Работа выполнена при финансовой поддержке гранта РНФ № 20–68–46044 «Воображаемый антропоцен: производство и трансферы знания об окружающей среде в Западной Сибири в XX–XXI вв.». Статья посвящена истории американо-советского сотрудничества в сфере охраны окружающей среды в 1970‑е годы. Подписание советско-американского соглашения о сотрудни- честве в области охраны окружающей среды положило начало регулярным встречам и визитам специалистов, занимавшихся вопросами сокращения промышленного загрязнения воды и атмос- феры. С 1973 г. проводился открытый обмен делегациями, которые посещали правительственные учреждения, исследовательские институты и предприятия. Визит американских экспертов по про- блемам очистки сточных вод на советские целлюлозно-бумажные предприятия Советского Союза в апреле 1975 г. подготовил основу для решения общих проблем, связанных с улучшением работы очистных сооружений. Амбера о посещении целлюлозно-бумажных пред- приятий Ленинграде и Сибири красноречиво свидетельствует как о проблемах запуска очистных сооружений на новых предприятиях, так и подчеркивает важное значение импортного оборудования для их надлежащей работы., The article explores the history of U.S.-Soviet cooperation in the field of water pollution prevention in the 1970s. The signing of the Soviet-American agreement on cooperation in the field of environmental protection in 1972 marked the beginning of regular meetings of experts and scholars who studied the issues of water and air pollution. An open exchange of the Soviet and American delegates, who visited governmental agencies, research institutes and mills, began in 1973. Данная работа посвящена исследованию специфики контрольно-надзорной деятельности при осуществлении регионального государственного экологического надзора в Санкт-Петербурге и разработке рекомендаций по ее совершенствованию. Объектом исследования является Комитет по природопользованию, Ð¾Ñ Ñ€Ð°Ð½Ðµ окружающей среды и обеспечению экологической безопасности Санкт-Петербурга. Контрольно-надзорная деятельность Комитета является предметом исследования. При написании работы использовались методы анализа, формализации, аналогии, моделирования и сравнения. В Ñ Ð¾Ð´Ðµ исследования были проанализированы теоретические и практические аспекты осуществления контрольно-надзорной деятельности в рассматриваемой сферы, показатели, Ñ Ð°Ñ€Ð°ÐºÑ‚ÐµÑ€Ð¸Ð·ÑƒÑŽÑ‰Ð¸Ðµ состояние системы природопользования. The object of the paper is the Committee of Nature Management, Environmental Protection and Environmental Safety of St. Petersburg. The control and supervisory activities of the Committee are the subject of the paper. Methods of analysis, formalization, analogy, modeling, and comparison were used while the paper was being written. During the research, the theoretical and practical aspects of the implementation of control and supervisory activities in the field under consideration, indicators that characterize the state of the environmental management system were analyzed. Based on the results of the work, proposals for updating the administrative regulations for the implementation of regional state environmental supervision, information materials for individual entrepreneurs and legal entities, and programs for the prevention of risks of harm (damage) in the field of environmental protection and nature management were developed. The implementation of the proposed measures will make it possible to improve the quality of regional state environmental supervision in St. Petersburg, and to raise awareness of controlled facilities.

The most challenging processes to be investigated further which are occurring in residential areas, suburbs in the largest Belarusian cities have been determined and systematized in the paper. The paper considers modern processes of transformation and development of residential areas on the studied territories; ongoing changes in the typology of dwellings and inhabitant composition of the suburban zones; problems pertaining to infrastructure development of suburban territories; preservation and improvement of recreational and ecological functions of the suburban zones in the largest cities. The paper presents a hypothesis on the possibility to modernize an urbanized region while using digital technologies and it also provides architectural and artistic characteristics of the residential environment. The main research methods are the following: field surveys; analysis of statistical data, project and regulatory documentation. So it has been revealed that it is necessary to carry out a detailed study of inhabitant composition in the settlements in order to determine their actual requirements in schools, kindergartens, and other facilities of public services. Development of town planning regulations taking into account actual typology of residential buildings and inhabitant composition is required for organization of suburban areas in the largest Belarusian cities. Current transformation processes of traditional settlement in the suburban zones of large cities are in need to have new requirements to their infrastructure development. It is necessary to improve a monitoring system and respond to population requirements and emerging problems. Nowadays there are conditions for formation of active population communities on the suburban territories. It is necessary to execute a coordinated development of all forms and types of suburban zones in the largest cities. The paper recommends to form, develop and preserve landscape and recreational areas in order to ensure an efficient recreational and ecological functions of the suburban zones.

В статье предлагаются способы защиты от негативного воздействия в каждой предлагаемой сфере., The paper considers the monitoring of the news coverage of environmental policy in the media. Here the Russian Federation acts as the object of research. The article presents the essence of the concepts of "environmental information", "environmental policy", "environmental stress". The author studied the important problems of the country: the problem of atmosphere, water areas, soil and landfill vulnerability. The ways to protect a particular area against the negative impact are proposed in the paper.

The annotated list of xilobiontes and xylomycetobiontes beetles, which were collected by the author in territory of a reserved sector «Les na Vorskle» is presented in the paper. Published faunistic lists of Coleoptera of the «Les na Vorskle» were analysed and the conclusions concerning novelty of information on some taxons are made. There are 68 species in 31 families cited in the paper total, 18 families and 56 species are reported from «Les na Vorske» for the first time

Рассмотрены топливные характеристики энергетических культур. Проанализированы недостатки энергокультур как топлива, предложены пути смягчения их негативного влияния. Рассмотрено современное состояние и перспективы развития данного сектора в Украине. Предложена концепция выращивания энергетических культур в Украине. Fuel properties of energy crops are considered in the paper. Disadvantages of energy crops as a fuel are analyzed and possible ways for mitigation of their negative influence are suggested. The paper covers state of the art and prospects for the development of the sector in Ukraine. A conception for growing energy crops in the country is suggested.

There are 8,400 airports in the world: from small private to international hubs that receive hundreds of airliners per day. The review attempts to summarize the environmental sustainability indicators of airport territories, conducted as the analysis of about 300 scientific papers. The expected result of the review is to identify gaps related to the assessment of the environmental sustainability of airport territories. В мире насчитывается 8400 аэропортов: от частных небольших до международных хабов, принимающих сотни лайнеров в день. В обзоре предпринята попытка обобщения показателей экологической устойчивости территорий аэропортов, выполненная в результате анализа около 300 научных работ. Ожидаемый результат обзора – выявление пробелов, касающихся оценки экологической устойчивости территорий аэропортов.

Приняты конкретные Ð°Ñ€Ñ Ð¸Ñ‚ÐµÐºÑ‚ÑƒÑ€Ð½Ñ‹Ðµ и конструктивные решения для проектируемого объекта, а также рассчитан показатель энергоэффективности здания., In this paper, a project of a low-rise residential building has been developed using software systems to determine building thermal characteristics. Various materials for insulation of enclosing structures, as well as measures for labor protection and environmental protection are considered. The selection of heating equipment to reduce the impact on the environment has been carried out. Specific architectural and design decisions were made for the projected object, and the energy efficiency index of the building was calculated.

Проведён анализ двух основных направлений развития современной индустрии моды в России и за рубежом: быстрой моды и осознанной моды . Определены основные направления развития осознанной моды. Приведены результаты маркетингового исследования потребителей одежды на предмет их предпочтений в выборе рационального гардероба и отношения к быстрой моде , утилизации одежды, бывшей в употреблении с точки зрения защиты окружающей среды. Результаты анкетного опроса по сравнению с аналогичным опросом, проведённым среди потребителей стран Европы, оказались похожими. Также прослеживается общая тенденция людей к более осознанному выбору предметов гардероба., The authors present the analysis of two main directions of development of the modern fashion industry in Russia and abroad: fast fashion and conscious fashion. The main directions of the development of conscious fashion are determined in the paper. The results of marketing research of clothing consumers based on their preferences in choosing a rational wardrobe and their attitude to fast fashion, the disposal of used clothing from the point of view of environmental protection are presented as well. The results of the questionnaire are similar compared with a similar survey conducted among consumers in Europe. Тема выпускной квалификационной работы: «Правовые основы экологического аудита: проблемы и перспективы». Данная работа посвящена проблемам и перспективам правового регулирования экологического аудита в Российской Федерации. Объект исследования – правовое регулирование экологического аудита в Российской Федерации. Предмет исследования – правовые проблемы механизма реализации экологического аудита в Российской Федерации. Цель выпускной квалификационной работы заключается в исследовании проблемы правового регулирования экологического аудита в Российской Федерации, в контексте выработки предложений по совершенствованию федерального законодательства в данной сфере. Задачи, которые решались в ходе исследования: рассмотреть понятие «экологический аудит», его цели и задачи, проанализировать современное состояние экологического аудита в России, рассмотреть правовую базу, регулирующую вопросы экологического аудита, выявить существующие проблемы, исследовать и сформулировать предложения по совершенствованию действующего законодательства, направленные на улучшение и развитие механизма правового регулирования в области экологического аудита, на основании проведенного исследования сделать выводы и внести предложения по совершенствованию федерального законодательства. Методология включает в себя анализ нормативно-правовых актов и специальной литературы по теме исследования. Актуальность исследования выражается в современной тенденции сохранения природного мира. Российская Федерация находится на шестом месте в мире по уровню добычи угля, а вместе с этим сохраняется ряд экологических проблем, которые вызваны негативным воздействием предприятий по добыче и переработке угля на окружающую среду. Объектом исследования является совокупность общественных отноше-ний, возникающих вследствие создания и реализации норм права в сфере охраны окружающей среды в угледобыче. Предмет исследования составляет комплекс действующих в праве нормативных и организационно-правовых институтов, направленных на обеспечение охраны окружающей среды в угольной промышленности. Теоретическую основу исследования составили труды таких авторов, как: Бринчук М.М., Боголюбов С.А., Морозова В.Н., Певзнер М.Е., Петров В.В, и ряд других авторов. Методологическую основу исследования составляют диалектический, формально-логический, историко-аналитический, структурно-функциональный, историко-правовой, сравнительно-правовой и формально-юридический методы. Выпускная квалификационная работа состоит из введения, трех глав, которые объединяют девять параграфов, заключения и списка использованных источников. В работе рассмотрены правовые особенности охраны окружающей среды в угольной промышленности в Российской Федерации и в мире. Исследованы принципы охраны окружающей среды в угольной промышленности в международном праве и в Российской Федерации. Проведен объективный анализ состояния окружающей среды в регионах Российской Федерации, где производится добыча угля. The methodological basis of the research consists of dialectical, formal-logical, historical-analytical, structural-functional, historical-legal, comparative-legal and formal-legal methods.. The final qualification work consists of an introduction, three chapters that combine nine paragraphs, a conclusion and a list of sources used.In this graduation work, the legal features of environmental protection in the coal industry in the Russian Federation and in the world are considered. The principles of environmental protection in the coal industry in international law and in the Russian Federation are studied. An objective analysis of the state of the environment in the regions of the Russian Federation where coal mining is performed. The paper identifies the main problems of improving the environmental Institute in the coal industry in the Russian Federation, and makes some recommendations for their resolution.

Тема выпускной квалификационной работы: «Правовое обеспечение решения природоохранных коллизий при создании и реализации комплексного проекта «Новый Шёлковый путь»». Предметом исследования является доктринальное и нормативное правовое регулирование в сфере охраны окружающей среды и обеспечения экологической безопасности в Российской Федерации при создании и реализации комплексного проекта «Новый Шёлковый путь». Целью работы является завершенный комплексный анализ выявления возникающих природоохранных проблем при реализации этого проекта с участием Российской Федерации. В соответствии с поставленной целью были определены следующие задачи: рассмотреть и проанализировать историю возникновения Великого Шёлкового пути и выявить его связь с Новым Шёлковым путем; сравнить геополитические и правовые интересы предполагаемых государств-участников комплексного проекта «Новый Шёлковый путь»; проанализировать сопряжение ЕС, ЕАЭС, ШОС в рамках реализации проекта «Новый Шёлковый путь»; Исследовать предполагаемые природоохранные коллизии и найти пути их решения при создании и реализации комплексного проекта «Новый Шёлковый путь». The subject of the research is the doctrinal and regulatory legal regulation in the field of environmental protection and environmental safety in the Russian Federation during the creation and implementation of the comprehensive project “New Silk Road”. The aim of the work is to complete a comprehensive analysis of identifying emerging environmental problems during the implementation of this project with the participation of the Russian Federation. In accordance with the goal, the following tasks were identified: to consider and analyze the history of the Great Silk Road and to identify its relationship with the New Silk Road; Compare the geopolitical and legal interests of the alleged participating states of the New Silk Road integrated project; to analyze the conjugation of the EU, EAEU, SCO in the framework of the project "New Silk Road"; Investigate alleged environmental conflicts and find solutions to them when creating and implementing the New Silk Road project. The methodological basis of the study was the general theoretical research method, comparative legal, general scientific, special and private research methods. Because of the study, a comprehensive analysis of the legal regulation of environmental safety during the implementation of the comprehensive project "New Silk Road" was carried out. This paper analyzes the comprehensive project «The New Silk Road», which provides the revival of the Great Silk Road in the context of the 21st century.

The paper considers some theoretical and practical issues of strategic management of oil and gas complex at the development of hydrocarbon resources in the Arctic offshore. The analysis of existing approaches in process and project management of oil and gas complex has been carried out taking into account characteristics of offshore projects in the Arctic zone. Considerable attention has been paid to the history and evolution of strategic management as an economic category, functional areas of strategic management at different levels of management have been proposed. The analysis of existing scientific works dedicated to the projects on the Arctic shelf, has shown insufficient development of the strategic management's theory and practice. In particular, the biggest part of the scientific studies is focused on studying issues of the management at the corporate level, at the same time questions at the level of the oil and gas complex are not considered. In existing studies, the project and process approaches to management are often opposed to each other, and according to the authors it is incorrect in relation to the management of the oil and gas complex on the Arctic shelf. The oil and gas complex is a complex and multilevel system that implements unprecedentedly difficult projects in terms of technology. The beginning of hydrocarbon production on the Arctic shelf is inextricably linked with the transportation of extracted raw materials to the processing and marketing sites; it complements the strategic management of the oil and gas complex by the features of organizing efficient transport and logistics solutions.

Разработан проект по внедрению модуля Ð¾Ñ Ñ€Ð°Ð½Ñ‹ окружающей среды, промышленной безопасности и Ð¾Ñ Ñ€Ð°Ð½Ñ‹ труда – SAP EHSM. В Ñ€Ð°Ð¼ÐºÐ°Ñ Ð¿Ñ€Ð¾ÐµÐºÑ‚Ð° был проведен анализ Ð°Ð½Ð°Ð»Ð¾Ð³Ð¸Ñ‡Ð½Ñ‹Ñ ÑÐ¸ÑÑ‚ÐµÐ¼, выявлены преимущества системы, описана платформа для модуля. Объектом исследования является АО «Группа ИЛИМ» - предприятие целлюлозно-бумажной промышленности. Целью выпускной квалификационной работы является описание процесса внедрения модуля EHSM на предприятие и оценка эффективности внедрения. Проведен анализ ÑÑƒÑ‰ÐµÑÑ‚Ð²ÑƒÑŽÑ‰Ð¸Ñ Ð¿Ñ€Ð¾Ñ†ÐµÑÑÐ¾Ð² организации и вы-явлена Ð½ÐµÐ¾Ð±Ñ Ð¾Ð´Ð¸Ð¼Ð¾ÑÑ‚ÑŒ внедрения модуля. Сформулированы общие и функциональные требования. Описан процесс проведения пробоотборов и формирования отчетности до и после внедрения. Представлена ÑÑ ÐµÐ¼Ð° Ñ‚ÐµÑ Ð½Ð¾Ð»Ð¾Ð³Ð¸Ñ‡ÐµÑÐºÐ¾Ð³Ð¾ слоя до внедрения и с учетом интеграции модуля. Проведена оценка экономической эффективности. Проанализированы риски проекта., A project of the implementation of the module of Environmental, Health and Safety Management - SAP EHSM is developed. Within the project, an analysis of similar systems is carried out, the advantages of the system are revealed, and the platform for the module is described. The object of the research is “ILIM Group” - an enterprise of the cellulose and paper industry. The purpose of the graduate qualification work is to describe the process of implementing the EHSM module in the enterprise and to estimate the effectiveness of the implementation. The analysis of the existing processes of the organization is carried out and the necessity of implementation of the module has been identified. General and functional requirements are formulated. The process of sampling and reporting before and after implementation is described. The scheme of the technological layer before the introduction and after the integration of the module is presented. Economic efficiency is estimated. Risks of the project are analysed.

The paper considers the theoretical foundations of the transition from "continuous" development of the Russian territories of the Far North that proved to be ineffective to the "focal" development based on the concentration of resources within the anchor sectors of the regional economy. The defensive specialisation of the Kola "bearing point" which is a part of the system of eight "bearing zones" located respectively in each of the Arctic regions of Russia is being proved. The value of communication networks in ensuring the effective functioning of naval Arctic closed cities as a core of the defense "bearing point" is discussed from the standpoint of the new economic geography. The paper analyzes the current trends in the development of the domestic shipbuilding industry in terms of the geopolitical and economic instability and anti-Russian and retaliatory sanctions. The possibilities of Russia for import substitution in the military industrial complex have been evaluated. A review of domestic and foreign experience of shipbuilding development in the economic crisis in Europe and the Asia-Pacific region from the standpoint of using this experience in modern Russia has been presented. Оценены возможности России по проведению импортозамещения в сфере военно-промышленного комплекса. The paper considers the common ideology and main idea of locating underground nuclear plants. Specific examples in domestic and foreign experience have been analyzed. It has been established that underground small nuclear power plants can be used as an alternative source of electric and thermal energy for solving defense-strategic and social-economic tasks particularly when developing mineral raw material resources in the Russian Arctic regions. В настоящей работе отражены основные методы контроля экологической безопасности на Ð¿Ñ€ÐµÐ´Ð¿Ñ€Ð¸ÑÑ‚Ð¸ÑÑ . Рассмотрены основные нормативные документы, связанные с Ð¾Ñ Ñ€Ð°Ð½Ð¾Ð¹ окружающей среды. Определено понятие экологической безопасности, выявлены основные проблемы экологической безопасности, приведена экологическая политика РФ. Изложен порядок организации и осуществления производственного экологического контроля. Разработаны соответствующие предложения по осуществлению производственного экологического контроля., In this paper, the main methods of controlling environmental safety in enterprises are reflected. The main regulatory documents related to environmental protection are considered. The concept of ecological safety is defined, the basic problems of ecological safety are revealed, the ecological policy of the Russian Federation is resulted. The order of organization and implementation of industrial environmental control is outlined. Appropriate proposals have been developed for the implementation of industrial environmental control.

Under discussion are the results of systematization and comprehensive analysis of different literature sources containing the information on degradation and dangerous natural processes at the Asian territory of the Russian Federation. The degradation and adverse natural processes are divided into 3 groups according to their hazard extent: (a) processes oriented to destroy the soils and lands, (b) processes changing the soil cover pattern and leading to degradation of soils and decreasing their fertility; (c) processes deteriorating the land productivity. The assessment is given to show the distribution and dangerous occurrence of degradation and adverse natural processes in the Asian part of Russia (gully erosion, destruction of seashores and banks of water bodies, changes in river channels and floodplains, underground flood, heavy rainfall, flooding). The distribution and dangerous manifestation of adverse processes are highly varying at the studied territory in dependence on peculiar natural-climatic conditions. The paper presents the plans to continue such studies at the territory of European Russia in 1916 and their further development at the total country’s territory within the framework of the project “Transformation, evolution and degradation of soils due to agrogenesis and global climate changes”. The solution of the problem envisaged by this project is of primary importance in order to solve the social-economic tasks and objectives facing the country as well as to strengthen the Institute’s position as a leading centre in the given field of soil science.
