This study explores the underrepresentation of Black and Latinx students in California's community college Dual Enrollment (DE) programs. The study investigates how DE staff describe an understanding and commitment towards equity for Black and Latinx students in DE programs and how staff engage in equitably aimed praxis to serve Black and Latinx students through practices and collaborations between feeder high schools. Using a Critical Policy Analysis lens, the research highlights how Black and Latinx students are prioritized through equitable practices focused in advising and outreach. However, not all DE staff prioritize Black and Latinx through practices. Despite this, scant instances reveal that collaborative efforts between DE programs, high schools, and districts improve DE services and outcomes, though majority of K-12 partners are absent from collaborative efforts led by DE programs. The study emphasizes the need for increased collaboration between K-12 partners and integrating equitable approaches to DE outreach and advising to engage and recruit Black and Latinx students. This research advances the conversation of equity in DE programs and offers insights for addressing participation gaps among Black and Latinx students.

The Elementary and Secondary School Emergency Relief Fund (ESSER) was the largest onetime federal investment in K-12 schools in history, funneling almost $200 billion to states and school districts. We use novel data from Washington State to investigate the extent to which ESSER funding causally influenced spending on school personnel. We argue one cannot infer this directly from ESSER claims data because of the fungibility of school budgets. Thus, we rely on a more direct signal of district hiring decisions: public education job postings scraped from district hiring websites. To address endogeneity concerns, our preferred approach employs an instrumental variables strategy that exploits a formula mechanism used to determine Title I funding for 2020-21 (and thus ESSER allocations in 2022) based on the number of Title I formula-eligible children. We find strong, arguably causal, evidence that public school hiring increased in response to the availability of ESSER funding. Specifically, we estimate that each $1,000 in ESSER allocations caused districts to seek to hire $206 in additional staff, disproportionately teachers. These estimates suggest that roughly 12,000 new staff (including 5,100 teachers) were hired in Washington because of ESSER. In the absence of new funding, school staffing budgets will likely need to contract substantially following the sunset of ESSER.

In 1993, the Commonwealth of Massachusetts dramatically overhauled its K-12 education system and created a new school finance formula, building an educational accountability structure to ensure every child has access to a high-quality education. The Massachusetts Education Reform Act (MERA) established academic standards in core subjects, mandated assessments to measure student outcomes on those standards, and established a system for holding schools accountable when students failed to meet basic expectations. This system has helped Massachusetts' public schools become the highest performing in the country. Student outcomes in all tested subjects and across demographic groups have improved steadily over time, but disparities in achievement and attainment exist between the Commonwealth's most privileged students and their less privileged counterparts, many of whom are black or Hispanic. Without the MERA and its requirement to assess every student and publish aggregate academic outcomes, policymakers may not understand the extent of disparity or how to address it as student outcomes data are integral to understanding where Massachusetts' public schools have been, where they are going, and how they can get there. This paper illustrates the importance of the Massachusetts Education Reform Act and how it has positively impacted students over time. It explains why the current accountability system evolved as it did and why preserving the most important aspects of that system is critical if the state is going to fulfill its constitutional obligation to educate all children to a high common standard.

Graduates of special education teacher education programs can teach in a range of special education settings, raising the potential that their training can occur in very different settings than where they find their first jobs. We follow 263 completers of Moderate Disabilities programs in Massachusetts from their field placements to their early-career teaching positions and study the characteristics of their field placements and the degree to which these are aligned with their early-career teaching positions. We also assess the degree to which alignment is associated with early-career teacher turnover. We found that many of these teachers student-taught in an inclusive setting but were hired into a self-contained special education setting and vice versa, and teachers who experienced this misalignment were more likely to leave the workforce early in their careers. Teachers who student taught with a supervising practitioner without a special education license were also more likely to leave early. Findings suggest that teachers training to educate students with learning disabilities should student teach in a setting that is aligned with where they are likely to be hired, and with a supervising practitioner who is trained in special education.

Since 2020, the federal government has distributed almost $2 billion to American school districts to mitigate the effects of COVID-19 pandemic school closures. Released in three separate tranches through the Elementary and Secondary School Emergency Relief (ESSER) fund, the Trump and Biden administrations outlined parameters for spending this unprecedented amount of money and ensured that most of it went directly to local school districts, with a comparative sliver going to state education agencies. This report gives an overview of the most common ESSER expenditures to date and assesses the factors that might influence whether district ESSER investments will make a difference for students. It also provides recommendations for how stakeholders should evaluate the ESSER experiment once it officially ends.

Emotional, behavioral, and mental health challenges make it difficult for many children and adolescents to engage and succeed at school. Research indicates that at least 20% of all children and adolescents have been diagnosed with one more mental health disorders. Behavioral problems, anxiety, and depression are the most diagnosed mental health issues, and they often co-occur. Moreover, these conditions are being diagnosed at increasingly younger ages. In the past several years there has been a rise in the number of adolescents and young adults with serious mental health issues such as major depression and suicidal ideation, and the COVID-19 pandemic has exacerbated mental health problems for children and adolescents. Schools offer promise for providing intensive clinical support to the most at-risk students, and schools are necessary environment to explore the implementation of multi-modal youth mental health services. This paper provides an analysis of an intensive, in-school mental health services model developed and implemented by Effective School Solutions (ESS), a New Jersey based provider of high acuity school based mental health services for K-12 students. We analyze this multi-modal model for its effectiveness in improving educational outcomes for over 3,000 students identified as requiring intensive clinical mental health support across the 2021-22 school year. This analysis reveals that those students receiving High- versus Low-fidelity programming (i.e., multiple sessions per week for at least half of the school year versus for less than half of the school year) had better educational outcomes. Students receiving High-fidelity programming had greater improvements in grade point average (GPA) and greater reductions in absences across the school year. A higher number of in-school clinical sessions per week significantly predicted a greater increase in GPA and a greater reduction in total disciplinary incidents (including out of school suspensions) across the school year. This report provides initial promising evidence that in-school intensive mental health clinical services yield positive effects on students' educational outcomes. Though future research is needed to validate and extend these findings, schools may consider implementing such services onsite to meet students where they are and to optimize students' mental, behavioral, and educational well-being. To comply with the Every Student Succeeds Act of 2015 and related U.S. Department of Education peer review guidance, state education agencies must provide evidence demonstrating clear alignment (technically referred to as correspondence) between their K-12 English language proficiency standards and their academic content standards. This technical paper provides evidence of match, breadth, consistency [balance of representation], and depth of correspondence between WIDA consortium member state academic content standards in English language arts, mathematics, science, and social studies, as of Fall 2022, and the components of the WIDA English Language Development Standards Framework, 2020 Edition--specifically the four WIDA Key Language Uses and their grade-level cluster and content area instantiation in the WIDA Language Expectations. It also illustrates the relationship between the grade-level cluster Language Expectations and Proficiency Level 5 of the Proficiency Level Descriptors. State correspondence evidence helps ensure that K-12 students identified as English learners (referred to as multilingual learners by WIDA) have the opportunity to learn the critical elements of language that facilitate access to and achievement of academic content. In 2008 and 2012, Pioneer Institute published reports documenting declines in enrollment in Massachusetts' public schools. At the time, enrollment had fallen by about 35,000 students over a decade, or roughly 0.5 percent per year, with especially large drops in western Massachusetts and parts of Cape Cod. This paper examines enrollment trends since that time in three main sections. The first section continues the analysis from the prior papers and describes changes in enrollment during the 2010s. The second section evaluates the impact of COVID, using data from 2020 through this school year that the Department of Elementary and Secondary Education (DESE) published in December 2022. The final section offers cautious predictions for the next decade.

In Spring 2022, Pioneer Institute published "The Boston Publics Schools' Road to Receivership," which detailed the findings of the 2019 state-commissioned, third-party report evaluating outcomes and operations in the Boston Public Schools (BPS). The report was scathing, citing years of declining enrollment, low test scores, financial mismanagement, and poor oversight and support of schools. When schools reopened in 2022 following the pandemic, the Massachusetts Department of Elementary and Secondary Education (DESE) and other advocates for change publicly revisited the report's findings and opted to strengthen and renew an agreement with BPS that details the improvements the district needs to make and how the state will support its efforts. This article details aspects of the 2022 report in the context of news reports about the BPS and uncovers progress that has been made and has yet to be made on key issues. It concludes with broad recommendations for state and district action pertaining to some of the report's key findings. [For related report, "The Boston Public Schools' Road to Receivership. As the most recent reauthorization of the Elementary and Secondary Education Act (ESEA), the Every Student Succeeds Act (ESSA) provides to public and private school students and schools wide-ranging academic and educational supports. This paper provides a historical review of: (1) the federal government's role in education; (2) the creation and passage of ESEA; and (3) ESEA's subsequent development and reauthorizations. The authors next describe ESEA's application to parentally placed private school students. The law makes it clear that private school students are to participate equitably in the benefits that ESEA confers. Upon identifying and describing the challenges to this equitable participation that private school students and stakeholders have faced under ESEA's most recent reauthorization (ESSA), the authors conclude by offering concrete recommendations on how ESEA's next reauthorization can effectively address these challenges.

Prior research has connected characteristics of cooperating teachers who supervise student teaching to performance measures of the teacher candidates they host, suggesting more effective teachers may also be better mentors. The specific measures of cooperating teacher effectiveness considered in this prior literature (value added and performance evaluations), however, are infrequently observable to individuals responsible for student teaching placements. In this paper, we consider a more easily observed proxy for mentor effectiveness: National Board (NB) Certification. We find that NB teachers are considerably more likely to host candidates than other teachers, candidates supervised by NB teachers are slightly more likely to be hired within three years, and these candidates have slightly lower value added in English language arts than their peers, all else being equal. We find no significant relationship between cooperating teacher NB certification and candidates' later attrition and value added in math. We conclude that individuals and policies seeking to leverage student teaching placements to improve student and teacher outcomes may need to focus on less easily observable proxies of cooperating teacher quality than NB certification status.

This study investigated the underexplored topic of teacher preparation program admissions processes by interviewing faculty and analyzing program documents. We investigated how 31 K-12 "mathematics and science" teacher preparation programs (MSTPPs) and faculty attend to diversity, equity, inclusion, and social and racial justice (DEIJ). Specific foci included applicant recruitment and selection, components of applications (e.g., forms, essays, interviews), and how applicants' DEIJ-related information and orientations factor into admissions. We found that all MSTPPs participating in the study collected information related to DEIJ (e.g., applicants' ethnoracial backgrounds, citizenship), and all interviewed faculty expressed an interest in increasing the diversity of applicants and admitted students. Faculty expressed preferences for applicants who evidenced positive DEIJ orientations, such as recognizing social and ethnoracial injustices, but at the same time, differences were evident in how MSTPPs and faculty attended to DEIJ. Considerations, implication, and dilemmas for teacher preparation programs and faculty are discussed.

This paper studies the effects of differential exposure to COVID-19 on educational outcomes in Guatemala. The government adopted a warning index (ranging from 0 to 10) to classify municipalities by infection rates in 2020, which was then used by the Ministry of Education in 2021 to establish a "stoplight" system for in-person instruction. Using administrative panel data for all students in Guatemala, the study employs a difference-in-differences strategy that leverages municipal differences over time in the warning index to estimate the effects of the pandemic on dropout, promotion, and school switching. The results show that municipalities with a higher warning index had significantly larger dropout, lower promotion rates, and a greater share of students switching from private to public schools. These effects were more pronounced during the first year of the pandemic. The findings show differential effects by the level of instruction, with greater losses for younger children in initial and primary education. The results are robust to specification choice, multiple hypothesis adjustments, and placebo experiments, suggesting that the pandemic has had heterogeneous consequences. This paper relates how leaders of a higher education program, the Wisconsin Collaborative Education Research Network, sparked and managed innovation across communities of scholarship, research, and practice. This paper uses a "design narrative" method to describe how leaders orchestrated organizational change by bringing diverse communities together into research-practice partnerships. The narrative uses the idea of "boundary objects" to describe how initiatives were progressively developed to create more inclusive spaces for sustained innovation. The insights and the capacity that resulted from initial design efforts created a richer space for subsequent initiatives. The paper shows how design narratives can illustrate the role that boundary objects can play in organizational change and concludes with a discussion of the role that leaders can play in creating inclusive cultures of innovation in higher education.

This technical summary reports on analyses conducted during the standards development process to establish a clear correspondence between the WIDA ELD Standards Framework, 2020 Edition (WIDA's K-12 English language proficiency standards), and the academic content standards used by WIDA consortium member State Education Agencies (SEAs). The analyses assess the match, breadth, balance of representation [consistency], and depth between these two types of standards. The paper also offers evidence of correspondence between these two types of standards and offers a methodology for states to use. It reports on the broad analysis used to update the WIDA ELD Standards Framework to ensure it could be applied flexibly across the consortium. SEA correspondence mappings are specific to individual SEAs. As federal law and peer review indicate the final responsibility for standards lies with states, WIDA is able to offer this technical paper as a tool to support the state correspondence process. This paper examines the impact of Teach For America (TFA) on following-year student test and non-test outcomes in Miami-Dade County Public Schools. This paper measures the extent to which exposure to TFA is followed by improved student outcomes in the future. In particular, this paper measures days missed due to absences or suspensions, course grades in each core subject, and progression in math courses. We find that students taught by TFA math teachers go on to have higher grades in math courses in the following year and are less likely to miss school due to being absent or suspended. However, while students in TFA classrooms score higher on math and ELA assessments in a given year, these test score gains fade out by the following year.

We investigate two research questions using a recent statewide transition from paper to computer-based testing: first, the extent to which test mode effects found in prior studies can be eliminated in large-scale administration; and second, the degree to which online and paper assessments offer different information about underlying student ability. In contrast to the first test transition in Massachusetts, we find very small mode effects for a more recent transition, which may be attributable to an additional step matching on observable characteristics in the equating process. Second, we investigate the predictive evidence of validity for paper and online tests for predictions of future test scores and grades. We generally find minimal differences for the extent to which scores on paper tests can differentially predict future online versus paper test scores. Finally, online and paper test scores are similarly predictive of future grade point average. We conclude that the online test penalty can vary substantially by test and that extreme care should be taken when administering online tests to some students and paper tests to others.

In this paper we analyze the extent to which a mandated kindergarten assessment predicts 3rd grade outcomes, and the academic progression for students from 3rd grade to high school. We find that the kindergarten assessment strongly predicts 3rd grade outcomes, with the math skills assessment being especially predictive of 3rd grade academic outcomes. The kindergarten assessments also illustrate the degree to which there are large inequities in skills when students are assessed in kindergarten. Students from historically disadvantaged groups enter kindergarten with significantly fewer readiness standards met. Our analysis of student academic progression from 3rd grade through high school echoes the kindergarten to 3rd grade results. The 3rd grade test assessment is strongly predictive of all high school outcomes, and we see that those students eligible for free- or reduced-price lunches and students of underrepresented racial or ethnic groups are less likely to have upward academic mobility. In sum, we observed limited academic mobility; students who start out behind generally stay behind.

We use administrative panel data from seven states covering nearly 3 million students to document and explore variation in "academic mobility," a term we use to describe the extent to which students' ranks in the distribution of academic performance change during their public schooling careers. On average, we show that student ranks are highly persistent during elementary and secondary education--that is, academic mobility is limited in U.S. schools as a whole. Still, there is non-negligible variation in the degree of upward mobility across some student subgroups as well as individual school districts. On average, districts that exhibit the greatest upward academic mobility serve more socioeconomically advantaged populations and have higher value-added to student achievement.

In March 2022 a random sample of one third of Stride K12 families (37,856) were emailed a survey asking parents a series of questions about their families' experiences in their children's current Stride K12-powered online schools and their experiences in their children's former schools. 1,949 parents completed the survey, and of that total, 1,613 had Stride K12 students who had attended another school prior to attending their current online schools. These families reside in one of 28 states that have Stride K12-powered schools that were included in the survey. The purpose of the survey, and this report, are to learn more about what parents value regarding the education of their children, why they chose to enroll their children in a Stride K12-powered online school, their degree of satisfaction with various aspects of their current online schools, and their satisfaction levels with their children's Stride K-12 powered schools as compared with their former schools, when applicable. The survey results indicate that parents have overwhelmingly positive views of how their children are faring at their Stride K12-powered online schools and that their children who did migrate from other schools faced a variety of challenges in their former schools.

We use publicly available, longitudinal data from Washington state to study the extent to which three interrelated processes--teacher attrition from the state teaching workforce, teacher mobility between teaching positions, and teacher hiring for open positions--contribute to "teacher quality gaps" (TQGs) between students of color and other students in K-12 public schools. Specifically, we develop and implement an agent-based model simulation of decisions about attrition, mobility, and hiring to assess the extent to which each process contributes to observed TQGs. We find that eliminating inequities in teacher mobility and hiring across different schools would close TQGs within 5 years, while just eliminating inequities in teacher hiring would close gaps within 10 years. On the other hand, eliminating inequities in teacher attrition without addressing mobility and hiring does little to close gaps.

Even though equity has become a hot topic, the pathway to making it a reality has not necessarily become clear. The national agenda on race, racial equity, and dealing with COVID-19 has pushed the challenge of equity to the front and center for schools. This pressurized moment in history has raised important questions: (1) What are the steps to an effective equity journey? and (2) What are the standards and targets to guide the pursuit of equity outcomes? What are the conditions for success in an effective, equitable district? What are the capacities and practices of equitable leaders and practitioners? This paper will highlight a few resources that may be helpful and will refer to many others. There are multitudes of resources available today to support equity development on a personal, organizational, institutional, and societal level. We describe the extent and predictors of staffing challenges faced by school districts in Washington state throughout the 2021-22 school year using data collected from job posting websites for districts representing more than 98% of students in the state. These data suggest that school districts in the state faced considerable challenges filling paraeducator and, to a lesser extent, teaching positions at the beginning of the school year. When we focus specifically on teachers, we find that teacher staffing challenges were far more pronounced for special education positions and in schools serving more students of color, less pronounced for elementary positions, and highly correlated with teacher attrition from these types of positions after the prior school year. Accounting for these relationships, districts posted more teaching positions later in the school year when they had increasing student enrollments and received more Elementary and Secondary School Emergency Relief funds than nearby districts.

We study whether autonomous schools, which are publicly funded but can operate more independently than government-run schools, affect student achievement and school segregation across 15 countries over 16 years. Our triple-differences regressions exploit between-grade variation in the share of students attending autonomous schools within a given country and year. While autonomous schools do not affect overall achievement, effects are positive for high-socioeconomic status students and negative for immigrants. Impacts on segregation mirror these findings, with evidence of increased segregation by socioeconomic and immigrant status. Rather than creating "a rising tide that lifts all boats," autonomous schools increase inequality

Research has shown educators' implicit biases to be a key factor in creating and perpetuating disparities in students' experiences of schooling, learning, and longer-term outcomes, including job opportunities, wealth, and health. Current school reform and transformation efforts are aimed at addressing institutionalized racism in school policies, practices, and cultural systems by implementing implicit bias training for teachers and staff. In this paper, we explain how a school home visits program, Parent Teacher Home Visits (PTHV), is a promising intervention for counteracting implicit biases and improving outcomes for families and students. The PTHV "relational" home visit model focuses on promoting mutually supportive and accountable relationships between educators and families. We present data from a study examining the experiences of 107 educators and 68 family members who participated in PTHV, showing how educators shifted their deficit assumptions about families and students. Although the PTHV model was not created to address implicit biases, we found that the key components of these home visits align with strategies that psychological research has demonstrated effectively counteracting implicit biases and reducing discriminatory behaviors.

Measures of student disadvantage--or risk--are critical components of equity-focused education policies. However, the risk measures used in contemporary policies have significant limitations, and despite continued advances in data infrastructure and analytic capacity, there has been little innovation in these measures for decades. We develop a new measure of student risk for use in education policies, which we call Predicted Academic Performance (PAP). PAP is a flexible, data-rich indicator that identifies students at risk of poor academic outcomes. It blends concepts from emerging "early warning" systems with principles of incentive design to balance the competing priorities of accurate risk measurement and suitability for policy use. PAP is more effective than common alternatives at identifying students who are at risk of poor academic outcomes and can be used to target resources toward these students--and students who belong to several other associated risk categories--more efficiently.

This report seeks to explore some of the reasons Sweden developed an independent school sector dominated by for-profit schools by drawing on prior scholarship and reports as well interview material from Swedish school entrepreneurs, researchers, and prior public representatives that helped create and implement the Swedish voucher program. This report is based on a descriptive qualitatively-oriented, research approach drawing on archival material, public data, and information gathered from interviews with key informants. The implementation of the Swedish voucher program appears to have been propelled by an appetite for change, and quest for greater diversity among educational providers, that had taken root in political parties on both the left and right. Today, however, the situation looks rather different as debates regarding inequality, segregation, grade inflation, and the notion of "vinster i välfärden" (profits in welfare services) have shifted the perception and opinions regarding school vouchers, and for-profit voucher schools in particular. We do not want to speculate what is going to happen, but it seems feasible to assume that future for-profit school entrepreneurs will have to operate, and be willing to accept, a very different public and political climate when it comes to the role of for-profit providers in the Swedish school sector. If the U.S. desires to increase the number of for-profit school entrepreneurs it will require substantial revisions of many formal as well as informal institutions. The current formal institutions in most U.S. voucher systems, which typically limits who can participate combined with lower per-pupil voucher payments, would need to be altered in order make this calculus attainable and attractive enough to spur action. In this paper, we use NWEA MAP test data to examine variation in students' achievement and growth during the pandemic across multiple dimensions. Consistent with prior evidence, we find that students' test scores in fall 2021, on average, were substantially below historic averages. Moreover, the average scores of students of color, students attending high poverty schools, and students in elementary school were more negatively impacted, and more so in math than reading. We present novel evidence on the distributions of test scores and growth in fall 2021 relative to pre-pandemic distributions, finding disproportionately larger declines for students with lower previous achievement levels across districts. However, between districts, there was considerable variation in the extent to which their fall 2021 achievement and growth distributions shifted from their historical distributions by subject, student subgroups, and baseline achievement levels. Therefore, accurately targeting students and choosing interventions for pandemic-related recovery will require careful assessment by districts of their students' achievement and growth in the 2021-22 school year (and into the future): assuming that students in a district reflect the national trends of achievement will often lead to incorrect conclusions about the degree to which they suffered pandemic-related learning losses and the amount of support they will need to recover. This paper provides new evidence on educational inequality and reviews the literature on the causes and consequences of unequal education. We document large achievement gaps between children from different socio-economic backgrounds, show how patterns of educational inequality vary across countries, time, and generations, and establish a link between educational inequality and social mobility. We interpret this evidence from the perspective of economic models of skill acquisition and investment in human capital. The models account for different channels underlying unequal education and highlight how endogenous responses in parents' and children's educational investments generate a close link between economic inequality and educational inequality. Given concerns over the extended school closures during the COVID-19 pandemic, we also summarize early evidence on the impact of the pandemic on children's education and on possible long-run repercussions for educational inequality.

METCO, the Metropolitan Council for Educational Opportunity, enables over 3,000 mostly African-American and Hispanic students from Boston and Springfield to attend schools in three dozen surrounding communities. The program has been remarkably stable for decades, with enrollment rarely falling below 3,100 or rising above 3,300, and most suburban districts continue to participate each year. The primary funding for METCO is through a state grant. Through evaluation of data that is presented in this report, it was found that several minor changes could make the program even better. The authors recommend that the state simplify the grant formula, incorporate current enrollment figures, and publish information about Chapter 70 funds generated by METCO students. The legislature should also provide additional funds to support late afternoon transportation and cover the special education costs of METCO students. Some of these changes, such as basing the grant on current enrollment and covering special education costs, would also make it easier to expand METCO. To expand, the legislature should provide the METCO managers additional funds to cover the immediate costs of expansion and commit to providing adequate ongoing grant support for a larger program. A relatively small investment of education funds could allow the successful program to serve additional students and their families.

The success of many students with disabilities (SWDs) depends on access to high-quality general education teachers. Yet, most measures of teacher value-added measures (VAM) fail to distinguish between a teacher's effectiveness in educating students with and without disabilities. We create two VAM measures: one focusing on teachers' effectiveness in improving outcomes for SWDs, and one for non-SWDs. We find top-performing teachers for non-SWDs often have relatively lower VAMs for SWDs, and that SWDs sort to teachers with lower scores in both VAMs. Overall, SWD-specific VAMs may be more suitable for identifying which teachers have a history of effectiveness with SWDs and could play a role in ensuring that students are being optimally assigned to these teachers.

Using testing data from 2.1 million students in 10,000 schools in 49 states (plus D.C.), we investigate the role of remote and hybrid instruction in widening gaps in achievement by race and school poverty. We find that remote instruction was a primary driver of widening achievement gaps. Math gaps did not widen in areas that remained in-person (although there was some widening in reading gaps in those areas). We estimate that high-poverty districts that went remote in 2020-21 will need to spend nearly all of their federal aid on academic recovery to help students recover from pandemic-related achievement losses.

As the COVID-19 crisis disrupted schooling, recovery efforts to ensure educational continuity in California included the adoption of Senate Bill 98, which mandated local educational agencies (LEAs) to complete Learning Continuity and Attendance Plans (LCPs). These plans act as critical snapshots of sensemaking in the midst of crisis; however, their details have yet to be explored statewide, concealing the potential trends that arise in local planning when traditional schooling is disrupted by crisis. Through a multiphase, mixed methods approach, this study examines the legislative requirements of an educational policy that orchestrated large-scale local planning. Results suggest that, during a crisis, equity is centered in both policy and the plans of public school districts, threaded through accessibility to instruction as well as academic and social-emotional supports. Research confirms that all students, including students of color and their white peers, benefit from seeing diverse teachers and school leaders working together to replace inequitable practices with school cultures anchored in respect, high expectations, and trusting relationships. This kind of leadership also creates the kind of conditions in which high-quality teachers want to stay in their roles, at their schools. School leaders who lead for equity are continuously learning and pushing themselves to grow into more effective change agents. This paper examines five proven equity-focused leadership actions that educators can start implementing in their schools. This paper discusses the purpose and content of the WIDA Framework for Equitable Instruction (FEI). The FEI is an instruction-focused resource designed to promote the equitable engagement in disciplinary learning and language development of multilingual learners. It complements the WIDA English Language Development Standards Framework in that it offers guidance on how educators can design learning environments that promote language growth in the context of disciplinary learning. The paper details the approach to language instruction reflected in the FEI and describes its four key principles. The paper also discusses the different components of the FEI: cross-disciplinary teacher actions that promote equitable learning and language practices, as well as discipline-specific teacher actions, student actions, language functions, and language trajectories. The paper concludes with guidance on how educators can use the FEI to strengthen their instructional practices for multilingual learners. The appendices offer discipline-specific illustrations of the framework's components and a glossary.

This report, intended primarily for civics reformers considering how best to defend and improve traditional American civics education, surveys a selection of different civics offerings, both the traditional and the radical. Surveyed providers include organizations such as the Jonathan M. Tisch College of Civic Life, We the People, and Hillsdale College's 1776 Curriculum. The report assesses both how they approach civics education and their ideological content. The report will also judge each organization's effectiveness--although no one knows exactly what is being taught in each classroom in America, much less precisely what students take from their education. Finally, it will provide recommendations about how civics reformers should build upon this existing array of civics curriculum resources to work most effectively to reclaim America's civics education.

This report finds that Massachusetts provides fewer options for students to be educated outside their assigned school districts than most other states do, and educational savings accounts (ESAs) offer an effective tool for giving students additional opportunities. Author Cara Candal proposes two potential ESA programs for Massachusetts.

After schools closed in March of 2020 due to the COVID-19 pandemic, students, families and teachers had to shift learning from in-class to online. But the switch to remote learning was hasty and disorganized in many school districts. Families struggled with the technology and coordinating schedules at home, while teachers tried to shift the in-person model to teaching through a computer. The dissatisfaction caused many families to believe that the remote learning they were experiencing was what takes place in full-time virtual schools. In fact the two are much different. This report includes information on how to distinguish between questionable and quality virtual programs.

We develop a new framework for identifying at-risk students in public schools. Our framework has two fundamental advantages over "status quo" systems: (1) it is based on a clear definition of what it means for a student to be at risk and (2) it leverages states' rich administrative data systems to produce more informative risk measures. Our framework is more effective than common alternatives at identifying students who are at risk of low academic performance and we use policy simulations to show that it can be used to target resources toward these students more efficiently. It also offers several other benefits relative to "status quo" systems. We provide an alternative approach to risk measurement that states can use to inform funding, accountability, and other policies, rather than continuing to rely on broad categories tied to the nebulous concept of "disadvantage."

This report focuses on the COVID-19 pandemic in the Kalamazoo Public Schools District in Kalamazoo, Michigan, which closed its doors to students from mid-March 2020 to June 2021. During this time, instruction transitioned from face-to-face to virtual, with students having three options for virtual instruction. In addition to individual KPS student data, the study looks at the NWEA national sample as presented in several publications and technical appendices. The study addresses three basic questions, as well as examining students' race/ethnicity and poverty status, summer learning loss to determine the change in achievement gains, and attendance rates as an example of students not receiving face-to-face instruction. The first question asks whether the pandemic, which began in March of 2020, adversely affected student enrollment. The second question examines how achievement gains based on the NWEA math tests during the 2020-2021 pandemic school year compared to prepandemic and post-school-closure trends. The third question examines the variability of NWEA math test scores during the pandemic compared to the school years before and after the 2020-2021 pandemic school year. We find that student enrollment declined during and after the pandemic school year for at least two years, which is more than appears to be the case in all but the first few years of the century. In addressing the second question, we found that achievement gains rebounded after KPS schools opened, although achievement gains are not as high as in the prepandemic school year. It also appears that the lower grades were more resilient than the upper grades during this period. Regarding the third question, we found that test scores were more variable at the low end of the distribution than at the high end and that variability increased in the year following school closure.

Countries and cities around the world increasingly rely on centralized systems to assign students to schools. Two algorithms, deferred acceptance (DA) and immediate acceptance (IA), are widespread. The latter is often criticized for harming disadvantaged families who fail to get access to popular schools. This paper investigates the effect of the national ban of the IA mechanism in England in 2008. Before the ban, 49 English local authorities used DA and 16 used IA. All IA local authorities switched to DA afterwards, giving rise to a cross-market difference-in-differences research design. Our results show that the elimination of IA reduces measures of school quality for low-SES students more than high-SES students. After the ban, low-SES students attend schools with lower value-added and more disadvantaged and low-achieving peers. This effect is primarily driven by a decrease in low-SES admissions at selective schools. Our findings point to an unintended consequence of the IA to DA transition: by encouraging high-SES parents to report their preferences truthfully, DA increases competition for top schools, which crowds out low-SES students.

Has the gap in average standardized test scores between students from high- and low-income families widened, narrowed, or remained stable over the last 3 decades? The question is important both because the achievement gap is measure of how (un)equally educational opportunities are distributed in the US, and because the disparity in educational outcomes is a leading indicator of the degree of economic mobility. If the gap is widening, it suggests that children's educational experiences and opportunities in early and middle childhood -- in their homes, neighborhoods, childcare and preschool programs, and K-12 schools -- are becoming increasingly unequal, a sign that the growing economic inequality in the US has led to a parallel growth in educational inequality. A narrowing gap, however, would suggest the opposite: changes in early childhood or K-12 schooling have been equity-enhancing, even in the face of increased economic inequality among families. And because test scores and the skills they measure are valued in college admissions and the labor market, the trend in the test score gap may predict the trend in economic mobility several decades later.

This paper focuses on the increase in families who have chosen to homeschool their children in grades K-12 since the rise of the COVID-19 pandemic. This update includes interviews with families who opted to homeschool their children in the conventional approach, rather than continue with the hasty remote learning that educators tried to transfer from the classroom in March of 2020 and then the blended approach of online learning/classrooms-with-masks format that many districts used during the 2020-2021 school year. This report follows a study authored in June of 2017, "Homeschooling: The Ultimate School Choice," also published by the Pioneer Institute. It covered the history of homeschooling, demographics on homeschoolers, the economics around homeschooling and legislation affecting homeschooling. The authors of this report include several recommendations on how policy makers and education administrators can accommodate the growth in homeschooling and assist families who chose this manner of education for their children. The authors also urge policy makers and education officials to do more to acknowledge homeschooling as a viable educational choice. Districts and states can do more to provide direction and information for parents who are considering non-traditional options. [Foreword written by Kerry McDonald. The aim of this essay is to advance understandings of current efforts to democratize disciplined approaches to educational innovation and improvement in the US and other countries, with a specific focus on the macro-level policy contexts of improvement research in education. In the US, earlier analyses examined these policy contexts from a contemporary perspective, with an emergent improvement movement in tension with an institutionalized evidence movement. By contrast, this essay provides an historical perspective through a "geological analysis" of US education reform. This analysis has the improvement movement atop macro-level policy contexts that are layers-deep, and as potentially integral to a public education enterprise that has been evolving for centuries: at the policy level, from "resource-forward" to "practice-forward" innovation and improvement; at the local level, from "school systems" to "education systems" to "learning systems." This analytic approach and framework suggest the need for a new discourse about efforts to democratize disciplined approaches to educational innovation and improvement in the US, as well as possibilities for comparative and international research examining parallel developments in other countries. This essay was prepared as a contribution to "The Foundational Handbook on Improvement Research in Education."

There is empirical evidence of substantial heterogeneity in economic mobility across geographic areas and the efficacy of schools has been suggested as an explanatory factor. Using administrative microdata from seven states covering nearly 3 million students, we explore the potential role of schools in promoting economic mobility by estimating cross-district variation in "academic mobility"--a term we use to describe the extent to which students' ranks in the distribution of academic performance change during their schooling careers. We show that there exists considerable heterogeneity in academic mobility across school districts. However, after aggregating our district-level measures of academic mobility to the commuting-zone level and merging them with geographically matched external estimates of economic mobility, we find little scope for geographic differences in academic mobility to meaningfully account for differences in economic mobility.

A growing quantitative literature finds evidence that student teaching placements predict later outcomes of teacher candidates and their students, but there is little large-scale quantitative evidence about the mechanisms for these estimated relationships. We use data from a survey of STEM teachers in Washington State to better understand how their perceptions of preparation are related to student teaching placements and current classroom environment. We find evidence that the composition of students in student teaching classrooms are predictive of STEM teachers' perceptions of their preparation. For example, STEM teachers who student taught in classrooms with more English Language Learners and economically disadvantaged students reported feeling prepared to teach these specific student populations. Likewise, STEM teachers who student taught in high-poverty classrooms tended to report feeling better prepared to manage their current classroom, particularly if they were currently teaching in a high-poverty classroom.

Education savings accounts (ESAs) are education funding mechanisms that allow for families to receive a deposit of public funds to a government-authorized savings account. Using student-level longitudinal data, this paper examines how families participating in the Florida Gardiner Scholarship Program use education savings account funds. Results indicate that families use an increasing proportion of ESA funds when students remain in the program. The longer students remain in the program, the share of ESA funds devoted to private school tuition decreases while expenditure shares increase for curriculum, instruction, tutoring, and specialized services. Students in rural areas not only use a greater portion of their ESA funds than families in urban and suburban areas, but they also spend smaller portions of their funds on tuition and appear to customize more.
