The major analytical research question addressed in this paper is: What are Thailand's strengths and weaknesses as an international education hub for students from the Asian region? The key descriptive research question is: What is the nature of the educational experience of Asian students in Thailand? The two major research methodologies of the study are mixed research methods and comparative case studies, with the use of in-depth interviews of influential experts, surveys, and an autoethnography. In terms of major findings, there has been a dramatic growth of Asian students at Thai universities during the past two decades. Thailand's major advantages relate to low costs, location, quality campus facilities, and a welcoming attitude toward outsiders, while major disadvantages are the quality of many of Thailand's international programs often related to low English language capabilities. The paper concludes by presenting a creative new architecture for thinking about Asian study abroad in Thailand.

In this paper, fiscal decentralisation in Vietnam is examined using a new fiscal decentralisation index, which accounts for both the fiscal autonomy and fiscal importance of subnational governments as developed in the work by D. Vo (Fiscal decentralisation indices: a comparison of two approaches. Rivista di diritto finanziario e scienza delle finanze LXVII, 3 (I), 2008, 295-323). The degree of fiscal decentralisation in Vietnam and China is then compared to that of three selected ASEAN nations, namely Indonesia, the Philippines and Thailand. Purpose: This paper aims to explore the holistic picture of sustainability curricula in Asian higher education. Design/methodology/approach: Content analysis was conducted based on Asian management education for sustainability in higher education. Online courses arrangement, teaching methods, instructors' educational background and cross-referencing data between triple bottom line and sustainability courses have been investigated. Findings: The paper provides empirical insights about the current state of sustainability education in Asia. The results show that there is an opportunity for interdisciplinary integration, as there are imbalanced sustainability courses offered by business, science and engineering schools. It also suggests that Asian universities should add an international connection and active promotion of sustainability education on their Web sites. Research limitations/implications: Findings are based on web-based sustainability-related courses. Future research could apply method of case study to do a deeper study. Practical implications: The paper provides an overview of Asian management education for sustainability and curricula analysis through our research, and that this will further assist in the development of interdisciplinary integration in Asian management education for sustainability. Originality/value: This paper is the first attempt to gain better understanding of sustainability-related courses offered in leading business/management colleges in Asia.

Globally, populations are ageing and the estimated number of hip fractures will increase from 1.7 million in 1990 to more than 6 million in 2050. The greatest increase in hip fractures is predicted in Low- and Middle-Income Countries (LMICs), largely in the Asia-Pacific region where direct costs are expected to exceed $US15 billion by 2050. The aims of this qualitative study are to identify barriers to, and enablers of, evidence-informed hip fracture care in LMICs, and to determine if the Blue Book standards, developed by the British Orthopaedic Association and British Geriatrics Society to facilitate evidence-informed care of patients with fragility fractures, are applicable to these settings. This study utilized semi-structured interviews with clinical and administrative hospital staff to explore current hip fracture care in LMICs. Transcribed interviews were imported into NVivo 12 and analysed thematically. Interviews were conducted with 35 participants from 11 hospitals in 5 countries. We identified five themes-costs of care and the capacity of patients to pay, timely hospital presentation, competing demands on limited resources, delegation and defined responsibility and utilization of available data-and within each theme, barriers and enablers were distinguished. We found a mismatch between patient needs and provision of recommended hip fracture care, which in LMICs must commence at the time of injury. This study describes clinician and administrator perspectives of the barriers to, and enablers of, high-quality hip fracture care in LMICs; results indicate that initiatives to overcome barriers (in particular, delays to definitive treatment) are required. While the Blue Book offers a starting point for clinicians and administrators looking to provide high-quality hip fracture care to older people in LMICs, locally developed interventions are likely to provide the most successful solutions to improving hip fracture care. The Centers for Disease Control and Prevention works to eliminate tuberculosis (TB) disease by finding and treating cases of TB disease and expanding latent tuberculosis infection (LTBI) testing and treatment to prevent TB disease. Approximately 70% of reported TB cases in the United States occur among non-U.S.–born persons. We conducted 15 focus groups with U.S. residents born in the six most common countries of birth among non-U.S.–born TB patients: Mexico, the Philippines, India, Vietnam, China and Guatemala. Participants reacted to 39 messages on LTBI and TB disease risk factors, the Bacille Calmette-Guérin (BCG) vaccine, and LTBI testing and treatment. There was low awareness of LTBI, the TB blood test, and how the TB blood test is not affected by prior BCG vaccination. Several participants thought TB disease is contracted by sharing kitchenware. Some felt negatively targeted when presented with information about countries where TB disease is more common than the U.S. Findings highlight the need for communication aimed at increasing LTBI testing and treatment to include messages framed in ways that will be resonant and actionable to populations at risk. Focus groups revealed LTBI misconceptions which highlight areas for targeted education to decrease TB stigma and increase LTBI testing and treatment. [ABSTRACT FROM AUTHOR]

There is limited information on the feeding practices of 9.42 million children living within institution‐based care (IBC) worldwide. Poor feeding practices can predispose or exacerbate malnutrition, illness and disability. Here we describe the feeding practices of children living within IBC based on a retrospective analysis of records from 3335 children, 0–18 years old, participating in Holt International's Child Nutrition Program (CNP), from 36 sites in six countries. Data analysed included demographic information on age, sex, feeding practices, disabilities and feeding difficulties. Descriptive statistics were produced. A generalised linear model explored associations between feeding difficulties and disability and 2 × 2 tables examined feeding difficulties over time. An additional set of feeding observations with qualitative and quantitative data was analysed. At baseline, the median age of children was 16 months (0.66–68 months) with 1650/3335 (49.5%) females. There were 757/3335 (22.7%) children with disabilities; 550/984 (55.9%) were low birth weight; 311/784 (39.7%) were premature; 447/3113 (14.4%) had low body mass index and 378/3335 (11.3%) had feeding difficulties. The adjusted risk of having a feeding difficulty was 5.08 ([95% confidence interval: 2.65–9.7], p ≤ 0.001) times greater in children with disabilities than those without. Many children saw their feeding difficulties resolve after 1‐year in CNP, 54/163 (33.1%) for children with disabilities and 57/106 (53.8%) for those without disabilities. Suboptimal hygiene, dietary and feeding practices were reported. In conclusion, feeding difficulties were common in IBC, especially among children with disabilities. Supporting safe interactive mealtimes for children living within IBC should be prioritised, to ensure overall health and development. The track of tropical cyclones (TCs) formed in the South China Sea (SCS) can be divided into eastward and westward directions. Significant decadal variation during 1980–2020 only exists in the number of eastward‐moving TCs, especially during July–September, with 47% TCs moving eastward during 1994–2004 (Period II), 22% during 1980–1993 (Period I) and only 15% during 2005–2020 (Period III). This decadal change is related to the zonal shift of Western Pacific Subtropical High (WPSH). An eastward‐retreated WPSH during 1994–2004 leads to upward motion and westerly flow anomaly over the northern SCS, and therefore favors TC genesis and eastward motion. The eastward‐retreated WPSH is associated with a warm sea surface temperature anomaly over the tropical western‐central Pacific which induces a cyclonic flow and weakens the WPSH. With the weaker modulation of WPSH, stronger intraseasonal oscillation (ISO) in the SCS during Period II favors eastward‐moving TCs due to the westerly flow associated with the ISO. Eastward‐moving TCs can make landfall along the eastern coast of China, the Philippines, and Taiwan Island, or entering western North Pacific. Meanwhile, westward‐moving TCs usually make landfall along the coasts of southern China and Vietnam. Our study reveals a significant decadal variation of eastward‐moving TCs. More TCs moved eastward during 1994–2004 due to enhanced westerly and convective activity associated with an eastward‐retreated Western Pacific Subtropical High, which is caused by the Gill‐pattern response to the warm sea surface temperature anomaly over the western‐central Pacific. The other reason for a decadal variation of eastward‐moving TCs over the SCS is the stronger intraseasonal oscillation activity during 1994–2004, which induces the convective activities and westerly flow anomaly over the main TC genesis region. Purpose: It is still unclear how Asian universities incorporate the theory or practice of sustainable development (SD) in their research and education programmes. To address this gap, the purpose of this paper is to report on a study that has examined how universities in Asian countries handle and address matters related to SD. Design/methodology/approach: The study used a bibliometric analysis and an online survey-method. The online survey data were analysed through descriptive analysis and one-sample student's "t"-test. Findings: The study indicates that there is considerable variation among the Asian countries regarding sustainability practices in higher education institutions (HEIs). The HEIs in far eastern countries, such as Indonesia, Malaysia and Thailand are perceived to demonstrate more sustainability practices. Research limitations/implications: Even though a substantial number of participants participated in the survey, it did not cover all Asian countries. The online survey was carried out over a limited period of time, and not all HEIs in the field may have received information about the study. Practical implications: Asia is the largest continent facing a number of sustainability challenges. In this context, the contribution of HEIs is very important. The findings of the current study may serve as a baseline for Asian HEIs to take more initiatives towards SD goals, as HEIs are responsible for the education and training of hundreds of thousands of students who will be occupying key positions in industry, government or education in the coming years. Originality/value: The study contributes to the existing literature in two distinct ways. First, it was possible to develop a comprehensive instrument to measure sustainability practices in HEIs. Second, this study has filled the gap of the scarcity of studies regarding sustainability practices in HEIs in Asia.

Like all organisations, good governance is a fundamental requirement for the responsible and accountable management of universities in general and open universities in particular. This is to ensure that these (open) universities remain relevant to their mission of facilitating unfettered access to higher education for citizens and at the same time continue being reliable contributors to personal and institutional developments, the vital ingredients to maintaining sustained national development. While several studies have, in the past, been conducted on governance of universities, almost all of them have centred around conventional, face-to-face institutions. Not much published literature is in evidence on the governance of Open Universities. This paper, drawing from a study on the governance of a few open universities in Asia, tries to discuss the nature of their challenges, and the lessons that can be drawn from their practices and experience. The study focused on aspects relating to institutional autonomies such as curriculum, budgeting and financial management, admission standards, conferment of qualifications, academic staff appointments, development and promotions and research policies. Our findings indicate that, similar to conventional systems, the state plays a crucial role in many aspects of governance both in publicly funded and privately supported institutions. Recent attempts at governance transformation towards greater institutional autonomies is beginning to show limited changes in some but not all jurisdictions studied.

Background: Health insurance is the primary mechanism that enables people to obtain health care services. There are three major types of health insurance involves private health insurance, social health insurance and community-based health insurance. Aims: This systematic review aims to identify the implication on equity after implementation of health insurance focusing on selected Asian countries. The review is based on the three dimensions of universal health coverage (UHC): population coverage, and service coverage and financial coverage. Materials and methods: A systematic search for articles was conducted form 4 search engines, Scopus, Science Direct, Proquest, and Google scholar. A total of 13 articles were selected after screenings and equity implications were concluded in three UHC dimensions based on equity index reported or equity improvement observed in time series studied. Result and discussion: All the three health insurance has different implication on equity between countries or within country. In terms of population coverage, SHI in Thailand showed an equitable coverage. Philippine also reported to have equitable population coverage in terms of geographical while in Vietnam, CBHI showed inequitable population coverage. The financial coverage has showed an inequity of CBHI in India, China, and Thailand. The inequity was also observed for SHI in Philippine, Vietnam and Philippines. More apparent is inequity in PHI for Malaysia and Philippines. The only equitable financial coverage reported was Thailand for its SHI. The final aspect is on service delivery coverage with equity has been observed in CBHI in China and SHI in Vietnam and Thailand. Conclusion: Social health insurance schemes can be further improved in addressing equity in all UHC aspects. CBHI of which showed some equitable measures for certain population subgroups, such as the poor, and formal workers can collectively be the way to go for SHI. [ABSTRACT FROM AUTHOR]

The article explores allegations over China's economic aggression in its territorial disputes with the Philippines and Vietnam over South China Sea as of January 2017. Topics include an panel's ruling in favor of the Philippines against China over territorial disputes, China's protests of the ruling, and countries' concern that China will manipulate its economic power to advance its political and strategic interests. Also discussed are the factors that would affect China's foreign policy, China's alleged sanctions against the Philippines after the Scarborough Shoal incident, and China's dispute with Vietnam over HD-981 oil rig deployment in 2014.

In the USA, Asian-Americans (AA) constitute the fastest growing ethnic minority group, in which heterogeneous religious patterns and acculturation experiences can impose significant impacts on their mental health. Using national data, the present study examined the contributions of religious involvement and social support to self-rated mental health (SRMH) of Chinese, Vietnamese, and Filipinos. Findings demonstrated cross-group variations, with Filipinos reporting the highest levels of SRMH, acculturation, and discrimination. However, religious involvement was associated with better SRMH in the least religious Chinese subgroup but not in the most religious Filipino subgroup. Social support predicted SRMH for both Chinese and Vietnamese subgroups. The differential religious patterns in the more acculturated generations between the two AA subgroups suggest religious assimilation as part of their acculturation in the context of divergent immigration experiences. Asian Americans are at least 4% of the US population, but there are very few studies about the prevalence of cardiovascular risk factors among this group. Cardiovascular disease (CVD) is the leading cause of death among Asian Americans in the United States. Limited research that studied cardiovascular risks among Asian Americans were available, therefore, more information is urgently needed. Cross-sectional surveys and blood tests were conducted at community-based health fairs in southeastern Michigan. A total of 388 Asian participants provided data for this analysis. The results showed that four Asian groups differ in the level of specific risk factors; in particular, the most urgent hypertension and cholesterol problems were found among Chinese and Filipino participants, while the risk of diabetes may be highest among the Hmong participants. The results from the multivariate analysis showed that after controlling for demographic and medical care-related factors in the model, ethnicity is still a significant predictor that contributed to the differences in CVD risks. The results show that cardiovascular and diabetes risks are high in the Asian American populations studied. Attention needs to be paid to the extent and nature of ethnic-specific health problems because each culture's health-related habits and beliefs affect their entry into preventive care so that strategies can be designed and implemented to effectively reduce and ultimately eliminate health disparities. Objective: To investigate how birthplace influences the incidence of papillary thyroid cancer among Asian American women.Methods: Birthplace- and ethnic-specific age-adjusted and age-specific incidence rates were calculated using data from the California Cancer Registry for the period 1988-2004. Birthplace was statistically imputed for 30% of cases using a validated imputation method based on age at Social Security number issuance. Population estimates were obtained from the US Census. Incidence rate ratios (IRR) and 95% confidence intervals (CI) were estimated for foreign-born vs. US-born women.Results: Age-adjusted incidence rates of papillary thyroid cancer among Filipina (13.7 per 100,000) and Vietnamese (12.7) women were more than double those of Japanese women (6.2). US-born Chinese (IRR = 0.48, 95% CI: 0.40-0.59) and Filipina women (IRR = 0.74, 95% CI: 0.58-0.96) had significantly higher rates than those who were foreign-born; the opposite was observed for Japanese women (IRR = 1.55, 95% CI: 1.17-2.08). The age-specific patterns among all foreign-born Asian women and US-born Japanese women showed a slow steady increase in incidence until age 70. However, among US-born Asian women (except Japanese), substantially elevated incidence rates during the reproductive and menopausal years were evident.Conclusions: Ethnic- and birthplace-variation in papillary thyroid cancer incidence can provide insight into the etiology of this increasingly common and understudied cancer. This article reports the results of a comparative study conducted in China, the Philippines, Thailand and Vietnam to assess households' willingness to pay for marine turtle conservation and the potential to mobilize funds. Results show that imposing even a modest mandatory surcharge on residential electricity bills would not pass a referendum. This suggests that many people place a low priority on marine turtle conservation compared to other public policy issues. Nevertheless, there is some potential for voluntary contributions, though mobilizing these also presents problems. Until Asia develops higher per capita incomes and trustworthy payment vehicles, the international community will need to play an important role in financing conservation in the region. The unresolved maritime claims to all, or parts, of the South China Sea involve Vietnam, Malaysia. the Philippines. Brunei, Taiwan, and China, and have hindered the development of the hydrocarbon resources there. Rising oil prices and China's voracious appetite for energy have stimulated greater interest in the exploitation of the area's oil reserves. Despite the uncertainty, ASEAN countries have involved energy companies in exploration and drilling in their respective claims. Cooperation arrangements between national oil companies including Chinese have been negotiated which hold out the prospect of greater security, even in the absence of a settlement of the maritime claims. Energy cooperation may stabilize the South China Sea providing a secure operating environment for oil exploitation. In time, the way could be prepared for further steps which would involve the claimants in negotiations over a resolution of the maritime claims. [ABSTRACT FROM AUTHOR]

This study addresses normative, social and cognitive factors related to the interest in becoming an entrepreneur in China, Vietnam, and the Philippines. The study's findings are based on surveys of 782 business students in these countries. A rather consistent pattern of country differences was found on most of the measures, which may reflect differences in the historical, cultural, economic and political contexts of these nations. The results of this study emphasize the importance of developing both self-efficacy and close social supports in enhancing potential for entrepreneurial activity in these countries. The UNESCO-UNICEF joint regional policy review project was launched in September 2006 with the aim to support the countries of Asia-Pacific region in meeting the first goal of Education For All (EFA) on Early Childhood Care and Education (ECCE) by identifying, documenting and sharing good practices as well as constraints and challenges in early childhood policy development and implementation. To this joint call for a policy review initiative, nine countries of the Asia-Pacific region responded, namely, China, Indonesia, Lao PDR, Malaysia, Mongolia, Nepal, Pakistan, the Philippines and Viet Nam. The specific project goals were: (1) To support national governments in developing and implementing policies related to young children and their families; (2) To build national capacities in preparing policies that support the development, delivery and access to quality, early childhood services and provisions; (3) To develop knowledge about policy and identify a resource base to function as reference for policy makers, including justification and foundation for early childhood (in their countries); and (4) To share experiences and perspectives in policy development and implementation within and among countries on early childhood services/provisions. This paper describes the policy review process and recommendations on how similar policy reviews can be carried out in other countries/regions. (Contains 1 footnote.)

This paper analyses how countries in UNICEF's East Asia and Pacific Region (EAPR) have engaged in the Early Learning and Development Standards (ELDS) process. ELDS has been developed by the governments of Cambodia, China, Fiji, Lao PDR, Mongolia, Philippines, Thailand, and Vietnam over the last 3 years with technical and financial support from UNICEF. The ELDS process allowed each country to define its own domain framework, using terminology and defining dimensions and domains in ways that reflected national perspectives and culture while ensuring holistic child development. No two national frameworks are exactly the same, yet they all include aspects of physical development, socio-emotional development, cognitive development and language development. Moral-spiritual and cultural development, creativity and approaches towards learning were also included by some countries. Regarding the purpose and objectives for undertaking the ELDS process, there were also commonalities and differences between countries. ELDS is being applied as the basis for curriculum revision, for instructional improvement and teacher training, for programme evaluation, for parenting education, for public advocacy and for national alignment of standards. Lessons learned in terms of factors for success include the need for conceptual clarity on holistic child development and ELDS processes amongst key stakeholders and decision makers from the outset, the necessity of national leadership and shared stakeholder responsibility, and the importance of technical assistance, follow-up and exchange between countries. Looking to the future, recommendations are made to use advanced countries to support countries just starting the process, to hold a follow-up regional workshop on application and use of ELDS, to develop publications, studies and reports on using ELDS in Asian countries, and to develop a more standardized Asian ELDS model based on validated indicators from the region, to allow countries to use Asian validated standards for specific purposes or research. Contamination status, potential emission sources, environmental fate, and human exposure risk of polybrominated diphenyl ethers (PBDEs) are reviewed for indoor and outdoor dust from Southeast Asian countries, under an international comparison point of view. PBDEs have been widely detected in house, workplace, car, and road dust samples collected from Indonesia, Philippines, Singapore, Thailand, and Vietnam. The highest PBDE levels up to hundreds of μg/g were found in settled dust from some e-waste processing areas in Thailand and Vietnam. Concentrations of PBDEs in house, car, and road dust from this region were generally lower than those reported in China and Western developed countries. BDE-209 was the most predominant congener in almost all analyzed samples, reflecting the widespread application of materials and products treated with commercial deca-BDE mixtures in this region. The market demand and application rate of commercial PBDE mixtures in Southeast Asia were lower than those documented for other regions in the world. As a result, PBDE contamination levels in the environments (e.g., indoor and outdoor dust) and associated risks in these countries were not significantly high. However, more attention should be paid to informal processing activities and management strategies for modern wastes such as e-waste, plastics, and end-of-life vehicles.
