Waste heat from industry or urban facilities represents a largely underused and long disregarded energy source, while heating and cooling count for half the final energy demand in Europe. From the early 2010s onwards, waste heat recovery (WHR) is being recognized as a key challenge for energy transition and tends to be integrated into energy strategies at different levels. This paper provides an analysis of how WHR became a matter of public policy in Europe and in France. Based on a literature review, the analysis shows that WHR has been framed as a techno-economic problem, while some barriers (legal, organizational) to its development remain largely unaddressed. A study of European and French energy agendas illustrates how WHR progressively started to be recognized as an energy resource next to renewables. This paper examines the formulation of policy frames towards new minorities in France by analysing Lyon's membership of the European Commission's and Council of Europe's Intercultural Cities programme (ICP). Here, with culture accounting for 20% of Lyon's budget, emphasis is placed on the adoption of the Charte de Coopération Culturelle to use cultural institutions to implement difference-orientated policies. Critically, important issues emerge with this strategy. The effort to engage new minorities is hampered by significant apathy from cultural institutions in Lyon, and the limited geographical area of Lyon included in the ICP. Finally, institutions who engage with promoting interculturality co-opt existing organizations, with negative implications for the treatment of diversity in the city. This illustrates the problems with a European framework fostering a policy frame based on recognition for minorities in a context that has yet to fully embrace such policies at the national level. Sex workers in Europe have been dramatically impacted by the COVID-19 pandemic and its associated measures. Ignored by most governments, excluded from social and economic measures put in place to protect other workers, sex workers were left to fend for themselves. The article, an abridged version of a previous report by the ICRSE, illustrates the impact of COVID-19 on sex workers by focusing on how the pandemic affected the socio-economic, health and safety conditions of sex worker communities and how they pro-actively responded to the first waves of the crisis in 2020. Based on data gathered through community research, the authors outline the specific ways in which sex workers living under different sex work legal regimes were hit by the crisis. Crucially, in countries such as France, Sweden and Ireland, where an 'End Demand' legislation is in place to supposedly 'rescue sex workers', these did not benefit from any state support. The article suggests that sex worker community organisations helped limit the spread of the virus through peer support and peer education, protecting not only sex workers' health, but society at large and showing similarities to the role of chaperones of public health sex workers had during the AIDS crisis. The article reports on a study which estimate prevalence of gambling among European professional athletes and explore factors that are associated with gambling practice and gambling problems in professional athletes. It states that self-completion questionnaire was designed for this study and socio-demographic variables, variables linked to gambling and impulsive behavior data were gathered. It mentions that instruments used for screening problem gambling were all validated.

Industrialisation developed in Europe particularly in the aftermath of the First World War, surfing the wave generated by an increasing need for reconstruction and modernisation in Western societies. In this context, the issue of workers’ physical fitness became an economic concern for both industry leaders and governments. Focus was on Ergonomics, as seen by the creation of the Institute of Ergonomics and Human Factors in the UK in September 1949, and the publication of its journal Ergonomics in 1957. In France, the concern for enhancing a worker's performance through systematic training reached its climax in the mid 1950s. A doctrine was locally elaborated by educators and paved the way for a wider diffusion of new concepts, with France and at a later stage other European countries, organising several international congresses on the topic. The first three of these meetings, held in Paris in 1954, Brussels in 1958 and Helsinki in 1959 were of particular importance. There, the French perspectives took an important place in the final recommendations and resulted in the creation of the commission ‘Sport and Work’ within the International Council for Physical Education and Sport, and with the support of UNESCO. This article uses original and secondary archival sources to examine the value of the distinction between creditor and debtor states in explaining the behaviour of domestic elites in international and European macroeconomic and monetary cooperation, compared to variables like size and trade. It highlights the paradox and tension between changes in institutional forms and stronger incentives to cooperate (Montagu Norman's 'new Europe') and persisting patterns in strategic behaviour across space and over time. Central to this continuity is a fundamental asymmetry of power between creditor and debtor states. The imbalances that underpin creditor-debtor state relations also reveal the structural underpinnings of arguments from economic principle, 'who argues what' and receptiveness to economic ideas and thinkers. The construction of imaginings of 'Europe' is increasingly closely intertwined with the institutions of the European Union (EU). Constitutional reform of the EU is therefore a crucial moment in the production and reproduction of European imaginaries and requires a cultural geography analysis of the public debates surrounding it and the resulting voting patterns. French and Dutch citizens, in referenda on 29 May and 1 June 2005 respectively, rejected the ratification of the Treaty establishing a Constitution for Europe. This article examines the highly contested visions of political elites and citizens in these two countries to explore how Europe is imagined and re-imagined in a period of rapid territorial and institutional change encompassing both the widening and the deepening of the EU. It focuses on two dimensions of integration: widening (ie. enlargement) and deepening (ie. institutional reforms towards more integration) and the associated visions of 'Europe' and 'European-ness.' Questions addressed include “who belongs to Europe and who does not?” (with regard to widening), and “what belongs to European competencies and what should be done nationally or locally?” (with regard to deepening).
