As border controls have spanned from the territorial border to the interior, outsourcing controls to non-state actors has become the integral technology in everyday bordering. Whilst the racialized consequences of deputizing controls have been illuminated, the governmentality and biopolitical implications of these outsourcing processes have been overlooked. This paper argues that as the architecture of migration controls has evolved, the targets of control have widened; that migration controls have transcended migrants and are also used as a way to control sovereign subjects. Taking the genealogy of UK immigration control policy as a case study, the paper shows how the processes of outsourcing immigration controls to corporations, public institutions, and the private sphere have inverted the target of control through a governmentality of coercive measures and incentive structures. I argue that in outsourcing controls to non-state actors, the taken-for-granted boundaries between who is subject to immigration control and who is not are blurred because as sovereign subjects become complicit in borderwork, they also become subject to state violence. Aims The literature review aimed to identify the barriers the Punjabi and/or Sikh community have in accessing support for alcohol addiction. Method A systematic review of the literature was undertaken of four scholarly databases, Google Scholar and grey literature on UK-based research conducted after 1980 into alcohol addiction in the Punjabi and/or Sikh community. Fourteen papers met the inclusion criteria outlined in the paper and were included in the review. Results Ten main barriers to accessing support were found; stigma, religion, lack of understanding of addiction, over reliance on a medical model of treatment and disregard of therapy, cultural implications of being a member of the Punjabi and/or Sikh community and the addiction community, gender and generational differences and a lack of government commitment to alcohol support for BME communities with a lack of culturally specific services. Conclusion Despite the many barriers explored, the role of stigma remained a powerful theme throughout often underpinning other barriers. Motivation Polygenic risk scores (PRSs) predict individuals' genetic risk of developing complex diseases. They summarize the effect of many variants discovered in genome-wide association studies (GWASs). However, to date, large GWASs exist primarily for the European population and the quality of PRS prediction declines when applied to other ethnicities. Genetic profiling of individuals in the discovery set (on which the GWAS was performed) and target set (on which the PRS is applied) is typically done by SNP arrays that genotype a fraction of common SNPs. Therefore, a key step in GWAS analysis and PRS calculation is imputing untyped SNPs using a panel of fully sequenced individuals. The imputation results depend on the ethnic composition of the imputation panel. Imputing genotypes with a panel of individuals of the same ethnicity as the genotyped individuals typically improves imputation accuracy. However, there has been no systematic investigation into the influence of the ethnic composition of imputation panels on the accuracy of PRS predictions when applied to ethnic groups that differ from the population used in the GWAS. Results We estimated the effect of imputation of the target set on prediction accuracy of PRS when the discovery and the target sets come from different ethnic groups. We analyzed binary phenotypes on ethnically distinct sets from the UK Biobank and other resources. We generated ethnically homogenous panels, imputed the target sets, and generated PRSs. Then, we assessed the prediction accuracy obtained from each imputation panel. Our analysis indicates that using an imputation panel matched to the ethnicity of the target population yields only a marginal improvement and only under specific conditions. Family group conferences (FGCs) in child welfare share decision-making with family members by bringing the immediate and wider family together to make a plan to meet a child's needs. This paper reports survey findings on FGC provision in the UK in 2022 and explores whether in England the presence of an FGC service and the rate of FGC provision is associated with the rate of children in care, entering care, in kinship foster care and leaving care. Seventy-nine per cent (n  = 167) of local authorities in the UK provided FGCs to families, and 14 per cent (n  = 29) did not. Services that were more established offered a more diverse range of FGCs. The introduction of FGCs in English local authorities was associated with a higher rate of children in care, but also higher rates of kinship foster care, a key goal of FGCs where it is not possible for children to stay with their parents. Higher rates of FGCs were associated with more children leaving care, possibly due to reunification with birth families. To understand in more detail, the circumstances of children in and leaving care in local authorities with FGCs, individual data linkage studies are needed. [ABSTRACT FROM AUTHOR]

This document is a correction to a previously published article titled "The U.K. as a Technological Follower: Higher Education Expansion and the College Wage Premium." The correction addresses a coding error that affected some of the descriptive trends in the article. The error specifically impacted Figure 2 and Figure 3 in the published paper, as well as 5 additional descriptive figures in the online appendix. The correction shows that the trend of the graduate wage premium is still flat over most of the sample period, with a small decline near the end of the period, particularly in the private sector. The U.K. economy experienced significant macroeconomic adjustments following the 2016 referendum on its withdrawal from the European Union. To understand these adjustments, this paper presents empirical facts using novel U.K. macroeconomic data and estimates a small open economy model with tradable and non-tradable sectors. We demonstrate that the referendum outcome can be interpreted as news about a future decline in productivity growth in the tradable sector. An immediate fall in the relative price of non-tradable goods induces a temporary "sweet spot" for tradable producers. Economic activity in the tradable sector expands in the short run, while the non-tradable sector contracts. Aggregate output, consumption, and investment growth decelerate. [ABSTRACT FROM AUTHOR]

Left-behind places face linked economic and political problems that must be resolved jointly. This paper examines the potential contribution of basic income programs to that goal. Consisting of regular, no-strings-attached payments to citizens, basic income programs ensure resources and stability for poor and economically precarious households who comprise a significant share of left-behind places' populations. Advocacy for basic income emphasizes social and ethical commitment to individuals who have paid the price for economic decline. Thus, even though the goal of national and universal basic income remains distant in the UK, activism for basic income has succeeded in creating alternative paths for populist sentiments originating in the decline of left-behind places. Drawing on extensive fieldwork and interviews with advocates in the UK and elsewhere, I demonstrate that activism for basic income diverts potential support for ethno-nationalism and European withdrawal to alternate, place-contingent and variegated regional political paths. Interest in regional economic issues coupled with advances in administrative data is driving the creation of new regional economic data. Many of these data series could be useful for nowcasting regional economic activity, but they suffer from a short (albeit constantly expanding) time series which makes incorporating them into nowcasting models problematic. Regional nowcasting is already challenging because the release delay on regional data tends to be greater than that at the national level, and 'short' data imply a 'ragged edge' at both the beginning and the end of regional data sets, which adds a further complication. In this paper, via an application to the UK, we investigate various ways of including a wide range of short data into a regional mixed-frequency vector autoregression (MF-VAR) model. These short data include hitherto unexploited regional value-added tax turnover data. We address the problem of the two ragged edges by estimating regional factors using different missing data algorithms that we then incorporate into our MF-VAR model. We find that nowcasts of regional output growth are generally improved when we condition them on the factors, but only when the regional nowcasts are produced before the national (UK-wide) output growth data are published. Elites often use merit to explain, justify, and make sense of their advantaged positions. But what exactly do they mean by this? In this paper, we draw on 71 interviews with elites in Denmark and the UK to compare self-justifications of meritocratic legitimacy. Our results indicate that while elites in both countries are united by a common concern to frame their merits as spontaneously recognized by others (rather than strategically promoted by themselves), the package of attributes they foreground vary significantly. In the UK, elites tend to be "talent meritocrats" who foreground their unique capacity for ideational creativity or risk taking, innately good judgment, and "natural" aptitude, intelligence, or academic ability. In contrast, in Denmark, elites are more likely to be "hard work meritocrats" who emphasize their unusual work ethic, extensive experience (as a signal of accumulated hard work), and contributions outside of work, particularly in civil society. We tentatively argue that one explanation for this cross-national variation is the role that different channels of elite recruitment play in amplifying legitimate notions of merit. In the UK, for example, elite private schools act to nurture ideas of exceptionalism and natural talent, whereas in Denmark elite employers socialize the connection between hard work and success. Much of the literature on domestic abuse focuses on those in intimate partner relationships or ex-partners, however, in the UK the Home Office definition also includes those in familial relationships. The Domestic Abuse, Stalking, and Harassment and Honour-Based Violence Risk Assessment assumes homogeneous risk factors across all relationships. This paper therefore examines the risk factors for repeat victimization of domestic abuse by relationship type between the victim and perpetrator in a UK police force. Using police-recorded domestic abuse incident and crime data, a logistic regression model found that the most similar repeat victimization risk profiles for 14,519 victims were amongst partners and ex-partners, with both relationships demonstrating the greatest degree of gender asymmetry, compared with other familial relationships. Physical violence was the strongest predictor of repeat victimization and was a statistically significant predictor for ex-partners, partners, and all familial relationships. Coercive behaviour was also a significant predictor for all relationships apart from partners, but not at the same magnitude as physical abuse. Recognizing the difference in risk by relationship type may assist the police in deciding the most appropriate response and interventions to reduce the risk of further harm. [ABSTRACT FROM AUTHOR]

This paper considers the question of how police-related AI projects and data projects in general are normatively assessed in the UK. After locating data ethics in relation to policing ethics, I shall consider the workings of perhaps the leading regional data ethics committee in the UK. I go on to consider the approach of another committee that might in the future provide national data ethics advice for the police. Finally, I summarize the normative ethics frameworks in use in the two committees and their heavy reliance on the concepts of necessity and proportionality. I suggest that these concepts may have to be supplemented by systematic thinking about varieties of harm and the way in which severe harm may generate obligations to prevent it, where prevention may be assisted by AI models. This paper examines whether monetary policy pass-through to mortgage interest rates affects household fertility decisions. Our empirical strategy exploits variation in households' eligibility for a rate adjustment, coupled with the large reductions in the monetary policy rate that occurred during the Great Recession in the U.K. and U.S. We estimate that each one percentage point drop in the policy rate increased birth rates amongst households eligible for a rate adjustment by 3%. Our results provide new evidence on the nature of monetary policy transmission to households and suggest a new mechanism via which mortgage contract structures can affect both aggregate demand and supply. Introduction: Patient recollection of details discussed during medical consultation is often limited (Figure 1a). For genital gender-affirming surgery (gGAS) consultations, lengthy discussions and deep contemplation surrounding surgical options are critical. Inadequate communication can result in patient complaints and medico-legal action, whereupon issues such as a lack of discussion or poor documentation can lead to medico-legal liability against the care provider and hospital system. As a result, strategies must be developed to ensure that information discussed during complex medical consultations are made available so patients can properly weigh out the care options presented. Objective: 1) Assess medico-legal incidents in Urologic and surgical specialties in the UK, US, and a Californian quaternary care center, 2) evaluate the advantages and feasibility of offering audio-recordings of patient consultations, and 3) create a user-friendly smartphone app for recording healthcare consultations. Methods: A literature review evaluated current evidence on medical liability claims in the UK and US was conducted. Additionally, our center's Department of Risk Management provided information pertaining to medico-legal cases against our institution. Separately, gGAS patients consented to audio-record their consultation. Copies were provided to patients and kept in their medical records. A follow-up survey assessed its usefulness, and based upon patient feedback, a smartphone application was developed. Results: A PubMed search yielded 921 results on "medical malpractice claims" from 2013–2023. In Urologic Surgery, 32 papers addressed medical malpractice, with 2 providing data over the last 15 years. In the UK, 660 claims were made from 2010–2020, of which 8.2% were due to poor communication (37 = informed consent; 17 = lack of follow-up). In the US, from 2020–2022, 38.3% of Urologists faced at least one legal proceeding in their career, and 5.3% were sued within 1 year for any reason. Our institution's Department of Risk Management reported 32% of lawsuits were related to surgical care. Informed consent involved 8% of cases and had a component in 32%. The average financial settlement for medical malpractice was $125,000.00 USD, and trial costs averaged $75,000.00 USD. 50/71 patients completed an anonymized, online survey post-audio recording. Positive results were noted regarding recording quality, comfort whilst being recorded, and wishes for future consultation recordings (Figure 1b). In addition, most patients felt less anxiety, and had greater confidence in their treatment choice (Figure 1c) Based upon patient responses, we developed a smartphone App which records 90 minutes of audio, allows for file and hyperlink attachments to be sent to patients before immediately deleting all information (Figure 1d). Eel Management Plans demand European silver eel (Anguilla anguilla) escapement to the sea of at least 40% of that expected historically in the absence of human impacts. Landlocked lentic waterbodies, such as drinking water reservoirs, host substantial numbers of eel, which could represent a significant contribution to catchment-based conservation targets. To optimize netting strategies for eel management policies, information on their aggregation behaviour is currently needed but lacking. We performed a fine-scale acoustic tracking study to monitor the movements of 86 European eel in a UK reservoir. Social network sampling and sensitivity analyses were used to assess whether eel aggregate at scales relevant for current capture techniques. European eel were found to aggregate at spatial and temporal scales of 50 m and 2 days, respectively, which complements current capture methodologies and recommendations. Aggregations were not driven by fixed resources, indicating that other factors, such as sociality, may drive aggregation behaviour. Results also show that current netting practices could be optimized by increasing netting lengths from 50 to 80 m. In addition to aiding conservation and management protocols, these results provide an ecological foundation for exploring the role of social behaviour in this Critically Endangered species. This decade represents a critical period to profoundly rethink human–nature interactions in order to address the interwoven climate and biodiversity crises. Marine Protected Areas (MPAs) demonstrate promise for increasing ecosystem resilience and reversing habitat and population declines, but outcomes vary considerably from context to context. Partially protected areas offer a compromise between ecological recovery and the social needs of local communities, but their success is contingent on an array of factors. This in-depth review summarizes 15 years of marine conservation research and impact in Lyme Bay (southwest UK), to serve as a model for the future adoption of partially protected MPAs. The findings from the UK's longest integrated socioecological monitoring MPA study are presented and supplemented by an evaluation of the whole-site management approach as a core element of Lyme Bay's achievements. The journey from research to improved monitoring and ambitious policy is illustrated within and interspersed with stories of novel discoveries, ongoing challenges, and method developments. What started as a dedicated group of community members has grown into an immense collaboration between fishers, scientists, NGOs, and regulators, and their combined efforts have sent ripple effects of positive change across the globe. Objective The aim was to measure the level of community awareness in the UK that children and young people can develop arthritis. Methods An online survey of a representative quota sample of 2044 adults aged 16–75 years in the UK was conducted between 10 and 13 February 2023 by Ipsos UK, a leading social and market research organization, with participants giving informed consent before taking part. Participants were asked which age band they thought is the earliest that someone can get arthritis. They were also asked whether a series of statements about arthritis were true or false, in addition to a series of demographic questions. Data were weighted to the known population proportions for adults aged 16–75 years in the UK. Results Overall, 40% of respondents indicated they believed the earliest that someone could get arthritis was <16 years of age. This was higher amongst respondents with arthritis themselves or if they knew someone with arthritis. Only 19% of respondents were aware that children <5 years of age can get arthritis. This varied by gender and ethnicity (males and minority ethnic groups were less likely to be aware). Minority ethnic groups were also more likely to believe a series of incorrect assumptions to be true. Conclusion Awareness that children and young people can get arthritis is low, and it is lower amongst minority ethnic groups. Detecting changes in the distribution and abundance of marine species that are cryptic or occurring in very low abundances is difficult, but essential for assessing their status and informing management. One way of quantifying these changes is through the collation of opportunistic records. We reconstruct the population trajectory and distribution of the common stingray Dasyatis pastinaca around Great Britain, using opportunistic records, mostly obtained by recreational anglers. We tested if D. pastinaca declined in abundance and body size in response to fishing and if their distribution has shifted northwards in response to warming seas. We obtained 518 records covering the period 1838–2020. After correcting for observation effort, D. pastinaca catches reported by anglers showed no long-term trend over 50 years, but decreased from 1970 to 1995 and an increase in abundance since 1995. While records of species occurrence were found around much of Great Britain, nearly all were from south of 54° latitude, and records have contracted southwards since 2000. No trend in maximum size through time was detected. In conclusion, we did not find support for the hypothesized declines in abundance and body size or a northward shift in distribution of D. pastinaca and instead found a southward contraction. This article links detailed 24-h diary surveys in the UK for the last four decades, to provide evidence of an increase in work effort in three specific dimensions: timing, nature, and composition. We rule out certain proposed explanations of these trends, finding that the decrease in the frequency of on-the-job leisure is more pronounced for workers in routine task-intensive occupations. Alternative supply-side and demand-side explanations, such as changes in relative preferences for leisure, or an increase in off-shoring, or competition for jobs, cannot explain our results. Our findings suggest that the amount and frequency of on-the-job leisure can be used as a measure of work effort, and that the routine-biased technological changes experienced during this period lie at the root of the increase in work effort in the UK. This article investigates the causal effect of import shocks on the wage distribution using individual-level data from the UK in the period 1997–2010. The analysis exploits regional variation in initial industrial structure and concentration for identification, and applies a group IV quantile approach to estimate the effect of import shocks on workers at different parts of the wage distribution. The study finds that the effect of import shocks generated by increased import competition is concentrated on the middle of the wage distribution: while the import shocks negatively and significantly affect workers at the bottom-middle of the wage distribution, its effect on the very bottom and upper parts of the wage groups is insignificant. Moreover, the study finds that this labour market adjustment takes place through a reduction in the hourly wage rather than a decline in total hours worked. [ABSTRACT FROM AUTHOR]

This article examines UK immigrant-native wage differentials for men across major first- and second-generation immigrant groups with the UK Household Longitudinal Study (UKHLS) pooling cross-sections over the years 2009–19. I find that first-generation immigrants with UK human capital experience less of a wage disadvantage than their immigrant counterparts with foreign language proficiency, qualifications, and work experience. Conditional on the heterogeneity in these productivity characteristics of first-generation immigrants, I observe no intergenerational economic progress across the two generations relative to UK natives. Using a conditional decomposition shows that UK work experience and not the source country of study for the qualification is a key factor in reducing first-generation, immigrant-native wage differentials in the UK. We put forward differences in the form of national identity across natives as a key mechanism explaining the sharp public divide on immigration issues. We show that inflows of migrants into local areas can be harmful for the self-reported well-being of natives, but this is only true for natives who self-identify with an ethnic form of national identity. On the other hand, we provide some evidence to suggest that immigration may be utility enhancing for natives with a civic form of national identity. We also show how differences in national identity significantly predict voting preferences in the UK referendum on European Union membership where concern with immigration issues were a salient factor. Drawing on identity economics, our proposed explanation is that for natives with an ethnic form of national identity, any positive economic benefits associated with immigration may not be enough to outweigh losses in identity-based utility. We explore the economic determinants of individual voting behaviour in five UK electoral cycles during 1992–2014. Using the Understanding Society and the British Household Panel Surveys, we investigate the importance of political sentiments and subjective economic evaluations disentangling persistence of party support and unobserved heterogeneity effects. We estimate joint dynamic tripartite models of party support and egocentric perceptions of current and prospective finances, permitting longitudinal simultaneous determination of perceptions of personal finances and political preferences. The results validate the economic voting hypothesis in cycles adjacent to economic downturns: support for the governing political party is positively related to individual perceptions of own financial well-being.
