While European governance of individual policy sectors has received considerable academic scrutiny, less attention has been paid to the development of intersectoral coordination. This paper charts the emergence of a supranational boundary-spanning policy regime (BSPR) in education and employment in Europe. By looking at issues, ideas, interests and institutions, we gain a deeper understanding of the conditions for the emergence and further institutionalisation of European intersectoral coordination in education and employment from the 1990s onwards. The study relies on semi-structured interviews with European policy-makers in education and employment and EU policy documents. We analyse how endogenous and exogenous factors frame (policy) issues that contribute to the emergence and further strengthening of intersectoral coordination, the extent to which "ideas" for European education and employment stress intersectoral policy designs, how "interests" support or hinder intersectoral work, and which "institutions" are developed with an intersectoral reasoning. We find that endogenous forces (rather than exogenous ones) played a significant role in the emergence of a European BSPR in education and employment. Structural aspects and policy instruments ("institutions"), alongside "ideas" and "interests," then contribute to the institutionalisation of the European BSPR in education and employment.

"This paper examines the impact of immigrants on the income of various groups of resident workers in the United States and Europe. Our approach features the use of a production technology incorporating education, experience, and unskilled labor as inputs.... We find that in both United States and European production, education, unskilled labor and experience are complementary inputs. The paper presents some indicators used to analyse the educational system. The indicators are: "at least upper secondary educational attainment", "tertiary educational attainment", and "employment rates of recent graduates". All indicators were analysed using information from EUROSTAT. This analysis focused on the European Union (28 countries) as well as on Romania. This paper analysed the differences and also the similarities between the evolution of those indicators at the two presented levels. Many current national and institutional education policies address the issue of raising participation amongst young people and enhancing employability after leaving school or university. What sort of information are these policies built on? This paper compares national information systems from the last three decades across Europe that gather information on school leavers' and graduates' pathways after compulsory education. Using documentary data collected systematically the paper describes the main focus, the research design and the sampling frame of the school leavers' and graduates' information systems (SLGIS) arriving at several different typologies. This paper gives an overall picture of what sort of research is conducted within the area of school leaving and graduation and points out the advantages and disadvantages of the different approaches. Beyond these, the paper gives an indication of how the school leavers’ and graduates’ data are used within the different European contexts and points towards the next steps of this meta-research: case-studies on how the school leavers' and graduates' data are applied at the national and the institutional level. BACKGROUND: This paper presents part of the work undertaken by the European Network for Technology Enhanced Learning in an Inclusive Society (ENTELIS) to respond to the need for bridging the digital divide. It is based on previous evidence of lack of digital skills of people with disabilities of all ages to effectively participate in the digital society. OBJECTIVE: The paper aims to present the results of an exploratory study conducted in different European countries in order to identify needs, barriers, opportunities and good practices. METHODS: Data collection included the collection of experiences and best practices, and interviews conducted with different groups of people with disabilities of all ages and other stakeholders in five countries. RESULTS: Results emphasize the vital role of ICT-AT for independence, social integration, educational success, employment opportunities, and overall quality of life, while there seems to be heterogeneity in the way technology is considered and utilized among various groups of PwD. A number of challenges and barriers for ICT-AT competence development are also identified. CONCLUSIONS: Considerations and suggestions for further research, for policy and for practice implications are discussed, mainly focused on reducing the abandonment of ICT-AT, on responding to user's heterogeneous needs and on strengthening facilitating factors for the acquisition of digital competencies. This paper examines the social dimension of the EU's Europe 2020 Strategy in two EU candidate countries (Croatia and Macedonia). The text outlines both the positive attributes of the new Strategy and addresses criticisms it has received. The two countries analysed show diverging trends, but also face similar challenges, in relation to the incorporation of Europe 2020 indicators and targets in employment, education, and poverty and social inclusion. The new indicators and targets may promote greater influence of the European Union in the creation of social policy at national level. At the same time, there is a need to support candidate countries where there are gaps in statistical data for evidence-based policies, a lack of strategic capacity, significant fiscal constraints, and a lack of political will. Purpose -- This paper uses a unique survey of Roma and non-Roma in South Eastern Europe with the aim of evaluating competing explanations for the poor performance of Roma in the labour market. Design/methodology/approach -- Following a descriptive analysis, econometric models are employed to identify the determinants of educational achievement, employment and wages for Roma and non-Roma. Limited information maximum likelihood (LIML) methods are employed to control for endogenous schooling and two sources of sample selection bias in the estimates. Non-linear and linear decomposition techniques are applied in order to identify the extent of discrimination. Findings -- The key results are that: the employment returns to education are lower for Roma than for non-Roma whilst the wage returns are broadly similar for the two groups; the similar wage gains translate into a smaller absolute wage gain for Roma than for non-Roma given their lower average wages; the marginal absolute gains from education for Roma are only a little over one-third of the marginal absolute gains to education for majority populations; and, there is evidence to support the idea that a substantial part of the differential in labour market outcomes is due to discrimination. Research limitations/implications -- The survey data employed do not include information on hours worked. In order to partially control for this, the analysis of wages is limited to employee wages excluding the self-employed. Practical implications -- Explanations of why Roma fare so badly tend to fall into one of two camps: the "low education" and the "discrimination" schools. The analysis suggests that both of these explanations have some basis in fact. Moreover, a direct implication of the lower absolute returns to education accruing to Roma is that their lower educational participation is, at least in part, due to rational economic calculus. Consequently, policy needs to address both low educational participation and labour market discrimination contemporaneously. Originality/value -- This is the first paper to attempt to econometrically distinguish between discrimination and educational explanations of Roma disadvantage in the labour market in Central and Eastern Europe. The survey data employed are unique and appropriate for the task. Unusually for analyses dealing with returns to education, the LIML econometric approach employed controls for both endogenous schooling and two sources of sample selection bias. Population aging is exacerbating the loss of competences in the workforce and simultaneously young people neither in employment nor in education and training (NEETs) are struggling to be reengaged in employment. These issues, which are deemed priorities for the European policy agenda, could be addressed by triggering active aging dimensions, valuing and exploiting older adult entrepreneurs' knowledge for enhancing youngsters' entrepreneurial attitudes, through mentoring. This paper reports the results of a study based on an intergenerational learning program, carried out in 2018 in Germany, Italy and Slovenia. The study was aimed at developing and testing one training on mentoring addressing 41 older adult entrepreneurs (55 and over), and two intergenerational learning trainings aiming at boosting entrepreneurial competences of 33 NEETs (aged 18–29). The impact of the program on older adult entrepreneurs and NEETs was assessed through a pre and post-evaluation using qualitative and quantitative tools. Findings at country level were treated as national case-studies and then the latter were compared by considering them as a multiple embedded case-study. Results indicated that, to different extent in the study countries, mentors learned and enhanced mentoring competences, e.g. active listening and the capability of orienting, improved well-being and self-esteem, social inclusion and active aging attitude. Moreover, NEETs acquired entrepreneurial and socio-relational competences by benefiting from the full exploitation of mentors' know-how and the trust relationship with them. Companies, trade unions, educational and voluntary organizations should cooperate to adopt intergenerational learning programs as good practices for older adults and NEETs' lifelong learning promotion. Background: NEETs (young people not in employment, education or training) are at higher risk for poorer mental and physical health. In France, the Missions locales (MLs) are the only social structures dedicated to this population. We sought to determine whether the systematic offer of a social and preventive medicine consultation at a ML might increase NEET participants’ access to training in the 12 months following the intervention. Methods: This intervention research was a parallel randomised controlled interventional study conducted at five MLs in mainland France in 2011–2012. It included 976 NEETs aged 18 to 25 years who attended one of the five MLs. At inclusion, participants were randomly assigned (1:1:1) to three groups: those in the first group were invited to see a social worker (not studied in this paper), those in the second group were invited to see a doctor and a social worker (intervention group), and the third was a control group. The primary outcome was participation in at least one training session during the year following study inclusion. Results: Among the 976 participants, 504 were randomly assigned to the intervention group and 472 to the control group; 704 (72.1%) were included in the analyses. A significantly higher proportion of the participants in the intervention group participated in a training session in the 12 months following the intervention than of those in the control group (63.3% vs 55.6%; p = 0.04). This difference was significantly greater for women, those less than 21 years of age, those unstably housed and those with a lower level of education. Conclusions: Social and preventive medicine consultations that are fully integrated into the social services for NEETs have an impact on their access to training and contribute to changing some of their health-related behaviours. Overeducation describes the situation whereby workers are located in jobs for which they are deemed overqualified. This paper examines patterns in overeducation between countries using a specifically designed panel data set constructed from the quarterly Labour Force Surveys of 28 EU countries over a 12- to 15-year period. It is not the case that overeducation has been rising rapidly over time in all countries, and where overeducation has grown, the trend has been very gradual. Furthermore, overeducation rates were found to be static or falling in approximately 50% of the 28 EU countries. The evidence points towards convergence in overeducation at a rate of 3.3% per annum. In terms of the determinants of overeducation we find evidence to support policies aimed at improving effective female participation, labour market flexibility and the practical aspects of educational provision as a means of reducing the incidence of overeducation within countries. This paper summarizes the phenomenon of offshore outsourcing and relates it to the history and current state of engineering education and the engineering profession in Europe and the USA. In order to assess the climate affecting employment decisions by and about engineers we have used as sources mostly the serious press, with an emphasis on material dating from 2004 forward. The authors conclude that despite anxiety about the out-migration of engineering and technical jobs to places such as India and China, there is reason to see offshoring as the result of Western investment in capacity building in developing countries and to believe that the creation of new jobs will outpace the rate of job loss in Europe and the USA. The paper should serve as a prod to policy-makers and educators to set about creating an environment in which highly educated engineers and technical employees can continue a pattern of economic revitalization. In this paper, I am applying a rights-based approach to childhood social exclusion that, following Sen's capability approach as one formulation of such a rights-based approach, sees social exclusion as the failure of people to have access to critical capabilities relating to their integration into society. The implications of this approach will then be applied to the relation between education and social exclusion, where it is shown that education has a critical impact on mitigating or reinforcing social exclusion. Taking such a capabilities-based approach implies a shift away from a concentration on average achievement generated by an education system to the low end of the achievement distribution and the ability of the education system to raise the performance and integrate the most disadvantaged students. While increasing female employment has contributed to reducing gender inequality, it has also exposed women to higher economic insecurity. The contribution of this paper is to understand the social conditions that might expose women to economic insecurity in different European cities. Specific aspects have been considered: (a) reduced (part time) work, (b) hampered labour-market participation (unemployment, involuntary inactivity due to care tasks), (c) different household structures (single/couple; with/without young children) or (d) educational level of both partners in the household. Data are based on a survey carried out in 2012 in seven European cities, representative of the different welfare/gender regimes in Europe. The results show that the most important divide is between women cohabiting/not cohabiting with a partner. Splitting the analysis on these two groups of women, differentiated configurations of conditions exposing women to economic insecurity have emerged in different welfare/care regimes. While Nordic, Central-eastern and Anglo-Saxon cities substantiate an individualised model of exposure to economic insecurity mostly driven by women’s participation in the labour market, in Continental and Mediterranean cities insecurity mainly depends on the educational levels (mainly of the partner in the case of coupled women) and the organisation of the household (presence of children). Although formal childcare is considered a key social investment policy to combat inequality, available research indicates that in most European and other high-income countries parents with lower socio-economic positions are less likely to use formal childcare. As the literature on the underlying causes of this so-called Matthew effect has not yet converged, this article is the first to assess whether educational gradients in formal childcare uptake can be accounted for by micro-level employment potential and work–family attitudes in 14 European countries and Australia. Complementing available research on supply-side factors such as policy design features, this study indicates that a large part of the educational gradients in formal childcare uptake persist after controlling for socio-demographic background variables, employment potential, and work–family attitudes as micro-level predictors. However, this study also shows that a considerable part of the educational differentiation in formal childcare uptake reflects differential employment potential. This finding turns attention to policies other than childcare to enhance labour market outcomes for lower educated groups, which in turn might attenuate the Matthew effect in formal childcare. Furthermore, a positive relation between individual-level work–family attitudes and the uptake of formal childcare is also identified as a partial explanation for educational gradients in formal childcare uptake. Although the explanatory power of work–family attitudes as an underlying determinant of the Matthew effect is more limited compared to employment potential, such variation in the acceptance of maternal employment and formal childcare should also be considered in the design of inclusive work–family policies. This paper investigates how children of immigrants from Turkey are integrated into Swedish society. The educational achievements and labour market outcomes of this group are compared with the performance of the offspring of native-born parents. The aim of the study is to explore whether we can observe a tendency towards ‘downward mobility’ among young people of immigrant background in Sweden and thereby provide reflections on the existing formulation of the ‘segmented assimilation’ theory. Findings show that descendants of immigrants seemnotto be in the process of downward assimilation, that is, social exclusion and therefore formation of a distinct ‘underclass’ in Sweden. Abstract: The aim of this paper is to examine educational inequalities in the risk of non-employment among people with illnesses and how they vary between European countries with different welfare state characteristics. In doing so, the paper adds to the growing literature on welfare states and social inequalities in health by studying the often overlooked ‘sickness’-dimension of health, namely employment behaviour among people with illnesses. We use European Union Statistics on Income and Living Conditions (EU-SILC) data from 2005 covering 26 European countries linked to country characteristics derived from Eurostat and OECD that include spending on active labour market policies, benefit generosity, income inequality, and employment protection. Using multilevel techniques we find that comprehensive welfare states have lower absolute and relative social inequalities in sickness, as well as more favourable general rates of non-employment. Hence, regarding sickness, welfare resources appear to trump welfare disincentives. [Copyright &y& Elsevier]

This paper questions how video game players evolve to become video game developers and entrepreneurs. It also questions how this can best be documented so as to inform the video game industry which is recognised as a key entity in the European economic, education and employment future. Market growth in respect of video game sales, innovation, and research and development is introduced in our opening overview of the industry. This is followed by an analysis of the characteristics of the players and their motivation with related evaluation of their management of real versus virtual aspects of the gameplay. Purpose — The purpose of this paper is to analyse the extent to which the quality of the jobs of low-skilled young workers is affected by the structure of education and training systems in various European countries. It focuses on the differences between countries providing fairly general education (internal labour market (ILM) contexts) and countries offering more specific vocational education (occupational labour market (OLM) contexts). Design/methodology/approach — Logistic regression analyses. Findings — It is found that low-skilled young workers are worse off in OLM countries than in ILM ones, with respect to employment in a permanent job, employment in a non-elementary job and participation in continuing vocational training. However, in OLM countries low-skilled young workers are less often involuntary part-time employed than those in ILM countries. With regard to participation in continuing vocational training, the ILM-OLM contrast is larger in manufacturing than in services; regarding employment in a permanent job the reverse is true. Originality/value — It is shown that the labour market position of low-skilled young workers is affected by the structure of education and training systems in various European countries. The upgrading of the skills demanded in the European ‘knowledge economies’ will therefore have less severe consequences for low-skilled young workers in ILM countries than in OLM countries, since the acquisition of occupationally specific skills is organized differently between the two institutional contexts. The increasing number of migrants and refugees arriving in Europe places new demands on European education systems. In this context, the role that free digital learning (FDL) could play in fostering inclusion has attracted renewed interest. While the existing literature highlights some general design principles for developing FDL for migrants and refugees, there is little information on the use of FDL at specific education levels, or for specific learning purposes. This paper presents the results of a qualitative study that was carried out as part of the Moocs4Inclusion project of the Joint Research Centre (JRC) between July and December 2016. The study, which has a European focus, disaggregates the analysis of FDL initiatives by what were identified as its three most common purposes: a) language learning, b) civic integration and employment, and c) higher education. For each of these topics, the study sheds light on the approaches used by a wide sample of initiatives, users' levels of awareness of what is available and take up, and migrants' and refugees' perceptions of the current offer. In order to collect the information needed to cover different approaches and perspectives, semistructured interviews with 24 representatives of 10 FDL initiatives and four focus groups with 39 migrants and refugees were carried out. The results show that there are indeed overlaps between the purposes of FDL initiatives and their design principles. Specific recommendations on how to better design FDL initiatives for migrants and refugees, taking into account their specific purposes, have also been identified. [ABSTRACT FROM AUTHOR]

Based on a survey conducted among the students of the Polytechnic in Pozega (Administrative Study, Accounting, Commerce, Viticulture-Oenology-Pomology and Food Technology) the paper deals with students' attitudes towards foreign language acquisition during their education, their views on the acquired knowledge, as well as the importance of the foreign language for their future employment. The main aim of this survey was to determine the opinion of students on benefits of learning the foreign language in course of their schooling. The second aim was to determine if there was a difference in the opinion between students of different study groups towards foreign language learning, and if there was a different perception of the importance of foreign language. Taking current promotion of student mobility in European HE institutions into consideration, the opinion on prospects of a semester study abroad and the possibility of employment abroad have been presented in the light of knowledge of foreign languages. First, I assess the growing importance of the new doctoral programmes in Political Science and suggest that it is now almost impossible to conceive of preparing a Ph.D. outwith a training programme. The European Voluntary Service, part of Youth in Action Program (financed by European Commission), offers young people the possibility to do voluntary internships mainly in one of the European countries. Aiming to develop solidarity between young graduates under the coordination of a host organization, EVS represents a learning opportunity through non formal experiences. EVS stimulates personal and educational development of the young and lightens the social integration. This paper focus on the benefits of EVS. More exactly, our purpose is to find out if this program can be an option for graduate students to acquire practical experience that could help them to find easier a job on their field of expertise. The findings from this study show that graduates get involved in international voluntary projects for two main reasons: to get professional experience, due to the lack of practical courses during their studies, and to take part in new experiences. Objectives: Since 2000, approximately 500,000 refugees have settled in the Nordic countries, about a third of them being children and young people. To identify general trends, and to detect gaps in the existing knowledge about the socioeconomic and health status of these young refugees, this review discusses the literature regarding three key areas related to welfare policy: health, education and employment. Methods: A systematic search in PubMed, Scopus, SocINDEX, Sociological Abstracts, Embase and Cochrane, and a search for publications from relevant institutions were undertaken. All publications had to be original quantitative studies published since 1980. The total number of studies identified was 1353, 25 publications were included. Results: Young refugees had poorer mental health than ethnic minority and native-born peers. Mental health problems were related to pre-migration experiences but also to post-migration factors, such as discrimination and poor social support. Refugees performed worse in school than native-born and few progressed to higher education. Experiencing less discrimination and having better Nordic language proficiency was associated with higher educational attainment. A higher proportion of refugees were unemployed or outside the labour force compared with other immigrants and native-born. Assessment instruments varied between studies, making comparisons difficult. Conclusions: The study suggests pre-migration factors but also post-migration conditions such as perceived discrimination, social support and Nordic language proficiency as important factors for the mental health, education and employment outcomes of young refugees in the Nordic countries. Further Nordic comparative research and studies focusing on the relationship between health, education and employment outcomes are needed. [ABSTRACT FROM AUTHOR]

How pervasive is labor market discrimination against immigrants and what options do policymakers and migrants have to reduce it? To answer these questions, we conducted a field experiment on employer discrimination in Sweden. Going beyond existing work, we test for a large range of applicant characteristics using a factorial design. We examine whether migrants can affect their employment chances—by adopting citizenship, acquiring work experience, or signaling religious practice—or whether fixed traits such as country of birth or gender are more consequential. We find little systematic evidence that immigrants can do much to reduce discrimination. Rather, ethnic hierarchies are critical: callback rates decline precipitously with the degree of ethno-cultural distance, leaving Iraqis and Somalis, especially if they are male, with much reduced employment chances. These findings highlight that immigrants have few tools at their disposal to escape ethnic penalties and that efforts to reduce discrimination must address employer prejudice. [ABSTRACT FROM AUTHOR]

Can participation in job-related training contribute to the formation and maintenance of adults’ literacy skills? Although evidence suggests that participation in training is related to higher literacy skills, it remains unclear whether this association reflects a causal effect of training participation on literacy (training effects), results from the self-selection of more high-skilled individuals into training (selection effects), or is due to other sources of endogeneity (e.g., omitted variable bias). To unravel these possibilities, we used data from the Programme for the International Assessment of Adult Competencies (PIAAC) and its German follow-up, PIAAC-Longitudinal (PIAAC-L). As these unique data offer repeated measures of literacy skills, spaced three years apart, in a large and representative sample, they allowed us to disentangle training effects from selection effects and to account for potential endogeneity. Analyses revealed that, even after taking account of formal education and a host of job characteristics, individuals with higher literacy skills were more likely to participate in training. By contrast, no evidence for effects of training on literacy skills emerged in any of our models, which comprised lagged-dependent, fixed effects, and instrumental-variable models. These findings suggest that, rather than job-related training contributing to literacy development, individuals with higher literacy skills are more likely to participate in training. The Roma population, with approximately 10 million people, is the largest minority of Europe. Since the end of the communist era in Eastern Europe, mass emigration has occurred, mainly to Western Europe. Today across Western Europe the Roma still face huge problems in regard of discrimination and exclusion. A general change in the way they are perceived is necessary. In the last years, the European Union have put the Roma questions on the forefront of their discussions. The main directions of evolution and trends in pedagogical education development in European countries have been analyzed. It has been found that modernization of pedagogical education in Ukraine is practically impossible without analyzing the development of pedagogical education in the EU countries. It has been proved that in order to study trends in the development of pedagogical education in the EU countries in terms of their diversity and community, it is also necessary to identify and specify the integration factors of this social phenomenon. It has been emphasized that careful attention to the quality of education is explained by the transition of most of the national education systems in Europe to the methodology of projecting education focused on learning outcomes and their monitoring. It has been clarified that with the development of the EHEA there is a gradual shift in emphasis from external assessment of higher education quality to the institutional level, from the learning process to competency-based approach with a predominant orientation towards professional and personal preparedness and, first of all, graduates employment as a criterion of learning outcomes. Special attention has been drawn to the fact that, despite the processes of internationalization and globalization of social life, covering social relations, science, culture, education, at the same time, many centuries-old traditions of various cultural-historical types of society, various civilizations that influence the character of pedagogical education are kept. It has been investigated that in most EU countries education is dominated by the ideas of humanization and continuity, aimed at meeting the growing needs of the individual, "focus on personality", which involves a variety of types and kinds of modern higher education, its multivariant character and multimodality, orientation towards result-centered criteria of definition of curricula content. Background: The 2008 financial crisis in Europe came abruptly and surprisingly. Many countries also suffered a second recession during the period 2010–2012. We examined the impact of the crisis on life satisfaction (LS) by country and individual socioeconomic level. Method: We used a representative sample from the European Social Survey (2002–2014) with data from 26 countries (N = 294,407). LS was measured with a single question with 11 response alternatives. Time from start of crisis (either 2008 or 2010-2012) was determined separately for each interview. Data were analyzed by multilevel analysis Results: There was a sharp decrease in LS in the beginning of the crisis in 2008, and another, but not so severe, decline in 2011, each of them of short duration. However, there was also a slight and progressive yearly decrease in LS that continued one to at least 3 years after either financial crisis that was independent of the effect of being unemployed. Associations varied considerably between countries. A negative decline after the financial crisis was especially evident among those in the most educated groups, and in those in the higher occupational levels. Conclusions: The 2008 financial crisis had a double effect on LS: (1) a sharp short-term decrease consistent with the Easterlin paradox; (2) a slighter long-term progressive decrease that was over and above the strong negative relationship with unemployment that lasted several years. Aim: The financial crisis that hit Europe in 2007–2008 and the corresponding austerity policies have generated concern about increasing health inequalities, although impacts have been less salient than initially expected. One explanation could be that health inequalities emerged first a few years into the crisis. This study investigates health trends in the wake of the financial crisis and analyses health inequalities across a number of relevant population subgroups, including those defined by employment status, age, family type, gender, and educational attainment. Methods: This study uses individual-level panel data (EU-SILC, 2010–2013) to investigate trends in self-rated health. By applying individual fixed effects regression models, the study estimates the average yearly change in self-rated health for persons aged 15–64 years in 28 European countries. Health inequalities are investigated using stratified analyses. Results: Unemployed respondents, particularly those who were unemployed in all years of observation, had a steeper decline in self-rated health than the employed. Respondents of prime working age (25–54 years) had a steeper decline than their younger (15–24) and older (55–64) counterparts, while single parents had a more favorable trend in self-rated health than dual parents. We did not observe any increasing health inequalities based on gender or educational attainment. Conclusions: Health inequalities increased in the wake of the financial crisis, especially those associated with employment status, age, and family type. The article presents a study on the impact of health on the participation of elderly Europeans in formal learning activities (FLA). Topics include a look into the idea of multimorbidity, the concepts of ageing such as active, healthy, and successful, and the use of data from the Survey of Health, Ageing and Retirement in Europe (SHARE). It also discusses human capital as an critical predictor of FLA participation of older people.

Background: Equitable access to essential medicines is a major challenge for policy-makers world-wide, including Central and Eastern European countries. Member States of the European Union situated in Central and Eastern Europe have publicly funded pharmaceutical reimbursement systems that should promote accessibility and affordability of, at least essential medicines. However, there is no knowledge whether socioeconomic inequalities exist in these countries. Against this backdrop, this study analyses whether socioeconomic determinants influence the use of prescribed and non-prescribed medicines in eight Central and Eastern European countries (Bulgaria, Czech Republic, Hungary, Latvia, Poland, Romania, Slovenia, Slovakia). Further, the study discusses observed (in)equalities in medicine use in the context of the pharmaceutical policy framework and the implementation in these countries. Methods: The study is based on cross-sectional data from the first wave of the European Health Interview Survey (2007-2009). Multivariate logistic regression analyses were carried out to determine the association between socioeconomic status (measured by employment status, education, income; controlled for age, gender, health status) and medicine use (prescribed and non-prescribed medicines). This was supplemented by a pharmaceutical policy analysis based on indicators in four policy dimensions (sustainable funding, affordability, availability and accessibility, and rational selection and use of medicines). Results: Overall, the analysis showed a gradient favouring individuals from higher socioeconomic groups in the consumption of non-prescribed medicines in the eight surveyed countries, and for prescribed medicines in three countries (Latvia, Poland, Romania). The pharmaceutical systems in the eight countries were, to varying degrees, characterized by a lack of (public) funding, thus resulting in high and growing shares of private financing (including co-payments for prescribed medicines), inefficiencies in the selection of medicines into reimbursement and limitations in medicines availability. Conclusion: Pharmaceutical policies aiming at reducing inequalities in medicine use require not only a consideration of the role of co-payments and other private expenditure but also adequate investment in medicines and transparent and clear processes regarding the inclusion of medicines into reimbursement. Background Cardiovascular diseases are the number one cause of death and a source of chronic disability. Objectives To assess recognition of and reaction to symptoms of heart attack and stroke, and how recognition is related to the frequency of consulting physicians and other information sources. Design Face-to-face computer-assisted personal interviews. Participants Representative sample of 10 228 persons in Austria, France, Germany, Italy, the Netherlands, Poland, Russia, Spain and UK, aged 14-98. Main Outcome Variables Recognition of heart attack and stroke symptoms and proper reaction to symptoms. Results Chest pain was the only heart attack symptom recognized by more than 50% of participants. Eight percent knew no symptoms. Of 14 stroke symptoms, none was recognized by more than 50% of participants; 19% could not identify any symptom. For both heart attack and stroke, Germans and Austrians recognized the largest number of symptoms. Persons in Italy, Poland, Russia and Spain knew only about half as many symptoms as in Germany or Austria. Only 51% of Europeans would call an ambulance when someone suffers a stroke, the fewest (33 and 34%) in Germany and Austria. In most countries, people who consulted their physician more frequently had no better recognition of heart attack or stroke symptoms. Conclusions The majority of persons in nine European countries recognize few heart attack and stroke symptoms; many do not know how to react. This low level of knowledge constitutes a major health risk and likely leads to delay in treatment, contributing to the high mortality and morbidity from these diseases. [ABSTRACT FROM AUTHOR]

Research on social mobility typically acknowledges the relevance of gender. However, gender-based differences still lack extensive description and explanation. This article starts by reviewing a number of influential contributions on social mobility, educational systems and employment change, as well as important critiques raised in feminist scholarship with regard to these topics of enquiry. We argue that class analysis should not only document asymmetry between men and women in greater detail, but also incorporate it as a piece of explanatory value in the understanding of social mobility at large. This is attempted by examining the data of the European Social Survey covering 22 countries. Drawing on this large-scale data set, we will demonstrate that the transformation of employment structures favours particular forms of upward mobility, which coexist with the resilience of gender inequality in accessing affluent classes. The impact of gender on the nexus between social background, educational attainment and class position is far from uniform in Europe, with significant variation across classes, countries and fields of study. In this article we improve on the literature dealing with the polarising effects of technological change on wages by proposing more rigorous definitions of wage dispersion within industries and of the different types and effects of innovation. We carry out an analysis across 10 manufacturing and service sectors in seven European countries (France, Italy, Germany, the Netherlands, Portugal, Spain and the UK), for two time periods. In addition to structural economic variables, we draw data from two waves of the Community Innovation Surveys (CIS 2, 1994-1996 and CIS3, 1998-2000) and from two waves of the European Community Household Panel (ECHP, 1994 and 2001) providing information on employment, wages, education and other individual's characteristics, that we grouped in three skill groups: managers and professionals, white-collar and blue-collar workers. We set up econometric models to study the impact that different technological strategies, labour market patterns, education and training have on the levels of wage polarisation within industries. Higher wage polarisation is found in industries with strong product innovation and high shares of workers with university education. Wage compression is associated to the diffusion of new process technologies and to high shares of workers with secondary education. Finally, a fast employment dynamics favours wage disparities. The Romani community is the largest European minority and has two main characteristics; first, the Roma have no motherland to act as their patron and, second, the Roma encounter similar problems regardless of the country they live in (low education levels, high unemployment, poor housing conditions and dependency on social transfers). This makes public policies that address this marginalised population even more important. According to many authors, the first step in improving the Roma's status is to grant the Roma auxiliary rights and benefits. International studies imply that the starting point should be education policy. When the Romani community is granted special support in the education process the unemployment rate consequently drops, their value in the labour market rises and this enables them better access to financial resources. The gaining of a sustainable financial status has a positive influence on welfare support (reducing it) as well as on housing accommodation. This article is a result of extensive research on implementation of the Roma teaching assistant, one of the most valued mechanisms for better inclusion of the Roma in national education systems. Based on the international comparison of this mechanism in CEE countries we found grounds for the further promotion and institutionalisation of the Roma teaching assistant. The empirical study reveals the experiences, status and potential of Roma teaching assistants through the eyes of principals, teachers and Roma teaching assistants. [ABSTRACT FROM AUTHOR]

As an effect of historical, religious and political circumstances, the people of the Euro-Mediterranean region suffer from a divide syndrome. This condition manifests itself in various forms, notably conflicts, prejudices, intolerance, neo-colonial patterns of behaviour, segregation and the lack of an endogenous approach to regional policies. Today, the bridging process, which started in Barcelona in 1995, requires a more meaningful ownership. The Euro-Mediterranean Process and the European Neighbourhood Policy are reinforcing this process. This essay presents education and employment as the two key policy components for the development of such ownership and explores to what extent a comprehensive vision of these sectors can lead towards Euro-Mediterranean cohesion and identity. This article deals with the question of how the segmentation of higher education participation connects with the segmentation of the graduate labour market into jobs with different levels of quality. With data comprising educational and labour market histories of graduates with Master's degree from nine European countries, the author analyses how graduates with traditional higher education careers come off on the European labour market compared to those with non‐traditional educational careers. When examining the quality of the employment that graduates obtain early on in their career, three criteria are applicable: the job stability and the quality of the education‐job match to both the level of their studies and skills. The method used in the analysis is logistic regression. Results indicate that being a traditional/non‐traditional graduate does affect the odds of finding proper employment; however, whether the influence is positive or negative greatly varies with respect to gender; the number of graduates with the same type of educational career on the local market and the criteria used to evaluate the adequacy of the employment. In this article, we investigate the determinants of job mismatches with regard to the field of education among school-leavers in Europe. We also examine the effects of job mismatches on the labour-market position of school-leavers. Special attention is paid to cross-national differences in this respect. The data used are from the EU LFS 2000 ad hoc module on school-to-work transitions. The empirical results show that a number of individual, structural and job characteristics affect the likelihood of having a job mismatch. Moreover, in countries in which the education system is vocationally oriented, the incidence of job mismatches among school-leavers is higher than in countries in which the education system is mainly general. With respect to the labour-market effects of job mismatches, it is found that school-leavers with a non-matching job achieve a lower occupational status, more frequently look for another job, and more often participate in continuing vocational training than those with a matching one. These labour-market effects of job mismatches are smaller in countries in which the vocational orientation of the education system is stronger. [ABSTRACT FROM AUTHOR]

Background: Socioeconomic inequalities in mortality are one of the greatest challenges for health policy in all European countries, but the potential for reducing these inequalities is unclear. We therefore quantified the impact of equalizing the distribution of six risk factors for mortality: smoking, overweight, lack of physical exercise, lack of social participation, low income, and economic inactivity. Methods: We collected and harmonized data on mortality and risk factors by educational level for 21 European populations in the early 2000s. The impact of the risk factors on mortality in each educational group was determined using Population Attributable Fractions. We estimated the impact on inequalities in mortality of two scenarios: a theoretical upward levelling scenario in which inequalities in the risk factor were completely eliminated, and a more realistic best practice scenario, in which inequalities in the risk factor were reduced to those seen in the country with the smallest inequalities for that risk factor. Findings: In general, upward levelling of inequalities in smoking, low income and economic inactivity hold the greatest potential for reducing inequalities in mortality. While the importance of low income is similar across Europe, smoking is more important in the North and East, and overweight in the South. On the basis of best practice scenarios the potential for reducing inequalities in mortality is often smaller, but still substantial in many countries for smoking and physical inactivity. Interpretation: Theoretically, there is a great potential for reducing inequalities in mortality in most European countries, for example by equity-oriented tobacco control policies, income redistribution and employment policies. Although it is necessary to achieve substantial degrees of upward levelling to make a notable difference for inequalities in mortality, the existence of best practice countries with more favourable distributions for some of these risk factors suggests that this is feasible.
