Being homeless is broadly understood to be traumagenic. Thus, support services for individuals experiencing homelessness (such as youth refuge) are encouraged to use trauma-informed models of care. However, there is a dearth of research that (1) focuses on youth refuge specifically, despite refuges being the most common response for youth homelessness worldwide, and (2) explains trauma-informed care models in detail so that they may be evaluated in practice. This paper outlines a trauma-aware framework used for nearly a decade within a youth refuge located in Melbourne, Australia: a psychologically informed environment (PIE). The paper provides: (1) an overview of trauma-informed care before describing what a PIE entails; (2) the how of a PIE, including core principles, their theoretical underpinnings, and how these principles are practically applied; and (3) the why of a PIE, focusing on implications for practice. A PIE is underpinned by key theoretical approaches such as attachment theory, the core emotional needs model, psychodynamic theory and formulation, social cognitive theory, and the transtheoretical model of change. A PIE encompasses five core principles of (1) relationships, rules, responsiveness, and roles; (2) physical and social spaces; (3) learning and enquiry; (4) staff support and training; and (5) psychological awareness. Overall, PIEs have been found to increase consumer engagement and decrease evictions, instill confidence and improve empathy within the staff, and decrease the risk for organizations, as seen by low incident rates. It is hoped that by providing this detailed outline of a PIE, more research can be undertaken into youth refuge care models, and more psychologically informed frameworks that address the multi-directional relationship between trauma and homelessness can be employed.

This discussion paper focuses on “reflective practice” as conceptualized by Donald Schön with its particular application in homelessness research and practice. Reflective practices are slowly gaining ground among scholars and practitioners engaged in the homelessness sector since the onset of the pandemic where increasing reliance on tele-mediated communication has transformed the ways in which research and practice take place. This paper starts by revisiting the concept of reflection as propounded by John Dewey and later recalibrated by Donald Schön, followed by a discussion of how two specific reflective practices, namely reflection-in-action and reflection-on-action, can be leveraged in homelessness research and practice. The paper concludes by discussing some implications of such practices for researchers and practitioners involved in the homelessness sector in the pandemic era. These implications focus on issues such as housing affordability and affordable housing, case management and support services, and barriers caused by the pandemic to homelessness research.

Built for Zero (BFZ) is a new data-driven approach to allocating housing assistance to homeless households. BFZ implementation includes the production/maintenance of a “by-name list” (BNL). The BNL is a regularly updated spreadsheet with personalised data about everyone who enters and exits a local homeless system (i.e., flow). Local administrators use the BNL to produce “by-name data” (BND). BND lets administrators monitor and manipulate system flow in “real time.” Scholars have not analysed how administrators manage their BNL and produce BND. This paper starts that conservation by answering three questions with interview data that was collected from administrators at 28 “BFZ communities” (i.e., homeless systems implementing BFZ): How do administrators manage their BNL? What factors influence BNL management? How does BNL management affect BND accuracy? Using thematic analysis, the author provides evidence that administrators manage the length of their BNL by removing “inactive” clients who have disengaged from service providers. Administrators try to verify housing status before deeming someone inactive. The verification process is shaped by social policies, network ties, virtual interactions, and administrative discretion. Because those things vary across homeless systems, administrators face different constraints and enablers whilst verifying someone’s housing status. The intersection of contextual factors and subjective processes biases the BND administrators produce from their BNL.

Background: Homelessness is a global challenge affecting both high-income and lower-income countries. While survival is a priority, when assessing rehousing programs, thriving should be a goal. There is, however, a lack of clarity around the concept of thriving in existing literature, as for example it is used interchangeably across a number of professions. Aim: This paper provides an in-depth concept analysis of thriving, with a specific focus on thriving post-homelessness. Method: Walker and Avant’s (2011) concept analysis method was utilized. Results: As a result of this concept analysis, eight defining attributes were identified, including bio-psycho-social-spiritual improvement, adaptive coping styles, a sense of accomplishment, satisfaction across multiple life domains, functional well-being, improving or achieving a high level of performance, finding meaning in life or life activities, and having the necessities of daily living. It was found that thriving is a multidimensional process with subjective and objective components as well as an outcome, which all contribute to an individual's well-being and satisfaction. As a consequence of thriving, one feels more secure and confident and an enhanced sense of belonging. Conclusion: This concept analysis includes an updated definition of an individual's thriving post-homelessness in order to allow for comprehensive measurement in the context of housing research, including a positive assessment of one's life situation across multiple domains, as well as access to basic necessities such as shelter, food, and clothing. Future research can utilize the results of this concept analysis to explore thriving within the context of housing, especially to establish a well-structured housing program for persons exiting homelessness.

This paper presents outcomes for a Housing First (HF) cohort in Aotearoa, New Zealand. Using integrated governmental administrative data, we analysed outcomes for a cohort of 357 people, comparing health, justice, income, and social welfare indicators the year prior to HF and five years after being housed. In the fifth year after being housed, improved outcomes across each of these sectors were noted, with particularly impressive improvements found in income levels (+38%) and mental health. These results demonstrate the efficacy of this HF programme in improving well-being. Despite such notable improvements, there is room for HF to have a greater impact in the context of wider system changes that support overall well-being, as well as the goal of making homelessness rare, brief, and non-recurring.

Recently, multiple collaborative initiatives have been established which all aim to incorporate and enhance the representation of multilingualism into discussions on the otherwise largely English-dominated “field” of digital humanities. Taking sensitivity to multilingualism as an overarching concept, the present paper introduces and analyzes some recent, and ongoing, collaborative initiatives (mainly with a starting point in Europe) to show how these projects conceptualize, handle, and strive to strengthen language diversity in DH. More specifically, the examples featured in the article include preliminary insights from the Disrupting Digital Knowledge Infrastructures collective, lessons from my pilot graduate course (Digital Humanities and East Asian Studies: Theory and Practice), as well as the role and significance of the DARIAH-EU supported OpenMethods platform. Ultimately, the paper, which also features interviews with Erzsébet Tóth-Czifra and Cosima Wagner from two of the abovementioned initiatives, argues for the importance of language sensitivity in research, teaching, and knowledge dissemination to create a more inclusive, and collaborative, basis toward multilingualism in DH.

Using administrative data linkage, this paper sought to quantify the impacts of family homelessness on pupil absence from school. It addresses a gap in United Kingdom (UK) homelessness research, which draws predominantly on qualitative methods and where there is a greater focus on people who fall outside of the statutory system, i.e., single people living on the streets, rather than families. Education records for the academic years 2012/13 to 2015/16 relating to pupils aged 5 to 15 years old living in a coastal city in Wales, UK, were linked to data on households assessed by the statutory housing service operating across the same region. Analysis of mean half-day sessions absent from school, and Poisson panel regression were used to explore associations between absenteeism (authorised, unauthorised, and total), and whether pupils were living in a household making a statutory homelessness application, i.e., experiencing family homelessness. On average, in any given academic year, pupils experiencing family homelessness (PEFH) missed 5 days more of school than pupils not experiencing family homelessness (PnEFH). Adjusted regression analysis found that the rate of total absence was 7% higher amongst PEFH compared to PnEFH, whilst for unauthorised absence it was 13% higher. When a student experienced family homelessness, this led to an increase in their rate of total absences by 5%—adjusting for other factors—compared to when they were not homeless. Findings have implications for statutory education and housing provision, specifically the need for greater cross-disciplinary working to prevent and alleviate the harms caused when families experience homelessness.

The intersection between health and homelessness is well documented and has been made more explicit since the onset of the coronavirus disease of 2019 (COVID-19). In the Global North, COVID-19 related public health responses targeting homeless populations have varied across countries, including greater national-level financial investment, temporarily housing those in congregate facilities in ‘self-contained’ accommodation, time-limited eviction moratoriums and dedicated health system interventions across homelessness and addiction services to enable social distancing and self-isolation. Yet questions remain about the immediate and longer-term outcomes of these newly implemented responses and whether they will be sustained. Such considerations are critical and timely in countries such as Ireland, where significant health reform is underway. In this paper, we use Ireland as a case study to explore whether and how public health responses to homelessness during COVID-19 hold important insights for the development of more effective health policy. Drawing on publicly available Irish data, we present a secondary analysis of COVID-19 infection rates amongst homelessness service users as well as trends in emergency accommodation usage between 2020 and 2021. Focusing specifically on public health measures implemented during the pandemic via the health and housing systems, respectively, we discuss how such interventions may have impacted on these homelessness figures in both intended and unexpected ways. We conclude by teasing out and unpacking relevant lessons for health reform.

This paper reflects on some of the findings from a Horizon 2020 research project, Unsettling Remembering and Social Cohesion in Transnational Europe (UNREST, Horizon 2020, funded 2016–2019, http://www.unrest.eu/), which aimed to test and apply an agonistic mode of remembering in different settings. The analysis focuses on the potential advantages of promoting agonistic representations of past conflicts in museums through the adoption of ‘radical multiperspectivism’, as opposed to the ‘consensual multiperspectivism’ informing most contemporary exhibitions and displays. The paper argues that such an approach, which foregrounds socio-political passions by drawing on both artistic interventions and contrasting narratives, can deepen visitors’ understanding of violent conflicts and help counter the growing shift towards antagonistic memory, by turning enemies into adversaries.

This paper explores two peripheral Northern Italian dialects (NIDs), namely Lamonat and Frignanese, with respect to their genealogical linguistic classification. The two NIDs exhibit morpho-phonological and morpho-syntactic features that do not fall neatly into the Gallo-Italic sub-classification of Northern Italo-Romance, but resemble some of the core characteristics of the putative Rhaeto-Romance language family. This analysis of Lamonat and Frignanese reveals that their conservative traits more closely relate to Rhaeto-Romance. The synchronic evidence from the two peripheral NIDs hence supports the argument against the unity and autonomy of Rhaeto-Romance as a language family, whereby the linguistic traits that distinguish Rhaeto-Romance within Northern Italo-Romance consist of shared retentions rather than shared innovations, which were once common to virtually all NIDs. In this light, Rhaeto-Romance can be regarded as an array of conservative Gallo-Italic varieties. The paper concludes with a discussion of the geo-sociolinguistic properties of the two peripheral dialect areas under investigation that lead to a conservative linguistic behaviour within the Lamonat and Frignanese speech communities. Given the relatively similar historical and geo-political background of these speech communities, we attempt the formulation of a geo-sociolinguistic model of linguistic innovation diffusion that captures the conservative behaviour of Lamonat and Frignanese. We propose that those dialect areas that, in Bartoli’s (1945) geo-spatial linguistic typology, are both “lateral” and “isolated” deflect linguistic innovations. This proposal must be interpreted within a more general “gravity” and “wave” sociolinguistic model of diffusion of linguistic innovations, whereby “lateral” and “isolated” dialect areas give rise to a mechanism that we call “the pond rock effect” and that renders such dialect areas resistant to language change.

Variously intended as a field of study, a paradigm, and/or a method of literary criticism, World Literature has in the last two decades become a central subject in literary studies. The current debate around World Literature is certainly central to the present and the future of the discipline of Comparative Literature. At the same time, as I show in this paper, a redefinition of World Literature, which would include a deeper understanding of both its risks and its potential benefits, can push us towards a revision of the canon(s) of our national literary traditions. Moving from Tim Park’s assertion that the popularity of Elena Ferrante’s “dull global novel” would contribute to obscuring more deserving authors – among whom he cites Natalia Ginzburg – this paper argues that Ferrante’s literary success could, on the contrary, pave the way for a rediscovery of past writers within the Italian literary tradition. Through a comparison of Ferrante’s L’Amica Geniale and Ginzburg’s La Strada che Va in Città, the article shows how both works are, in Pheng Cheah’s terms, “literature that worlds and makes a world”, insofar as they foreground a world that is open and unstable, crucially caught between tradition and modernity, as well as the local and the global. Ultimately, both works call for a conception of World Literature that does not need to imply the loss of the local, but that can rather promote what Florian Mussgnug calls “responsible and responsive local sensitivity”.

Living on the streets is a global public health problem that is institutionalized in different local contexts. After the coronavirus disease of 2019 (COVID-19) pandemic was declared in the Autonomous City of Buenos Aires (CABA), the care coverage for Persons Experiencing Homelessness (PEH) was reduced to a few social and community organizations. This paper presents the preliminary results of participatory research using a network research design. We worked with referents from community organizations and PEH, combining synchronous and asynchronous actions through digital media and face-to-face strategies. The COVID-19 pandemic scenario generates challenges for interventions with PEH by revaluating narratives of risk. The relationship between self-care and collective care is problematized in the responses generated by civil society to ensure continuity of care in this socio-health emergency.

In December 2014, Russian President Vladimir Putin signed the Osnovy gosudarstvennoi kul’turnoi politiki (Fundamentals of State Cultural Policy), which emphasizes the preservation of and promotion of Russian culture as essential for a unified and powerful country. A key means for implementing the Osnovy gosudarstvennoi kul’turnoi politiki appears in the efforts to construct a new history curriculum designed to correct alleged historical distortions and to produce a unified historical narrative. Selected textbooks from the publisher Prosveshchenie (Enlightenment) serve as the sources used to investigate this construction of a standard historical account. In particular, this paper will stress that the use of specific words or phrases as well as the very similar recounting of historical events across different class levels (aged 15–17) reveals the development of a single historical narrative for major occurrences in the twentieth and twenty-first centuries. Among the events chosen are ones that have caused particular concern to Russian leaders, including Russia’s actions in the First World War; the conclusion of the Molotov–Ribbentrop Pact; the initial days of the Great Patriotic War; the growth of communism in Eastern Europe; and the recent incorporation of the Crimean Peninsula into the Russian Federation. Ultimately, this paper will argue that an approved historical narrative aims to form patriotic students, the New Russian Citizens, who have immense pride in their heritage and who consequently will develop unwavering support for a strong Russia on the global stage.

Ten-year plans to end homelessness have become common in communities across Canada, yet homelessness persists. This study brings together experts in the field of homelessness to gain insight into whether homelessness can be ended and what steps need to be taken to accomplish this. Twenty-six Canadian homelessness researchers participated in video-recorded structured interviews in the summer of 2021. They were asked whether, and how, homelessness could be ended in Canada. Interviews were transcribed and analyzed for recurring themes. There was widespread agreement across the participants that homelessness could be ended in Canada by focusing on four distinct yet related areas. First, all levels of government must be held accountable for policy decisions they make, and they must learn from other countries, such as Finland, where social welfare policies are more robustly integrated. Second, Canada must continue to implement policies and laws that prioritize housing as a human right rather than a commodity. Third, there is a need for individualized choice-based supports, following the principles of Housing First, which emphasize community integration. Finally, preventive measures must be prioritized with a focus on improved systems alignment and discharge planning between institutions. This paper does not offer a blueprint for change, recognizing the extent of public and social policies, tax restructuring, and ideological shifts that will need to occur. Rather, it provides a thoughtful reflection from researchers on where we as a nation should focus our attention if we want to end homelessness in Canada.

While the right to housing is a fundamental right per article 25 of the 1948 Universal Declaration of Human Rights, ‘homelessness’ is still generally a Western concept and not comprehensively recognized or addressed as a social issue in many countries, including many within the Middle East and North Africa. This paper looked at the literature on homelessness in the Middle East and North Africa (MENA) region to document the meaning and scope of homelessness within this region. After identifying and screening the relevant articles, 103 eligible articles were included in the final data synthesis stage. What we have learned from the review is organized in three categories: 1) conceptualizations of homelessness, 2) proposed responses to homelessness, and 3) research gaps. Studies addressing homelessness experienced by women, elderly, and family were underrepresented or did not exist. Homelessness among children dominates the literature in this review with 62% studies investigated the issue of homelessness in childhood. In a way, children are prioritized yet their adult relatives are often left invisible. Responding to the issue of homelessness on a global scale first involves having effective definitions that both properly enumerate and contextualize the issue. Without establishing a comprehensive definition of homelessness, efforts to address housing precarity can be ineffective.

Postposition of the subject has been widely explored in the French language but only rarely in relation to the oral medium. It is strongly associated with written discourse of a more formal variety. Through an analysis of a corpus of oral narratives, this paper analyses postposition of the subject in contemporary French syntax and its relationship to questions of medium, register and genre. The paper explores the extent to which postposition occurs in the oral medium, incorporating findings from conversational narratives, traditional stories and contemporary storytelling. It analyses the typology of the most frequent types of example, the reasons why these types of postposition might occur in the discourse in question, and the extent to which questions of medium, register and genre play a role. The paper also discusses the implications for the future of this structure in oral varieties of French.

Under what conditions will the public accept homeless-serving housing and social service facilities in their neighborhood? In this paper, we answer this question through a basic descriptive statistical analysis of a brief survey (respondent n=251) and a thematic analysis of seven focus groups with residents of San Diego, California (participant n=34). We find that although residents were not categorically opposed to such facilities, their support was contingent on a particular approach to addressing homelessness, often rooted in misperceptions of the causes of homelessness. Participants classified people experiencing homelessness (PEH) into “deserving” and “undeserving” groups based on these perceptions. Attitudes towards homeless-serving facilities were also shaped by a belief that what is needed most are services such as substance abuse treatment, mental health services, or job training; they focused less on the need to house people who are currently unsheltered. Study participants also took a paternalistic approach to policy design, focusing on rules and regulations to force PEH to make “good” decisions. Participants recognized homelessness as a pressing social problem and were willing to consider homeless-serving facilities in their community. However, their attitudes and beliefs limited which facilities they would support, and under what circumstances.

For people experiencing homelessness, the ability to move between and within communities is an important aspect of achieving stability and improving overall well-being. However, people experiencing homelessness are often transportation disadvantaged, which creates barriers to health management, housing, employment, and social service connections. This paper draws on qualitative interviews with frontline homeless service providers (N=21) in a large, geographically diverse region of New York State to explore the impact of transportation disadvantage on mobility, service use, and exiting homelessness. Findings center on how the housing process often necessitates significant mobility (e.g., moving between communities or counties) and how a lack of transportation access limits the mobility necessary for gaining stability. The findings illustrate the insurmountable nature of transportation disadvantage in many communities and how this disadvantage continues and even worsens once a person is housed. Implications for practice, policy, and research are discussed.

Homelessness is a serious public health concern with devastating consequences for health and wellbeing of homeless people. Visible signs of homelessness often appear in the form of encampments or tent cities. Such sites often raise controversies about public health and safety without attention to the structural, systemic and individual factors that contribute to their existence, including deficits in basic determinants of health and a failure to protect human rights to housing. The purpose of this paper is to explore the conditions that contribute to homeless encampments and ongoing issues of precarity, and right to housing from the perspective of residents of one encampment. The data set was comprised of 47 affidavits taken from 33 people from one tent city in Victoria, British Columbia (BC) in anticipation of legal action to remove residents and their belongings in 2016. We used Braun and Clarke’s (2006) approach to thematic analysis to identify, analyze and report patterns within the data. Residents spoke to systemic failures within the homeless sector itself as a factor in decisions to live in an encampment. Participants highlighted the challenges of ‘being chained to a backpack’ with nowhere to go and the impact of bylaws and policing on their health and well being. They acknowledged that while living in an encampment is a last resort it is often a better option than the streets or shelters with the benefits of a community, albeit a forced one with ongoing precarity. Public health responses to encampments should focus on centring human rights to adequate housing including self-determination and access to determinants of health. Such responses are aligned with public health commitments to health equity and social justice and require public health infrastructure.

This paper asks two questions: How has the Covid-19 pandemic been experienced by people seeking asylum who are subjected to United Kingdom (UK) State designed-in destitution? And what might be the alternatives to State produced destitution? To answer these questions, we draw on two case studies from Glasgow, a city unique in the UK for its long history of asylum dispersal and its deeply embedded ecology of third-sector support and asylum advocacy work. We argue that to understand the segregatory power of dispersal and tiered welfare provision as forms of violent migration governance, centring the racialised logics at play is imperative. This provides the framework for developing anti-racist approaches to supporting people made homeless through destitution by design. Using case studies, we explore how the UK Government’s use of ‘emergency hotel accommodation’ for people seeking asylum who are already homeless or are at risk of homelessness, are becoming normalised strategies of containment for racialised others and an extension of the distributed violence of dispersal accommodation that long pre-dates the pandemic. We offer an alternative advocacy-led and rights-based approach to secure refuge for people made homeless by the State.

In this paper, I offer a unique lens through which to theorize neoliberal governance from the perspective of the politics of space and everyday surveillance in Akash Sadan, a Delhi homeless shelter. Drawing from interview data and over two years of ethnographic research with children (boys and girls), their families, and civil society and state representatives, I bring theories of homelessness, surveillance, and spatialized control as they connect to scholarship on governance, regulation, and stigmatization into conversation with Miraftab’s (2004) framework on the mutually constitutive concepts of “invited” and “invented” spaces of participation. Extending this framework, I conceptualize the Aakash Sadan shelter as an “invited,” state-sanctioned space supported by a state-legitimized non- governmental organization (NGO). I argue that regulatory power operates through spatial territorialism and stigmatized surveillance exercised by an NGO primarily in league with the state. This stigmatization is inseparable from the community’s historically enforced precarity and state-induced dispossession. The empirical case of the Aakash Sadan shelter thus demonstrates how the convergence of these spatial features in a state-sanctioned community can leave residents with reduced access to basic and urgently needed services, heightening experiences of poverty and precarity.

During the second half of the twentieth-century, Mexican fictions operated under a revisionist historical logic that employed national spaces to allegorize the relationship between the individual, society and the nation. Countering this trend, since the mid-nineties, Mexican literature has witnessed a departure from an interest in collectivizing discourses of identity, displaying instead a growing faith in individualism as a means to resist state-driven cultural visions. To analyze this emphasis in individual personal emergence, this paper proposes a comparative reading of subject-formation in Álvaro Enrigue's Vidas perpendiculares (2008), and in José Emilio Pacheco’s canonical novella Las batallas en el desierto (1981). The publication of Vidas and Las batallas coincides with two moments of crisis and transformation in Mexico. Consequently, these novels of formation reflect the reconceptualization of the multiple relations between individuals, communities, and the state prompted by such changes. These coming-of-age fictions use the personal recollections of their protagonists to articulate the narration of their characters’ emergence into adulthood. Vidas and Las batallas present two highly divergent visions of the subject and her or his relationship to the social body, where in the case of Vidas the individual takes primacy over the community. Following Ulrich Beck’s insights regarding individualization in industrial societies, and informed by theories of memory and nostalgia, this study explores how literary understandings of identity have transformed to reflect the experience of late modernity in Mexico. This paper argues that in recent Mexican fiction history is spatialized as a way of examining individual subjectivity outside the framework that views history in literature as a discourse directly linked to collective, often national, identity.

My paper will examine figure of the Jesuit in nineteenth-century literature, a theme which evolves from my thesis on the image of Catholicism. The nineteenth century is of special interest in conjunction with the study of Russian attitudes to religion since it was a crucial time in the formation of Russian national identity. My paper will begin by outlining who the Jesuits are and what role they play in world history. Then I will briefly summarise the influence of the Jesuits on Russian history and how this may have affected how they were viewed in literature. I will then use some examples from some well-known texts and analyse how the Jesuit appears as a character in Russian plays and novels of this period. Starting with Pushkin’s drama about the Time of Troubles Boris Godunov and comparing this with Khomiakov’s drama, Dmitriii Samozvanets, I will outline how the Jesuit appears as Machiavellian schemer. Next I will discuss the 1840s and 1850s and the Jesuit polemics with Slavophile thinkers. Lastly, I will look at some examples from Dostoevskii’s Idiot and Tolstoi’s Voina i Mir and discuss the portrayal of Jesuits as eloquent speakers who were attempting to convert Russians. I will argue that although Jesuits are often neglected as minor characters in Russian literature, examining this theme can inform us about how Russian national identity was being formulated, and Russian writer’s response to how they felt Russian religious identity was being challenged.

A focus on access to mental health care is critical for beneficent and just care of individuals experiencing homelessness. The delivery of this care is strengthened through building longitudinal relationships between clinicians and persons experiencing homelessness—relationships that are best understood, perhaps, through the lens of attachment theory. In this paper, we look at the prevalence of mental illness among individuals experiencing homelessness and the history of deinstitutionalization of the mentally ill. We then evaluate how three modern-day interventions—street medicine, community health clinics, and supportive housing programs—play integral roles in providing mental health care and constructing a trusting relationship. We conclude with a call for increased funding to support the expansion of these essential mental health care interventions, especially in the aftermath of COVID-19.

The definition of homelessness and the policies responding to it differ from society to society, as does understanding a state of being "homeless", all of which are socially constructed. Because in Japan today homelessness is perceived only as a situation of sleeping on the street, the prevalence is perceived as low. However, this definition is narrow compared to what, for example, FEANTSA has proposed in Europe. Therefore, Japanese policy and policy makers need to shift to be congruent with international standards. To begin this shift we need to understand how the "narrow" perception of homelessness in Japan has been constructed. Therefore, in this paper a historical review is provided starting on the premise of the "loss of home" of Japanese society after World War II, the rapid increase of "visible homelessness" since the 1990s, the enactment of formal homelessness law, and rising "visible homelessness". More recently there is also expanded interest in "invisible homelessness" due to current homelessness research. The issue of lack of a public housing allowance and limited public housing is explored connected to an absence of housing policy. Finally, the Covid-19 pandemic has increased anxiety about the loss of homes and there is a need to shift homelessness measures into housing policy.

This paper explores how to best identify clients for housing services based on their homeless shelter access patterns. We utilize the number of shelter stays and episodes of shelter use for a client within a specified time window. Thresholds are then applied to these values to determine if that individual is a good candidate for housing support. Using new housing referral impact metrics, we explore a range of threshold and time window values to determine which combination both maximizes impact and identifies good candidates for housing as soon as possible. New insights are also provided regarding the characteristics of the “under-the-radar” client group who are typically not identified for housing support.

This paper aims to demonstrate the efficacy of a five-level homelessness prevention typology, encompassing universal, targeted, crisis, emergency, and recovery categories. We argue that this typology can be deployed to illuminate key comparisons in homelessness prevention policy and practice between different jurisdictions and over time. Meanwhile, it avoids the confusions and overlaps that occur in extant categorisations. Using the UK jurisdictions as an empirical testbed for this analytical framework, four key lessons emerge which we contend have resonance across much of the global north. First, though there is growing evidence of the importance of both universal prevention measures (particularly the delivery of affordable housing and poverty reduction), and targeted preventative interventions (focused on high risk groups and transitions), practical action on both fronts has been deeply deficient to date. Second, and more encouragingly, there is a nascent shift in homelessness practice from an overwhelming focus on basic, emergency interventions, towards more upstream attempts to avert the kind of crisis situations that can lead to homelessness arising in the first place. Third, and also welcome, is a trend within recovery interventions from treatment-led to more housing-led models, albeit that this shift has been frustratingly slow to materialise in many countries. Fourth, across all of these categories of homelessness prevention, there remain substantial evidence gaps, especially outside of the US.

The Tōhoku Pacific Coast earthquake on 11 March 2011 severely disrupted transport networks, suddenly jeopardising a large part of Japan, and prompting authorities to take fast action. Refugees and inhabitants of the affected areas were forced to adapt their transport needs. This unprecedented situation laid bare the need for a more resilient Japanese transportation infrastructure in order to significantly improve physical and social reconstruction capacity during an emergency situation. This paper analyses the damage and impact of the disaster on transport and its energy infrastructure, reviews the measures adopted, and assesses past and acquired resilience.

In 1957, Japan launched its first experimental nuclear reactor, the JRR-1, in Tōkaimura (Ibaraki). The bedrock of the Japanese nuclear industry, it introduced the famed BWR technology—also used in the Fukushima Daiichi nuclear power plant—and the training of the future workers of a flourishing industry. Based on the premise that the Fukushima accident was in part caused by the nuclear village—a system created with the commissioning of JRR-1 reactor in Tōkaimura—this paper analyses how the national newspapers covered the launch of the first Japanese reactor, and how the remaining media records suggest that the Fukushima nuclear accident falls within the continuity of earlier policies.

The accident at the Fukushima Daiichi Nuclear Power Station resulted in 170,000 evacuees, and 10 years on their number still exceeds 40,000. The Japanese government set the standards of compensation that it ordered TEPCO to pay evacuees. However, many evacuees are dissatisfied with the compensation amount and by the absence of a government apology, with some 15,000 people filing 28 lawsuits against TEPCO and the government. Based on the statements submitted to the court and on our questionnaires, this paper seeks to establish a “life document” of 171 evacuees from 54 households who filed a complaint with the Kyoto District Court.

Itō Toyō (born in 1941) is in the vanguard of a professional lineage that includes numerous eminent architects from the Heisei era. This paper focuses on that era to draw attention to the continuities observed in the way several generations of architects represent their work, and therefore how they design them. By contemplating their drawings and models, we can identify how they apprehend the definition of the borders of space in ways that are unique to their time. Transmission through the graphic medium provides a singular reading of the legacies at play and at times reveals unexpected elements of permanency in the formal topologies of works.

This paper presents a bottom-up approach to building a comprehensive infrastructure for the analysis of user-generated content for several South Slavic languages (Slovene, Croatian, Serbian). The goal of this collaboration was to leverage the available knowhow and language similarity in order to provide language resources and tools for the study of netspeak for all three languages in parallel and with minimal resources. We demonstrate the usefulness of the developed infrastructure for a corpus-based, comparative sociolinguistic investigation of language attitudes by Slovenian, Croatian, and Serbian Twitter users, who have witnessed a rapid codification divergence and reinforcement of national languages after the dissolution of Yugoslavia in the early 1990s.

The proposed paper discusses how the relationships between the researchers and the ‘field’ in social sciences have been transformed during the last decades. It explores the concept of the ‘public engagement’, its ethical and conceptual boundaries, and the criteria of its ‘successfulness’ – in relation to the academic research, researchers, and the local communities where the research is conducted.

This paper argues for a place for linguistics within the UK Modern Languages curriculum as part of a more pluralistic approach to languages study. Based on an intervention involving over 300 A-level students of French, German and Spanish, we demonstrate: 1) that it is feasible and appropriate to include linguistics topics on the A-level Modern Foreign Languages (MFL) curriculum; 2) that many of these topics are inherently interesting for A-level language students; and 3) that pupils report increased confidence in their language skills after having been exposed to a short linguistics course (four hours). In light of our further finding that there is already considerable untapped scope for linguistics within the current formal framework of the A-level MFL qualification, we recommend that linguistics topics should be included in MFL A-levels as a matter of priority. This is the case not least because linguistics has the potential to attract new pupils to the study of MFL, while also providing a crucial bridge between language skills and cultural content, which are so often kept apart in existing MFL curricula. Lastly, we argue that the introduction of linguistics into languages teaching raises awareness of the harmfulness of deeply entrenched prescriptive and standard-language-ideological beliefs in schools, and this will lead to a more inclusive discipline.

In the Meiji 20s (1887–1896), the political development of an “Edo style” came about as a form of resistance to Europeanisation policies and reflected a desire to preserve national characteristics. Although the phenomenon has been analysed in studies of Japanese nation-state building, in which Edo culture created unique “Japanese traditions” and thus united the country as a nation-state, its commercialisation has not been fully explored. This paper thus examines the mechanisms and impact of the Mitsukoshi-led commercialisation of this “Edo style” from the late Meiji period to the Taishō period (early 20th century). More specifically, it focuses on the boom in Genroku patterns after the Russo-Japanese War (1904–1905) and popularity of the Edo style in Taishō daily life and culture.

This paper analyses the relationship between convenience stores (konbini) and individualisation in contemporary Japanese society. As a retail form, konbini provide convenience in the form of a time and space which not only their goods, but also their organization type and information technologies make possible. They thus give birth to a new style of consumption, networked consumption. Social life that has “individuals” as its main unit will expand by relying on the “consumption networks” formed by konbini. We point out that the circulation of individuals and networks produced by these modern Japanese convenience stores defines the outer edges and interior of the society called Japanese, by referring to the two “outsides” of America and Asia.

Many European companies adapted and distributed Japanese cultural products for young French audiences long before Japanese government institutions promoted “Cool Japan” as a policy targeting the growth of cultural industries. They used different strategies depending on market developments and public reactions. This paper adopts a historical perspective to detail these different approaches to making manga and anime suitable for the French market, with a focus on translation and marketing policies.

This article adopts a competence-based approach to legal education in order to examine how innovative legal training can be developed in Japan using moot courts, legal clinics and project-based learning frameworks. While in practice few law professors consider the need to target specific professional abilities in their teaching, this paper examines the possibility of creating an overarching competency framework to support contemporary legal education. In contrast to the “laundry lists” sometimes mentioned in the existing literature, such a framework could build on the distinction between two categories of skills seen in the global context, namely “globalised domestic legal skills” (i.e. skills that appear similar to domestic legal skills but work differently in the global context) and “global legal skills” (i.e. skills that are distinctively global).

This paper aims to explore what impact the changes in Japan’s energy policies have at the local level, focusing in particular on how environmental planning and experimentation affect the structuring of the urban tissue. Using the example of Yokohama, a city with a proactive approach to energy, and its “smart community” project, I will show that local action on energy issues relies not only on incentive measures via energy planning that blends local and national initiatives, but above all on a growing use of experimentation. I will also examine the impact of local energy management systems and question how sustainable they are in an experimental context.

This paper is an extract from Geopolitics of the Visual City (2015), published in Japanese by the sociologist Yoshimi Shunya, in which the author draws on the work of Michel Foucault and Jonathan Crary to explore not how people’s gaze has been reconstructed in modern times, but how the reorganisation, redistribution and disciplining of the gaze fundamentally informs the way modernity is experienced in cities. The aim is to document a veritable epistemological change: namely, that the city has ceased being driven by architectural principles and now conforms to the demands of visual media.

In 2013, with the city’s 2002 urban renaissance policy seemingly having reached its limit, Tokyo won its bid to stage the 2020 Olympics. The city plan was modified, with Olympic clusters replacing the special zones of urban redevelopment. However, the highly selective, centrally concentrated nature of urban renaissance and Olympic infrastructure has created a two-tier city, provoking debate over what David Harvey calls the spatial fix, i.e. the temporary spatial solutions adopted by capitalists to save their assets from a downward spiral in values.This paper will examine the assumed continuity between the 2000s (urban renaissance) and the 2010s (Olympic development) and discuss the pertinence of the term spatial fix in Tokyo. It will formulate the idea of a trend fix to debate the uneven development associated with the Olympics.

Paul Creyssel, Vichy’s high-profile Director of Propaganda between 1 April 1942 and 3 March 1943, then Secretary-General for Propaganda until 13 January 1944, is nowadays an all-but-forgotten figure. Found guilty of undermining national morale at his trial in June 1948 after almost four years in detention awaiting judgement, he thereafter faded from public and historical scrutiny. That shift from prominence to obscurity is the focus of this article. It explores the forgotten Creyssel and argues that history’s amnesia on such a major player of the Vichy regime was what he himself wanted to engineer. In particular, the article examines how, at his trial, Creyssel’s defence was an attempt to reimagine his wartime identity and actions in order to downplay the profile of the man in public memory and record. To develop its line of argument, the article analyses Creyssel’s trial papers ― an archive that historians have generally overlooked ― supplemented with reference to his radio broadcasts, which have never previously been comprehensively examined. It identifies specific points that the defence chose to emphasise or understate, or where it was selective with or distorted the truth, and signposts evidence that was disregarded or manipulated in the account given. However, the importance of the case study of Creyssel stretches beyond the individual, for it opens up another version of wartime France and illuminates broader discussions about how collaborators subsequently explained away their activity. Equally, the article sheds light on notions of memory and forgetting in the context of the French experience of the Second World War and beyond, and so connects to discussions on the writing, and ‘righting’, of narratives of the past. In that light, the article also reflects on how the post-Occupation environment and the shifting context of historical writing contributed to the forgetting of Creyssel. A coda discusses the central place of France’s archival holdings for our continuing investigation of Vichy, and reflects on the potential damage caused by recent state-sponsored restrictions on the consultation of such materials.

This article explores interdisciplinary working in Modern Languages, drawing on recent theoretical reflection on interdisciplinarity and in particular on the notions of ‘integration’ and ‘common ground’. It is based on the experience of interdisciplinary working in a large project entitled ‘Multilingualism. Empowering Individuals, Transforming Societies’ (MEITS), one of the Open World Research Initiative projects, led by Wendy Ayres-Bennett (Principal Investigator) and funded by the Arts and Humanities Research Council. After a discussion of interdisciplinary theory and a brief outline of the project and its research questions, the core of the paper explores the process of interdisciplinary research. This involves consideration of how a large research team, with disciplinary perspectives that range from entirely qualitative to strongly quantitative, can approach core concepts in a way that seeks common ground and attempts to build an integrated response to the project’s overarching research questions. The article includes discussion of challenges and tensions as well as benefits. The paper explores both ‘official’ historical attempts to counter Lost Cause narratives of the former Confederacy, but also the moves towards re-memorialization in the form of statue removal as well as sites that bring forth what has been lost or excluded in Lost Cause accounts. It thus analyses the post-Reconstruction memorialization of Confederate soldiers via monuments throughout the former Confederacy, on the one hand, and the more recent moves (as seen in the National Memorial for Peace and Justice in Montgomery) to document and commemorate the waves of lynchings which occurred during the same period of time (~1880s–1920s) in many of the same areas of the US South.

Since 1983, following the restoration of democracy, Argentina has stood out for its transnational justice policies: it put the military juntas on trial; its National Commission on the Disappearance of Persons investigated the crimes of the dictatorship and, together with its Never Again report, became a model for numerous subsequent truth commissions; it passed reparation laws for the victims, built memory sites, and its new constitution placed international human rights laws above national legislation. More recently, after taking office in 2015, liberal president Mauricio Macri modified the Supreme Court, which then handed down rulings that introduced key philosophical changes in the way abuses were treated. In that framework, this paper will examine four rulings: the “Muiña ruling,” which released an agent of the dictatorship by commuting his sentence based on a law that holds that each year served without a conviction counts as two and which had been repealed when he was arrested; the “Fontevechia ruling,” which rejected the primacy of international human rights treaties over domestic legislation; the “Alespeiti ruling”, which granted house arrest for health reasons to an agent of the dictatorship; and the “Villamil ruling”, which found that the state’s obligation to repair victims was subject to a statute of limitations. The analysis of these rulings will reveal the instrumental use of human rights by the Court, its countering of the cosmopolitan philosophy behind the country’s transnational justice policies, and its alignment with the Macri administration’s rejection of the particular status of crimes against humanity. These cases reveal that the discussion of the international human rights paradigm goes beyond certain populist governments. It is a broader challenge: what is under discussion is the universal nature of human rights and the status of the international system that protects them.

The Republic of Austria emerged as one of the new states from the rubble of the Habsburg Empire after the First World War. Delegates from German-speaking provinces of the former Empire gathered in Vienna in October 1918 to discuss statehood. Whilst early debates focused on “German Austria” as a nation in its own right, the idea of an “Anschluss” with Germany gained ground, and soon became the prevailing political concept. Nonetheless, the State Treaty of St. Germain (1919) prohibited Austria any political association with Germany, which forced Austrians to discourse about national identity, a struggle that lasted until well after the Second World War and is still ongoing in the Austrian political far-right. Against this backdrop, Austrians embarked on an epic debate about a “national” museum as early as 1919. Recent Austrian history has since seen numerous debates about the appropriate way of visually representing national identity. Contentious issues include(d) inter alia the home-grown Austrian variation of Fascism 1934–1938, involvement in Nazi crimes, the lenient post-war treatment of Nazi perpetrators, issues pertaining to ethnic minorities, and questions of compensation and restitution for victims of National Socialism. Exactly 99 years after the idea of a “History Chamber” surfaced, the first national museum covering contemporary Austrian history opened in November 2018. Regrettably, the debate restarted just a few days ahead of the grand opening at a hastily arranged press conference, in which the Minister of Culture outlined a new concept for the museum. Claudia Leeb (Washington State University) explains these ongoing heated debates about the museum with defense mechanisms pertaining to Austria’s Nazi-past, resulting in the continuing inability of contemporary Austrian society to live up to guilt and to come to terms with its past. One of the major “defense fighters” is the Freedom Party (FPO), a right-wing populist party that briefly joined the Austrian government in 2017–2018 and strictly opposes taking any responsibility for Austria’s Nazi past. This paper addresses Austria’s ‘coming to terms with her past’ in the wake of the rise of populist nationalism and examines the possible future of the Austrian culture of remembrance, particularly with regard to the fledgling Museum of Contemporary Austrian History.

On 1 August 2017 Santiago Maldonado, a young artisan and tattoo artist, vanished in the midst of a crackdown by the national Gendarmerie on a Mapuche community in the south of Argentina. Soon after, his disappearance became a theme of national anguish and debate. While seemingly quite different from forced disappearances carried out during the last civil-military dictatorship in Argentina (1976-1983) this case has been inscribed in the ongoing debate about the possibilities and implications of coming to terms with the past. In this paper I explore the different social, political and legal processes that followed in the wake of Maldonado’s disappearance. Through the case, I consider the power of human rights discourse in the country as well as the rise and institutionalization of an alternative narrative advanced by the right-leaning political elite. Ultimately, I show that the assumptions underlying transitional justice mechanisms, specifically, the possibility of handling the past to such an extent that it can be “put behind” and “overcome” are flawed.

Much of the contemporary crisis in coming to terms with the past may have digital origins. We can see this crisis as engineered or assembled through a new series of historical actors: memes and posts on social media and, behind them, the work of trolls and paid influencers. These actors do not travel with first-person accounts of events so much as accumulate in the digital ephemera of daily lives and are then archived as the currency of digital capitalism, saved in individual online albums, on smart phones and then republished elsewhere. Their circulation and accumulation can be strategically directed by political actors who seek to overturn established historical consensus. Tracing the trajectory of memes featuring the Philippines’ President Duterte, this paper explores how digital objects have contributed to attempts to rework the history of the Martial Law era.

Commentators have wrongly assumed that the operations and outcomes of South Africa’s Truth and Reconciliation Commission (TRC) reflected the intentions of the African National Congress (ANC) government that instigated it. In line with its agenda of substantive social history, the ANC intended to establish a new Gramscian ‘common sense’ of anti-colonialism and self-determination to drive anti-apartheid transformation. As part of its additional aim for an institutional intervention, the ANC sought to renovate the inherited technology of the colonial commission of inquiry itself. As the paper shows, these aims were overturned through the superimposition of ‘transitional justice’ within the workings of the TRC and the TRC’s ‘Final Report’. The continuing implications of this abduction are addressed in closing.

This article examines the work of contemporary German-Jewish writer Sasha Marianna Salzmann through the framework of Deleuze and Guattari’s notion of minority. Focusing on Salzmann’s debut novel 'Außer Sich', I investigate how the text complicates ideas of familial, national, linguistic and gendered belonging, which results in a fundamental deconstruction of the very concept and possibility of belonging. I argue that the framework provided by Deleuze and Guattari needs to be extended in Salzmann’s case, by bringing it together with Judith Butler’s thoughts on the “ec-static” character of the self and interpersonal relationships. Based on Butler’s notion of ec-stasy, I demonstrate how Salzmann’s text develops an innovative politics and poetics of non-belonging, which connects their writing with a broader “postmigrant” trajectory. Apart from helping us question facile conceptions of belonging, Salzmann’s work thus also enables us to shift our current understanding of the cultural location of German-Jewish writing.
