The original, novel idea behind Tabung Haji's establishment was to help Malaysian Muslims save for hajj. However, throughout the years, the subsidy amount for hajj pilgrims has proven to be ever-increasing. As a case in point, for the 2020 hajj season, a first-time hajj pilgrim needs only pay RM9980 out of RM22,900 of the original costs. Stated differently, Tabung Haji subsidises more than half (56.42 per cent) of the total cost. As with any subsidy, the main question is, where do we find the money? For instance, the governments of Muslim majority nations such as Pakistan and Indonesia used to directly subsidise their hajj pilgrims but have recently stopped doing so. Moreover, Tabung Haji is a business entity, which understandably needs to generate profit that will then be used to subsidise hajj pilgrims. Consequently, this paper aims to examine the (un)sustainability of the existing subsidy structure and suggest a way forward. Due to its politically sensitive nature, instead of eliminating the subsidy, the authors used data from the Household and Basic Amenities Survey 2019 to mathematically simulate a regressive subsidy structure for firsttime hajj pilgrims. Background: Approximately 70% of the global burden of dengue disease occurs on the Asian continent, where many large urban centres provide optimal environments for sustained endemic transmission and periodic epidemic cycles. Jakarta, the capital of Indonesia, is a densely populated megacity with hyperendemic dengue transmission. Characterization of the spatiotemporal distribution of dengue transmission intensity is of key importance for optimal implementation of novel control and prevention programmes, including vaccination. In this paper we use mathematical models to provide the first detailed description of spatial and temporal variability in dengue transmission intensity in Jakarta. Methodology/Principal findings: We applied catalytic models in a Bayesian framework to age-stratified dengue case notification data to estimate dengue force of infection and reporting probabilities in 42 subdistricts of Jakarta. The model was fitted to yearly and average annual data covering a 10-year period between 2008 and 2017. We estimated a long-term average annual transmission intensity of 0.130 (95%CrI: 0.129–0.131) per year in Jakarta province, ranging from 0.090 (95%CrI: 0.077–0.103) to 0.164 (95%CrI: 0.153–0.174) across subdistricts. Annual average transmission intensity in Jakarta province during the 10-year period ranged from 0.012 (95%CrI: 0.011–0.013) in 2017 to 0.124 (95%CrI: 0.121–0.128) in 2016. Conclusions/Significance: While the absolute number of dengue case notifications cannot be relied upon as a measure of endemicity, the age-distribution of reported dengue cases provides valuable insights into the underlying nature of transmission. Our estimates from yearly and average annual case notification data represent the first detailed estimates of dengue transmission intensity in Jakarta's subdistricts. These will be important to consider when assessing the population-level impact and cost-effectiveness of potential control and prevention programmes in Jakarta province, such as the controlled release of Wolbachia-carrying mosquitoes and vaccination. Abstract Despite prevalent privacy and security threats on the cloud, users have put tremendous amounts of their personal information on cloud storage. This present study proposes a comprehensive research framework to investigate cloud storage users' willingness to put personal information on personal cloud-based storage applications. Our research framework is theoretically derived from the Communication Privacy Management Theory and Privacy-Trust-Behavioral Intention Model. To empirically test our research framework, we conducted an online survey of 786 active cloud storage users both in Indonesia and Taiwan. The findings suggest that cloud storage users' willingness to put personal information is highly influenced by trust, perceived costs, perceived benefits, and also the degree of sensitivity of the personal information. Some findings with regard to cultural differences between the two countries are also showed out. The key findings, implications, and limitations are discussed in this paper. Abstract: A sudden increase in bulk carrier losses in the early 1980s caused considerable alarm in the shipping industry. This paper presents corrosion rate models for the structural components of high tensile steel (HTS) and demonstrates corrosion as affected by various factors determining the microclimate in the holds. For specimens buried in coal from Australia and Indonesia, the difference in mass loss was similar and almost negligible. Average corrosion rates for all specimens under various stress levels vary nonlinearly over time, especially during the first 48h. Regarding the corrosion rates of specimens, generally the corrosion rates of specimens under the same stress in Australian coal were slightly higher than those of specimens in Indonesian coal between 48 and 240h. The corrosion levels for most HTS specimens did not correspond to the ranking of stress levels they suffered throughout the experiment. The mass loss for specimens in Indonesian and Australia coal under stress levels other than 95% was similar at 2h and 96h. The pattern of corrosion that has been observed for steel in sand and soil also occur for fine-particle coal in this investigation. The corrosion rates of HTS covered by both coals were highly dependent on the quantity of water contents. [Copyright &y& Elsevier]

Abstract: Using a new approach, ‘SORM SBM’ DEA, this paper analyses the efficiency of Indonesian banks during the period 2003–2007. The results prove highly sensitive to both the choice of modelling methodology used to handle negative numbers (i.e., or ), and to the choice of risk control variable, namely loan loss provisions or equity capital. The most efficient bank grouping is generally found to be the ‘state-owned’ banks with the least efficient the ‘regional government-owned’ banks. Purpose: The purpose of this research is to develop an assessment model to identify phase of industrial cluster life cycle which comprises definition of the cycle phases, identification of assessment components, and characterization of each phase of cluster life cycle. Design/methodology/approach: This research uses the Delphi Method to develop the conceptual model i.e. define phases of cluster life cycle and identify assessment components, and design typology of cluster life cycle. Findings: The findings of this research are assessment indicators and typology of cluster life cycle. The proposed indicators used to assess industrial cluster phases are (i) concentration of industry, (ii) market accessibility, (iii) completeness of actors, and (iv) collaboration of stakeholders. Research limitations/implications: This study developed a conceptual model based on expert opinion in Indonesia. Given the limitations of experts in this field in Indonesia, it is necessary to develop advanced research involving more experts and if possible, to involve experts outside Indonesia. Practical implications: On practical level, the assessment result could be used to evaluate and improve the condition of industrial clusters and helplocal and central government to formulate policy interventions in accordance with each phase of cluster life cycle. Originality/value: The paper provides an assessment conceptual model to identify phases of industrial cluster life cycle, which include definition phases, assessment components and typology of each phase of cluster life cycle based on assessment criteria. This paper examines issues of translating and adapting an instrument that aims at measuring mathematical knowledge for teaching in Indonesia and Norway. The instrument was created for use in the U.S., and we discuss problematic and challenging issues of translation and adaptation. Two items from the released items pool were translated using a common framework modified from a previous study to exemplify critical issues that need to be resolved prior to using such instrument in another country. Themes identified in this study include a) minor challenges due to cultural differences; b) the use of technical language in schools; c) incommensurable contexts across countries; and d) the use of mathematical models. Estimates suggest that over 350,000 deaths and more than 20 million severe disabilities result from the complications of pregnancy, childbirth or its management each year. Death and disability occur predominately among disadvantaged women in resource-poor settings and are largely preventable with adequate delivery care. This paper presents the substantive findings and policy implications from a programme of PhD research, of which the overarching objective was to assess quality of, and access to, care in obstetric emergencies. Three critical incident audits were conducted in two rural districts on Java, Indonesia: a confidential enquiry, a verbal autopsy survey, and a community-based review. The studies examined cases of maternal mortality and severe morbidity from the perspectives of local service users and health providers. A range of inter-related determining factors was identified. When unexpected delivery complications occurred, women and families were often uninformed, unprepared, found care unavailable, unaffordable, and many relied on traditional providers. Midwives in villages made important contributions by stabilising women and facilitating referrals but were often scarce in remote areas and lacked sufficient clinical competencies and payment incentives to treat the poor. Emergency transport was often unavailable and private transport was unreliable and incurred costs. In facilities, there was a reluctance to admit poorer women and those accepted were often admitted to illequipped, under-staffed wards. As a result, referrals between hospitals were also common. Otherwise, social health insurance, designed to reduce financial barriers, was particularly problematic, constraining quality andaccess within and outside facilities. Health workers and service users provided rich and explicit assessments of care and outcomes. These were used to develop a conceptual model in which quality and access are conceived of as social processes, observable through experience and reflective of the broader relationships between individuals and health systems. According to this model, differential quality and access can become both socially legitimate (imposed by structural arrangements) and socially legitimised (reciprocally maintained through the actions of individuals). This interpretation suggests that in a context of commodified care provision, adverse obstetric outcomes will occur and recur for disadvantaged women. Health system reform should focus on the unintended effects of market-based service provision to exclude those without the ability to pay for delivery care directly. [ABSTRACT FROM AUTHOR]

Abstract: As part of its Community-Based Forest Management (CBFM) Programme, the local government of Sumbawa District in West Nusa Tenggara Province of Eastern Indonesia initiated a partnership programme between the Forestry District Agency and tree grower cooperatives in 2002. The partnership scheme aims to reduce illegal logging and forest encroachment on abandoned state plantations initially developed in 1986. However, the cooperatives have no secure full rights to harvest the mature teak trees (Tectona grandis) inside the plantations, as important incentives to maintain their commitment. This paper aims to explore the potential benefits of different scenarios, as the basis for convincing the Ministry of Forestry (MoF) to give full secure rights to the local communities. In this study, we used a participatory modelling approach, to identify problems and to define future scenarios of partnership arrangements with the local key stakeholders. This research used the concept of system dynamics modelling, which included the two concepts of systems thinking and resilience. As a management tool, the visualisation of the management alternatives and their associated impacts had stimulated the community''s awareness of the importance of protecting the teak plantations from illegal logging and forest encroachment. The simulation results have also shown how granting local communities a full secure access to manage the state forest does not necessarily reduce the revenue for the government at all levels. Abstract: Javanese teak forest constitutes more than 35% of world teak forests. It provides employment and livelihood to millions of people. This paper describes the use of systems dynamics to mimic the value chain of teak from forest to final furniture market using phases of conceptual design, model specification, model evaluation and model uses. The model comprises Perhutani plantation teak, community agroforest, teak log trading, furniture manufacturing and market. From the model we observe baseline trends of teak forest and incomes to various actors participating in teak business including forest state enterprise Perhutani, local communities, brokers, manufacturers and retailers. We use the model to produce governance scenarios of fair trade and vertical integration, their impacts on actors'' income and the sustainability of teak plantations. [Copyright &y& Elsevier]

The International Code of Marketing of Breast‐milk Substitutes (the Code) adopted by the World Health Assembly (WHA) in 1981 and regularly updated through subsequent WHA resolutions, represents the international policy framework for protecting breastfeeding against inappropriate marketing practices. By March 2016, at least 135 countries had some measures covering provisions of the Code in their legislation. The translation of the International Code into national measures was investigated in the context of the advocacy efforts undertaken by the Alive & Thrive (A&T) initiative with UNICEF and partners. A real‐time evaluation was carried out over 22 months in seven Southeast Asian countries (Cambodia, Indonesia, Lao People's Democratic Republic [Lao PDR], Myanmar, Thailand, Vietnam, and Timor‐Leste) and two African countries (Burkina Faso and Ethiopia). Drivers of policy change and progress were examined. Two theory‐based approaches were used: developmental evaluation and contribution analysis. Data collection methods included participant observation, key informant meetings, in‐depth interviews, reflective practice, and desk review. Overall, countries made significant progress in translating the International Code into national measures and in moving forward throughout the policy cycle. The main driver of policy change was the creation of a strategic group, which engaged key relevant actors and supported the government in the performance of 15 critical tasks, which the analysis reveals is a second driver. Those critical tasks are described in this paper and could help public health advocates to anticipate the stages and challenges of policy change and develop more effective strategies to translate the Code into their legal framework. Abstract: Property structure and variability of the Indonesian Throughflow Water in the major outflow straits (Lombok, Ombai and Timor) are revised from newly available data sets and output from a numerical model. Emphasis is put on the upper layers of the Indonesian Throughflow that impacts the heat and freshwater fluxes of the South Equatorial Current in the Indian Ocean. During the April–June monsoon transition the salinity maximum signature of the North Pacific thermocline water is strongly attenuated. This freshening of the thermocline layer is more intense in Ombai and is related to the supply of fresh near-surface Java Sea water that is drawn eastward by surface monsoon currents and subject to strong diapycnal mixing. The freshwater exits to the Indian Ocean first through Lombok Strait and later through Ombai and Timor, with an advective phase lag of between one and five months. Because of these phase lags, the fresher surface and thermocline water is found in the southeast Indian Ocean from the beginning of the monsoon transition period in April through until the end of the southeast monsoon in September, a much longer time period than previously estimated.
