This article deconstructs the language of the 2010 UK Coalition Government's White Paper, "The Importance of Teaching". It uses analytical frameworks related to rhetoric established by Aristotle and Cicero. It explores the mechanisms of language using both critical discourse analysis and content analysis, offering quantitative data on the content of the paper and qualitative data on the literary strategies employed. It is concerned not only with how what is communicated persuades but also the ethics of persuasion; what is suggested and to what end. The article suggests a mutually reinforcing relationship between poverty of language and poverty of thought. The Coalition Government asserts an heroic stance to act radically to free victimised teachers from the burdens of bureaucracy imposed by the previous government. However, rather than radical action to make change, the findings suggest that the White Paper presents an illusory carapace of change that conceals fundamental continuity. It reassures all of the commitment of government and audiences to change while sustaining education as fundamentally unchanged.

This paper concerns "The Little Red Schoolbook," an English translation of the Danish book "Den lille rode bog fur skoleelever." After the book's publication in the UK, opponents were successful in pressing for its publisher's prosecution. The ensuing trial led to its withdrawal and its bowdlerisation. It is argued that the work played some part in changing social and sexual mores and sex education practice in the UK, being, in effect, the Urtext of the "harm reduction approach". In this article, the author argues that the provisions in the White Paper and the Education and Inspections Bill mean the end of a coherent system of state education, locally administered. The education proposals are clearly part of the Government's ongoing transformation of the public sector. It is argued that the Government's education agenda is all about selection, segregation, fragmentation and privatisation.

In November 2010, the British Government, modifying one of the proposals in the Browne Report published in October, decided to allow English universities to charge tuition fees of up to 9,000 British Pounds, while removing almost all the public funding previously provided in the form of a block grant. This had consequences the Government should perhaps have foreseen. HEIs, unsure whether they could remain financially viable if they did not, went for the highest fee allowed. The consequence is that the new system could cost the taxpayer more in providing loans for students at this level than the continuance of direct public funding would have done. Policy was developed to reduce this cost, and one of the ideas which emerged was to allow more providers into the system, including private providers. This has prompted discussion of the resulting value for money, for students and for taxpayers, and then of the meaning of "value", and then of the need to protect the quality of the courses on offer and the "value" of the resulting qualifications. A number of changes seem likely to be necessary in consequence, among them the revision of the rules for granting degree-awarding powers and university title to private providers both profit-making and non-profit-making. This article explores the case for and against these changes.

Fair access and widening participation currently occupy a prominent position in the UK higher education agenda, but these terms remain ambiguous. This paper identifies two prominent strands of policy in the government's approach to access and the widening of participation and contrast these with a third, more progressive perspective. The academic strand seeks to attract "gifted and talented" young people into an unreformed higher education system. The second strand, which is termed the utilitarian approach, posits a need for reform. However, this is undertaken largely to meet the requirements of employers and the economy. In contrast, a transformative approach values diversity and focuses on creating a system of higher education that does not place the burden of change upon potential entrants. This framework is used to explore some of the implications of the government's White Paper "The future of higher education". First, the purpose of higher education is discussed, with particular reference to the distinction between economic and social objectives. Second, the government's view of the structure of the higher education sector is examined, by scrutinizing the notion of institutional differentiation and the role of the access regulator. It concludes that within a more differentiated higher education sector different aspects of the access discourse will become dominant in different types of institutions.

Toppling the statue of the slave merchant Edward Colston in Bristol, removing the monuments of King Leopold II from public places in Belgium, Black Lives Matter protests, and mass demonstrations targeting remembrance of certain chapters of the history of the Global North -- these are some of the significant events that drew attention to the ongoing disputes around the legacy of colonialism during the summer of 2020. These developments form an integral part of the long-drawn-out process of decolonisation: decolonising the culture of the former mother countries. From museology through the natural sciences and linguistics to visual arts, vast areas of the academic, scientific, and cultural scene of the Global North are crucially affected by decolonizing tendencies, with the teaching of history arguably among the most disputed ones. This paper reviews the key decolonising aspirations of history teaching in the United Kingdom by studying the goals, messages, methods, and endeavours of three movements: "Why Is My Curriculum White?," "The Black Curriculum," and "Rhodes Must Fall Oxford," address different levels of education and urge the transformation of numerous aspects of history teaching (teacher training, curricula, teaching methodology, etc). Source materials examined include the work, teaching aids, and written, audio, or video content published on various social media platforms by these three organisations, as well as parliamentary papers and reports of public and non-governmental bodies.

Background: We explore the theoretical and methodological aspects of decolonising speech and language therapy (SLT) higher education in the United Kingdom. We begin by providing the background of the Rhodes Must Fall decolonisation movement and the engagement of South African SLTs in the decoloniality agenda. We then discuss the evolution of decoloniality in SLT, highlighting its focus on reimagining the relationships between participants, students, patients and the broader world. Objective: The primary objective of this discussion is to fill a gap in professional literature regarding decoloniality in SLT education. While there is limited research in professional journals, social media platforms have witnessed discussions on decolonisation in SLT. This discussion aims to critically examine issues such as institutional racism, lack of belonging, inequitable services and limited diversity that currently affect the SLT profession, not just in the United Kingdom but globally. Methods: The methods employed in this research involve the engagement of SLT academics in Critical conversations on decolonisation. These conversations draw on reflexivity and reflexive interpretation, allowing for a deeper understanding of the relationship between truth, reality, and the participants in SLT practice and education. The nature of these critical conversations is characterised by their chaotic, unscripted and fluid nature, which encourages the open discussion of sensitive topics related to race, gender, class and sexuality. Discussion points: We present our reflections as academics who participated in the critical conversations. We explore the discomfort experienced by an academic when engaging with decolonisation, acknowledging white privilege, and the need to address fear and an imposter syndrome. The second reflection focuses on the experiences of white academics in grappling with their complicity in a system that perpetuates racism and inequality. It highlights the need for self-reflection, acknowledging white privilege and working collaboratively with colleagues and students toward constructing a decolonised curriculum. Finally, we emphasise that while action is crucial, this should not undermine the potential of dialogue to change attitudes and pave the way for practical implementation. The paper concludes by emphasising the importance of combining dialogue with action and the need for a nuanced understanding of the complexities involved in decolonising SLT education. Conclusion: Overall, this paper provides a comprehensive overview of the background, objectives, methods and key reflections related to the decolonisation of SLT higher education in the United Kingdom. It highlights the challenges, discomfort and responsibilities faced by academics in addressing decoloniality and emphasizes the importance of ongoing critical conversations and collective action in effecting meaningful change.

The rise in technology-rich learning environments is reflective of a global trend in higher education (HE), recently accelerated because of necessary digital teaching and assessment practices embraced during the COVID-19 pandemic. This qualitative study facilitated through focus groups and an interview explores the teaching and learning experiences of tertiary level students in the COVID-19 era. Data from 24 students based within a UK Higher Education Institution highlights how an expanded digital environment can optimise conditions for some students to independently practise and apply what they are learning at their own pace. Digitally enhanced opportunities to interact with teaching staff and learning resources also increased the options for these students to experience themselves as competent members of the HE community. This was particularly relevant for first-year students new to the processes and practices of tertiary education. In contrast, third year students with more experience of HE appeared less reliant on the provision of online learning resources. Participants also identified some potential problems associated with the enhanced flexibility of online teaching and learning resources in relation to students' ability to be self-regulated. This paper rationalises the need for educators and educational and learning developers who teach and undertake scholarship in teaching and learning to consider the sociocultural context of the student and their learning environment when designing teaching activities and curricula. The data presented here highlight the need for a clearly defined framework to underpin the integration of digital technologies with on-campus activities.

This paper uses critical discourse analysis of English higher education institutions' policy statements about access to explore the changing ways that institutions have used language to shift their market positionality away from widening participation for all and the process of higher education to "fair access" (i.e. social mobility for the "brightest") and the outcome of producing "professionals". Analysis is drawn from the Access Agreements two sets of sampled institutions (ten large prestigious pre-1992 universities and ten former polytechnics, known as post-1992 universities) at two points in time: 2006-07 (the first wave of Access Agreements) and 2012-13 (the first set of Access Agreements in the new funding regime).

This article critically examines the Labour Party's policies for local school systems, focusing on its proposals for regional Directors of School Standards, for academies and free schools, and for local democracy, and offers an alternative approach.

Purpose: The purpose of this paper is to explore significant historical changes, legislation and policy in the UK and USA from the 1960s to present day relating to university-industry relationships. Design/methodology/approach: The paper presents a review of papers, reports and policy documents from the UK and USA drawing comparisons of university-industry relations. Findings: The paper finds that many UK and USA universities were originally rooted in their communities with strong links to local industries. This culture has persisted and been strengthened through legislation in the USA but changes in UK policy have resulted in reduced industry links. Research limitations/implications: The paper draws on secondary sources. Future research will explore more directly effects of changes in UK universities on university-industry interactions. Practical implications: In recent years there has been an increasing UK government focus on university-industry links. The paper seeks to show that the success of technology transfer in the USA has deeper contextual sources, which may not be easily reproduced in the UK. The history and culture of UK universities presents a barrier to current knowledge transfer initiatives. Originality/value: Technology transfer in the UK and USA have been compared previously, but not set in the context of the history of the university sector. This has implications for current policy initiatives from UK government agencies seeking to develop university technology as a source of innovation for industry. (Contains 1 table and 3 notes.)

In this article, recent legislative changes that have raised the profile of SENCos in English schools are outlined. Key aspects of the current Government's proposals to reform SEND policy, provision and practice and the possible implications of these for SENCos and the schools they work in are discussed. The view that radical reforms outlined in "Support and Aspiration", the SEND Green Paper published in 2011, will benefit the majority of children and young people experiencing difficulties in learning who are taught in mainstream schools is questioned. The article also reflects on whether or not SENCos will need to use their purportedly enhanced status to mitigate the effects of policies that could lead to the needs of some pupils being unmet, and others being marginalised through an expansion of separate forms of provision. Perennial concerns of many SENCos are also identified, and it is argued that these too need addressing if they are to fulfil the pivotal strategic role envisaged for them and avoid having to work as SEND "firefighters". It is suggested that these concerns could be addressed through a review of the SENCo regulations.

With the passage of the 1992 Further and Higher Education Act the British system of higher education formally moved from a binary to a unitary structure. However, ever since successive governments have argued for a diversified model of higher education within which institutions should pursue contrasting goals. This article offers an interpretation of the key ingredients of institutional diversification and constructs alternative structural models of higher education. It proceeds by exploring the changing structure of British higher education since the creation of the unitary model. The argument is that there has been a steady emergence of flexible sectors, which both converge and diversify. However, there is a danger that the 2011 White Paper, rather than sustaining flexible sectors, could intensify the nascent shift in the direction of stratification marked by increasing differentiation between sectors as they converge internally.

Before the effect of the COVID-19 Pandemic, there had been continued debate about the future of Higher Education (HE) in the UK. It is now accepted that the effect of the pandemic will have a long-lasting effect on HE in the UK and elsewhere. This paper addresses the changes that are currently taking place, based on a strategy that aims to develop a future knowledge-based economy, following the UK governments 2019 landmark review of HE. It explores the underlying parallels between the current situation and certain historical events that catalysed the development of a new approach to HE in the past, which is very relevant today. In this context, the paper discusses why major changes in UK HE provision is now required as a response to the fact that although the cost of education is rising, employers are reporting that graduates are increasingly unprepared for the workplace. In this respect, the paper addresses a model for HE that focuses on 'earn-as-you-learn' apprenticeships and work-place-based learning. The key to this is the emphasis that the UK government is now placing on funding new 'Technological Colleges', in which students are trained by experts from the industry on a contractual basis, rather than by university academics with tenured positions.

This rapid systematic review aims to examine emerging evidence on the effects of COVID-19 on educational institutions and assess the prevalence of e-learning changes in the sector. This paper reviews literature on learning, teaching, and assessment approaches adopted since the COVID-19 outbreak, and assesses the impact on the sector, staff, and students, summarizing findings from peer-reviewed articles. It categorizes these into five key themes: (1) digital learning; (2) e-learning challenges; (3) digital transition to emergency virtual assessment (EVA); (4) psychological impact of COVID-19; and (5) creating collaborative cultures. This represents the first systematic review of COVID-19's impact on education, clarifying current themes being investigated. The author suggests that the term 'emergency virtual assessment' (EVA) is now added for future research discussion. Finally, the paper identifies research gaps, including researching the impact on lesser developed countries, the psychological impact of transition, and the important role of leadership and leadership styles during the transition and handling of the pandemic.

Jonathan Shay argued that social, relational, and institutional contexts were central to understanding moral injury and conceptualised moral injury as a normative response to the betrayal of an individual's understanding of what is right by a more senior/authoritative "other". Using the conceptual lens of moral injury, this paper investigates academic staff experiences of HE during the COVID-19 pandemic and explores the rapid transition back to face-to-face teaching that took place in autumn 2020. To collect data, we used an online survey that opened in January 2021 and ran until the end of March 2021. A total of 663 complete questionnaires were received across the survey period. The questionnaire was comprised of ten topic-related questions, each of which included follow-up sub-questions and also invited participants to write in additional information. The majority of participants felt that during the course of the COVID-19 pandemic, they had acted in ways that put their own health and wellbeing at risk. Of those who had acted in ways that put their health and wellbeing at risk, they believed that their senior management were the most responsible for them acting in such ways, followed by the UK government. Qualitative data showed a systemic absence of leadership in the sector during the time, a sense of betrayal of staff and students by senior management and the government, and feelings of compulsion to act in ways which put lives at risk. On the basis of these results, we argue that there could be synergies between the situation facing healthcare staff and academics during the pandemic. Many of the experiences of HE academic staff during the pandemic reported to us in this research are resonant with the concepts of betrayal and moral injury and resulted in affective responses which we understand here in relation to feelings of guilt, shame, and anger, leading ultimately to poor mental health and wellbeing. This paper discusses implications for the HE sector going forward.

Following a period of close to a century when the Irish language was placed at the margins of the education system under British rule, there was a radical change in curriculum provision following political independence in Ireland in the 1920s. The importance of the Irish language in defining sovereignty, national identity, and nationhood in the Irish Free State was central to these curricular changes. Within months of the achievement of political independence, curriculum policy was revised to include provision for the teaching of the Irish language to all pupils in primary schools as well as the use of Irish as the medium of instruction in infant classes (the first two years of primary school). The education system became the linchpin in the political and cultural campaign to restore the Irish language as the vernacular. This paper critically examines how nationalist thinking in Ireland, which had its origins in nineteenth-century European discourses, impacted on curriculum decisions pertaining to the Irish language in the early 1900s. Focusing on the interrelationship between nationalism, language, and education, it traces the process and provisions of curriculum development in Ireland in the 1920s. Overall the paper argues that the influence of nationalism as understood in the wider European context of the time shifted emphasis in Ireland away from bilingualism (Irish and English languages) to the revival of the Irish language in the 1920s, primarily through the education system, to add political legitimacy to the new Irish Free State.

There is currently renewed interest in transnational education (TNE) amongst UK universities as a means of taking education to the 98% of tertiary students worldwide who are geographically immobile. In this discourse, the home universities are characterised as the dominant players, seeking strategic opportunities to commercially expand into foreign markets. This paper argues that, in contrast, there are four key stakeholders in TNE--the home university, the partner organisation, the host government and students in the host country--and a TNE partnership is shaped by their relative power and motivations. The paper finds that unless the motivations of stakeholders are broadly aligned to the form of TNE partnership, it is unlikely to succeed. It highlights the fluid nature of these motivations which change over time--often slowly, but sometimes abruptly when there is a change in university strategy or policy on the part of the host government.

Designing strategic pedagogical change through the lens of a student experience that is "yet to be experienced" offers a critical frame for embedding the impacts of transition, uncertainty, belonging and the complexity of the student journey into the co-design of teaching and learning. A digital storytelling approach extends the notion of the student experience beyond the singular and metricised descriptions common in online student satisfaction survey instruments into a rhizomatic, resonant living community that resides in the intersecting spaces of work, life, play and learning. This paper describes an ethnographic-like model of collecting and evaluating the student experience through a semi-structured digital storytelling methodology that supports both co-design and cogenerative dialogue as a form of curriculum enhancement. The paper outlines how the Student Experience Digital Storytelling model was iteratively designed, deployed, and then evaluated through participatory action research-informed case studies at the University of Sydney Business School (Australia) and the London School of Economics and Political Science (United Kingdom) that embedded the student experience into the co-design of curriculum and assessment interventions.

In today's universities, women are still underrepresented in senior leadership positions. The research-focused systems and structures that support the progression of men often work against women who are drawn to alternative career paths within the academy for a variety of reasons. UK universities have seen an increase in teaching-focused career paths as well as 'Third Space' roles, which navigate an increasing space between purely professional and purely academic jobs. Since 2018, four research-intensive universities in the UK have appointed women to the position of PVC Education who have come from Third Space, academic development backgrounds. This paper explores their career paths and experiences and identifies that they have had to constantly navigate between professional and academic contracts in order to negotiate their own progression, thus creating their own space in which they are able to advance. The paper considers whether women in the Third Space end up trapped in a 'glass classroom' or whether a more fundamental political and transformational act in gender and Third Space career progression is emerging.

All countries in the developed world aspire to ever higher standards of education and training. Clearly this depends, at least in part, on having a sufficient supply of high-quality schoolteachers. In the UK on the two occasions in the last 75 years when there were reviews of this need (the McNair report of 1944 and the James Committee of Enquiry 1971), more attention was paid to the recruitment and initial education and training of teachers than to the need for their continuous professional development. Moreover, what priority afforded to the issue was largely ignored by governments of the day whose successors have continued to pay most attention to tinkering with the supply routes and the initial training of teachers rather than their in-service professional development once they have been appointed. This paper, having accepted the crucial importance of the sustaining of teaching quality to the call for ever higher standards of pupil outcomes, sketches and evaluates the history and the present needs and proceeds to set out a menu of measures which should be considered by a third commission/committee of enquiry along the lines of its two predecessors. The purpose of "A Better Future for our Schools" is to contribute to the debate about what a new government after 2015 should seek to achieve. It identifies 10 areas where current policies are clearly inadequate and damaging and identifies a range of actions to address each area. The manifesto is the outcome of debates organised by the Campaign for State Education and the Socialist Educational Association over the last 18 months. The authors are grateful for the contributions that have been made by many people during this process. The proposals are rooted in core values such as democracy, equality and inclusion as well as in the need to maximise the achievement of all our young people. Above all, they are designed to ensure that our schools prepare young people better for life in an increasingly complex and diverse society.

This paper has as its focus the life and thinking of the educational theorist and schoolmaster J. H. Simpson (1883-1959), who was not only a reforming teacher at Rugby School but was also the first headmaster of the progressive Rendcomb College. His ideas around education were outlined in a number of books. At the heart of his thinking lay concerns around democracy and self-government and the article explores how these were enacted at various points of Simpson's life with a particular focus upon his work until 1932. Attention will be paid to how his thinking evolved, moving from simple democracy in the classroom to wider decision-making within an entire school. Linked to these concerns were a number of curricular initiatives that sought to offer a point of contrast to more traditional public schools. The article will conclude by attempting to offer consideration of the legacy of Simpson's ideas.

Departments of Arts and Humanities globally face increasing financial threat from falling enrolment, rising costs, and 'strategic realignment' at university level. In the UK, in particular, cuts to the Arts and Humanities sector are becoming endemic, with complex ramifications for prospective students as well as academic and professional staff. In light of these structural and ideological challenges, this paper proposes a revisiting of the philosophical work of Richard Rorty. Rorty has argued compellingly for the morally educative importance of the arts as well as the distinct gift of a liberal education more generally. Ultimately, however, we argue that Rorty's liberal ideals are radically threatened in the present context of neoliberalism and that they have been particularly problematised in philosophical and literary work since Rorty's death in 2007. The theoretical writings of Lauren Berlant as well as the literary fiction of Nicole Flattery and Natasha Brown are our key exemplars here. Through our analysis of these texts, we interrogate what we might desire of education "beyond" the liberal paradigm underpinning Rorty's thought; and we sketch a framework for the Arts and Humanities perhaps more responsive to the crises of our contemporary age.

In response to the spread of COVID-19 in early 2020, schools across the UK moved to virtual teaching arrangements for the majority of their learners. Some localized school closures occurred in England in February 2020, with a national lockdown following in March 2020. Although relaxed in June 2020, concerns about rising cases of the virus led to a second period of enforced school closure across the UK in January 2021. With no sign of the pandemic abating, we wanted to gain insights into teachers' experiences at this unique time. We used a solicited diary method with teachers over a 4-month period to reflect on workload and wellbeing issues related to their changing teaching practices. The diaries were supplemented by a series of teacher interviews. In this paper, we carry out a critical reflection of diary use. We observe how diaries provide a structure for eliciting ideas in an ordered way, and which then become a resource for a teacher's professional reflection. This process also appears to strengthen some of the social connections that were compromised during the social distancing periods of the pandemic, and which has benefits for teachers' wellbeing.

This paper explores tensions and ambiguities for UK HE teachers during COVID-19. It analyses changed behaviours and routines for existing hybrid workers experienced in online pedagogy through three core axes of "precarity and security;" "time and perceptions of time;" and "communication." Twelve participants supplied photographs and written narratives depicting their teaching during the pandemic. To understand working lives at this liminal time, we undertook three-level photographic and content analysis, examining the interplay between homeworking challenges and extremities with an accompanying range of emotional responses. Findings include changed routines, new independence, and tensions around resulting autonomy in a liminal lockdown phase when everyday life was anything but. Recommendations for HE management are to ensure that effective communication and collaboration are privileged between management and academic staff. Moving forward, the value of academic judgement and voice should be acknowledged as much as teaching capacity in strategic planning and tuition delivery.

This article argues that one of the central paradoxes of neo-liberalism is currently being played out in the UK Coalition Government's education policy. Rhetoric that talks of freedoms to be enjoyed by schools and teachers is at variance with a centrally imposed, reductive view of the curriculum, continuing high-stakes scrutiny and the forcing of schools towards academy status. The coalition's hastily constructed legislation reveals a view of education that bears the hallmark of pragmatic marketisation with such limited freedoms as may be enjoyed existing in the context of reward for the compliant and acquiescent. The article concludes with a brief--and necessary--consideration of possibilities for resistance.

This article provides a retrospective review and analysis of New Labour's policies in relation to lifelong learning. New Labour's plans to promote social inclusion through lifelong learning resulted in a focus upon participation in terms of increasing the numbers of students involved in formal learning and increasing their participation in classroom activities. Engaging in lifelong learning is considered to have broader social benefits for individuals and society, above and beyond purely academic or vocational gains, such as reduced crime and better health and the creation of a more tolerant society. The most frequently cited social benefit from participation in lifelong learning is increased engagement with one's local community. In what could be seen as a positive move away from an instrumental focus upon employability, this article suggests that participation in lifelong learning has been used by New Labour to promote further participation in the community. This shifts the focus of learning away from the acquisition of skills or knowledge (or indeed any outcome) onto the act of participation. This article questions whether lifelong learning has become reduced to lifelong participation.

This article addresses the question, How do changes in policy discourses shape public representations of literacy learners and the goals of adult literacy education? It examines specifically how the agency of adult literacy learners is constructed. We carry out a critical discourse analysis of two key adult literacy policy documents from the U.K.: the manifesto "A Right to Read" (British Association of Settlements,) and "Skills for Life: The National Strategy for Improving Adult Literacy and Numeracy Skills" (Department for Education and Skills,). We describe the overall structure and genre of the documents and analyze the semiotic resources in the texts to explore the discursive shaping of adult literacy learners. Our analysis shows that, while a functional discourse of individual deficit is prominent throughout the texts, each document expresses it differently. A discourse of rights and participation in the earlier text changes to a discourse of social inclusion, conditional on duty and responsibility and narrowed to the sphere of paid employment. The profiles of individual learners are heavily framed by the dominant discourses of literacy and education that constitute the texts. We argue that the discursive shifts we trace in these national documents relate to wider changes in notions of social disadvantage, rights and citizenship, and the emergence of literacy as a key indicator of progress. Our analysis demonstrates the powerful ways in which policy documents articulate relationships between national and transnational literacies.

Beginning with an analysis of the manifesto commitments of the two Coalition partners the author proceeds to set their subsequent policies as they are understood by June 2011 in the context of successive new "frameworks" for UK higher education since the Robbins Report of 1963. This analysis is developed in relation to: the relative positioning of researchers, practitioners and politicians in understanding and promoting alternative policy positions; the deficits exhibited by policy-makers in terms of policy memory; and the international response of higher education to the global economic recession. The article concludes with a contrast between these outcomes in terms of both institutional and political practice in the UK as a "Northern" country, and those of a study focusing on similar issues in the global South. This is a report of the "European Educational Research Journal" (EERJ) Roundtable that sought to describe what national educational research programmes are doing, how they are working together, and how they might contribute to the developing European Educational Research Space. The Roundtable was an opportunity for one large consortium of national programmes to explain their intentions and create an opportunity for dialogue. Researchers from six national research programmes (United Kingdom, Finland, Sweden, Netherlands, Norway and France) have been working closely to develop a cooperative decision-making system; web-based knowledge-sharing; cooperative analyses of best practice; joint examination of common policy problems and opportunities; and pilot implementation of new approaches to research training and dissemination. The discussion, chaired by Martin Lawn ("EERJ" Editor), was introduced by short contributions from Andrew Pollard (University of Cambridge), Kirsti Klette (University of Oslo) and Hannele Niemi (University of Helsinki). A response was given by Filip Dochy (University of Leuven), President of the European Association for Research on Learning and Instruction (EARLI). There appeared to be almost universal agreement that the educational research community needs to pay greater attention to internationalisation of research processes. To this end, the collaboration of national research programmes did offer one way of achieving this through progressive interaction between partners and their associated research communities.

This article reports findings from a study that sought to identify barriers to music and music education in the UK. Emerging from empirical research involving n = 723 participants and clarified by an evidence base of over 10,000 research participants, the key findings presented in this paper relate to "pupil and participant voice and involvement," "location" as a sub-theme of "diversity and inclusion," "collaboration" and "transition points." The research is contextualised by twenty years of policy initiatives seeking to address barriers to music learning. The article provides an overview of the research study before presenting the rich data that emerged within each theme reported. Research participant voice is used as much as possible to enable the reader to consider, reflect and interpret the data in a way that is meaningful for their own context. The paper concludes by asking why after 20 years of policy initiatives, research and evaluation the same barriers still exist and, as we emerge from the pandemic, suggests that this research provides a compelling case that now is the time for change.

The paper discusses the main issues which emerge for the university as an institution in the European context from the development of the lifelong learning paradigm. It focuses on both the opportunity-creating and tension-provoking presence of the lifelong learning concept in the university's institutional environment. The analysis is based on a thematic review of articles published in the "International Journal of Lifelong Education (IJLE)" during the four decades of its existence. The paper argues that: (1) the implementation of lifelong learning requires a profound change in the systemic characteristics of the university institution and cannot be limited to the establishment of departments of adult and continuing education; (2) without being uncritically perceived, lifelong learning is a strategy that can help universities successfully address some of their main problems and continue to develop as a key institution of societies in the 21st century and (3) in the European context, the institutional model that can embody the paradigm for lifelong learning and at the same time contains the possibility of preserving the specificity of university as an institution, is best symbolised by a cathedral.

University student wellbeing is increasingly seen as a concern, and as demands on university staff time for research, teaching, leadership and pastoral support also increase, this is mirrored in concerns about staff wellbeing. Dominant sectoral narratives frame student and staff wellbeing as oppositional, with initiatives to support student wellbeing positioned as creating additional practical and emotional demands on staff time and resources. Using a large qualitative dataset collected in the UK, including staff and students, this paper argues that that this does not have to be the case. Instead, there is a need to look beyond the provision of reactive services or isolated individual interventions, to proactively and cohesively embed cultural and structural change across the whole institution to support positive wellbeing outcomes for the whole university community. We report on the intrinsic interconnection between staff and student wellbeing; the importance of formal institutional policies in supporting or impeding staff and student wellbeing; access to training interventions to support staff and student wellbeing as a practical manifestation of these policies; and the impact of workplace culture and the centrality of compassion and community. The paper finds that it is important that institutions within higher education acknowledge and respond proactively to both staff and student wellbeing issues. To do so, institutions should seek to foster a sustainable and effective academic environment with a whole university approach.

This is a conceptual paper that examines the origin and development of universities and their current role in global society. There has been an unprecedented and exponential growth of technology and artificial intelligence capabilities over the past ten years which is challenging current working practices and affecting all areas of society. The paper examines how this role may change to match the new demands placed on them by a digitally enabled society that has greater leisure time. The design of the paper is first to detail some of the changes in work practices that are taking place and how these will impact on society. It then offers several ways in which universities could modify their role to respond to these emerging challenges. This could include new courses, new organisational structures and new pedagogical practices. The paper provides a platform for discussion and debate around the strategic vision and direction of travel for higher education.

There is a growing consensus in political science research that higher education systems are classifiable into stable distinct types that reflect dominant trends in government partisanship. There is also a large body of higher education research that argues that higher education systems are changing and converging upon a neoliberal type, which is not yet reflected in the political science literature. This paper seeks to reconcile these two positions by looking at both the development of higher education systems in the post-war period and subsequent systemic reforms that have been identified as neoliberal. There have been two main targets of reform: (a) the role the state plays in funding and targeting research, and (b) student finance regimes consisting of tuition fees and the system of financial aid. This paper provides an in-depth look at the cases of Japan and the United Kingdom, which developed into very different systems in the post-war period but have since shown slight convergence on the back of neoliberal reforms.

This paper explores the characteristics of learning festivals and Adult Learners' Weeks and their use as tools of advocacy in seeking policy change on behalf of under-represented groups, and it considers their impact on public policy affecting adult learners. In addition, it reflects on the role of the week in celebrating a culture of adult learning. The paper includes analysis of the relationship between the development of festivals and policy change affecting adult learners through Adult Learners' Weeks in the United Kingdom after 1992, exploring, in particular, the role of the Week in affecting policy, participation, and inter-communal understanding arising from increased migration. The paper explores the spread of learning festivals and the sequence of Presidency conferences in the European Union in the years leading up to the Lisbon Memorandum in 2000; the role of festivals in the aftermath of war in the Balkans; and the role of the World Social Forum as an antidote to neo-liberal orthodoxies in international policy discussions. It also considers the success and failure of learning weeks as a tool of advocacy and policy change.

By 1989, fascism had long been defeated in Europe, and reforms in the Soviet Union appeared to signify the collapse of communist ideology, prompting Francis Fukuyama to famously declare the 'end of history'. Since then, neoliberalism has been rolled out globally. This paper argues that, with regard to higher education, Fukuyama's claim that the pursuit of knowledge will be replaced by the 'satisfaction of sophisticated consumer demands' is prescient. What, then, prompted Fukuyama to qualify his predictions in 2018? Citing both the turmoil of Brexit and the election of Donald Trump, Fukuyama blames identity politics for the breakdown of consensus over what the nation is, or should be, and suggests that the promotion of creedal identity might rescue Western democracy from populism. This paper disagrees: using the examples of Brexit and the promotion of Fundamental British Values in schools, it argues that creedal identity has become another expression of populism. Rejecting the claim that identity politics are the ultimate source of populism, it argues that populism is the predictable outcome of recession in the market economy.

Anti-racist education within the Academy holds the potential to truly reflect the cultural hybridity of our diverse, multi-cultural society through the canons of knowledge that educators celebrate, proffer and embody. The centrality of Whiteness as an instrument of power and privilege ensures that particular types of knowledge continue to remain omitted from our curriculums. The monopoly and proliferation of dominant White European canons does comprise much of our existing curriculum; consequently, this does impact on aspects of engagement, inclusivity and belonging particularly for Black, Asian and Minority Ethnic (BAME) learners. This paper explores the impact of a dominant Eurocentric curriculum and the Decolonising the Curriculum agenda within higher education and its influence upon navigating factors such as BAME attainment, engagement and belonging within the Academy. This paper draws on a Critical Race Theory (CRT) theoretical framework to centralize the marginalized voices of fifteen BAME students and three academics of colour regarding this phenomena. Aspects examined consider the impact of a narrow and restrictive curriculum on BAME students and staff and how the omission of diverse histories and multi-cultural knowledge canons facilitates marginalization and discriminatory cultures.

Purpose: At a time when many education systems are grappling with the issue of school reform, there is a concern that traditional UK secondary schools are organised in a way that makes them unable to respond to increasingly complex environmental demands. This research-based paper uses complexity theory to gauge the organisational differences between (1) the traditional model of schooling based on same-age organisation and (2) a form of organisation based on multi-age tutor groups, one that schools call a vertical tutoring (VT) system. The intention is to highlight the organisational changes made by schools that choose to transition from their same-age iteration to the VT system, and expose organisational assumptions in the dominant same-age structure that may account for the failure of reform. Design/methodology/approach: The author's consultancy and research work spans two decades, and includes around 200 UK secondary schools, and others in China, Japan, South Africa, Australia, Qatar, Germany and Colombia. This conceptual paper draws on the recorded discourse and critical reflections of leadership teams during programmes of transformative learning, the process involved in the transition from one system to another. Using descriptions of school organisation abstracted from the complexity literature, differences in the two models not otherwise apparent, come into sharp focus. These not only reveal a substantive connection between organisation, complexity, and individual and organisational learning, but offer insights into the challenge of school reform. Findings: Same-age organisations act in ways that regulate and restrict the agency of participating actors (staff, students and parents). The effect is to reduce a school's learning capacity and ability to absorb the value demand on its system. Such a system is closed and non-complex. VT schools construct an open and fluid learning system from the base, deregulating agency. By unfreezing their structure, they intervene in processes of power, necessitating the distribution of leadership to the organisational edge, a process of complexification. The form of organisation chosen by a school explains the failure of reform. Originality/value: Insights from VT schools cast considerable doubt on the viability of traditional same-age structures to serve complex societies and communities, while highlighting the critical role played by complexity theory in organisational praxis. If correct, the current emphasis on teacher "will and skill", curricular editing, pedagogy and the "what works agenda" will be insufficient to bring about reformational change and more likely to contribute to systemic stasis.

Purpose: The purpose of this paper is to explore the impact competency frameworks as standardisation can have on the employee engagement of academic staff within higher education (HE) through their employment as managerial tools. Design/methodology/approach: A literature review is conducted from which the conditions for effective competency frameworks are evaluated and the influence of changes in the HE environment in the form of political agendas and tight resources are explored. Findings: This paper provides insights into the dynamics of public service modernisation and the tensions between the dominant discourse of managerialism and the degree of agency afforded to professional academics. It highlights the relevance of informal peer relationships in setting the climate to generate collegial bonding and professional engagement that underpin successful teacher fellowship accreditations. It further highlights the key role managers play in this process and provides a conceptual framework highlighting the dynamics and combined effect of employee engagement and competency frameworks set within complex HE environment. Practical implications: This paper brings together the prerequisites for effective implementation of competency frameworks to implement successful employee engagement strategies set within the complexities of the HE context, which has not been studied to date. Armed with such insights, Human Resource Development (HRD) departments and universities can implement competency assessments that generate greater staff engagement. Originality/value: The paper provides a critical approach in reviewing the impact of Continued Professional Development and its link to professional status and thus helps British Universities and others to understand how the mechanisms at work affect engagement levels of academic staff. Armed with this depth of understanding of how the change initiative works, with whom and under what circumstances, universities will be better able to meet target UK Professional Standards Framework membership levels required by the higher education academy (HEA) and, subsequently, the HEA to meet their targets for the government.

This paper presents some possibilities for applying the linguistic and psychological theories of two dialogists, Mikhail Bakhtin and Jacques Lacan, to the classroom. There is a short summary of how the two theories may interact with each other and then a discussion of their two opposing views of identity formation. Bakhtin was a Russian, coming from the collectivist paradigm and Lacan's theories were arcane combinations of Freud's emphasis on the needs of the individual and French post-Revolutionary individualism. Lacan insisted that one could only become "whole" at the cost of incompleteness for another. Bakhtin opined that completeness could only be achieved within experiences shared and co-constructed by others. This paper concludes with the question of how teachers can ensure the positive experience of co-construction rather than one person paying a cost for the other's identity-formation and whether it is possible to fully implement insights from a collectivistic paradigm in an education system where the stated aim is to enable each individual to meet his/her potential. In his article, "Reflections on 50 years of teaching psychology", James Hartley concludes that the teaching of psychology has changed relatively little over the past several decades. Hartley begins his paper on a personal note with recollections of his first university teaching experience at Keele University. In his paper Hartley comments on the many changes in the Keele psychology department over the past 40 years. There has been some suggestion that technology might offer a solution for some of pressures, and indeed systems such as WebCT and Moodle have proved effective for course management and have streamlined a lot of routine teaching tasks. But on the whole the author agrees with James Hartley that most educational technologies have served to reinforce traditional (didactic) teaching practices rather than empowering the sort of teaching and assessment changes that educational research suggests are needed. Another factor in changing teaching is the academic reward structure which increasingly emphasises research and publications, even if it means neglecting undergraduate students. This essay offers a broken narrative concerning the early history of anti-oppressive practice as an approach in the U.K. to youth and community work and the struggles over this in the context of UK higher education between the 1960's and the early 2000's. Educating informal educators as youth and community workers in the UK has been a site of contestation. Aspects of a genealogy of that struggle are presented in ways which link publicly available histories with personal memories and narratives, through the use of a personal archive developed through collective memory work. These are chosen to illuminate the links between theory and practice: on the one hand, the conceptual field which has framed the education of youth and community workers, whose sources lie in the academic disciplines of education and sociology, and, on the other hand, the social movements which have formed the practice of informal educators. Six have been chosen: (1) The long 1968: challenging approaches to authority; (2) the group as a source of learning; (3) The personal and political: experiential learning from discontent; (4) Paolo Freire and Critical Praxis; (5) A critical break in social education and the reality of youth work spaces as defensive spaces; (6) New managerialism: ethics vs. paper trails. The approach taken, of linking memory work with present struggles, is argued to be a generative form for current critical and enlivening practice.

This paper is based on the authors' experiences and reflections working in educational technology and design support roles in higher education during the COVID-19 pandemic. We retrace our lived experience from the beginning of the pandemic in the spring (from our vantage points in the UK and Canada) and the associated 'pivot online' enacted in education around the world, through to the autumn of 2020, when we appeared to be transitioning into a so-called 'new normal' of the mid-pandemic. As digital education practitioners, who are also educators, researchers, and also simply as humans and friends living through a global pandemic, we had turned to each other initially for support in terms of work, wellness, and sharing news, information and sense-making, during which we began to consider researching under-examined dimensions of the evolving situation. The experiences and issues we reference are drawn from our own work, as well as from our responses to popular narratives advanced by key voices who have encouraged certain interpretations of the pandemic and its educational effects. Using Schön's (1983) reflection-in-action lens, we examine these experiences and narratives of pandemic pedagogy through the frame of our multiple identities. In particular, from our perspective as researchers and advocates of open education, we noted calls for openness (such as the use of open educational resources) in response to the online pivot, which did not appear to be cutting through the noise of the sudden deluge of information, advice and broadly negative coverage of online teaching. However, through our reflective narrative and synthesis, we offer an alternative interpretation, which is that openness was nonetheless flourishing, but that the 'pivot open' was to practices rather than resources. Open exchange, community building and support amongst educators were apparent in multiple contexts. While pandemic profiteering has highlighted the need for open resources and infrastructures, and we anticipate this case continuing to be made more strongly as we emerge from the emergency, it is the turn to open practices which has met the immediate needs of educators and learners through community, interactions, sharing and care.

In 2020, because of the COVID-19 pandemic the higher education sector, in the United Kingdom and internationally, transitioned to online assessment, at a speed and scale which might have been unimaginable under normal circumstances. The priority in the sector was to ensure that fundamental principles of assessment, including integrity, were supported in the implementation of changes and no student was disadvantaged in accessing digital learning opportunities, when they were assessed. The paper focuses on a project that evaluated this transition and provided the opportunity to understand emergent approaches to assessment. It explores the transition from the perspective of the experience of the stakeholders that have been affected, primarily students and staff. It identifies processes and formats of assessment that worked efficiently and examines the implications for future practice in distance learning environments and for the sector.

The initial response to COVID-19 exposed widespread racism and Sinophobia across the world, which contributed to a rethinking of equality and diversity in Higher Education (HE) and beyond. Within Modern Languages, much attention has been placed on decolonising the curriculum. The death of George Floyd in 2020 further contributed to an increased awareness of the need to rethink racism and challenge current practice within the curriculum. This paper re-examines the findings of a doctoral study exploring students' development of Intercultural Competence (IC) and criticality in Modern Languages with the aim of revisiting ways in which students' intercultural development can be defined and fostered in Higher Education.

In recent years there have been calls to increase both the number and diversity of engineering graduates within the UK. In addition to this, technological advancement and the need to solve complex socio-economic problems, have contributed toward a shift in the skills and abilities that practicing engineers require. Such changes have led to an increased focus on attracting students from a variety of backgrounds, who may want to study engineering for an increasing number of reasons. There is thus an interest in the factors which influence students to apply to study engineering. This paper describes the use of digital storytelling to understand the reasons that 82 engineering foundation year students from one UK-based institution, chose to study engineering. The research makes use of social cognitive career theory. The findings demonstrate the complex way in which environmental contextual factors influence self-efficacy, learning experiences, and career expectations. Based on these findings, some suggestions are made for attracting and retaining engineering students.

Student voice in governance and decision-making has become ubiquitous in higher education, evolving from buzzword to orthodoxy. Student engagement measures have become instruments of quality control, with students expected to take an active role in shaping institutional policy and practice. In this paper, we argue that this ubiquity of demands for student engagement has served to hollow-out and depoliticise student voice practices--drawing upon Cooke and Kothari's seminal (2001) work in development studies we ask whether student voice has become a new tyranny of participation? In developing this argument, we identify how students are expected to be both strategic, instrumental consumers and active citizens of their university. This results in the paradox of the strategic active student-citizen.

Technicians and technical staff are making increasingly significant contributions to the teaching and learning of undergraduate and postgraduate students in the UK. This paper reports on a survey of 1766 technical staff regarding their roles within teaching and learning environments, and a series of follow-up focus groups with 44 technical staff further exploring the roles, visibility, and recognition of technical staff. Analysis suggests many technicians' roles have transitioned to such an extent that traditional lines between academic and technical teaching responsibilities, expertise, and contributions are becoming increasingly blurred. This trend is particularly noticeable for disciplines within creative arts but is also found in other discipline areas. This is likely accelerated by a competitive higher education environment and global graduate job market which incentivise skills-based learning and graduate employability, with a general transition towards increased value of 'know-how' as well as 'know-what'. Although this can greatly enhance students' skills-based learning at the hands of experienced practitioners, there is a danger that under-valued 'cheap labour' could be used to replace under-resourced academic teaching communities, or that technical staff find expansion of their teaching responsibilities are not being matched with adjustments in value, recognition, or reward. Specific examples are explored, and the impact of COVID-19 related disruption is further used to highlight these overall themes. The authors advocate for common understanding and recognition of teaching roles throughout the higher education sector, regardless of job family.
