The impact of economic crises on philanthropic funding to, and fundraising by, nonprofit organisations is a surprisingly under-researched field. Internationally, data is scant and comparisons are impeded by different categorisations and definitions of funders and sectors, different timeframes and the dominance of the US in the body of published research. A search and review of the literature identified 60 journal articles and professional reports that we analysed by theme. This paper brings together, reviews and analyses what is known from four national contexts - the US, the UK, Australia and Aotearoa New Zealand. Analysis covers the impact of multiple recessions, with a particular focus on the Global Financial Crisis (GFC) of 2008-09. Key findings include that losses of funding are not as uniform nor as sustained as media coverage would suggest and that different sectors are impacted in different ways. Philanthropic sources including individuals, trusts and foundations, and corporate philanthropy vary in the timing of their responses to economic crises, and though the impact of economic crises on nonprofit sectors is variable, giving as a whole is better sustained than popularly supposed. In Australia and the UK, contracts with minors in sports and entertainment are not uncommon. Generally, such contracts are voidable at the option of the minor. However, when contracts fall within the category of beneficial service, as is the case with most professional sports or entertainment contracts, they will be enforceable against the minor. Indian courts do not prescribe to this view holding contracts with minors, void ab initio and unenforceable against contractual parties, with few exceptions. The policy rationale is embedded in protecting minors from their own rash decisions and preventing unscrupulous parties from taking advantage of a minor's nascent mental capacity. By analysing divergent approaches on the validity of minors' contracts in three common law jurisdictions—Australia, India and the UK—the authors highlight inadequacies in legal pronouncements by Indian courts. In India, the legal non-existence and unenforceability of service contracts with minors renders it futile for them or their representatives from negotiating favourable contractual terms beyond welfare measures provided by law as these are unlikely to be upheld. This paper argues that India's narrow approach fails to acknowledge practical realities of minors' participation in the increasingly commercialised sports and entertainment industry. In light of more practical approaches in other common law jurisdictions, the authors set out policy recommendations and suggest reforms to the legal position on minors' capacity to contract in India. Forecasts predict a growing shortage of skilled nursing staff in countries worldwide. Nurse migration is already a common strategy used to address nursing workforce needs. Germany, the UK, and Australia are reviewed here as examples of destination countries for nurse migrants. Agreements exist between countries to facilitate nurse migration; however, it is not evident how nurse migrants have contributed to data on which these arrangements are based. We examined existing primary research on nurse migration, including educational needs and initiatives to support policymakers', stakeholders', and health professions educators' decisions on measures for ethical and sustainable nurse migration. We conducted a rapid evidence assessment to review available empirical research data which involved, was developed with, or considered migrant nurses to address the research question: what are the findings of research that directly involves migrant nurses in producing primary research data? A total of 56 papers were included. Four main themes were identified in this research data: Research does not clearly define what is meant by the term migrant nurses; discrimination is often reported by migrant nurses; language and communication competencies are important; and structured integration programs are highly valued by migrant nurses and destination healthcare employers. Migrant nurses continue to experience discrimination and reduced career opportunities and therefore should be included in research about them to better inform policy. Structured integration programs can improve the experience of migrant nurses by providing language support (if necessary), a country-specific bridging program and help with organisational hurdles. Not only researching migrant nurses but making them active partners in research is of great importance for successful, ethical, and sustainable migration policies. A broader evidence base, especially with regard to the views and experiences of migrant nurses and their educational support needs, should be promoted to make future immigration policy more needs-based, sustainable and ethically acceptable. In the two decades of economic recovery in post-Independence Timor-Leste (2002–2022), there has been a growing interest and commitment, especially among young people, to pursue temporary and circular labour migration. In this paper I draw on a survey of returned Fataluku-speaking labour migrants who have spent varying periods of time working in the UK (Britain) and reflect on their experiences and the benefits or otherwise that have resulted from these efforts. The survey was undertaken in late 2019, just before the onset of the global Covid-19 pandemic. The subsequent lockdown and border closures marked the effective end of this remarkable, two-decade long, informal Timorese circular labour migration to the UK. A post-Covid landscape may yet see a lively resumption of this livelihood pathway, but it will do so in the uncertain terrain of a post-Brexit landscape in the UK and the prospects of new labour migration options available closer to home in Australia under the Seasonal Workers Program and Pacific Labour Schemes (PLS). Conditions and warranties, which are generally referred to as policy terms in insurance contracts, are crucial in the determination of the rights and obligations of the contracting parties. The article examines the enforcement of policy terms in insurance contracts at common law and the legislative measures that have been deployed in some common law countries, including Nigeria, the United Kingdom and Australia, to ensure fairness as well as to balance the inequality in the bargaining power of the contracting parties. In as much as the principle of freedom of contract will generally be honoured by the court, the paper argues that through legislative intervention in policy terms in these countries, the principle is being discountenanced with, in appropriate cases, in order to effectuate the just and reasonable expectation of the insured. This paper provides an empirical overview of housing tenure transitions in Australia, the UK and the USA during a period of unprecedented economic instability in 2001–2017. Focusing on the neglected theme of episodic homeownership, we profile those who straddle the tenure divide by moving into and out of renting from time to time. Using panel data we model this 'churn' in three jurisdictions, showing that even the dislocation of a global financial crisis does not eclipse the independent impact of life events during rental spells. We find that whatever individuals bring from prior ownership, shocks occurring during a rental spell – unemployment, loss of a partner, additional dependent children – can be sufficient to prevent return. Churning is also health- and age-selective, adding 'drop-out' among the old to 'lock-out' for the young as a policy concern. Even those who successfully regain owner-occupation increase their credit and investment risks without necessarily improving their housing position. Overall 'churners' are a diverse constituency whose life chances are powerfully shaped by episodic ownership: what they share is time spent in an unacknowledged, under-instituted space between tenures where there is latent demand for innovative financial services and untapped potential for radical policy shifts. Purpose: The purpose of this paper is to provide a commentary on the article "Participation of Learning Disabled People in the Parliamentary Election of 2019 in the United Kingdom". Design/methodology/approach: Personal experience of advocating in Australia for the rights of people with learning disabilities to vote and to receive the necessary support to do so. Findings: People with learning disabilities have persistently been excluded from political participation. This is an abuse of their human rights. Originality/value: There are many barriers to the political participation of people with learning disabilities, and advocacy on a number of fronts will be necessary to achieve change. Purpose As libraries are required to become more accountable and demonstrate that they are meeting performance metrics, an assessment website can be a means for providing data for evidence-based decision making and an important indicator of how a library interacts with its constituents. The purpose of this paper is to share the results of a review of websites of academic libraries from four countries, including the UK, Canada, Australia and the USA.Design/methodology/approach The academic library websites included in the sample were selected from the Canadian Association of Research Libraries, Research Libraries of the United Kingdom, Council of Australian University Libraries, Historically Black College & Universities Library Alliance, Association of Research Libraries and American Indian Higher Education Consortium. The websites were evaluated according to the absence or presence of nine predetermined characteristics related to assessment.Findings It was discovered that “one size does not fit all” and found several innovative ways institutions are listening to their constituents and making improvements to help users succeed in their academic studies, research and creative endeavors.Research limitations/implications Only a sample of academic libraries from each of the four countries were analyzed. Additionally, some of the academic libraries were using password protected intranets unavailable for public access. The influences of institutional history and country-specific practices also became compelling factors during the analysis.Originality/value This paper seeks to broaden the factors for what is thought of as academic library assessment with the addition of qualitative and contextual considerations. There has been a growing focus on uncertainty as a distinct concept in the risk literature. This paper is concerned with how those involved in the design and implementation of climate change policy conceptualize risk and uncertainty. Based on interviews with policy and industry elites in Australia, China and the UK, it finds that participants did not distinguish between "risk" and "uncertainty" in their conceptualization of climate threats. For the majority of them, politics was the most significant source of risk and uncertainty in climate policy, but delegation of otherwise political decisions to the market was seen as the best solution. The conclusion suggests that the conceptual distinction between risk and uncertainty is less important, for policy and industry elites, than the need to develop mechanisms that account for both persistent scientific uncertainties as well as interpretive and moral ambiguities in climate policy design and implementation. The transformation of public infrastructure and services into vehicles of profit-making through privately financed and operated partnerships (PPPs) has successfully weathered high profile project failures, changes in government, scathing audits, public resistance, financial crises, fiscal austerity, and found a home around the world despite vastly different legal, cultural, and institutional contexts. Public procurement and traditional budgeting practices are now a distant memory in many jurisdictions – not by happenstance but through dogged efforts to transform public sectors from service provider into commodity purchaser. Understanding the political economy of global PPP markets requires knowing the connection to managerialism underpinning the story of public administration as contract management. This paper explores the emergence, sophistication, and normalization of PPP using primary and secondary sources including interviews with those involved in, or keenly aware of, the historical creation of pioneering PPP markets. It identifies three apposite categories of PPP management: models, methods, and mindsets. Models are homogenously portable yet malleable templates for partnering. Methods include accounting treatment and standards, and new budgeting and tendering practices. Mindsets are the ideas and ideals initially spread by enthusiasts like the Big Five consultancy firms and Macquarie Bank, later entrenched through specialized quasi-public agencies such as Partnerships UK and the World Bank's PPIAF. Abstract: This paper critically examines recent responses by and interactions between stakeholders in negotiating the acceptability of aircraft noise standards in Australia in order to help inform debate in Britain. It investigates the interplay of the politics of noise with the broader land use planning context focusing on the role of government, airports, community interests, and the development sector. Different local environments inevitably frame diverse contexts, but the pervasive challenge is in securing the acceptable trade‐off between the economic dividends promised by airports and local quality of life. Discussion is structured around four main issues: an introduction to the Australian politics of airport noise, an historical timeline of key contextual events, identification of the major actors in the noise governance framework, and a focus on an issue of increasing political significance, namely the different positions of airports and developers in the increasing intensification of urban development. This paper contributes insights into the role of tenure in modifying the relationship between housing affordability and health, using a cross-national comparison of similar post-industrial nations—Australia and the United Kingdom—with different tenure structures. The paper utilises longitudinal data from the Household, Income and Labour Dynamics in Australia Survey and British Household Panel Survey to examine change in the mental health of individuals associated with housing becoming unaffordable and considers modification by tenure. We present evidence that the role of tenure in the relationship between housing and health is context dependent and should not be unthinkingly generalised across nations. These findings suggest that the UK housing context offers a greater level of protection to tenants living in unaffordable housing when compared with Australia, and this finds expression in the mental health of the two populations. Sociological studies of the complementary and alternative medicine (CAM) occupations have documented the professionalisation strategies these groups use to establish boundaries between themselves and their competitors, including seeking educational accreditation and statutory regulation/licensure. Chiropractic has been particularly successful at professionalising and in Australia and the UK it is taught within public universities. Recent events have threatened chiropractic's university foothold, however, showing that professionalisation needs to be understood as an ongoing process of negotiation. Based on interviews with chiropractors in Australia and the UK, this paper examines the professionalisation strategies deployed by chiropractors within and outside of the university. Highly divergent strategies are identified across different sectors of the profession, relating to defining the chiropractic paradigm, directing education and constructing professional identity. In each domain, chiropractic academics tended to prioritise building the evidence base and becoming more aligned with medicine and other allied health professions. Although some practitioners supported this agenda, others strove to preserve chiropractic's vitalistic philosophy and professional distinction. Following Bourdieu, these intra-professional struggles are interpreted as occurring within a field in which chiropractors compete for different forms of capital, pulled by two opposing poles. The differing orientations and strategies pursued at the two poles of the field point to a number of possible futures for this CAM profession, including a potential split within the profession itself. In the aftermath of the Second World War, the British Commonwealth faced the twin 'threats' of decolonisation and communism, with many across the Commonwealth seeing decolonisation as the first step towards communist dictatorship. Recent scholarship has shown that the British attempted to 'manage' the decolonisation process to prevent socialist movements or national liberation movements sympathetic to the Soviet Bloc from coming to power. Therefore Britain, along with the Dominions, co-ordinated their intelligence services to combat the communist threat across the Commonwealth. This paper explores how this co-ordination of anti-communist efforts was implemented in Britain, Australia and South Africa in the early Cold War era, which involved the breaking of strikes using the armed forces, the close monitoring of 'persons of interest' and the (attempted) banning of the Communist Party. It also seeks to demonstrate that the history of anti-communism, similar to communism, has an international dimension that is only starting to be investigated by historians. [ABSTRACT FROM AUTHOR]

Litigants are now required to consider mediation and can be penalized under the Civil Procedure Rules if they unreasonably refuse to use an ADR procedure. As litigants are expected to participate in mediation, there are mounting concerns, particularly in common law countries that mandate attendance before accessing the courts, that parties are obstructing the process by engaging in 'bad faith'. Some common law countries have used the concept of 'good faith' negotiation to design rules or codes to regulate conduct in mediation. The English and Welsh jurisdiction identifies mediation as a type of negotiation, but has no developed concept of negotiating in 'good faith'. This paper first reviews the case law on good faith negotiation in England and Wales, before considering the concept of 'good faith' in mediation and assessing whether or how the conduct of parties in mediation could be controlled. The concept of good faith in mediation may not provide the answer because of definitional difficulties and a review of Australia, Hong Kong and the USA indicates that many rules or procedural codes are confined to a 'minimum level' of participation. Furthermore, court control of conduct is limited by the rules of without prejudice in negotiation and confidentiality rules in mediation, which limits court review unless there is substantial impropriety such as blackmail or duress. This paper proposes that the issue of the conduct of parties in mediation must be given serious consideration, particularly in view of judicial pressures in some quarters for courts to be given increased powers to direct litigants to mediate. Mandating mediation may lead to more incidences of bad faith or to party involvement without serious engagement. An argument is made to draw on the already developed principles of unreasonable behaviour in litigation in order to define the expectations of reasonable conduct in mediation. [ABSTRACT FROM AUTHOR]

This paper examines recent social security policies in Australia and the UK for workless disabled people. The paper outlines developments in both countries over the past two decades and points to the fact that while there may be differences in the detail, the trends in such policies in the two countries are similar. This involves moves towards stricter eligibility criteria, greater expectation of workless disabled people to make efforts to (re)enter paid employment and, through such processes, a redrawing of the ‘disability category’ that denotes the ‘truly’ disabled from those who are deemed capable of doing at least some paid work. The paper goes on to consider explanations of such change, arguing that liberal explanations in the social administration tradition are problematic and that they, therefore, need to be placed within the neoliberal project, in particular its concern with putting people to work. The paper concludes that this has essentially involved a redrawing of the disability category to ensure a smaller number of people of working age in both countries can legitimately claim an existence outside of paid work. The paper also argues that more comparative research is required to understand the impacts of such trends on disabled people and provide insights for those resisting the influence of neoliberalism on welfare regimes. The British preference of Australian immigration policy was challenged by the demands of a rapidly expanding post-war programme overseen by the newly established Department of Immigration. An essential function of the department was the screening of prospective migrants against criteria shaped by national population policy preferences. This paper examines Australia’s post-war immigration security screening policies in domestic and international contexts. It compares the immigration department’s approaches to immigrating British subjects with their approaches to those from other national and ethnic backgrounds. We explain how assumptions about the free passage of British subjects across empire could persist until the 1970s despite revelations that Australian authorities were powerless to stop those with serious criminal histories gaining entry to the country. These revelations about risky British migrants exposed the limits of Australian control over entry and exclusion, while illuminating the emerging frameworks of post-war border controls. The collection of perinatal data within Queensland, A ustralia, has traditionally been achieved via a paper form completed by midwives after each birth. Recently, with an increase in the use of e-health systems in healthcare, perinatal data collection has migrated to an online system. It is suggested that this move from paper to an ehealth platform has resulted in improvement to error rates, completion levels, timeliness of data transfer from healthcare institutions to the perinatal data collection and subsequent publication of data items. Worldwide, perinatal data are collected utilising a variety of methods, but essentially data are used for similar purposes: to monitor outcome patterns within obstetrics and midwifery. T his paper discusses current practice in relation to perinatal data collection worldwide and within Australia, with a specific focus on Queensland, highlights relevant issues for midwives, and points to the need for further research into the efficient use of an e-health platform for perinatal data collection. Purpose - The purpose of this paper is to explore an Australian social worker's experiences of beginning work in the field of neurodisability in the voluntary sector in the UK.Design/methodology/approach - This paper documents the social worker's experiences of the differences in practice between Australia and the UK; between working in the statutory and voluntary sector in the UK; and between different fields of social work. It also documents the social worker's initial thoughts about working in the field of acquired brain injury (ABI).Findings - Through this journey, the social worker reflects upon their own development as a practitioner.Practical implications - The social worker identifies points which may help other social work professionals who are new to this complex area of practice.Originality/value - This paper provides an insight into a social worker's experience of working in different settings and in different countries. In this paper we engage with some fundamental questions about the focus and conduct of academic research and its potential influence on policy in relation to social problems. We use the example of public housing and social-spatial disadvantage as a basis to advance an analysis of the housing researcher's role in informing and framing the policymaking process and its links to research evidence. Although our paper uses the example of Australia, the arguments presented are also applicable to other nation states, such as the UK and US, that have an under-funded public housing stock. The paper proceeds in three stages. First, we detail the role and function of public housing in Australian cities and the politics surrounding public investment in welfare provision. Second, we discuss a series of models developed around the kind of research narratives that have been linked to policy on public housing and neighbourhoods from the academy, arguing that the social composition and management of 'place' has been emphasised at the expense of structural imperatives. Third, we examine some of the more abstract concerns raised by the linkages we make, and the potentially delimited role of academic research on social problems such as poverty and locational disadvantage. We conclude the paper by arguing that the weak position of housing research has fuelled an internalised narrative-driven pragmatic realism that has occluded more useful accounts about the nature of social problems. Purpose - Alternative document models (ADMs) were created with the purpose of reducing the extent to which anomalies occur in counts of web links at the page level, and have been used extensively within webometrics as an alternative to using the web page as the basic unit of analysis. This paper seels tp carry out a longitudinal study of ADMs in an attempt to ascertain which model gives the most consistent results when applied to the UK, Australia and New Zealand academic web spaces over the last six years. Design/methodology/approach - Information science software (SocSciBot Tools, socscibot.wlv.ac.uk) was used to process hyperlink structure text files for UK, Australian and New Zealand universities and produced standard Page, Directory, Domain and Site ADMs using both inlinks and outlinks. Spearman bivariate correlation analysis was then undertaken to determine the level of correlation between these eight ADMs and a measure of site size for each university. Findings - The findings show that the Domain ADM gives the most consistent results. However, the Directory ADM also gives more reliable results than are evident when using the standard Page model. Aggregating at the site (or university) level appears to provide less reliable results than using the page as the standard unit of measure, and this finding holds true over all three academic webs and for each time period examined over the last six years. Research limitations/implications - The use of Spearman's correlation coefficient is considered to be unreliable when used with very small sample sizes and, with only eight universities, the New Zealand academic web space may not be sufficiently large to give truly accurate statistical results. Originality/value - While previous specific studies have shown that more accurate results can be obtained through the use of the Domain or Directory ADM, the paper has shown that these results are consistent over time and across different countries' academic web spaces. The paper traces the development of the law relating to liquidated damages in Australia, New Zealand, England, and Singapore. The examination reveals that there is little difference because the courts in each jurisdiction have drawn on common precedents. The paper canvasses the distinction between a genuine pre-estimate of the likely damage and a penalty. Where a party has sought to guarantee compliance with a contract by use of a liquidated damages provision that coerces his or her contractual partner, there is a potential for the clause to be held to be void as a penalty. However, there is a developing reluctance on the part of the courts to interfere with the bargain made by the parties. The use of liquidated damages clauses adds to the predictability of the outcomes of construction contracts. The consequences of a liquidated damages provision being held to be void are discussed. The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows. Abstract As institutions established to administer the penal exile of British imperial subjects, the historic gaols of Australia and Ireland are linked by a painful legacy of involuntary transportation. Today, outstanding examples of these prisons are conserved and publicly presented as monuments of national significance. This paper considers material meanings associated with these unusual heritage places. Given their explicit historic association with British imperial power, what role do heritage prisons play in the formation of a postcolonial affiliation or consciousness? International focus on reducing onward HIV transmission emphasizes the need for routine HIV testing and early uptake of antiretroviral treatment (ART). Strategic targets have been set for 2020 to achieve the goal of 90% of people infected with HIV diagnosed, 90% of identified cases on treatment, and 90% of persons on treatment virally suppressed (90–90–90). It is vital to understand the complexity of factors influencing a person's treatment decisions over time and the context which may enable better adherence. In this paper we present findings from the review of published and gray literature (2003–2013) on the documented factors associated with treatment initiation and adherence in the general adult population of Australia, Canada, and the UK. A framework developed by Begley, McLaws, Ross, and Gold [2008. Cognitive and behavioural correlates of non-adherence to HIV anti-retroviral therapy: Theoretical and practical insight for clinical psychology and health psychology.Clinical Psychologist, 12(1), 9–17] in Australia was adapted to summarize the findings. A systematic database search using keywords and a set of inclusion criteria yielded 17 studies (Australia = 6; Canada = 8; UK = 3). In addition 11 reports were included in the review. We found that a person's abilities and motivations (intrapersonal factors, reported in 7 studies) to start and continue ART are influenced by a host of interconnected factors spanning relationship (interpersonal, 3 studies) and broader structural (extrapersonal, 15 studies) factors that are situated within social determinants of health. People therefore evaluate various costs and benefits of starting and staying on treatment, in which biomedical concerns play an important yet often subsidiary role. In this review the economic barriers to care were found to be significant and under-reported, highlighting the persistent health inequities in terms of access to services. Our understanding of the context around people's use of ART remains poor. Abstract: Cigarette smoking is a risk factor in a range of serious diseases, including cardiovascular disease, cancer, stroke and type II diabetes. Theory suggests that working long hours will increase smoking propensities among workers. Consequently there is a significant body of evidence on the relationship between working time and smoking. Results, however, are inconsistent and therefore inconclusive. This paper provides new evidence on how working time affects smoking behaviour using nationally representative panel data from Australia (from 2002 to 2011) and the United Kingdom (from 1992 to 2011). We exploit the panel design of the surveys to look at within-person changes in smoking behaviour over time as working time changes. In contrast to most previous studies, this means we control for time invariant aspects of personality and genetic inheritance that may affect both smoking propensities and choice of working hours. We find that working long hours tends to increase the chances that former smokers will relapse, reduce the chances that smokers will quit and increase cigarette consumption among regular smokers, and that these effects tend to become more pronounced for workers who usually work very long hours (50 or more hours a week) compared to those who work moderately long hours (40–49 h a week). Government contracting with not-for-profit agencies, particularly those characterised as 'religious' and 'faith-based', to deliver social welfare has been the subject of substantial research in the United States and the United Kingdom in recent years. In contrast, attention to the role of 'religious' and 'faith-based' agencies in service delivery in Australia has been relatively limited. This paper explores conceptual issues relating to research into the impact on 'church-related' not-for-profit social welfare agencies in Australia of engagement in government contracting. It commences with a critical analysis of typologies in recent US and UK literature that use the terminology 'religious', 'faith-based' and 'secular', and identifies why this terminology is not analytically helpful. An alternative conceptual approach is developed, to guide research into the engagement of these agencies with government focusing on issues of governance, identity and mission. Forestry is interestingly situated within British imperial networks of the 19th and early 20th centuries whereby India was arguably the main node. Drawing on Lambert and Lester's concept of 'imperial careering' as a way of exploring imperial networks, this paper further extends its application to foresters as a group of middle-level technical experts as well as carrying it into the 20th century when the British Empire was by some measures at its zenith. The forestry careers of Owen Jones and Hugh Corbin, principally in Australia and New Zealand, are used to illustrate the discussion which concludes with some more general observations about imperial careerists. International trade poses a serious and growing threat to biosecurity through the introduction of invasive pests and disease: these have adverse impacts on plant and animal health and public goods such as biodiversity, as well as food production capacity. While international governmental bodies such as the World Trade Organization (WTO) recognise such threats, and permit governments to protect human, animal, and plant life or health, such measures must not be applied in a way that is restrictive to trade. This raises a fundamental (but little-examined) tension between effective biosecurity governance and the neoliberal priorities of international trade. In this paper we examine how such tensions play out in the different political and geographical contexts of Australia and the United Kingdom. A comparative approach enables close scrutiny of how trade liberalisation and biosecurity are coconstituted as compat-ible objectives as well as the tensions and contradictions involved in making these domains a single governable problem. The comparative analysis draws attention to the policy challenges facing Australia and the UK in governing national biosecurity in a neoliberal world. These challenges reveal a complex geopolitics in the ways in which biosecurity is practised, institutionalised, and debated in each country, with implications for which pests and diseases are defined as threats and, therefore, which commodities arc permitted to move across national borders. Despite efforts by the WTO to govern biosecurity as a technical matter of risk assessment and management, and to harmonise national practices, we contend that actual biosecurity practices continue to diverge between states depending on perceptions of risk and hazard, both to agricultural production and to rural environments as a whole, as well as unresolved tensions between internationalised neoliberalism and domestic concerns. This paper seeks to inject a new dimension into comparative housing research by exploring policy transfer in the case of choice-based lettings (CBL). Conceived in the Netherlands around 1990, CBL has attracted widespread interest in other developed countries as a ‘consumerist’ quasi-market technique replacing a traditionally bureaucratic process of regulating access to social housing. We examine the implications of importing the concept to two different social housing contexts—the UK and Australia. First, we identify the aspects of the CBL model found attractive in these jurisdictions and the extent to which it has been implemented in practice. Second, we explore how far it can be effectively operated within policy and institutional contexts substantially different from the country of origin. In ensuring compatibility with established institutional frameworks, has importation of CBL to the UK been rendered an empty gesture and to what extent have such frameworks acted as a barrier to the implementation of CBL in Australia? This article examines the results of the world's largest ever survey of international relations (IR) scholars with an eye to establishing the particularities of the discipline in Australia and New Zealand. The survey covered the areas of teaching, research, the structure of the profession and scholars' views on foreign policy. From these results, this paper compares IR in New Zealand and Australia, and discusses the extent to which the discipline in these two countries is distinctive from its overseas counterparts, especially in the United States and the United Kingdom. The particular areas of focus include the degree to which the field in Australasia conforms to or differs from US or Commonwealth identities; epistemological and gender divides; the distinctive foci of what IR scholars in both countries teach and research; which publications are favoured and disfavoured; and the contrasting linkages between academia and the world of government and policy. Australia is facing many of the same trends in journalism that are occurring in other countries with mature media industries including declining numbers of journalists, fragmenting audiences, a loss of advertising revenue for media organisations and other challenges to their traditional business models including shifting patterns of news consumption, new competitors for old media and new technologies that demand more time from audiences. However, Australia is also in a unique position. It has a small population and unusually concentrated media ownership; recent newspaper circulation declines have not been as large as in the United States or United Kingdom; and Australia's major media organisations have “colonised the Web” to a larger degree than in many other countries. This has led to suggestions that Australian journalism will be immune from many of the most damaging international trends. Yet other evidence suggests Australia is already in the midst of an economic and professional crisis in newspaper journalism and that this is even more advanced than in other countries such as the United States and United Kingdom. Britain and the Government of India embarked on the campaign in Mesopotamia for several reasons. The discovery of oil in south Persia in 1901 resulted in the formation of the Anglo-Persian Oil Company. The oil produced from this company was supplied to the Royal Navy. Germany's plan to construct a railway from Constantinople to Baghdad and Basra send tremors at London and Delhi. Germany's attempt to operate behind the facade of Turkish and Persian intrigues threatened the Anglo-Persian Oil Company's pipeline at the island of Abadan, the oilfields and the refineries. Britain was afraid that the Germans might instigate the Arab tribes to revolt. Further, capture of Basra by a hostile power would threaten Britain's sea lines of communication between Egypt and India. Logistics to a great extent had determined the texture of campaign in Mesopotamia. The logistical aspect of the Mesopotamia campaign during the Great War is yet to be studied thoroughly. The issue of supplying the British and Indian units in Mesopotamia proved crucial in shaping the course of the campaign. The first half of the paper shows how the problems of maintaining the units accelerated the disaster at Kut in April 1916. And the next section highlights the organizational restructuring of the logistical affairs which enabled the British and the Indian authorities to maintain larger number of troops with greater effectiveness from late 1916 onwards. This paper focuses on the history of relations between colonialism, schooling and social change in Australia, Papua New Guinea and Ireland, countries that were once part of the British Empire. It indicates that responses to schooling ranged from acceptance and tolerance, to modification and rejection, depending on the country, the issue, and the historical period. There were also differences in the historical connections in schooling between Britain itself and each country: regarding Australia, the relationship was predominantly unidirectional, from the centre to the Antipodes; in PNG British educational ideas which arrived were filtered through the Australian administration; while in Ireland, British initiatives in schooling contributed not only to social change there, but also helped produce loyal personnel to work in Britain and the colonies. Attention is also given to areas of interdependence and interconnectedness, and to illustrating how conducting such case studies is important in order to help counter alternative interpretations promoted by powerful sectors in society in the interest of reproducing their social privilege. Arguing for the merits of an antipodean perspective that embraces the linked historical and current relations between Tasman, British and other worlds, this paper focuses on the majoritarian responses of those of English ancestry in Britain and within the British diaspora to wide ranging changes that potentially challenge their national supremacy in both contexts. After briefly assessing some of the approaches to exploring the identities of the 'English/British' separately in Australia and New Zealand, some suggestions are made about how majoritarian narratives are best reframed, conceptually and methodologically, both within the antipodes and the broader contexts within which they have always been placed. The adoption of an antipodean perspective is deemed necessary in order to understand how changes in majority status and shifts in national identity are mutually constituted within and across the above worlds. This paper compares climate change campaigns conducted by environmental nongovernment organizations (NGOs) in the United Kingdom (UK) and Australia. The NGOs represent a diversity of political access, financial resources, and international connections. Three campaign activities common to both countries undertaken between 2004 and 2006 are analyzed for their effectiveness via interviews and document review. This examination is embedded within an analysis of the political, economic, policy, and social contexts of each country. It is shown that in the UK climate change has been used as a pivotal leadership issue, that the fossil fuel industry’s influence is not predominant, and that NGOs enjoy political legitimacy. Whereas, in Australia climate change has only recently emerged as a political priority, the fossil fuel industry has had significant political and financial influence, and NGO advocacy has been marginalized. It is argued that NGOs are embedded in the political and policy contexts of their country, and the greatest campaign traction and NGO influence can only be achieved when these contexts provide favorable conditions. Since 11 September 2001, Muslim minorities have experienced intensive “othering” in “Western” countries, above all in those US-led anglophone nations which invaded Afghanistan and Iraq to prosecute their “war on terror”. This paper examines the cases of Britain and Australia, where whole communities of Muslims have been criminalised as “evil” and a “fifth column” enemy within by media, politicians, the security services and the criminal justice system. Although constituted by disparate ethnic groups, the targeted communities in each of these nations have experienced similar treatment in the State's anti-terrorist measures, as well as ideological responses and everyday racism, making comparable the two cases. In the wake of the introduction of graduate entry programmes, this paper aims to promote discussion and debate on student recruitment and selection, with a view to achieving a better match between the medical student population and the health needs of the population as a whole.Government initiatives in the UK and Australia have increased the number of medical school places, with a substantial proportion allocated to graduate entry students. In the UK, a government priority is to widen access to applicants from disadvantaged areas and lower socio-economic groups. In Australia, additional concerns for the government include ensuring medical services for rural and remote areas and improving indigenous health. At the same time, the governments in both countries are shifting costs in the direction of a‘user pays’ system.Graduate entry programmes represent a particular approach to minimising the effects of disadvantage, increasing the representation of students from diverse backgrounds, achieving a better match between the medical student population and the general population, and encouraging more flexible and inclusive selection and admissions policies. They also have certain disadvantages. It is possible to define a set of principles to increase the diversity of the medical school class with respect to both academic and personal qualities, whether in undergraduates or in graduate entrants.Graduate entry programmes can contribute to increased student diversity, but are unlikely to have much impact without other strategies to reinforce this aim. Historically, insufficient resources and assistance have been provided to young people leaving state care. Care leavers have been found to experience significant health, social and educational deficits including homelessness, disproportionate involvement in juvenile crime and prostitution, poor social supports and early parenthood. This paper compares the UK and Australian debates around improving outcomes for care leavers. Whilst there are some minor differences in the respective legislative frameworks and responses, the similarities are far greater. This paper examines the policy context of the rise in the international mobility and migration of nurses. It describes the profile of the migration of nurses and the policy context governing the international recruitment of nurses to five countries: Australia, Ireland, Norway, the United Kingdom, and the United States. We also examine the policy challenges for workforce planning and the design of health systems infrastructure. Data are derived from registries of professional nurses, censuses, interviews with key informants, case studies in source and destination countries, focus groups, and empirical modelling to examine the patterns and implications of the movement of nurses across borders. The flow of nurses to these destination countries has risen, in some cases quite substantially. Recruitment from lower-middle income countries and low-income countries, as defined by The World Bank, dominate trends in nurse migration to the United Kingdom, Ireland, and the United States, while Norway and Australia, primarily register nurses from other high-income countries. Inadequate data systems in many countries prevent effective monitoring of these workforce flows. Policy options to manage nurse migration include: improving working conditions in both source and destination countries, instituting multilateral agreements to manage the flow more effectively, and developing compensation arrangements between source and destination countries. This paper focuses on efforts to promote environmental education andcommunity mobilization around environmental issues in Hong Kong. It is primarily concerned with efforts directed at the broader community(i.e. the population as a whole) rather than with environmental education through formal school and college curricula. The paper draws ona recently completed study commissioned by the Environmental Campaign Committee, the principal source of financial support for such efforts undertaken by environmental NGOs, community groups and educationalinstitutions in Hong Kong. The study examined how and to what effectthe Committee had used its financial resources between 1994-1999. Italso examined international experience with a view to recommending changes in the overall approach to environmental education and community mobilization initiatives and their funding in Hong Kong. The papersuggests that the existing approach to community wide environmental education and its funding in Hong Kong have suffered from various weaknesses, most notably the absence of an integrated and goal-oriented strategy, an over-reliance on a `top-down' campaign-based approach, afailure to establish explicit linkages with the concept of sustainable development and to ground initiatives at the local neighborhood and community levels, and a preoccupation with the financial inputs provided to support this work at the expense of effective monitoring andauditing of project outputs and benefits. An output specification is an integral part of the contract documentation for procuring and monitoring public private partnership (PPP) or private finance initiative (PFI) projects throughout their life cycles. Unlike prescriptive specifications used in the traditional project delivery, the output specifications stipulate what is required from the project rather than how they should be delivered by the private sector. Performance standards or output parameters are used for bid evaluation and operational monitoring. Failure to achieve them would lead to ongoing payment deduction and rectifications that need to be undertaken within a specified time frame. The long concession periods of PPP/PFI projects mean that changes are inevitable, and these, if foreseeable, should be managed using the output specification as a tool. This unconventional approach of specifying requires special skills and care. This paper presents the results of a questionnaire survey conducted in Australia and the U.K. with PPP/PFI practitioners. The findings highlight the common pitfalls and change management issues encountered by the two jurisdictions, which use PPP or PFI extensively in delivering public assets and services. While common pitfalls include conflicts between input and output specifications, and performance standards being compromised with affordability, small changes are often made by the public sector authorities. Changes are dealt with by anticipatory provisions in output specifications, or negotiations as and when they arise.
