The second cycle of the pulp and paper environmental effects monitoring (EEM) program reported its results on April 1, 2000, and preliminary analysis of the fish survey results have been conducted. The EEM program is a cyclical evaluation of the receiving water impacts associated with the discharge of effluent, consisting of evaluations of fish populations, benthic invertebrate communities, effluent toxicity and other components. This paper represents a summary of the preliminary evaluations of 114 EEM surveys for the fish survey results, as reported by the consulting companies to the mills. Less than 10% of the cases failed to find a statistical difference in the key measurements of gonad size, liver size and condition factor. When effects were seen in a sex of one species, 67% of the time, a similar effect was seen in the opposite sex and when a difference was seen in one sex of one species, 54% of the time, the same difference was seen in the same direction in a second species sampled at that site. This reflects that differences were often consistent between sexes and consistent between species. Results, problems encountered, and lessons learned will be compared for cycle 1 and 2 data, and general response patterns and national trends in reported data will be presented. A summary of research needs is presented, as are recommendations for cycle 3 pulp and paper. New developments in the program reflect some of the adaptations developed for metal mining EEM, including a) setting alpha and beta equal, and its consequences for study design and interpretation, b) discussion of the role of effect size in power analysis and study design, and c) non-lethal sampling protocols for EEM. The objective of the EEM program is to assess effects on fish, fish habitat and the use of fisheries resources by humans, potentially affected by the deposit of mill effluent in aquatic receiving environments. The information provided by the monitoring program will contribute to assessing the adequacy of the regulations. Difficulties encountered in the first round of monitoring led to an extensive science review of key components and resulted in improvement to process, scientific defensibility of the monitoring data and site-specific flexibility of the EEM program. The second cycle of EEM was, overall, markedly more successful than Cycle 1. However, problems were still evident for fish surveys conducted in marine and estuarine environments. The adoption of improved alternative monitoring approaches (e.g., caged bivalves, mesocosms) should alleviate many of these problems. An overview of the EEM program, results to date, alternative monitoring approaches, and research priorities to fill data gaps are presented. Sublethal toxicity tests successfully measured the improved quality of pulp mill effluents from the first cycle of environmental effects monitoring (1992-1996) to the second cycle (1997-2000). Test endpoints showed notable shifts to higher concentrations (less toxic). During the second cycle of monitoring, significantly more tests showed no effect in full-strength effluent. Five case studies were considered as part of this exercise. Most of the improvement came with installation of secondary treatment. Twelve Ontario mills with secondary treatment showed reduced toxicity, compared to results with primary treatment. All 29 sets of sublethal data showed higher IC25s during the second cycle, and 23 of these differences were statistically significant. Any other changes between the two cycles of study caused only marginal overall improvement in toxicity, judging by 12 freshwater mills in British Columbia which had secondary treatment during both cycles. Sublethal tests successfully predicted the zone of potential effect in receiving water, agreeing with effects observed in biological surveys. Overlapping zones from multiple discharges could also be demonstrated. In a situation near Niagara Falls, sublethal tests estimated the proportions of toxic loading that four mills contributed to one water body. The prediction was realistic; the actual toxicity found for a mixed effluent was 57% of that predicted from separate toxicities. Environmental Effects Monitoring (EEM) Programs in Canada have been developed for the pulp and paper and metal mining industries. The EEM Program conducts cyclical evaluations of receiving environments to determine whether effects exist when facilities comply with existing regulations. Investigation of cause (IOC) is a specific stage in the EEM Program that is used after environmental effects in fish and/or benthos have been detected, confirmed and their extent and magnitude have been documented. This paper presents an overview of the processes associated with this phase of monitoring. The objective of an IOC is to obtain sufficient information so that the source of the effect can be identified and removed, or its effects reduced to an acceptable level. The initial direction of an IOC is dependent upon the type of response patterns observed for fish and/or benthos during EEM cycles and extent/magnitude studies. The framework presented in this paper is based on an amalgamation of research projects conducted at Canadian pulp mills over the last decade and selected studies are summarized as examples. It also represents an integration of several research philosophies and scientific disciplines. The framework is based on national response patterns from the second cycle of pulp and paper EEM studies. IOCs are: directed into either an eutrophication-based investigation or a contaminant-based investigation (including metabolic disruption in fish). The framework is constructed with a progression of investigative levels designed to provide mole information on the causative factors. Each of these phases also represents a decision point for stakeholders to determine if sufficient information has been attained about the causal factor(s) and whether the IOC should be concluded. The Canadian federal government instituted an environment effects monitoring (EEM) program for the pulp and paper industry to ensure the long-term integrity of fish populations below the discharge of mill effluents. The program is cyclical in nature (every three to four years) and one of the components of the program is an adult fish survey which monitors wild fish health in the receiving environments. Cycle 1 reports were submitted in April of 1996, and the report for the James Maclaren Inc. mill at Thurso, Quebec, suggested some responses were evident in fish downstream of the mill discharge. However, the receiving environment was subject to inputs from other potential sources or confounding factors such as farm runoff, storm sewers, municipal discharges and upstream paper mills. A review of other Cycle I studies also identified a number of problems encountered during the adult fish surveys. At this time, Maclaren researchers and Environment Canada set up a collaborative research project as part of their Cycle 2 studies at the Thurso site. Objectives of the study included a comparison of Cycle 2 results to their Cycle I studies, an assessment of the potential for the use of forage fish in the EEM program as well as an evaluation of reference site variability in the required EEM fish parameters. Collections in 1997 confirmed an increased male yellow perch liver size downstream of the discharge, but could not confirm reproductive alterations in exposed fish. It was possible to obtain all of the required EEM fish parameters from a small forage fish species such as the johnny darter, which may reduce the influence of fish mobility and other confounding factors on fish responses at some sites. The Canadian environmental effects monitoring (EEM) program is a regulated, cyclical, industry-funded program designed to determine whether receiving water impacts exist when a mill is in compliance with its discharge limits. The results from three cycles of the fish monitoring program (1992 to 2004) are available from over 200 surveys of fish compared between sites located upstream and downstream of pulp and paper mill effluent outfalls. Previous meta-analyses have shown a national average response pattern across cycles characterized by an increase in endpoints measuring energy storage and growth and a decrease in a reproductive endpoint, consistent with a response of nutrient enrichment in combination with some form of metabolic disruption. Although the national average pattern of effects was temporally consistent, there was some variability in the magnitude of effects among cycles. Questions were raised as to whether the intercycle variability was due to changes in effluent quality or due, at least in part, to other factors. The present study compares responses over the first three cycles, and shows that the choice of sentinel species is likely to be a major contributing factor to the variability in observed effects. Subset analyses using studies from mills that used the same sentinel species across cycles reveal fairly uniform responses and little evidence of significant improvements in overall fish health from cycles one to three. However, a meta-analysis using 1991 data collected from 10 mills before the implementation of the EEM program and data from the same mills collected during cycles one to three of the program reveal significantly reduced effects on relative liver weight and potential improvements in other endpoints. The Canadian Environmental Assessment Act (CEAA) defines the federal environmental assessment (EA) process for evaluating the likelihood that development projects (e.g., roads, buildings, factories) will have impacts on the environment. Environmental effects monitoring (EEM) programs for mining and pulp and paper mills under the Federal Fisheries Act, define the process that is to be used to evaluate existing effects caused by liquid effluents discharged by operating facilities. The EA process occurs before a project is approved, and involves predicting whether the project is going to cause significant environmental impacts. The EEM process occurs after a project is operational, and involves determining whether an existing project has had or is continuing to have significant impacts on the environment. Ideally, the processes are complimentary, with the EA process identifying environmental attributes considered important, and the EEM process demonstrating whether predicted or unpredicted impacts occurred. The two processes are usually done in isolation so potential synergies are lost. The point of this manuscript is to justify bridging the two processes. We use the aquatic environment as the example, and briefly describe the EEM process, aquatic environment indicators, experimental designs, and typical environmental thresholds, to illustrate how the EEM and EA processes link. In Canada, there is almost 30 years of experience in developing tiered and triggered adaptive monitoring programs focused on looking at whether environmental concerns remain when pulp and paper mills, or metal mines, are in compliance with their discharge limits. These environmental effects monitoring programs were based on nationally standardized designs. Many of the programs have been developed through multi-stakeholder working groups, and the evolution of the program faced repeated frictions and differing opinions on how to design environmental monitoring programs. This paper describes key guidance to work through the initial steps in program design, and includes scientific advice based on lessons learned from the development of the Canadian aquatic environmental effects monitoring program. The site fidelity of mummichogs (Fundulus heteroclitus) within the upper Miramichi River estuary, New Brunswick, Canada, was investigated to assess the value of using this fish as a sentinel species for monitoring effects of point source anthropogenic effluents such as pulp and paper mill effluent. During the ice-free season (May to November) of 2002, 4123 adult mummichogs (>30 mm TL) were captured, by beach seine and minnow trap, biweekly from four sites within the estuary. Fish were marked intramuscularly using Visible Implant Elastomer (Northwest Marine Technologies, Inc., Shaw Island, Wash., U.S.). Recaptures were made at the marking sites and elsewhere during this period and again during the ice-free sea- son of April to November 2003. A total of 639 (15.5% of those marked) mummichogs were recaptured with 617 (96.6%) found within 200 m of the point of initial release. Twenty-nine of the 617 were recaptured 2 or 3 times at sites of original marking. The remaining 22 recaptured fish moved distances ranging from 600 to 3600 m up- and downstream of initial marking sites. Eighty-two percent of recaptures were made within 12 weeks of the start of marking with the remainder recovered up to 72 weeks later. These findings are consistent with results from studies of mummichog movement in smaller water bodies and other parts of the species' range. With regard to mobility, these results add to the growing body of literature supporting the usefulness of mummichogs as a sentinel species in environmental monitoring programs for point-source impacts in Atlantic Canadian estuaries. In the past decade, a large volume of peer‐reviewed papers has examined the potential impacts of oil and gas resource extraction in the Canadian oil sands (OS). A large proportion focuses on terrestrial biology: wildlife, birds, and vegetation. We provide a qualitative synthesis of the condition of the environment in the oil sands region (OSR) from 2009 to 2020 to identify gaps and progress cumulative effects assessments. Our objectives were to (1) qualitatively synthesize and critically review knowledge from the OSR; (2) identify consistent trends and generalizable conclusions; and (3) pinpoint gaps in need of greater monitoring or research effort. We visualize knowledge and terrestrial monitoring foci by allocating papers to a conceptual model for the OS. Despite a recent increase in publications, focus has remained concentrated on a few key stressors, especially landscape disturbance, and a few taxa of interest. Stressor and response monitoring is well represented, but direct monitoring of pathways (linkages between stressors and responses) is limited. Important knowledge gaps include understanding effects at multiple spatial scales, mammal health effects monitoring, focused monitoring of local resources important to Indigenous communities, and geospatial coverage and availability, including higher attribute resolution in human footprint, comprehensive land cover mapping, and up‐to‐date LiDAR coverage. Causal attribution based on spatial proximity to operations or spatial orientation of monitoring in the region is common but may be limited in the strength of inference that it provides. The desire to document and understand the cumulative implications of oil sands (OS) development in the ambient environment of northeastern Alberta has motivated increased investment and release of information in the past decade. Here, we summarize the knowledge presented in the theme‐based review papers in this special series, including air, surface water, terrestrial biology, and Indigenous community‐based monitoring in order to (1) consolidate knowledge gained to date, (2) highlight key commonalities and gaps, and (3) leverage this knowledge to assess the state of integration in environmental monitoring efforts in the OS region and suggest next steps. Among air, water, and land studies, the individual reviews identified a clear focus on describing stressors, including primarily (1) contaminant emission, transport, transformation, deposition, and exposure, and (2) landscape disturbance. These emphases are generally partitioned by theme; air and water studies focus heavily on chemical stressors, whereas terrestrial monitoring focuses on biological change and landscape disturbance. Causal attribution is often stated as a high priority objective across all themes. However, studies often rely on spatial proximity to attribute cause to industrial activity, leaving causal attribution potentially confounded by spatial covariance of both OS‐ and non‐OS‐related stressors in the region, and by the complexity of interacting pathways between sources of environmental change and ecological receptors. Geospatial and modeling approaches are common across themes and may represent clear integration opportunities, particularly to help inform investigation‐of‐cause, but are not a replacement for robust field monitoring designs. Cumulative effects assessment remains a common focus of regional monitoring, but is limited in the peer‐reviewed literature, potentially reflecting a lack of integration among monitoring efforts beyond narrow integrated interpretations of results. Addressing this requires greater emphasis on a priori integrated data collection and integrated analyses focused on the main residual exposure pathways, such as atmospheric deposition. For many natural resource projects, the impact on Indigenous communities is a primary concern. Therefore, governance arrangements that account for the interests of companies, communities, and government are critical for the project's success. This paper looked at two successful mining projects in northern Canada, McArthur River and Diavik, to examine the governance arrangement that led to mutually beneficial outcomes. Through an analysis of interviews and documents, we assessed both governing institutions and interactions to understand how the respective companies and communities established a high level of trust. In both cases, government took a less prominent role in the management of resources, allowing the Indigenous communities to hold a stronger role in the governance of the resources. Both Indigenous communities, therefore, built partnerships with the company around socio-economic benefits along with environmental monitoring – redefining 'community' in governance arrangements. Community-based monitoring (CBM) is a widely used form of scientific data collection in which local community members directly participate in ecosystem research and also help the process by sharing traditional ecological knowledge and local understanding of land and resources. This paper presents a review of the challenges and opportunities associated with CBM projects in Canada and internationally. While Canadian cases are the primary focus, international examples are drawn on to provide additional context. Based on our review of 121 documents and publications, we found that CBM helps fill science research gaps by providing access to continuous data sets on the ecosystems being studied. CBM also increases the credibility of the data among users, as the community itself takes part in the environmental monitoring process. CBM supports cross-cultural learning and the co-production of knowledge by using traditional ecological knowledge with science, thereby enabling researchers, scientists and community members to learn from one another. Our review suggests that although there are multiple successes, CBM faces several challenges that constrain its progress including funding shortages, lack of support for local stewardship, and inadequate training for local users in the operation of equipment and data collection methods. It highlights the papers presented by breakout groups which focuses on the definition and application of TERA in biomonitoring.

Abstract: The Environmental Effects Monitoring (EEM) Statistical Assessment Tool (SAT) Decision Support System (DSS) has been developed to provide a user-friendly data analysis, display and decision support tool for Canada''s federal environmental effects monitoring program for the pulp and paper and mining industries. The target users include industries, consultants, regional EEM coordinators, National EEM Office and scientists involved in EEM-related research. The tool allows the assessment of the effects of effluent from industrial or other sources on fish and benthic populations. Effect endpoints, which are used as indicators of potentially important effluent effects, are measured at effluent-exposed sites and are compared statistically to measures at reference sites, in order to determine if changes have occurred and the magnitude of the changes. The main driver of the EEM-SAT DSS is its rule-based expert system. The results are used in assessing the adequacy of existing regulations for protecting aquatic environments. The Atlantic Coastal Action Program (ACAP) is a unique, community-based program initiated by Environment Canada in 1991 to help Atlantic Canadians restore and sustain watersheds and adjacent coastal areas. ACAP is the eastem-most Environment Canada Ecosystem Initiative. The ACAP family is currently made up of 14 ecosystem-based organizations in the four Atlantic provinces. Each one of these non-profit organizations operates independently, but is formally linked under the umbrella of ACAP to represent a force stronger than the individual parts. In Environment Canada's experience, the program consistently demonstrates the value of a community-based approach and produces results on an ecosystem basis. This paper will examine some of the impacts of ACAP in terms of economics, credible community science, and environmental results which most often align with Environment Canada's objectives. It will explore the influences of the community-based approach to environmental management on multiple scales (local, regional, etc.). Through examples, the paper will demonstrate the effectiveness of ACAP in influencing some of the policies, programs and attitudes of various levels of government and industry in the region, as well as describe how the community-based model has been exported internationally. Canada's successful space-based earth-observation (EO) radar program has earned widespread and expanding user acceptance following the launch of RADARSAT-1 in 1995. RADARSAT-2, launched in 2007, while providing data continuity for its predecessor's imaging capabilities, added new polarimetric modes. Canada's follow-up program, the RADARSAT Constellation Mission (RCM), launched in 2019, while providing continuity for its two predecessors, includes an innovative suite of polarimetric modes. In an effort to make polarimetry accessible to a wide range of operational users, RCM uses a new method called hybrid compact polarization (HCP). There are two essential elements to this approach: (1) transmit only one polarization, circular; and (2) receive two orthogonal polarizations, for which RCM uses H and V. This configuration overcomes the conventional dual and full polarimetric system limitations, which are lacking enough polarimetric information and having a small swath width, respectively. Thus, HCP data can be considered as dual-pol data, while the resulting polarimetric classifications of features in an observed scene are of comparable accuracy as those derived from the traditional fully polarimetric (FP) approach. At the same time, RCM's HCP methodology is applicable to all imaging modes, including wide swath and ScanSAR, thus overcoming critical limitations of traditional imaging radar polarimetry for operational use. The primary image data products from an HCP radar are different from those of a traditional polarimetric radar. Because the HCP modes transmit circularly polarized signals, the data processing to extract polarimetric information requires different approaches than those used for conventional linearly polarized polarimetric data. Operational users, as well as researchers and students, are most likely to achieve disappointing results if they work with traditional polarimetric processing tools. New tools are required. Existing tutorials, older seminar notes, and reference papers are not sufficient, and if left unrevised, could succeed in discouraging further use of RCM polarimetric data. This paper is designed to provide an initial response to that need. A systematic review of studies that used HCP SAR data for environmental monitoring is also provided. Based on this review, HCP SAR data have been employed in oil spill monitoring, target detection, sea ice monitoring, agriculture, wetland classification, and other land cover applications. This paper reviews briefly the history of Canada's civilian nuclear energy program and the consideration of the problem of long-term disposal of nuclear waste. It shows that, after a period of twenty years of initial official deliberations on this problem, the decision making process foundered in the face of a specific dilemma: how to include, within an integrated assessment framework, both "technical" (expert judgment) and "social" (public acceptability) considerations. It argues that an expanded risk management framework, illustrated below, now provides such a framework: ["Multiple line equation(s) cannot be represented in ASCII text"]. The remainder of the paper reviews and comments on a decision making exercise, carried out in Canada in the year 2004, and using a method known as multiattribute utility analysis (MAU), that provided a new approach to the issue of the management of nuclear waste. Water quality indices (WQIs) have been developed to assess the suitability of water for a variety of uses. These indices reflect the status of water quality in lakes, streams, rivers, and reservoirs. The concept of WQIs is based on a comparison of the concentration of contaminants with the respective environmental standards. The number, frequency, and magnitude by which the environmental standards for specific variables are not met in a given time period are reflected in WQIs. Further, the water quality trend analysis predicts the behavior of the water quality parameters and overall water quality in the time domain. In this paper, the concept of WQI was applied to three selected watersheds of Atlantic region: the Mersey River, the Point Wolfe River, and the Dunk River sites. To have robust study, two different water quality indices are used: Canadian Water Quality Index (CWQI), and British Columbia Water Quality Index (BWQI). The complete study was conducted in two steps. The first step was to organize and process the data into a format compatible with WQI analysis. After processing the input data, the WQI was calculated. The second step outlined in the paper discusses detailed trend analysis using linear and quadratic models for all the three sites. As per the 25 years trend analysis, overall water quality for agriculture use observed an improving trend at all the three sites studied. Water quality for raw water used for drinking (prior to treatment) and aquatic uses has shown improving trend at Point Wolfe River. It is further observed that pH, SO4, and NO3 concentrations are improving at Dunk River, Mersey River, and Point Wolfe River sites. To ascertain the reliability and significance of the trend analysis, a detailed error analysis and parametric significance tests were also conducted It was observed that for most of the sites and water uses quadratic trend models were a better fit than the linear models. For over two decades, municipal climate progress has been inventoried and analysed using a common reporting framework. While useful for highlighting the extent of municipal engagement in greenhouse gas mitigation efforts, we know little about how comprehensive this reporting framework is. Are municipal governments engaging in mitigation activities outside this framework? And what about climate adaptation activity for which no long-standing milestone reporting framework has existed? Based on results from a national survey of municipal governments in Canada, the paper reveals that municipal governments are engaged in many climate activities and processes that common inventories and reporting systems do not capture. The paper argues that these ‘in between activities’ – the not-yet counted climate actions that take place between and outside of milestone initiation and completion – have practical importance for future climate action and theoretical importance by complementing growing evidence about the nature of municipal climate activities and climate governance. The conservation of wild fisheries resources in the face of an ever-increasing world demand for seafood requires the use of a number of management tools, including no-take zones, and gear, species, and temporal restrictions. One way of enforcing some of these regulations is through the use of Vessel Monitoring System (VMS) data that provides enforcement officers with the position of fishing vessels in the management area. The increasing volume of movement data collected using VMS calls for new methods that could help analysts extract useful knowledge from these large data sets. Various approaches have been proposed for visualizing and exploring movement data and detecting patterns within these data, but those approaches have generally not been tested in a real-world context or compared together, making their actual usability and utility unclear. This paper describes, compares, and assesses three such approaches in the context of fisheries enforcement: an existing system used for fisheries enforcement operations in Canada (VUE), a novel Hybrid Spatio-temporal Filtering (HSF) system developed by the authors, and an automated Behavioural Change Point Analysis (BCPA) system. A field trial was conducted with experienced fisheries enforcement officers to compare and contrast the benefits and drawbacks of the three approaches. While all three presented advantages and disadvantages, the interactivity of VUE and HSF were identified as desirable features, as they provide analysts with more control over the data, while allowing flexible data exploration. BCPA, while providing an automated approach to the data analysis, was pointed out as being too much of a 'black box', causing unease among the experts who require a level of transparency similar to that of legally admissible evidence. In the end, the experts suggested that the best approach would be to merge the analytical power of their existing VUE system with the exploratory power of the HSF system. This study provides insight into the value of using interactive mapping and filtering approaches in support of data analysis in the context of fisheries enforcement. [ABSTRACT FROM AUTHOR]

The aviation industry has faced significant economic and environmental challenges over the past 20 years. Increased public concern regarding protection of the environment from the impacts of transportation has prompted governments to seek voluntary and regulatory measures to manage the various modes of transportation. Canada, as a global partner, has responded to the challenges of airport environmental management with a balanced approach between voluntary and regulatory measures. Through the development of environmental management plans and procedures, airports and carriers have been able to reduce negative impacts on air, water and soil and respond to challenges concerning aircraft de-icing fluids, greenhouse gases (GHGs) and other air emissions. This paper provides an overview of environmental issues facing the Canadian Government and aviation industry, management procedures utilised to manage these issues, and environmental management challenges of the future. It will focus on examples of a water quality issue through the management of de-icing fluids. Great concern has been raised with respect to the 13 traplines that constitute the traditional territory of the Ouje-Bougoumou Cree located in the James Bay region of northern Quebec, Canada, with respect to mine wastes originating from three local mines. As a result, an “Integrative Risk Assessment” was initiated consisting of three interrelated components: a comprehensive human health study, an assessment of the existing ecological/environmental database, and a land use/potential sites of concern study. In this paper, we document past and present land use in the traditional territory of the Ouje-Bougoumou Cree for 72 heads of households, including 13 tallymen, and use a Geographic Information System (GIS) to layer harvest/hunting and gathering/collecting data over known mining areas and potential sites of concern. In this way, potential receptors of contamination and routes of human exposure were identified. Areas of overlap with respect to land use activity and mining operations were relatively extensive for certain harvesting activities (e.g., beaver, Castor canadensis and various species of game birds), less so for fish harvesting (all species) and water collection, and relatively restrictive for large mammal harvesting and collection of firewood (and other collection activities). Potential receptors of contaminants associated with mining activity (e.g., fish and small mammals) and potential routes of exposure (e.g., ingestion of contaminated game and drinking of contaminated water) were identified. Through a qualitative case study, this paper describes the everyday experience of conflict as a serious impact of noxious facilities. It describes intra-community conflict over two existing waste facilities (a regional landfill and a low-level hazardous waste facility) in Ryley, Alberta, Canada. Twenty-seven in-depth face-to-face interviews and one focus group reveal deep conflict presented as frustration, anger, social isolation and strained social relations between locals who ‘support’ the facilities as a means of bolstering the local economy and those who do not (mainly long-time resident farmers). Although the type of hazard exposure (i.e. existing facilities) is important for explaining why conflict developed and became entrenched, it is argued that the nature of community, and in particular differences in ways of life, are also critical determinants. The findings are compared to theory and other case studies concerning why social conflict develops over technological hazards. Implications for environmental impact assessment and environmental appeals are discussed, as well as compensation as one avenue for equitably reducing conflict. [ABSTRACT FROM AUTHOR]

This paper provides a comparison of ecosystem management (EM) to the traditional regulatory management approach and outlines the characteristics of EM from a policy perspective, defining the conditions under which this management tool can be successfully implemented. Ecosystem management is a collaborative and integrative tool focused on balancing societal needs, economic growth, and environmental protection to ensure the long-term ecological integrity of a particular ecosystem. The characteristics of this particular tool include: (1) its holistic approach to environmental problems; (2) its integration of values (economic, social, and environmental) through a collaborative, multi-partner, decision making structure; (3) its reliance on science to guide decisions and set boundaries; and (4) its ability to learn from the implementation of decisions (adaptive management). If sustainable development of Canadian waters is to be achieved, a realistic and manageable framework is required for assessing cumulative effects. The objective of this paper is to describe an approach for aquatic cumulative effects assessment that was developed under the Northern Rivers Ecosystem Initiative. The approach is based on a review of existing monitoring practices in Canada and the presence of existing thresholds for aquatic ecosystem health assessments. It suggests that a sustainable framework is possible for cumulative effects assessment of Canadian waters that would result in integration of national indicators of aquatic health, integration of national initiatives (e.g., water quality index, environmental effects monitoring), and provide an avenue where long-term monitoring programs could be integrated with baseline and follow-up monitoring conducted under the environmental assessment process. The water resources of Canada are today, and have always been, of major importance to the welfare of Canadians. Throughout most of Canada's history, these resources have been viewed within a supply–management framework and, frequently, exploited through the construction of ‘megaprojects’, often with little or no concern for issues such as environmental harm and social and community disruption. As in many parts of the world, those most affected by such large-scale water resource developments have been aboriginals (in Canada, ‘First Nations’ peoples). Although the issues of environmental, social and economic damage to First Nations as a result of water megaprojects have been investigated, little has been written about the impact of such projects – especially dam construction – on the loss of sense of place of deracinated peoples. This paper investigates one example of such loss of sense of place, that of the Cheslatta T’En forcibly removed from their ancestral lands in the 1950s so as to allow for the construction of a private hydroelectric dam by the Aluminum Company of Canada (Alcan). Environmental benchmarks are widely used in Canadian environmental assessment as a standard against which to monitor air or water quality in response to human activities in the environment. Recent work in Canada has developed the concept of ecological benchmarks as a complement to environmental benchmarks. However, implementation of ecological benchmarks may be challenging. This paper presents an analogy between ecological benchmarks and the more commonly used environmental benchmarks, as an attempt to increase understanding and use of ecological benchmarks in resource management, assessment, and monitoring. Ecological benchmarks, and their corresponding indicators, will be challenging to identify and use. However, through the use of the principles of adaptive management, effective ecological indicators and benchmarks can be established. Although it is essential that ecological benchmarks are site-specific, the analogy and general principles outlined here are applicable to assessment and monitoring in any part of the world. The Great Lakes Water Quality Agreement stipulates that the Governments of Canada and the United States are responsible for restoring and maintaining the chemical, physical and biological integrity of the waters of the Great Lakes Basin Ecosystem. Due to varying mandates and areas of expertise, monitoring to assess progress towards this objective is conducted by a multitude of Canadian and U.S. federal and provincial/state agencies, in cooperation with academia and regional authorities. This paper highlights selected long-term monitoring programs and discusses a number of documented ecological changes that indicate the present state of the open and nearshore waters of the Great Lakes. Polybrominated diphenyl ethers (PBDEs) have been reported in air, surface waters, suspended sediments, soil, sediment, fish, marine mammals, and bird eggs throughout Canada, from the St. Lawrence Estuary to the Strait of Georgia and the northernmost reaches of the Canadian Arctic. Canadian scientists have detected the presence of PBDEs in breast milk in every Canadian province. In fact, recent data on temporal trends strongly suggests that the concentrations of PBDEs are on the rise in the Canadian environment. These findings are similar to those reported in other nordic countries, and have prompted several countries to implement environmental monitoring programs. Among the key challenges currently facing Canada and other countries concerns how best to measure these chemicals in different matrices. In this paper, several analytical methods cited in the scientific literature for determining PBDE concentrations in different abiotic and biological matrices are reviewed. The critical criteria required for accurate determination of PBDEs in complex environmental matrices are discussed, including instrument sensitivity, reliability, potential interference's and the need for specialized instrumentation for the determination of compounds up to 975 Daltons. While a single analytical method that meets these and other criteria has not yet been perfected by scientists, GC/HRMS-based methods amenable to isotope dilution techniques warrant further refinement, and likely represent the best tools for future environmental monitoring programs. The paper describes the Ecological Monitoring and Assessment Network's (EMAN) operational and program response to certain challenges of environmental monitoring in Canada, in particular, efforts to improve the ability of the network to deliver relevant information to decision makers. In addition to its familiar roles, environmental monitoring should deliver feedback to society on environmental changes associated with development patterns, trends, processes and interventions. In order for such feedback to be effective, it must be relevant, timely, useful and accessible: all characteristics that are defined by the user, not the provider. Demand driven environmental monitoring is explored through EMAN's experiences with Canada's Biosphere Reserves, the NatureWatch Program and the Canadian Community Monitoring Network. ABSTRACT Aim To develop the first national databases on land use and agricultural land use intensity in Canada for a wide variety of environmental monitoring applications. Location Canada. Methods In this paper, we describe a new system for the construction of both land use and land use intensity (within agricultural regions) called LUCIA (land use and cover with intensity of agriculture). Our methodology combines the highly detailed Canadian Census of Agriculture and recent growing season composites derived from the SPOT4/VEGETATION sensor. Census data are of much coarser resolution than the remotely sensed data but, by removing non-agricultural pixels from each census sampling area, we were able to refine the census data sufficiently to allow their use as ground truth data in some areas. The ‘refined’ census data were then used in the final step of an unsupervised classification of the remotely sensed data. Results and main conclusions The results of the land use classification are generally consistent with the input census data, indicating that the LUCIA output reflects actual land use trends as determined by national census information. Land use intensity, defined as the principal component of census variables that relate to agricultural inputs and outputs (e.g. chemical inputs, fertilizer inputs and manure outputs), is highest in the periphery of the great plains region of central Canada but is also very high in southern Ontario and Québec. Industrial control charts are used in manufacturing to quickly and robustly indicate the status of production and to prompt any necessary corrective actions. The library of tools available for these tasks has grown over time and many have been used in other disciplines with similar objectives, including environmental monitoring. While the utility of control charts in environmental monitoring has been recognized, and the tools have already been used in many individual studies, they may be underutilized in some types of programs. For example, control charts may be especially useful for reporting and evaluating data from regional surveillance monitoring programs, but they are not yet routinely used. The purpose of this study was to promote the use of control charts in regional environmental monitoring by surveying the literature for control charting techniques suitable for the various types of data available from large programs measuring multiple indicators at multiple locations across various physical environments. Example datasets were obtained for Canada's Oil Sands Region, including water quality, air quality, facility production and performance, and bird communities, and were analyzed using univariate (e.g., x-bar) and multivariate (e.g., Hotelling's T2) control charts. The control charts indicated multiple instances of unexpected observations and highlighted subtle patterns in all of the example data. While control charts are not uniquely able to identify potentially relevant patterns in data and can be challenging to apply in some monitoring analyses, this work emphasizes the broad utility of the tools for straightforwardly presenting the results from standardized and routine surveillance monitoring. Soil contains a diverse fauna and microflora that are vital for maintaining healthy soils and their various ecosystem services. Oribatid mites are typically highly abundant arthropods in the soil and are used as indicators for environmental monitoring. The aim of this study was to determine oribatid mite community response to natural land cover, anthropogenic disturbance, space, and climate in the oil sands region of Alberta, Canada. Our results found that oribatid mite total abundance was significantly reduced by mining, cultivation, and well sites. Species richness was significantly reduced by mining and cultivation. Shannon's diversity index was significantly higher for all natural land cover types, seismic lines, and forest harvest. Additionally, species diversity was lower under the relative influence of energy-related soft linear disturbances than for naturally vegetated sites and forest harvesting, and was lowered further by anthropogenic disturbances with more impact on soil integrity (cultivation, mines, urban/industrial, road/trail verges, well sites). Abundance, richness, and diversity also increased with increased frost free period and with eastward longitude. Mite community composition included a notable composition difference between lowland habitats and upland forest types, and between natural land cover and intense anthropogenic disturbance types (e.g., mines, cultivation). Our study highlighted oribatid mite communities' response to natural land cover, anthropogenic disturbance and spatial–climatic factors assessed over broad spatial scales and the potential utility of oribatid mites as ecosystem health indicators under multiple ecological drivers. Introduction: Occupational exposure to antineoplastic drugs can lead to long-term adverse effects on workers' health. Environmental monitoring is conducted once a year, as part of a Canadian monitoring program. The objective was to describe contamination with 11 antineoplastic drugs measured on surfaces. Methods: Six standardized sites in oncology pharmacy and six in outpatient clinic were sampled in each hospital. Samples were analyzed by ultra-performance liquid chromatography coupled with tandem mass spectrometry (non-platinum drugs) and by inductively coupled plasma mass spectrometry (platinum-based drugs). The limits of detection (in ng/cm2) were: 0.0006 for cyclophosphamide; 0.001 for docetaxel; 0.04 for 5-fluorouracil; 0.0004 for gemcitabine; 0.0007 for irinotecan; 0.0009 for methotrexate; 0.004 for paclitaxel, 0.009 for vinorelbine, 0.02 for doxorubicine, 0.0037 for etoposide and 0.004 for the platinum. Sub-analyses were done with a Kolmogorov-Smirnov test Results: 122 Canadian hospitals participated. Cyclophosphamide (451/1412, 32% of positive samples, 90th percentile of concentration 0.0160 ng/cm2) and gemcitabine (320/1412, 23%, 0.0036 ng/cm2) were most frequently measured on surfaces. The surfaces most frequently contaminated with at least one drug were the front grille inside the biological safety cabinet (97/121, 80%) and the armrest of patient treatment chair (92/118, 78%).The distribution of cyclophosphamide concentration was higher for centers that prepared ≥ 5000 antineoplastic drug preparations/year (p < 0.0001). Conclusions: This monitoring program allowed centers to benchmark their contamination with pragmatic contamination thresholds derived from the Canadian 90th percentiles. Nationally representative human biomonitoring data on persistent organic pollutants (POPs) including organochlorine pesticides (OCs), polychlorinated biphenyls (PCBs) brominated flame retardants (BFRs) and perfluoroalkyl substances (PFASs) are available through the Canadian Health Measures Survey (CHMS). We have used a systematic approach building on the reference interval concept proposed by the International Federation of Clinical Chemistry and Laboratory Medicine and the International Union of Pure and Applied Chemistry to derive human biomonitoring reference values (RV95s) for selected POPs in blood plasma in the general Canadian population. Biomarkers were chosen based on specific selection criteria including their detection in most Canadians (>66% detection rate). Age and sex were evaluated as possible partitioning criteria and separate RV95s were derived for the sub-populations in cases where partitioning was deemed necessary. RV95s for OCs, PCBs, and BFRs were derived both on a whole weight of blood plasma and on a lipid weight adjusted basis whereas they were derived only on a whole weight basis for PFASs. RV95s ranged from 0.018μg/L (PCB 201) to 21μg/L (perfluorooctane sulfonate) and from 3.1μg/kg lipid (PCB 201) to 1400μg/kg lipid (p,p'-DDE). The 22 RV95s reported in this paper represent the first set of reference values for POPs in the Canadian general population against which individual and population human biomonitoring data may be compared. The environmental radiation exposure in Canada has been monitored since 2002 by Health Canada's Fixed Point Surveillance network. The network consists of over eighty 7.6 cm × 7.6 cm sodium iodide spectrometers, and routinely reports to the public the environmental gamma radiation level throughout Canada. This paper describes the latest dose calibrations to air kerma and ambient dose equivalent for the future upgraded network. The calibration curves were developed using Monte Carlo techniques and further optimized via experiments in various reference fields. The dose calibration was validated over a wide range of gamma energy, dose measurement range, and angle of incidence under laboratory conditions. In environmental monitoring situations, the angular distribution of radiation exposure was analytically calculated by assuming a semi-infinite plume source, semi-infinite planar source, and infinite volume sources for the respective exposure scenarios of radioactive plume, ground contamination, and soil source. By coupling the resultant radiation angular distribution with detector's angular variation on dose response, the overall accuracy of dose measurement in each of these environmental scenarios was estimated. The accuracy is expected to be within ±3.7% for plume radiation, −5.6% for 137Cs ground contamination, and 0% to −17.1% for soil radioactive sources. The under-estimation for soil sources is mainly caused by absorption of radiation in the electronic system underneath the crystal. • The detectors of Health Canada's Fixed Point Surveillance network were calibrated to air kerma and ambient dose equivalent. • Dose calibration was based on Monte Carlo method and validated with empirical data. • The linearity, energy dependence and angular dependence of dose measurement were checked under laboratory conditions. • The overall accuracy of dose measurement was estimated in a few environmental monitoring scenarios. • The conformity of dose calibration to international standards on the dose response and accuracy was reviewed. In 2016, the Anguniaqvia niqiqyuam Marine Protected Area (ANMPA) became the second marine protected area designated in Canada's Arctic under the Oceans Act. The ANMPA encompasses marine habitat on the western shores of Darnley Bay near the community of Paulatuk, NT, in the Inuvialuit Settlement Region. Ecological indicators to evaluate the status of the conservation objectives were selected by an expert panel, guided by the latest scientific knowledge for the area, and community priorities provided by the ANMPA Working Group. A three-tiered indicator concept was developed to ensure sufficient data are collected to link potential changes in valued upper-trophic level animals and their habitats to the drivers of change: (a) five indicators are recommended to provide background environmental context required to interpret change in biological indicators, (b) 11 indicators are recommended to monitor biological and food web integrity directly linked to the conservation objectives, and (c) two indicators are recommended to monitor current pressures and threats to the biological system, acknowledging that re-evaluation will be necessary on a regular basis. Information currently available to support each indicator is summarized, and key monitoring strategies and measurement parameters are proposed. Appendix C provides a summary table of recommended measurement parameters and considerations. In some cases, accessing data/information collected at a spatial scale larger than the ANMPA will be vital to increase the reach and contextual value of monitoring data. Most of the indicators can be monitored by community-based monitoring programs, a combination of inshore and offshore sampling, remote sensing, and/or partnering with established research and harvest monitoring programs to optimize the efficiency of data collection. In some cases, follow-on analyses of existing samples and data are required to establish baseline conditions. The information provided herein is an update to science advice previously provided by Fisheries and Oceans Canada, and is intended to support the development of an ecological monitoring plan for the ANMPA through the ANMPA Working Group, Western Arctic MPA Steering Committee, and other relevant partner forums. Abstract: This paper describes an algorithm that has been developed to process field data from two upward looking sonars, one high (546kHz) and one low (235kHz) frequency, a 2MHz current profiler and a monitoring station, to measure surface ice characteristics on the North Saskatchewan River in the north east of Edmonton, AB, Canada, during the 2009/2010 freeze-up season. The algorithm used to calculate pans/rafts drafts and lengths, and the surface ice concentration is described. The validity and the accuracy of this technique were tested and computed surface ice conditions are presented. For the purpose of examining the effects of hydro-meteorological conditions on measured pan characteristics, the freeze-up period was divided into three distinct stages depending on the measured surface ice concentration. Pan/raft drafts were found to range from 0.1 to 1.0m and pan/raft lengths from 0.6 to 8.0m. The sonar proved to be very accurate in detecting the exact surface ice conditions locally above the sonar beam. However, interpretation of the results can sometimes be challenging, especially when physical processes such as bridging affect local ice conditions. Therefore, additional visual observations (e.g. time lapse photography) of surface ice conditions are recommended to aid in the interpretation of sonar measurements. [Copyright &y& Elsevier]

The concept of strategic environmental assessment (SEA) has received considerable attention in recent years; however, the focus has been on the pre-decision stages of policies, plans and programs with much less attention to post-decision follow-up and monitoring. In those instances where SEA followup has been addressed, it has been done so much more from a conceptual than a practical perspective. As a result, the principles and concept of SEA follow-up are moving forward but we know little of the practice itself. This paper explores the practice and utility of SEA follow-up for twenty-year forest management planning and assessment in Saskatchewan, Canada. To do this, we develop and implement an analytical framework consisting of the necessary strategic, design and procedural, and institutional principles to enable 'good' SEA follow-up. The scientific community, forest managers, environmental organizations, carbon-offset trading systems and policy-makers require tools to account for forest carbon stocks and carbon stock changes. In this paper we describe updates to the Carbon Budget Model of the Canadian Forest Sector (CBM-CFS3) implemented over the past years. This model of carbon-dynamics implements a Tier 3 approach of the Intergovernmental Panel on Climate Change (IPCC) Good Practice Guidance for reporting on carbon stocks and carbon stock changes resulting from Land Use, Land-use Change and Forestry (LULUCF). The CBM-CFS3 is a generic modelling framework that can be applied at the stand, landscape and national levels. The model provides a spatially referenced, hierarchical system for integrating datasets originating from different forest inventory and monitoring programs and includes a structure that allows for tracking of land areas by different land-use and land-use change classes. Ecosystem pools in CBM-CFS3 can be easily mapped to IPCC-defined pools and validated against field measurements. The model uses sophisticated algorithms for converting volume to biomass and explicitly simulates individual annual disturbance events (natural and anthropogenic). Several important scientific updates have been made to improve the representation of ecosystem structure and processes from previous versions of CBM-CFS. Marine birds are sensitive indicators of the condition of marine ecosystems in the Arctic, partly because they feed at the top of the arctic food chain. The Northern Ecosystem Initiative (NEI) recently supported four separate studies that investigated aspects of Arctic marine bird science which simultaneously addressed goals of the NEI to better understand northern ecosystems and their response to environmental stressors. The projects used both scientific and traditional knowledge to examine the relationship between sea-ice, contaminants, and the ecology of marine birds, and to transfer environmental knowledge to students. Results from these investigations confirm that changes are occurring in Arctic environments, and that these are captured through marine bird research. Collectively these studies provided new data that supported NEI objectives of monitoring the health of the Arctic ecosystem, and contributed to Canada's international obligations for Arctic science. To ensure science better informs the decision-making process, researchers and policy/program managers need to understand and respect each other's way of working, culture and operational timelines. However, there is little practical guidance on how this should be done and even less documented experience with specific mechanisms that better link these two groups. The published literature on information transfer has largely emphasized the dissemination of standard packages of information to ill-defined constituencies whose needs for scientific information are not well understood. Environment Canada's National Water Research Institute, on behalf of the Canadian Council of Ministers of the Environment, led a series of “Linking Water Science to Policy Workshops” as one such mechanism by which recent science could be delivered to practitioners, and practitioners could identify their research needs to scientists and research managers. There is a pressing need to explore and share experiences using creative mechanisms for sustained dialogue and networking between scientists and policy and program managers. The lessons learned from the workshop series and the need for science to continually inform the decision-making process has particular relevance for Canada's Ecosystem Initiatives given their integrated, place-based focus on long-term restoration and protection, and the challenge of continually changing ecosystems. Abstract: Recent trends in environmental assessment theory and practice indicate a growing concern with collaboration and learning. Although there are few examples of the institutional, organizational, and socio-political forms and processes required to foster this collaboration and learning, the establishment of an environmental planning, management, and assessment regime in Canada''s Northwest Territories offers useful insights. Consequently, this paper identifies and examines the institutional, organizational, and socio-political conditions that have encouraged more collaborative forms of environmental assessment practice in the Northwest Territories. Key issues highlighted include: (1) the development of decentralized regulatory organizations more responsive to changing circumstances; (2) strategies for more effective communication and participation of community interests; (3) efforts to build a collaborative vision of economic and social development through region-specific land use plans; (4) the integration of knowledge frameworks; and (5) a concern with the capacity required to encourage effective intervention in the assessment process.
