This paper looks at the effect of the perception of police repression on the diffusion of five direct action tactics from the anti-globalization movement into New York and Toronto activist milieus. The paper considers the spread of black bloc, puppetry, affinity-group/spokescouncil decisionmaking models, blockades, street parties and jail solidarity. The paper focuses on the impact of police repression at five protest events as it examines the ways that activists explain the relationship between their experiences of repression and their tactical decision-making. It argues that the severity, focus and predictability of repression influence the process of deliberation which indirectly impacts the diffusion process.
