In the 1950s and 1960s, the modern Japanese state employed overseas cultural promotion as a way to maximise its interests and image not only in international contexts but also at home. By juxtaposing the Takarazuka Revue’s performances in the United States and Japan during the postwar period, this paper argues that the overseas promotion of this Japanese theatre troupe both depended upon and reinforced the Japanese populace’s nationalistic pride in its culture. The paper also addresses the ways in which the Japanese government used Takarazuka’s theatrical presentations as a means of pursuing its domestic and diplomatic agendas: improving Japan’s international position by proposing shared aspects of popular culture with the US and increasing its sense of nationalism by propagating cultural pride. In doing so, the paper explicates the ways in which Japanese popular cultural considerations interfaced with political concerns in the shaping of postwar Japan’s national identity. 'Cool Japan' is an instance of Japanese government's nation branding exercise as part of its soft power projection in which the unique selling point is identified as Japanese national identity. In this paper, I examine the relationship between Cool Japan and Japanese national identity and highlight a tension in the construction. Cool Japan is about emphasizing Japan's attractiveness for public diplomacy, while the top-down nature of the branding undermines the imagery that the branding is designed to convey. I show that policy elites resolve this tension by invoking the traditional Japanese identity narratives that construct Japan into both a non-Western and an un-Asian entity, reproducing the myth of Japanese uniqueness. I argue that the elite narratives surrounding Cool Japan readily replicate the language reminiscent of prewar identity construction. Despite the contemporary popularity of manga and anime, the purported 'coolness' of these products are framed within older constructions of Japanese Self that can trace their pedigree back to the nineteenth century. Using the minutes of committee meetings, policy documents, as well as media interviews given by policy- and business elites, I show that Cool Japan is effectively a twenty first century rendition of the familiar Japanese identity construction. This paper seeks to investigate whether the Japanese government’s attempt to promote a ‘gender-equal’ society in recent decades and the improved status of women are reflected in patterns of gender representation in Japanese English as a foreign language textbooks. The study made an analysis of four popular series of English language textbooks published in 2011 for local Japanese students with corpus linguistic tools (e.g. concordancing, keyword in context) to investigate the ratio of female-to-male appearances, the extent of use of gender-neutral and gender-marked constructions, the common adjectives associated with women and men, the common address titles for reference to women, and the order of appearance of women and men. The findings revealed some evidence of gender equity, including common use of gender-inclusive vocabulary (e.g. salesclerk, waitperson) and the neutral address title Ms for women. The ‘male-first’ phenomenon, however, is still prevalent in contemporary Japanese textbooks, suggesting the secondary status of women. Variations were found in different series of textbooks pertaining to the representation of women and men in the domains of quantitative balance and gender stereotyping. It is suggested that specific guidelines be compiled by the education authorities to help textbook authors write educational materials that help promote a gender-fair society in Japan. Since the end of 1990s, the Japanese government has made a clear neoliberal shift in its strategy for regional governance. Within the ongoing framework of regional revitalisation (chihôsôsei), various local attempts to foster revitalisation (kasseika) are underway. Two seemingly irreconcilable views prevail in connection with volunteer-based localism: local participation and the mobilisation of civic action. However, the ways in which these seemingly distinct phenomena can socially coexist are relatively unexplored. Against this background, this article aims to offer a critical re-examination of regional revitalisation projects in Japan and it focuses on the correlation between local participation patterns and local power structures. Taking one community as its empirical case study, the central question posed is: 'In reality, who are the motivated participants in the community-revitalisation project?' What becomes apparent is, on the one hand, the locality's power structure strongly limits the level of participation in the project; on the other hand, the locality's inhabitants experience the ongoing situation as fundamentally fair and reasonable. On this basis, this article argues that the state's governing discourse of neoliberalism is able to advance at the local level while simultaneously and unwittingly perpetuating the structure of social segregation. Since 2008 the Japanese government has become more responsive to the exercise of Chinese economic, diplomatic and military power in Southeast Asia, suggesting an intensifying rivalry. The Japanese government has thrown off any reticence about self-promotion by more forcefully positioning Japan as a sensitive and sustainable strategic partner for Southeast Asian nations in a strategic contrast with the People's Republic of China (PRC). Rather than trying to contain China, Tokyo is seeking to mediate how China turns its material resources into influence. Despite an increasing asymmetry in material resources between China and Japan, this article argues that Japan maintains a surprising ability to influence the preferences of Southeast Asian nations and responses to exercises of PRC power, which in turn has allowed Japan to influence China's regional strategy. Despite growing interest over the last 20 years in the position and power of the Japanese prime minister, what he does after resigning from this position has been overlooked in the extant literatures in both English and Japanese. This is unfortunate because, to paraphrase former US President Bill Clinton, as an ex-leader "you lose your power but not your influence." This article represents the first attempt to explore what post-war Japanese prime ministers have done after stepping down and what influence they have continued to exert. It does so by providing an empirical overview of the afterlives of Japan's 33 post-war ex-prime ministers before then discussing the benefits and shortcomings of applying the comparative, conceptual literature on the role of former leaders in Western democracies to the specific case of Japan. After providing the necessary justification, it then focuses on three detailed and illuminating case studies of Nakasone Yasuhiro, Murayama Tomiichi and Fukuda Yasuo. Trust between civil society and the state is a necessary pre-condition for successful public policy in advanced industrial democracies. It is all the more important following a mass catastrophe that affects hundreds of thousands and upends the rhythms of daily life across the country. Choices made by the Japanese government and energy utilities during and after the compounded 11 March 2011 disasters damaged relationships between civil society, utility firms, and the government. This article looks at how decision makers in Japan continue to struggle with a trust deficit and how that gap has altered the behavior of non-governmental organizations (NGOs) and civil society as a whole. Residents will continue to resist what they see as flawed disaster recovery and nuclear restart processes unless the political system undergoes major reform. [ABSTRACT FROM PUBLISHER]

This introductory article to the special issue on ‘Trust and Mistrust in Contemporary Japan’ lays out key trust concepts used in social science research. It then turns towards the Japanese case, summarizing important research on the notion of trust and Japanese politics and society, according to which trust levels are comparatively low. The subsequent part provides an overview on the case studies that scrutinize issues related to political trust in particular. In the 1970s and 1980s, Japan was known as the leading innovator in environmental policy. Other OECD countries found much to emulate. Two decades later, Japan appears to have lost its innovative edge to other OECD countries. Why has Japan fallen from its position as the global leader? How should Japan regain its reputation? Possible causes of the rise and fall of Japanese environmental policy are examined by exploring its domestic policy subsystem, the international arena and the arena where domestic and foreign issues converge, the emerging space in which sub-national authorities have become increasingly recognised as direct contributors to global environmental strategies. The separation of implementation from policy has been diffused as 'agencification' around the world. It is considered an organisational reform based on new public management (NPM). The semi-autonomous public organisations executing policy are set up and are given a greater flexibility in operations in exchange for strengthening accountability for results. The central government of Japan also adopted the organisational reform in which agencies were called independent administrative institutions (IAIs). The reform intends not only to make the public service more transparent but to improve efficiency and quality of services through separating the implementing functions from the policy units, ministries and departments. It is assumed that flexibility in operations and result orientation would improve organisational performance through a feedback instrument of evaluating results into the budget other than an incentive mechanism. This article investigates whether the intended objectives have been accomplished. The specific focus is on the impacts on the budgetary system in terms of performance. The analysis shows that in Japanese agencies, ex-post performance information has not been fed into the budget process. Also the actual outcomes are explained by an incremental funding system, technical problems in measurement of results (performance measurement) and bureaucratic motivation through adopting a principal agent model. Japanese democracy and the traditional systems and values of governing Japan are in crisis. Nevertheless, this article argues that this context has also witnessed the consolidation of new democratic practices and new civic movements which prove the vitality of the Japanese citizenry as a political actor. This article examines the reinvigoration of citizens' movements and the impact upon them of the images and concepts of 'alternative' groups and self-managed coops, and various problems associated with them. The third and fourth part shows how alternative ideology also permeates traditional movements in Osaka and Hokkaido, but also how these civic groups have been exploited for inner power struggles by elites in Fukuoka and Kobe. Finally, the last part of the article examines how alternative groups have found their way into the political platform of national political parties, and ponders the future of new civic movements in Japan.
