Green hydrogen and synthetic fuels are increasingly recognized as a key strategic element for the progress of the global energy transition. The Middle East and North Africa (MENA) region, with its large wind and solar potential, is well positioned to generate renewable energy at low cost for the production of green hydrogen and synthetic fuels, and is therefore considered as a potential future producer and exporter. Yet, while solar and wind energy potentials are essential, other factors are expected to play an equally important role for the development of green hydrogen and synthetic fuels (export) sectors. This includes, in particular, adequate industrial capacities and infrastructures. These preconditions vary from country to country, and while they have been often mentioned in the discussion on green hydrogen exports, they have only been examined to a limited extent. This paper employs a case study approach to assess the existing infrastructural and industrial conditions in Jordan, Morocco, and Oman for the development of a green hydrogen and downstream synthetic fuel (export) sector. Greywater recycling is viewed as a promising option to help bridge the enlarging gap between supply and demand in water stress areas. However, greywater recycling may negatively impact the strength and flow of the black water, which may complicate its treatment. In this paper, the impact of greywater recycling on the black water strength and flow have been investigated for three different wastewaters from Greece, Jordan and Oman, which exemplifies three different socioeconomic cases. Seven scenarios have been investigated for the Greece case, while four scenarios have been investigated for each of the Jordan and the Oman cases. The number of scenarios for each case is mainly dependent on the number of possible independent combinations of all greywater streams that can be recycled. The results showed that the black water strength and flow are slightly impacted by greywater recycling for toilet flushing. However, when greywater is recycled for irrigation, the impact on the black water strength and flow varied considerably among the scenarios, in response to the wastewater and greywater characteristics; flow and concentration. Furthermore, significant differences have been observed among the three socioeconomic cases, considered in this paper, in terms of the black water characteristics, and greywater recycling options. Recent studies on language acquisition and motivation have targeted Japanese language learners in a formal educational context, with less attention paid to learners who study Japanese informally. The current study aims to investigate the impact of Japanese animations in the context of informal third language acquisition. It targets the native speakers of Arabic who are interested in learning Japanese as a third language (L3), and investigates the motivations of Arab teenagers and young adults to learn Japanese. Further, the paper also focuses on examining aspects of Japanese language proficiency among teenagers and young adults, including vocabulary enhancement and grammar competence. The methodology used in the current study is twofold: an online survey questionnaire adopted from Armour and Iida (2016), followed by an engaging experiment in which participants were divided into two groups (reality anime group vs. action anime group) in order to examine the effectiveness of anime selection in boosting proficiency level. The findings of the online survey indicate that Arabic native speakers are highly motivated to learn Japanese, while the experiment results confirm that the type of anime and consistency of exposure do support the acquisition process. Further, the study concluded that consumption of anime series contributes to the learning process and facilitates learners' proficiency in general and vocabulary learning in particular. However, it remains unknown whether or not Arabic native speakers' motivations lead to their enrollment into formal Japanese foreign language education. Avenues for future research and implications are also presented toward the end of the paper.

Background: One of the most important issues in public policy and welfare state is health care. Poor management leads to the waste of resources, including money, human resources, facilities, and equipment. Aims: This paper seeks to answer the question of which eastern Mediterranean countries are more effective in allocating their health resources, and does Iran, in relation to those countries, have an effective health system. Methods: This study examined technical efficiency among eastern Mediterranean countries in 2018. Data were extracted from Global Health Observatory data World Health Organization. We applied input-oriented Data Envelopment Analysis (DEA) models to estimate efficiency scores. Inputs are Physicians density per 10,000 populations, Total hospital beds per 10,000 populations, Current expenditure on health, % of gross domestic product and outputs are infant survival rate and Life expectancy. Results: The most efficient health systems in the eastern Mediterranean were Bahrain, Egypt, Iran, Lebanon, Morocco, Oman, Pakistan, Qatar, Tunisia and the United Arab Emirates. The inefficient countries are Iraq, Jordan, Kuwait, Libya, Palestine and Saudi Arabia. Conclusions: Among the efficient countries, one category of high-entry countries such as Bahrain and Qatar with high input especially in health expenditure had higher output. The second group of countries with lower inputs such as Iran and Morocco has been able to produce similar output with other countries. Also, inefficiency in countries such as Saudi Arabia can be attributed to this with higher input such as health expenditure has lower output such life expectancy and infant survival rate. This article is a theoretical review and comparative data analysis of the problems regarding the evolution of attitudes and current concept of disability and theoretical assumptions of caring for disabled people in the Arab world. Content of the theoretical part of the paper includes reasons for caring for disabled Arabs, including: analysis of human orientation aspects, social orientation, equality of opportunity and principles of democracy orientation and human development orientation. In the second part of the article the authors discuss empirical comparative data related to disability in the Arab world as: various causes of congenital or acquired disabilities, including culturally bounded causes of disabilities in Arab world, related to marriages in close families and marriages of underage girls. The paper illustrates key aspects of conceptualization of disabilities in the Arab countries and gives comparative analysis of the latest data on the situation of children with disabilities in education sectors and adults in the labor market. This part of comparative analysis broadly refers to the primary data from the Arab countries published as research report in 2018 by the Economic and Social Commission for Western Asia. This paper rests on a survey among students of Arab Open University (AOU) that covered 6,369 students from all branches (in eight countries) and across all four colleges. It endeavours to raise a case for introducing entrepreneurship education in AOU. The Survey results show a surprisingly high level of entrepreneurial intention among the students, and the overwhelming majority of them are demanding introduction of entrepreneurship education. The Paper uses results of the Survey to present how the students of AOU desire their entrepreneurship education and entrepreneurship training programmes to be organised, and to identify the target groups of each of the two programmes. Based on these results and on selected literature review of the concepts of entrepreneurship, entrepreneurship education and entrepreneurship training, an outline of entrepreneurship curricula and of teaching and training methods are suggested. Both curricula and methods advanced could be of relevance beyond the specific case of AOU.

This comparative descriptive study sought to determine the impact of glocalization on international social work education. Using quantitative methods, this study reports objective findings for a randomly selected, non-probability, purposive sample of 178 faculty members who were geographically distributed among faculties and departments of social work at 22 universities in eight Arab countries. The primary research instrument used was a standardized paper and pencil questionnaire. Data analysis of the responses of the faculty members found that participants’ attitudes were equally weak on the track of glocalization and international social work education. This could be attributed to the variables of faculty members, social work students, university textbooks, quality of library services, methods of teaching, field practicum, and quality of student evaluation. In contrast, the attitudes of the faculty members averaged on the track of glocalization and international social work education, which could be attributed to the variable of social work curricula. The analysis also revealed a marked absence of sustained contact with social work professionals and scholars from other regions and societies of the world. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this paper is to provide an overview of human resource development (HRD) education in Middle Eastern countries. In particular, the authors discuss the current state of HRD education, country readiness and challenges that hinder HRD progress in Middle Eastern countries. They argue that HRD programs need to prepare young employees for leadership roles through adapting constructivist pedagogy, including problem-solving, critical thinking and creativity. Design/methodology/approach: The design of this paper followed a qualitative approach. The authors conducted in-depth interviews with five HRD experts in Middle Eastern countries and conducted integrative literature review and secondary data analysis. Findings: Data analysis provided an overview of HRD education, looked at options individuals interested in HRD education might have, provided views on constructivism vs instructivism as education pedagogies and discussed cultural factors that impede critical reflection in the workplace. Research limitations/implications: To understand how to introduce constructivist elements to instructivist learning cultures, and to sustain it, HRD scholars in the Middle Eastern countries need to diminish the misalignment between instructional philosophies of trainers, trainees and national or institutional systems. Practical implications: Understanding how policy, resources, infrastructure and culture influence learning expectations is vital to introducing innovative training activities or scaling them up to other workshops and systems. Originality/value: This research sheds light on HRD education in the Middle Eastern countries; provides an overview of employment challenges and opportunities to improve workplace learning; and provides scholars, practitioners and other stakeholders interested in HRD with suggestions to develop successful workforce education.

This study compares social work codes of ethics in the Arab countries of Western Asia (Jordan, Saudi Arabia, Kuwait, Lebanon, Bahrain, Yemen, Palestine, Iraq, Oman, Qatar, United Arab Emirates and Syria), to the International Federation of Social Workers Global Statement of Ethical Principles (2018). As of 2020—with Qatar's recent addition of an MSW programme—there are over two dozen bachelor and/or master's degree programmes in social work in the Arab countries of Western Asia. As social work has grown as a profession in the region, many countries have formed national social work associations and are adopting or developing their own codes of ethics. Five of the twelve countries in the study developed their own original social work codes of ethics (Jordan, Bahrain, Kuwait, Saudi Arabia and Lebanon). Comparison of these codes to the IFSW principle statements reveals that most include at least half of the IFSW statements. In addition, three of the codes of ethics (Jordan, Kuwait and Bahrain) reference Islam, God and/or Islamic concepts. This study suggests that the IFSW Global Statement of Ethical Principles can serve as the guide it was intended to be in the development of social work codes of ethics around the globe, including Arab-Islamic countries. In recent years there has been an increase in research conducted in the Middle East, with a corresponding increase in the challenges faced by members of the Research Ethics Committees (RECs). This study compares the structures of Omani and Jordanian RECs and investigates the perceptions of the challenges affecting the work of the REC members in Oman and Jordan. A convenience sample of 34 Omani and 66 Jordanian participants from 21 universities was recruited in this cross-sectional study. Almost 70% disagreed that the members of RECs are unqualified, providing comments without justification; half believed that members have limited experience in research, and almost three-quarters that they have different opinions regarding some ethical issues. No significant differences were found between Omani and Jordanian REC members regarding their perception of the challenges, except for the perception that reviewing proposals is a time-consuming task (p = 0.048) and that multi-REC centres are less available (p = 0.026). The regression model showed that there were significantly more male members of Jordanian RECs, and that Jordanian members were less likely to receive formal training. In conclusion, the current structure of RECs and the challenges faced by members need to be re-evaluated by decision makers to improve the overall quality of research activities, and to ensure that current REC members' practices adhere to international standards. This paper describes the current state of science education in Arab states and anticipates some of the challenges faced by those states as they reform their science education. After discussing problems of illiteracy, access and quality we provide contextual information about the structure of the educational systems and describe recent efforts to reform them. We focus on issues pertaining to science curriculum and textbooks, language, religion, student learning in science, science teacher education and science education research and summarise the challenges and opportunities for research faced in each area. We conclude the paper by proposing a set of policy and research recommendations that could aid in the development of lasting solutions for recurring problems. (Contains 2 tables and 16 notes.)

The main objective of this research is to investigate the extent of the disclosure of key audit matters (KAMs) and the factors that affect the level of KAMs' disclosure in the audit reports of the Middle East (ME) region. A disclosure index approach is employed to consider eight KAMs generated from the International Standard on Auditing (ISA) 701 and a fixed effect regression run on a sample of 281 firms from four countries (Oman, the UAE, Bahrain, and Jordan) for four years (2017–2020), comprising 1124 observations. The findings show that the overall KAMs' disclosure is approximately 56% across all countries. The study takes into consideration the positive and significant correlation between the leverage, audit committee characteristics, financial industry, audit firm, client size, profitability, liquidity, and KAMs' disclosure in most sampled countries. This research contributes to our understanding of the level of KAMs' disclosure and the factors specific to the ME region, which enhances policymakers' and decision-makers' knowledge of KAMs' disclosure in audit reports. Background: As Arab countries seek to implement the 'Guideline on Good Pharmacovigilance Practice (GVP) for Arab countries', understanding policy implementation mechanisms and the factors impacting it can inform best implementation practice. This study aimed to explore the mechanisms of and factors influencing pharmacovigilance policy implementation in Arab countries with more established pharmacovigilance systems (Jordan, Oman), to inform policy implementation in a country with a nascent pharmacovigilance system (Kuwait).Results: Matland's ambiguity-conflict model served to frame data analysis from 56 face-to-face interviews, which showed that policy ambiguity and conflict were low in Jordan and Oman, suggesting an "administrative implementation" pathway. In Kuwait, policy ambiguity was high while sentiments about policy conflict were varied, suggesting a mixture between "experimental implementation" and "symbolic implementation". Factors reducing policy ambiguity in Jordan and Oman included: decision-makers' guidance to implementors, stakeholder involvement in the policy's development and implementation, training of policy implementors throughout the implementation process, clearly outlined policy goals and means, and presence of a strategic implementation plan with appropriate timelines as well as a monitoring mechanism. In contrast, policy ambiguity in Kuwait stemmed from the absence or lack of attention to these factors. Factors reducing policy conflict included: the policy's compliance with internationally recognised standards and the policy's fit with local capabilities (all three countries), decision-makers' cooperation with and support of the national centre as well as stakeholders' agreement on policy goals and means (Jordan and Oman) and adopting a stepwise approach to implementation (Jordan).Conclusions: Using Matland's model, both the mechanism of and factors impacting successful pharmacovigilance policy implementation were identified. This informed recommendations for best implementation practice in Arab as well as other countries with nascent pharmacovigilance systems, including increased managerial engagement and support, greater stakeholder involvement in policy development and implementation, and undertaking more detailed implementation planning. This communication article provides a call for unmanned aerial vehicle (UAV) users in archaeology to make imagery data more publicly available while developing a new application to facilitate the use of a common deep learning algorithm (mask region-based convolutional neural network; Mask R-CNN) for instance segmentation. The intent is to provide specialists with a GUI-based tool that can apply annotation used for training for neural network models, enable training and development of segmentation models, and allow classification of imagery data to facilitate auto-discovery of features. The tool is generic and can be used for a variety of settings, although the tool was tested using datasets from the United Arab Emirates (UAE), Oman, Iran, Iraq, and Jordan. Current outputs suggest that trained data are able to help identify ruined structures, that is, structures such as burials, exposed building ruins, and other surface features that are in some degraded state. Additionally, qanat(s), or ancient underground channels having surface access holes, and mounded sites, which have distinctive hill-shaped features, are also identified. Other classes are also possible, and the tool helps users make their own training-based approach and feature identification classes. To improve accuracy, we strongly urge greater publication of UAV imagery data by projects using open journal publications and public repositories. The COVID-19 pandemic not only affected our health and medical systems but also has created large disruption of education systems at school and universities levels. According to the United Nation's report, COVID-19 has influenced more than 1.6 billion learners from all over the world (190 countries or more). To tackle this problem, universities and colleges have implemented various technologically based platforms to replace the physical classrooms during the spread of Coronavirus. The effectiveness of these technologies and their educational impact on the educational sector has been the concern of researchers during the spread of the pandemic. Consequently, the current study is an attempt to explore the effect of Google Meet acceptance among Arab students during the pandemic in Oman, UAE, and Jordan. The perceived fear factor is integrated into a hybrid model that combines crucial factors in TAM (Technology acceptance Model) and VAM (Value-based Adoption Model). The integration embraces perceived fear factor with other important factors in TAM perceived ease of use (PEOU) and perceived usefulness (PU) on the one hand and technically influential factor of VAM, which are perceived technicality (PTE) and perceived enjoyment (PE) on the other hand. The data, collected from 475 participants (49% males and 51% females students), were analyzed using the partial least squares-structural equation modelling (PLS-SEM). The results have shown that TAM hypotheses of usefulness and easy to use have been supported. Similarly, the results have supported the hypotheses related to VAM factors of being technically useful and enjoying, which helps in reducing the atmosphere of fear that is created due to the spread of Coronavirus. Kuwait has a cosmopolitan population of 1.7 million, mostly Arabs. This population is a mosaic of large and small minorities representing most Arab communities. In general, Kuwait's population is characterized by a rapid rate of growth, large family size, high rates of consanguineous marriages within the Arab communities with low frequency of intermarriage between them, and the presence of genetic isolates and semi-isolates in some extended families and Bedouin tribes. Genetic services have been available in Kuwait for over a decade. During this time it has become clear that Arabs have a high frequency of genetic disorders, and in particular autosomal recessive traits. Their pattern is unique and some disorders are relatively common. Examples are Bardet-Biedl and Meckel syndromes, phenylketonuria, and familial Mediterranean fever. A relatively large number of new syndromes and variants have been delineated in Kuwait's population, many being the result of homozygosity for autosomal recessive genes that occurred because of inbreeding. Some of these syndromes have subsequently been found in other parts of the world, negating the concept of the private syndrome. This paper provides an overview of autosomal recessive disorders among the Arabs in Kuwait from a personal perspective and published studies, and highlights the need for genetic services in Arab countries with the goal of prevention and treatment of genetic disorders.
