This article discusses some of the main findings of a Critical Discourse Analysis of two landmark documents in Irish adult education: Learning for Life: The White Paper on Adult Education (DES, 2000) and the Further Education and Training Strategy (SOLAS, 2014) (from here on referred to respectively as the White Paper and the FET Strategy). The diachronic approach taken by this inquiry permits an exploration of the ways in which language in policy documents has changed over time, particularly in terms of how policy addresses educational inequality. It is in this way that the notion of a discursive shift could be explored, setting this change in language in starker relief. Policy as discourse shapes the formation of this inquiry so the article briefly explicates the approach taken to a Critical Discourse Analysis. Considerations of methodological nationalism widened the focus to consider the influence of European Union (EU) policy discourses specifically in Irish policy formation and these discourses in the statecraft of the EU and nation states. It is from this perspective that the Irish story is also a European one, so the article analyses how the White Paper and the FET Strategy were framed by the EU policy discourses of 'lifelong learning' and 'skills' respectively. As part of this analysis, this article considers the significance of the redefinition of the notion of 'inclusion' to 'active inclusion' and the sharpening of 'evidence based' discourse in policy resourcing of adult education provision. Finally, the article briefly elaborates on the authors' experience of this research and the value of Critical Discourse Analysis as a normative force and a tool for advocacy.

Abstract Background The advent of Personalized Medicine (PM) holds significant promise in revolutionizing healthcare by tailoring treatments to individual patients based on their data. However, its successful implementation requires the seamless integration of innovative technologies and presents formidable challenges in terms of sustainability. To tackle these challenges head-on, the International Consortium for Personalized Medicine (ICPerMed) was established, and the IC2PerMed project, as part of this consortium, seeks to foster collaboration between the European Union (EU) and China in the field of Personalized Medicine. Based on the results collected by the project, the objective of this study is to discern the key priorities for the implementation of Personalised Medicine concerning Information and Communication Technologies (ICT) and Big Data and digital solutions, with a particular emphasis on data management and protection. Methods A Delphi survey was conducted to gather expert’s consensus on the main priorities for actions on Information and Communication Technologies (ICT) and Big Data and digital solutions in the field of Personalized Medicine. Results The survey identified seven priorities in the area of Big Data and digital solutions, including data interoperability, standards, security measures, and international partnerships. Additionally, twelve priorities were identified for the innovation-to-market process, emphasizing cost-effectiveness, need assessment, and value definition in resource allocation. Conclusions The effective implementation of new technologies in Personalized Medicine research and practice is essential for the advancement of healthcare systems in both the European and Chinese contexts. The identified priorities play a pivotal role in promoting the sustainability of health systems and driving innovation in the implementation of Personalized Medicine. Addressing challenges related to data interoperability, standards, security, international collaboration, cost-effectiveness, and value assessment is of utmost importance in order to propel the progress of Personalized Medicine in healthcare systems.

The pulp and paper manufacturing industry is currently facing sweeping changes due to the fact that supply and demand are dominated by different global players. These changes have significant effects not only on the paper and pulp production of countries but also on world economies thanks to the high level of trade between countries around the world. Based on the historical development of paper, our study examines today's production around the world economies, shows the latest commercial trends in the paper and pulp trade, and makes a prediction on the effects of the data belonging to this sector on the trade of countries through using panel regression models. According to our results, we determined a significant relationship between the total world paper and cardboard production in Turkey and the European Union and the amount of pulp. On the other hand, a partial relationship was found between the European Union and Turkey's paper production. In addition, we concluded that the amount of pulp used in paper and cardboard production was the factor causing the total paper production in the European Union and Turkey. In other words, we have established as a result of the analysis that as the amount of pulp used in paper and cardboard production increases, paper and cardboard production also increases at the same rate. Artificial intelligence in education (AIEd) is a fast-growing field of research. In previous work, we described efforts to explore the possible futures of AIEd by identifying key variables and their future prospects. This paper re-examines our discussions on the governance of data and the role of students and teachers by considering the implications of (1) a recent case related to the General Data Protection Regulation (GDPR) and (2) the release of ChatGPT, a generative AI model capable to producing 'human-like' text. These events raise questions for the future of AIEd and the underlying function of assessment, and highlight the importance of active student participation in the integration of AI in education. Eleven million tonnes of waste are produced yearly by the European pulp and paper industry, of which 70% originates from the production of deinked recycled paper. Wastes are very diverse in composition and consist of rejects, different types of sludges and ashes in mills having on-site incineration treatment. The production of pulp and paper from virgin pulp generates less waste but the waste has similar properties to waste from the production of deinked pulp, although with less inorganics. Due to legislation and increased taxes, landfills are quickly being eliminated as a final destination for wastes in Europe, and incineration with energy recovery is becoming the main waste recovery method. Other options such as pyrolysis, gasification, land spreading, composting and reuse as building material are being applied, although research is still needed for optimization of the processes. Due to the large volumes of waste generated, the high moisture content of the waste and the changing waste composition as a result of process conditions, recovery methods are usually expensive and their environmental impact is still uncertain. For this reason, it is necessary to continue research on different applications of wastes, while taking into account the environmental and economic factors of these waste treatments.

Abstract Background Personalised medicine (PM) has been fostered by technological and medical advances, but all stakeholders, including healthcare professionals, citizens and policy makers, should achieve adequate health literacy to promote PM implementation. The “Integrating China in the International Consortium for Personalised Medicine” (IC2PerMed) project, funded by the International Consortium for Personalised Medicine, focuses on this issue by highlighting the need to educate healthcare professionals and empower citizens. Within the aforementioned project, building on a mapping of European and Chinese policies in PM, experts in the field of PM participated in an online workshop and a following two-round Delphi survey, in order to identify the priority areas of intervention for healthcare professionals’ education and curricula, engagement and empowerment of citizens and patients. Results Nine experts completed the survey and reached a consensus on seventeen priorities: seven were related to health professionals’ education and curricula, whereas ten on citizen and patients’ awareness and empowerment. Conclusion These priorities emphasized the importance of education and health literacy, multidisciplinary and international collaboration, public trust, and consideration of ethical, legal, and social issues. The present experience highlights the relevance of the involvement of stakeholders in informing decision-makers, developing appropriate national plans, strategies, and policies, and ensuring the adequate implementation of PM in health systems.

The predicted migration test requirements for food and beverage cans with internal lacquer coatings and plastics paperboard composites against future EC legislation, are described. In a project currently in hand at Pira International on behalf of the UK Ministry of Agriculture, Fisheries and Food, some of the problems which arise when migration testing food and beverage cans with the food simulant 3% (w/v) acetic acid solution are being investigated. The 3% (w/v) acetic acid simulant has a tendency to penetrate the lacquer coating resulting in corrosion of the metal substrate. Experiments in hand and planned on this problem, with some of the initial results, are presented. There are also problems with overall migration testing of food packaging consisting of plastics paperboard composites with the fatty food simulant (olive oil). With one particular problem there is at present no obvious answer.

Although platform trials have many benefits, the complexity of these designs may result not only in increased methodological but also regulatory and ethical challenges. These aspects were addressed as part of the IMI project EU Patient-Centric Clinical Trial Platforms (EU-PEARL). We reviewed the available guidelines on platform trials in the European Union and the United States. This is supported and complemented by feedback received from regulatory interactions with the European Medicines Agency and the US Food and Drug Administration. Throughout the project we collected the needs of all relevant stakeholders including ethics committees, regulators, and health technology assessment bodies through active dialog and dedicated stakeholder workshops. Furthermore, we focused on methodological aspects and where applicable identified the corresponding guidance. Learnings from the guideline review, regulatory interactions, and workshops are provided. Based on these, a master protocol template was developed. Issues that still need harmonization or clarification in guidelines or where further methodological research is needed are also presented. These include questions around clinical trial submissions in Europe, the need for multiplicity control across the whole master protocol, the use of non-concurrent controls, and the impact of different randomization schemes. Master protocols are an efficient and patient-centered clinical trial design that can expedite drug development. However, they can also introduce additional operational and regulatory complexities. It is important to understand the different requirements of stakeholders upfront and address them in the trial. The European Union Biodiversity Strategy 2030 (EUBDS) aims to regain biodiversity through enhanced forest conservation and protection, which may lead to increased timber harvest in non-EU countries. We aimed to identify the potential leakage of biodiversity risks as induced by the EUBDS. We created an indicator framework that allows one to quantify vulnerability of forest biodiversity. The framework is based on 26 biodiversity indicators for which indicator values were publicly available. We weighted single indicator values with countrywise modeled data on changed timber production under EUBDS implementation. Nearly 80% of the indicators pointed to higher vulnerability in the affected non-EU countries. Roundwood production was transferred to countries with, on average, lower governance quality (p = 0.0001), political awareness (p = 0.548), forest coverage (p = 0.034), and biomass (p = 0.272) and with less sustainable forest management (p = 0.044 and p = 0.028). These countries had more natural habitats (p = 0.039) and intact forest landscapes (p = 0.0001) but higher risk of species extinction (p = 0.006) and less protected area (p = 0.0001) than the EU countries. Only a few indicators pointed to lower vulnerability and biodiversity risks outside the EU. Safeguards are needed to ensure that implementation of EUBDS does not cause harm to ecosystems elsewhere. The EU regulation on deforestation-free supply chains might have limited effects because the sustainable management of existing and even expanding forests is not well considered. Sustained roundwood production in the EU is needed to avoid placing more pressure on more vulnerable ecosystems elsewhere. Decreasing species and habitat indicator values nevertheless call for global conservation and protection schemes. The EUBDS helped pave the way to the Kunming-Montreal Biodiversity Framework. Yet, lower values for the indicators mean governance and biodiversity engagement in non-EU countries suggest that this global framework might not sufficiently prevent leakage of risks to biodiversity. By analyzing key privacy principles and their implications, this paper explores the foundational privacy principles that define the concept of privacy while delving into the potential harms that can arise when these principles are violated.

On 1 January 2021, the United Kingdom formally exited the European Union (EU; Brexit) and ceased to be subject to EU chemical regulation requirements. Before Brexit, UK chemical policy was regulated largely by the EU. With its large internal market, sophisticated regulatory capability, and stringent regulatory framework, the EU has become the world's leading regulatory state, regularly influencing global industrial decisions and practices. At the time of writing, there has been limited academic analysis of the implications of Brexit for UK chemical regulation. More than two years post-Brexit, we have the opportunity to assess UK chemical regulation and revisit early expectations about regulatory divergence. This article takes the EU's Regulation on the Registration, Evaluation, Authorisation, and Restriction of Chemicals (REACH) as a case study to analyze patterns of post-Brexit regulatory divergence, thereby providing one of the first analyses of the implications of Brexit on UK chemical regulation. Through the analysis and review of key documents and reports (n = 99), this article assesses the extent to which UK and EU regulatory (REACH) regimes are beginning to diverge and discusses the potential implications of any divergence for the United Kingdom. We find that the UK and EU chemical regulatory regimes are now evolving independently and provide clear, empirical evidence of an emerging divergence in regulatory decisions, ambitions, and approaches. The evidence suggests that the United Kingdom is currently unable to keep pace with EU developments, lacking the capacity, expertise, and capability of its EU counterparts, raising the prospect of further divergence in the future. This study investigates the effects of environmental tax and environmental spending on CO2 emissions of 27 countries of the European Union EU27 countries using annual time series data from 1995 to 2022. The study used linear and non-linear autoregressive distributive lag (ARDL and NARDL) to examine the relationship. Estimates claim that the variables have a symmetric and asymmetric long-term and short-term relationship. The negative impacts of environmental taxes on CO2 emissions prove that emissions are reduced when polluting activities are taxed. Fiscal policy instrument such as taxation changes the behaviour of the private sector in the EU27 nations by disincentivizing polluting activities. On the other hand, government investment in environmental protection has encouraged the private sector in the EU27 nations to embrace and invest in green technologies, decreasing CO2 emissions. The ECM term is negative and statistically significant at a 1 percent significance level for ARDL and NARDL models, implying a stable long-run relationship between variables. It demonstrates that short-run disequilibrium converges to long-run equilibrium at a speed of 9.2% (in the ARDL model) and 22.7% (in the NARDL model). The study also sheds fresh light on the effectiveness of environmental taxes vs. expenditure, where taxes serve as a counter-incentive policy for CO2 emissions, and spending is a positive policy intervention., (© 2024. The current White paper summarizes the discussions and exchange of experiences during the first European Interdisciplinary Summit on Cell-Based ATMPs held in Vienna, Austria, May 02-03, 2013. The meeting was supported by the Research Networking Programme REMEDIC (regenerative medicine) funded by the European Science Foundation and by the British Medical Research Council. To improve the competitiveness of Europe in the field of cell-based Advanced Medicinal Therapy Products (ATMPs), the following key issues were identified during the meeting: removal of national hurdles in the European Union, harmonization of national and subnational differences in Hospital Exemption rules, improved treatment algorithms for reimbursement, better knowledge on the mode of action, predictive preclinical efficacy and safety testing, need for innovative systems for preclinical testing, appropriate product characterization, manufacturing with cost of goods in mind, and appropriate design of clinical trials.

The Bologna Declaration and the subsequent processes is the single most important reform of higher education taking place in Europe in the last 30 years. Signed in 1999, it includes 46 European Union countries and aimed to create, a more coherent, compatible, comparable and competitive European Higher Education Area. The purpose of this paper is to discuss the Bologna Declaration achievements in nursing education at 2010 within eight countries that first signed the Declaration on 1999. Researchers primarily identified national laws, policy statements, guidelines and grey literature; then, a literature review on Bologna Declaration implementation in nursing was conducted on the Medline and CINAHL databases. Critical analyses of these documents were performed by expert nurse educators. Structural, organizational, functional and cultural obstacles are hindering full Bologna Process implementation in nursing education within European Economic Area. A call for action is offered in order to achieve a functionally unified system within nursing.

Introduction: Over the last decade, the emergence and spread of personalized medicine (PM) have defined a substantial revolution in healthcare. In principle, healthcare system sustainability is challenged by the investments required for research and development, as well as the adoption of PM techniques in routine clinical care. The "Integrating China in the International Consortium for Personalized Medicine" (IC2PerMed) EU-funded project aims to integrate China into the "International Consortium for Personalized Medicine" (ICPerMed). IC2PerMed aims to align the EU and China's research agendas in this field to enable a swift development of approaches in the EU and China with strong leverage upon EU-Chinese collaborations. Methods: Within this project, we first mapped relevant policies on PM in both the EU and China, and then we involved European and Chinese experts in PM in workshops and Delphi surveys in order to identify relevant priorities for the implementation of PM in sustainable healthcare. Results: As a result of this process, we identified nine overarching priorities, each addressing specific aspects of the sustainability of healthcare systems and PM implementation, with the main goal of supporting policymakers in integrating PM approaches in the EU and China. Discussion/conclusion: The implementation of PM in health systems is appealing in terms of improved accuracy in diagnostics, treatment, and prevention of disease, as well as reduction of the side effects resulting from inefficient use of drugs. Research, development, and implementation of needed techniques require time and resources that can slow the adoption of PM in healthcare systems. Background: In 2007 the European Commission issued the White Paper: "Together for Health". Considered the EU Health Strategy for the years 2008-2013, it offers the cornerstones for setting priorities in EU health actions., Objectives: The public health framework offered in this strategy is explicitly built on shared values--including the overarching values of universality, access to good quality care, equity and solidarity that reacted to certain health care challenges within the EU. This article analyses the Health Strategy via its ethical scope and considers implications for future health policy making., Methods: The Health Strategy and related documents are scrutinised to explore how the mentioned values are defined and enfolded. Additionally, scientific databases are searched for critical discussions of the value base of the Health Strategy. The results are discussed and reasoned from a public health ethical perspective., Results: The Health Strategy is barely documented and discussed in the scientific literature. Furthermore, no attention was given to the value base of the Health Strategy. Our analysis shows that the mentioned values are particularly focussed on health care in general rather than on public health in particular. Besides this, the given values of the Health Strategy are redundant., Conclusions: An additional consideration of consequentialist public health ethics values would normatively strengthen a population-based health approach of EU health policy making.

This paper has its origins in the EU Comenius funded GeoCapabilities project. From its outset, the project developed and researched the notion of powerful disciplinary knowledge (PDK) as an underlying principle of curriculum making in the context of secondary school geography teaching. The work, led from the UCL Institute of Education and involving school teachers, teacher educators and other stakeholders across eight mainly European jurisdictions, was framed by Young and Muller's 'three educational scenarios' (Young & Muller, "European Journal of Education," 45, 2010 and 11). The three futures heuristic is discussed as a means to distinguish qualities of curriculum thought. Future 3 scenarios, which posit teachers as curriculum makers with responsibility to engage in essential 'knowledge work', provide a principled platform on which to develop ambitious educational classroom encounters. Knowledge working with PDK and (as we go on to argue) other powerful ways of knowing the world, is seen as a bridge between social realist epistemological principles and practical classroom content selections. This opens the possibility of responding to Deng's ("Journal of Curriculum Studies," 54, 2022) call for developing practical theories of content with teachers. Although the authors are geographers in education drawing on different international perspectives and traditions, the paper addresses matters of interest applicable to a variety of specialist subject domains across the secondary school curriculum.

The process of reviewing the European pharmaceutical legislation resulted in a codex, which contains two new instruments related to marketing authorisation of biological medicines: Plasma Master File (PMF) and Vaccine Antigen Master File (VAMF). In the manufacture of plasma derivatives (e. g. coagulation factors, albumin, immunoglobulins), usually the same starting material, i. e. a plasma pool, is used for several products. In the case of vaccines, the same active substance, i.e. vaccine antigen, may be included in several combination vaccine products. The intention behind the introduction of PMF and VAMF was to avoid unnecessary and redundant documentation, and to improve and harmonise assessment by means of procedures for certification of master files on the community level.

The "Memorandum on Lifelong Learning" was launched in October 2000 by the European Commission and has been debated ever since in all member states of the European Union, leading to the publication of a follow-up document in 2001 which promoted a "European area of lifelong learning". The "Memorandum" was a unique document in terms of both form and content, and its outcome and immediate impact were remarkable. But what is the long-term effect of this document, considering policymaking processes and scholarly debates in various EU member states and beyond? The authors of this article aim to answer this question by highlighting the "Memorandum's" "key messages" and analysing how it is referenced in academic papers and publications. Their main findings confirm the "Memorandum's" significant impact, including a long-term one, particularly in raising awareness of the importance of adult education in the political debate. Despite a decrease in explicit references to the document in policy papers over the past ten years, other more recent references to the "Memorandum" can still be identified in the latest policy documents and academic debates. Scholarly papers are particularly interested in critical content analysis, pointing out the strengths and limitations of the "Memorandum" and its follow-up document. During the past decade, the academic debate has become more active than in the first ten years since the "Memorandum's" publication, demonstrating its long-term impact on various sectors in the field of lifelong learning, even outside Europe.

Bisphenol A (BPA) is an industrial chemical that is widely used in various industrial applications. It has concerns in its use as a color developer in thermal paper receipts since it is identified as an endocrine disruptor and causes hormonal disturbances. In this study, thirty thermal paper receipt samples were randomly collected from various locations in Sharjah, United Arab Emirates and analyzed using high performance liquid chromatography–mass spectrometry. Sixty percent (60%) of receipt samples showed BPA levels above the acceptable limit (200 ng/mg) set by the European Union (EU) for thermal papers. On the other hand, 40% of the samples reported very low BPA levels (< 0.02 ng/mg). However, estimated weight adjusted daily intakes (EDI) ranged between 8.22 ×10−11 and 0.000812 μg/kg bw/day for the general population, and between 7.89×10−9 and 0.0681 μg/kg bw/day for the occupationally exposed cashiers. Thus, all calculated EDIs were below the European Food Safety Authority Tolerable Daily Intake (4 μg/kg·bw/day) and the provisional Health Canada Tolerable Daily Intake (25 ug/kg bw/day) under varying paper-to-skin transfer coefficients and absorption fractions. Nevertheless, due to its health effects and recent legal restrictions by EU, the occurrence of co-exposure to dietary and non-dietary sources should be considered in the health risk assessment of Bisphenol A, mainly for people with frequent occupational exposure to thermal paper, and especially with the increased use of sanitizers. The current study is a first within the UAE context in relation to BPA in thermal paper receipts, thus its significance especially with the recent EU enforcement of BPA limits in paper receipts. The study highlights that proper policies as well as education and awareness may assist in limiting transdermal BPA exposure for the general and occupationally exposed populations. Much recent research stresses the increasing relevance of international organisations (IOs) for national education policymaking. Yet, IOs' curriculum recommendations have remained largely out of scope, although they provide a forceful example of 'soft' governance. Based on a content analysis of 83 documents from 42 inter/-nongovernmental, global and regional organisations involved in international education networks between 1990 and 2015, this paper identifies an expansive field of IOs directing growing attention to such curricular issues as student needs, educational goals and content, as well as issues of teaching and learning. In line with much cross-national curriculum research, analysis provides evidence for the trend towards a global curriculum model stressing empowerment, individual agency and psychosocial development. The article argues that the strong focus on human capabilities and human capital in IOs' curriculum policies reflects wider cultural transformations in contemporary world society. The article concludes by arguing for an expanded analytical scope of IOs' educational work and a reconsideration of causal explanations in curriculum theories.

Structured reporting in radiology continues to hold substantial potential to improve the quality of service provided to patients and referring physicians. Despite many physicians' preference for structured reports and various efforts by radiological societies and some vendors, structured reporting has still not been widely adopted in clinical routine. While in many countries national radiological societies have launched initiatives to further promote structured reporting, cross-institutional applications of report templates and incentives for usage of structured reporting are lacking. Various legislative measures have been taken in the USA and the European Union to promote interoperable data formats such as Fast Healthcare Interoperability Resources (FHIR) in the context of the EU Health Data Space (EHDS) which will certainly be relevant for the future of structured reporting. Lastly, recent advances in artificial intelligence and large language models may provide innovative and efficient approaches to integrate structured reporting more seamlessly into the radiologists' workflow. The ESR will remain committed to advancing structured reporting as a key component towards more value-based radiology. Practical solutions for structured reporting need to be provided by vendors. Policy makers should incentivize the usage of structured radiological reporting, especially in cross-institutional setting. In the European Union (EU), Regulation (EC) 1935/2004 provides a harmonized legal EU framework and sets out the general principles for safety and inertness for all Food Contact Materials (FCMs) and Food Contact Articles. From a food safety point of view, however, specific EU legislation for paper and cardboard FCMs is lacking, while at Member State level, national legislation differs among countries. More than 11,000 chemicals have been identified in all types of FCMs, most of them without any information on toxicity or migration potential from FCM to food. The present review shows a wide variability of protocols, approaches, and conditions used in scientific studies, which are difficult to compare. In this regard, procedures and conditions laid down in EU legislation for plastics and European Standards (EN protocols) may serve as a good basis for the future sample preparation procedures in the framework of paper and cardboard FCMs safety assessment. Challenges on sample preparation procedures are presented involving the interlinked steps of sample preparation, conditions used and their impact in chemical analysis and in vitro bioassay testing. Currently, there is no general consensus on the criteria for structuring, evaluating, and tuning sample preparation procedures for paper and cardboard FCMs. For this purpose, a set of modified criteria and a decision tree are proposed based on the literature. Along this, mass transfer processes occurring in paper and cardboard FCMs and parameters affecting chemical migration need to be accounted for prior to reaching general consensus on criteria for sample preparation procedures. Purpose: The purpose of this paper is to analyse data literacy in the new Digital Competence Framework for Citizens (DigComp 2.2). Mid-2022 the Joint Research Centre of the European Commission published a new version of the DigComp (EC, 2022). This new version focusses more on the datafication of society and emerging technologies, such as artificial intelligence. This paper analyses how DigComp 2.2 defines data literacy and how the framework looks at this from a societal lens. Design/methodology/approach: This study critically examines DigComp 2.2, using the data literacy competence model developed by the Knowledge Centre for Digital and Media Literacy Flanders-Belgium. The examples of knowledge, skills and attitudes focussing on data literacy (n = 84) are coded and mapped onto the data literacy competence model, which differentiates between using data and understanding data. Findings: Data literacy is well-covered in the framework, but there is a stronger emphasis on understanding data rather than using data, for example, collecting data is only coded once. Thematically, DigComp 2.2 primarily focusses on security and privacy (31 codes), with less attention given to the societal impact of data, such as environmental impact or data fairness. Originality/value: Given the datafication of society, data literacy has become increasingly important. DigComp is widely used across different disciplines and now integrates data literacy as a required competence for citizens. It is, thus, relevant to analyse its views on data literacy and emerging technologies, as it will have a strong impact on education in Europe.

This paper focuses on the tension between two political rationalities coordinating Danish higher education (HE) -- a nativist politics of belonging and that of status competition and its technologies of university rankings, citation indexes, and performance management, explored historically drawing on Gramscian conjunctural analysis. The paper argues that Danish academics were invited into a performative culture of world-class research, university rankings and citation indexes, and the dominance of English as the valued scientific language. Simultaneously a political consensus has developed around restricting international student access to Danish HE and reducing English-medium education in a context of hostility towards migrants generally. Consequently, Danish HE has been constituted as a nationalist public good with neoliberal characteristics.

Concerned with European Union (EU) governance of teachers since the mid-2000s, this paper makes an empirical as well as theoretical contribution to education policy studies in the context of EU governance. Drawing on neo-institutional field theory and an empirical material of policy documents and interviews, the paper analyses the consolidation and evolution of a field at the EU level that is focused on the governance of the teaching profession. We argue that this field constitutes a bridging issue field, spanning several policy domains, including education, employment and economy, and characterised by non-linear and relatively slow change. We demonstrate how the field since the mid-2000s has become elaborated via the strategic framing of teacher skills and careers as policy issues, the mobilisation of actors and networks, and an expanding institutional infrastructure of mechanisms and policy instruments. Theoretically, the paper advances the debate on EU governance by highlighting the epistemic gains of neo-institutional field theory in making sense of soft governance contexts and their trajectories as an outcome of the interplay between issue framings, different types of actors, and institutional infrastructure.

This paper discusses the workings of the European Semester (ES) in relation to the policy field of education. My study shows how the ES enables the steering of education policy through encouraging specific economic and employment-related actions by European Union (EU) member states. With a focus on the relationship between the EU institutions and member states, this paper examines how the ES discursively promotes certain approaches to education through country-specific recommendations (CSRs). In this study, CSRs are revealed as policy spaces where European and national interests are brought together, enabling shared problem definition and collective learning. The paper illustrates how policy moves through translation and negotiation in the construction of CSR. The evidence drawn on here comes from analysis of CSRs in 2011-2016 and 15 semi-structured interviews with key policy actors, mainly from the European Commission, Council and Parliament. This paper concludes that CSRs work through soft power to manage governing tensions through translation and by building convergence and consensus. The analysis is framed theoretically by research on governing and knowledge and draws on a social constructivist perspective on policy work.

Paper sludge is the water treatment waste, which produced during paper production. Paper sludge (PS) waste utilization is the common problem in the EU and internationally. According to the waste management directive No. 2008/98/EC, paper sludge waste should not be utilized in landfills. In the European Union, alone 93 million tons of PS generated yearly. Nowadays most of the paper sludge waste used as fuel for incineration power plants (up to 55 %). According to waste management legislation such waste management should be avoided as well. Very small portion (10 %) of PS is used in construction sector. In construction, paper sludge used as additive in concrete composite materials. Such legislation of waste management generates the motivation of this study. In this study authors propose to produce composite panels in which PS is the main material of composite. As the binding material, clay proposed due to its good binding properties and therefore its natural material. Such produced panels proposed to use it for sound absorption applications. To determine composites sound absorption coefficient standard ISO 10534-2 method was used. The sound absorption coefficient in different octave bands reached up to 0.59. [ABSTRACT FROM AUTHOR]

The article seeks to advance understanding of the involvement of transnational student associations in European governance of higher education policies within the European Union (EU) and the European Higher Education Area (EHEA). Specifically, the article explores the mechanisms for interest intermediation that exist for transnational student associations in both policy arenas. Three transnational student associations stand out in terms of their involvement: European Students' Union (ESU), Erasmus Student Network (ESN) and European Students' Forum (AEGEE). The findings point to two distinct models of student interest intermediation in European policy-making. Within the EU, the European Commission interacts with all three transnational student associations; however, ESU and ESN participate in more expert and working groups. The roles afforded to each association in relation to the European Commission are demarcated and functionally differentiated. Within EHEA, in neo-corporatist fashion, ESU, as a representative platform of national student unions, holds representational monopoly. In the EHEA and the EU, the involvement of transnational student associations in policy-making can be attributed to the evolving nature of transnational governance regimes in which participation of transnational student associations not only brings expertise to but also aids the legitimacy of the policy processes and outcomes.

The residual acrylamide in food paper packaging can be transferred into water and food, which will cause harmful effects on human beings. In this paper, a rapid and easily available fluorescent probe based on carboxymethyl cellulose (CMC)/Eu (Ⅲ) nanocomposites was designed to detect the residue acrylamide with high sensibility. The probe could respond in 1 min. The concentration of acrylamide was linearly correlated to the fluorescence intensity of the probe at the emission wavelength of 615 nm in the concentration range of 0.1–100 μmol/L. The limit of detection (LOD) of the probe was 0.085 μg/L, which is lower than the guideline value of the European Union, the U.S. EPA, and the WHO. An experiment was performed to simulate the acrylamide migrating from food-contacting paper materials to different foods, including waterborne food, alcohol beverage, acidic food, and greasy food. The recoveries and RSDs of acrylamide in all samples indicated that the CMC/Eu (Ⅲ) fluorescent probe was efficient for acrylamide detection. The possible mechanism of the probe for acrylamide detection involved both dynamically quenching and static quenching by forming of non-fluorescent substances. [ABSTRACT FROM AUTHOR]

Although a guideline has been available in the EU since 2012, the current updated version provides a useful guide to developers and professionals involved in the regulatory process of these medicines. The textile industry is one of the most important industries in the European Union. The main environmental problems of the textile industry are the high water consumption, the generated pollution, the variety of chemicals used and the high energy demand. Recently, adsorbents with a large specific surface area and low weight, such as aerogels, have attracted great interest as promising materials for removing dyes from polluted water. Cellulose aerogels are inexpensive and non-toxic. Langmuir and Freundlich isotherms were chosen as the best method to describe the performance of the adsorbent. In this study, the adsorption efficiency of Congo red, Naphthol green B, Rhodamine B and Methylene blue were determined by using an adsorbent synthesized from paper and cardboard waste. The total organic carbon concentration was chosen as an indicator of the concentration of the dyes in the solutions. The aerogel capsules had 5% cellulose content. It was found that the adsorption capacity of the aerogel in the solutions of Congo red varied from 0.028 mg/g to 14.483 mg/g; in the solutions of Naphthol green B, from 0.013 mg/g to 7.698 mg/g; in the solutions of Rhodamine B, from 0.020 mg/g to 8.768 mg/g; and in the solutions of Methylene blue, from 0.024 mg/g to 13.538 mg/g. The European Higher Education Area (EHEA) is an international initiative for the harmonisation of higher education (HE) systems in 49 countries. Literature about UK's participation in the EHEA is limited, and the role of EHEA's membership for the UK, particularly after the end of the Brexit transitional period, has not been researched. The originality of the study reported in this paper is in addressing this gap by exploring the perspectives of key UK HE actors on the strategic significance of UK's memberships in the EHEA post-2020 for the UK. The paper draws on the theoretical ideas of rational choice neo-institutionalism, differentiated Europeanisation and internationalisation, and a thematic analysis of 19 official communications of key stakeholders and six in-depth interviews with their representatives. The findings contribute to filling in a significant gap in the literature about Bologna in the UK in making a distinction between its two memberships in the EHEA and the differences and complexities of the roles they play in constructing UK's overarching agenda in HE particularly in the post-Brexit context. The article has also contributed to the literature about Bologna more widely, presenting an investigation into differentiated Europeanisation that has been taking place within one unique post-EU country.

Success management can bring valuable contributions to improve project results and stakeholders' relationships. However, the success management process must be explicitly integrated into project management approaches, guides and methodologies (such as PMBOK, PRINCE2 or PM2), which is not currently happening. The purpose of this position paper is to discuss the need and importance for this integration and to present a first proposal on how this can be operationalized. To support the position, the methodology of the European Union PM2 was used. Since the 2004 accession to the European Union (EU), Poland, like many other post-communist countries, have gone through a significant process of convergence to the EU institutions, laws and processes. In this process, the European values, policies and institutions have become an important reference point for the legitimacy of major national system reforms. In education, there have been a significant number of reforms aligned with 'European standards' as integration with the EU was seen as a priority for Poland's national interest. This paper is interested in the changing policy discourses that have been defining and legitimising Poland's education policy objectives, with a particular attention given to the idea of 'quality education' and the role of education. In this way, it is also interested in the processes of Europeanisation and de-Europeanisation -- turning away from 'EU-isation' of policies. The emerging picture from the analysis illustrates the tensions between the neoliberal and populist policy discourses pursued by a variety of Polish governments, including significant policy shifts under the government of the "Prawo i Sprawiedliwosc" (PiS) (Law and Justice) coalition.
