This paper uses the perspective of "state-led neoliberal modernization" to explore the collusion of the state and the market in the construction of scientific motherhood and its effect on rural nannies in China. It claims that the state and the market work together to shape rural nannies' modern subjectivity in the neoliberal economy through the commercial training programme of scientific motherhood. Based on a case study in Shanghai, this paper argues that the training for scientific motherhood attempts to transform rural women into modern care workers through two mechanisms: reconstructing recognition and mobilizing emotion. Rather than passively receiving the training, nannies use their agency to adjust the knowledge and practice of scientific motherhood to suit their complicated working situation. Their strategies include deploying scientific knowledge flexibly and instrumentally, practising self-restraint in limited intimacy, and paying attention to their own familial investment. This paper explores the perception and politics of air pollution in Shanghai. We present a qualitative case study based on a literature review of relevant policies and research on civil society and air pollution, in dialogue with air quality indexes and field research data. We engage with the concept of China's authoritarian environmentalism and the political context of ecological civilization. We find that discussions about air pollution are often placed in a frame that is both locally temporal (environment) and internationally developmentalist (economy). We raise questions from an example of three applications with different presentations of air quality index measures for the same time and place. This example and frame highlight the central role and connection between technology, data and evidence, and pollution visibility in the case of the perception of air pollution. Our findings then point to two gaps in authoritarian environmentalism research, revealing a need to better understand (1) the role of technology within this governance context, and (2) the tensions created from this non-participatory approach with ecological civilization, which calls for civil society participation. We test for integration of financial markets in China during 1920-1933 using a new dataset of domestic exchange rates. Our data concerns tael-denominated telegraphic transfers between Shanghai and nine other cities. We find that Chinese financial markets, as measured by the efficiency of silver-point arbitrage, were highly integrated among major commercial hubs in north and central China, but there was a lower level of integration for more remote cities in the south. Our paper presents the first comprehensive assessment of the efficiency of the Chinese silver standard and contributes to a revaluation of market performance during pre-communist China. State-owned enterprises (SOEs) are a major force in the Chinese economy and a growing presence in international trade and investment. The challenge to the WTO legal regime is commercial, given the size of SOEs and their share of Chinese output, and political, given worries that trade and investment by SOEs may be driven by public policy goals. And both challenges may be exacerbated by the murky world of Chinese SOEs. In this article, I first review whether Chinese SOEs are a problem for the WTO, and whether more sunshine on their operations might be a useful discipline. I then ask what we know about SOEs inside the WTO, including in the Trade Policy Review Mechanism. Since the answer is, not much, I consider whether mega-regional trade negotiations offer a better approach. My answer being negative, I finally consider whether an attempt to negotiate a WTO Reference Paper on SOEs might help. I conclude that transparency is likely to be a better discipline on the spillovers associated with SOEs than a search for binding rules, while also helping everyone better understand the efficiency effects. The public abattoir emerged as an institution across the industrialized world in the mid-nineteenth century to centralize and control animal killing and meat processing, activities that had traditionally taken place in private slaughterhouses. The modern idea of the abattoir, however, is more than a place where animals are killed for human consumption. Designed to optimize a disassembling process that efficiently took apart the livestock into small pieces, the modern abattoir is one of the earliest building types where the production line was incorporated into the spatial layout. Modern abattoirs also separated livestock from people, and production from consumption, into special places removed from public view.This paper is concerned with the production of a public abattoir in 1930s colonial Shanghai. The Shanghai Municipal Abattoir, completed in 1933, was deliberately designed as a ‘machine for killing’, which applied production-line principles to the efficient slaughter of animals. The result of this functionalism was an extraordinary series of multi-storey concrete structures, dictated by the bloody business of slaughtering animals and processing their carcasses, set behind an art deco façade. In this paper we seek to tell the story of the production of a building that has previously been little researched, with most of the archival material in Shanghai Municipal Archives (SMA) and the limited published material available only in Mandarin. Sikh policemen were an indelible part of the landscape of Shanghai in the first decades of the twentieth century, and have left their mark in the ways in which the city is remembered up to the present day. Yet their history has never been told and historians of the period have, at best, simply referred to them in passing. This paper redresses this gap in the literature by accounting for the presence of the Sikh branch of the Shanghai Municipal Police and exploring their role in the governance and policing of the International Settlement. This enriches our understanding of the nature of the British presence in China and the ways in which Indian sub-imperialism extended to China's treaty ports, for on the streets of Shanghai, and not Shanghai alone, British power had an Indian face. This paper reports the findings of a survey of Shanghai residents in 1996 on attitudes towards the economic and social consequences economic reforms. China's economic reform has both its optimistic and pessimistic side. On the one hand, Chinese people are fortunate to have their living standard improved overall through sustained growth during the reform era since 1979. China is not entirely free of worry about loss making in numerous State Owned Enterprises, the bankruptcy of inefficient enterprises and massive unemployment. It appears that Chinese policy makers have to confront a sizable problem of social protection in view of the unanticipated results of economic reform. With the gradual retreat of the Centrally Planned Economy and the growth of a market-oriented economy, there has been an over-all trend of the restructuring in the arena of the social security system. The Chinese social protection measures, are in fact, appropriate to cushion any diverse social and economic repercussion of economic reform inflicted on people. In this connection, the findings of survey reveal that state intervention for re-establishing a new system of social protection, apart from re-employment initiatives.

The authors explore themes such as the shift to cremation, eco-burials, and the battle against superstition. They also discuss the role of funerals in confirming the place of the deceased in the social community and the performance of hierarchy. The books highlight the influence of market transition on the resurgence of traditional funeral customs and the importance of filial piety and hierarchy in these practices. Facing ageing challenges, long-term care (LTC) has become a focus of policymaking and policy analysis in China. However, the burgeoning literature obscures a lack of understanding of LTC policymaking, implying a linear and neutral process. This depoliticisation is unrealistic and contributes little to understanding the diversity of LTC policies and improving inclusive LTC provision. Focusing on the core institutional arrangement, LTC insurance (LTCI), this article explores a highly politicised policymaking process and reveals complex political deliberations behind different LTCI choices across regions. Underpinned by the multiple streams approach, which supports a systematic comparison of the policy process, this article identifies four key factors from a relational perspective that influence LTCI policymaking, including the tension between evidence and politics in the construction of LTC issues, the tension between policy effectiveness and stability in the assessment of policy options, strong or weak political will, and the presence or absence of municipal government. In 2016, China introduced an 'Admission of Guilt and Acceptance of Punishment' system (known as 'plea leniency') premised primarily on the ideal of punishing crime efficiently while advancing the protection of human rights. In this article, I challenge this official rationale by critically examining the legitimacy of plea leniency as a rights-based approach to crime. Drawing on procedural justice theory, I use extant research data and online criminal judgments from the courts in Shanghai to unravel manifold mismatches between the plea leniency process and a procedurally just decision-making process that respects individual rights. My contention is that the operational dynamics of plea leniency is weighed heavily towards efficacy with little regard for the fundamental norms of due process and fairness in which the procedural legitimacy of this new form of summary dispositions is grounded. By tying the expedition of criminal proceedings to guilty pleas, plea leniency represents a discursive continuity of China's broader criminal justice culture, and as such, it fails in operating on a more just, respectful, and communicative basis to accommodate defendants' interests which stand at the core of its operation. From the viewpoint of the system's mechanical energy, the passive inverted pendulum model (PIPM) is proposed for the generation of more energy-efficient biped gait pattern. The generated walking pattern, based on the PIPM, enables the fully actuated biped robots to closely mimic the behavior of stable passive walking, so that it can have good energy-efficiency, which is the inherent advantage of the passive system. Furthermore, the pattern generation method is extended to any desired terrain as well. As for SHR-1, the first-generation biped robot of Shanghai Jiao Tong University, gait synthesis is clarified in detail. This article interrogates the operating logic of China's street-level regulatory state, demonstrating that residents' committees (RCs) assume a role as regulatory intermediaries to enhance the efficiency of local governance. Using Shanghai's new recycling regulations as a case study, it explores the mechanisms by which RCs elicit not only citizens' compliance but also active participation. We show that the central mechanisms derive from the RCs' skilful mobilization of particular social forces, namely mianzi and guanxi, which are produced within close-knit social networks inside Shanghai's housing estates (xiaoqu). We advance three arguments in the study of China's emerging regulatory state. First, we show how informal social forces are employed in regulatory governance at the street level, combining authoritarian control with grassroots participation. Second, the focus on RCs as regulatory intermediaries reveals the important role played by these street-level administrative units in policy implementation. Third, we suggest that the RCs' harnessing of informal social forces is essential not only for successful policy implementation at street level but also for the production of the local state's political legitimacy. The Shanghai News was the People's Republic of China's (PRC's) first English-language newspaper. The News played an important, but forgotten, role in the development of the PRC's "external propaganda" apparatus, used to fight the ideological Cold War. The News was unusual in that it adopted a commercial business model and juxtaposed vehement anti-imperialist propaganda with advertising for multinational companies from "imperialist-capitalist countries." This article argues that the News was a product of "New Democracy," the central political paradigm of the PRC between 1949 and 1953. New Democracy, a policy of cross-class cooperation in the name of national reconstruction, is often dismissed as cynical tactic deployed by the Chinese Communist Party (CCP) to diminish resistance during the takeover of China. The author argues for taking the real world impacts of New Democracy on life and work in early 1950s Shanghai seriously and cautions against teleological narratives. [ABSTRACT FROM AUTHOR]

Objectives: To determine which set of BMI cut-offs is the most appropriate to define child and adolescent obesity in urban China.Design: A cross-sectional study was carried out between 1 November and 31 December in 2017.Setting: Community Healthcare Center in Minhang District, Shanghai, China.Participants: A total of 12 426 children and adolescents aged 7-17 years were selected by cluster random sampling. Bioelectrical impedance analysis was the gold standard to measure body composition.Results: Comparisons of three sets of BMI cut-offs by sensitivity and κ value revealed that the Working Group on Obesity in China (WGOC) (sensitivity 39·9-84·0 %; κ 0·51-0·79) and WHO (sensitivity 25·5-74·5 %; κ 0·35-0·78) cut-offs were not superior to the International Obesity Task Force (IOTF) (sensitivity 47·9-92·4 %; κ 0·58-0·85) cut-offs across all subgroups. The WGOC and WHO cut-offs yielded higher misclassification rates, in the worst case, categorising 11·2 % of girls with high adiposity as normal and 44·4 % of them as overweight, while the IOTF cut-offs categorised 2·3 % as normal and 30·7 % as overweight. Individuals who were classified by the IOTF cut-offs as overweight had the lowest ratios of high adiposity (4·2-41·6 %) than by the BMI cut-offs for each subgroup. Among pubertal girls, none of the BMI-based cut-offs indicated excellent agreement with body fat percentage, and κ value of the WHO cut-offs (0·35 (95 % CI 0·29, 0·41)) was lower than the other two sets of BMI cut-offs (all P < 0·001).Conclusions: The IOTF cut-offs for Asian should be recommended for child obesity screening in urban China. Objective: We aimed to investigate the prevalence of grade 1, 2 and 3 thinness among Chinese children and to explore their associations with socio-economic status (SES).Design: A population, school-based cross-sectional study using multistage, stratified cluster random sampling. Grade 1, 2 and 3 thinness, overweight, obesity and severe obesity were defined by the International Obesity Task Force BMI cut-offs.Setting: Seven districts of Shanghai, China.Subjects: Chinese children aged 3-12 years (n 84 075).Results: In boys and girls, respectively, the prevalence of grade 1 thinness was 8·89 % and 11·78 %, of grade 2 thinness was 2·80 % and 3·74 %, and of grade 3 thinness was 2·23 % and 2·93 %. Compared with urban children, suburban children had higher prevalence of thinness. Children whose parent had low education had higher prevalence of grade 1, 2 and 3 thinness than those whose parent had high education. The prevalence of grade 2 and 3 thinness, obesity and severe obesity in low-SES children was higher than that in high-SES children, and the prevalence of grade 1 thinness was lower than that in high-SES children. Particular patterns of prevalence of grade 1, 2 and 3 thinness appeared in low-, middle- and high-SES children.Conclusions: The study describes associations of SES with grade 1, 2 and 3 thinness, overweight, obesity and severe obesity in Shanghai children. In China, continuous rural–urban migration on a massive scale disrupts the traditional rural patriarchal society and makes the temporary non-patrilocal way of residence possible. This new residential pattern has brought profound changes to the lives of migrants. Based on participant observation and interviewing, this article intends to explore the exercise of agency and the representation of subjectivity of female migrant workers in intimate relations after migration. By emphasizing the intergenerational relationship and partner relationships of both unmarried and married women, I demonstrate a complicated picture regarding the changing status of rural migrant women and show how these women both conform and challenge the social norm of filial obligations, through which their agency is exerted and subjectivity is crafted. This article looks at the changing frameworks for the institutional and cultural incorporation of second-generation rural migrants in Shanghai. Beginning in 2008, Shanghai launched a new policy of accepting migrant children into urban public schools at primary and secondary levels. I show that the hukou (household registration) is still a critical social boundary in educational institutions, shaping uneven distribution of educational resources and opportunities, as well as hierarchical recognition of differences between urbanites and migrants. I have coined the term “segmented incorporation” to characterize a new receiving context, in which systematic exclusion has given way to more subtle forms of institutional segmentation which reproduces cultural prejudice and reinforces group boundaries. While existing scholarship focuses attention on the impact of state control and repression on Chinese civil society, the increasingly independent role of the Communist Party has been largely overlooked. This article reviews the Party's drive to “comprehensively cover” grassroots society over the previous decade against the theoretical debate unfolding among Chinese scholars and Party theoreticians regarding the Party's role with respect to civil society. Focusing on greater Shanghai, frequently cited as a national model of Party-building, I describe the Party's advance and the emergence of Party-organized non-governmental organizations (PONGOs), a new hybrid form of social organization sponsored and supported by local Party committees. ObjectiveThe present study aimed to characterize the dietary patterns of newlyweds married within one year and to examine the factors associated with weight changes.DesignA cross-sectional study was carried out in 2009.SettingBaoshan District, Shanghai, China.SubjectsA total of 342 pairs of newlyweds were recruited at their first visit. Weight and height were measured and food intake was measured based on an FFQ with forty-nine items. Dietary patterns were identified through factor analysis, and the factors associated with weight changes were determined by multiple regression models.ResultsAverage weight gain of the participants during marital transition was 1·9 kg (2·2 kg for men and 1·6 kg for women). Four major dietary patterns were identified: vegetable pattern, sweets and fats pattern, legume pattern and poultry, beef and mutton pattern. In multivariate analyses, the highest quintile of factor 2 (sweets and fats pattern) was significantly associated with weight gain after marriage in a comparison with the lowest quintile (β = 2·94; 95 % CI 0·75, 5·15; P = 0·01) in men. The highest quintile of factor 4 (poultry, beef and mutton pattern) was inversely associated with weight gain after marriage in a comparison with the lowest quintile (β = −1·21; 95 % CI −2·32, −0·11; P = 0·03).ConclusionsOur results suggest that a pattern rich in sugar, oil and condiments may lead to greater marital weight gain in men; another pattern rich in poultry, beef and mutton may lead to less marital weight gain in both men and women. This article examines the response of Shanghai's cultural bureaucracy during the Attack on the Four Olds, the Red Guard repudiation of old culture launched in the early years of China's Cultural Revolution (1966–76). It focuses on how local officials, acting in a space created by the Central Cultural Revolution Group and the Shanghai Revolutionary Committee, worked to control the damage wrought by the political campaign and justified their activities by adapting the rhetoric of revolution. Based on the archival documents of the Shanghai Bureau of Culture, this article traces the reinvention of the cultural bureaucracy and the subsequent shift in the language of preservation. It argues that during the Cultural Revolution, there was an institutionalized and ideologically legitimated movement to protect historic sites and cultural objects. Prior research has debated the relative importance of such factors as human capital, political capital and region in determining workers' earnings in reform-era urban China. This article argues that a main agent of social stratification in contemporary China continues to be the danwei, the work unit. Using data from a 1999 survey we conducted in three large Chinese cities, Wuhan, Shanghai and Xi'an, we assess the extent to which workers' earnings (including regular wages, bonuses and subsidies) depend on the profitability of their danwei. Results show that the financial situation of the danwei is one of the most important determinants of earnings in today's urban China. Interventions in public health crises inevitably give rise to concerns about how the balance between rights concerns and community health security might be handled. During the SARS global health crisis, different jurisdictions struggled simultaneously with similar public health challenges posed by the previously unknown and deadly disease. Yet instead of a convergence of strategies, different jurisdictions responded with measures, especially with regard to the use of quarantine, that revealed a pattern of divergence about how to strike the balance between rights concerns and health security. The origins of this article stem from the realization that Toronto's use of quarantine was far more extensive than that of either Hong Kong or Shanghai, two jurisdictions with historically weak records regarding respect for fundamental rights and civil liberties. Perspectives on the balancing of individual rights and community health security are treated here as expressions of legal consciousness. Instead of assuming a uniform legal consciousness in Toronto, Shanghai, or Hong Kong, this article presents legal consciousness as varied among groups of individuals differently situated in the crisis. The promise of this differentiated approach to legal consciousness is that it facilitates both drawing contrasts between perspectives of differently situated groups within the same city and noting commonalities between similarly situated groups in other cities. Through an examination of three distinct perspectives on rights and quarantine in each city—those of senior public health officials, frontline hospital workers, and contacts of SARS patients—the competing legal meanings and understandings about the tensions between community health security and individual rights during the SARS crisis are identified in a way that enables us to better understand the pattern of different uses of quarantine. This article critically examines the development of legal consciousness among legal aid plaintiffs in Shanghai. It is based on 16 months of research at a large legal aid center and in-depth interviews with 50 plaintiffs. Chinese legal aid plaintiffs come to the legal process with high expectations about the possibility of protecting their rights; however, they also have only a vague and imprecise knowledge of legal procedure and their actual codified rights. Through this process of legal mobilization, plaintiffs' legal consciousness changes in two separate dimensions: changes in one's feelings of efficacy and competency vis-à-vis the law, and changes in one's perception/evaluation of the legal system. Put another way, the first dimension is “How well can I work the law?” and the second is “How well does the law work?” In this study I observe positive changes in feelings of individual efficacy and competency that are combined with more negative evaluations/perceptions of the legal system in terms of its fairness and effectiveness. The positive feelings of efficacy and voice provided by the legal process encourage labor dispute plaintiffs in the post-dispute period to plan new lawsuits and to help friends and relatives with their legal problems. Disenchantment with the promises of the legal system does not lead to despondency, but to more critical, informed action. Background and objective: Random errors, from any source, will attenuate epidemiological risk estimates. Before we launched the Shanghai Men''s Health Study (SMHS), a large population-based cohort study investigating the dietcancer association among Chinese men, a dietary calibration study was conducted among 96 men aged 4075 years (mean age 56.5 years), with biweekly 24-hour dietary recalls (24HDRs) implemented over a 1-year period. Data from this study were analysed to evaluate the nature and magnitude of variances for intake of 26 nutrients among SMHS participants, to compare variance ratios of 26 nutrients among Chinese men and women and individuals in other studies, and to estimate the number of 24HDRs required for future dietary calibration studies in similar populations.Design: Ninety-six healthy, free-living men in Shanghai were administered biweekly 24HDR interviews 24 times over a 1-year period. To assess between-individual and within-individual contributions to variance, a mixed effects model was fitted and ratios of within-individual to between-individual (s^?w2/s^?b2) dietary intake variances were computed.Setting: Shanghai, China.Results: In agreement with reports from studies conducted in the USA and many other countries, we found that within-individual variances were usually larger than between-individual variances in dietary intake for all nutrients. The sum of all other variation (e.g. weekday and weekend, seasonal, interviewer) accounted for less than 5% of total variation. Ratios of within- to between-individual variances (for log-transformed data) ranged from 1.25 for carbohydrate intake to near 8 for d-tocopherol intake.Conclusions: The results of this study suggest that among middle-aged and elderly Chinese men in Shanghai, within- and between-individual variation account for more than 95% of the total variation for 26 nutrients. Further dietary validation studies in the same population could be adequately carried out with only 12 days of dietary recalls, if 100 participants were enrolled. [ABSTRACT FROM AUTHOR]
