The issue of order is the core of international relations. Both the dimensions of history and reality should be explored in order that the relationship between Japan and the world should be acknowledged in a scientific way. This paper analyzes Japan's cognition and practice from such three aspects as the evolution of Japan's view of international orders from a historical perspective, the post-war international order and "the crisis of liberal international order" and Japan's responses to the international order under the ongoing unprecedented changes in the world. Based on principles of pragmatism, Japan strove to maintain its independence while expressing its respect with the order within the framework of the Hua-Yi Order. In face of the impact of rising Western civilization, Japan attempted to extricate itself from and overthrew the Hua-Yi Order and achieve the objective of "leaving Asia and embracing Europe," and then turned from a follower of the Western dominant order into a challenger. After being defeated in WWII, the US occupation and the democratic transformation, Japan chose to accept and integrate into the liberal international order dominated by the US and gradually formed a unique view of international order through constantly sizing up the international situation, maintaining dynamic adjustment and making efforts to seek advantages and avoid disadvantages. Faced with the changing international relations nowadays, Japan has been committed to enhancing the "comprehensive strategic activity" and repairing the liberal international order in crisis. Objective: This study seeks to assess the scientific contributions in the field of intensive care medicine from each of the major countries (per million inhabitants) and discusses the possible factors which may contribute to any differences.Data Source: Review of scientific journals.Study Selection: We examined the total number of published papers (between 1989 and 1993) in five major respiratory and intensive care journals: Intensive Care Medicine, Critical Care Medicine, Chest, The American Review of Respiratory Disease, and Circulatory Shock.Data Synthesis: Amongst the American journals, USA and Canada were the predominant contributors followed by the other countries in the following order: Switzerland, Sweden, Belgium, the Netherlands, Finland, Austria, Denmark, UK, France, Spain, Italy, Norway, Japan and Germany.Conclusions: The present study reveals that the smaller European nations have a greater participation than the larger European nations in the major intensive care journals. This phenomenon could be due to different submission practices in these countries compared with the larger European countries, where a considerable number of papers are submitted to local renowned journals. On 6 July 2017, after four years of negotiation, the EU reached an agreement with Japan over the main elements of a comprehensive free trade agreement. The breakthrough came at a time when progress on multilateral trade negotiations at the global level seemed out of reach and EU bilateral trade agreements faced strong public opposition. This paper examines US, Japanese, and European political economy approaches to China, and their effect on US-Japan and US-EU relationships. Great powers with a greater security concern in dealing with another major country care more about power while those with less of a concern are preoccupied with calculations for wealth. China's rise and its actions have posed a far greater security challenge to the United States and Japan and are driving the two countries closer together. The political economy game involving China reveals a dominant welfare motive among the advanced market economies. The ambition to transform China politically has diminished. China's integration into the global market makes a relative gains approach difficult to implement. Globalization simply limits the ability of a state to follow a politics-in-command approach in the absence of actual military conflict, which explains why the political economy approaches of the United States, Europe, and Japan are not that different in the scheme of things. China's own grand strategy to reach out to the world to outflank the US-Japan alliance has also contributed to a divergent European policy toward China although there are severe limitations to Beijing's ability to drive a wedge between the United States and Europe. Pharmacovigilance science has traditionally been a discipline focussed on the postmarketing or post-authorisation period, with due attention directed towards pre-clinical safety data, clinical trials and adverse events. As the biological sciences have evolved, pharmacovigilance has slowly shifted toward earlier, proactive consideration of risks and potential benefits of drugs in the pre- and peri-approval stages of drug development, leading to a maturing of drug safety risk management. Further advances in biology, pharmacology and improvements in computational applications to medicine have led to the development of more complex medicines previously unobtainable and have also permitted a more thorough assessment of risks and potential benefits even earlier in the development process. Elevated public concern with the safety of more sophisticated medicines, combined with new science, have led pharmaceutical innovators, regulators and healthcare professionals to collaborate to develop guidelines, which drive enhanced pharmacovigilance and safety risk management earlier in drug development.In this paper, we review international guidelines on pharmacovigilance planning applicable to the pre-approval phases of medicines development and provide author opinion on these guidelines’ potential drug safety implications. We discuss the possible evolution of a pharmaceutical industry model to respond to these guidelines; a view on multidisciplinary safety management teams is provided to encourage refinement of safety-signal identification and risk assessment early in drug development and to communicate important safety concerns to internal research efforts, patients, investigators and regulators. We further describe these functions in the context of the complexities of vulnerable populations, including the example of medicines research for paediatric populations. We also discuss the special role of epidemiology in pre-approval drug development and the impact on epidemiological science of changes to the pharmacovigilance paradigm. [ABSTRACT FROM AUTHOR]

The "images" which have commonly distinguished Brussels' relations with Beijing (starting from the 1990s) and Tokyo (since the Cold War years) appear to actually be the result of the concurrence of events and of structuring factors that denoted trade problems on the surface, or dysfunctions generated by the systemic variable. Nonetheless, in this paper I try to explain that these problems are fundamentally based on a much more complex and inherent divergence of two universes of values and different political cultures. Zhao Tingyang's theory on "relation rationality" and the Japanese ethical notion of "relational coexistence" (linked to Watsuji Tetsuro) may help to inscribe and construct modern historical relations between China and Japan towards Europe into a narrative by bringing - in Carol Gluck's words - "the outside in". Finally, I analyze the relationship between the three actors in the light of the systemic changes occurred after the end of the bipolar system and especially following the 9/11 terrorist attacks, trying to highlight the potential of their political dialogue. The author argues that India must restructure its foreign and security policies within the framework of a multipolar world, in which China has become the second largest economy, while the economies of U.S., Europe and Japan have stagnated. The key factors to a new Indian foreign policy are hinged on the presence of an unstable neighborhood, an assertive China and a divided domestic politics. The author also believes that India must use its economic, cultural, military and diplomatic profiles to highlights its place in the international arena.

The article presents information on the factors that influenced Japanese aid to Southeastern Europe. Japanese aid to Europe has been influenced by both economic and political motivations. A recent study argues that Japan should take into account recent developments and reconsider its aid paradigm to Central and Eastern Europe. The study was conducted by the Institute for International Cooperation of Japan's International Cooperation Agency.

The article offers information on economics and national strategy of the United States. It is posed that this country needs a national strategy that responds to the central post-cold war political, economic, and military realities. Moreover, in theory , a U. S. national strategy would start with a structure of private activities based on the operation of free markets and then provide a framework for enhancing the use of the nation's resources to gain national objectives derived from enduring national interests. It is also identified that the world's new political structure focuses on a triangle of competing regions that have gained economic growth. These regions are Europe, North America, and Japan.
