Population aging has led to the establishment of Healthcare Real Estate Investment Trusts (HC-REITs) to boost the supply of nursing homes, but these initiatives have met with contrasting success in different countries. This paper bridges two strands of research on financialization, social welfare and the built environment, to explain the uneven geography of HC-REIT development in France, the UK and Japan. It argues that nation-specific processes of nursing home securitization are shaped by the interrelationships between three crucial factors: (i) the regime of retirement income, (ii) public policies dedicated to long-term institutional care and (iii) the power relations between the REITs and care providers themselves. Drawing on discussions with experts in these sectors, the paper demonstrates that liberal welfare states such as the UK have an especially attractive profile for Healthcare REIT investors due to the advanced state of financialized pension reforms, significant state disengagement in the provision of long-term care and REIT-friendly regulations that facilitate investment operations and leases. On the one hand, these tendencies are driving financial investors to satisfy a growing demand for retirement savings in niche markets such as Healthcare REITs. On the other hand, value extraction is being increasingly sought through the capture of care-dependent residents' home equity. By linking social benefit provisioning to later life housing accommodation, this article casts important light on current debates on the political economy of real estate financialization, while also emphasizing the need for continued state support for long-term institutional care. Research has indicated how diverse books contribute to a more culturally responsive pedagogy, allowing children to identify themselves in the stories they read and gain an appreciation for others whose lives are different from theirs. Moreover, a sensitive discussion of and critical responses to diverse picturebooks is found to positively influence a child's social and emotional learning competecies, apart from increasing a child's cultural knowledge and serving as a catalyst for social justice. This paper is meant to broaden early childhood educators' repertoire of picturebooks that can be used in the classroom to also include international titles (translated into English from their original languages) and multicultural titles to facilitate affective engagement with these narratives and introduce social and emotional learning skills (self-awareness, self-management, social awareness, relationship management and responsible decision-making). This paper provides a list of diverse books (from the Netherlands, Japan, Lithuania, Spain, Germany, France, Argentina – among others) for students in early childhood (from preschool to third grade) thematically organized across the five social and emotional learning competencies. Strategies such as book-bonding and literacy bags for family engagement will be shared while using the framework of culturally responsive teaching in an early childhood setting. Recommendations for how family members can be more involved are included, along with critical literacy strategies that include conversations, multiple perspectives and the sharing of authentic experiences. In our work and everyday life there is not a day that passes where we do not hear about someone being confused about something, but they carry on. This prompted us to explore the subject and we soon realized that that the notion of confusion merited dedicated effort towards clarification and practical usage. We have initiated several qualitative conversations in the workplace to help our clients exploit confusion as an opportunity. In this paper, we review our understanding of the current conversation about confusion and present a set of tools that we have sketched as supporting ideas to help manage this condition. We describe (1) the findings of convenient sampling based short qualitative interviews with 20 Academics and business people in France and Japan on “what is confusion to you”?; (2) An early list of + ten typical confusions we observe in the business world; (3) A management cycle to help address confusion that we name the TAPE Cycle where we tag confusion, act upon it, build on our initiative to address it and expand on our practice to fully digest it so we can face new confusion situations; (4) An exploratory reason for confusion checklist; (5) A confusion – clarity index; and (6) A confusion matrix assessment tool. At this stage, our combined business and academic backgrounds lead us to believe that these actions carry valuable insights, but we seek to inform the reader that solid research needs to be engaged as this process falls into the category of early theory building. This paper aims to investigate the motives behind an intrinsic value of decision rights. Based on a series of experimental treatments conducted in France and Japan, we measure how much of such potential value stems from (i) a desire for independence from others, (ii) a desire for power, or (iii) a desire for self-reliance. We find that both Japanese and French subjects attach a significant intrinsic value to hold control. Steam generated by steam generator in a nuclear power plant must firstly be subjected to steam-water separation treatment before entering the turbine. The research on flow and rupture characteristics of the liquid film on the wall surface of corrugated plate has important and practical significance for improving the separation efficiency. Since the 1940s, researchers from the United States, France, Japan and other countries have carried out related researches. With the rapid development of steam-water separation technology, many scholars have carried out a large number of experiments, theoretical study and numerical calculations on this phenomenon. Based on the published papers, the research progress and significant achievements of the flow and rupture characteristics of the liquid film on corrugated plate wall are reviewed. Shortcomings of past research and prospects for future research are summarized and proposed, respectively, which provides a reference for improvement of separation efficiency of the corrugated plate dryer. • From one-quarter to two-thirds of the market in the US, France, and Japan show a strong preference for domestic farmed salmon. • From one-fifth to two-thirds of these markets prefers imported salmon from Norway. • Domestic preference extends to land-based production, especially in Japan. • Consumers infer multitudes of qualities from origin, including product's sustainability and healthiness. • It is important to provide consumers with reliable origin information for farmed seafood that also covers land-based production. Technological advancements that enable countries to produce farmed seafood domestically, including land-based production, could potentially improve sustainability measures. However, whether consumers prefer domestic farmed seafood to imported seafood is unclear. This paper aims to fill this gap by employing hypothetical choice experiments from the US, France, and Japan. We find that, in each country, there is a sizable consumer segment (varying from one-quarter to two-thirds of the market) with a strong preference for domestic farmed salmon, including those from land-based production. These consumers associate domestic origin with higher qualities in all relevant dimensions and are willing to pay a price premium. There is also a segment of consumers with a strong preference for imported Norwegian salmon (from one-fifth to two-thirds of the market), linking Norwegian origin to higher qualities, and willing to pay higher prices. Consumers' attitudes towards the environment and food, usage of label information, age, income, and consumption frequencies, are among the characteristics that explain consumer heterogeneity. Our results show the market potential for domestic farmed seafood, thus, providing consumers with reliable origin information for farmed seafood that also covers land-based production would be important. At the same time, the existence of a segment with a preference for imported seafood implies that active trade will remain, indicating the importance of continued international corporation for a holistic and transparent policy framework and common standards for a sustainable aquatic food system. Males are usually born in excess of females. The sex ratio at birth (SR) is often expressed as the ratio of male to total births. A wide variety of factors have been shown to influence SR, including terrorist attacks, which have been shown to reduce SR. This paper reviews the effects on SR outcomes of the stressful events in France in 1968 (in association with the student and worker riots) and in Japan following the Aum Shinrikyo religious cult’s attack on the Tokyo subway using sarin nerve gas in 1995. Both countries displayed seasonal variation in SR. France exhibited a decline in SR in 1968 (p=0.042), with a particularly strong dip in May of that year (p=0.015). For Japan, there was no statistically significant dip for 1995 but there was a significant dip in June of that year (p=0.026). The SR dips follow catastrophic or tragic events if these are perceived to be momentous enough by a given populace. It is believed that SR slumps may be caused by population stress, which is known to lead to the culling of frail/small male fetuses. It has been observed that these fluctuations are comparable in intensity to a substantial proportion of quoted values for perinatal mortality, potentially making this a public health issue. Using the InCites tool of Thomson Reuters, this study compares normalized citation impact values calculated for China, Japan, France, Germany, United States, and the UK throughout the time period from 1981 to 2010. InCites offers a unique opportunity to study the normalized citation impacts of countries using (i) a long publication window (1981 to 2010), (ii) a differentiation in (broad or more narrow) subject areas, and (iii) allowing for the use of statistical procedures in order to obtain an insightful investigation of national citation trends across the years. Using four broad categories, our results show significantly increasing trends in citation impact values for France, the UK, and especially Germany across the last thirty years in all areas. The citation impact of papers from China is still at a relatively low level (mostly below the world average), but the country follows an increasing trend line. The USA exhibits a stable pattern of high citation impact values across the years. With small impact differences between the publication years, the US trend is increasing in engineering and technology but decreasing in medical and health sciences as well as in agricultural sciences. Similar to the USA, Japan follows increasing as well as decreasing trends in different subject areas, but the variability across the years is small. Abstract: The joint paper presents a common view of fast reactor specific missions in the development of nuclear energy and a cross-analysis of merits and demerits of several Fast Reactors concepts studied worldwide and especially in the Generation-IV International Forum (GIF) framework. The paper provides the context for fast reactors development in the United States, France and Japan and focuses on the comparison on Sodium-cooled Fast Reactor (SFR), Gas-cooled Fast Reactor (GFR), and Lead-cooled Fast Reactor (LFR), i.e. the three fast reactor concepts that have the potential to meet the nuclear fuel cycle sustainability goals. The information provided in the article permits the reader to understand each country''s objectives to see that not only the objectives searched for but also the technical orientations are converging. The authors underline that SFR technology evaluation relies significantly on the substantial base technology development programs within each country which is without comparison for the other two fast reactor technologies, e.g., SFR technology has already been developed to commercial or near commercial scale in each country whereas the performance of LFR and GFR technology is still uncertain. The main GFR merits are the potential for high temperatures and the easier possibilities for inspections and repairs. The main challenges are the fuel (fabrication, in-pile behavior), materials for high temperatures, and the implementation of mitigation means to manage severe core degradation. The main LFR merit is the lack of chemical reactivity of the lead coolant with air and water. The main challenges are the development of corrosion resistant structural and cladding materials, the implementation of mitigation means to manage severe core degradation, the density of the lead, and the comparably large core size. The selection of a reference fast reactor concept in view of possible industrialization is made on a national base, taking into account the each countries’ strategic objectives, existing technology base, the proven or expected technical performance, the R&D challenges and technical means to conduct that R&D, the possibility to share development costs and risks, etc. It is important to note that in different contexts, the U.S., French, and Japanese organizations have selected the SFR as their reference fast reactor concept. Rationale: Public health and preventive medicine (PHPM) has been recognized internationally as a physician specialty, but national parallels and differences exist between training contexts. This paper reviews PHPM training and employment in Canada, France, Italy, Japan, the United Kingdom, and the USA. Methods: Information gathered from relevant accreditation bodies and literature searches was used to create descriptive profiles of national training demographics and structure and a narrative outlining trends and challenges facing the specialty. Results: Notable similarities and differences exist between national contexts. Key themes were differences in training strategies and practice scope, specialty stakeholders, certification structure, and funding. Recognition challenges faced the specialty across all six countries. Other challenges included unclear competencies and training strategies and a need for PHPM specialists to highlight their role in combating population health threats. Additional differences existed between comparator countries on the structure of training, funding sources for training programs, availability of training posts, and linkages with other physician specialties. Conclusion: Highlighting these themes is a first step to fostering training collaborations between PHPM specialist physicians to augment transnational action on global public health challenges and also supports PHPM physician educators with innovative solutions from abroad that might address domestic specialty challenges. In this paper, we analyze and compare two didactical designs for introducing primary school pupils to proportional reasoning in the context of plane polygons. One of them is well-documented in the literature; the other one is based on our own data and is accordingly presented and discussed in more detail in this paper. The two designs come from different cultural and intellectual environments: lesson study in Japan (implicitly based on the “open approach method”) and “didactical engineering” in France (based on the theory of didactical situations). The general aim of our paper is to compare these two environments and their approaches to didactical design, basing our discussion on the concrete designs mentioned above. The thesis of this paper is that governments of some otherwise enlightened states are increasingly fearful of acknowledging the restraints imposed on them by existing international law. They are also reluctant to enter into new commitments by way of international conventions that would expand the reach of international law. The paper asks whether these fears are based on a true understanding of international law or on some distorted view of it. It will draw comparisons and some contrasts between Australia and the United States in their reactions to a number of recent events as well as to some enduring situations of contemporary relevance. Had time (and the limits of my research) permitted, one might also have examined public attitudes toward international law in China, Japan, and Russia in this context, where similar fears appear to be entertained. France, Germany, Italy, and the United Kingdom, also enlightened states, appear by contrast to belong to a group more dedicated to international law. As Robert Kagan has recently remarked, the experience of two world wars at close quarters, and the formation of the European Union, have made the European countries more dedicated to process, where the United States is more interested in results. Transport infrastructures, including high-speed rail networks, are built to make efficient transport services possible. An analysis of the characteristics of the networks and sections they comprise can support design decisions and contribute to increase the efficiency of transport services. This paper is devoted to analysis of the structure and topology of three representative high-speed rail networks, in Japan, France and Spain. The Japanese network presents a mixed lineal and branching structure, while the French and Spanish networks are clearly branching. The efficiency and ratios of development of the systems are estimated. Two types of sections can be differentiated in branching railway networks - those located in the centre, denoted as backbone sections, and their ramifications at the periphery. The objective of this paper is an analysis of two main attributes of healthcare systems. First of the main attributes is the trend of ever growing expenditures of healthcare systems all across the world. Second attribute is the efficiency of chosen mixed healthcare systems, where mixed system is one which features involvement of both private and public sector. Countries chosen for analysis are USA as the country with high private sector influence on healthcare, France with its mediocre influence and Japan, where the private companies participate in health care but are very strictly regulated by a zero profit rule, and the Czech Republic, where public sector dominates the health care. The result is that the systems with higher influence of the private sector tend to have lesser occupancy, not significantly better performance and higher expenditures. This raise doubts whether the private sector brings anything of value for the patients within the healthcare system. Launched in 2014, Japan-France collaboration on the ASTRID (Advanced Sodium Technological Reactor for Industrial Demonstration) project is active both in reactor design and in R&D fields. CEA, Framatome, JAEA, MHI and MFBR are in charge of this collaboration. In the design field, Japan-France evaluates core assemblies with interferences on seismic events. The objectives of this collaboration are to determine the core assembly lattice displacements under seismic load in order to demonstrate the safe behavior of the core regarding control rod insertion, structural integrity, and reactivity variation, etc. From this point of view, the object of this study is to verify the seismic evaluation method on core assemblies between Japan and France by comparing the results. Using their evaluation method applied to common the ASTRID core input data, Japan and France will calculate a collision load, a horizontal displacement, and a vertical displacement for core assemblies. As the first step of this work, the comparison of each evaluation (modelling and calculation results) is carried out considering the horizontal seismic excitation and without including the vertical component. The analysis of this benchmark calculation shows a satisfactory agreement between the Japanese and French tools and the figures show a good behavior of the core in horizontal direction under French seismic condition. Abstract: Although MOX fuel coming from reprocessed depleted uranium fuels has been used as a recycling strategy by countries like France and Japan it is not a common policy in the 30 countries that uses nuclear power, nowadays it seems to be a more direct alternative to reduce the depleted fuel interim storage. Previously, the spent fuel pools of Laguna Verde Nuclear Power plant were redesigned to host the total operating life depleted fuel under its original nominal power condition, however the plant has been up-rated to 120% of its original nominal power increasing the number of depleted fuel forecasted. This new situation makes necessary the analysis of alternatives, being one of them recycling. The current paper assesses the viability of using MOX fuel in the up-rated Power Plant; the design of the boiling water reactor MOX fuel addresses the two main constraints of its use: shutdown margin and reactor stability. Fuel design proposed sets the appropriate MOX enrichment and the maximum MOX fuel batch reload that does not imply any modification to the reactor control systems to avoid an extra economical cost due to its use. Abstract: The radioactivity levels in the air of the radionuclides released by the Fukushima accident were measured at the Laboratoire Souterrain de Modane, in the South-East of France, during the period 25 March–18 April 2011. Air-filters from the ventilation system exposed for one or two days were measured using low-background gamma-ray spectrometry. In this paper we present the activity concentrations obtained for the radionuclides 131I, 132Te, 134Cs, 137Cs, 95Nb, 95Zr, 106Ru, 140Ba/La and 103Ru. The activity concentration of 131I was of the order of 100 μBq/m3, more than 100 times higher than the activities of other fission products. The highest activities of 131I were measured as a first peak on 30 March and a second peak on 3–4 April. The activity concentrations of 134Cs and 137Cs varied from 5 to 30 μBq/m3. The highest activity concentration recorded for Cs corresponded to the same period as for 131I, with a peak on 2–3 April. The results of the radioactivity concentration levels in grass and mushrooms exposed to the air in the Modane region were also measured. This article compares the means that the United States, France, and Japan use to oversee pharmaceutical industry-physician financial relationships. These countries rely on professional and/or industry ethical codes, anti-kickback laws, and fair trade practice laws. They restrict kickbacks the most strictly, allow wide latitude on gifts, and generally permit drug firms to fund professional activities and associations. Consequently, to avoid legal liability, drug firms often replace kickbacks with gifts and grants. As of 2008, surrogacy is legal and openly practised in various places; Japan, however, has no regulations or laws regarding surrogacy. This paper reports the situation of surrogacy in Japan and in five other regions (the USA, the UK, Taiwan, Korea and France) to clarify the pros and cons of prohibiting surrogacy, along with the problems and issues relating to surrogacy compensation. Not only in a country such as France that completely prohibits surrogacy within the country, but also in a country such as the UK that allows non-commercial surrogacy, infertile couples travel overseas for the purpose of surrogacy. In addition, some couples might seek underground surrogacy if the government prohibits surrogacy. If an intended parent couple and a surrogate make an agreement among themselves and then a problem occurs, they cannot ask for support from professionals or bring a case to court, as can be observed in South Korea and Taiwan. We also conclude that there is little difference between commercial surrogacy and non-commercial surrogacy in the absence of a clear definition of ‘reasonable expenses.’ In the UK, the law does not allow surrogates to receive compensation. However, in reality, there may be little difference between the amounts paid to surrogates for profit in the US and those paid to surrogates for reasonable expenses in the UK. Abstract: The mission of the JT-60SA Tokamak, to be built in Japan, is to contribute to the early realization of fusion energy by its exploitation in support of the ITER program. JT-60SA project is an important part of the “broader approach” activity as a satellite program for ITER. The toroidal field (TF) coils are a European “in kind” contribution and they will partly be built by France. JT-60SA TF coil uses the Cable In Conduit Conductor (CICC) with NbTi superconductor strands. TF conductors will have to operate at 5.7T, 5K and at current density of 450A/mm2 with sufficient margins. In the framework of JT-60SA TF coil manufacture, the variable temperature characterization is an important step to select NbTi strand. At an early stage of design, we had to choose the strand with acceptable performances. During the design qualification and validation stage, it is important to qualify strands in conditions close to the operation conditions. The industry has proposed various strands manufactured with different processes. This work and publication examines a strand with an internal CuNi barrier, which is expected to lead to better current distribution between strands, by more precise calibration and control of the inter-strand resistance. The strands were tested at the Grenoble High Magnetic Field Laboratory facility. The domain (B,T,J) explored was in the range of 4.5–11T for the magnetic field intensity, 4.2–6.5K for the temperature and between 40A/mm2 and 1200A/mm2 for the current density. For each strand, “critical current density” and “current sharing temperature” measurements have been carried out, with a temperature precision of few tens of mK. Once the measurements performed, the fitting parameters (of type J C =f(B,T)) of each strand have been found, by performing regression analysis. This work will lead to select the strand with the best characteristics. The Tunnel Sealing Experiment (TSX) was an international project developed by Canada, Japan, France, and the United States. The TSX consisted of a clay bulkhead and a concrete bulkhead. The two bulkheads were at opposite ends of a 12-m-long sand-filled chamber. The heating phase involved the circulation of heated water through the TSX chamber to raise the temperature of the sealing system. This was done to evaluate the influence of elevated temperature on the performance of the bulkheads. Numerical analyses to simulate the thermohydromechanical evolution of the clay bulkhead and the surrounding rock of the TSX were performed using MOTIF finite-element program and compared with measured data. This paper focuses on a preliminary interpretation of the results from the fully coupled thermohydromechanical modeling of the clay bulkhead and the adjacent rock during heating. Although there has been a rapid growth in the globalisation of sport and its delivery to world markets, nevertheless there is a variety of models of sport-business whose characteristics are the product of local histories, local political and sporting cultures, local economic conditions and so on. This paper does not seek to deny the increasingly obvious impact of globalisation on professional sport, but rather it seeks to articulate the ways in which such global phenomena are locally mediated in professional soccer systems in five countries, to identify and to explain local responses to global pressures. The five examples include the oldest professional football system, that of England, and a second contrasting European system, France, together with three relatively recently established professional football systems in Japan a developed capitalist economy, Algeria, which is developing a post-socialist sports economy, and China which is experimenting in sport as in other areas with a ‘socialist market economy’. The resultant evolution of professional sporting systems represents distinctive configurations of stakeholders in what are in effect contrasting business models, and reflects a situation of ‘diminishing varieties and increasing contrasts’, in contrast to the claims made by Elias in relation to global cultural phenomena. Abstract: This paper presents the results of a benchmark on thermal fatigue crack growth evaluation for a thick-wall cylinder subjected to cyclic thermal transients. The simplified crack growth evaluation methods of both JNC in JAPAN and A16 procedures proposed by CEA in France are presented. The predictions obtained using both methods are compared with the experimental data. The JNC method, which accounts for the non-linear stress component provides predictions of crack advance in a good agreement with the experimental data. In contrast, significant differences are observed between the A16 predictions and the experimental data. The discrepancies are mainly due to the non-linear stress component which is not accounted for in the A16 method. When using the JNC stress intensity factor solution determined by finite element analysis to account for the non-linear stress component, the A16 method well predicts the thermal fatigue crack growth behavior. This paper presents the main results of a comparative study carried out by a French-Japanese research team. Its focus is the daily life of under-ones in day care centres in two cultural contexts--France and Japan. Based on three kinds of data--official texts, videotaped observations and caregivers' discourses--the study highlights the links between traditional and professional norms and values which shape practices in the two countries. This paper presents the results of a benchmark on creep-fatigue crack growth evaluation for a plate subjected to cyclic bending loads with a 1 h dwell. The simplified creep-fatigue crack growth evaluation methods of JNC in Japan and A16 procedures proposed by CEA in France are presented. The methods, based on the reference stress approach, are compared each other. They are found to differ in the expression used for the reference stress solution used to estimate the creep strain. It is also pointed out that in contrast to the A16 procedures, the JNC method takes heterogeneous creep strain distribution into account for small scale yielding condition. The predictions obtained by the methods are also compared to the experimental data. This paper presents the results of a benchmark on fatigue crack growth evaluation for plates subjected to cyclic bending loads. The methods are then employed to predict the fatigue crack growth behavior observed experimentally. At R=0.1, the methods provide predictions of crack growth in good agreement with the experimental data. At R=−1.0, significant differences are observed between the predictions. Sodium-cooled Fast Reactors (SFR) are investigated as future Generation IV reactor concepts. In SFR, the core configuration is not the most reactive during the nominal reactor operation, its geometry change or coolant voiding can induce a reactivity insertion. Within these considerations, mitigation devices should be implemented into the core in order to limit the thermal energy released into the fuel during a severe accident and thereby the possibility to induce mechanical loadings of the reactor structure when vaporized materials expand. Complementary safety devices called Transfer Tubes (TT) are studied in a French concept as an effective mitigation measure of severe accidents to reach a final reactor safe state, even in case of a failure of all shutdown systems including the passive shutdown safety rods. More precisely the TT, with their upper part located in and above the core, cross the core support structure and are linked to the core catcher zone situated in the main vessel bottom. Their purpose is to extract fissile materials from the core zone and secondly to favor the transfer of the molten fuel from the core region to the core catcher in case of severe core damage. The fuel discharge out of the core zone is necessary in order to lower the core reactivity, the relocation into the core catcher is necessary to enable the stabilization, the sub-criticality and the fuel cooling. An extensive work on severe accident calculations and phenomena identification related to fuel discharge through TT was performed. These studies represent the outcome of the work performed in 2014–2019, performed with collaboration of Japanese JAEA and MFBR and Framatome in the framework of the SFR project carried out by CEA. Calculations of fuel discharge were carried out with the mechanistic calculation code SIMMER and the main results are presented in this paper. Firstly, the whole unprotected loss of flow (ULOF) accident sequence was calculated with the SIMMER code. From these calculations, the power and flow evolution were set as boundary conditions for a more detailed model with six fuel assemblies around TT. This model was used to focus on key phenomena and to check impact of design parameter as local bottom restriction inside TT on fuel discharge way. [ABSTRACT FROM AUTHOR]
