Hellenic Economic Library Network (HE.LI.N.) is one of the collaborative networks that have been developed among the Greek librarian community. It owes its creation to the period of the economic crisis, when an immediate need for synergies arose. During its operation it has carried out, and continues to plan, and implement important actions, as a result of its gradual maturation towards the achievement of common goals and the successful communication of its members in terms of managing various issues derived from the participation in a cooperative scheme. This work is a review of the networks’ eleven-year activity, as demonstrated by the results of a survey carried out in July 2023 addressed to the library staff in Greece and Cyprus, regarding the skills of employees in libraries and information centers and the contribution of HE.LI.N. in their improvement. Responses to the research questions are consultation points between the network members and a source of ideas for future actions, aiming to a sustainable development and innovation.

Geographical information is an important type of information, related to citizens’ daily activities, as well as to issues of the wider working and living environment in which they live and work. This makes geographic information a commodity of high economic and political value, which further supports a large number of government services to the citizen. Although academic libraries have been demonstrating operational innovations and actions in the past years, only a limited number sustain geographical collections and services. At the same time, librarians do not use maps and geospatial data, while they seem unable to identify potential GIS needs in their institution. As a result, they do not follow a management strategy for GIS while largely ignore the production of geospatial data by their academic community. The aforementioned above, as a consequence are also reflected to the users’ habits, which have turned to the internet since they consider Greek libraries as insufficient for covering their geo-informational needs. These data acted as a trigger for action for academic libraries, assisted by the National Library of Greece as well, with academic departments for which geographic information is an educational and research priority. Thus, in addition to justifying the importance of geographical information, the paper will present the Geographic Libraries Group to the wider library community and will describe the objectives that led to its establishment. Finally, the actions of cooperation achieved at both organizational and target levels will be noted.

Academic libraries operate as a “hub” for transferring knowledge from universities to society, providing additional motives for action. The outreach shown by academic libraries has recently focused on their efforts to interact with the existing local communities beyond the traditional functions addressed for their users. Thus, the role of the library has expanded as academic librarians are taking advantage of opportunities for new collaborations both within and outside of their academic community, based on the recognition that libraries' can also be a partner in education and research "and not just a place to study or a repository”. The presentation will briefly outline the current state of academic libraries and highlight the knowledge transfer and outreach. Emphasizing academic libraries long experience in collaborations and referring to the existing collaborative schemes that have been formed in the Greek librarianship community, the presentation aims to address the factors that determine their interaction with local communities, while will focus on the actions they can take on a local network development to enhance their active role in knowledge sharing and social well-being.

The paper analyzes the contemporary round in development of the university library services, presents its distinctive characteristics. The need for librarians to acquire new competencies was emphasized. Components of success made possible by interaction of “Library – Researchers” through the DNURT Library example were considered".

The paper formulates concept "Service center of the University Library". It highlights activities of two new centers at the library of DNURT that cover services which today are mostly demanded by scientific community of the university. Meeting the needs of scientists by Service Center of Scientific Publications and Center of Information Analytics is an indication of a new evolution surge of library services.

One of the challenges of the BMC (Municipal Libraries of A Coruña) is to become " lifelong learning centers " and to be between the community they serve and the information resources. The BMC are conscious that they need to incorporate learning, or lifelong learning, as one of the main strategies of the Network, if they want to adapt the role of the public library to the demands of the digital age. In 2013 starts the volunteer program with four activities ("Coa Lingua de fóra", "Cybervolunteers," Easy reading "and" The hour of reading ") and eighteen volunteers. These programs are currently being maintained and a new adult literacy campaign has been created: "It is never late", in collaboration with Cáritas. The rapid increase of publications both in print and digital form raises costs while academic libraries budgets are constantly decreasing. At the same time academic libraries cannot ignore the continuous spread of open geographical data on the web. The construction of policies consist a major and substantial function for any library in order to develop geospatial collections and provide added value services to its users. Based on this rationale, the purpose of the current research is to determine the availability of geospatial collection policies and identify their specific characteristics as they emerge through their published texts. The population of these policy texts comes from the U.S.A., Canada, Australia and Europe, e.g. regions where the libraries have developed similar collections. In order to approach the topic of geospatial collection policies, two methodologies were used: a) research on libraries’ websites and b) content analysis. The sample of libraries that has been surveyed included 136 libraries with geospatial collections. In order to draw conclusions, it was necessary to determine the connection of the sample of libraries by participating in Map/GIS Libraries Associations such as ARL, MAGIRT, WAML, ANZMaps and MAGIC Group. From the sample of 136 libraries with collections and services regarding geographic information 53 (39%) policy documents were collected. The study of policy texts resulted their classification in six categories and relating to their extent they were divided into three types. After the examination of each text, the results were organized in tables and therefore eight major categories emerged. The results of the research established a baseline information about the current use and trends of collection development policies in Map/GIS libraries and lead to some conclusions regarding the geospatial collection development environment.

The study focuses on activity research of innovative scientific libraries of universities and contemporary library practices to support the development of university science and the service of scientists. Challenges of the status quo are comprehended both as to obsolete forms and methods of university libraries activity and library philosophy. Reasoning changes directions occurring in the realia of scientific libraries were proposed. They are based on the appearance of such factors as computer technologies development, formation of a new infrastructure of scientific communications. Open Access motion, creation of a single information and communication space for education and science.

Considered by citizens as trusted and safe places, libraries are continuously widening their role within their communities. Promoting digital empowerment (the capacity of using technology to introduce positive changes in the lives of individuals and groups) has become a key aspect in libraries’ role in supporting life-long learning. Between 2013 and 2016, the Instituto Cervantes Library in Athens organized several digital training iniciatives, such as “Safe and Connected Project”, in collaboration with Cibervoluntarios Foundation. Nowadays the Network of Instituto Cervantes Libraries faces the challenge of integrating this line of work within its main course of action, that is the promotion of the language and culture of Spanish speaking countries.

A PAST FOR THE FUTURE: THIRTY YEARS OF SBN, the Italian Library Network. This article is the text of a talk given by the author at a conference on the thirtieth anniversary of the Italian Library Network, SBN (Servizio Bibliotecario Nazionale). With more than six thousand libraries of different types, and tens of thousands of users who search daily its online catalog of 15 million titles, SBN represents today a great achievement for the Italian library community. Strategies and critical issues of the various stages of the program development are stressed, as well the new challenges emerging from the technological and social changes of the last decade. Finally, future prospectives are outlined and discussed, taking into account the strong points of SBN and the library’s changing role in the new communication environment.

It is apparent that the criticism about knowledge management as a fad or a new name for information management is mainly expressed from the information science community. This behaviour possibly stems from the threat that information managers are facing with the emergence of knowledge management discipline and their difficulty to obtain strategic roles in the knowledge centred organisations. On the other hand the "explicit information" part of knowledge management initiative partially legitimizes the argument that knowledge management "is simply a more pretentious synonym for information management". The purpose of this paper is to critically appraise the criticism that knowledge management is another fad or a new term for information management. Four main aspects as criteria for differentiation between information and knowledge management are discussed. The criteria include: knowledge capital, knowledge sharing, knowledge management systems & technology, and e-learning. In addition, t he common-grounds between information and knowledge management are also presented. Finally some recommendations are provided for promoting and establishing a knowledge management culture within the academic libraries sector.

It presents an overview of the functions, objectives, service users and current Argentine Center Scientific and Technological Information (CAICYT-CONICET) approach is emphasized by the institution referred to social responsibility in organizations according to ISO 26000. Development is shown as course components Support Platform Science and Technology Communication Argentina (PACCTA). This forms a set of functional forms interoperable resources and channels applications, web services, geared to both persons: information managers, authors, publishers, documentary, as automated agents. It indicates the startup Semantic Bank for Scientific Communication as transverse component whose vocabularies are oriented to give coverage in the resource management process in general and resource description and discovery documentaries in particular. He says the proposal CAICYT formative specifically directed Information, Communication and Scientific Edition. Concludes the presentation by noting that the current line convenes CAICYT institutional collaboration to prominence and appreciation through tangibilización of resources in information and scientific publishing in Argentina .

“The new economy” constitutes a relatively recent reality in the Greek informative market, influences the operational operations of libraries and shapes new rules and constants. The modern libraries - information services - so that they keep pace with the developments, owe to invest in the change of their organizational culture, to adopt new roles, to strengthen the practices of communication policy and to manage effectively the “knowledge” in which they have access or produce. Emanation mentioning before constitutes the growth of services of “added value” that will ensure competitive advantages for the libraries. The article via bibliographic examination and qualitative analysis, initially, fixes the “new economy” and conceptually places the term of “added value” in the information services in the libraries' environment. Afterwards, is held qualitative analysis of environment of new economy in Greece in order to determined the modern role of libraries so as to corresponding in the modern challenges ensuring, not only the viability, but also their competitive presence.

Libraries across the world are spending increasing amounts of money on the acquisition of, and giving access to, electronic resources of all kinds. In addition, those libraries are devoting increasing amounts of human resources to advise and teach library users how to use electronic resources. The major issue facing libraries today is that of the preservation and onward transmission of the human record. This task has been accepted, usually tacitly, by many generations of librarians and archivists. The answer lies in some innovative and strong-minded research—in particular, we need an enumeration and taxonomy of the Web and the Internet. We could combat this electronic triumphalism by embarking on a serious enumeration and taxonomy of the Web and the Net that is aimed at identifying and isolating those documents and resources that are worth cataloguing and preserving. The starting point should be the grand idea of Universal Bibliographic Control, first put forward more than a quarter of century ago, in which individual libraries, regions, and countries cooperate to produce and share records without redundancy. Then there is the question of cataloguing and metadata. Metadata is an ill-considered attempt to find some kind of Third Way between the wilderness of search engines and free text searching and the grand architecture of bibliographic control that librarians have developed over the last 150 years.

We are currently in a transitional state, adapting cataloguing conventions and rules to accommodate the description of newly emerging forms of digital resources. We are dealing with a moving target. Digital technologies are relatively new and continue to evolve at a rapid pace. The application of digital technologies to the production and transmission of information resources is even newer than many of the technologies themselves. There is still a great deal of experimentation and innovation in the application of the new technologies, and that is not likely to diminish any time soon. It is difficult to predict what transformations we may see in either the near term or the longer term. It is becoming increasingly apparent, nonetheless, that document production and document transmission have already undergone changes of a quite fundamental nature as the result of digital technologies. In light of those changes, a reassessment of our approach to document description is inevitable. A question remains, however, as to how far-reaching a reassessment is needed. This study intends to a proposal for suitable theoretical and practical directions for more effective access to electronic information sources from the academic staff. The comparison of the results between United Kingdom and Greece will be very interesting because of the differences in the information access models in the academic environment, and the libraries' role into the diffusion of the information given that the difference into the development and progress of library science in these two countries.

For the academic libraries the maintenance of satisfactory collection of journals constitutes one from their more important duties. The plenitude and the sufficiency of library's journals' collection determine considerably the degree of users' satisfaction from the services that the library offers. Becomes obvious the need of configuration coordinated, in national level, policy for the maintenance and the growth of journals' collections. Using conspectus the academic libraries can focus the resources that they suitably allocate in a distributed but also coordinated effort, ensuring with this way the availability of all existing journals' titles in the researchers of our country.

The Greek academic libraries have not been developed completly the information services that would support the program studies of Universities.

The paper highlights the issues when scientific libraries resort to the effective practices of digital strategy - the application of cloud technologies (CT). It presents the "cloud" aspect of modern digital library services of information support for education and research. For example, in distance education, in the processes of improving academic integrity, repositories, OJS, OCS and OMP systems, Scopus, Web of Science, Google Scholar scientometric systems, online profiles of scientists, pages in Wikipedia, at developing the library sites. CT is also a powerful tool for measuring library performance, conducting librarianship research, organizing the web conferences, webinars, and online meetings. The vision of cloud technologies impact is presented, including Internet of Things for the future practice of scientific libraries.

The main purpose of this paper is to investigate if and to what extent the problems of research/scholarly methodology are present on the user-driven knowledge-sharing platforms. The concept of a Web-based knowledge-sharing community and/or platform is discussed as well.

This presentation deals with social learning, the PLE, webinars, MOOC to finish focusing on collaborative knowledge community "Learning 3C". The emergence of technologies such as Web 2.0 in general and social media in particular, in daily life and in practice, was a change in the way the communication and information processes are performed in a dynamic environment in constant transformation that favors the participation of people, including professionals from different areas, they share, interact and collaborate creating a new form of social learning. We all have an environment and a personal learning network (PLE its acronym "Personal Learning Environment"), although we may not be aware of it. Precisely this unconsciousness makes us lose many opportunities to take advantage of our opportunities to learn through informal channels. Webinars and MOOC, Learn 3C is a project aimed at students, teachers and linked to the world of information science that seeks to collaborate in the formation of transversal competences and innovative to support their academic and professional development, while generating an alternative space for Latin American professionals meeting and exchange of experiences among colleagues throughout the region.

Addressing access to sources and information resources argentines.

In this presentation we show techniques to automatically process Wikipedia (Spanish edition) in order to analyze authoring and editing Wikipedia articles, as well as to analyze topics or thematic contents. Specifically, we centered our attention on Science and Technology articles; first, we apply automatic techniques to detect them, and them we analyze their relationships with another topics. Also, we analyze how they are authored and edited, searching differential models, specific of Science & Technology articles.

Revaluation and tangibilización of resources in information and scientific publishing in Argentina: lines of work and prospects at the Center for Scientific and Technological Information of CONICET
