The purpose of this manuscript is to develop a novel MAIRCA (Multi-Attribute Ideal-Real Comparative Analysis) method to solve the MCDM (Multiple Criteria Decision-Making) problems with completely unknown weights in the q-rung orthopair fuzzy (q-ROF) setting. Firstly, the new concepts of q-ROF Lance distance are defined and some related properties are discussed in this paper, from which we establish the maximizing deviation method (MDM) model for q-ROF numbers to determine the optimal criteria weight. Then, the Lance distance-based MAIRCA (MAIRCA-L) method is designed. In it, the preference, theoretical and real evaluation matrices are calculated considering the interaction relationship in q-ROF numbers, and the q-ROF Lance distance is applied to obtain the gap matrix. Finally, we manifest the effectiveness and advantage of the q-ROF MAIRCA-L method by two numerical examples. [ABSTRACT FROM AUTHOR]

This paper proposes a new multi-criteria group decision-making (MCGDM) method utilizing q-rung orthopair fuzzy (qROF) sets, improved power weighted operators and improved power weighted Maclaurin symmetric mean (MSM) operators. The power weighted averaging operator and power weighted Maclaurin symmetric mean (MSM) operator used in the existing MCGDM methods have the drawback of being unable to distinguish the priority order of alternatives in some scenarios, especially when one of the qROF numbers being considered has a non-belongingness grade of 0 or a belongingness grade of 1. To address this limitation of existing MCGDM methods, four operators, namely qROF improved power weighted averaging (qROFIPWA), qROF improved power weighted geometric (qROFIPWG), qROF improved power weighted averaging MSM (qROFIPWAMSM) and qROF improved power weighted geometric MSM (qROFIPWGMSM), are proposed in this paper. These operators mitigate the effects of erroneous assessment of information from some biased decision-makers, making the decision-making process more reliable. Following that, a group decision-making methodology is developed that is capable of generating a reasonable ranking order of alternatives when one of the qROF numbers considered has a non-belongingness grade of 0 or a belongingness grade of 1. To investigate the applicability of the proposed approach, a case study is also presented and a comparison-based investigation is used to demonstrate the superiority of the approach. ELECTRE III is a well-established outranking relation model used to address the ranking of alternatives in multi-criteria and multi-actor decision-making problems. It has been extensively studied across various scientific fields. Due to the complexity of decision-making under uncertainty, some higher-order fuzzy sets have been proposed to effectively model this issue. Circular Intuitionistic Fuzzy Set (CIFS) is one such set recently introduced to handle uncertain IF values. In CIFS, each element of the set is characterized by a circular area with a radius, r and membership/non-membership degrees as the centre. This paper introduces CIF-ELECTRE III, an extension of ELECTRE III within the CIFS framework, for group decision analysis. To achieve this, we define extensions for the group decision matrix and group weighting vector based on CIFS conditions, particularly focusing on optimistic and pessimistic attitudes. These attitudinal characters of the group of actors are constructed using conditional rules to ensure that each element of the set falls within the circular area. Parameterized by α ∈ [ 0 , 1 ] for the net score degree, we conduct an extensive analysis of group decision-making between optimistic and pessimistic attitudes. To illustrate the applicability of the proposed model, we provide a numerical example of the stock-picking process. In this paper, we introduce the concept of circular Pythagorean fuzzy set (value) (C-PFS(V)) as a new generalization of both circular intuitionistic fuzzy sets (C-IFSs) proposed by Atannassov and Pythagorean fuzzy sets (PFSs) proposed by Yager. A circular Pythagorean fuzzy set is represented by a circle that represents the membership degree and the non-membership degree and whose centre consists of non-negative real numbers μ and ν with the condition μ 2 + ν 2 ⩽ 1. A C-PFS models the fuzziness of the uncertain information more properly thanks to its structure that allows modelling the information with points of a circle of a certain centre and a radius. Therefore, a C-PFS lets decision makers to evaluate objects in a larger and more flexible region and thus more sensitive decisions can be made. After defining the concept of C-PFS we define some fundamental set operations between C-PFSs and propose some algebraic operations between C-PFVs via general triangular norms and triangular conorms. By utilizing these algebraic operations, we introduce some weighted aggregation operators to transform input values represented by C-PFVs to a single output value. Then to determine the degree of similarity between C-PFVs we define a cosine similarity measure based on radius. Furthermore, we develop a method to transform a collection of Pythagorean fuzzy values to a C-PFS. Finally, a method is given to solve multi-criteria decision making problems in circular Pythagorean fuzzy environment and the proposed method is practiced to a problem about selecting the best photovoltaic cell from the literature. Consensus creation is a complex challenge in decision making for conflicting or quasi-conflicting evaluator groups. The problem is even more difficult to solve, if one or more respondents are non-expert and provide uncertain or hesitant responses in a survey. This paper presents a methodological approach, the Interval-valued Spherical Fuzzy Analytic Hierarchy Process, with the objective to handle both types of problems simultaneously; considering hesitant scoring and synthesizing different stakeholder group opinions by a mathematical procedure. Interval-valued spherical fuzzy sets are superior to the other extensions with a more flexible characterization of membership function. Interval-valued spherical fuzzy sets are employed for incorporating decision makers' judgements about the membership functions of a fuzzy set into the model with an interval instead of a single point. In the paper, Interval-valued spherical fuzzy AHP method has been applied to public transportation problem. Public transport development is an appropriate case study to introduce the new model and analyse the results due to the involvement of three classically conflicting stakeholder groups: passengers, non-passenger citizens and the representatives of the local municipality. Data from a real-world survey conducted recently in the Turkish big city, Mersin, help in understanding the new concept. As comparison, all likenesses and differences of the outputs have been pointed out in the reflection with the picture fuzzy AHP computation of the same data. The quality of the input data is amongst the decisive factors affecting the speed and effectiveness of recurrent neural network (RNN) learning. We present here a novel methodology to select optimal training data (those with the highest learning capacity) by approaching the problem from a decision making point of view. The key idea, which underpins the design of the mathematical structure that supports the selection, is to define first a binary relation that gives preference to inputs with higher estimator abilities. The Von Newman Morgenstern theorem (VNM), a cornerstone of decision theory, is then applied to determine the level of efficiency of the training dataset based on the probability of success derived from a purpose-designed framework based on Markov networks. To the best of the author's knowledge, this is the first time that this result has been applied to data selection tasks. Hence, it is shown that Markov Networks, mainly known as generative models, can successfully participate in discriminative tasks when used in conjunction with the VNM theorem. The simplicity of our design allows the selection to be carried out alongside the training. Hence, since learning progresses with only the optimal inputs, the data noise gradually disappears: the result is an improvement in the performance while minimising the likelihood of overfitting. Modelling the reliability information in decision making process is an important issue to inclusively reflect the thoughts of decision makers. The Evaluation Based on Distance from Average Solution (EDAS) and Analytic Hierarchy Process (AHP) are frequently used MCDM methods, yet their fuzzy extensions in the literature are incapable of representing the reliability of experts' fuzzy preferences, which may have important effects on the results. The first goal of this study is to extend the EDAS method by using Z-fuzzy numbers to reinforce its representation ability of fuzzy linguistic expressions. The second goal is to propose a decision making methodology for the solution of fuzzy MCDM problems by using Z-fuzzy AHP method for determining the criteria weights and Z-fuzzy EDAS method for the selection of the best alternative. The contribution of the study is to present an MCDM based decision support tool for the managers under vague and imprecise data, which also considers the reliability of these data. The applicability of the proposed model is presented with an application to wind energy investment problem aiming at the selection of the best wind turbine. Finally, the effectiveness and competitiveness of the proposed methodology is demonstrated by making a comparative analysis with the Z-fuzzy TOPSIS method. The results show that the proposed methodology can not only represent experts' evaluation information extensively, but also reveal a logical and consistent sequence related to wind turbine alternatives using reliability information. The Best-Worst Method (BWM) is a recently introduced, innovative multi-criteria decision-making (MCDM) technique used to determine criterion weights for selection processes. However, another method is needed to complete the selection of the most preferred alternative. In this research, we propose a group decision-making methodology based on the multiplicative BWM to make this selection. Furthermore, we give new models that allow for groups with different best and worst criteria to exist. This capability is crucial in reconciling the differences among experts from various geographical locations with diverse evaluation perspectives influenced by social and cultural disparities. Our work contributes significantly in three ways: (1) we propose a BWM-based methodology for evaluating alternatives, (2) we present new linear models that facilitate decision-making for groups with different best and worst criteria, and (3) we develop a dissimilarity ratio to quantify the differences in expert opinions. Due to the increasing importance of evaluating the quality of health care services using the patient-centred approach, this study aimed to propose a novel framework by combining the SERVQUAL model and multi-attribute decision-making (MADM) methods using interval-valued triangular fuzzy numbers (IVTFN). In this study, after an initial overview of related work and expert opinions, a list of the most important dimensions and indicators for measuring the quality of health care services was extracted and localized. Then, to determine the importance of each of the identified factors, one of MADM's acceptable methods called step-wise weight assessment ratio analysis (SWARA) was used. Then, in order to use the developed framework for comparing different health centres and ranking them, after collecting evaluation data in the form of linguistic variables, another practical method in the field of MADM has been used, namely, Additive Ratio Assessment (ARAS) method. The dimensions and sub-dimensions identified are, on the one hand, appropriate to the conditions of the case study and, on the other hand, the findings from the implementation show that among the dimensions of health service quality, responsiveness and then reliability has the highest rank in this case. Also, the use of IVTFN, on the one hand, eliminates the problems related to the use of Likert scale in other quality assessment methods and, on the other hand, reduces the possibility of facing imperfect knowledge of data which is a common problem in the field of qualitative evaluations. Utilizing the results of this study can significantly help decision makers in their choice of strategies to improve service quality. Furthermore, improving the quality of services can play an important role in promoting the competitiveness and performance of health care providers by increasing patient satisfaction with the services received. An extension of the Integrated Simple Weighted Sum Product (WISP) method is presented in this article, customized for the application of single-valued neutrosophic numbers. The extension is suggested to take advantage that the application of neutrosophic sets provides in terms of solving complex decision-making problems, as well as decision-making problems associated with assessments, prediction uncertainty, imprecision, and so on. In addition, an adapted questionnaire and appropriate linguistic variables are also proposed in the article to enable a simpler and more precise collection of respondents' attitudes using single-valued neutrosophic numbers. An approach for deneutrosophication, i.e. the transformation of a single-valued neutrosophic number into a crisp number is also proposed in the article. From the perspective of multiple attribute decision analysis, the evaluation of decision alternatives should be based on the performance scores determined with respect to more than one attribute. Fuzzy logic concepts can equip the evaluation process with different scales of linguistic terms to let the decision-makers point out their ideas and preferences. A more recent one of fuzzy sets is the picture fuzzy set which covers three separately allocable elements: positive, neutral, and negative membership degrees. The novel and distinctive element included by a picture fuzzy set is the refusal degree which is equal to the difference between 1 and the sum of the other three. In this study, we aim to contribute to the literature of the picture fuzzy sets by (i) proposing two novel entropy measures that can be used in objective attribute weighting and (ii) developing a novel picture fuzzy version of CODAS (COmbinative Distance-based ASsessment) method which is empowered with entropy-based attribute weighting. The applicability of the method is shown in a green supplier selection problem. To clarify the differences of the proposed method, a comparative analysis is provided by considering traditional CODAS, spherical fuzzy CODAS, and spherical fuzzy TOPSIS with different entropy-based scenarios. A p-rung orthopair fuzzy set (p-ROFS) describes a generalization of intuitionistic fuzzy set and Pythagorean fuzzy set in the case where we face a larger representation space of acceptable membership grades, and moreover, it gives a decision maker more flexibility in expressing his/her real preferences. Under the p-rung orthopair fuzzy environment, we are going to propose a novel and parametrized score function of p-ROFSs by incorporating the idea of weighted average of the degree of membership and non-membership functions. In view of this fact, this study is further undertaken to investigate and present different properties of the proposed score function for p-ROFSs. Moreover, we indicate that this ranking technique reduces some of the drawbacks of the existing ones. Eventually, we develop an approach based on the above-mentioned ranking technique to deal with multiple criteria decision making problems with p-rung orthopair fuzzy information.
