Amidst the hype and prospects offered by technological innovation for shaping the future of mobility, it can be easy to overlook the humble and enduring place and potential of walking as a means of movement in our mobility system. Yet walking may already be part of the change taking place, as technological innovation and behaviour come together. This paper considers the potential significance of pedestrian navigation that has been placed in the hands of smartphone users, referring to it as 'Walking as a Service' (WaaS). For individuals physically able to, walking can provide a number of positive attributes including independence, reliability, flexibility, exercise and affordability. Such attributes may compare favourably with other means of transport for shorter journeys. Yet in spite of this it is often not the mode of choice. One of its limitations can be the cognitive challenge – when faced with the unfamiliar - of judging how long a journey could take on foot and determining how to navigate to the destination. Google Maps Navigation now addresses this with what appears to be ever improving attention to usability. Audio-visual assistance 'holds your hand' on your journey and keeps track of how far you have left to go and the estimated time needed. With a focus on the UK, the paper explores the prospects for, and place of, WaaS in the future of mobility, also highlighting an apparent sharp increase in average walking trip rate from 2015 to 2018. It draws out a distinction between the business model of Mobility as a Service (MaaS - which sells access to mobility) and that of WaaS (which sells access to geography and consumers) and puts forward the WaaS Circle of Virtue wherein WaaS is able to support sustainability and profitability. Few sectors in the global economy need deep decarbonization as much as heavy industry, which is currently the largest and fastest growing source of global carbon emissions. Based on an original dataset of 111 expert interviews and 52 site visits, this paper asks: what sociotechnical pathways, capabilities, and regional innovation systems are emerging to support industrial decarbonization? It combines and applies insights from evolutionary economic geography and transitions studies, such as sociotechnical capabilities and learning, as well as spatial frameworks such as challenge-oriented regional innovation systems (CoRIS) and green industrial restructuring. It utilizes these collective concepts of pathways, capabilities and CoRIS to explore the organizational and technological, individual, and systems level dimensions of industrial decarbonization efforts ongoing across Great Britain. We find that within industrial net-zero clusters, spatial and technological proximities are being effectively leveraged, especially through new forms of networking, collaboration, and partnerships. CoRIS provides the basis for greater reflection on perennial transitions issues, both within and across clusters, related to incumbency and innovation, in addition to spotlighting emergent issues such as light versus deep green restructuring and incremental versus transformative change. In simpler terms, industrial decarbonization unfolds as a multi-scalar process. Industrial decarbonization exhibits both incremental and transformative patterns of change. The COVID-19 pandemic has caused huge and disruptive technological changes in the healthcare sector, transforming the way businesses and societies function. To respond to the global health crisis, there have been numerous innovation projects in the healthcare sector, including the fast design and manufacturing of personal protective equipment (PPE) and medical devices, and testing, treatment, and vaccine technologies. Many of these innovative activities happen beyond organizational boundaries with collaboration and open innovation. In this paper, we review the current literature on open innovation strategy during the pandemic and adopt the co-evolution view of business ecosystems to address the context of change. Based on a detailed exploration of the COVID-19-related technologies in the UK and global healthcare sectors, we identify the key emerging themes of open innovation in crisis. Further discussions are conducted in relation to each theme. Nuclear Decommissioning Projects and Programmes (NDPs) are jeopardized by several risks, long schedule and cost estimates that lay in the range of hundreds of billions of pounds. Moreover, in some countries, these estimates keep increasing and key stakeholders have a limited understanding of the determinants that engender this phenomena. Benchmarking refers to the process of comparing projects in order to identify best practices and generate ideas for improvement. However, even if it is the envisaged approach to tackle the decommissioning challenges (and due to the NDPs' uniqueness), until now, benchmarking has been only partially used. This paper proposes an innovative methodology to benchmark decommissioning projects, both from the nuclear and non-nuclear industry, within the UK and worldwide. From this cross-sectorial and cross-country analysis, it is possible to gather a list of key NDPs' characteristic and statistically test their correlation with the project performance. The ultimate aim of the research underpinning this paper is to investigate the possible causation between the NDPs' characteristics and the NDPs' performance and to develop guidelines to improve the selection, planning and delivery of future NDPs. • Ten principles for accelerated, publicly funded innovation organisation design • First empirical application to a case study of a public private partnership • Identifies generalisable aspects for accelerated sustainability transitions If clean energy innovation is to be accelerated at the pace required, new approaches to designing public innovation organisations need to be developed. Despite the importance of these organisations in driving sustainability transitions, their role has not yet been explored in the literature. This paper addresses this gap by refining ten principles for publicly funded innovation organisation design and applying them to a detailed case study of the Energy Technologies Institute (ETI), UK. Results demonstrate that the ETI's design reflected broader political and industrial relationships at the time of its formation, embedding six large, incumbent energy firms. This effected its ability to pursue the riskier aspects of its mission, resulting in the pursuit of more incremental technologies and outputs. In this paper, a systematic review of academic literature and policy papers since 2008 is undertaken with an aim of identifying the prevalent energy systems models and tools in the UK. A list of all referenced models is presented and the literature is analysed with regards sectoral coverage and technological inclusion, as well as mathematical structure of models. The paper compares available models using an appropriate classification schema, the introduction of which is aimed at making the model landscape more accessible and perspicuous, thereby enhancing the diversity of models within use. The distinct classification presented in this paper comprises three sections, which specify the model purpose and structure, technological detail and mathematical approach. The schema is not designed to be comprehensive, but rather to be a broad classification with pertinent level of information required to differentiate between models. Expectations about emerging innovations are an important part of innovation pathways that can help to overcome uncertainties and build hype. Such sociotechnical expectations have been studied extensively by social scientists but the focus is often on collective, widely shared expectations and much less on individuals' specific expectations. Examining the latter can nonetheless aid understanding of the development of, buy-in into and power dynamics around collective sociotechnical expectations. This paper therefore examines individually articulated expectations about vehicle automation in the trucking industry in the UK. It draws on 61 in-depth interviews with freight transport actors, including truck drivers, freight company management, industry representatives, and representative from government departments. It demonstrates alignment of individual expectations on some aspects of vehicle automation, including the difficulty of expression them in terms of chronological (calendar) time and the belief that automation will be quicker and easier on motorways than on other kinds of road. Multiple differences in expectations are identified, in particular regarding the practical feasibility of truck platooning and the role of truck drivers. Abstract: There is a growing interest in innovation for sustainability and the development of green industries and green jobs. But how can green industries, green manufacturing jobs, and green goods innovation be measured? This paper probes current and recent attempts to define and measure these categories, with a focus on studies in the UK. We review the methods, estimates and trends contained in these studies. While these efforts have value, they also raise significant conceptual and measurement issues. The paper discusses a series of these issues and considers strategies to further refine the categorization and detection of green sector enterprises. A new identification approach is put forward using search term combinations and text mining to discern green goods sector companies. This method is tested through a search of small and medium-size green goods enterprises in the UK. Abstract: Cattle and sheep breeders in the UK and elsewhere are increasingly being encouraged to use a variety of genetic technologies to help them make breeding decisions. The technology of particular interest here is ‘classical’ statistical genetics, which use a series of measurements taken from animals' bodies to provide an estimate of their ‘genetic merit’ known as Estimated Breeding Values (EBVs). Drawing on empirical research with the representatives of national cattle breed societies and individual cattle breeders the paper explores the complex ways in which they are engaging with genetic breeding technologies. The concept of ‘heterogeneous biosocial collectivity’ is mobilised to inform an understanding of processes of co-construction of breeding technologies, livestock animals and humans. The paper presents case studies of livestock breeding collectivities at different scales, arguing that the ways in which the ‘life’ of livestock animals is problematised is specific to different scales, and varies too between different collectivities at the same scale. This conceptualisation problematises earlier models of innovation-adoption that view farmers as either ‘adopters’ or ‘non-adopters’ of technologies and in which individual attitudes alone are seen as determining the decision to adopt or not adopt. Abstract: Energy system scenarios and modelling exercises may under-represent the learning potential of emerging technologies such as marine energy. The research described here was devised to represent this potential, and thereby explore the possible role of marine energy in future energy systems. The paper describes a scenario for the accelerated development of marine energy technology, and the incorporation of this scenario into wider scenarios of UK energy system decarbonisation from now to 2050. The scenarios suggest that the accelerated development of marine energy could contribute significantly to the decarbonisation of energy supply in the UK, especially over the medium to long term. However, this is predicated on sustained innovation, learning and cost reduction over time. Encouragingly, a number of recently established policy support programmes are now beginning to stimulate the development of marine energy in Scotland, the UK and beyond. As the paper discusses, building on these initiatives, and ‘realising’ the accelerated development of marine energy, present a number of challenges, and will increasingly require international efforts. Abstract: In recent years a growing literature on socio-technical transitions towards sustainability has emerged. Scholars have explored ways through which configurations of technologies, infrastructures, social practices, institutions and markets can change to fulfil their functions in a more sustainable way. A multi-level perspective (MLP) has been developed to describe and analyse these complex, long-term processes. It has also been used to help design policy for example in the Netherlands. In this paper the MLP is used in a novel way: as a heuristic to ex ante assess policies to stimulate socio-technical transitions. Instead of using it for policy development, the MLP is used here for an assessment of policy. The analysis focuses on a particular policy initiative intended to stimulate the transition to a low carbon economy in the UK: the Carbon Trust. This paper makes two contributions to the socio-technical transitions literature: Conceptually, the paper demonstrates the usefulness of the socio-technical multi-level perspective to analyse policies and assess their likely impact ex ante against the background of theorising about the patterns of large scale, socio-technical change. Empirically, the paper finds that the activities of the Carbon Trust consist of a variety of well targeted ways to stimulate the development of socio-technical niches as well as to change regime practices directly. Abstract Energy-related investment decisions in the buildings sector are heterogeneous in that the outcome for each individual varies according to budget, values, and perception of a technology, even if an apparently identical decision task is faced. In particular, the rate of adoption of new energy-efficient technologies is often hard to model and underlines the need for an advanced approach to capture diversity in decision-making, and enable the inclusion of economic, comfort, environmental and social aspects. This paper presents an enhanced agent-based model that captures several characteristics of consumer behaviour that influence investment decisions. Multiple agents with different objectives, search strategies, and decision methods are implemented. A case study is presented which illustrates the benefits of the approach for the residential sector in the UK. The agent-based method shows diversity in investment decisions, without requiring the constraints on uptake needed in many models. This leads to a range of technologies in the market during a transition phase, continuous investment in low capital cost technologies, and eventually the emergence of a low carbon system based on new mass market technologies. The system that emerges is vastly different from one observed when economically rational investment is assumed and uptake constraints are applied. Abstract: This paper traces the convergence and evolution of UK media as it has developed in one of that state’s key media countries, Wales and its media clusters which have distinctive linguistic audiences in the capital, Cardiff in the south and in its rural cluster in the strongly Welsh-speaking Gwynedd region in the north. The paper begins with a discussion of media industry structure. This moves from UK to sub-national to city and cluster levels. It reports on a survey conducted into evolutionary media cluster convergence trends. It then considers cluster evolution in relation to the broader regional innovation system in Wales. Abstract: Following work done in the UK, Canada and now starting across Europe, 1 [1] UK Ministry of Defence, UK Foresight Office Horizon Scan; Global Futures Forum Vancouver April 2008, Europe @ 2025 European Commission. there appears to be renewed interest in charting the boundaries of what to expect between 2010 and 2025 as the character of the 21st century begins to become firmly established. What are the shaping forces, or sources of change and what might be their impacts, particularly where these may create entirely new challenges and opportunities? Futures experts (attendees of the FTA 2008 Conference) were invited to state their opinions on these questions by considering the trends, drivers, wilds cards, discontinuities and weak signals likely to shape the future through the Big Picture Survey. The survey was launched 6 months prior to the Conference. More than 250 responses were submitted by the Conference date. The results collected were synthesised and presented back to the attendees in a plenary presentation by the authors. The current paper aims to clarify the concepts first by suggesting definitions and discussing the distinctions between them. Abstract: This paper describes the approach to developing transition pathways for a low carbon electricity system in the UK, being pursued in a major new inter-disciplinary research project. The project aims (a) to learn from past transitions to help explore future transitions and what might enable or avoid them; (b) to design and evaluate transition pathways towards alternative socio-technical energy systems and infrastructures for a low carbon future; and (c) to understand and, where appropriate, model the changing roles, influences and opportunities of large and small ‘actors’ in the dynamics of transitions. The paper describes the approach, which builds on the work of Dutch researchers on transitions and transition management using a multi-level framework of niches, socio-technical regime and landscape, as well as on other parts of the innovation systems literature. It also describes its application to several outline transition pathways to a low carbon energy system in the UK. The pathways embrace both the evolution of the physical and institutional infrastructure changes and the roles of both large actors, e.g. multinational energy supply and distribution companies, national governments, major investors, and small actors, e.g. households, innovators and entrepreneurs. Abstract: The literature on environmental champions emphasises the effective action of environmentally committed individuals. This paper draws on case studies of process technology investment projects in chemical and dairy companies in the UK and Sweden. The analysis is based on a political process perspective on organisations. By analysing the career histories of environmental champions as well as their behaviour in the investment projects, the paper shows how their championing behaviour is shaped by dynamic interaction with the organisational context, as well as a broader range of motivations and interests, including career opportunities and private life concerns. The paper reports on a Department of Culture, Museums and Sport (DCMS) funded project which provided modest amounts of time for teachers to be freed from their classroom teaching to explore the use of information and communications technology (ICT) in their subject teaching, and to meet up together to discuss their use of new technology. The funding was sufficient to provide a day of supply cover for two groups of secondary teachers in different curriculum subjects (history and science) to meet towards the start of the academic year to discuss their use of ICT, a day of supply cover to work on their ideas and interests, and a day to meet together again towards the end of the year to share ideas and experiences. The rationale behind the project was to allow teachers the freedom to explore their own areas of interest in the area of ICT and to avoid a prescriptive or ‘coverage’ based approach. There was a conscious attempt to avoid target setting and audits and teachers were encouraged to come to the end of year meeting even if they had nothing ‘to put on the table’. The concluding section of the paper describes the outcomes of the project. The main issue to emerge was the highly positive reaction of the teachers involved. Whilst for some there were significant ICT outputs, all those involved found the process useful and enjoyable, especially the collaborative sharing process in the final session. Weather radars produce high spatial and temporal resolution observations of precipitation events. Over the years, weather radar operators have updated their radar networks to exploit the latest technological advancements. One of the most significant improvements in this matter was providing the radars with polarimetric capabilities, as this allows the radars to gather more detailed information about the precipitation targets' shape, size, phase, and orientation. The radar research community has been working along with these advancements to develop robust algorithms that boost the radar data applications, such as radar quantitative precipitation estimation (QPE), rain microphysics analysis, nowcasting of precipitation or numerical weather prediction based on radar measurements. Some of these algorithms have been implemented in open-source toolboxes that aim to facilitate the processing and quality control of radar data produced by different radar systems. However, these open-source toolboxes have not yet included a chain process tailored to the UK radar research context. This paper presents a TOolbox to process WEather Radar data in PYthon (Towerpy). Towerpy can read, process and display polarimetric radar data from different radar systems, but it is specially customised for data produced by the UK Met Office radar network. Towerpy is built upon robust algorithms that cover various aspects of the radar data quality control (e.g., calibration of radar measurements, identification of non-meteorological echoes, attenuation correction, among others) and the computation of radar rainfall rates. Additionally, a radar processing chain was devised using the Towerpy modules to produce radar rainfall estimates. Raw polarimetric radar measurements collected by the UK Met Office radar network throughout the UK's wettest day on record were used as input for this processing chain. The results confirm that Towerpy is a powerful radar research tool and demonstrate its ability to generate functional radar QPE that can be used to improve operational radar rainfall products. • We present Towerpy, a Python toolbox to process polarimetric weather radar data. • Towerpy provides robust algorithms for radar data quality control and radar QPE. • We set a processing chain that estimates rain rates to show Towerpy's capabilities. • Social innovations are essential for just sustainability transitions in energy. • Understanding potential of social innovation requires understanding its power dynamics. • Power dynamics in social innovation in energy include power to/over/with. • We require inter- and transdisciplinary power concepts to understand power in transitions. This paper explores how power relations are manifested, altered and/or reproduced in processes of social innovations in energy transitions (SIE). We explore this research question by developing an interdisciplinary and transdisciplinary power heuristic building on different dimensions of power: power to, power over and power with. This conceptual framework helps us analyse the power dynamics in multiple types of SIEs that aim to contribute to sustainable energy transitions across three different national contexts: Germany, Poland, and the United Kingdom (UK). Our findings show how social innovation involves different dimensions of power to/over/with, and how power relations are both altered and reproduced. The cases under study also lead us to argue that understanding how power dynamics develop requires the analysis of the interplay between different power dimensions across the multiplicity of actors within different SIE-fields and their initiatives. With digitalization and the support of policies, the creative industries have shown rapid growth in the last 20 years. Open forms of collective learning, user engagement and social networks have become popular to generate IPs and values. Meanwhile, government policy can support the sectors through subsidies, regulations, standardization, and protections at regional and national levels. This paper aims to explore the role of government policy in the innovation of creative industries from a macro dynamic perspective. The research method combines a structured literature review, a secondary document review of industry reports and government policy, and thematic content analysis. Through in-depth studies of the UK's and China's animation sectors, the paper identifies key elements of closed innovation, social innovation, and open innovation systems in the market. Comparisons of national government policies since 2000 reveal different approaches for countries where creative sectors are well-established, and for those starting with limited knowledge resources. A dynamic model is developed to address the evolution of macro dynamic innovation systems and the role of policies as interactive mechanisms. The Smart Meter Implementation Programme (SMIP) is arguably one of the most expansive and complex smart meter programmes globally. The UK government regards smart meters to be enablers of a low-carbon energy grid and has set out ambitious consumer-orientated aims within their programme across England, Scotland, and Wales. Despite considerable amount of research on how consumers will (or not) engage with smart meters, media discourses, where some public debates about smart meters are created and reproduced, have received little attention. This paper presents a content analysis of how smart meters are discussed within 11 years of popular print media coverage. A collection of nine discourses are identified: Four of these – “empowered consumers”, “energy conscious world”, “low-carbon grid”, and “future smart innovation” – depict smart meters as a harbinger of positive social change. Five of these – “hacked and vulnerable grid”, “big brother”, “costly disaster”, “astronomical bills”, and “families in turmoil” – represent smart meters as negative forces on society. The results show that discourses and associated storylines mainly represent continuous struggles over particular socio-technical promises linked to smart meters. Somewhat missing are attempts to open up the smart energy debate to broader issues of democracy and energy justice within the print media coverage. [ABSTRACT FROM AUTHOR]

• An analytical framework for inclusive innovation in just transitions is applied to the case of smart local energy systems in the UK elaborates; • Low levels of inclusion dominate owing to relative commitments to liberal-individualist compared to social-collectivist forms of social justice; • Inclusion needs to be understood dynamically, as productive of new collectives, and whose multi-level interactions can help drive transformative innovation. Inclusive innovation addresses the challenges and aspirations of poor and marginalised groups in society. Attention towards these groups is also important for social justice in sustainable transitions. How can research insights from inclusive innovation contribute to just transitions? In this paper, based on original mixed methods data, analysis built around levels of inclusion is applied empirically to the case of smart local energy systems in the UK. Despite innovators acknowledging inclusiveness as significant for their decarbonised, decentralised and digitalised transition goals, inclusion operates currently at low levels owing to the prevalence of a liberal-individualist approach to justice in the electricity regime. Noting efforts (and constraints) in higher-level inclusion in some demonstration projects, we discuss whether and how social-collectivist approaches to justice open up more transformative possibilities. The practical operationalisation of resilience within cities is strongly linked to technology, such as better construction materials or redesigning urban form. Institutional and private sector actors often focus on issues relating to the technological innovation journey, such as 'pathways' to implementation or 'barriers' to market uptake, rather than whether adaptive technologies are the most appropriate resilience solution. These discourses frame urban resilience from the perspective of an innovation journey where technologies are perceived to succeed if there is high uptake. However, given the multi-perspective and multi-scale nature of urban resilience, the idea of 'success' inevitably has complex spatial, temporal and scalar dimensions. The paper uses the case of property level flood resilience (PFR) technologies in the United Kingdom to introduce the notion of 'contingent resilience' as a means to understand the trade-offs that are part of assessing and evaluating climate resilient technologies. We reveal that there are fundamental contradictions in what is deemed as a 'success' depending on who is framing the problem, when the judgement is made, or where the scale of analysis lies. With the emergence of energy communities, where a number of prosumers invest in shared generation and storage, the issue of fair allocation of benefits is increasingly important. The Shapley value has attracted increasing interest for redistribution in energy settings — however, computing it exactly is intractable beyond a few dozen prosumers. In this paper, we first conduct a systematic review of the literature on the use of Shapley value in energy-related applications, as well as efforts to compute or approximate it. Next, we formalise the main methods for approximating the Shapley value in community energy settings, and propose a new one, which we call the stratified expected value approximation. To compare the performance of these methods, we design a novel method for exact Shapley value computation, which can be applied to communities of up to several hundred agents by clustering the prosumers into a smaller number of demand profiles. We perform a large-scale experimental comparison of the proposed methods, for communities of up to 200 prosumers, using large-scale, publicly available data from two large-scale energy trials in the UK (UKERC Energy Data Centre, 2017, UK Power Networks Innovation, 2021). Our analysis shows that, as the number of agents in the community increases, the relative difference to the exact Shapley value converges to under 1% for all the approximation methods considered. In particular, for most experimental scenarios, we show that there is no statistical difference between the newly proposed stratified expected value method and the existing state-of-the-art method that uses adaptive sampling (O'Brien et al., 2015), although the cost of computation for large communities is an order of magnitude lower. • Systematic study of Shapley value approximation methods for community energy applications. • New deterministic method for approximating the Shapley value for large communities. • New methodology to allow systematic comparison of different Shapley approximations. • Experimental comparison using data from two large-scale energy trials from the UK. • Redistribution very close to real Shapley values, but at much lower computation cost. This paper conducts an explorative analysis of the UK's nanotechnology research collaboration network to understand the contributions of the different institutions in the development and generation of knowledge. Framed in the National Innovation System (NIS) and the Triple Helix (TH) model literature, this paper makes use of social network analysis (SNA) tools to identify the role and involvement of different institutional actors in the interactions and collaborations within the nanotechnology network. Building on the traditional university–industry–government three-helix interaction model, our paper includes two extra dimensions in the model to account for the increase in international collaboration and the increasingly important role of non-profit organizations (NPOs) in knowledge generation. • This paper summarises the results of a UK/Canada funded project on "next generation" evacuation drills. • We provide the results of a community consultation exercise. • This examined alternatives to evacuation drills, and established comparison criteria. • This work lays the foundation for enhanced evidence-based evacuation drills. Evacuation drills are generally the main mechanism for improving or measuring occupant performance in emergency situations, but their effectiveness is often hard to measure, and there is limited evidence for sustained training benefits. However, innovations in technology (e.g., augmented/virtual reality, novel sensors and wearable tech) offer (when combined with new approaches to designing and delivering drills) significant opportunities for a "next generation" of evidence-based evacuation drills. In this paper, we present the findings of a recent trans-national research project; we establish the main limitations of existing drills, propose a framework for the assessment of both training and evaluation aspects of drills, make a number of recommendations, and suggest a programme of work for their implementation. The paper, therefore, provides a conceptual foundation for future work which will focus on (1) establishing an evidence-based methodology for assessing evacuation drills (and alternatives), (2) harnessing novel objective and automatable approaches to data capture/analytics in order to better characterize performance, (3), developing alternatives to the current drill model, based on emerging technologies, and (4) developing guidance for regulatory bodies on the costs and benefits of each approach for different scenarios. Innovation in electricity distribution networks will be an important element in the transition to a sustainable low-carbon energy system. The nature of networks as regulated monopolies means that the locus of the evolution of protective space for innovation is regulatory institutions, and that the politics of creating protective space is the politics of institutional change. In this paper I examine the case of Britain, where protective space for research, development and demonstration projects was created over the course of the 2000s in the form of funding mechanisms within the regulatory regime. The case study is used to test structural and discursive theories of gradual institutional change. I conclude that these theoretical frameworks are consistent with the evidence, but that the characterisations of change actors and of dominant policy paradigms are insufficiently flexible. The processes that lead to radical institutional change in environmental governance have been theorised from various different perspectives. Six years ago an article published in Global Environmental Change argued for a more systematic evaluation of the potential and utility of complementing Kingdon's Streams Model with other policy-making explanatory approaches. Although Brunner's (2008) article highlighted various limitations of the framework, and suggested employing it with other lenses, only one other attempt has been made to date. This paper explores the value of combining Kingdon's model with Discursive Institutionalism which argues that a focus on discourse has significant, although as yet unfulfilled, potential for shedding new light on institutional change through explaining actor preferences, strategies and normative alignment. By evaluating these arguments in one significant recent example of radical institutional innovation, the UK Climate Change Act 2008, this article shows that by examining discursive interventions, in addition to more structural determinants, significant new insight can be generated into the conditions under which change can occur. The results have implications for theorising radical institutional innovation and also engage in wider debates on governing complex sustainability issues such as climate change. Abstract: In this paper, we employed a revised Lotka–Volterra model to study the evolution of wind and photovoltaic solar technologies, as well as the relationship between these two innovations in leading countries around the globe. Further, we analysed the possible reasons for the coming results in terms of the different policies implemented in each country. By comparing the estimated parameters and simulation results, some new findings were revealed: First, the scale-dependent effect is prevalent in all the targeted countries for the wind market. Second, countries such as the US, Japan, the UK and Italy, whose PV industries are characterised by distributed rooftop systems and off-grid applications, may not be influenced by the scale-dependent effect. This implies that the use of distributed energy systems might be an effective way of coping with scale-dependence. Third, relationship between PV solar and wind technology is dominated by mutualism, while the predator–prey relationship is found only in a small number of countries, such as Italy, the United Kingdom (UK) and France. Finally, except for Germany, France and Spain, the other countries are facing an uncertain future in terms of the development of wind power and PV solar technology; factors contributing to this uncertainty include the lack of long-term and uniform programmes and targets, as well as a stable policy environment. Abstract: This paper engages with recent research concerning the roles of niche spaces in the strategic management of sustainable innovations. Whilst a growing body of empirical investigation looks to developments within these spaces, it is surprising how little pauses to consider how the spaces themselves develop over time, what constitutes these spaces, and how their characteristics influence sustainable innovation. We explore such questions through a case study into the history of solar photovoltaic electricity generation over the last 40years in the UK. Whilst we see evidence consistent with recent ideas about niche spaces shielding, nurturing, and empowering sustainable innovation, the main thrust of our analysis concludes that this arises in contested and compromised ways. Moreover, our analysis identifies niche space developing through the political ability of technology advocates recursively interpreting, representing, and negotiating between the content and contexts of innovation. Abstract: This paper analyzes the impact of WLAN technologies for incumbent MNOs based on an empirical cross-country study of the players in the public WLAN-hotspot market using the theory of disruptive innovation and theoretical extensions for the industry- and country-level. The main research question to be analyzed is whether and why PWLAN has shown a disruptive or sustaining impact trend for incumbent MNOs in the hotspot markets of Germany, the UK, and the USA in recent years. The results imply that incumbent MNOs and new entrants have taken advantage of the opportunity provided by PWLAN, but the market success of both types of players varies between the countries analyzed. Incumbent MNOs dominate in Germany but not in the UK and the USA. The reasons for these country-specific differences were further investigated, and the results suggest that the analysis of disruptive potential in telecommunications needs to include country- and firm-specific factors, which are, again, largely influenced by the local regulation. Farmer-led innovation brings farmers together with other stakeholders in a collaborative endeavour that recognises multiple forms of expertise. Critical engagement with mainstream models of agricultural science and technology (AST) development has drawn attention to the isolation of farmers as technology adopters within a compartmentalised model of AST development and dissemination. Academic, government and non-governmental actors and organisations are increasingly supporting facilitated processes in which farmers, scientists and engineers develop new knowledge, learning together about the nature of the problems being faced and the potential of different solution pathways. Despite the centrality of learning to farmer-led innovation, its role has yet to be systematically explored. In response, this paper looks to understand the forms of learning and their contribution to farmer-led innovation during a three-year action-research project involving two groups of farmers from northern England and the Scottish Borders in the UK. A researcher-facilitator convened a structured process of twenty meetings that together created opportunities for interaction, deliberation and re-framing of problems and solutions among groups of farmers, a university-based engineer, and wider stakeholders. Multiple qualitative methods were used to build understanding of the different farming contexts and to explore the issues the farmers wanted to work on. Meeting transcripts and fieldnotes were subject to thematic analysis, informed by the analytical framework of cognitive, normative and relational learning derived from the social learning literature. Cognitive, normative and relational learning were found to be mutually interdependent and equally significant, building iteratively rather than linearly: the farmers and engineer assessed new information and reappraised existing situations; they did so informed by and informing a shift in understanding of their goals for new technology; and in so doing they relied on and developed the trust and confidence needed to acknowledge or challenge each other's perspectives. By orientating the group engagement process around the space to explore and challenge histories and contexts of AST, and by drawing on social learning principles to facilitate interaction between the different expertise of farmers and between farmers and engineers, learning emerged that interleaved technology co-design with incremental refinement of the shared norms and values embedded in the process itself. A focus on learning helps deepen understanding of key mechanisms and processes that define and deliver innovation, and the findings suggest that priorities for farmer-led innovation process design should focus on modalities that open up spaces to negotiate both the purpose and products of innovation. Abstract: This paper examines the shifting relationship between the academic disciplines of physics and electrical engineering in Britain c.1900, focusing on their shared engagement with new electrical technologies of lighting, power, and telecommunications. It examines these disciplines’ common cultures of patenting before the Great War, showing how “electricians” in these intersecting domains used patents to secure financial support and protection for their innovations. However, this common culture was put under strain by the attempts of physicists such as Oliver Lodge, to decouple their electrical researches from technological matters in order to pursue an agenda of so-called “pure science.” This campaign was made especially difficult by the strategic focus on “applied science” that emerged during the Great War. We show how a newly legitimized programme of state funding for electrical research both during and after the war led to academic physics and electrical engineering dropping their reliance on patenting by the 1920s, and in the process becoming autonomous sciences—each erasing stories of their former collaboration from disciplinary memories. This paper reports an international comparison of hydrogen niche formation in the UK and South Korea with special regard to policy development. Hydrogen energy development has provided us with a good example of ongoing phenomena during the early stage of socio-technical transition, in other words, the socio-technical niche. The purpose of the case studies was to see the country dependence in shaping the early stage (the period between the year 2002 and 2005) of hydrogen niche formation from the national innovation system perspective. The findings show certain differences in the background of hydrogen energy policies and the manners of policy development. There also are differences in the R&D activities, including not only the way in which they are performed, but also the strategic focussing of R&D, which have been influenced by R&D systems and the industrial structures of the national innovation systems. Vision-articulating processes and the roles and tendency towards intervention of governments are diverse. The research result will contribute to better understanding of the geography of socio-technical transition with empirical evidence. Abstract: Universities and Public Research Organisation rely on the capabilities and competences of their transfer offices to engage with commercial partners and to manage the exchange of knowledge and expertise. This paper promotes a model that can be used to analyse the capabilities and relative strategies of these transfer offices. Based on a ‘core competences’ approach the model enables the precise characterisation of the different modes and methods of transfer and engagement. Findings, coming from a two-year, in-depth comparative study of two transfer offices located in France and in the UK, underline the office''s relative positioning within their institutional environment and identify the relative priority given to their use of the channels of transfer. These results provide a guide for the strategic management of transfer offices that are now operating within an ‘open innovation’ paradigm. [Copyright &y& Elsevier]

Abstract: District heating infrastructure could contribute to the UK''s energy policy goals of decarbonisation, renewable energy deployment, tackling fuel poverty and ensuring energy security. However, while a number of schemes have been developed over the last decade, deployment of the technology remains limited. This paper adopts a Technological Innovation Systems framework to ask what the principal challenges are to significantly scaling up the deployment of DH in the UK. While district heating networks are inherently local infrastructures, they are positioned in regulatory and market contexts organised at larger spatial scales, making geography an important factor and coordination across spatial scales an important policy area for accelerated deployment. Abstract: This paper seeks to develop a deeper understanding of the research on climate change mitigation in transport. We suggest that work to date has focused on the effects of improvements in transport technologies, changes in the price of transport, physical infrastructure provision, behavioural change and alternative institutional arrangements for governing transport systems. In terms of research methodologies, positivist and quantitative analysis prevails, although there are signs of experimentation with non-positivist epistemologies and participatory methods. These particular engagements with climate change mitigation reflect mutually reinforcing tendencies within and beyond the academic transport community. We first draw on a revised version of Thomas Kuhn’s philosophy of science to explore the path dependencies within transport studies, which are at least partly responsible for the predisposition towards quantitative modelling and technology, pricing and infrastructure oriented interventions in transport systems. We then employ the governmentality perspective to examine how transport academics’ engagements with climate change mitigation depend on and align with more general understandings of climate change in UK society and beyond. The analysis makes clear that ecological modernisation and neo-liberal governmentality more generally provide the context for the current focus on and belief in technological, behaviour change, and especially market-based mitigation strategies. While current research trajectories are important and insightful, we believe that a deeper engagement with theoretical insights from the social sciences will produce richer understandings of transport mitigation in transport and briefly outline some of the contributions thinking on socio-technical transitions and practice theories can make. In this paper, we adopt a recent OECD framework and examine the role of external policy tools and internal firm specific factors for stimulating three different types of eco-innovations that range on a spectrum of lower to higher technological and environmental impacts: End-of-Pipeline Pollution Control Technologies, Integrated Cleaner Production Technologies and Environmental R&D. Using a novel firm-level dataset from a DEFRA survey, we estimate a Tobit model, which provides empirical evidence showing that these eco-innovations are motivated by different external policy tools and internal firm specific factors. Our findings indicate that End of Pipeline Technologies and Integrated Cleaner Production Technologies are mainly driven by equipment upgrade motives with a view of improving efficiency while environmental regulations are effective in stimulating the End-of-Pipeline technologies and Environmental R&D. Interestingly, alongside government induced regulations, we find that market factors, mainly motivated by cost savings, are effective in driving Environmental R&D. Finally, ISO14001 certification is effective in strengthening the positive impact of environmental management systems on both End-of-Pipeline technologies and Environmental R&D while CSR policies have no significant impact on motivating any of the eco-innovations. Abstract: Doosan Babcock is aiming to develop a competitive oxyfuel firing technology suitable for full plant application post 2010, and is taking a phased approach to the development and demonstration of oxyfuel technology. Doosan Babcock is leading a number of UK Government supported collaborative projects that are developing oxyfuel combustion technology. The “Fundamentals and Underpinning Technologies” project aims to develop a competitive oxyfuel firing process based on the integration of well proven and innovative power plant design components, addressing critical technology gaps such as combustion fundamentals, furnace design and operation, novel flue gas purification technologies and generic process issues. The “Demonstration of an Oxyfuel Combustion System” project aims to demonstrate an oxyfuel combustion system of a type and size (40MWt) applicable to new build and retrofit advanced supercritical boiler plant. This paper presents the first financial analysis of the United Kingdom's local energy business sector. This analysis relies on financial ratios and degrees of localism as inputs for descriptive statistics, cluster, and canonical discriminant analyses. Our findings suggest that privately-owned energy businesses, typically with limited commitments to localities, account for the great majority of sectoral assets and turnover, and are in comparatively good financial condition. Highly-local energy businesses typically have low profitability and high reliance on debt. The latter is the key variable differentiating them from other less local energy businesses. Moreover, we find financial commonalities within different groups of local energy businesses, which correlate with their specific level of localism. In the context of increasing digitalisation in energy markets, more technological innovation may help strengthen local energy businesses' revenue sources and value creation. Further research is needed in terms of investability, specific financing terms and conditions, and geographical aspects of value creation, retention, and delivery to localities. Abstract: ‘Modernization’ is a key health policy objective in the UK. It extends across a range of public service delivery and organizational contexts, and also means there are radical changes in perspective on professional behaviour and practice. New information and communications technologies have been seen as one of the key mechanisms by which these changes can be engendered. In particular, massive investment in information technologies promises the rapid distribution and deployment of patient-centred information across internal organizational boundaries. While the National Health Service (NHS) sits on the edge of a £6billion investment in electronic patient records, other technologies find their status as innovative vehicles for professional behaviour change and service delivery in question. In this paper, we consider the ways that telemedicine and telehealthcare systems have been constructed first as a field of technological innovation, and more recently, as management solutions to problems around the distribution of health care. We use NHS responses to chronic illness as a medium for understanding these shifts. In particular, we draw attention to the shifting definitions of ‘innovation’ and to the ways that these shifts define a move away from notions of technological advance towards management control. Abstract: This paper reviews the relationships between land use and climate change. It explores how land use decisions will be affected by future changes in the climate, but also the feedbacks from land use change to the global climate system through greenhouse gas (GHG) fluxes. Past changes in land use were characterised by decreasing areas of agricultural use and increasing areas of forested and urbanised land. This has led to UK land use being a net sink for GHGs, mostly due to forestation. However, existing forests have on average passed their age for maximum net removals of carbon from the atmosphere. In the next decade at least, net removals from UK forests are likely to decrease significantly. Longer term scenarios of future land use change are consistent in their expectation of further declines in the agricultural area used for food production – offset to some extent by increased bioenergy cropping – along with increases in forested and urban areas. These trends are broadly consistent with the observed past land use change, but are calculated from various assumptions about future changes in drivers rather than by extrapolation from the past. Socio-economic and technological changes are likely to be the most important drivers for land use, with climate change having a smaller influence. The land use changes represented in these scenarios would likely reduce GHG emissions and enhance carbon sinks. These trends would be reinforced by small future changes in the climate, but large climatic changes are likely to cause net GHG fluxes to switch from being a sink to a source. Land use change will also be moderated by potential policy goals that seek to reduce GHG emissions from land and/or increase the size of land-based sinks. This includes strategies to reduce carbon and nitrogen emissions through increased efficiency, afforestation and biofuel production. [Copyright &y& Elsevier]
