Child welfare decisions have life-impacting consequences which, often times, are underpinned by limited or inadequate data and poor quality. Though research of data quality has gained popularity and made advancements in various practical areas, it has not made significant inroads for child welfare fields or data systems. Poor data quality can hinder service decision-making, impacting child behavioral health and well-being as well as increasing unnecessary expenditure of time and resources. Poor data quality can also undermine the validity of research and slow policymaking processes. The purpose of this commentary is to summarize the data quality research base in other fields, describe obstacles and uniqueness to improve data quality in child welfare, and propose necessary steps to scientific research and practical implementation that enables researchers and practitioners to improve the quality of child welfare services based on the enhanced quality of data., (© 2023. While there is a substantial body of leaving care research, the theorization of care leaving has been more limited. Only a few studies have incorporated a life course perspective, mainly in Global North contexts where life course perspectives may differ significantly from those in the Global South, including Africa. Drawing on findings from a feasibility research study, this paper contributes to the emerging international literature on theorizing care leaving by applying a life course perspective to the experiences of youth leaving care in four African countries. The paper highlights how life course can be a useful conceptual framework for understanding the experiences of care leavers with an emphasis on four core concepts: biography, linked lives, waithood, and agency. Implications for policy and practice are outlined with a focus on interdependence, participatory practice, biography, and cultural transition planning alongside efforts to redress systemic, oppressive barriers facing care leavers in society.

Social workers carry much of the frontline authority to define risk to children and discuss it with families. Assessment reports and other institutional documents record professional views about family information, and also have the potential to convey the 'voice' of the family to institutions. Social workers have responsibility for sharing these documents with families, yet little is known about how they do this. This paper focuses on episodes when social workers introduce institutional documents in home visits, and on the family responses elicited. These are high-stakes encounters which, when they go seriously wrong, emerge in the press as tragedies and scandals. For families, these documents carry an emotional depth-charge as intimate, potentially shaming and sometimes inaccurate details of their lives are inscribed in them by and for others. Latour's (1996) concept of interobjectivity sheds light on the use of documents, while concepts of epistemic authority (Heritage and Raymond, 2005) and epistemic injustice (Fricker, 2007) are employed to examine how social workers respond to parental testimony about themselves and their children. Learning how to present institutional documentation in ways that reduce the risk of emotional reactivity and treating family perspectives with epistemic justice may enhance social work practice. At a policy level, the design of documents warrants review, so that they facilitate rather than obstruct social workers' efforts to build what are already fragile relationships with families. Over the last three quarters of a century, international guidelines and regulations have undergone significant changes in how children are problematised as participants in biomedical research. While early guidelines enacted children as vulnerable subjects with diminished autonomy and in need of special protection, beginning in the early 2000s, international regulatory frameworks defined the paediatric population as vulnerable due to unaddressed public health needs. More recently, ethical recommendations have promoted the active engagement of minors as research partners. In this paper, I adopt a post-structuralist approach to policy analysis to examine deep-seated assumptions and presuppositions underlying the changes in the problematisation of children as biomedical research participants over time. While biomedical research ethics focuses on the autonomy and vulnerability of minors, ethical guidelines are situated in specific sociocultural contexts, shaped, among other things, by contingent public health needs and changing conceptions of the value of research and science for society. In the process, I demonstrate the challenge of moving away from an approach that in taking adults as the model overshadows the complexity of children's lived experiences as well as their personal, cultural, and social lives. The lack of acknowledgement of this complexity makes children vulnerable to epistemic injustice, which is particularly crucial to address in public involvement initiatives.

The presence of multiple bleeding symptoms and/or severe bleeding symptom(s) contribute to a higher score and therefore a greater chance of a bleeding disorder diagnosis. There is bleeding at a critical site (e.g., ICH, retinal haemorrhage, gastrointestinal haemorrhage, intraspinal haemorrhage, haemarthrosis) with no correlating history of trauma or other explanation that adequately accounts for the bleeding. ISTH/SSC bleeding assessment tool: a standardized questionnaire and a proposal for a new bleeding score for inherited bleeding disorders. A standardised bleeding assessment tool, e.g., the International Society for Haemostasis and Thrombosis Bleeding Assessment Tool (ISTH-BAT), can be used to quantitate bleeding symptoms in order to generate a bleeding score. The objective of this paper is to inform a critical analysis of how the media portray family support in Ireland. Findings of a content analysis carried out on national and regional Irish newspapers between 2014 and 2017 are presented which describe communication about family support services provided by Tusla-Child and Family Agency. Results show that even though child protection was not used as a specific search term, news items on the Child and Family Agency and family support were usually focused on child protection and children in care. Results also show that family support activities are reported more positively in local papers compared to national papers. In the discussion, we argue that these findings are important as the media plays an important role in how the public understand, view, and engage with integrated child protection and welfare systems. We consider the implications of the research and advocate working with the media to inform their interpretation and understanding of family support. We suggest this is important as the manner in which the media communicate and frame family support as part of the overall child protection and welfare system is one of the main influences on public understandings and awareness of preventative family support and child welfare services.

The purpose of this paper is to present a reading of child protection and welfare practice in the recent COVID-19 pandemic, with reference to several popular concepts in social work. The focus is on the relevance of these concepts to the contemporary circumstances in which child protection and welfare social workers often now find themselves. The specific intention is to extract learning from four traditionally popular approaches in social work, namely, resilience-building, systems theory, ACES and trauma-informed approaches. This will be achieved by first introducing, and then explaining key ideas and conventions of each approach. Here, relevant and established literature will be referenced to inform explanations. As the utility of the systemic perspective for child protection work is already well established, the paper considers how this perspective can be extended to assist in work with children and young people in the pandemic who have Adverse Childhood Experiences (ACEs). In this paper, exploration of the detail of that extension lies in resilience building and trauma-informed practice. Whilst concepts of trauma-sensitivity and resilience are variously embedded in ACEs literature, their mutual treatment tends to be deficient in one regard. Specifically, these concepts are often not thought about in a systemic manner, necessitating the inclusion of a systemic lens. Overall, the case of child protection and welfare social work offers an important focus by which one might question the relevancy of these approaches to contemporary practice in a global pandemic. In concluding, the paper's core proposition is revisited. Specifically, it is argued that the focal approaches, traditionally popular in social work, remain both instrumental and imperative, for understanding the complexities of child protection and welfare unfolding in a global pandemic.

The narratives of immigrant Latinx mothers are often excluded from discourses on motherhood. This study centers on a shared experience with Child Protective Services (CPS) for two such mothers. One mother had CPS called on her family, the other was the teacher who made the call. This paper analyses their experiences in relation to disability, documentation status, power, and privilege. Connections are also made to the societal constructions of motherhood, abuse, and child welfare. The paper concludes with recommendations on how to make school to CPS contact more equitable and just for immigrant mothers.

This article suggests that there exists a dichotomy within social work related to listening to the voice of the child, contributing to a diminution of social works practical, ethical and legal obligation to enact Article12 of the United Nations Convention on the Rights of the Child (UNCRC). The article gives an in-depth exploration of this phenomenon and offers insights as to why this dichotomy exists, arguing that if social work is to realise its obligation to listen to the voice of the child, it must find solutions that accommodate the professions responsibilities to listen to children. One such solution is offered within the paper that may assist social work resolve its problematic relationship with Article12. An adapted model of Honneth's recognition theory is offered as a unique theoretical and practical method to help social work accommodate its duty to safeguard children whilst simultaneously listening to their wishes and feelings at individual, State and societal level. The theory can be used to critique current practice, offering social workers a template to build participatory practices, based on the equal recognition of children's citizenship and agency. Honneth's theory can be used to evaluate how well new participatory practices satisfy the criteria of love, rights and solidarity. By accepting Honneth's theory of recognition, social work can begin to make progress addressing the practice dichotomy concerning participation aspiration and reality. The article offers an innovative and unique contribution to the literature on children's participation by adapting Honneth's recognition theory and applying it exclusively to the participation rights of children known to social services, offering novel ways social workers can enable this group of children to lay claim to their right to participate.

This paper explores modes of expectation among care-experienced young people when navigating educational success. Luhmann's theoretical framework is used to conceptualise experiences of educational success and the role of uncertainty. We identify three modes of expectation: trust, risk and danger. To illustrate these modes, we draw on selected examples from an interview study with 28 care-experienced young people focusing on their experiences of support and aftercare while transitioning out of care. The trust mode of expectation is based in a confidence that the future entails a positive outcome--in the case of this study, regarding educational success. This expectation is characterised by the young person's feelings of belonging, underpinned by a safety net of unconditionally supportive caregivers. The risk mode of expectation is characterised by the young person's feeling of being overwhelmed and burdened by the complexity of the educational system in combination with unknown future circumstances when leaving care. The battle against child welfare services to keep supportive measures increases levels of uncertainty. The danger mode of expectation emerges when educational success is disrupted by the interference of child welfare services. The system is seen as unpredictable and powerful, making the young person withdraw from formal support. We conclude that educational success for care-experienced young people is closely linked to their mode of expectation with regard to managing the uncertainty of the future and that their mode is highly dependent on their social, institutional and biographical contexts.

Post-secondary educational outcomes for care-experienced youth are poor. This has been a consistent finding across studies in many countries. Most studies do not distinguish between different types of post-secondary educational pathways and outcomes, however. There has been limited attention to the potential for post-secondary vocational education (PSVE) as a viable educational path that may lead to positive employment and social outcomes. In this paper we examine PSVE for care leavers by reviewing available data, examining policy context and utilising relevant theories. We offer next steps in policy, practice and theory development.

In this paper, we explore the critical praxis approach of an equity initiative with students who have left care. We contend that 'praxis' ("International Studies in Widening Participation," 2018, 5: 10-20) -- understood here as the close, dialogic and iterative relationship between research and practice, can be a powerful tool for approaching ordinarily rigid equity categorisations as a means for interrogating their conceptual efficacy while simultaneously creating more exploratory approaches to equity populations and initiatives. We examine how unproblematised notions of care leavers migrate between fields and institutions, arguing for a more robust and rigorous interrogation of the salience of the concept of a care leaver as it is integrated into the field of higher education. We contend that rigid definitions of care that narrowly define people only through their relationship to formalised state-legitimated forms of welfare intervention risk making 'absent' ("Epistemologies of the south: Justice against Epistemicide," 2014; Routledge) the substantial population of people nearby this experience of care. This includes people who have escaped official definitions as policies change, circumstances that are similar or identical to people placed in care that have not been included in the official definition of care, or the overlapping and intersecting conditions of marginality that often shape the conditions for being removed into state care. Critical praxis is offered here as providing the basis for allowing the category of 'care leaver' or 'care experienced' to become an in-road for expanding practice initiatives and research understandings to further dimensions of marginalisation and social vulnerability.

This conceptual paper makes the case that peer victimization should be considered a potentially traumatic event due to the similarities between peer victimization and trauma in terms of definition, outcomes, theoretical frameworks, and measurement. Furthermore, there is a trend to include peer victimization on surveys measuring adverse childhood experiences and other childhood trauma. We conclude with a call for changes to the intervention and prevention efforts in the area of peer victimization. Both whole-school initiatives and programs targeting victimized students should address peer victimization in the same manner as other traumatic events in childhood.

This paper explores the connection between nurses' multilingual beliefs and their advice on multilingual parenting to families with young children. Data was gathered through video-stimulated reflection dialogues with 11 nurses employed at infant welfare clinics in Belgium. Our analysis disclosed two salient counter topics regarding participants' multilingual beliefs: order versus chaos. The latter refers to nurses' view of multilingualism as a linguistic imbroglio. By 'order', we understand the benefits of multilingualism for cognitive and emotional development, provided that the multilingual environment is strictly regulated, particularly through the rigorous adherence to a consistent multilingual parenting strategy. Nurses' panacea for this linguistic farrago is manifested in their advice to multilingual parents. Their recommendations are consistent: multilingualism can only be advantageous for children through a functional language segregation within spaces (i.e. home versus school) and individuals (i.e. One-Parent-One-Language). Nurses' positive perspective on multilingualism thus hinges on the condition that home languages are neatly transmitted in which the acquisition of the school language will not be impeded. Our findings illuminate how nurses' ostensible multilingual orientations are in fact coloured by a monoglossic ideology in which multilingualism is acknowledged from a monolingual vantage point: as the simple sum of separate languages.

This paper delineates the intellectual history of endeavours to generate a unified science of child welfare in Finland in the early twentieth century by elucidating the efforts of leading Finnish protagonists to depict the concept of child welfare science. The idea of such a new science was not unique to Finland; similar trends emerged extensively throughout the industrialising world, in which child welfare was being increasingly championed. The fundamental reasons given for developing a child welfare science in Finland were linked with ambitions to develop child welfare as a consistent system in modern society. The aspiration to develop a scientific basis for child welfare was not only about adapting relevant research-based knowledge to practice, but also about creating historical and theoretical self-understanding in the field. The intention was to construct a comprehensive conceptual framework for the child welfare needed in policymaking, legislation, and systems building, as well as in the development of professional practices. Although focusing on Finland, the review is of more general significance.

Stigma devalues, discriminates, and magnifies social inequalities. For children in care, who have far worse educational outcomes than children who are not in care, stigma negatively effects the others' perceptions, as well as the children's perceptions of themselves. This paper is drawn from a larger research project which considered the ways in which school leaders supported children in care in their schools and the barriers they experienced in doing so. Engaging with the interviews of school leaders and drawing on poststructural theory, I critically explore schooling discourses related to being in care and how these in/form the subjectivities of children in care. The analysis illustrates how being in care inscribes discourses of deficiency, erasure, and vulnerability, and as a stigmatized identity marker enacts inequalities and exclusions by and within school. The discourses related to being in care magnify children's precarity, determining certain norms of recognition including who cannot be--or are not allowed to be--seen as student-subjects.

Background: Many parents with learning difficulties face high rates of child welfare intervention and child removal. In contrast to other high-income countries, there has not been any published research on the lives of mothers and fathers with learning difficulties from an Austrian perspective. After presenting an insight into the international literature and the Austrian context, original empirical findings relevant to providing professional support for parents with learning difficulties are introduced. Method: As part of a larger qualitative study, ten individual parents with learning difficulties (six mothers and four fathers) were interviewed to gain insight into their experience of motherhood and fatherhood. During the interviews, participants were asked to visualise their social networks through network maps that were then included into analyses. The current paper primarily engages with parents' experience of professional practice based on a hermeneutic analysis of latent and manifest meanings. Findings: The study results reinforce the relevance of social networks, including (a lack of) professional parenting support, and gendered parental self-understandings in relation to barriers for parents with learning difficulties in Austria. Parents often experienced surveillance from child welfare professionals and referred to "being checked on" as well as receiving "the wrong support". Only one study participant experienced the (flexible and self-determined) support provided to her family as helpful. Mothers and fathers with learning difficulties face, at times, quite different challenges in the parenting role. The findings highlight a maternal self-understanding as being primarily responsible for their child, while fathers often felt excluded from their child's life. Conclusions: Support services need to acknowledge the relevance of gendered parenting roles and intersections of multidimensional disadvantages. The parenting support currently available to mothers and fathers with learning difficulties (if available at all) needs radical improvement and nationwide support structures need to be installed in collaboration with families.

Since all policies address problems, they necessarily include implicit or explicit constructions of these problems. This paper explores how child maltreatment has been constructed in New Zealand's child protection policies. It questions the underlying assumptions of this problem construction and seeks to shed light on what has been omitted. Utilizing a qualitative content analysis of eight key policy documents, this study reveals the construction of child maltreatment has been dominated primarily by a child-centric, risk-focused approach. This approach assigns blame and shifts responsibilities onto parents and families. In addition, the vulnerability discourse and social investment approach underpinning this perspective have allowed important structural factors, such as poverty and inequality, to remain unaddressed. This paper also highlights the one-dimensional focus on the lower social class to control future liabilities. We suggest that the harm inflicted by corporations on children's well-being is another form of child exploitation currently omitted from the problem construction. We suggest that child abuse should be defined and understood in policy as harm to children's well-being and argue that the state should prevent and mitigate harm by addressing structural forces of the problem as well as protecting children against corporate harms. Asylum has historically been a refuge for the persecuted. However, it now faces a fundamental antagonism between asylum and law, which often overlooks the rights of children seeking asylum. This paper explores the historical concept of asylum law from its inception in antiquity and the Roman era and its entanglements with the education of children. It also examines asylum's relevance to current conflicts over the educational rights of asylum-seeking children and how international conventions have neglected these rights. To contextualize the ambiguity of asylum and education, the paper presents a case study of Norway's reception of asylum-seeking children from the 1930s to the present day and how the Norwegian welfare system, which was founded on child rights protection, has struggled with the entry of unaccompanied asylum-seeking children. The paper concludes with reflections on the potential impact of education for these children, considering their encounters as temporary educational moments. This exploration focuses on clarifying historical strands, turning points, and threads rather than taking a subjective historical perspective. [ABSTRACT FROM AUTHOR]

Background: Universal health visiting has been a cornerstone of preventative healthcare for children in the United Kingdom (UK) for over 100 years. In 2016, Scotland introduced a new Universal Health Visiting Pathway (UHVP), involving a greater number of contacts with a particular emphasis on the first year, visits within the home setting, and rigorous developmental assessment conducted by a qualified Health Visitor. To evaluate the UHVP, an outcome indicator framework was developed using routine administrative data. This paper sets out the development of these indicators. Methods: A logic model was produced with stakeholders to define the group of outcomes, before further refining and aligning of the measures through discussions with stakeholders and inspection of data. Power calculations were carried out and initial data described for the chosen indicators. Results: Eighteen indicators were selected across eight outcome areas: parental smoking, breastfeeding, immunisations, dental health, developmental concerns, obesity, accidents and injuries, and child protection interventions. Data quality was mixed. Coverage of reviews was high; over 90% of children received key reviews. Individual item completion was more variable: 92.2% had breastfeeding data at 6–8 weeks, whilst 63.2% had BMI recorded at 27–30 months. Prevalence also varied greatly, from 1.3% of children's names being on the Child Protection register for over six months by age three, to 93.6% having received all immunisations by age two. Conclusions: Home visiting services play a key role in ensuring children and families have the right support to enable the best start in life. As these programmes evolve, it is crucial to understand whether changes lead to improvements in child outcomes. This paper describes a set of indicators using routinely-collected data, lessening additional burden on participants, and reducing response bias which may be apparent in other forms of evaluation. Although abundant evidence demonstrates that play is the source of development for preschool-aged children in various cultures, few studies have investigated the role of adult-children collective play in supporting the development of children in institutional care settings. This study examined whether and how a play-based programme created developmental opportunities for children in an orphanage in China. The focus child, Shanshan (pseudonym), three years and seven months old, was observed in the natural setting of an orphanage. Relevant to this paper, digital video observations and fieldnotes were used for data collection. The cultural-historical concepts of play and the social situation of child development were used to analyse how Shanshan changed through a ten-week intervention. Findings suggest that even within a short period of time, the implementation of collective play changed the social situation for the child in institutional care, and had considerable impact on the child's play development and engagement. This study contributes to understanding how collective play can act as an effective intervention strategy for children in institutional care.

Signs of Safety is a strengths-based approach to work with children and families where there are concerns about abuse or neglect. Signs of Safety is widely used in the UK and internationally, and there is a growing range of empirical research exploring its use within statutory children's social work. However, there is little research exploring how, and to what effect, Signs of Safety is being used by other childcare professionals. This paper reports on an independent evaluation of the use of Signs of Safety by an early help agency in the South West of England. At time of evaluation, the agency was commissioned by the local authority to support children and families with multiple and complex needs who did not meet the threshold for statutory children's social care involvement. The study was multiple methods with two strands. To better understand the work that the agency did, data were collected from case files, to develop a profile of families engaging with the agency. Interviews were undertaken with five practitioners about their experiences of using Signs of Safety. Saliency analysis was used to explore the qualitative data. Overall practitioners felt that Signs of Safety was accessible, supported clear communication with children and families and aided critical reflection. However, existing tensions--relating to statutory threshold decisions and multi-agency relationships--were reflected and magnified via the Signs of Safety tools. The implications of these findings are discussed, providing original insights about an issue highly relevant to national and international audiences.

The child welfare service in Norway is in the spotlight internationally after the European Court of Human Rights (EMD) convicted Norway of human rights violations in several child welfare cases. Norwegian child welfare services are presented as having weaknesses in competence, prioritization, structure and supervision. The child welfare service in Norway has a decentralized structure, and most tasks are a municipal responsibility. The paper explores what leadership challenges the municipal child welfare leaders are facing at a time when the service is under great pressure, and how we can understand these challenges using paradox theory. The empirical data are based on qualitative interviews with child welfare leaders from different municipalities in Norway. The study shows that Norwegian child welfare leaders have to deal with increasing complexity, and experience tensions between contradictory demands. Child welfare leaders manage multiple, interrelated paradoxes, and handle tensions in different ways. Further, the study shows that paradoxical tensions challenge the professional judgement and that the child welfare leaders' managerial discretion is reduced. Finally, we discuss the findings as well as the practical implications for managing child welfare services in Norway.

This study assessed the impact of education for women at all levels (primary, secondary, and tertiary) on economic development and child welfare in Nigeria. The choice of these two domains was to give a thorough assessment economic impact of women's education. The Augmented Dickey-Fuller (ADF) was used to test for the stationarity of variables. The Autoregressive Distributed Lag (ARDL) bound test with the aid of data obtained from World Bank indicators was employed for the analysis. The analysis revealed that the more women with secondary and tertiary education, the better the economic growth and child welfare in Nigeria. Hence, the paper concluded that the government should make and implement appropriate policies to boost women's education enrolment at all levels.

Purpose: The rates of children looked after by local authorities in England have been rising for more than two decades. This study was conducted to determine what approaches local authorities have adopted that they perceive to be the most effective in preventing the need for children to come into care. It also considers how they evaluate these approaches and how they assess cost-effectiveness. Methods: An online survey was distributed to leaders of children's social services departments in England in 2018 (n = 152). Findings: Sixty (39.5%) local authorities completed the survey. Respondents were asked to select up to three types of services or approaches they deemed most effective in preventing the need for children to come into care. The most popular was a whole-system approach selected by 81.7%, with Signs of Safety most commonly cited. This was followed by edge-of-care services (61.7%), early help (56.7%), family group conferences (43.3%), parenting programmes (18.3%), short break services (15.0%) and "other" services (20.0%). Local authorities who had experienced increases in the numbers of children in care were more likely to discuss approaches introduced relatively recently. Whole-system approaches and parenting programmes were the approaches most likely to have had independent evaluations. Whilst most local authorities reported the use of economic analysis methods as part of their evaluation, there was insufficient detail for a full assessment of cost-effectiveness. Originality: This paper provides a description of contemporary attitudes amongst leaders of children's services to approaches that aim to keep children out of care. It also describes approaches taken by local authorities to evaluation and assessing cost-effectiveness.

This article is a critical interpretive study of residential group homes as school preparatory environments for children and youth in their care. Utilizing social pedagogic analytics, the paper analyzes the role of residential group homes in the education of the children and youth under their care. Evidence gathered in this study suggests that residential child and youth care staff does not play the expected in loco parentis roles as expected of all care givers by Canadian Family Law. Against the established view that there are healthy and conducive home environments that enhance school learning, group home environment is assessed. Building upon narratives from child care workers, observations of group homes and analysis of documents, the main conclusion derived from this study is that it is high time that child and youth care workers give equal attention to safety concerns for and educational progress of the children and youth in their care.

This study investigates Spolsky's conception of language policy as the amalgam of language beliefs, language practices and language management. To the best of our knowledge, no quantitative evidence has ever been produced for his theoretical model. The current paper addressed this void, albeit specifically in the domain of Early Childhood Care and Education -- scarce in terms of language policy research, but vital for children's (multilingual) language development. An Exploratory Factor Analysis yielded three valid and reliable scales that capture language policy from the perspective of early childhood professionals (N = 305) associated with infant welfare clinics in the Flemish Community of Belgium. Furthermore, a Confirmatory Factor Analysis indicated that the three components are 'independent' as well as 'interconnected,' thereby quantitatively corroborating Spolsky's theory. We conclude that language policy is no unitary concept; therefore, if one intends to study language policy holistically, the three indispensable components are to be identified. As a corollary, one simply cannot investigate management without considering beliefs and practices, and vice versa.

This paper examines the role of interprofessional collaboration in the identification and reporting of a child in need. Such collaboration is especially important in the context of the global pandemic caused by the novel Coronavirus disease of 2019, known as COVID-19. The child protection system must have the capacity and resources to respond to increased demands during this time, and early childhood educators serve as an essential link for child protective services in identifying and reporting a child in need. As an effective system to accomplish these two aims requires a working collaboration among its participants, Bronstein's interdisciplinary collaboration model was used as a framework to interpret this practice. A small-scale qualitative study was conducted that included principals of nursery schools and child protection workers from one region in Estonia. Findings indicate that effective collaboration was believed to require communication and ongoing systematic relationship building. Collaboration in practice varied, as principals reported a high turnover rate for the child protection workers, which hindered the development of a working relationship and support for the process of noticing and thereby identifying a child in need. In contrast, child protection workers assessed collaboration more positively, recognizing the need to have a supportive system in place for nursery schools. Both groups of collaborators acknowledged the need to train teachers, particularly to conduct joint training exercises to foster a common understanding of the child in need and of the intervention process itself.

While on paper Zimbabwe has a comprehensive child protection legal framework, the occurrence of child sexual abuse (CSA) is high. Drawing from findings of a qualitative study, a case study design, and a research population consisting of a forum of organizations providing CSA interventions: the Victim Friendly System, this paper presents how some cultural myths, cultural practices, cultural rites, and religious practices may contribute to CSA in Zimbabwe. Purposive sampling was used to select 38 professional working in the VFS, 4 key informants, 17 VFS monthly meeting minutes, and 300 court files of tried and sentenced CSA cases from Harare and Gokwe. CSA is a gross child and human rights violation that places some religions, myths, beliefs, and cultural practices at crossroads with social work principles. Various social work interventions are suggested as ways to navigate the paradox: shaped by cultural, traditional, religious, and mythical factors contributing to CSA and legal frameworks to address CSA.
