Analyses of policy documents and interviews with three Norwegian politicians revealed differences in how school leaders were described, positioned and ascribed responsibility in Norwegian education policy between 1990 and 2017. While how politicians positioned school leaders changed substantially during the period, a stable trait was vague descriptions of school leaders' responsibility. In 1990, school leaders were envisioned in a managerial position, above teachers, as employers. A more recent White Paper, from 2017, positioned school leaders closer to the teaching profession. The interviews showed that after the PISA-shock in 2001, politicians united across party lines in a 'new regime of understanding', downplaying traditional conflicts between Norwegian politicians. While Parliamentary politicians rhetorically disagreed, there was, underneath the policy discourse, a growing realpolitik consensus in questions of education policy. The study investigates policy descriptions of school leaders after 1990, when Management by Objectives was introduced in education. To position Norway in the international policy context, we draw on Stephen Ball's concepts fabrication, managerialism, magical solutions and neoliberal performativity. Three periods, with simultaneously appearing residual and emerging tendencies were identified. In conclusion, we question an apparent lack of ambitions for school leadership in Norwegian education policy. The article contributes with new insights into education policy fluctations. The main purpose of this article is to explore and develop a basic understanding of a new formulation of children's learning within ECEC policies in Norway. In the Nordic Countries, one question of importance is the shift in ECEC policy from a social-pedagogical approach and a holistic perspective on children's learning towards a heavier emphasis on school readiness, mathematics, and linguistic skills. And it is this latter approach which is our topic here. The research question is as follows: What transformations can be identified in learning discourses in the Norwegian government's White papers? Analysing political reports will help us identify discourses, including the power and resistance of the ECEC professionals. For this purpose, Fairclough's three-dimensional analysis model is an appropriate way to analyse dynamic processes of recontextualization and reconceptualization. His analysis includes three levels: social structure, social practices and social events, with the aim being to discover how the existing order of discourse is being reproduced or reconstructed. Further, the concept of interdiscursivity describes how texts draw on previous and existing discourses. The article identifies movements and complexity both in policies and among professionals. The learning discourses are strongly influenced by New Public Management in the way of individualization, assessment and accountability. Industry 4.0 has become a key concept and buzzword in the global manufacturing industry. This paper argues that the concept has created an Industry 4.0 narrative that is having a decisive impact on the industry. The paper combines the literatures on the sociology of expectations and regional path development to develop an analytical framework which is employed in an analysis of the Raufoss region in Norway. We find that the expectations created by the global Industry 4.0 narrative have trickled down into national industry and innovation policies. This has resulted in the anchoring of innovation schemes, development of new educational provisions and generated technological capability building among manufacturers in the Raufoss region. The 1st International Symposium on Mucosal Health and Aquaculture (MHA2019) was held on 11–13 September 2019 in Oslo, Norway. This was the first platform of its kind that gathered people from academia, R&D institutes, and industry to discuss the state-of-the-art and future directions of mucosal health research in aquaculture. The symposium was divided into four scientific sessions: Session 1, Mucosal structures and functions; Session 2, Mucosal health and nutrition; Session 3, Mucosal health and microbiome; and Session 4, Mucosal health and the changing environment. A plenary talk from a prominent authority in the field opened each session. The papers presented at MHA2019 exemplified the dynamic evolution of the field of mucosal health in aquaculture – from an area solely explored from an immunological aspect about 20 years ago, to the multidisciplinary field it is today. Moreover, papers presented highlighted the complementary application of both classical (e.g., histology) and modern platforms (e.g., omics, artificial intelligence) to characterize mucosal health. The interactive discussion during the meeting underscored the importance of mucosal health research in modern aquaculture and collectively emphasized the role of both fundamental and applied approaches in advancing this timely and highly relevant field. This paper explores policy related to digital competence and the digitalisation of Nordic K-12 schools. Anchored in some key transnational policies on digital competence, it describes some current Nordic movements in the national policies of Denmark, Finland, Norway and Sweden. The concept of boundary objects is used as an analytical lens, for understanding digital competence as a plastic and temporal concept that can be used to discuss the multi-dimensional translation of this concept in these Nordic countries. The paper ends with a discussion of the potential to view digital competence as a unifying boundary object that, with its plasticity, temporality and n-dimensionality, can show signs of common Nordic efforts in the K-12 school policy. This paper discusses how narratives influence the legitimation of new industries in peripheral regions. We contribute to the literature a discussion of the emergence of green industries in peripheral regions, but particularly to the emerging debate in evolutionary economic geography on the role of legitimation in the emergence of new industries. Based on an empirical investigation of narratives regarding onshore wind in the Finnmark region in northernmost Norway, we caution against the focus in the literature on 'successful' legitimation, arguing that to better comprehend how new green industries emerge in regions there is a need also to understand delegitimation of new industrial activities and to investigate unsuccessful path creation processes, not only paths that have come into being and where legitimation has been 'achieved'. Following from this we argue that our study on how representations (i.e., narratives) of emerging paths are linked to observable outcomes (e.g., delegitimation) teases out the need for further investigation of power relations, a topic that has received very little interest in research on regional industrial path development. The present article explores the structure of and recent developments in research activities in the polar regions. Based on a bibliographic study of published papers indexed in the ISI Web of Science during the period 1981-2007, we have analyzed trends in publication, scientific disciplines and subdisciplines, coauthorship, and international collaboration within the field of polar research. We have uncovered several rather striking trends. Scientific output in terms of refereed publications has increased far more rapidly in polar research compared to science in general, quadrupling rather than doubling over the surveyed period. There is a nearly 1:1 ratio between papers covering the Arctic relative to the Antarctic, with the vast majority within either the geosciences (40%) or biology (33%). There has been particularly a steep rise in the number of climate-related papers. The U.S.A. is by far the largest contributor to polar research on both the Arctic and the Antarctic, followed by Canada, the U.K., Germany, Norway, and Russia. The number of coauthored papers has grown markedly, reflecting geopolitical shifts and changing national and international funding priorities during the period. We believe our publication-based survey reveals interesting developments in scientific activities and international cooperation in general, and in polar science strategies and priorities in particular. When educational interventions are carried out, it is important that they are undertaken in a way that is aligned with the intervention plan: in other words, that they demonstrate fidelity to the intervention. A significant research issue is how fidelity can be monitored in a time-efficient and cost-effective way in classrooms and whether technology could help to provide innovative solutions in this regard. Through collaboration with teachers, this exploratory study sought to ascertain the usability of a web-based fidelity application (WFA). The WFA was being developed as a checklist tool to help teachers monitor the implementation fidelity of a social and emotional learning intervention for 14- to 15-year-old students in Norway. For this qualitative study, data were collected at two time points: (i) through a focus group interview with six teachers who had piloted the WFA prior to the initiation of the intervention; and (ii) via individual interviews with five teachers in the intervention group who had used the WFA during the implementation process. The data were analysed thematically. According to the analysis, the teachers considered that the WFA's features (e.g. layout and registration process) could help support the ease and efficiency of fidelity reporting. They felt that it provided a highly recognisable link with the intervention material. In addition, the teachers provided ideas for further development and potential improvements. In all, the WFA was perceived as having high usability, suggesting its potential value as a useful tool for the collection of fidelity data. This paper highlights the crucial role of teacher participation and the importance of fidelity data in the conduct of educational interventions. It draws attention to the need for user-friendly tools to support teachers to monitor fidelity in ways that do not involve high time and cost burdens. Clinical research in primary care is relatively scarce. Practice-based research networks (PBRNs) are research infrastructures to overcome hurdles associated with conducting studies in primary care. In Norway, almost all 5.4 million inhabitants have access to a general practitioner (GP) through a patient-list system. This gives opportunity for a PBRN with reliable information about the general population. The aim of the current paper is to describe the establishment, organization and function of PraksisNett (the Norwegian Primary Care Research Network). We describe the development, funding and logistics of PraksisNett as a nationwide PBRN. PraksisNett received funding from the Research Council of Norway for an establishment period of five years (2018–2022). It is comprised of two parts; a human infrastructure (employees, including academic GPs) organized as four regional nodes and a coordinating node and an IT infrastructure comprised by the Snow system in conjunction with the Medrave M4 system. The core of the infrastructure is the 92 general practices that are contractually linked to PraksisNett. These include 492 GPs, serving almost 520,000 patients. Practices were recruited during 2019–2020 and comprise a representative mix of rural and urban settings spread throughout all regions of Norway. Norway has established a nationwide PBRN to reduce hurdles for conducting clinical studies in primary care. Improved infrastructure for clinical studies in primary care is expected to increase the attractiveness for studies on the management of disorders and diseases in primary care and facilitate international research collaboration. The Indigenous Sami population have inhabited rural northern areas of Norway, Sweden, Finland and the Kola Peninsula in Russia for thousands of years. Today, many Sami live in cities. No large quantitative studies have investigated the health and life of urban Sami in Norway. As a basis for further research, this paper describes the background, methods, participation and sample characteristics of the survey From Rural to Urban Living, conducted in 2014. The unique sampling design is based on internal migration records. Those invited were everyone born 1950–1975 who had relocated from preselected rural Sami core areas to cities in Norway. Their children above the age of 18 were also invited. The paper is descriptive with some basic statistical tests. In total, 2058 (response rate 34%) first-generation and 1168 (response rate 19%) second-generation migrants responded. The response rate was lowest in the younger age groups and among men. One out of three reported Sami background. The education level was in general high. From Rural to Urban Living enables numerous research possibilities within health and social sciences, and may contribute to new insight into the health, culture and identity of the growing Sami population in urban areas of Norway. The COVID-19 pandemic challenged our lives during the years 2020-2022. Impacts could be seen in everyday life, both locally and nationally, through economic, mental and social elements. However, these effects varied depending on the life situation of individuals. This paper aims to gather information from the representatives and operators working in two Finnish municipalities, Inari and Utsjoki, to understand and learn about their experiences during the COVID-19 pandemic. The data (20 interviews) were collected between December 2021 and February 2022 and analysed following the principles of the qualitative content analysis. The results suggest that the effects of COVID-19 emerged through issues related to the national border between Finland and Norway, economic challenges, and the pressure that people experienced. However, despite challenges, people were supported by everyday life and a connection to nature, communality and close cooperation. Additionally, local needs were highlighted among participants. The results provide a deeper understanding about the public health impacts in these Northernmost municipalities and can therefore be utilised in future development work. With climate change, decreases in winter snow storage and increases in precipitation duration and intensities will alter the occurrence of floods in high-latitude countries. The state-of-the-art hydrological climate-impact model chain consists of one or more global climate models, downscaling and bias-correction techniques, and one or more hydrological models. Machine learning offers a complementary approach to hydrological climate-impact modelling by facilitating direct downscaling from large-scale atmospheric variables to streamflow. This paper presents the development of multilayer perceptron (MLP) and long short-term memory (LSTM) neural networks benchmarked against regression tree models for reconstruction of daily streamflow and floods from atmospheric reanalysis data with comparable resolution to global climate model outputs. Catchment-specific, physically-based input features representing the dominant flood drivers were identified for 27 catchments in Norway. Overall, the LSTM obtained the highest accuracy. The ability to collaborate is a central competence that students need to be taught in school, in order to prepare them for the social and work realities that they will face in the 21st century. Research shows that students often study in educational settings that do not promote collaboration with peers. Based on a renewed focus on the ability to collaborate as an educational outcome in itself, this paper explores how teachers think about and use student collaboration in the classroom. This study, conducted in Norway, aimed to better understand teachers' pedagogical reasons for using collaboration. Such insight can offer valuable knowledge about how collaboration is understood and might influence classroom practice. A small scale, detailed qualitative study was undertaken. The participants comprised a teacher team of four lower secondary school teachers, and data were collected through individual, semi-structured interviews. Data were analysed in depth, using content analysis methods. Five main themes were identified that illuminated the teachers' conceptions of collaboration: (1) collaborative activities as a valued ingredient in teaching, (2) collaboration as organising, (3) collaboration as a tool, (4) collaboration as demanding and (5) collaboration skills 'taken for granted'. The findings indicated that collaboration was regarded as a valued ingredient in teaching practice, despite sometimes being challenging to use. Further, it appeared that that the dual potential that lies in using collaborative activities – i.e. as a way to work with, and develop, the ability to collaborate – can be overshadowed by an academic focus. Interestingly, learning how to collaborate was rarely regarded as being an educational outcome in itself. This paper highlights the need to accentuate the social pedagogy of collaborative activities, in order to prepare students for the social and work realities that lie before them. This paper investigates the radicalness of industry path transformation in different geographical contexts by analysing the introduction of new technological trajectories within established industry paths. We use an analytical framework based on path dependence theory to conduct a comparative case study of the introduction of offshore farming technology in the salmon farming industry in both coastal Norway and Tasmania, Australia. We show that similar points of departure can lead to different path transformation radicalness. In each case, the transformation outcome will depend on the unique interplay between agency and regional structural components during windows of opportunity. The empirical analysis supports the importance of considering agency, regional structural components and global technology trends when investigating path transformation radicalness. In recent decades, most Nordic countries have seen reforms in their teacher education programme, giving rise to an ongoing debate on these programmes' content, structure, and quality. As part of a recent reform of teacher education in Norway, new Master's-level programme have been introduced to educate teachers for grades 5–10, whereby pre-service teachers (PSTs) take specialised content courses and undergo field placements twice a year. The purpose of this paper is to determine the effects of the specialised content courses on student teaching. In this study, we used a survey design to collect quantitative data from PSTs and qualitative data from mentor teachers. PSTs teaching subjects they specialised in had a more positive teaching experience related to perceived learning outcomes in subject matter knowledge and pedagogical content knowledge. The data from mentor teachers reinforce this finding; they reported that PSTs who taught subjects they specialised in showed faster learning progressions, were better at using different instructional strategies, and reflected more during guidance. The paper sets out to study Norwegians' experiences of non-monogamy. Data were collected by questionnaires in a web sample of 4160 Norwegians (18–89 years). 26.3% of men and 17.8% of women reported that they ever had non-consensual non-monogamy. Consensual non-monogamy was reported by 3%. Compared to participants with no or non-consensual experience, consensual non-monogamy was highly related to relationship intimacy and positive sexual attitudes toward sex and sexuality. At the most recent extradyadic event, 21.5% of heterosexual men and 47.1% of gay/bisexual men reported condom use, which implies a risk for sexually transmitted diseases. [ABSTRACT FROM AUTHOR]

This paper examines the role of digital technology in national guidelines and regulations in Norwegian and Danish teacher education over the course of 28 years (1992–2020). These policy documents are used to examine policy perspectives on digital technology through an analytical framework based on Wartofsky's artifact categories. The analytical categories developed for this study are tool artifacts, teacher professional artifacts and discursive artifacts. The results show that the different categories dominate at different times. The Norwegian policy documents indicate an increase in teacher professional artifacts and a decrease in tool artifacts over time, whereas the Danish policy documents show the opposite tendency. Discursive artifacts are absent in Danish policy documents while their presence diminishes over time in the Norwegian policy documents. As teachers, and ITE in particular, are still struggling to realise educational policy aims, there is still a need for direction, this absence seems to run counter to the goal of increasing PDC in ITE. Purpose: Despite increased focus on parenting support internationally, there is a lack of agreement in what constitutes parenting support. This paper explores the experiences of parenting support activities from the perspective of stakeholders in Norwegian basic schools. Methods: Five focus group interviews were conducted with representatives from the schools' parent work committee, class teachers, health nurses, and social workers from nine schools. The data were interpreted using an inductive thematic analysis. Results: Three main themes emerged from the data: (1) A community for the best of the child, (2) uniting through relations, and (3) sharing knowledge and language. Parenting support was experienced as universal, relational, and multidimensional. It was related to everyday life interactions between the home, school, and the parenting community with the best interest of the child as a goal. Conclusion: To avoid reducing parents to passive recipients of expert advice, parenting support activities should be an integral part of everyday school-home-parenting community collaborations. This paper re-considers some of the evidence for low and declining social mobility in Britain, showing that one study based on a re-analysis of cohort figures appears to have had an impact on policy-makers out of all proportion to its scale and rigour. The study claimed to show that the income of parents and children were more closely related for sons born in 1970 than in 1958, and that therefore social mobility was declining. It also claimed to show that the incomes of fathers and sons were more closely related in Britain than in countries such as Norway. However, a reconsideration of the same results in this paper leads to very different conclusions. This example is considered in detail here to illustrate the point that it is not always a good thing for research to have influence. In Norway, the national curriculum together with the Education Act serves as the foundation for teaching and learning in primary and secondary education and training. Local educational providers are given autonomy to develop local adaptations of the centrally given subject-specific curriculum competence aims. This article explores some structural enablements and constraints tied to teachers' opportunities to make use of local content in curricula in lower secondary schools in Norway, including rural/urban differences. The analysis is based on data consisting of 18 qualitative interviews with teachers in two municipalities and participant observation in one of the municipalities in Northern Norway. The finding of this paper is that the design of the national curriculum allows for local content based on its competence aims. This serves as an enabler for teachers to create and enact local content in education. However, there are several constraints that limit local adaptation for teachers – time pressure, lack of access to content due to finances and distance and losing school control of local curriculum. Also, these constraints have a different impact depending on the geographical context. This paper considers teachers’ use of data from national school tests. These national tests are part of the Norwegian top-down accountability school system. According to official regulations, teachers have to use the test results to improve learning outcomes even if the test system is not able to deliver necessary data. However, previous research has shown that teachers apply teaching-to-test strategies. The focus of this paper is twofold. First, we ask, ‘How do teachers perceive and interpret the data from national tests?’ Second, ‘How do teachers view their actions related to the data from national tests?’ We base our research on data from semi-structured 5th-grade-teacher interviews. The transcribed text is subject to qualitative content analysis. We find that teachers are in a state of data illiteracy towards complex Item Response Theory tests. Inspired by Bernstein’s concept of the pedagogic device, we see that the test data rules both teacher work in the classroom as well as knowledge provided to the pupils. The national tests seem to undermine teachers’ autonomy, restrict teachers’ practice and reinforce the impact of unfair structures on pupils’ learning. [ABSTRACT FROM AUTHOR]

Regulators of electricity distribution networks have typically applied Data Envelopment Analysis (DEA) to cross-section data for benchmarking purposes. However, the use of panel data to analyse the impact of regulatory policies on productivity change over time is less frequent. The main purpose of this paper is to construct a Malmquist productivity index to examine the recent productivity change experienced by Norwegian distribution companies between 2004 and 2007. The Malmquist index is decomposed in order to explore the sources of productivity change, and to identify the innovator companies that pushed the frontier forward each year. The input and output variables considered are those used by the Norwegian regulator. In order to reflect appropriately the exogenous conditions where the companies operate, the efficiency model used in this paper incorporates geography variables as outputs of the DEA model. Unlike the model used by the regulator, we included virtual weight restrictions in the DEA formulation to correct the biases in the DEA results that may be associated to a judicious choice of weights by some of the companies. According to the internationalisation process theory firms tend to invest and expand in countries with a short psychic distance to the home country. This paper discusses the usefulness of bringing this theory into business history by analysing the internationalisation of Norwegian firms before the 1980s. The empirical contribution of this paper is that it adds new knowledge to our understanding of the early internationalisation of Norwegians firms. The theoretical contribution is that the paper develops the discussion on the usefulness of bringing networks into the internationalisation process theory. Based on the Norwegian case, there seems to be a need for including personal networks as one dimension of the psychic distance concept, not only in the new economy but also in the old economy. The shipping industry has been called 'the first globalised industry'. In this paper we analyse how domestic regulations have shaped the adaptations of ship owners in Norway, one of the leading providers of international shipping services for more than 150 years. The paper deals with the interaction between the international and domestic aspects of the shipping industry, with particular emphasis on demand (the market for shipping services), labour and capital. The role of individual actors in knowledge-exchange collaborations has been accorded much importance. Through their involvement with industry, innovation is especially enacted in their regions. Motivations for academic engagement have been fairly researched but academics' motivations for local collaborations remain to be properly understood. The aim of this paper is therefore, to explore the motivations of academics for regional engagement. This exploration is done by drawing on empirical data collected through interviews with 16 academics in the Engineering Faculty of the University of Stavanger (UiS), Norway. It is evident that in addition to personal motivations to collaborate, academics are driven to engage locally by certain incentives that may be embedded in regionally 'non-constructed' advantages. This paper investigates the effectiveness of a Norwegian wilderness therapy programme, Friluftsterapi, which is offered to adolescents within a specialized mental health care setting. This mixed methods study incorporated (1) psychometric pre-, post-, and 12 month follow-up data, (2) executive functioning data, and (3) qualitative data from two rounds of individual participant interviews. The results indicate that group averages remained largely the same between the pre- and post-tests, however that health measures generally improved one year later (Cohen's d effect sizes ± 0.5). Interview data revealed that the processing of the Friluftsterapi experiences takes time and that for many several months are required before the impact is fully internalized and translated into improved daily functioning. In conclusion, the Friluftsterapi experience is perceived as valuable, and it appears to contribute towards improving the mental health of many participants. This paper explores the ways in which industrial design services are organized, produced and consumed by Norwegian small and medium-sized enterprises (SMEs). This includes exploring the geographies of this performance in terms of how consumers and producers of design expertise organize their activities. In addition, the paper identifies seven different ways in which client firms utilize industrial design to develop or retain competitive advantage. The paper combines empirical data with the development of a theoretical contribution to the fields of product creation, enterprise competitiveness and the globalization of production. Norwegian official development assistance to education has been profoundly shaped by the political and ideological attitudes of successive national governments. Yet successive coalition governments of highly-contrastive kinds can alike be seen to have been strongly influenced by the policy content, language and underlying assumptions of World Bank thinking about education and development, especially since the introduction of structural adjustment programmes and the more recent Poverty Reduction Strategy Papers. To an increasing extent, the traditional and much-praised independence of thinking evident in Norwegian bilateral aid has been subsumed by uncritical adoption of World Bank policy stances, usually imposed uniformly irrespective of local conditions and preferences. Using the National Education Trust Fund as an example illustrating trends in several African countries, the article assesses the implications of this loss of critical independence in the delivery of Norwegian aid to education. There are early indications that the new red-green coalition government in Norway is putting up a fight against the conditionalities for aid to the education sector set up by the World Bank. Demographic changes, the evolvement of modern medicine and new treatments for severe diseases, increase the need for palliative care services. Palliative care includes all patients with life-limiting conditions, irrespective of diagnosis. In Norway, palliative care rests on a decentralised model where patient care can be delivered close to the patient's home, and the Norwegian guideline for palliative care describes a model of care resting on extensive collaboration. Previous research suggests that this guideline is not well implemented among general practitioners (GPs). In this study, we aim to investigate barriers to GPs' participation in palliative care and implementation of the guideline. We interviewed 25 GPs in four focus groups guided by a semi-structured interview guide. The interviews were recorded and transcribed verbatim. Data were analysed qualitatively with reflexive thematic analysis. We identified four main themes as barriers to GPs' participation in palliative care and to implementation of the guideline: (1) different established local cultures and practices of palliative care, (2) discontinuity of the GP–patient relationship, (3) unclear clinical handover and information gaps and (4) a mismatch between the guideline and everyday general practice. Significant structural and individual barriers to GPs' participation in palliative care exist, which hamper the implementation of the guideline. GPs should be involved as stakeholders when guidelines involving them are created. Introduction of new professionals in primary care needs to be actively managed to avoid inappropriate collaborative practices. Continuity of the GP–patient relationship must be maintained throughout severe illness and at end-of-life. According to the Norwegian guideline for palliative care, the GP should have a central position in providing primary palliative care. Recent research and public reports suggest that not all GPs have such a central role or adhere to the guidelines. This study highlights individual and structural barriers that could be addressed to increase GPs' participation in palliative care and aid the implementation of the guidelines for palliative care. The Food and Health subject is a mandatory subject in primary and lower secondary schools in Norway and has many similarities to the internationally known subject Home Economics. This study aimed to examine how learning activities are structured in Food and Health education, both from the teacher's and the student's perspective. Momentary time sampling was used as the observation method, and we created "lesson signatures" of the Food and Health education based on the observational data. "Lesson signature" is a term used for an aggregate number of observed teaching sessions, and is intended to reveal specific external patterns, considering time use, organisation and teaching patterns. Data were collected from 23 observed Food and Health lessons from sixth and ninth grades in Norway. The signatures show that although the activity level of both teachers and students was high, teachers controlled and regulated the lessons. Teaching methods consisted mainly of group work. Students spent a small proportion of the lesson listening, and conversation and discussion as a collective were virtually absent. [ABSTRACT FROM AUTHOR]

This paper is an analysis of how cultural heritage values are handled in documentation related to early phase evaluations of major public investment projects in Norway. This study was instigated by an apparent lack in the consideration of cultural heritage values in such documentation. We conducted a case study document analysis to see how cultural heritage issues are addressed in the early phases of projects. Methodologically, the paper analyses the use of vocabulary related to cultural heritage values in the documentation. There is uniform documentation available from these projects. The results suggest that cultural heritage values are mentioned but seldom substantially discussed in the documents. Cultural heritage values tend to be discussed using non-specific language. There is an emphasis on legislation regarding cultural heritage and how the legislation can be a problem. Today’s discussion of cultural heritage values appears to be lacking and in need of a strengthened framework. This article sheds light on governance mechanisms at work when decentralised implementation of national educational and welfare policies encounters a heterogeneous sector of private service provider organisations. It illuminates how isomorphic pressure plays out at the interface between local governance and private providers' organisational strategies for quality development in early childhood education and care (ECEC). Key informant interviews are employed to investigate the function of local non-mandatory quality and competence-developing networks (QCDNs) as a locus for these interactions. Findings indicate that QCDNs contribute to shaping private ECEC providers' quality development efforts, and that coercive, normative, and mimetic isomorphic pressures become intertwined in this process. Most private provider organisations choose to participate in these non-mandatory networks. However, ECEC corporations and small private providers assign different meanings to their participation, and the networks thus appear to spur different organisational strategies. While small private providers harmoniously align their ECEC quality development strategies with institutionalised municipal practice, the provider corporations, while in formal compliance, exploit the resulting inter-municipal variation as one argument among many for more stringent national governmental standardisation. Document the impact of an outbreak of gastroenteritis on local primary health care services, compared to a control period. Controlled observational study with data from the outbreak and a control period. Data obtained from electronic medical records (EMR) of general practitioners (GPs) and the out-of-hours (OOH) service. Telephone data from the OOH service's telephone records. Campylobacteriosis outbreak in Askøy municipality, Norway in 2019. Over 2000 individuals were infected. Patients in contact with GPs and the OOH service during the outbreak and a control period. Patient contacts with GPs and the OOH service during the outbreak and a control period. There was a 36% increase in contacts during the outbreak compared to the control period (4798 vs. 3528), with the OOH service handling 78% of outbreak-related contacts. Telephone advice was the dominant method for managing the increase in contacts to primary care, both in OOH services and daytime general practice (OR 3.73 CI: [3.24–4.28]). Children aged 0–4 years had increased use of primary care during the outbreak (OR 1.51 CI: [1.28–1.78]). GPs referred 25% and OOH services referred 75% of 70 hospitalized cases. The OOH service handled most of the patients during the outbreak, with support from daytime general practice. The outbreak caused a shift towards telephone advice as a means of providing care. To explore the experiences and views of Norwegian Municipality Chief Medical Officers (MCMOs) on preparedness, collaboration, and organization during the COVID-19 pandemic to gain insight into local crisis management of value for future pandemic responses. Longitudinal qualitative interview study. We conducted semi-structured digital interviews with nine MCMOs working in different municipalities in Norway from September to December 2020. Five MCMOs were re-interviewed from January to April 2021. We used thematic analysis to analyze the data. Through the analysis, three major themes were identified in the material; 1) The view of preparedness changed from being low-priority and dormant to the desire to strengthen preparedness as a permanent measure; 2) The nature of the pandemic forced a change in internal and external communication and collaboration for the MCMOs towards direct dialogue, teamwork and digital networking; 3) The pandemic changed the role and position of the MCMO within the municipal organization. Although most MCMOs were given a leading role in the municipal pandemic response, some MCMOs experienced that they were not positioned to fully exercise their intended role. In our material, de-authorization of the MCMO role seemed to coincide with the increasing size and organizational complexity of the municipality. The Norwegian pandemic response and outcome have been regarded as successful internationally. Although the MCMOs managed to implement flexible and quick responses facilitated by teamwork, dialogue, and joint sensemaking, they also identified several challenges and shortcomings of the Norwegian pandemic preparedness requiring organizational and financial changes to sustain future health system resilience. The Norwegian Infection Control Act gave comprehensive responsibility and authority for local COVID-19 pandemic management to the municipalities and the Municipality Chief Medical Officers (MCMOs). The MCMOs highlighted several challenges and shortcomings of the municipal crisis preparedness, of which lack of detailed organizational plans was the most prominent. Teamwork, digital networking and collective sensemaking seemed to enhance pandemic collaboration and resilience within and across municipalities. Most MCMOs gained a leading role at a higher organizational level within the municipality through the COVID-19 pandemic. To strengthen future crisis management, arrangements must be made, both organizationally and financially, for preparedness to remain on the agenda even between epidemics and pandemics. Objective: We opted to study how support staff operational capacity and diabetes competences may impact the timeliness of basal insulin-initiation in general practice patients with type 2 diabetes (T2D). Design/Setting/Outcomes: This was an observational and retrospective study on Norwegian primary care patients with T2D included from the ROSA4-dataset. Exposures were (1) support staff size, (2) staff size relative to number of GPs, (3) clinic access to a diabetes nurse and (4) share of staff with diabetes course (1 and 2 both relate to staff operational capacity, whereas 3 and 4 are both indicatory of staff diabetes competences). Outcomes were 'timely basal insulin-initiation' (primary) and 'attainment of HbA1c<7%' after insulin start-up (secondary). Associations were analyzed using multiple linear regression, and directed acyclic graphs guided statistical adjustments. Subjects: Insulin naïve patients with 'timely' (N = 294), 'postponed' (N = 219) or 'no need of' (N = 3,781) basal insulin-initiation, respectively. Results: HbA1c [median (IQR)] increased to 8.8% (IQR, 8.0, 10.2) prior to basal insulin-initiation, which reduced HbA1c to 7.3 (6.8–8.1) % by which only 35% of the subjects reached HbA1c <7%. Adjusted risk of 'timely basal insulin-initiation' was more than twofold higher if access to a diabetes nurse (OR = 2.40, [95%CI, 1.68, 3.43]), but related only vaguely to staff size (OR = 1.01, [95%CI, 1.00, 1.03]). No other staff factors related significantly to neither the primary nor the secondary outcome. Conclusion: In Norwegian general practice, insulin initiation in people with T2D may be affected by therapeutic inertia but access to a diabetes nurse may help facilitating more timely insulin start-up. In patients with type 2 diabetes (T2D) cared for by their general practice physician (GP), insulin therapy was susceptible to therapeutic inertia. In Norwegian general practice, chance of timely basal insulin-initiation was found more than two-fold higher if the GP had access to a diabetes nurse. In contrast, the timeliness of basal insulin-initiation in general practice patients with T2D seemed unaffected by share of support staff with diabetes course and by factors indicatory of support staff overall operational capacity. To explore the Nordic municipal health and care services' ability to promote principal goals within care for older people during the COVID-19 pandemic. Two surveys were conducted among managers of municipal health care services for older people in Denmark, Finland, Norway and Sweden; the first around 6 months into the pandemic (survey 1), and the second around 12 months later (survey 2). Data were analysed through descriptive statistics, and multiple regression (OLS). 1470 (survey 1, 2020) and 745 (survey 2, 2021) managers. 32% in home care, 51% in nursing homes, 17% combined. In all countries the pandemic seems to have had more negative impact on eldercare services' ability to promote an active and social life, than on the ability to promote or enhance older people's mental and physical health. The regression analysis indicates that different factors influence the ability to promote these goals. Managers within nursing homes reported reduced ability to promote mental and physical health and an active social life to a significantly lower degree than managers of home care. The effect of three prevention strategies (lock down, testing, and/or organisational change), were explored. Organisational change (reorganize staff and practice, restrict use of substitutes) tended to impact the units' ability to promote a social life in a positive direction, while lock down (areas, buffets etc) tended to impact both the ability to promote mental/physical health and a social life in a negative direction. Measures that can improve opportunities for an active and social life during a pandemic should have high priority, particularily within home care. It is important to learn from how the COVID-19 outbreak in 2020 affected the municipal health and care services' ability to achieve principal goals within care for older people. The pandemic had a more negative impact on the services' ability to promote an active and social life, than on their ability to promote or enhance mental and physical health. To explore Norwegian GPs' experiences with and perceived suitability of issuing sickness certifications in remote consultations during the COVID-19 pandemic. We used a mixed methods research design. An online survey with 301 respondents was combined with qualitative interviews with ten GPs. Norwegian general practice. Most GPs agreed it was difficult to assess a patient's ability to work without physical attendance for a first-time certification in remote consultations. However, extending a certification was considered less problematic. If physical examinations were required, the GPs would ask the patient to come to the office. The most suitable diagnoses for remote certification were respiratory infections and COVID-19-related diagnoses, as well as known chronic and long-term diseases. The GPs emphasized the importance of knowing both the patient and the medical problem. The GP-patient relationship could be affected by remote consultations, and there were mixed views on the impact. Many GPs found it easier to deny a request for a sickness certification in remote consultations. The GPs expressed concern about the societal costs and an increased number of certifications if remote consultations were too easily accessible. The study was conducted during the COVID-19 pandemic, and the findings should be interpreted in that context. Our study shows that issuing sickness certifications in remote consultations were viewed to be suitable for COVID-19 related problems, for patients the GP has met before, for the follow-up of known medical problems, and the extension of sickness certifications. Not meeting the patient face-to-face may affect the GP-patient relationship as well as make the GPs' dual role more challenging. The GPs perceived issuing sickness certifications in remote consultations as suitable when patient and health problem are known, and when the certification is an extension. Issuing sickness certifications in remote consultations can both harm and strengthen the GP-patient relationship. Knowledge-intensive services are seen to have an increased importance for learning and innovation activity in a more knowledge-based economy. This paper compares the relevance of two complementary approaches as analytical tools in studying the exchange of knowledge-intensive services in innovation processes. The first approach focuses on the importance of expert knowledge from companies in the KIBS (knowledge-intensive business services) sector as input in innovation processes. The other approach focuses on the role of knowledge-intensive service activities (KISA) in innovation processes. The latter approach regards a wider set of players as potentially important knowledge-intensive service providers than just KIBS firms, it focuses on knowledge exchange beyond market relations, and it emphasizes the mix and match of internal and external knowledge-intensive services. This paper analyses the relevance of the two approaches by studying the use of knowledge-intensive services in two Norwegian industries dominated by different knowledge bases, that is, the aquaculture and the software industry, respectively. Empirical studies in the two industries demonstrate that the KISA approach certainly brings new elements into the investigation of the role of knowledge-intensive services in innovation activity. The approach focuses on how knowledge exchange occurs (in static or dynamic ways), and how it relates to firms' own innovation processes. This paper presents a seabed sediments (grain size) map of the Nordland VI area (25,000 km2) off the Lofoten islands, north Norway. The map is based on multibeam echosounder data (bathymetry and backscatter), visual analysis of 215 video transects (each 700-m long), and visual and grain-size analysis of seabed sediment samples from 40 sampling stations acquired by grabs, boxcores and multicores. A total of 14 sediment classes were identified, with sediments varying in grain size from mud to boulders. Seabed types also include bedrock and bioclastic sediments from degrading cold-water coral reefs. The continental shelf is mostly characterised by coarse-grained sediments such as gravelly sand and sandy gravel, especially in till areas. In basins and glacial troughs, finer-grained sediments such as sandy mud and muddy sand dominate. The upper continental slope (300–600-m water depth) is characterised by coarse-grained sediments related to the influence of the strong north-east flowing Norwegian Atlantic Current. In deeper areas, finer-grained sediments are prominent. Below 1000-m depth, mostly mud and mud with sediment blocks occur. [ABSTRACT FROM PUBLISHER]

Background: Norwegian government white papers have stated that the Sami population is reluctant to seek help from healthcare services and has traditions of self-help and the use of local networks. Objective: In this article we explore healthcare professionals' discursive constructions of Sami persons with dementia and their families' reluctance to seek and accept help from healthcare services. Design: The article is based on an analysis of focus group interviews with healthcare professionals (n = 18) in four municipalities in Northern Norway with multiethnic populations. A narrative context analysis, which involved an examination of sequences of discourse, was employed. Results: Reluctance to seek and accept help among Sami service users and assumptions about self-support were recurring themes in the focus groups. The reluctance was attributed to macro contexts, such as socio-historical processes and cultural norms, and to micro contexts, such as individual and interpersonal factors including the healthcare professionals' cultural backgrounds and language competence. The healthcare professionals' positioning as insiders or outsiders (Sami or non-Sami) affected their attributions. Conclusions: Local healthcare professionals are at the front line for providing and assessing service users' needs for healthcare services. Consequently, their perceptions of service users' needs are pivotal for achieving equity in healthcare. The established opinion that Sami “take care of their own" and are reluctant to seek and accept help may lead to omissions or neglect. Healthcare professionals' awareness about how present encounters in healthcare settings are framed and shaped by the service users' previous and prevailing experiences of marginalisation and subordination is crucial to avoid omissions or neglect resulting from assumptions about cultural preferences. Discursively shaped boundaries and differences between groups may create the impression that the distance between the groups is too wide to traverse, which in turn may lead to further marginalisation of service users in healthcare encounters. The paper surveys recruitment changes in Norwegian education from the 1960s to 1990. The impact of educational background did not diminish during the period. However, that of occupational class receded. The earlier conclusion from several Western countries, that educational equalization stopped after 1960, therefore, does not apply to Norway. However, the particularly large expansion in higher education after 1990 produced an equalization setback. Educational careers in this paper were studied on the basis of a 6 per cent sample of the population born 1954 to 1970. Background data from the 1970 and 1980 censuses were matched with attainment data from the NOS' Educational Registry Data (based upon the annual reports from individual schools). This paper discusses the phenomenon of genderized technology. A model of genderized technology is outlined, identifying mechanisms of genderization at three levels: institutional, symbolic, and characteristics of research work. Using survey material from Norwegian engineering students, it is shown that technology is genderized through all three sets of mechanisms. Although an increasing number of women study engineering, there is an emerging gender division in the choice of field and speciality. The paper argues that this division partly is related to the phenomenon of gender-typing of artefacts. Students perceive some artefacts as 'masculine', others as 'feminine' or 'neutral'. This symbolic aspect of technology is produced by the appearance of the artefact and the sex of the stereotypical user. Finally, the paper explores students' views on ideal characteristics of technological researchers. It is found that 'female' characteristics are valued more than masculine, and that the difference between male and female students in this respect is very small. [ABSTRACT FROM AUTHOR]

The development of social science research policies reflects an increased emphasis upon government and political control of the research, while at the same time researchers are confronted with stronger restrictions regarding their access to and utilization of certain types of data. The paper gives a review of proposed legislation concerning data systems and the protection of privacy in Norway. According to the proposal a new agency, the Data Inspection, will be given the authority to decide whether or not to permit the establishment of personal data systems to be used by agencies of state or municipality. The provisons of the proposed act will apply even to data systems for research purposes. The paper gives a consideration of a number of intended as well as presumably unintended consequences of such legislation. It is stressed that social scientists fully endorse efforts to build a protective shield around the integrity and privacy of individuals who furnish data for research. Patients with coronary heart disease need timely treatment for survival and optimum prognosis. There is limited research exploring patients' experience regarding distance to percutaneous coronary intervention. The aim was to explore patients' experiences of aspects contributing to safety and quality of care regarding health services following percutaneous coronary intervention in Northern Norway. A qualitative explorative design was used, and 15 patients participated in individual semi-structured interviews 9–16 months after treatment. The reflexive thematic analysis revealed two main themes: (1) being part of a safe system and (2) adapting to new everyday life. Feeling safe and experiencing quality care depended on whether the participants were heard within the system upon first contact, whether help was available when needed, the travel time for treatment, sufficient information, the competency of care provided by healthcare professionals, and how follow-up services were organised when adapting to everyday life. To conclude, patients undergoing percutaneous coronary intervention in an arctic context perceived healthcare services as safe when the system delivered continuous care throughout all levels. Consistent optimisation of transport time and distance to treatment, especially for rural patients, and extensively focusing on follow-up services, can contribute to improving safety and quality of care. This cross-sectional study aimed to describe exposure to cold climate and hand-arm vibration (HAV) as well as neurosensory and vascular symptoms and clinical findings among open-pit Arctic miners. It was based on data from questionnaires and physical examinations, including 177 men and 75 women from two open-pit mines in Sweden and Norway (response rate 54%). Working outdoors or in an unheated building or machine for at least two hours per day was reported by 44% and HAV exposure of the same duration by 10%. Neurosensory symptoms (e.g. reduced perception of touch) in the hands were reported by 47% and Raynaud's phenomenon by 14%. In brief conclusion, the study showed that Arctic miners were commonly exposed to both cold temperatures and HAV. They also reported a broad range of neurosensory and vascular symptoms in their hands and had abnormal clinical findings related to the symptoms. The 1918–20 pandemic influenza killed 50–100 million people worldwide, but mortality varied by ethnicity and geography. In Norway, areas dominated by Sámi experienced 3–5 times higher mortality than the country's average. We here use data from burial registers and censuses to calculate all-cause excess mortality by age and wave in two remote Sámi areas of Norway 1918–20. We hypothesise that geographic isolation, less prior exposure to seasonal influenza, and thus less immunity led to higher Indigenous mortality and a different age distribution of mortality (higher mortality for all) than was typical for this pandemic in non-isolated majority populations (higher young adult mortality & sparing of the elderly). Our results show that in the fall of 1918 (Karasjok), winter of 1919 (Kautokeino), and winter of 1920 (Karasjok), young adults had the highest excess mortality, followed by also high excess mortality among the elderly and children. Children did not exhibit excess mortality in the second wave in Karasjok in 1920. It was not the young adults alone who produced the excess mortality in Kautokeino and Karasjok. We conclude that geographic isolation caused higher mortality among the elderly in the first and second waves, and among children in the first wave. [ABSTRACT FROM AUTHOR]

During the pandemic outdoor activities were encouraged to mitigate transmission risk while providing safe spaces for social interactions. Human behaviour, which may favour or disfavour, contact rates between questing ticks and humans, is a key factor impacting tick-borne encephalitis (TBE) incidence. We analyzed annual and weekly TBE cases in Finland, Norway and Sweden from 2010 to 2021 to assess trend, seasonality, and discuss changes in human tick exposure imposed by COVID-19. We compared the pre-pandemic incidence (2010–2019) with the pandemic incidence (2020–2021) by fitting a generalized linear model (GLM) to incidence data. Pre-pandemic incidence was 1.0, 0.29 and 2.8 for Finland, Norway and Sweden, respectively, compared to incidence of 2.2, 1.0 and 3.9 during the pandemic years. However, there was an increasing trend for all countries across the whole study period. Therefore, we predicted the number of cases in 2020/2021 based on a model fitted to the annual cases in 2010–2019. The incidences during the pandemic were 1.3 times higher for Finland, 1.7 times higher for Norway and no difference for Sweden. When social restrictions were enforced to curb the spread of SARS-CoV-2 there were profound changes in outdoor recreational behavior. Many industrial facilities require large amount of power available through fossil energy, but in some countries the power is secured by hydroelectric power. Norway is one such country, but some facilities still use gas power due to hydroelectric power capacity limitations. Therefore, using wind- or nuclear power to cut emissions are relevant alternatives. Therefore, a concept and feasibility study using wind- or nuclear power at the single largest emitter of climate gases in Norway, Melkøya LNG (Liquified Natural Gas) terminal is presented. Due to the intermittency of the wind power, the balancing/back-up power must also be included. After running 10,000 trials in a Monte Carlo simulation to handle the uncertainties of the alternatives, the results support the Nuclear alternative. Future key issues are the cost escalations of wind turbines, the cost of balancing- and backup power for the Wind alternative and the waste handling for the Nuclear alternative. [ABSTRACT FROM AUTHOR]
