A conference paper about the author's insights on the 2007 British Education Leadership, Management and Administration Society (BELMAS) national conference is presented. Discussion and analysis of various data including authorship pattern, type of paper, and topics addressed are provided. The author believes that the 2007 conference has encouraged and facilitated intellectual exchanges and has enabled the organizers to identify areas for improvement.

The article presents an overview of discussions held at the SEN (Special Education Needs) Policy Research Forum held February 7, 2013 at the NCB (National Children's Bureau) charity's headquarters in London, England. Particular attention is given to reaction from a paper read by Penny Richardson on educational accountability standards under Great Britain's SEND (special education needs and disabilities) legislation, covering the role of local authorities (LA) and parental involvement.

In the cold war, the United Kingdom government devised a number of public education campaigns to inform citizens about the precautions that they should undertake in the event of a nuclear attack. One such campaign, Protect and Survive, was released to the general public and media in May 1980. The negative publicity this publication received is considered to be a reason why a successor publication was never released despite the increased risk of nuclear attack. Using recently released records from the UK National Archives the paper considers that, aside from this explanation, interlocking institutional objectives, rather than simply inertia, provide an explanation for this hiatus. Young people whose behaviour does not conform to our expectations of how pupils should behave within an educational context have had a variety of labels attached to them including: Social, Emotional and Behavioural Difficulties (SEBD), and Attention Deficit Hyperactivity Disorder (ADHD). The employment of such labels will shape how the young person is perceived by the adults surrounding them. This will not only have an impact on the relationships that are developed between the pupil and the educator but also how the young people see themselves in terms of their own identity. This paper seeks to give voice and explore the position of young people within the confines of their educational experiences. The paper draws on 13 in-depth case studies to reflect on how young people experience the SEBD labels attached to them by others and what pupils consider to be the main antecedents leading them to display behaviour which is deemed unacceptable in the classroom. The paper highlights the importance of providing opportunities for young people to have their voice heard to fill the gap between professional perceptions and those of the pupil. In order to truly understand why young people display behaviour that is considered difficult and how they experience the labels we attach to them we have to speak to young people themselves. This paper examines the continuity and changes in Clarke’s ideas about the State and community in education, especially in relation to a rapidly changing political situation in England in the 1930s and 1940s. His ideas evolved in the intellectual context of British idealism. Moreover, in response to the threat to democracy arising from Fascism or Totalitarianism, the distinction between the State and community was a key theme in Clarke’s ideals of liberal democracy. In this paper, I argue for the development of geographies of 'alternative' education. In light of growing geographical interest in education, I argue for a focus on sites that explicitly offer non-mainstream, non-state-sanctioned forms of learning in contexts where it is assumed that children will go to school. I exemplify my discussion through interviews with 30 UK-based homeschooling families. In seeking to advance geographical research on education, I make three key contributions. First, I exemplify how focusing on learning itself - and not just spatial contexts for learning - uncovers how spatial experiences and discourses are key to the constitution of alternative educational practices like homeschooling. Second, I consider the multiple and contradictory ways in which homeschooling constituted an 'alternative' educational space, discuss whether and how geographers should seek to affirm (all) such spaces and attend to some of the potential political/moral dilemmas that are provoked by the place of emotion in homeschoolers' accounts. This paper examines changing policy orientations to widening participation through college-based higher education in England. After more than 30 years of increasing and diversifying participation in higher education (HE) in a wide range of countries, such policy goals are coming under increasing scrutiny in countries such as the United States and the United Kingdom, in an age defined by austerity in public spending. The paper focuses on England, as an example of opening up access in one country, with parallels internationally such as the American Graduation Initiative in the United States. In England such policies have changed the landscape of higher education, with claims that college-based HE plays a distinctive role. The paper reviews the nature of the ‘distinctiveness’ of college-based HE, including what students report about their experience of moving into this form of higher education during the 2000s. The paper highlights the challenges under current conditions, for creating a distinctive and valued college-based higher education pathway that opens up opportunities for underserved and disadvantaged groups. Purpose - The purpose of this paper is to consider the extent to which recent changes in the UK's higher education sector are likely to increase the level of competition and change the behaviour of UK higher education institutions. Design/methodology/approach - The paper draws on a conceptual framework developed to understand competitive conditions and behaviours in order to provide an analytical device to guide the narrative of the paper. The paper draws on a number of national and international sources. Findings - It is likely that competition between UK higher education institutions will intensify in the future especially in light of the introduction of student tuition fees and this will lead to further changes in behaviour. This paper adds to a growing body of literature which views global citizenship education as part of a broader social and cultural process of subjectivity production. Rather than focus on global citizenship in relation to pedagogy or curriculum content, as much of the previous research literature has done, this paper examines it in relation to the practice of travel. Drawing on data generated in ethnographic fieldwork in two UK schools, the paper explores the way in which the young people in these settings used travel to position themselves as successful, mobile, global citizen subjects. The paper argues that these subjectivities were negotiated as part of a dynamic process: one which took place across multiple spaces, in a myriad of different relationships, and in the deployment of a number of different power relations. The notion that future performance can be affected by information about previous performance is often expressed in terms of ‘closing the gap’. Feedback has long been recognised as a mechanism through which teaching and learning may be influenced. The current wave of support in the United Kingdom for assessmentforlearning echoes these sentiments. This paper examines the feedback strategies employed by two experienced literacy practitioners in England. Using data gathered from field observations, interviews and documentary sources, the paper presents evidence of espoused practice associated with feedback, demonstrating that whilst teachers may claim that they make effective use of some feedback strategies to support pupils’ learning and motivation, that this is not supported by empirical data. The paper also identifies that whilst some teachers aim to mark every piece of pupils’ written work for perceived motivational benefits; such a strategy can undermine pupils’ intrinsic motivation and lead to a culture of over-dependency, whereby the locus of control with regard to feedback lies solely with the teacher. Community-based interventions have long been seen as mechanisms via which to target marginalised youth in relation to personal development. Research surrounding such interventions has often highlighted the promotion of a range of pro-social behaviours and attributes which, in turn, facilitate an increased sense of social inclusion. This paper seeks to build upon and extend this literature by adopting the concept of social capital to infer how participation in sport and performing arts programmes may enable marginalised youth to access wider support networks. Drawing upon qualitative findings from a small-scale study of one community-based intervention located in the UK, the paper explores broader notions of personal development in relation to educational and employment pathways whilst at the same time developing understandings of the processes through which such programmes might support social inclusion and social mobility. The paper concludes that when marginalised young people are presented with the opportunity to generate positive interpersonal relationships built upon trust, recognition and acceptance, there is clear potential for community-based activity interventions to act as a form of education to enhance employability and incubate social mobility through the accrual of social capital. The article discusses the latest White Paper "Choice and Diversity--A New Framework for Schools." It aims to complete the transformation of the organization of education which the Great Britain Secretary of State's predecessors began ten years ago and to create an evolutionary framework for the funding of schools in the future. The paper contains both an underlying philosophy and a framework for this evolution. The philosophy is summed up in five interrelated themes, quality, diversity, parental choice, accountability and autonomy.

This paper is set against a backdrop of contemporary concerns about Britishness. It explores the dominant view that unprecedented levels of cultural diversity within western contexts such as the UK are undermining social cohesion and are attributable to minority groups' failure to connect or assimilate with mainstream 'British' (read White Anglo) culture. The paper focuses on how these issues play out for several of the key teachers at 'Hamilton Court', a large English comprehensive multicultural school. Despite the school being a socially cohesive space, these teachers were concerned with students' lack of affiliation with 'British' culture. The paper examines these concerns through critical lenses that problematise reductionist and racialised understandings of Britishness and assumptions that associate an affiliation with Britishness with generating social cohesion. The General Certificate of Education (GCE) A* grade was first awarded to students in 2010. It was introduced to assist higher education institutions in differentiating between the highest performing students and to promote and reward greater stretch and challenge. This paper, based on a synthesis of key policy documents, an analysis of quantitative data and a review of existing research, provides an analysis of the GCE A* grade. The paper begins by introducing the historical and political context that led to the introduction of the A* grade, drawing together policy documents and research carried out by the awarding bodies. The paper then presents an analysis of 2011 A-level data, considering the characteristics of students who achieve the grade and addressing concerns around equality and fairness. A further line of evidence concerns public confidence in the new grade, especially in relation to whether it is fulfilling its purposes. The paper concludes by identifying a number of policy lessons for the future of the GCE A* grade. Forthcoming reforms to the A-level will necessitate a reappraisal of the way A* is calculated: this paper will be a useful source of evidence with which to consider the issues. This paper revisits the liberal studies movement, a significant feature of the English further education (FE) sector from the 1950s until the beginning of the 1980s. Its central argument is that liberal and general studies (LS/GS) and similar provision offered a vehicle where, at least in some circumstances, certain politically-motivated FE teachers were able to engage in forms of mutual, dialogic teaching and learning which can be conceptualised as critical pedagogy—or at least as close to critical pedagogy as can be achieved within the formal education system in a nation such as England. The paper draws on interviews with former FE lecturers who taught various forms of liberal studies to vocational students in FE colleges across England during the 1960s, 1970s, and 1980s. Whilst it is recognised that LS/GS was always contested terrain, data presented in this paper provide evidence to suggest that the spirit of critical pedagogy existed amongst a certain strand within the liberal studies movement, at least for a time—even if not all learners wished to be emancipated by their studies. Early in its period of office the new United Kingdom coalition government produced an Education White Paper containing potentially devastating news for higher education training institutions in England and Wales. Drawing on research papers and policy documents, this article takes an historic approach to map the changing face of teacher training over the past 30 years. A variety of approaches to the training of teachers are examined in terms of the partnership arrangements each model espouses and the training approaches that each locality arrangement represents. A small-scale research project maps early responses from higher education institutions as they consider the implications of new policies. Finally, a future scenario where higher education institutions struggle for survival as meaningful providers of teacher education is postulated. [ABSTRACT FROM AUTHOR]

This paper establishes and explains the important role of the Conservative Government of 1959–1964 in supporting the raising of the school leaving age in Britain from the age of 15 to 16. This was a significant and high-profile national issue that generated much educational, social and political debate around conflicting priorities during this period, and was emphasized in both the Crowther Report of 1959 and the Newsom Report of 1963. The Treasury was strongly opposed to the proposal due to its high financial cost. There was a large element of electoral opportunism involved in the Conservative Government’s approval of raising the school leaving age (ROSLA), announced in January 1964, but it also highlighted deeper complexities and reservations in Conservative attitudes to ROSLA as well as a long-term ambition to consolidate education as a Conservative issue. This paper critically analyses a nationwide school-building programme in England: Building Schools for the Future (BSF). It is argued that, between 2003 and 2010, the UK Government's policy guidance for BSF represented a (re)turn to utopian discourse in governmental policy-making, mobilised in order to justify a massive programme of new school building in the UK. In doing so, BSF connected with the promise of three further discourses: school(-children), community and architectural practice. It anticipated that new school buildings would instil transformative change-modernising English schooling, combating social exclusion and leaving an architectural 'legacy'. However, it is argued that BSF constituted an allegorical utopia: whilst suggesting a 'radical' vision for schooling and society, its ultimate effect was to preserve a conventional (neo-liberal) model of schooling. The paper highlights the critical role that notions of utopia might have in negotiating-and challenging-promise-laden mega-building policies like BSF. Educational effectiveness research (EER) has made a significant contribution to our understanding of the characteristics and processes associated with more and less effective schools in a diverse range of contexts. However, this remains a contested field of inquiry and has been subjected to significant critique. This paper examines the origins and development of EER and summarises the key critiques and defences of the field during the past 30 years. It then moves on to examine the recent critique of the field by Stephen Gorard in the UK and responds by highlighting statistical errors and simplistic claims made by Gorard about the field's involvement with the development of national value-added systems and interaction with policy-making in his recent papers. This paper takes the form of a discussion document. A number of ideas surrounding the topics of continuing professional development (CPD), performance management (PM) and effective classrooms in secondary schools are outlined. The paper draws on some of the recent literature in these areas and refers to some current trials within a UK-based context. The paper, however, is not presented as a case study nor as a traditional literature review.
