The current data on climate change and environmental degradation are dramatic. The consequences of these changes are already having a significant impact on people's health. Physicians — as advocates of the patients, but also as citizens — have an ethical obligation to be involved in efforts to stop these changes. The European Federation of Internal Medicine (EFIM) strongly encourages the Internal Medicine societies and internists across Europe to play an active role in matters related to climate change and environmental degradation. At a national level, this includes advocating the adoption of measures that reduce greenhouse gas (GHG) emissions and environmental degradation and contributing to policy decisions related to these issues. At a hospital level and in clinical practice, supporting actions by the health sector to reduce its ecological footprint is vital. At the level of EFIM and its associated internal societies, promoting educational activities and developing a toolkit to prepare internists to better care for citizens who suffer from the consequences of climate change. In addition to advocating and implementing effective actions to reduce the ecological footprint of the health industry, recommending the introduction of these themes in scientific programs of Internal Medicine meetings and congresses and the pre- and postgraduate medical training. At a personal level, internists must be active agents in advocating sustainable practices for the environment, increasing the awareness of the community about the health risks of climate change and environmental degradation, and being role models in the adoption of environmentally friendly behaviour. The purpose of this paper is to contribute to the body of knowledge on the first human occupations predating MIS 21 in the Atapuerca karst system. These occupations are described in terms of their ecological, cultural and technological context based on the Sima del Elefante and Gran Dolina sites. This paper focuses on the lower units of these sedimentary infills, specifically Unit TE9 of Sima del Elefante and Unit TD4 of Gran Dolina. In Europe, increasing the area of legume crops has been identified as a key measure to achieve the objectives set by the European Green Deal and transition toward more sustainable food systems. Although the role of grain legumes in climate change mitigation has been closely examined, little research has focused on how climate change will challenge the development of these crops. This article systematically reviews recent simulation studies to assess the impact of climate change on grain legume performances in Europe and the effect of adaptation strategies. Forty papers using process-based, ecological niche, or statistical models were selected to simulate the response of eight grain legume species to future climate (2020–2100) in Europe. The lack of data on adaptation strategies in Europe was compensated for by enlarging the study area to climatically similar regions. The review highlights a notable imbalance between research about soybean versus other grain legumes, with soybean representing approximately 80% of selected studies. Studies focused on soybean found good agreement, with yield or suitability gains found in northern Europe and a higher probability of yield losses in southern and south-eastern Europe. While a similar spatial pattern may be expected for other grain legumes, the scarcity of data makes this result more uncertain. The review also shows that several adaptation strategies have the potential to mitigate the negative impact of climate change on grain legume performances or enhance its positive impact. The most promising strategies tested include irrigation, change in sowing date, and cultivar choice. In addition, we identify several knowledge gaps that, if addressed, would support legume development in Europe. In particular, key species such as field pea, faba bean, lentil, and chickpea remain blind spots, despite their prominent role in European environmental, agricultural, and nutritional policies. Other knowledge gaps include a lack of accounting for crop response to elevated CO 2 , ozone, and future biotic pressure, and a limited range of adaptation strategies tested and indicators assessed. One of the most difficult problem facing those responsible for managing World Heritage Sites (WHS) is climate change, as it poses continuous new challenges to the conservation of cultural heritage. Moreover, as our climate continues to change our cultural heritage will potentially be exposed to diverse pressures and potentially to risks not previously experienced. Thus, management practices will need to be tailored in order to include climate change impacts. For climate change impacts to be incorporated into preservation frameworks and management practices from government policy level down to the practice in the field, data, information and assessment methods need to be available at a scale relevant to decision-makers. This paper presents an integrated vulnerability assessment methodology and applies it to three UNESCO cultural WHS in Europe. Through this process, semi-structured interviews were conducted with academics and experts in the management and conservation of cultural heritage, as well as with the managers and coordinators of WHS. The incorporation of bottom-up knowledge in the assessment process allowed for an understanding of the sensitivity and adaptive capacity of the sites, two components of vulnerability that are not given sufficient attention and ignored, respectively, in typical top-down climate change impact assessments. In particular, the interviews elucidated the determinants that enable or constrain the capacity to adapt, i.e., resources, including technical, economic and human; information and awareness; management capacity; learning capacity; leadership; communication and collaboration; and governance; with the lack of resources most commonly mentioned as the determinant impeding adaptation. 'Information and awareness' and 'management capacity' are determinants that were not previously identified in the field of cultural heritage. The former stresses the need to disseminate the results of scientific research for their incorporation in the management of heritage sites. Vulnerability assessments such as those performed in this paper can be used to target interventions to protect and strengthen the resilience of cultural heritage to climate change impacts. • Weather disasters are a growing burden in Europe, because of increasing losses and costs of precautionary measures. • Socio-economic, climatic and environmental changes drive the growing risk. • The insurance industry can play a major role in the partnership for reduction of risk of weather extremes Over the last decades, the damage caused by weather events has increased dramatically and ubiquitously. In Europe, weather catastrophes constitute a growing burden on national economies and insurance companies, not least because of the costs of precautionary measures. For a long time, the insurance sector has flagged that weather disasters are on the rise, both in terms of the number of occurrences and material damage caused. The main reasons for this are: increase in the number and area of settlements in exposed areas, the accumulation of ever more valuable and vulnerable assets in these areas, as well as the climate and environmental changes that have already taken place. This paper examines observed changes in risk of various categories of weather disasters in Europe, backed by statistical analyses of relevant, updated information originating from a valuable and quite unique source, Munich Re's NatCatSERVICE database, that is of considerable interest and value to the scientific community and beyond (e.g. in the reinsurance and insurance industries). Globally, climate change is a challenge for the dairy sector and its effects are expected to have important consequences on the environmental performance of the dairy products value chains. At the same time, this sector significantly contributes to global warming and other environmental impacts. This paper addresses this twin challenge from a life cycle perspective, i.e. covering from dairy farms, dairy factory, distribution and retail, to consumption. To do so, literature reviews were done on the contribution of the sector to climate change and on the biophysical impacts of climate change on the dairy sector in the near term in Europe. Both reviews were linked to qualitatively analyse the interaction and connect in a matrix the biophysical impacts caused by the effects of climate change on the environmental performance of the sector. Not surprisingly, dairy farms were identified as the major contributor to the total greenhouse gas emissions across the dairy value chains but also as the most vulnerable stage to climate change. Depending on the region, the dairy sector will face opportunities but also threats such as significant cows' heat stress, crop cultivation variability, on-farm water availability, cows' diseases, crop pests' pressure and product safety risk, which is associated with product losses and waste. Measures will be needed to mitigate them but with an environmental cost. The intensification of extreme events due climate change and sea-level rise are major challenges to be urgently addressed by Europe's coastal cities. Coastal hazards have the potential to cause significant damage to coastal communities. Nevertheless, various other climate-related hazards also pose imminent threats. This review paper examines the impacts of climate change on ten European coastal cities by means of a participatory process involving the coastal cities and the review of existing literature. Local expertise is included through the novel concept of Coastal City Living Lab. The study also leverages bibliometric analysis of the Scopus and Web of Science databases, along with a desk review of climate-change related institutions and agencies at international, national, regional and local levels. By combining scientific literature analysis with insights from local experts, this research provides a comprehensive overview of the current situation of these diverse cities in relation to multiple climate-related hazards, which can be extrapolated to other cities. There is a scarcity of scientific data for some of the cities, hence collaboration with the CCLLs was crucial. Results serve as a valuable baseline for future works, introducing detail studies focusing on various climate-related challenges. Behaviour, practices and culture constitute a powerful human factor in the energy system; in particular the interactions between technologies, practices and norms lock individuals in to certain patterns of (often inefficient) energy use. Consequently, behaviour change has gained traction amongst policymakers as a key area of intervention given the impact energy-related behaviours have on climate change. Given the increasing emphasis within policy perspectives in the European Union, it is surprising that a gap in understanding of the success factors of behaviour change initiatives remains. This paper addresses this gap by identifying and characterising behaviour change initiatives across five European countries (the UK, Ireland, France, Italy, and Spain). The paper provides insights into the success factors and commonly encountered barriers to behaviour change initiatives. Initiatives are classified into 6 broad categories (community-based interventions; information and awareness based interventions; eco-districts; show-case events; energy switching; and smart-technology focused interventions). The results suggest that there are significant knowledge gaps between what is known to work to engage individuals in behavioural change and what is currently being applied in practice. An over-reliance on education and awareness-raising projects is evident, illustrating that such projects do not sufficiently aim for sustained behavioural changes. A dearth of projects incorporating fiscal measures, regulations or legislation to drive behaviour change reflects reluctance on behalf of decision-makers to engage widely with diverse approaches to foster lifestyle change. This paper contributes understandings of the different models and delivery tools employed to change energy-related behaviours; insights into the critical success factors that underpin best practice and the barriers to action; and a ‘what works in practice’ overview of the meaningful approaches to change behaviour. One of the consequences of climate change is the increase in the frequency and entity of extreme weather events, including floods. Any strategy dealing with the various impacts of climate change must focus not only on mitigation aspects, but also on improving on the level of adaptive capacity. Over the past decades there has been an increase in the frequency and intensity of floods in Europe, a fact which has prompted the European Union (EU) to put forward the Directive 60/2007 (the ‘Floods Directive’), requiring Member States to produce a comprehensive Flood Risk Management Plan (FRMP) by 2015. The purpose of this paper is to assess how the implementation of the ‘Floods Directive’ has contributed to the level of adaptive capacity in Austria, a EU member State hosting an important river basin. By relying on the existing literature, the paper first describes the governance system associated with flood risk management in Austria prior to the elaboration of the FRMP. Subsequently, based on collected primary data, the paper studies the governance structure associated with the elaboration of the FRMP in Austria by using descriptive social network analysis (SNA) and discusses the implications in terms of adaptive capacity of flood governance. The elaboration of the FRMP has had the merit of coordinating the pre-existing regional legislation into a coherent national framework, under the leadership of the Federal Ministry of Agriculture and Environment. A limited number of other public administration stakeholders act as brokers, but the overall governance structure appears centralized and exhibits low modularity. Such a structure, moreover, is exclusively composed of public administration actors with no de facto participation of other stakeholders (e.g., NGOs and private companies). The incorporation of a wider set of organizations in the earlier phases of the policy cycle is welcomed, in order to make the whole process less technocratic and effectively improve the overall level of adaptive capacity. The energy performance of buildings is strongly influenced by several foreseeable and unforeseeable events during the operation phase, including natural hazards or energy supply disruptions. The increase of these events has raised attention on resilience, identified as the capability of buildings to react to such events guaranteeing the continuation of their operations. This paper investigates the resilience of residential reference buildings sited in different European climates (Athens, Berlin, Madrid, Turin, Stockholm). It simulates an eventual disruption of gas supply during winter carrying out energy dynamic simulations. Proposing new metrics to assess the building resilience, this paper quantifies the passive and active resilience of the main building components, both envelope and HVAC systems. It also analyses the effect of retrofit interventions on building resilience depending on climate. Results enlighten possible emergency interventions with backup electricity solutions to be activated to guarantee minimum services during the disruptive event associated with climate or geopolitical issues. The importance of increasing self-sufficiency in buildings through renewable energy sources is emphasized to favour the continuation of services in case of energy supply interruption. The public transport system is one of the cities' primary services, classifying the city as modern, livable, accessible, and sustainable. Accordingly, cities are trying to develop sustainable public transport systems even with limited budgets and funds. In this study, a novel decision strategy for public transport investment is investigated for a tramway system that implements several local decision strategies, and it gave the ability to launch the system using second-hand renovated trams as the rolling stock. The operation period's financial sustainability for ten years and the effect of the second-hand trams are assessed. The results show that renovated tram cars decreased the project's initial investment costs by 53.88% and realized 4.5 M €/km total cost, which is one-fifth of the average total cost in Europe. The system became a self-sufficient system after the 3rd year of operation and is profiting with incremental positive cash flow since that year without having any compensation from the national or local government. The study shows that the cities' financial resources could be sufficient to cover sustainable transportation modes with locally adapted strategies. This paper delves into the potential impact of a changing climate on the energy performance of European buildings. Research aims to provide a comprehensive evaluation of current energy requirements focusing on the envelope, considering existing regulations in national policies. Energy simulations are conducted at 94 locations across the European Union to cover the climatic variability and Koppen climate classification. The research analyzes future climate scenarios for the years 2030, 2050, and 2070, using three different Representative Concentration Pathways (RCP 2.6, 4.5, 8.5). According to a comprehensive analysis of heating, cooling, and overall energy performance, climate plays a significant role in buildings' energy balance. In moderately cool climate countries, the demand for air conditioning is projected to decrease in the years ahead. Conversely, in countries with a warm climate, there is a projected increase in the overall energy demand. Consequently, a revision of current energy regulations should be a priority. Providing insights into the relation between building design, energy efficiency, and climate change, the research identifies policy adjustments to ensure buildings can effectively respond to changing climatic conditions. The present paper discusses issues related to the three major problems of the built environment in Europe and in particular, the energy consumption of buildings, the energy poverty and the local climate change. The article introduces the idea of a zero concept world where the global impact of the three specific sectors will be diminished. The paper analyses the actual status of each sector and identifies the main problems. It discusses and sets a road map to satisfy this objective, involving future quantitative and qualitative targets for the three considered sectors while it investigates the major technological, economic and social forces and policies that have to be employed in order to minimize the energy consumption of buildings, eradicate the energy poverty and mitigate the local climate change. The links, synergies and impacts between them are analysed in a comprehensive way and the interrelated nature and characteristics of the three sectors is highlighted. The mechanisms to transform the actual problems into opportunities and appropriate drivers for future development are identified and analysed. A road map involving a full estimation of the necessary investments to fulfil the defined targets is presented. Climate-smart agriculture (CSA) is one response to the challenges faced by agriculture due to climate change. As with other sustainability transitions, technological innovation is highlighted as playing a critical role, however, the adoption and diffusion of technological innovations in OECD countries is slow. The aim of this paper is to identify key socio-economic barriers, in terms of supply and demand, that inhibit the adoption and diffusion of CSA technological innovations in Europe. To achieve this aim, a theoretical framework is constructed based on a literature review of socio-economic barriers effecting adoption and diffusion. This framework is explored with data from semi-structured interviews with CSA technology providers and members of agricultural supply chains, such as farmers associations and consumer goods producers (the end-users of the technology). Data was collected on the barriers they experienced, with interviews conducted in the Netherlands, France, Switzerland and Italy. This data was thematically coded and categorised to identify key barrier typologies. The results demonstrate that barriers exist on both the demand (user) and supply (technology provider) sides. The paper provides recommendations for increasing the adoption and diffusion of CSA technological innovations, as well as implications for the CSA and innovation literature. [ABSTRACT FROM AUTHOR]

The present paper presents a data-driven method for assessing the resilience of the European passenger transport network during extreme weather events. The method aims to fill in the gap of current research efforts regarding the quantification of impacts attributed to climate change and the identification of substitutability opportunities between transport modes in case of extreme weather events (EWE). The proposed method consists of three steps concerning the probability estimation of an EWE occurring within a transportation network, the assessment of its impacts and the passengers’ flow shift between various transport modes. A mathematical formulation for the proposed data-driven method is provided and applied in an indicative European small-scale network, in order to assess the impacts of EWE on modal choice. This paper aims to contribute to the analysis of climate change risk through the development of a new spatially-explicit typology of climate risk for European cities and regions. In doing so, it offers a direct response to the Intergovernmental Panel on Climate Change (IPCC) call to advance awareness of climate change risks at sub-national levels through the integration of hazard, exposure and vulnerability domains into a composite risk classification that covers the whole of Europe. K-means clustering was applied to 49 variables at NUTS3 level where the final classification resulted in an upper-tier of eight 'classes', which were subsequently partitioned to derive a lower-tier of 31 'sub-classes'. A three-stage analysis of the eight-fold class configuration was then undertaken focusing on the distribution of climate risk classes, raising significant issues to inform climate change adaptation planning policy, practice and research. The analysis revealed an uneven distribution of climate change risk across the 33 countries covered by the typology, reinforcing the IPCC message that adapting and building resilience to climate change risk is not a 'one-size-fits-all' exercise. In the second stage, the analysis focused on determining whether there was a difference in the climate change risk facing different settlement types in Europe. The analysis revealed the extent of variation in the climate change risk characteristics of Europe's urban and rural areas, revealing the potential for peri -urban areas to fall between climate change risk agendas or priorities when compared to urban–rural contexts. The final component of our analysis considered the extent to which climate change risk classes exhibit patterns of spatial clustering. Here we found that climate change risk exhibits evidence of spatial clustering but the extent of the clustering varies between different classes as the relationship between contiguous NUTS3 regions changes. This finding has notable implications for transboundary adaptation planning where discontinuities in political buy-in, competition, resourcing and awareness of risk could serve to undermine the coherence and adequacy of policy responses at a time when greater cooperation and alignment is needed. Climate change impacts in one country can lead to impacts in distant locations, for example, via internationally traded crops. Previous work has highlighted a need to include cross-border climate change impacts in climate risk assessments, to describe the exposure and transmission of cross-border climate risk across actors, and understand options for managing this risk. In a case study of the Brazil-Europe soy supply chain, this paper aims to explore how stakeholders perceive past and future shocks, how climate change impacts affect stakeholders differently, and how they might respond. Soy is a key internationally traded commodity and Europe relies on imports for the majority of its soy consumption, used widely in livestock feed. Via 96 semi-structured expert interviews, we found different stakeholder groups are vulnerable to different types of weather shocks, experience different price and supply consequences, and have different capacities to respond. While some responses can reduce risk of impacts across the supply chain (e.g. new soy cultivars, improving transport infrastructure), we also identified examples where responses exacerbate risk for other stakeholders (e.g. export bans, changing demand). A holistic cross-border approach to analysing risk in the soy supply chain can help avoid maladaptation and offer opportunities for more collaborative adaptation. [ABSTRACT FROM AUTHOR]

Hydrological events associated with climate change, i.e. floods and droughts, have reached extreme levels in recent years. Researchers warn that these phenomena will continue to intensify. According to recent reports, the number of extreme weather events, including hydrological phenomena, has increased by 60% in Europe over the last three decades. Both water shortages and water surpluses affect the soil environment and its functions. This in turn has a direct impact on crops and agriculture. For example, in the US alone, droughts and floods were responsible for more than 70% of the decline in cereal yields in 2011 alone. However, the soil environment is a complex ecosystem that is not yet fully understood, making it difficult to predict the impact of climate change on its quality and functioning. In this paper, we discuss the effects of floods and droughts on the soil microbiome and the implications of these changes for agriculture. We suggest that changes in soil moisture are an important factor affecting crop growth and yield, which is of great importance for global food security. [ABSTRACT FROM AUTHOR]

The European Marine Board recently published a position paper on linking oceans and human health as a strategic research priority for Europe. With this position paper as a reference, the March 2014 Cornwall Oceans and Human Health Workshop brought together key scientists, policy makers, funders, business, and non governmental organisations from Europe and the US to review the recent interdisciplinary and cutting edge research in oceans and human health specifically the growing evidence of the impacts of oceans and seas on human health and wellbeing (and the effects of humans on the oceans). These impacts are a complex mixture of negative influences (e.g. from climate change and extreme weather to harmful algal blooms and chemical pollution) and beneficial factors (e.g. from natural products including seafood to marine renewable energy and wellbeing from interactions with coastal environments). Integrated approaches across disciplines, institutions, and nations in science and policy are needed to protect both the oceans and human health and wellbeing now and in the future. Abstract: This paper is a synthesis of the previously published and unpublished materials dealing with the stratigraphy of the Upper Pleistocene (Upper Neopleistocene according to the Russian stratigraphic scheme) of the Southern Urals. It is the second review about the characteristics of the Pleistocene deposits of the easternmost part of Europe. It follows a previous paper concerning the biostratigraphy of the Late Middle Pleistocene of this region. The deposits which constitue the regional stratigraphic units are characterized. The results of the mammalian, malacological and palynological investigations as well as the radiocarbon data provide the basis for the stratigraphical subdivision and the reconstruction of the palaeoenvironments. The main geological and biotical events of the Southern Urals region which took place during Late Pleistocene are characterized in the paper. Erosional processes became active at the beginning of Kushnarenkovo time when uplift took place in the Urals and when the Late Chosarian regression began on the Caspian Sea basin territory. Fluvial deposits can be observed at the base of the second terrace which developed above the floodplain. A soil was formed on the subhorizontal surfaces. Forest-steppe and steppe landscapes characterized this interval. The climate was warm and humid. The Saigatka horizon formed under cold conditions. Slope processes and solifluction were the main relief-forming processes and fluvial erosion processes became weaker. Floodplain sediments accumulated in the river valleys and formed the upper parts of the second terraces above the floodpain which were intensively eroded. The plains were covered by steppe and the mountainous areas were occupied by tundra and forest–tundra landscapes. The next erosional cycle began during the following Tabulda period, because of the lowering of base level of the erosion and increased uplift of the territory. The fluvial sediments now form the lower parts of the first terraces above the floodplain. A soil was formed on the watersheds. Sites contain Late Palaeolithic artifacts. The floral association was close to Southern Uralian flora of the present-day. The climate was moderately warm in the plains and drier and cooler in the mountains. The subsequent Kudashevo event can be correlated with the Late Glacial when the climate became colder. Loess-like sediments and floodplain deposits form the upper parts of the first terrace above the floodplain and cover the watersheds, where they contain cryogenic structures. The climate was moderately cold. Late Palaeolithic sites attributed to the Kudashevo time are known in the Southern Urals region. The stratigraphical positions of the main Upper Neopleistocene localities of the Southern Urals are discussed. Abstract: Carbon accounting has evolved rapidly over the past twenty years and now encompasses a wide range of activities with significant financial implications. This paper examines how competence in carbon accounting is being defined and claimed by different actors and communities. Specifically, it focuses on the role of the accountancy profession in carbon accounting, charting its engagement over time and its relationship with other communities involved in carbon accounting. The paper builds on recent work showing that multiple framings and activities are associated with carbon accounting, leading to conflicting views on what it means, how it should be done, and who should be involved. It draws on the concepts of epistemic communities and boundary-work to help explain the role of professions and the emergence of new institutions that mediate between different communities to achieve policy change. We find that, while accountants have undisputed authority in the field of financial reporting of rights and liabilities created under emissions trading schemes (’financial carbon accounting’), their claims to competence in other aspects of organisational carbon accounting overlap with those made by several other communities. Although the accountancy profession’s interest in organisational carbon accounting can be traced back at least as far as 2001, the introduction of emissions trading in Europe in 2005 coincided with the start of a new, as yet largely un-scrutinised, initiative to extend its claims of relevant expertise, through a variety of methods including the promotion of standards for disclosure of physical and strategic climate-related information. The Climate Disclosure Standards Board provides an example of a boundary organisation that has been established by different communities with an interest in carbon accounting, with mutually beneficial results, which has nevertheless resulted in the production of a new Climate Change Reporting Framework that is heavily aligned towards the existing competence of accountancy professionals. Abstract: This paper investigates the effect of future sea-level rise (SLR) on the tides of the northwest European Continental Shelf. The European shelf tide is dominated by semidiurnal constituents. This study therefore focuses primarily on the changes in the M2 tidal constituent and the spring and neap tidal conditions. The validated operational Dutch Continental Shelf Model is run for the present day sea-level as well as 2 and 10m SLR scenarios. The M2 tidal amplitude responds to SLR in a spatially non-uniform manner, with substantial amplitude increases and decreases in both scenarios. The M2 tidal response is non-linear between 2 and 10m with respect to SLR, particularly in the North Sea. Under the 2m SLR scenario the M2 constituent is particularly responsive in the resonant areas of the Bristol Channel and Gulf of St. Malo (with large amplitude decreases) and in the southeastern German Bight and Dutch Wadden Sea (with large amplitude increases). Changes in the spring tide are generally greater still than those in the M2 or neap tides. With 2m SLR the spring tidal range increases up to 35cm at Cuxhaven and decreases up to −49cm at St. Malo. Additionally the changes in the shallow water tides are larger than expected. With SLR the depth, wave speed and wave length (tidal resonance characteristics) are increased causing changes in near resonant areas. In expansive shallow areas SLR causes reduced energy dissipation by bottom friction. Combined these mechanisms result in the migration of the amphidromes and complex patterns of non-linear change in the tide with SLR. Despite the significant uncertainty associated with the rate of SLR over the next century, substantial alterations to tidal characteristics can be expected under a high end SLR scenario. Contrary to existing studies this paper highlights the importance of considering the modification of the tides by future SLR. These substantial future changes in the tides could have wide reaching implications; including for example, correctly calculating design level requirements for flood defences, the availability of tidal renewable energy and dredging requirements. Cities are gaining prominence committing to respond to the threat of climate change, e.g., by developing local climate plans or strategies. However, little is known regarding the approaches and processes of plan development and implementation, or the success and effectiveness of proposed measures. Mainstreaming is regarded as one approach associated with (implementation) success, but the extent of integration of local climate policies and plans in ongoing sectoral and/or development planning is unclear. This paper analyses 885 cities across the 28 European countries to create a first reference baseline on the degree of climate mainstreaming in local climate plans. This will help to compare the benefits of mainstreaming versus dedicated climate plans, looking at policy effectiveness and ultimately delivery of much needed climate change efforts at the city level. All core cities of the European Urban Audit sample were analyzed, and their local climate plans classified as dedicated or mainstreamed in other local policy initiatives. It was found that the degree of mainstreaming is low for mitigation (9% of reviewed cities; 12% of the identified plans) and somewhat higher for adaptation (10% of cities; 29% of plans). In particular horizontal mainstreaming is a major effort for local authorities; an effort that does not necessarily pay off in terms of success of action implementation. This study concludes that climate change issues in local municipalities are best tackled by either, developing a dedicated local climate plan in parallel to a mainstreamed plan or by subsequently developing first the dedicated and later a mainstreaming plan (joint or subsequent "dual track approach"). Cities that currently provide dedicated local climate plans (66% of cities for mitigation; 26% of cities for adaptation) may follow-up with a mainstreaming approach. This promises effective implementation of tangible climate actions as well as subsequent diffusion of climate issues into other local sector policies. Biscuits are a major product category in the global confectionary sector. Despite this, their environmental impacts are poorly characterised. Therefore, this paper sets out to evaluate the life cycle environmental sustainability of the following widely-consumed types of biscuit, both at the product and sectoral levels: crackers, low fat/sugar, semi-sweet, chocolate-coated and sandwich biscuits with chocolate or vanilla cream. The results obtained through life cycle assessment demonstrate that, in addition to being healthier, low fat/sugar biscuits have the lowest impacts across most of the 18 categories considered. Chocolate-coated biscuits are environmentally the least sustainable. The most significant life cycle stage for all types is the raw materials production, causing 41%–61% of the total impacts, with flour, sugar and palm oil being the key hotspots. Replacing palm with rapeseed oil would improve five impacts but worsen another five, including a 34% increase in agricultural land occupation and marine eutrophication. Therefore, the cultivation and production of palm oil, rather than its replacement, should be targeted for improvements. The second most crucial stage is manufacturing, contributing up to 54% of the impacts, followed by transport with up to 35%. Reducing energy consumption by 25% in manufacturing would reduce primary energy demand by 8%–12%, fossil fuel depletion by 9%–12% and global warming potential by 6%–9%. The latter would increase by 55% if land use change related to cocoa was involved, despite a very small amount of cocoa in the biscuits (∼1%). The analysis at a sectoral level in the UK, the leading consumer of biscuits in Europe, reveals that biscuits contribute 7.4% of primary energy demand and 0.5% of greenhouse gas emissions of the whole UK food sector. Abstract: Groundwater in sufficient amounts and of suitable quality is essential for potable water supplies, crop irrigation and healthy habitats for plant and animal biocenoses. The groundwater resource is currently under severe pressure from land use and pollution and there is evidence of dramatic changes in aquifer resources in Europe and elsewhere, despite numerous policy measures on sustainable use and protection of groundwater. Little is known about how such changes affect groundwater dependent ecosystems (GDEs), which include various aquatic and terrestrial ecosystems above ground and inside the aquifer. Future management must take this uncertainty into account. This paper focuses on multiple aspects of groundwater science, policy and sustainable management. Examples of current management methods and practices are presented for selected aquifers in Europe and an assessment is made of the effectiveness of existing policies such as the European Water Framework Directive and the Habitat Directive in practice and of how groundwaters and GDEs are managed in various conditions. The paper highlights a number of issues that should be considered in an integrated and holistic approach to future management of groundwater and its dependent ecosystems. [Copyright &y& Elsevier]

Abstract: The influence of business schools on business practitioners is considerable. An important proportion of corporate leaders hold a degree in business administration or an MBA, if not both. In the context of climate change, this influence matters: greenhouse gas (GHG) emissions from a selection of global 500 companies approximate that of the USA and the EU15 combined. Not only do corporations have a significant climate footprint, but the impact of climate change on the business landscape is already noticeable. Yet, meeting the managerial challenges that climate change brings requires knowledge only moderately addressed in business education and scholarship today. Climate change tends to be discussed in electives – hence reaching only a fraction of students – and tends to be treated alongside a myriad of other corporate social responsibility issues. Moreover, from 1992 to 2008, only seven articles with titles containing climate change or global warming were published in the top-30 peer-reviewed management journals (this paper, see also ). In this paper, by mapping the diffusion of climate change within press media and academic peer-reviewed publications, I argue that understanding the existing lag in business scholarship engagement requires a fundamental understanding of processes that either hinder or lead to the diffusion of new ideas. To do so, I present a simple yet novel approach for the quantification of climate change or global warming (CCorGW) coverage relative to population size. My results on the diffusion of the climate change idea over time show: (a) an overall increase in proportional coverage in all databases (b) tipping points around the late 1980s and circa 2005 and (c) delays in adoption between press categories. I explicate the occurrence of these tipping points as well as the existence of delays by theoretically unifying my analyses with results from previous studies under the umbrella of the diffusion of innovation paradigm. I suggest that the following key factors have contributed in slowing the diffusion within business scholarship: (a) corporate values, beliefs and operational modes (b) social structures and incentives prevailing within academia and finally (b) academia''s valued research communication channels. I conclude by elaborating key recommendations to facilitate the diffusion of this idea to business scholars and other influential audiences. [Copyright &y& Elsevier]

Abstract: Soil is one of the most important and most complex natural resources, but current developments (urbanisation, erosion and climate change) increasingly threaten this valuable resource in Europe and worldwide. The main objective of this paper is to introduce how changes in soil quality were modelled in the SENSOR project through two indicators: soil carbon content and soil water erosion. Indicators were calculated using state variables and model variables that were mainly derived from the CLUE model which predicts land use change in response to policy scenarios. In the case of erosion, accuracy of the calculations was evaluated by comparing GIS data with the results of the PESERA project. The PESERA and SENSOR models predicted comparable soil loss for the first year in the NUTS-X regions of Europe that were analysed. The higher resolution national soil-loss prediction USLE map largely overestimated the amount of soil loss compared to the PESERA and the SENSOR models in the NUTS-X regions of Hungary. This discrepancy may result from technical or methodological differences such as the spatial reference framework (NUTS-X regions), spatial resolution or levels of data aggregation. The soil organic carbon loss predictions for the NUTS-X regions of Europe are displayed on maps and background data are given in tables. The greatest decreases in soil carbon content may be expected in some regions of Poland, Latvia, Lithuania, south-eastern UK and eastern Germany. The greatest increases in soil carbon content may be expected in central and eastern parts of the UK, in Ireland, in northern and central Sweden and Estonia, in Greece, in central and southern Italy, in the island of Sardinia and in some regions of Spain. As erosion strongly reduces soil productivity these predictions have not only environmental but also socio-economic implications. Abstract: Energy demand continues to increase in turn raising concerns about energy supply. In this paper, the author has tried to systematize the role of the energy sector in South Eastern (SE) Europe in the context of the European energy policy process. This should make the energy sector in SE Europe more visible and open to substantial activities and appropriate funding. This is important to assure its full alignment with the European energy policy process, and in so doing, make it less fragile. According to the SE European Energy Community Treaty, parties to the Treaty are obliged to implement reforms in the energy and environmental sector in accordance with the European Union''s respective policy. This paper raises awareness of the environmental requirements that have been set, of renewable energy and its implementation, at the same time pointing out that the response in SE Europe has been at a low level. It is believed that this paper could draw attention to the existing problems and could contribute to the establishment of a common integrated energy market in SE Europe and the EU. Abstract: The main aim of this paper is to offer a brief evaluation of recent transport geography research and publication. It examines critical observations on the sub-discipline from the past two decades, and endeavours to illustrate how the engagement of transport geography belies at least some criticisms. Arguing that both ‘positivist’ and ‘new mobilities’ approaches have validity in a transport geography research agenda, the paper goes onto exemplify this through brief discussions of areas where transport geography could gain a higher profile and where clear mutual benefit would result from greater engagement, notably, at the interface between transport and tourism, focusing on mobilities in post-transition Central and Eastern Europe and climate change issues. [Display omitted] Energy transitions are at the top of global agendas in response to the growing challenges of climate change and international conflict, with the EU positioning itself as playing a pivotal role in addressing climate risks and sustainability imperatives. European energy transition policies identify 'smart consumption' as a key element of these efforts, which have previously been explored from a predominantly technical perspective thus often failing to identify or address fundamental interlinkages with social systems and consequences. This paper aims to contribute to interdisciplinary energy research by analysing a forward looking 'Horizon Scan' research agenda for smart consumption, driven by the Social Sciences and Humanities (SSH). Reflecting on an extensive systematic Delphi Method exercise surveying over 70 SSH scholars from various institutional settings across Europe, we highlight what SSH scholars see as future directions for smart consumption research. Building from seven thematic areas (under which are grouped 100 SSH research questions), the study identifies three key 'shifts' this new smart research agenda represents, when compared to previous agendas: (1) From technological inevitability to political choice , highlighting the need for a wider political critique, with the potential to open up discussions of the instrumentalisation of smart research; (2) From narrow representation to diverse inclusion , moving beyond the shortcomings of current discourses for engaging marginalised communities; and (3) From individual consumers to interconnected citizens , reframing smart consumption to offer a broader model of social change and governance. Social Sciences and Humanities scholarship is essential to address these shifts in meaningful (rather than tokenistic) ways. Climate change poses a major challenge for global marine ecosystems and species, leading to a wide range of biological and social-ecological impacts. Fisheries are among the well-known sectors influenced by multiple effects of climate change, with associated impacts highly variable among species and regions. To successfully manage fisheries, scientific evidence about the potential direct and indirect impacts of climate change on the species targeted by fisheries is needed to inform decision-making processes. This is particularly pertinent for fisheries within European seas, as they include some of the fastest warming water bodies globally, and are thus experiencing some of the greatest impacts. Here, we systematically examine the existing scientific climate-related literature of 68 species that are both commercially important in European seas and considered threatened according to the IUCN Red List to understand the extent of information that is available to inform fisheries management and identify critical knowledge gaps that can help to direct future research effort. We also explore the climate and fishing vulnerability indices of species as potential drivers of current scientific attention. We found no literature for most of these species (n = 45), and for many others (n = 19) we found fewer than five papers studying them. Climate change related research was dominated by a few species (i.e., Atlantic salmon, European pilchard, and Atlantic bluefin tuna) and regions, such as the Northeast Atlantic, revealing a highly uneven distribution of research efforts across European seas. Most studies were biologically focused and included how abundance, distribution, and physiology may be affected by warming. Few studies incorporated some level of social-ecological information. Moreover, it appears that research on species with high climate and fishing vulnerabilities is not currently prioritized. These results highlight a gap in our understanding of how climate change can impact already threatened species and the people who depend on them for food and income. Our findings also suggest that future climate-specific adaptation measures will likely suffer from a lack of robust information. Europe’s climate change vulnerability pushes for initiatives such as the European Adaptation Strategy and the associated Covenant of Mayors for Climate and Energy. What are the triggers and barriers, for which sectors and for which risks and how is adaptation funded? This paper examines 147 Local Adaptation Strategies in Europe. Key triggers were incentives via research projects, implementation of EU policies and the increasing frequency of extreme climate events. Insufficient resources, capacity, political commitment and uncertainty were the main barriers. Prioritized sectors reflected the main local vulnerabilities - flood protection and water management, built environment and urban planning. Differing patterns of adaptation planning and adaptive capacity were identified among different regions in Europe. Large municipalities generally fund adaptation locally, whereas international and national funding appears to be more important for adaptation in less urban or densely populated territories. The database of LAS described in the present study can be expanded and used to increase the understanding of and promotion of local adaptation action in Europe and beyond. [ABSTRACT FROM AUTHOR]

More than 130 million microwaves are affected by European Union (EU) legislation which is aimed at reducing the consumption of electricity in the standby mode (‘Standby Regulation’) and at more sustainable management of end-of-life electrical and electronic waste (‘WEEE Directive’). While legislation focuses on these two life cycle stages, there is little information on the environmental impacts of the entire life cycle of microwaves. To address this gap, this paper presents a comprehensive life cycle assessment of microwaves and assesses the environmental implications of the Standby Regulation and the WEEE Directive at the EU level. The impacts are first considered at the level of individual appliances and then at the EU level, with the aim of evaluating the potential environmental implications of the full implementation of the above two EU regulations by 2020. The effects of the electricity decarbonisation and the expected increase in the number of microwaves in use have also been considered. The results suggest that implementation of the EU regulation by 2020 will reduce the environmental impacts considered by 4%–9% compared to the current situation. The majority of these reductions is due to the Standby Regulation, with the contribution of the WEEE Directive being small (~ 0.3%). However, the expected decarbonisation of electricity will result in much higher reductions (6%–24%) for most impact categories. The results also show that the materials used to manufacture the microwaves, the manufacturing process and end-of-life disposal are environmental hot-spots for several impacts, including depletion of abiotic elements. Therefore, efforts to reduce the environmental impacts of a future electricity mix should be combined with the development of specific eco-design regulations for microwaves that stipulate optimisation of resource consumption. Sustainable development as a concept that aims to enhance the quality of life without affecting environment has been in focus in European policies since the last decade of 20th century. The objectives of EU Sustainable Development Strategy (EU SDS) are grouped into ten thematic areas, where almost each theme has at least one headline and several operational sustainable development indicators (SDIs). A large number of SDIs is needed to evaluate all EU SDS goals, which imposes the use of multivariate data mining techniques. This paper presents an empirical study carried out to assess the sustainability performance of European countries using the differential multi criteria analysis (DMCA) technique. The PROMETHEE (Preference Ranking Organization MeTHod for Enrichment Evaluations) was applied on 38 headline and operational SDIs defined under the EU SDS. This DMCA was applied to 30 European countries over a 10-year period (2004–2014) with the aim to determine the theme specific, as well as, overall sustainability progress. The DMCA reveals that the majority of European countries have made progress in sustainability in the studied period, where Czech Republic, Germany, Hungary and Sweden, have enhanced their sustainability performance concerning all themes. There are only two countries, namely Greece and Ireland, which have not made overall progress in this period. Also, above the average progress has been made concerning social inclusion, sustainable transport, and climate change and energy, while in all other themes additional efforts should be made in order to ensure sustainable performance progress in future years. Although the progress in reducing uneven development between EU members has been made, after 2009 a positive trend can be observed only in a limited number of SDS themes. [ABSTRACT FROM AUTHOR]

Rising global temperatures and more frequent heatwaves due to climate change have led to a growing body of research and increased policy focus on how to protect against the adverse effects of heat. In cold and temperate Europe, dwellings have traditionally been designed for cold protection rather than heat mitigation. There is, therefore, a need to understand the mechanisms through which indoor overheating can occur, its effects on occupants and energy consumption, and how we can design, adapt, and operate buildings during warm weather to improve thermal comfort and reduce cooling energy consumption. This paper brings together experts in overheating from across Europe to explore 10 key questions about the causes and risks from overheating in residential settings in Central and Northern Europe, including the way in which we define and measure overheating, its impacts, and its social and policy implications. The focus is not on summarising literature, but rather on identifying the evidence, key challenges and misconceptions, and limitations of current knowledge. Looking ahead, we outline actions needed to adapt, including the (re)design of dwellings, neighbourhoods, and population responses to indoor heat, and the potential shape of these actions. Floods are challenging the resilience of societies all over the world. In many countries there are discussions on diversifying the strategies for flood risk management, which implies some sort of policy change. To understand the possibilities of such change, a thorough understanding of the forces of stability and change of underlying governance arrangements is required. It follows from the path dependency literature that countries which rely strongly on flood infrastructures, as part of flood defense strategies, would be more path dependent. Consequently there is a higher chance to find more incremental change in these countries than in countries that have a more diversified set of strategies. However, comparative and detailed empirical studies that may help scrutinize this assumption are lacking. To address this knowledge gap, this paper investigates how six European countries (Belgium, England, France, The Netherlands, Poland and Sweden) essentially differ with regard to their governance of flood risks. To analyze stability and change, we focus on how countries are responding to certain societal and ecological driving forces (ecological turn; climate change discourses; European policies; and the increasing prevalence of economic rationalizations) that potentially affect the institutional arrangements for flood risk governance. Taking both the variety of flood risk governance in countries and their responses to driving forces into account, we can clarify the conditions of stability or change of flood risk governance arrangements more generally. The analysis shows that the national-level impact of driving forces is strongly influenced by the flood risk governance arrangements in the six countries. Path dependencies are indeed visible in countries with high investments in flood infrastructure accompanied by strongly institutionalized governance arrangements (Poland, the Netherlands) but not only there. Also more diversified countries that are less dependent on flood infrastructure and flood defense only (England) show path dependencies and mostly incremental change. More substantial changes are visible in countries that show moderate diversification of strategies (Belgium, France) or countries that ‘have no strong path yet’ in comprehensive flood risk governance (Sweden). Studies on the last interglacial (LIG) can provide information on how our environment behaved in a period of slightly higher global temperatures at about 125 ± 4 ka, even if it is not the best analogue for the Holocene. The available LIG climate proxy records are usually better preserved and can be studied at a higher resolution than those of the preceding interglacials, allowing detailed comparisons. This paper presents complex stable hydrogen, carbon and oxygen isotope records obtained for carbonate (δ 13 C and δ 18 O carb ) and fluid inclusion hosted water (δD and δ 18 O w ) of a stalagmite from the Baradla Cave system in Central Europe that covers most of the LIG, as proven by U-Th dates. Comparing its C and O isotope data with records reported for other speleothem (cave-hosted carbonate) deposits from Europe revealed the complex behavior of these climate proxies, with a concerted relative increase in 18 O of carbonates from 128 to 120 ka and synchronized shifts in the opposite direction after 119 ka. The hydrogen isotope analyses of inclusion-hosted water extracted from the BAR-II stalagmite also correspond to the regional climate proxy records, with meaningful deviations from global temperature trends. Beside following the general paleotemperature pattern from the climate optimum (high δD values up to −64‰ around 120 ka) to the subsequent cooling starting at about 119 ka (low δD values down to −90‰ at about 109 ka), a period between 126.5 and 123 ka with low δD values (down to −81‰) is detected in the BAR-II stalagmite. Although the isotope shifts are muted in the C-O isotope data of carbonate due to competitive fractionation processes, the δ 13 C data show a positive relationship with the δD pattern, indicating humidity – and possibly temperature – variations. The periods with low δD values fit well to temperature and humidity changes inferred from proxy records from western Europe to the eastern Mediterranean. Spatial distributions of these variables show, that at about 125 ± 2 ka the Mediterranean region was characterized by warm, humid conditions and enhanced seasonality with elevated winter precipitation. The combined interpretation of stable isotope data revealed that the Alpine and Mediterranean regions behaved differently during Greenland Stadial 26 (GS26, ∼119 to 116.2 ka). While the Alpine records fluctuated in close agreement with the Central Greenland ice core δ 18 O data, the BAR-II stalagmite show a positive δ 18 O carb anomaly. The Baradla data indicate enhanced aridity and seasonality for a part of GS26, with the relative dominance of summer precipitation and Mediterranean moisture contribution. Following the GS26 event, the effect of long-term global cooling becomes dominant in the Baradla isotope records and leads to glacial inception at about 109 ka. [ABSTRACT FROM AUTHOR]

Non-perennial rivers and streams (NPRS) cover > 50% of the global river network. They are particularly predominant in Mediterranean Europe as a result of dry climate conditions, climate change and land use development. Historically, both scientists and policy makers underestimated the importance of NRPS for nature and humans alike, mainly because they have been considered as systems of low ecological and economic value. During the past decades, diminishing water resources have increased the spatial and temporal extent of artificial NPRS as well as their exposure to multiple stressors, which threatening their ecological integrity, biodiversity and ecosystem services. In this paper, we provide a comprehensive overview of the structural and functional characteristics of NPRS in the European Mediterranean, and discuss gaps and problems in their management, concerning their typology, ecological assessment, legislative and policy protection, and incorporation in River Basin Management Plans. Because NPRS comprise highly unstable ecosystems, with strong and often unpredictable temporal and spatial variability – at least as far as it is possible to assess – we outline the future research needs required to better understand, manage and conserve them as highly valuable and sensitive ecosystems. Efficient collaborative activities among multidisciplinary research groups aiming to create innovative knowledge, water managers and policy makers are urgently needed in order to establish an appropriate methodological and legislative background. The incorporation of NPRS in EU-Med River Basin Management Plans in combination with the application of ecological flows is a first step towards enhancing NPRS management and conservation in order to effectively safeguard these highly valuable albeit threatened ecosystems. This paper analyses the energy and economic performance of roof and/or façades Building Integrated flat-plate PhotoVoltaic and Thermal (BIPVT) collectors for residential applications. Aim of the analysis is to assess the active and passive effects due to the building integration of solar technologies on the building energy consumptions. In particular, a comparison among innovative building-plant system configurations, based on BIPVT collectors for the simultaneous production of electricity, thermal energy, and domestic hot water, is carried out. The simulation models of the proposed system layouts are designed and implemented in TRNSYS simulation environment for the dynamic assessment of their energy and economic performance. By means of the developed simulation model, the occurring summer and winter building passive energy effects due to the PVT building integration are also analysed. Several case studies are developed by modelling a representative multi-storey residential building and by taking into account different European climates. For such case studies a suitable energy parametric analysis is performed by varying the thermal resistances and capacitances of the building envelope. By the simulation results interesting design and economic feasibility guidelines are obtained. In particular, by varying the weather location and the building-plant configuration, the adoption of BIPVT panels produces a decrease of the primary energy demands from 67% to 89%. The passive effects of the BIPVT system in both the winter and summer season are also assessed for all the investigated climate zones. The calculated economic profitability resulted slightly better for roof BIPVT panels than for roof and façade applications. For the investigated case studies, the pay back periods appear quite long, varying from 11 years for South European weather zones to 20 for North European ones. [ABSTRACT FROM AUTHOR]

This paper focuses on the potential use of insurance as a climate change adaptation mechanism in agriculture. We analyse the attractiveness of a climate risk insurance scheme and the choices farmers face between adaptation via farm management practices and purchase of crop insurance in the market. A choice experiment is used to reveal Danish farmers' preferences regarding an insurance contract where adoption of land management practices to improve soil sustainability is conditional for obtaining insurance cover in the market. Results indicate that in general arable farmers and farmers with low soil quality who have experienced crop damages in the past are more likely to purchase such conditional insurance. Farmers with good quality soils, who perceive that they have already adapted their practices to climatic risks and who have not experienced losses due to adverse climatic events in the past are less willing to purchase insurance. • There is a growing need for Decision Support Systems in forestry that focus on the understorey. • This paper presents a first prototype of such an understorey Decision Support System. • We developed General Additive Models to predict understorey responses to global change. • Climate warming will shift understorey composition towards more woody species and forest generalists. • Keeping the canopy close can help mitigating this shift by increasing the proportion of forest specialists. • Understorey responses to global change were found to be context-dependent. The temperate forest understorey is rich in terms of vascular plant diversity and plays a vital functional role. Given the sensitivity of this forest layer to forest management and global environmental change and the limited knowledge on its long-term dynamics, there is a need for decision support systems that can guide temperate forest managers to optimize their management in terms of understorey outcomes. In this study, using understorey resurvey data collected from across temperate Europe, we developed Generalized Additive Models (GAM) to predict four understorey properties based on forest management and environmental change data, and implemented this model in a web-based tool as a prototype understorey Decision Support System (DSS). Using seventy-two combined climate change, nitrogen(N) deposition and forest management scenarios, applied to two case study regions in Europe, we predicted temperate forest understorey biodiversity dynamics between 2020 and 2050. A sensitivity analysis subsequently allowed to quantify the relative importance of canopy opening, N deposition and climate change on understorey dynamics. Our study showed that, regardless of regions, understorey richness and the proportion of forest specialists generally decreased among most scenarios, but the proportion of woody species and the understorey vegetation total cover increased. Climate warming, N deposition, and increases in canopy openness all influenced understorey dynamics. Climate warming will shift composition towards a selection of forest generalists and woody species, but a less open canopy could mitigate this shift by increasing the proportion of forest specialists. Satellite services benefit civil society by helping tackle challenges such as climate change, the digital divide, etc. They have the potential to deliver concrete benefits to European society through innovative services supporting economic, societal and environmental policies. Such benefits can trigger increased public support for space in Europe. However, this potential has yet to be achieved. This paper argues that technological bias, the diversity of interests and initiatives among stakeholders and their individual actions do not always serve their collective objective to ensure wide diffusion of satellite services. It draws on theories of diffusion of innovation and on its authors' participatory work with the space and the user communities and at their interface in an effort to help diffuse satellite services within civil society. One of the major causes of insufficient service diffusion is the weakness of the interface between the space and user communities; some of factors that currently contribute to this state of affairs are the space community's over-reliance on publicly financed, technical demonstration projects as solutions to service diffusion; insufficient coordination by public authorities of innovation policies and programmes with other public policies and objectives; and an insufficient integration of satellite services within users' culture, traditional tools and services. The discussion allows for conclusions to be drawn on how the system of stakeholders could function better in order for satellite services to be successfully diffused in Europe. Regional seas are potentially highly vulnerable to climate change, yet are the most directly societally important regions of the marine environment. The combination of widely varying conditions of mixing, forcing, geography (coastline and bathymetry) and exposure to the open-ocean makes these seas subject to a wide range of physical processes that mediates how large scale climate change impacts on these seas’ ecosystems. In this paper we explore the response of five regional sea areas to potential future climate change, acting via atmospheric, oceanic and terrestrial vectors. These include the Barents Sea, Black Sea, Baltic Sea, North Sea, Celtic Seas, and are contrasted with a region of the Northeast Atlantic. Our aim is to elucidate the controlling dynamical processes and how these vary between and within these seas. We focus on primary production and consider the potential climatic impacts on: long term changes in elemental budgets, seasonal and mesoscale processes that control phytoplankton’s exposure to light and nutrients, and briefly direct temperature response. We draw examples from the MEECE FP7 project and five regional model systems each using a common global Earth System Model as forcing. We consider a common analysis approach, and additional sensitivity experiments. Comparing projections for the end of the 21st century with mean present day conditions, these simulations generally show an increase in seasonal and permanent stratification (where present). However, the first order (low- and mid-latitude) effect in the open ocean projections of increased permanent stratification leading to reduced nutrient levels, and so to reduced primary production, is largely absent, except in the NE Atlantic. Even in the two highly stratified, deep water seas we consider (Black and Baltic Seas) the increase in stratification is not seen as a first order control on primary production. Instead, results show a highly heterogeneous picture of positive and negative change arising from complex combinations of multiple physical drivers, including changes in mixing, circulation and temperature, which act both locally and non-locally through advection. Carbon capture and storage (CCS) is a potential key-technology to mitigate greenhouse gas (GHG) emissions as its use can lead to lower mitigation cost. However, research on other economic impacts of using CCS is scarce. In this paper, we look into economic upstream impacts of CCS use in terms of employment, Gross Value Added (GVA) and import dependency on the macro- and sector-level in Western Europe. We determine these impacts by a static comparison of two scenarios of power production with and without CCS (differences in energy efficiency investments between these scenarios were not accounted for). The two scenarios, both representing a stringent climate policy regime, were produced with the energy-system-simulation-model (TIMER) following the same emission profile until 2050. Data from the two scenarios were respectively implemented into a projected version of a global-multiregional IO-Model (EXIOBASE). Macro-level results suggest slightly higher gross employment, but lower Gross Value Added (GVA) (by 25%), and higher import dependency in the CCS-including scenario compared to the CCS-excluding scenario, given that biomass with CCS (BECCS) is available. Sector-level results show disproportionally higher differences between the scenarios in GVA and employment for some sectors compared to other sectors. Particularly, sectors providing fuels (here mostly bio-energy) have significantly higher GVA and employment in the CCS scenario. This study thus reveals interesting upstream economic effects, which can be linked to the technology choice. However, the exact quantitative results depend strongly on model assumptions. High-frequency variability of the ionospheric Total Electron Content (TEC) can strongly affect precise positioning with GNSS. The occurrence rate as well as the amplitude of such disturbances has been extensively studied over the last decade. Mainly, one can distinguish disturbances due to space-weather events and the others, qualified as “quiet-time” as they are observed during quiet geomagnetic conditions. The latter, which represent more than 75% of the total number of disturbances over mid-latitudes, are then divided into two categories: the Winter Daytime (WD) and the Summer Nighttime (SN). The first category, representing the bulk of quiet-time disturbances, corresponds to classical Medium-Scale Traveling Ionospheric Disturbances (MSTIDs), that are the result of the interaction of gravity waves and the ionospheric plasma. On the other hand, SN disturbances are generally understood as non-classical MSTIDs of electrical origin. The paper investigates the origin of these two types of disturbance based on GPS measurements, ionospheric soundings and wind speed data at a tropospheric level. If one cannot exclude the solar terminator as a potential source of gravity waves responsible for WD events, it is thought that the major contribution comes from the lower atmosphere. More precisely, tropospheric jetstream is considered as the favorite candidate for daytime MSTIDs. Turning to SN disturbances, our analysis reveals that they are related to spread-F phenomenon, linked to the appearance of sporadic E-layers. The related instabilities are responsible for field-aligned irregularities in the F-region, which are thought to be responsible for noise-like fluctuations of the GPS TEC observed during SN events. Extreme weather conditions in urban areas have a serious impact on the quality of life, energy consumption and health of urban citizens. In addition energy poverty has a serious impact on the quality of life of low income households. The aim of the present paper is review the actual housing status of low income population in Europe and discuss issues related to the impact of urban overheating and extreme weather phenomena on the specific energy consumption, indoor environmental conditions and health. Finally advanced low cost mitigation and adaptation technologies developed during the last years that offer a serious potential for energy and environmental improvements which can contribute to improve the quality of life of low income population are presented. The successive reforms of the Common Agricultural Policy (CAP), the enlargements of the European Union (EU) and the impacts of climate change have amplified the diversity of European agriculture. These rapid changes have resulted in the intensification of agricultural activities in some regions, while they have led to the marginalization of agriculture and its eventual abandonment in others. The objective of this paper is to investigate the factors that are behind the differential performance of agriculture across the EU-27 countries. Ward's, k -means and two-step clustering methods were used to classify European agriculture based on gross-value-added farm, land and labour productivity indicators. Significant differences were revealed between the Northern-Central counties and the continental peripheries (Mediterranean, Eastern, Northern Scandinavian). An exact logistic regression model was used to analyse the factors behind this differential performance. Agricultural sectors characterized by a young and better trained farm population are more likely to attain high economic performance. The odds to attain high economic performance are almost 9 times greater for countries with a highly trained farm population, namely, the Netherlands (72%) and Germany (69%), than for countries with poor farm training, while an ageing farm population such as in Portugal (72%) and Bulgaria (66%) is 92% less likely to be high performing. The importance of investments in agriculture was also identified. The significance of the wheat yield variable highlights the importance of both environmental conditions and technical efficiency on farm economic performance. Similarly, countries with a high share of utilized agricultural land in less favoured areas, such as in the Mediterranean, are 94% less likely to attain high economic performance. The redesign of CAP direct payments between old and new member states after 2013 combined with the impacts of agricultural trade liberalization and climate change are expected to deteriorate the position of low performing agricultural sectors further. Agricultural land use in Europe has changed considerably in the last decades. However, our understanding of agricultural land use changes, especially changes in land use intensity, is limited because the evidence is fragmented. This paper presents a systematic review of case study evidence on manifestations and underlying drivers for agricultural land use change in Europe. We analyzed 137 studies that together report on 76 cases of intensification and 143 cases of disintensification. Observed changes were manifested as expansion or contraction of agricultural land as well as in changes of land management intensity, landscape elements, agricultural land use activity, and specialization/diversification. Economic, technological, institutional and location factors were frequently identified as underlying drivers, while demographic drivers and sociocultural drivers were mentioned less often. In addition, we found that farmers were very important as moderators between underlying drivers and manifestations of agricultural land use change. Farmer decisions differed between different farmer types, and according to their characteristics and attitudes. We found major land use change trajectories in relation to globalization of agricultural markets, the transition from a rural to an urban society, and the shift to post-socialism in central and eastern Europe. Summary This paper presents a review of trend analysis of extreme precipitation and hydrological floods in Europe based on observations and future climate projections. The review summaries methods and methodologies applied and key findings from a large number of studies. Reported analyses of observed extreme precipitation and flood records show that there is some evidence of a general increase in extreme precipitation, whereas there are no clear indications of significant trends at large-scale regional or national level of extreme streamflow. Several studies from regions dominated by snowmelt-induced peak flows report decreases in extreme streamflow and earlier spring snowmelt peak flows, likely caused by increasing temperature. The review of likely future changes based on climate projections indicates a general increase in extreme precipitation under a future climate, which is consistent with the observed trends. Hydrological projections of peak flows show large impacts in many areas with both positive and negative changes. A general decrease in flood magnitude and earlier spring floods are projected for catchments with snowmelt-dominated peak flows, which is consistent with the observed trends. Finally, existing guidelines in Europe on design flood and design rainfall estimation are reviewed. Summary European water policy developments are essentially linked to the implementation of the EU Water Framework Directive and parent legislation, which is built upon the principle of river basin management planning with the objective of achieving good status for all European water bodies. Recent policy developments in the climate change area call for ‘climate proofing’ of EU actions through mainstreaming of adaptation measures into policies and programmes. These policy trends are very closely related to the capacity to get access to supporting scientific information and to bridge the knowledge gap.
