This paper examines the impact of policy uncertainty on air pollution, using the turnover of local officials in China as a quasi-natural experiment. The results from the two-way fixed effects model show that policy uncertainty caused by the turnover of different officials produces contrasting effects on air pollution. While the turnover of the mayor has no effect on air pollution, the turnover of the municipal party committee secretary deteriorates it. Two-Stage Least Square estimation confirms these results where the age and tenure of officials were used as instrumental variables of policy uncertainty. The results are robust after endogenous treatments and robustness tests. The mechanism analysis further indicates that policy uncertainty worsens air quality by weakening environmental regulation and crowding out green innovation. Moreover, the impact is more pronounced in smaller and less developed cities. The conclusions provide policy implications for environmental governance in the period of policy uncertainty. Photochemical air quality models (AQMs) are a vital tool for atmospheric pollution research and have been widely used in various applications, such as air quality prediction and evaluation of pollution control strategies. Before using these models for further studies, it is essential to thoroughly evaluate their reliability and accuracy. While previous guidelines and benchmarks have primarily focused on fine particulate matter (PM 2.5) and ozone (O 3), there is still a lack of benchmarks for evaluating the model performance on primary criteria pollutants such as sulfur dioxide (SO 2), nitrogen dioxide (NO 2), carbon monoxide (CO), and particulate matter with aerodynamic diameter less than or equal to 10 μm (PM 10). The use of air quality models in China has increased significantly in the past decades. However, there is still a lack of standardized benchmarks for the performance evaluation of these models. Building upon our previous work on PM 2.5 and its chemical species, we propose a set of benchmarks for evaluating the performance of the aforementioned four air pollutants. Initially, we identified a total of 475 papers published during 2007–2019 that utilized at least one of the five commonly used AQMs in China. From these papers, we selected 164 articles that provided model performance evaluation (MPE) results of the four primary air pollutants. The three most frequently used Model Performance Evaluation (MPE) metrics were selected to analyse the impact of different model configurations on the reported statistics, including modelling region, season, and emission inventory. Lastly, three commonly used statistical indicators, including normalized mean bias (NMB), normalized mean error (NME), and correlation coefficient (R), were proposed for the validation of simulated NO 2 , SO 2 , CO, and PM 10. Two sets of benchmarks are given, including the "goal" and "criteria". The "goal" represents the best range of performance that a model can be expected to achieve, and the "criteria" represents performance that the majority of studies have achieved. We recommend R values above 0.50, 0.35, 0.45, and 0.40 for NO 2 , SO 2 , PM 10 , and CO, respectively, in order to meet the "criteria" benchmark. If the "goal" benchmark is to be achieved, the corresponding R values are 0.60, 0.55, 0.60, and 0.60. The "goal" benchmarks of NMB for NO 2 , SO 2 , PM 10 , and CO are within ±20%, ±25%, ±20%, and ±25%, respectively; while the "goal" benchmarks of NME for the four pollutants are less than 40%, 45%, 45%, and 60%, respectively. This paper analyzes how air pollution disclosure reshapes tourism in China. We show, in theory, that air pollution information may change tourism activities, depending on the pollution level disclosed. Using the difference-in-differences approach and panel data across 297 cities, our empirical analyses confirm significant positive effects of air pollution information disclosure. The impact, however, is moderated by the level of air pollution. Only cities with low air pollution are happy with disclosing the information while in cities with high air pollution, disclosing air pollution may exert negative effects. Overall, the results indicate that air pollution reduces information transparency's positive impact on tourism. This urges tourism managers to use the instrument of environmental information to reduce pollution and boost local tourism. • A novel spatial general equilibrium model was constructed and the impact of air pollution on urban residents' welfare in China was studied. • Empirical study shows air pollution significantly reduces urban residents' welfare and migration cost reduces the negative impact of air pollution on the welfare of urban residents. • Policy suggestions suggested that air pollution should be balanced against the welfare of residents, and should not be cleaned up by "one size fits all" in the early stages of economic development. Air pollution and its effects are important issues of human society. However, few literatures on the effect of air pollution on urban residents' welfare considered the cost of migration. This paper constructs a novel spatial general equilibrium model and studies the impact of air pollution on urban residents' welfare in 274 cities at and above the prefectural level in China from 2007 to 2017, and investigates the role of migration costs. The theoretical analysis and empirical research show that air pollution has a significant negative impact on the welfare of residents. Further, the simulation results indicate that the reduction of migration cost and the improvement of air quality accounts for roughly 24.65% improvement of resident's welfare from 2007 to 2017 in China. Another conclusion is that there is an inverted U-shaped relationship between resident's welfare and air pollution. On another side, migration costs play a moderating role in the impact path of air pollution on residents' welfare. When the migration costs fall, it will help residents to move out of cities with poor air quality and improve the resident's welfare. The policy suggestions are as follows: (1) In the process of sustainable development, local governments need to coordinate the phased characteristics between air pollution and residents' welfare, effectively improve the livable degree of city and urban economic sustainability, and prevent the brain drain caused by excessive migration of residents. (2) Local governments should lower the migration costs between cities by deepening the reform of the household registration system, so as to promote the free flow of labor and ultimately improve the welfare of residents. Using a newly assembled prefecture-city level dataset from 2004 to 2015, this paper examines the impact of air pollution on child mortality in China. To identify the causal effect, we exploit ventilation coefficient as the instrument for urban air pollution. We find that a 10 μg/m3 increase in annual PM 2.5 concentration causes 163 infant deaths per 100,000 live births per year in a city. • We manually collected and compiled the first (unbalanced) panel dataset for city-level child mortality rate across China from 2004 to 2015. • This paper documented evidences of infant mortality due to air pollution in the context of China firstly. • Our findings provide new empirical evidence on the health cost of air pollution for a specific vulnerable group—the infants. This paper investigates the causal impact of fetal exposure to PM2.5 on birth outcomes, including birth weight, the incidence of low birth weight (LBW), and small for gestational age (SGA), based on a nationally representative birth record dataset in a developing country setting. We employed thermal inversion as the instrument variable (IV) for PM2.5 and leveraged the distinctive characteristics of rural China in the 1990 s to address identification challenges. Our IV estimates indicate that higher fetal PM2.5 exposure leads to lower birth weight and elevated probabilities of LBW and SGA. Due to the mortality selection in utero , weak male fetuses were more likely to be screened out by PM2.5 exposure, resulting in a comparatively lower vulnerability among the surviving male infants. In response to the national air pollution, China implemented the Clean Air Action policy from 2013 to 2017. The vigorous implementation of the policy has ensured that the policy targets have been achieved, and the haze problem has been effectively controlled. To evaluate the policy effect of environmental regulation on labor demand, this paper conducts policy evaluation by designing a quasi-natural experiment. Based on the variations of labor demand in the region dimension (272 cities) and sector dimension (5 major sectors) from 2008 to 2017, the results of the difference-in-difference-in-difference estimation show that: 1) The implementation of Clean Air Action has a significant negative impact on industrial employment. 2) The dynamic shocks are concentrated in the final stage of the policy. 3) Policy effects show heterogeneity in different regions. Emergency measures are effective measures that can be quickly taken in response to heavy air pollution. They not only have an obvious impact on slowing down the accumulation of particulate matter but also have a significant impact on public health and socio-economic development. Therefore, to analyze the effectiveness of emergency measures, one must assess their environmental, health and economic impacts. In this paper, we use exposure-response functions and a city-level computable general equilibrium (CGE) model to do so for China's Jing-Jin-Ji region. We find that the emergency measures implemented in 2019 significantly improve the region's air quality and enhance public health by reducing risk associated with acute bronchitis. Moreover, those emergency measures notably benefit the Jing-Jin-Ji region economically by expanding labor supply, most notably in Beijing and Tianjin. It seems Beijing and Tianjin should compensate industrial cities in Hebei, which enabled the Jing-Jin-Ji region's better air quality but encountered far fewer economic benefits. Handan, Baoding, and Cangzhou are among the cities in Hebei that are expanding employment in manufacturing and service sectors. This paper investigates the spatial relationship between walkability and air pollution exposure via a spatial vertical equity lens, and discusses the possible bias of healthy spaces with a special focus on age groups and housing prices. The urban centre of Wuhan, China, a rapidly urbanising area, is taken as the study area. The findings obtained are: (i) spatial inequities of the urban-rural gradient are evident in terms of walkability and air pollution exposure, and the combinations of the two measurements divide the study area into high walkability-low pollution exposure spaces ('sweet spot' locations), low walkability-high pollution exposure spaces ('sour spot' locations), high walkability-high pollution exposure spaces ('risky spot' locations) and low walkability-low pollution exposure spaces; (ii) both minors and seniors were inequitably treated in healthy space allocation, but minors are at a more significant disadvantage than seniors; and (iii) the communities with low housing prices exhibit low walkability and high air pollution exposure, suggesting that healthy spaces are more likely observed in economically advantaged communities. The 2030 Agenda for Sustainable Development proposes to considerably reduce the number of deaths and diseases caused by air pollution. It pays special attention to attaining this via urban air governance and management. Although the development of China's air governance has been a lengthy process, there is no indication of instituting a plan based on land supply (LS) in the foreseeable future. This paper introduces a novel perspective of the role of LS in managing air pollution, and builds a comprehensive analysis framework that includes the quantity, structure, and price of LS for management of particulate matter with an aerodynamic diameter of 2.5 μm or less (PM2.5). The dynamic relationship between LS and PM2.5 is revealed by a panel-data vector autoregression model on a district scale. The study found that: (1) The Central District has the highest average annual PM2.5 concentration in China from the year 2009–2017. (2) The supply of the four types of land—industrial and mining storage land (IMSL), commercial and business facilities land (CBFL), residential land (RL), and other land (OL)—showed increase in the Central District, while only IMSL decreased in the Western District. The supply of IMSL decreased the most in the Northeast District, and in the Eastern District, only the supply of OL increased. (3) In the Northeast District, the quantity, structure, and price of LS have no significant effect on PM2.5 concentration. However, in China, the Eastern District, and Central District, the bidding, auction, and listing prices have a significant negative effect on the PM2.5 concentration. As for the Western District, it exhibits not only the "negative price effect," but also the "negative quantity effect." In future, the government should adopt different strategies: (1) For China, the Eastern District, and Central District, the bidding, auction, and listing prices should be further increased; (2) In the Western District, local government should also focus on expanding the area of LS. • The Central District had highest-risk from PM2.5 pollution. • Only the Central District is increasing the supply of industrial and mining storage land. • Land supply only has a "price effect" on PM2.5 concentration. • For China, Eastern District, and Central District, the bidding, auction, and listing prices should be further increased. • In the Western District, the local government should also focus on expanding the area of LS. Linkages between air pollution and individual subjective well-being (SWB) are theorized as a key component of the United Nations Sustainable Development Goals. Using the China Family Panel Studies (CFPS) covering 12,668 residents who were interviewed for five consecutive times during 2010–2018, we find significant negative effects of air pollution on individual SWB via the change of the respondent's physical health level, physical exercise behavior and obesity risk. Specifically, a one standard deviation increase in county's annual average PM 2.5 concentrations, instrumented by thermal inversion, is associated with a 2.45 standard deviations decrease in individual SWB level. In particular, people who are male, young people, less educated group, urban resident and live in eastern or western China are more sensitive to air pollution. The 2030 Agenda for Sustainable Development stipulates 17 Sustainable Development Goals (SDGs). The implementation of this agenda will mobilize countries worldwide to incorporate the SDGs into their national development strategies. The agenda does not specify how these goals are interconnected, thus limiting their implementation. In addition, air quality affects human life and plays a vital role in achieving these SDGs. Clarifying the interconnections between SDGs related to air pollution and other SDGs will accelerate the implementation of air protection and SDGs while simultaneously promoting policy coherence. In this paper, we use the latest calculation of the SDGs in China to construct national and provincial panel data to investigate the trade-offs and synergies among Chinese air pollution-related SDGs. The findings are as follows. First, most air pollution-related SDGs have synergetic relationships, except for SDG12, which has a trade-off relationship with other air pollution-related SDGs. Second, the synergies between air pollution-related SDGs and other SDGs far outweigh the trade-offs. Third, rapidly developing areas are more likely to experience a trade-off between economic development and air pollution problems. Fourth, geographic advantages in reducing air pollution, such as being adjacent to the sea, may weaken the synergies among air pollution-related SDGs and their synergies with other SDGs. These findings indicate that most air-pollution-related SDGs and interactions between air-pollution-related SDGs and other SDGs have substantial synergy; that is, measures aimed at one goal are conducive to the advancement of other goals. Air pollution has become a key problem to be solved in the process of sustainable development in China. Most existing research on environmental regulation has focused on one dimension or several aspects of environmental regulation. This paper quantitatively scored environmental policies in China from multiple dimensions to construct the index of environmental regulation and used a spatial econometric model and satellite-monitored PM2.5 data for 280 cities in 2002–2016 to analyze the effects of environmental regulation on city air pollution treatment in the country. The empirical results showed that (a) there was a significant positive correlation for the spatial distribution of air pollution in China (0.87 in 2007) and the current air pollution situation was susceptible to the effects of its previous (the time lag effect of urban air pollution in eastern China is the strongest, which was 0.347); (b) environmental regulation could significantly improve the air pollution situation in the cities of northern and eastern regions; (c) the decomposition of the spatial spillover effect confirmed the role of environmental regulation in improving air quality in the region or surrounding areas. (d) we found the inverted U-shaped relationship between city economic development and air pollution in southern cities, the environmental Kuznets curve was verified; In the future, breaking the "barriers" in pollution treatment between regions and strengthening regional conversation and cooperation are effective approaches to treating air pollution. In order to mitigate global climate change and air pollution, the Chinese government has assigned high priority to expanding low-carbon power generation in China. Recent studies have shown that wind power is one of the most promising renewable energy option in China. Although many studies have estimated the generation potential of onshore wind power, their results vary widely from 1783 TWh to 39,000 TWh. Therefore, we examine the different assumptions in these papers and identify three main factors influencing the results. The three influencing factors are: weather data set, land utilisation factor, and wind turbine configuration. For our model-based analysis, we define a reference scenario which is used to compare the results. Our analysis shows using a different weather data set increases the generation potential to roughly 35,000 TWh. This is 54% higher than the generation potential of the reference scenario. The land utilisation factor also has a large influence, ranging between −10% and −51%.
