This paper estimates the impact of the different proximity dimensions on the subsequent innovation performance of firms which received radical knowledge spillovers. The analysis for the case of biotechnology small- and medium-sized firms (SMEs) in Germany is based on a dataset covering the period from 1998 to 2017. Results indicate the positive impact of social and organizational proximity on the innovation performance of radical knowledge recipients. Geographical proximity has a negative impact, whereas for cognitive proximity a U-shaped relation is observed. The paper contributes to the innovation economics and economic geography literature by underlining the peculiarities of the effectiveness of radical knowledge spillovers. This paper analyses the effects that mobility restrictions during the COVID-19 pandemic have had on different types of co-presence, which the existing literature considers to be central for science and innovation. Drawing on a regional analysis of COVID-19 restrictions in Germany, it links specific mobility restrictions to concrete impacts on co-presence, differentiating between co-presence in organizations, dynamic temporary co-presence, and the local 'buzz'. It highlights that co-presence at workplaces and conferences was resilient to restrictions but that the detrimental effects on the 'local buzz' may have been substantial and long-lasting. In conclusion, it cautions against the severe effects of placing restrictions on the education system. Subsequently, the discussion links the reported disruptions of co-presence to the potential effects of the pandemic on preconditions for innovative processes and economic recovery. The decarbonizing the heat sector is a major challenge in the energy transition in Germany and elsewhere. District heating systems could play an important role in this context. However, the diffusion of the technology in Germany has been very slow. The paper presents a comprehensive analysis of the technological innovation system (TIS) to enhance understandings of the impediments to the diffusion of non-urban district heating systems. Due to its strong local context dependence, district heating can be understood as a configurational technology, and the TIS in which it is embedded as a configurational TIS. The paper contributes to the literature by developing policy suggestions that could lead to an acceleration of the diffusion of locally context-dependent technologies. The author recommends that policymaking in configurational TIS should aim at designing smart innovation system structures that can manage a high level of context specificity and facilitate vertical and horizontal knowledge exchange. Little is known about how, and through which characteristics, CEO effects DUI mode innovation activities in SMEs. Thus, we connect the DUI mode concept with business management research and use data from 40 qualitative interviews in German non-R&D-based, but innovative SMEs. Applying the upper echelon concept as an analytical framework our results show that the CEO acts as an important moderator and mediator between DUI learning mechanism and innovation performance. In particular CEO's values and cognitive base may help to increase innovation activities of the employees. Our paper is the first that empirically applies CEO's psychological attributes of the upper-echelons concept to DUI innovations in non-R&D SMEs. We have developed a new version of the upper echelons model as well as hypotheses gained from the qualitative data analysis that are ready to be tested with quantitative procedures to improve the upper echelons theory concerning DUI-led innovation processes in SMEs. Recently, challenge-oriented innovation policy has become increasingly popular in political and scientific discussions. However, the extent to which such a challenge-based thinking has entered regional policy making is relatively unclear. This paper examines the scope of the regional level in promoting challenge-based innovation, focusing on the recent renewable energy innovation policy in Schleswig-Holstein, Germany. The results show that while regional innovation policy in Schleswig-Holstein aims to address several structural and transformational systemic failures, many other problems and challenges remain, as they are beyond the capacity of a single region to address. Based on this analysis, we draw four conclusions. First, similar to many other structurally weak regions, policymakers in Schleswig-Holstein are struggling with some of the same key challenges that the policy was originally designed to address. Second, multi-scalar governance and inter-scalar coordination are essential for managing regional sustainability transitions. Third, challenge-driven innovation policy is an extension of, rather than a replacement for, conventional regional innovation policy. Innovation activities of firms tend to be highly persistent. Yet, little is still known about potential spatial contingencies affecting the degree of persistence. This paper analyses the influence of local knowledge spillovers on firms' persistence in innovation activities. Using a representative panel data set of firms in Germany from 2002 to 2016, complemented by detailed geographic information of patent activity over discrete distances to proxy local knowledge spillovers, we find that the local patenting activity positively moderates persistency in innovation activities. Estimations with different distance bands show that the strength of knowledge spillovers that contribute to innovation persistence attenuates with increasing distance and vanishes beyond 30 kilometres in manufacturing and beyond 20 kilometres in services. This paper presents a study on remote learning of primary school children during the first school closures that were imposed in Germany in response to the COVID-19 pandemic in spring 2020. Data were collected at a primary school covering learners from age 6-12 and include a comprehensive survey amongst parents (n=69) as well as interviews with learners (n=17). Employing a mixed-methods approach, we first analyse the parent-survey's quantitative dataset. The analyses demonstrate that using modern technology for teaching and for communication between teachers and learners positively impact learners' motivation and well-being. Multivariate statistics show that teacher-learner contact frequency as well as teaching-learning transparency are predictive towards learner well-being. The subsequent analysis of interview data helps to gain a more nuanced picture on learners' experiences and well-being. Analyses show that learners experience multifaceted worries and concerns, and that one of the most substantial challenges of remote learning lies in a perceived change of teacher expectations. Based on the analyses of both datasets, it is argued that the contact frequency and quality, the proficient use of up-to-date technology, as well as transparency of teachers' expectations positively influence learners' well-being, and that thus, contact quality and transparency can counteract children's worries and concerns. Due to the greater involvement of users and the co-creation of ideas with suppliers or other firms, innovation processes are increasingly based upon combinatorial knowledge. Thus, innovation is not restricted to research-and-development-driven, science-based knowledge, but is also the result of experiences and creative thinking. This has consequences for regional innovation policies because each knowledge type differs regarding policy requirements. Contributing to the under-researched topic of the barriers of combinatorial knowledge dynamics in practice, the aim of this paper was to guide government policies in transferring theoretical insights into a contemporary, place-based policy approach. In accordance with the knowledge base approach this paper clearly distinguishes between analytical knowledge, synthetic knowledge and symbolic knowledge. The analysis consists of in-depth interviews, conducted in two case-study regions in Germany. This paper deduces several local factors that have hampered combinatorial knowledge dynamics, and identifies obstacles that can only be overcome at the federal state or national levels. This paper explores the strategic goals behind actors' involvement in emerging technological innovation systems (TISs) for sustainable technologies and the way they contribute to the development of the TIS functions. Based on six expert interviews with firms within the biorefinery sector in Germany, we observe four different strategic goals driving firm-actors' involvement: (1) exploiting new markets and businesses, (2) learning about the potential of new markets and businesses, (3) developing new technologies and (4) building up new market applications. We also differentiate between three firm-actor types: (1) a leading type of incumbent firm highly contributing to the TIS functions; (2) a learning type of incumbent firm with lower contribution; and (3) a 'fill the gap' type of SME or start-up producing complementary knowledge or connecting other TIS actors. With the complexity of technology increasing and globalisation becoming more common, the importance of collaboration in innovation implementation has increased in recent years. The literature has investigated collaboration in various ways, but the scope of the research has been fragmented and mainly confined to single- or similar-country contexts. To address this research gap, this paper investigated the different innovation strategy configurations in vertical, horizontal and international collaborations in two innovative countries: Korea and Germany. Empirical analyses using Korean and German Community Innovation Surveys suggest that (1) vertical collaboration is implemented when a firm engages in innovation to optimise existing core competencies; (2) horizontal collaboration with partners outside a value chain can play an important role in identifying new opportunities in a new market; and (3) the fit between innovation strategy and collaboration type can be differently configured across countries. Public innovation subsidies in a regional environment are expected to unfold a positive economic impact over time. The focus of this paper is on an assessment of the long-run impact of innovation and innovation subsidies in German regions. This is scrutinized by an estimation approach combining panel model and time-series characteristics and using regional data for the years 1980–2014. The results show that innovation and innovation subsidies in the long run have a positive impact on the economic development of regions in Germany. From the early Frankfurt School through to the work of Manuel Castells, there has been a rich body of work on the cleavage between technological and social developments of the twentieth century in respect of the consequences for the constitution of subjectivity. However, little attention is paid to the role of children during their childhoods in attempts to bridge this gap beyond discussions about the democratic actors children will become when they are adults. This paper argues that only the full integration of children, during their childhoods, into democratic development of societies will prevent the deepening of the rift between technological and social progress. The paper traces the correspondence between the new childhood studies and those concepts of politics and politicisation which can support social progress towards an emancipatory social perspective undergirded by particular and democratisation of all areas of everyday life. Drawing on Bourdieu and ideas of participation as action, the paper critically examines the various mechanisms by which children are conventionally excluded from democratic participation and then explores how a deeper consideration of agency in childhood and social actorship opens up alternative mechanisms of inclusion and the concomitant expansion of the concept of democracy. This paper analyses the roles of institutions in facilitating or impeding the creation of new technological pathways in different countries. It is argued that the successful invention, innovation and diffusion of new technologies require the co-evolution of relevant institutions. It is argued that informal institutions, through their impact on people's beliefs, perceptions and consequential behaviour, crucially influence whether formal institutions coevolve with technological development and changing circumstances. At the same time, the rigidity of the pre-existing formal institutional arrangements impacts on whether agents can stimulate their co-evolution with the introduction of new technologies. This paper addresses the relationship between technological innovation and finance. The financial market must be regarded as one of the fundamental prerequisites of innovation, inasmuch as it is here that decisions are made on capital allocation to enterprises. However, less has been written on the interdependencies between the patterns of corporate finance and governance on the one hand and company innovation strategies on the other. The paper takes up these open questions. It analyses the transformation process of the German innovation system due to the dynamics of the financial market in the last decades. In conclusion, some general insight into the relationship between finance and innovation beyond the German context will be provided. The technological innovation systems (TIS) literature has focused strongly on actors, networks and institutions in early development phases of specific technologies. Structures and processes concerned with setting up and developing end-user markets have gained much less attention. Especially in maturing innovation systems, such market-related structures play a decisive role for the long-term success of innovations. The present paper proposes a conceptual framework for analyzing TIS substructures oriented at specific end-user markets. We apply this framework to the creation and maturation of different market segments for photovoltaic applications in Germany. The claim of a positive association between a firm's social assets and its innovative capacity is a widely debated topic in the literature. Although controversial, such an argument has informed recent innovation policy across Germany, increasingly directed to the cluster formation. In the light of the growing attention and financial efforts that cluster-based innovation policies are receiving, it is worth answering two main questions. First, are firms with a relatively high level of social capital likely to be more innovative? Secondly, do companies pursuing innovation in partnership innovate more? This paper empirically answers these questions by exploring a cross-sectoral sample of 248 firms based in the Jena region. On the one hand, the extent to which a firm is integrated in its community life does not contribute to an explanation of its innovative performance. On the other hand, directed cooperation with the specific goal of innovating shows a positive impact on innovative performance. However, the correlation between the extent of the network of co-innovators and firms' innovative capacity presents an inverted U-shaped relation: there is a threshold in the number of co-innovators justified by the costs of innovating by interacting. This paper proposes a patent search strategy for photovoltaics which allows distinguishing patents of the photovoltaic system into sub-trajectories. Identifying and analyzing sub-trajectories is of particular importance for understanding micro patterns of technological change. The proposed search strategy is modular and replicable. It performs similar to benchmark search strategies and allows us to distinguish three cell sub-trajectories and two system components. The identified sub-trajectories allow a more detailed economic analysis previously not possible. Descriptive analyses reveal that inventive activity differs between sub-trajectories and countries. The market dominating silicon wafer cell sub-trajectory shows hardly any patented inventive activity even though it dominates the market. Furthermore, there are shifts in relative patenting activity between sub-trajectories, previously unnoticed at the trajectory level. Country comparison reveals that Asian countries focus on the emerging cell sub-trajectory, fostering their competitive advantage. The USA focuses on the established thin-film sub-trajectory, and inventive activity in Germany focuses on module components. The results have several implications for policy, for example, questioning the effectiveness of demand pull policies for inventive activity, and economic theory. In this paper we analyze the effect of European and national funding on innovation input and output at the firm level. In terms of innovation input, we do not find evidence that one policy crowds out the effect of the other. Instead, the policies are complements. In terms of output, we find that subsidy recipients are more active with respect to patenting. A citation analysis of patents reveals that the subsidy recipients file patents that are more valuable (in terms of forward citations) than those filed in the counterfactual situation of receiving no public support. These results suggest that public funding triggers socially beneficial research projects and that the co-existence of national and European policies does not lead to crowding-out effects when compared to a hypothetical world of a closed economy with no supplemental European policies. Literature has identified formal and informal channels in university knowledge and technology transfer (KTT). While formal KTT typically involves a legal contract on a patent or on collaborative research activities, informal transfer channels refer to personal contacts and hence to the tacit dimension of knowledge transfer. Research is, however, scarce regarding the interaction of formal and informal transfer mechanisms. In this paper, we analyze whether these activities are mutually reinforcing, i.e., complementary. Our analysis is based on a comprehensive data-set of more than 2,000 German manufacturing firms and confirms a complementary relationship between formal and informal KTT modes: using both transfer channels contributes to higher innovation performance. Since the mid-1990s German technology policy has experienced a paradigmatic shift from standard grant schemes towards a region-oriented and competition-based R&D policy. Currently, a new policy experiment, the InterClust contest, is under way, trying to simultaneously foster place-based innovation, R&D internationalization and the internationalization of innovative places. The current paper analyses the new policy, relating it to the recent literatures on heterogeneous firms and on cluster-life cycles, and presents results from a firm survey performed in 21 winner regions of InterClust. Findings show that the new funding scheme takes insights from recent theoretical developments into account and addresses important impediments to firm and cluster internationalization. Although it is too early for an overall assessment, it is argued that the long-term impact will critically depend on the inflow of heterogeneous knowledge and the strength of intra-regional mobilization effects. Since the summer of 2022, statutory health insurance in Germany reimburses the costs of using non-invasive prenatal testing (NIPT), a new technology used in prenatal testing, in 'justified individual cases'. Analysing moments in the long debate on NIPT in Germany through the framework of bioconstitutionalism and with pragmatic lenses helps us to understand how and why this comparatively unique reimbursement decision became a reasonable and moral one. Conflicts and conversations in these moments reveal two competing definitions and visions of human life relating to measures deemed desirable and legitimate to protect that life. Actors articulating a liberal bioconstitutional vision framed NIPT as a biomedical technology that could protect the lives of foetuses and enable women to exercise their right to know without putting their pregnancy at risk. Actors foregrounding a societal bioconstitutional vision framed NIPT as a selective technology and spoke in the name of all those lives that would be affected by the direct and indirect consequences of NIPT. When public health care authorities endorsed NIPT as a biomedical technology to be reimbursed in individual cases, they sought to reconcile elements of both visions. The case of Germany shows that enduring controversies on reproductive technologies can put constraints on what state authorities are allowed to do. It also suggests that moral controversies on reproductive technologies and the salience of private markets of reproductive care might be the two sides of the same coin. [ABSTRACT FROM AUTHOR]

Innovations in emerging technologies have an impact on privacy and fundamental rights. For example, emerging technologies include future biometric systems for crime prevention. In contrast to large-scale biometric systems for migration control, these systems promise to track down terrorists and organized criminals but also entail novel risks for society. One can govern science and technology by means of privacy impact assessments (which are currently being researched). Alternatively there is the approach – used in this paper – that primarily builds on the assumption that technology design can render the violation of a legal norm impossible. Sustainable transitions in the energy sector have gained only insufficient attention in economic geography so far. Conversely, transition scholars do not pay sufficient attention to the spatial dimension of these dynamics. This paper introduces a conceptual framework for analysing the spatial characteristics of market formation processes in emerging technological innovation systems, thus proposing a shared field of research for economic geographers and transition scholars. Drawing on a social constructivist analysis of market formation processes, we propose to differentiate “market formation” into three sub-processes for which we additionally specify spatial characteristics: (1) the formation of market segments, (2) market transactions and (3) end-user profiles. We apply this conceptual and explanatory framework to explain the uneven geography of photovoltaic market formation in Germany, the current world market leader in this field. By analysing the role of local solar initiatives in shaping and supporting local market formation processes, we are able to provide a more encompassing explanation of the German PV success story than alternative accounts that merely focus on strong incentive structures and favourable geophysical conditions. The main hypothesis tested in the paper is whether technology is a conduit of productivity growth for a country that falls behind the frontier. Although the current analysis focuses on a country growth narrative, the evidence represents a pair of countries (i.e. Greece and Germany) that admittedly form the periphery and the core of Europe. The first lesson taken from the study is that for more than two decades the speed of productivity adjustment was rather low in Greece, underlying a number of unobserved rigidities that exist both at the industry and the institutional level. Even though the speed of technology transfer is low, the adoption of foreign technology remains an important source of productivity growth. Other key findings are that productivity gains from trade exist but their full realization requires a substantial time lag. Additionally, the degree of trade openness improves absorptive capacity, confirming the dual role of trade as recently stressed in the productivity literature. This paper examines the deployment of microgeneration in Germany and the UK from a technological innovation systems (TIS) perspective. Based on the TIS functions approach, we condense supportive and obstructive factors and discuss the differences in the respective national setting for small-scale renewable and combined heat and power (CHP) technologies. The findings underline the relevance of legitimation and of institutional and financial support. High degrees of legitimacy were achieved in both the UK and Germany. In Germany, early institutional and financial support reduced uncertainty for new market entrants and consumers, and fuelled a self-reinforcing diffusion dynamic for small renewables. In the UK, by comparison, microgeneration enjoys little support. This paper aims at discussing the issue of governing creativity exemplifying the case of Berlin. Berlin has a fast growing creative industry that has become the object of the city's development policies and place marketing. The core question is: What are the spatial-organizational driving forces of creativity in Berlin—can they be steered by public administration? The point of departure of this paper is the four “paradoxes of creativity” formulated by DeFillippi, Grabher and Jones in 2007 that describe organizational dilemmas linked to epistemological problems of the study of creativity. For our analyses, we refer to and make use of the various existing databases and recent studies on Berlin's creative industries, in particular the attempts of the Berlin Senate to assess the economic contribution of creative industries. We will show the potential for self-organization—and thus self-governance—of creativity and creative industries in Berlin. This potential is linked to the activities of communities of practice that make use of Berlin's specific urban fabric. The “paradoxes of creativity” that have become obvious in the case of Berlin's creative industries concern, for instance, the tension between the autonomy of creative production, on the one hand, and the necessities of professionalization on the other. In general, the 'mega-trends' represented by, for example, globalisation, the shift to a service economy coupled with high levels of technological change and a long-term shrinkage in the working population all make a more adaptable and skilled workforce in high income countries necessary. The pervasive effects of these mega-trends are often interpreted as suggesting that there is only one optimal institutional configuration to achieve good employment outcomes, which therefore needs to be adopted by all countries. As Britain seems closer to this ideal type than Germany, one would expect a better labour market performance in the former than in the latter, as well as a convergence in labour market policies and outcomes in Germany towards the British model. Taking into account the different starting positions of Germany and Britain, particularly with regard to important differences in monetary policy contexts, the paper evaluates whether and to what extent national public policy patterns are actually converging towards a higher level of flexibility. This paper outlines and analyses the major changes in work-force organization that have been introduced by British and German steel producers in the past decade, against a backcloth of retrenchment in the industry, new product development and technological change. Including multiskilling, a reduction in demarcation and team-working, these changes have had a major effect upon the composition of the work-force and the nature of work undertaken at the shopfloor level. While these changes have had a common broad trajectory, they have been introduced at a different pace and in different forms. The contrasts are provided not only at the international level, but between plants in the same countries. This paper reports on the impact of smart specialization policies in an economically already well-developed and politically experienced environment. Arguably, German regions were quite experienced with strategic innovation policy long before the ex-ante conditionality was imposed and their first reaction to it was accordingly reserved. Nonetheless, our case studies illustrate that the process related to the development of regional innovation strategies has in many German regions led to advances in methodology as well as improved communication and coordination in polities where information failures constitute a relevant challenge. This paper examines cooperation patterns of firms in the German low-technology region of Lower Bavaria. Particular emphasis is placed on the interplay among the spatial scale of cooperation, the form of cooperation and the type of innovation. Generic results show that overall, firms with a spatially more diverse set of cooperation linkages have a higher likelihood of innovating. However, the innovation outcomes differ depending on the spatial scale of cooperation. While cooperation with regional partners positively correlates with low-threshold innovations, cooperation with spatially distant partners positively correlates with product innovations. Surprisingly, it is application-oriented cooperation that channels the relation in both cases. The findings support the view that innovation of firms in low-technology regions is driven by ‘development’ rather than ‘research’. On the basis of a unique firm-level dataset from the German manufacturing sector, this paper empirically examines the determinants of environmental and non-environmental product and process innovations. The micro-econometric analysis with multivariate probit models points to an extremely high relevance of R&D activities for all technological innovation types, as well as to the relevance of a few market pull factors. The estimation results additionally reveal the importance of organisational measures for environmental product and process innovations. In this regard, not only certified environmental management systems, but also specific process- and product-related environmental organisational measures and even general organisational measures, such as the certification of a quality management system according to ISO 9001, play a crucial role. The estimation results therefore suggest the encouragement of firm-internal R&D activities and organisational measures by (environmental) policy in order to stimulate environmental technological innovations, which are able to both limit the environmental burden and contribute to the technological modernisation of the economy. Engineers play an important role in communicating technology and its socioeconomic implications. In this paper, based on research into the recent history of wind power technology in Denmark and in Germany, we will investigate the communication efforts of engineers and its role in the success and failure of new wind power technology. We argue that effective communication by engineers and technicians was a crucial component for the rapid success of Danish wind power technology, while a lack of communication contributed to early failures in Germany. As part of their efforts in developing and promoting wind power technology, Danish engineers not only built informal and professional networks of communication in which knowledge and objects could be shared, but also acted as public spokespersons for wind power interests. The case of wind power technology shows that engineering communication comprised different forms, modes, and tasks of communication involving different types of actors and serving different needs and scopes. The plastics industry is trying to avoid the price spiral of fossil fuels by utilizing renewable resources and simultaneously aims to contribute to the fight against climate change. Hence, this industry is in the midst of a hybridization process where it needs to build competencies in the field of radical eco-innovations such as biopolymer technology. However, the extent of required competencies for industry-wide biopolymer technology development and diffusion is not well understood yet. This paper explores and analyzes which competencies the plastics industry applies for the development of biopolymer technology by presenting results of case studies conducted with eight German and Swiss firms. The results suggest that firms build up competencies in inter-firm alliances, independent project houses, technology monitoring cross-functional integration and bootleg research. The findings improve the understanding of the challenges of radical eco-innovations and provide examples how the plastics industry can foster innovative competencies in established R&D processes. Traditional broadcast technology is being replaced by information technology-based systems. Due to their complexity, these systems' implementation requires a sophisticated project management approach. The current methods applied by the public service broadcasting organizations in Germany do not seem sufficient for these new requirements. Our paper analyses the management of technical projects in broadcasting organizations considering the technological change. The analysis is based on the basic principles of project management with its institutional, functional and instrumental aspects. An explorative and qualitative analysis of 13 interviews with managers from six (out of eleven) public service broadcasting organizations identifies deficiencies in defining objectives, communication and project evaluation. Delivering technology projects on time with a specified budget and resources has emerged as a strategic imperative in the highly competitive business world. One of the project challenges is increasingly tied to diffusion (spread) of Information and Communication Technology (ICT) innovation. This paper presents an empirical study that examines how ICT innovation is diffused within technology projects. Based on the case study methodology within 12 organisations in Australia and Germany, it emerged that ICT innovation is diffused formally alongside standard project management phases and informally within informal networks. This paper compares the historical socio-political innovation journeys of onshore wind power in North Rhine-Westphalia and the Netherlands, concentrating on the implementation (realisation) of wind energy projects and the market of project development. Attention is drawn to the level of implementation (where struggles between multiple interests and meanings become manifest) and to the ability of entrepreneurs to succesfully plan and develop projects. A historical new-institutionalist approach is adopted, in which actors, networks and their institutional environment are understood as mutually constitutive. We investigate how socio-political embedding has come about - the process through, which a new technology becomes embedded in existing and changing rules and routines of society. A conclusion is that socio-political embedding is crucial to the implementation achievements and market developments. The legitimacy of wind projects is not self-evident. Addressing socio-political embedding contributes to a better understanding of the development of this legitimacy. Not only researchers but also policy makers should address legitimacy as a central issue, not just an afterthought to the development and diffusion of new technologies. A policy and planning strategy that involves the institutionalisation of early participation of relevant stakeholders can enhance the legitimacy of both the process and outcome and contribute to social-political innovation needed to accomplish sustainable innovation journeys. In advanced economies, flows play an important part in connecting urban nodes. This paper sets up a framework for identifying and classifying the pattern of the urban systems from an interaction perspective. Three S-dimensions are proposed (that is, the strength of interaction, the symmetry of interaction and the structure of the network) and a set of indices that are important for characterising network configurations. Using the European long-distance mobility database (DATELINE), the framework is applied to examine the pattern of interaction between functional urban areas (FURs) in France and Germany. The analysis is carried out separately for three journey purposes: business, holiday and leisure. The results reveal that national urban systems embrace a wide variety of constellations and that considerable variation in these constellations can be observed across journey purposes and countries. This paper studies the evolution of the photovoltaics industry in Australia, Germany and Japan taking a comparative perspective. A modification of the sectoral innovation system framework is used to discuss: knowledge and technologies, actors and interactions, institutions and funding, development of markets and technological structure, as a way to understand the changes. In the process of transition from niche to mass production, national players have specialised in different activities, and the institutions’ building block has been a key determinant. In this paper the relationship between new technologies and structural changes in society and the economy are discussed. The roles of engineers are described within this revolution of information technology. Through comparing the international patterns of engineering studies, the German model of engineering education is being questioned. It becomes evident that only a consecutive model of higher education studies can be the goal of further university development in Germany. Subsequently, system analysis will be used to draft a new campus structure of the university: the virtual campus consisting of a system of largely independent entities that are linked by different technological and organizational means. Further education needs to be integrated into this virtual campus university. In this way, Germany may serve as an example of how countries around the world are challenged to change fundamentally their educational systems in order to respond to the ongoing revolution in information technology. The global integration of economic activities is bringing with it major changes in innovation processes. New kinds of innovation, such as service and organizational innovations, became increasingly important in the 1990s. The shift to new forms of knowledge creation reflects the emerging knowledge based economy. This has effects on the existing comparative advantages of metropolitan innovation systems and is a major challenge to the ability of cities to adjust, especially those in mature industrial sectors whose competitiveness is based on innovations in industrial technology and scientific and technological knowledge production. Stuttgart is one of these cities. Much of the comparative innovative strength of the Stuttgart region derives from the generation of synergy effects of its technological and institutional development paths. The high levels of industrial exports and the competitiveness of the global players in the Stuttgart region indicates how advantageous the technology based knowledge production and diffusion in the region has been for the innovativeness of the core industrial branches. The crisis at the start of the 1990s showed that the economic success of particular firms does not mean that the metropolitan region as a whole is innovative and competitive. The institutional structures used to establish and maintain the comparative innovative advantages of the industrial sector have hindered adjustment to new forms of knowledge production and diffusion. The paper examines the adjustment processes in the Stuttgart region which are changing the organization of innovation and learning in a way that makes it receptive to new forms of knowledge production and diffusion. This study gives a new identity to a knowledge search mode named search diversity and investigates how it is more rigorous in capturing knowledge heterogeneity in comparison to general assessment of search breadth. By distinguishing between diversifying and expanding search domain as building blocks of broadening search scope, this study proposes a hybrid search strategy when it comes to analysis of the link between external search and innovation performance. While a positive trend is found for search breadth and innovation in this article, search diversity indicates a curvilinear pattern but with a steeper positivity than search breadth. A prerequisite extension of this article is to use a clustering method among different external sources acting as a reference to codify a diversity index for measuring the new search scheme. In addition, the effect of usage of each cluster on innovation is empirically illustrated. This article suggests that the optimal hybrid search outlook in respect to innovation is built up by initially increasing diversity in search up to the downturn point and then shifting into usage of same source clusters without helping diversity. Tools for Smart Specialisation Strategy (RIS3) development to assess at which territorial level innovation is concentrated and how innovation systems compare across regions and sectors remain scarce. The triple helix indicator is a data-driven tool that can serve in RIS3 development to assess synergy in innovation systems based on readily available data sets. For Germany, we find strong decentralization with innovation system synergy concentrated at regional and local levels. Innovation systems in manufacturing are less regionalized than in knowledge-intensive services. An East–West divide persists. This study analyzes innovation activities in medium-technology sectors in Germany, Italy and Spain and checks whether cross-country similarities or differences prevail. The results have important implications for the Sectoral Systems of Innovation and the Distance-to-the-Frontier frameworks. While the Sectoral Systems of Innovation predicts the existence of technology-related similarities in innovative patterns in the same sectors across countries, the Distance-to-the Frontier suggests the existence of relevant differences related with the level of technological development of each national sector. Using Community Innovation Survey data and adapting an econometric strategy first devised by Griffith, Huergo, Mairesse and Peters [Innovation and Productivity Across four European Countries,Oxford Review of Economic Policy, 22(4), 483–498, 2006], I test whether similarities or differences prevail across country in different features of innovation activity. The results show that relevant differences between the three countries exist in the intensity of R&D activities and in the economic impact of different types of innovations, providing support to the Distance-to-the-Frontier hypothesis. On the contrary, cross-country similarities emerge among the sources of knowledge used to develop innovations, in line with the Sectoral Systems of Innovation framework. Even though research has suggested that supply chain agility and supply chain adaptability are distinct capabilities, little is known about their performance effects and about the contextual conditions under which they are effective. Based on a sample of 143 German firms, we empirically investigate the effects of supply chain agility and supply chain adaptability on cost performance and operational performance using hierarchical regression analysis. We ground our investigation in the dynamic capabilities view and contingency theory. We find that supply chain agility and supply chain adaptability positively affect both cost performance and operational performance. We further find evidence for a mediating role of supply chain agility in the links between supply chain adaptability and performance. Product complexity positively moderates the links between supply chain adaptability and cost performance, and supply chain adaptability and operational performance. The results contribute to the literature by offering a more nuanced understanding of the performance implications of supply chain agility and supply chain adaptability, thereby addressing the crucial question of why their benefits may or may not materialise under varying levels of product complexity. This study estimates the carbon footprint associated with global final demand for automobiles and petroleum of the U.S.A., Germany, and Japan, which accounted for 31% of the global stock of passenger cars in 2009, during 1995 to 2009. I develop a comprehensive new method to more clearly illuminate the structural change in automobiles' global final demand. Based on the results, I discuss how a circular strategy with a focus on vehicle lifetime extension contributes to the automobile carbon footprint in each country. While the environmental burden from automobile manufacturing has decreased globally, the Leontief production structure countered carbon reduction and completely canceled out the effects of technological changes to reduce emission intensities. The results showed that suppressing demand for new cars through lifetime extensions greatly reduced the carbon footprint, in a similar or even greater way than that from changes in industrial technology. Based on representative firm-level survey data for Austria, Germany, and Switzerland, this study systematically analyses the relevance and drivers of barriers to green product innovation using the example of green energy technologies. 'Low willingness to pay', 'high development costs', 'high commercial uncertainty', and 'lack of favourable political framework' are identified as the most important barriers. Moreover, we find that the firms' innovation experience is an important driver of the level of green innovation barriers. Green innovation barriers are more accentuated for firms with green innovation activity than for firms with no green innovation activity. Complex system innovations require the concurrent implementation of trans-sectoral co-innovations. The case of fuel cell vehicle development in Germany may serve as an expedient example for this necessity to develop multiple innovative components within largely disconnected ‘technology islands’. The diagonal cooperation among organisations from formerly non-cooperating industries (i.e. from within those technology islands) that so far have not shared a common knowledge base, however, is hindered by structural information deficits, making it difficult to identify the ‘right’ cooperation partners. Based on the requirements as identified in the case study, we therefore propose a ‘matchmaking platform’ that aims at fostering a trans-sectoral dialogue by providing systematically generated corporate capability profiles of organisations with promising cooperation potential.
