learning, competitiveness, diversification, entrepreneurship, access, knowledge society, modernisation, quality assurance, innovation and creativity, governance and business-HE partnerships. The paper also provides a critical analysis of this discourse focusing on certain issues involved in policy borrowing and transfer, the corporatisation of HE, international competition with the USA and Asia and the implications of all these aspects of the dominant EU HE policy discourse for HE and the public sphere. The paper seeks to tease out the tension that exists in the discourse between neo-liberal tenets and the idea of a Social Europe. This paper focuses on the relationships between higher education and the labour market in Serbia. In order to understand this relationship better, this paper will first provide a brief history of the country and the history of its higher education structures. The paper will then discuss higher education from post Second World War until the fall of communism, highlighting how tertiary education met the goal of preparing young people for life in a socialist economy. The second part of the paper will discuss higher education after the fall of communism, and will show how higher education is not inadequately preparing Serbian graduates for the needs not only of the free market, but the new global economy. This paper presents the main results of a recent survey of private higher education institutions from twelve selected European countries (Austria, Germany, Italy, Spain, Portugal, Poland, Estonia, Bulgaria, Romania, Turkey, Ukraine, Russia) [in the framework of the UNESCO‐CEPES project on “Private Higher Education in Europe and Quality Assurance and Accreditation from the Perspectives of the Bologna process Objectives”, designed and implemented in collaboration with “Leon Koźmiński Academy of Entrepreneurship and Management (LKAEM) and the World Bank]. After a brief review of the current incidence of private education in the selected European countries, the authors give a description of the survey. Then the main findings are structured according to the nine goals of the Bologna Process and their corresponding level of implementation in private higher education institutions, and also to provide comparisons with public higher education institutions. Discussions of strategic management and productivity generally overlook fundamental factors of production that are on the rise with new models of management and new modes of production by which instruction and research is created. This paper draws on national, institutional and professional association data from universities and emergent professions in Austria, Germany and the US to track the shifting allocation of human resources and to determine whether academic managers are considering these patterns in establishing strategic management practices. Findings show that, in some countries, professors represent a declining proportion of the personnel in higher education, although the models of management and the allocations of personnel vary among the US, Austria and Germany. Noting that current strategic management practices are not incorporating consideration of these developments, this paper offers questions and concepts for universities to address in order to enhance strategic management. This paper strives to answer the question whether Europe will reach its tertiary education attainment target by 2020. We model the dynamics behind education decisions as a balance between investment and consumption motivations. We use a panel approach and a wide range of statistical tests to insure that model specifications are stable and robust. Insights into the dynamics of future education attainment and remaining policy challenges are highlighted. While Europe is likely to achieve its target, there is a growing divide between best and low performing countries that raises doubts with respect to real economic convergence prospects. The Bologna Framework for higher education has agreed on three 'cycle descriptors'-knowledge, skill and general competence-which are to constitute the learning outcomes and credit ranges for the three cycles of higher education: The Bachelor, the Master and the PhD. In connection with the implementations of the national qualification framework these descriptors initiated a new debate on the possibility of Bildung within higher education in Norway. Pursuing this question of whether the triad knowledge, skill and general competences makes possible or prevents Bildung within higher education I argue that regardless of how one conceptualizes Bildung, one must say something about the kind of thinking that initiates a process transforming knowledge to become internalised so as to influence one's choices and actions. A vital aim for the initiative of the Bologna process as envisioned in the Bologna Declaration 1999 was to develop a 'Europe of Knowledge'. Underpinning this and other educational documents it appears that lack of knowledge is seen as an important explanation to todays many challenges. A confidence in knowledge per se as having a transformative power in itself seems to be a belief supporting the knowledge policy that dominates official documents. Following Kierkegaard and his critique of becoming objective as nurturing disinterestedness, I am critical to an understanding of knowledge as transformative in itself if knowledge primarily is understood as objective knowledge. In this paper I argue that in order to take responsibility for the knowledge one holds, a thinking which Kierkegaard calls subjective is an important contribution to one kind of thinking involved if knowledge shall initiate a transformation of one's life and thus foster responsibility. This paper examines the impact of an academic degree and field of study on short and longterm unemployment across Europe (EU15). Labour Force Survey (LFS) data on over half a million individuals are utilised for that purpose. The harmonized LFS classification of level of education and field of study overcomes past problems of comparability across Europe. The study analyses (1) the effect of an academic degree at a European level, (2) the specific effect of 14 academic subjects and (3) country specific effects. The results indicate that an academic degree is more effective on reducing the likelihood of short-term than long-term unemployment. The current paper investigates the cross-national relevance of dependency theory and world systems theory for eight dimensions of development. The main emphasis is on indicators of sustainable development, and our essay comprises in all 36 main dependent variables. They are part of the dimensions of democracy, gender justice, high quality tertiary education, economic growth during the outgone economic cycle until 2008 and projected economic growth after 2009, the environment, human development, employment, and social cohesion on a global scale by a new. Our 175 nation analysis, using 20 main predictors of development tries to confront the very basic pro-globalist assumptions of the "Lisbon process", the policy target of the European leaders since the EU's Lisbon Council meeting in March 2000 to make Europe the leading knowledge-based economy in the world with a "globalization critical perspective". A realistic and politically useful analysis of the "Lisbon process" has to be a "Schumpeterian" approach. We analyze the "Lisbon performance" of the world economy by multivariate, quantitative means, looking into the possible contradictions that might exists between the dependent insertion into the global economy and other goals of the "Lisbon process". Lowering the comparative price levels and increasing the dependency from the large, transnational corporations, as correctly predicted by Latin American social science of the 1960s and 1970s, emerges as one of the most serious development blockades, confronting Europe. It also emerges that failing to develop Europe's own MNC headquarter status in the global economy has very negative effects on development performance. The increase in military expenditures, proposed in article 42,3 of the new EU Lisbon Treaty, is another stumbling block against development. 2010 sees the end of the process of establishing the European Higher Education Area (EHEA). Although not all countries may have achieved all the objectives, many are those countries and universities who have implemented many of the targets set. Within the Bologna Process, there have been many developments such as: European Credit Transfer and Accumulation System (ECTS) for the transfer of period of study abroad; joint degrees; and quality assurance aspects among others. Guidelines for Quality Assurance and the development of an overarching European Qualifications Framework have been developed. While the Bologna Process brings with it many advantages on an education level, the discussion has not really considered the legal aspects of such a system. Once the EHEA is implemented comprehensively across Europe, situations may arise which would require universities to consider the legal aspects of learning that students may have experienced within different tertiary institutions. This paper considers what problems may arise, for example with fraudulent behaviour by students in the acquisition of ECTS credits in another university; with weaknesses or failure to prove quality of learning following an external quality assurance audit in another university; with the failure to deliver learning by one of the partner universities running joint degrees etc., and explores the possible legal implications of such situations as well as identifying the legal lacunae which exist and which need to be taken into consideration if the EHEA is to maintain the reputation that it aims for. The Bologna Declaration attempts to reform the structure of the higher education system in forty-six European countries in a convergent way. By 2010, the European space for higher education should be completed. In the 2005-2006 academic year, the University of Murcia, Spain, started promoting initiatives to adapt individual modules and entire courses to the ECTS-compatible credit system. In this paper, we describe the development of an experiment under the ECTS credit scheme for the module English Language and Literature I, a course for first year students of French Studies. This experiment took place in the 2005-2006 academic year. This was the first experiment of its kind to be carried out in the Faculty of Arts under the Bologna principles. A teaching team made up of three experienced language teachers was put together for this purpose. The experiment would have a very strict follow-through: three different types of questionnaires were designed and given to the students, teacher and observers respectively in order to establish how the new teaching plan was working. Governing boards have a long tradition and prominent role in U.S. higher education. The diversity of institutional types, and thus governing boards, represents a multifaceted tapestry of functions, roles, and responsibilities. This paper will attempt to define the parameters of public higher education governing boards in the USA and offer critical insights into their degree of effectiveness. It is the author's position that both positive and negative lessons can be learned through an examination of these public governing boards in the USA. This paper discusses the European Higher Education Area (EHEA), its creation, its guidelines, and its inherently innovative potential. It looks closely at the theoretical proposals, the innovative regulations and institutional practices in the process of academic change that relate to teaching, research and management. It also describes the emergence of creative processes in quality assurance and methodological renewal. These bring new professional challenges and educational opportunities to the fore; challenges which raise ethical issues for those involved in these approaches to universities in Spain and the European Union. This paper analyses the relationships among life goals, job prospects and fields of study for a sample of young European higher education graduates. The results show that there is a characteristic pattern for each field of study with regard to the variables used. Graduates in a given field have similar life goals and job prospects, as well as a similar educational and social background, irrespective of cultural and labour market differences associated with their country of residence. The focus in recent studies of workplace learning has been on 'communities of practice' and the ways that learning is shaped by such communities. In the process, there has been a downplaying of the importance of broader institutional arrangements, including the impact of organisational structures and management practice, as well as national systems of Vocational Education and Training. This paper draws attention to the importance of these organisational processes in structuring workplace learning. We argue that the institutional arrangements that define organisations are decisive in defining the parameters of workplace learning. In relation to traditional industries, such as steel, the opportunities for time-served workers employed in production areas to learn their work and enhance their expertise is characterised by a set of embedded and regressive practices. These practices hinder the adoption of new forms of working practices and leave many steelworkers vulnerable to the broader effects of industry restructuring. [ABSTRACT FROM AUTHOR]

This author focuses on the ethical aspects of conducting university research and teaching. What function does the university perform in making the contemporary world more humane, and what threats are connected today with this mission? Scientific work is, of course, also practised outside the university, and teaching does not have to follow the university model; however it cannot be denied that the university is a ubiquitous scientific and educational institution, the values of which should be remembered and emphasized in light of modern scientific and cultural developments. This paper highlights first the features specific to the university, with an emphasis on educational and cultural production. Next, the challenges faced by the university in the context of modern civilization are addressed. To conclude, a few personal observations about moral dimensions and challenges are shared. European universities must face the crisis of the Humboldtian model, and find new organisational solutions. This paper proceeds from two starting observations. The first is the one according to which we are in a “cultural shift” that makes culture the element on which performance, including technologically and cognitively, depends. The development of societies now depends on the culture shared by human beings more than on their economy or technology. This paper analyses the apparent conspiracy of silence and/or culture of disinterest with regard to ethical issues in higher education. A first interpretation treats it as an almost entirely negative phenomenon – the subordination of university values to external political and market forces. The second interpretation, elaborated here, is more nuanced and less judgmental; the apparent erosion of the autonomy of the university and growing fuzziness of traditional academic values are seen as evidence not of decline-and-fall but of higher education's success within the expanding territory of the knowledge society. In the late 60s and early 70s, several universities were set up in various European countries with the intention of providing an alternative to established institutions of higher education. The new universities were expected, amongst other things, to experiment with new forms of leadership and management internally, give teaching and learning higher priority, and to be regional relevant institutions for the area in which they were located. The paper analyses to what extent three such university establishments: Aalborg University in Denmark, Maastricht University in the Netherlands and Tromsø University in Norway have managed to maintain and develop their alternative profile during the last thirty years.
