Are Supreme Court justices with prior experience in the executive branch more likely to defer to the president in separation of powers cases? While previous research has suggested that such background may signal judicial policy preferences but does not shape them, I argue here that institutional socialization may indeed increase future judicial deference to the president. Using an original data set of executive power cases decided between 1942 and 2007, I model justice-votes to test this hypothesis. I uncover three noteworthy findings: (1) a clear correlation between prior executive branch experience and support for the executive branch, (2) the degree of this support intensifies as executive branch tenure increases, a finding congruent with a socialization hypothesis, and (3) contrary to received wisdom, executive powers cases possess a clear ideological dimension, in line with the expectations of the attitudinal model. Many post-colonial states use ethnically-based redistribution (EBR) programs to address economic inequalities between dominant minority communities and professedly autochthonous majority communities. Nevertheless, despite considerable efforts such programs have generally failed in terms of advancing the economic status of majorities. In this article I will suggest that EBRs in post-colonial states are not solely intended to ameliorate economic gaps, but rather are also a policy tool used by governing elites to advance a narrative of state ownership, and by extension a decidedly non-liberal notion of democratic citizenship. I explore this claim through an analysis of Malaysia and Fiji, two post-colonial states characterized by persistent asymmetric claims by ethnic majorities who claim legitimacy by virtue of indigenousness. The discussion will focus first on the formation, deployment, and persistence of claims of ethnic hierarchy by professedly indigenous groups. Second, attention will be paid to how such claims are linked to demands for ethnically based redistribution following a direct challenge to extant ethnic hierarchies. Finally, the policies will be assessed both in terms of their stated economic objectives and in terms of their ability to generate a broader sense of autochthonous identity. The Mexican expropriation of 1938 was the first large-scale non-Communist expropriation of foreign-owned natural resource assets. The literature makes three assertions: the United States did not fully back the companies, Mexico did not fully compensate them for the value of their assets, and the oil workers benefitted from the expropriation. This article finds that none of those assertions hold. The companies devised political strategies that maneuvered a reluctant President Roosevelt into supporting their interests, and the Mexican government more than fully compensated them as a result. China's leading state-owned banks have undergone radical transformation in recent years, with six of the country's top seven players listed in both Hong Kong and Shanghai. We first consider how the banks were reorganized for initial public offering, in terms of the removal of non-performing loans and the massive recapitalization of their balance sheets. Second, and more importantly, we consider whether they have been able to retain market share, further commercialize and enhance overall financial positions post-listing. Through in-depth case analysis of the six state-owned banks, we show that post-initial public offering they have significantly improved profitability, loan book size, loan book quality and capital reserve protection. However, we caution that the debilitating effects of the global credit crunch may slow or even arrest further progress across these dimensions in the near term. We conclude that China's leading banks have benefited materially from their transition, and have accordingly developed a range of competitive and co-operative strategies not only to sustain domestic market advantage but also to penetrate overseas markets. Many states nationalized portions of their railroad network between 1860 and 1912. This article uses new cross-country data to examine which factors contributed to nationalizations and how nationalizations influenced network expansion. I find evidence that nationalizations were greater in countries with low constraints on the executive branch, with French and German civil law systems, and where neighboring countries had higher military capability. I also find evidence that nationalizations reduced mileage growth. The results suggest that external military threats increased the appeal of nationalizations, while legal and political institutions influenced their costs. This article examines the internal structure and dynamics of the coffee economy in two districts of the southern Mexican state of Chiapas during the presidency of Porfirio Díaz (1876-1911). In both Palenque, in the northern highlands, and Soconusco, on the Pacific coast, production was oriented to international markets, direct foreign investment was a key aspect of coffee plantation development, and workers were recruited by the payment of wage advances (enganche), which they were then expected to pay off by labouring on coffee plantations. Yet, despite these similarities, the social relations that characterised coffee production in the two districts differed considerably. This article analyses those differences by comparing and contrasting the demographic factors, processes of land privatisation and the relationship between foreign investors, the national regime and local elites that influenced the nature and purpose of debt peonage in each district.
