Promoted by the International Monetary Fund (IMF) in particular, fiscal austerity measures have been extensively implemented across the world in the last decade as a policy prescription to address the impacts of economic shocks. Consequently, the implementation of austerity has engendered a vast body of austerity impact assessment literature in the Global North, in particular. Although austerity measures have been equally implemented (and longer) in Global South contexts, the same level of intellectual curiosity has not been dedicated to understanding the human and social costs of austerity in the Global South. To help fill this gap, this paper examines the implications of fiscal austerity for the delivery of two complementary programmes linked to Ghana's conditional cash transfer (CCT) — the Livelihood Empowerment Against Poverty (LEAP) programme. The paper adopts a qualitative design where semi‐structured interviews are conducted with (a) two LEAP officers, (b) two headteachers and (c) 35 LEAP beneficiaries in northern Ghana. The findings show that within the current context of fiscal austerity, mainly mediated through the government's commitment to "cut expenditures to the bone", the two complementary services have been unfunded and thus do not exist in practice. The non‐existence of complementary services has dire consequences for children's education as well as undermines Ghana's poverty reduction attempts through the implementation of the LEAP programme. The integration of the Internet into various aspects of business operations, including the public sector, is rapidly becoming a norm. However, within this evolving landscape, the issue of cyberloafing, the misuse of the internet for unauthorized activities, cannot be ignored. Existing research on cyberloafing in developing countries, specifically in Ghana, has predominantly focused on higher education students. A brief examination of the literature pertaining to cyberloafing in developing nations reveals a prevalent emphasis on categorizing cyberloafing activities, often with limited insight into the motivations and deterrence of such behavior. Drawing on the framework of the General Deterrence theory, this paper delves into the underlying factors that deter cyberloafing behavior within the public sector of Ghana. Through the utilization of a partial least square structural equation model, the study analyzed data from 473 responses collected from public institutions across Ghana. The study revealed that factors such as certainty, monitoring, and security risks significantly influence the manifestation of cyberloafing behavior among employees in the Ghanaian public sector. However, the Severity and Celerity of sanctions were found not to influence cyberloafing behavior. The moderating effect of age and culture on the deterrent constructs and cyberloafing behavior vary. The study serves as a strategic framework to curd the rampant cyberloafing activities in many public sector institutions particularly in the global south. In essence, this study contributes not only to the understanding of cyberloafing behavior in the Ghanaian public sector but also provides a valuable foundation for designing targeted interventions to address this issue, ultimately fostering a more productive and responsible online engagement within these institutions. The sedentary bias that characterizes discourses on migrations from and within the Global South has failed to inform a consistent exploration of international migration from and among global southern countries as normal, desirable and impactful to migrants and their social networks at different spatial levels. Migration‐development nexus analyses are predominantly framed around Global South‐Global North migration episodes whereby cash and social remittances from the North to the South are expected to trigger development in poorer global southern origin countries. This approach neglects the possibility of similar outcomes accruing from south‐south migrations. Drawing on qualitative research methods among Ghanaian migrants to China, our paper addresses the question how does south‐south migration affect livelihoods and wealth inequality? We argue that blunt global categorizations such as "Global South" and "Global North" only serve to obfuscate what is a rather heterogenous bunch of countries, with divergent opportunities for migrants. We recommend that greater focus should be on the contextual factors at the origin and destination, the quality of return preparedness and the human capital of the migrants rather than an arbitrary clustering around a binary Global South‐Global North trajectory as though they are internally homogenous. We conclude that there is heterogeneity in the effects of south‐south migration on household livelihoods and wealth inequalities. [ABSTRACT FROM AUTHOR]
