This white paper addresses the subject of Synergistic Airframe-Propulsion interactions and integrations (SnAPII). The benefits of SnAPII have not been as extensively explored. This is due primarily to the separateness of design process for airframes and propulsion systems, with only unfavorable interactions addressed. The question 'How to design these two systems in such a way that the airframe needs the propulsion and the propulsion needs the airframe?' is the fundamental issue addressed in this paper. Successful solutions to this issue depend on appropriate technology ideas. This paper first details some ten technologies that have yet to make it to commercial products (with limited exceptions) and that could be utilized in a synergistic manner. Then these technologies, either alone or in combination, are applied to both a conventional twin-engine transonic transport and to an unconventional transport, the Blended Wing Body. Lastly, combinations of these technologies are applied to configuration concepts to assess the possibilities of success relative to five of the ten NASA aeronautics goals. These assessments are subjective, but they point the way in which the applied technologies could work together for some break-through benefits.

One of the goals of NASA's Advanced Life Support Program (ALS) for sustaining human life in space is to achieve a closed system in plant production and usage. That all inedible plant parts should be recycled or used in some way. A Tuskegee University team researching sweetpotato and peanut for ALS has developed paper products from dried sweet-potato stems and peanut shells. In this study, the sweet-potato stems and peanut shells were soaked separately in water for 48 hours. After 48 hours, researchers manually separated the pulp and the unusable parts. To form the paper, 160 g of pulp and water mixture was poured through a 15.1 cm (diameter) filtration funnel and the pulp was trapped on 15 cm (diameter) filter paper. The filter paper and pulp were dried in an air oven, and the filter paper was removed, An examination under a scanning electron microscope showed that the sweet-potato paper was composed of "fibers", whereas the peanut shell paper was composed of "blocks". Results of physical testing showed that the sweet-potato stem paper was stronger than the peanut shell paper. It is anticipated that there may be other uses of these products such as writing paper, bags and packaging material. Because of its biodegradability, it can be incorporated into the resource recycling system at the end of its use.

Presented is a compilation of publications on the diffuse interstellar bands, found in the literature dating back to the first known mention of the bands. It has been attempted to make this list complete, but it must be recognized that some papers may be missing. Judgement was required in some cases where the diffuse bands are mentioned, but are not a central theme of a paper; in most instances we kept such papers in a list, rather than omitting them.

This paper focuses on how European public policies-individually and collectively - influence the diffusion of knowledge and technology. Economists, management theorists, business strategists, and governments alike recognize knowledge as the single most important resource in today's global economy. Because of its relationship to technological progress and economic growth, many governments have taken a keen interest in knowledge; specifically its production, transfer, and use. This paper focuses on the technical report as a product for disseminating the results of aerospace research and development (R&D) and its use and importance to aerospace engineers and scientists. The emergence of knowledge as an intellectual asset, its relationship to innovation, and its importance in a global economy provides the context for the paper. The relationships between government and knowledge and government and innovation are used to place knowledge within the context of publicly-funded R&D. Data, including the reader preferences of NASA technical reports, are derived from the NASA/DoD Aerospace Knowledge Diffusion Research Project, a ten-year study of knowledge diffusion in the U.S. aerospace industry.

This paper explores three factors-public policy, the Japanese (national) innovation system, and knowledge-that influence technological innovation in Japan. To establish a context for the paper, we examine Japanese culture and the U.S. and Japanese patent systems in the background section. A brief history of the Japanese aircraft industry as a source of knowledge and technology for other industries is presented. Japanese and U.S. alliances and linkages in three sectors-biotechnology, semiconductors, and large commercial aircraft (LCA)-and the importation, absorption, and diffusion of knowledge and technology are examined next. The paper closes with implications for diffusing knowledge and technology, U.S. public policy, and LCA.

This document describes the planning processes used to achieve, and the outcome of, the synthesis that culminate in a strategy for the intensified scientific exploration of Mars in the time period from 2009 to 2020.

The ignition of cellulosic paper by low level thermal radiation is investigated. Past work on radiative ignition of paper is briefly reviewed. No experimental study has been reported for radiative ignition of paper at irradiances below 10 Watts/sq.cm. An experimental study of radiative ignition of paper at these low irradiances is reported. Experimental parameters investigated and discussed include radiant power levels incident on the sample, the method of applying the radiation (focussed vs. diffuse Gaussian source), the presence and relative position of a separate pilot ignition source, and the effects of natural convection (buoyancy) on the ignition process in a normal gravity environment. It is observed that the incident radiative flux (in W/sq.cm) has the greatest influence on ignition time. For a given flux level, a focussed Gaussian source is found to be advantageous to a more diffuse, lower amplitude, thermal source. The precise positioning of a pilot igniter relative to gravity and to the fuel sample affects the ignition process, but the precise effects are not fully understood. Ignition was more readily achieved and sustained with a horizontal fuel sample, indicating the buoyancy plays a role in the ignition process of cellulosic paper. Smoldering combustion of doped paper samples was briefly investigated, and results are discussed.

The goal of this paper is to present the analysis of the multi-factor experiment (factorial design) conducted in EG490, Junior Design at Loyola College in Maryland. The discussion of this paper concludes the experimental analysis and ties the individual class papers together.

In a recent paper Mishchenko asserts that soil particles are strongly forward scattering, whereas particles on the surfaces of objects in the solar system have been inferred to be back scattering. Mishchenko suggests that this apparent discrepancy is an artifact caused by using an approximate light scattering model to analyse the data, and that planetary regolith particles are actually strong forward scatterers. The purpose of the present paper is to point out the errors in Mishchenko's paper and to show from both theoretical arguments and experimental data that inhomogencous composite particles which are large compared to the wavelength of visible light, such as rock fragments and agglutinates, can be strongly back scattering and are the fundamental scatterers in media composed of them. Such particles appear to be abundant in planetary regoliths and can account for the back scattering character of the surfaces of many bodies in the solar system. If the range of phase angles covered by a data set is insufficient, serious errors in retrieving the particle scattering properties can result whether an exact or approximate scattering model is used. However, if the data set includes both large and small phase angles, approximate regolith scattering models can correctly retrieve the sign of the particle scattering asymmetry.

The NASA Laboratory Astrophysics Workshop (NASA LAW) met at NASA Ames Research Center from 1-3 May 2002 to assess the role that laboratory astrophysics plays in the optimization of NASA missions, both at the science conception level and at the science return level. Space missions provide understanding of fundamental questions regarding the origin and evolution of galaxies, stars, and planetary systems. In all of these areas the interpretation of results from NASA's space missions relies crucially upon data obtained from the laboratory. We stress that Laboratory Astrophysics is important not only in the interpretation of data, but also in the design and planning of future missions. We recognize a symbiosis between missions to explore the universe and the underlying basic data needed to interpret the data from those missions. In the following we provide a summary of the consensus results from our Workshop, starting with general programmatic findings and followed by a list of more specific scientific areas that need attention. We stress that this is a 'living document' and that these lists are subject to change as new missions or new areas of research rise to the fore.

Consideration effort has been devoted over the past 30 years to developing methods and means of assessing the value of information. Two approaches - value in exchange and value in use - dominate; however, neither approach enjoys much practical application because validation schema for decision-making is missing. The approaches fail to measure objectively the real costs of acquiring information and the real benefits that information will yield. Moreover, these approaches collectively fail to provide economic justification to build and/or continue to support an information product or service. In addition, the impact of Cyberspace adds a new dimension to the problem. A new paradigm is required to make economic sense in this revolutionary information environment. In previous work, the authors explored the various approaches to measuring the value of information and concluded that, in large measure, these methods were unworkable concepts and constructs. Instead, they proposed several axioms for valuing information. Most particularly they concluded that the 'value of information cannot be measured in the absence of a specific task, objective, or goal.' This paper builds on those axioms and describes under which circumstances information can be measured in objective and actionable terms. This paper also proposes a methodology for undertaking such measures and validating the results.

Wessex Incorporated has recently taken a technology that was originally developed for NASA as a protective coating for ceramic materials used in heatshields for space vehicles, and modified it for use in applications such as building materials, machinery, and transportation. The technology, developed at NASA Ames Research Center as a protective coating for flexible ceramic composites (PCC), is environmentally safe, water-based, and contains no solvents. Many other flame-retardant materials contain petroleum-based components, which can produce toxic smoke under flame. Wessex versions of PCC can be used to shield ceramics, wood, plasterboard, steel, plastics, fiberglass, and other materials from catastrophic fires. They are extraordinarily tough and exhibit excellent resistance to thermal shock, vibration, abrasion, and mechanical damage. One thin layer of coating provides necessary protection and allows for flexibility while avoiding excessive weight disadvantages. The coating essentially reduces the likelihood of the underlying material becoming so hot that it combusts and thus inhibits the "flashover" phenomenon from occurring.

Recent advances in the Differential Global Positioning System (DGPS) and ground/aircraft data-links provide a basis for the generation of an accurate cockpit navigational map display including data-linked ATC-cleared ground routes. Such an electronic map may have the potential to improve pilots' situation awareness and taxi performance and thereby lessen runway incursions. The objective of this simulator study was to assess the potential improvements in these areas when using an advanced electronic map (compared to using today's paper map) under two outside scene visibility levels. Results showed average taxi speed increased under both good and poor visibilities, by as much as 24 percent, due in part to eliminating the time used for orientation with the paper map. Pilots made only one-third as many errors as well and commented that they believed that the electronic map gave them better awareness.

The NASA Ames Research Center Advisory Committee for Women (ACW) sponsored the second ACW Technical paper Contest for Ames women in order to increase the visibility of, and to encourage writing for publication by Ames women scientists, engineers, and technicians. The topics of the contest paper mirrored in the topics of the 1993 Society for Women Engineers (SWE) National Convention, which included technological, workplace, global, and family issues.

The Electronic Procedures Experiment (EPROC) was flown as part of the Human Factors Assessment (HFA) experiment aboard the SpaceHab-1/STS-57 mission. EPROC is concerned with future, longer-duration missions which will increasingly rely on electronic procedures since they are more easily launched, updated in-flight, and offer automatic or on-request capabilities not available with paper. A computer-based task simulating a Space Station Propulsion System task was completed by one crewmember. The crewmember performed the task once using paper and once using computer procedures. A soldering and desoldering task was performed by another crewmember. Soldering was completed with paper procedures and desoldering was completed using computer procedures. Objective data was collected during each task session from the computer programs, videotapes, and crew notations in the paper and computer procedures. After each task session, subjective data was collected through the use of a computer-based questionnaire program. Resultant recommendations will be made available to future designers of electronic procedures systems for manned-space missions and other related uses.

Information resource instruction for undergraduate aerospace engineering students has traditionally been limited to an occasional part of the education process--a written paper required in the capstone design course or a library tour. Efforts to encourage the use of aerospace literature and information resources have been made in the past decade, with a recent push from information and, especially, networking technology. This paper presents data from a survey of U.S. aerospace engineering students regarding their instruction in the use of information resources. We find that more than 25 percent of the students surveyed had no instruction in technical communications skills or the use of information resources. We consider the need for instruction in the use of information resources and technical communications skills and the opportunities presented for improvement.

This paper describes the preliminary analysis of a survey of the American Institute of Aeronautics and Astronautics (AIAA) student members. In the paper we examine (1) the demographic characteristics of the students, (2) factors that affected their career decisions, (3) their career goals and aspirations, and (4) their training in technical communication and techniques for finding and using aerospace scientific and technical information (STI). We determine that aerospace engineering students receive training in technical communication skills and the use of STI. While those in the aerospace industry think that more training is needed, we believe the students receive the appropriate amount of training. We think that the differences between the amount of training students receive and the perception of training needs is related partially to the characteristics of the students and partially to the structure of the aerospace STI dissemination system. Overall, we conclude that the students' technical communication training and knowledge of STI, while limited by external forces, makes it difficult for students to achieve their career goals.

This paper discusses the use of computers as a medium for communication (CMC) used by aerospace engineers and scientists to obtain and/or provide technical information related to research and development activities. The data were obtained from a questionnaire survey that yielded 1006 mail responses. In addition to communication media, the research also investigates degrees of task uncertainty, environmental complexity, and other relevant variables that can affect aerospace workers' information-seeking strategies. While findings indicate that many individuals report CMC is an important function in their communication patterns, the research indicates that CMC is used less often and deemed less valuable than other more conventional media, such as paper documents, group meetings, telephone and face-to-face conversations. Fewer than one third of the individuals in the survey account for nearly eighty percent of the reported CMC use, and another twenty percent indicate they do not use the medium at all, its availability notwithstanding. These preliminary findings suggest that CMC is not as pervasive a communication medium among aerospace workers as the researcher expect a priori. The reasons underlying the reported media use are not yet fully known, and this suggests that continuing research in this area may be valuable.

The advent of global markets elevates the role and importance of culture as a mitigating factor in the diffusion of knowledge and technology and in product and process innovation. This is especially true in the Large Commercial Aircraft (LCA) sector where the production and market aspects are becoming increasingly international. As firms expand beyond their national borders, using such methods as risk- sharing partnerships, joint ventures, outsourcing, and alliances, they have to contend with national and corporate cultures. Our focus is on Japan, a 'program participant' in the production of the Boeing Company's 777; the influence of Japanese culture on the diffusion of knowledge and technology in aerospace at the national and international levels; those cultural determinants-the propensity to work together, a willingness to subsume individual interests to a greater good, and an emphasis on consensual decisionmaking-that have a direct bearing on the ability of Japanese firms to form alliances and compete in international markets; and those cultural determinants thought to influence the information- seeking behaviors and workplace communication practices of Japanese aerospace engineers and scientists. In this paper, we report selective results from a survey of Japanese and U.S. aerospace engineers and scientists that focused on workplace communications. Data are presented for the following topics: importance of and time spent communicating information, collaborative writing, need for an undergraduate course in technical communication, use of libraries, use and importance of electronic (computer) networks, and the use and importance of foreign and domestically produced technical reports.

When engineering students graduate and enter the world of work, they make the transition from an academic to a professional community of knowledge. The importance of oral and written communication to the professional success and advancement of engineers is well documented. For example, studies such as those conducted by Mailloux (1989) indicate that communicating data, information, and knowledge takes up as much as 80% of an engineer's time. However, these same studies also indicate that many engineering graduates cannot (a) write technical reports that effectively inform and influence decisionmaking, (b) present their ideas persuasively, and (c) communicate with their peers. If these statements are true, how is learning to communicate effectively in their professional knowledge community different for engineering students educated in the United States but who come from other cultures-cultures in which English is not the primary language of communication? Answering this question requires adequate and generalizable data about these students' communications abilities, skills, and competencies. To contribute to the answer, we undertook a national (mail) survey of 1,727 student members of the American Institute of Aeronautics and Astronautics (AIAA). The focus of our analysis and this paper is a comparison of the responses of 297 student members for whom English is a second language with the responses of 1,430 native English speaking students to queries regarding career choice, bilingualism and language fluency, communication skills, collaborative writing, computer use, and the use of electronic (computer) networks.

Research support for Virtual Environment technology development has been a part of NASA's human factors research program since 1985. Under the auspices of the Office of Aeronautics and Space Technology (OAST), initial funding was provided to the Aerospace Human Factors Research Division, Ames Research Center, which resulted in the origination of this technology. Since 1985, other Centers have begun using and developing this technology. At each research and space flight center, NASA missions have been major drivers of the technology. This White Paper was the joint effort of all the Centers which have been involved in the development of technology and its applications to their unique missions. Appendix A is the list of those who have worked to prepare the document, directed by Dr. Cynthia H. Null, Ames Research Center, and Dr. James P. Jenkins, NASA Headquarters. This White Paper describes the technology and its applications in NASA Centers (Chapters 1, 2 and 3), the potential roles it can take in NASA (Chapters 4 and 5), and a roadmap of the next 5 years (FY 1994-1998). The audience for this White Paper consists of managers, engineers, scientists and the general public with an interest in Virtual Environment technology. Those who read the paper will determine whether this roadmap, or others, are to be followed.

Large volumes of paper are launched with each Space Shuttle Mission that contain step-by-step instructions for various activities that are to be performed by the crew during the mission. These instructions include normal operational procedures and malfunction or contingency procedures and are collectively known as the Flight Data File (FDF). An example of nominal procedures would be those used in the deployment of a satellite from the Space Shuttle; a malfunction procedure would describe actions to be taken if a specific problem developed during the deployment. A new FDF and associated system is being created for Space Station Freedom. The system will be called the Space Station Flight Data File (SFDF). NASA has determined that the SFDF will be computer-based rather than paper-based. Various aspects of the SFDF are discussed.

Two of the major concerns of the NASA Ames Research Center (NASA ARC) Advisory Committee for Women (ACW) are that recruitment of women scientists, engineers, and technicians needs to increase and that barriers to advancement need to be removed for improved representation of women in middle and upper management and scientific positions. One strategy that addressed this concern was the ACW sponsorship of a Technical Paper Contest for Women at Ames Research Center. Other sponsors of the Contest were the Ames Equal Opportunity Council and the Ames Contractor Council. The Technical Paper Contest for Women greatly increased the visibility of both the civil service women and the women who work for contractors at Ames. The women had the opportunity to hone their written and oral presentation skills. Networking among Ames women increased.

In contrast to pure mathematical applications where automated theorem provers (ATPs) are quite capable, proof tasks arising form real-world applications from the area of Software Engineering show quite different characteristics: they usually do not only contain much arithmetic (albeit often quite simple one), but they also often contain reasoning about specific structures (e.g. graphics, sets). Thus, an ATP must be capable of performing reasoning together with a fair amount of simplification, calculation and solving. Therefore, powerful simplifiers and other (symbolic and semi-symbolic) algorithms seem to be ideally suited to augment ATPs. In the following we shortly describe two major points of interest in combining SASs (symbolic algebraic systems) with top-down automated theorem provers (here: SETHEO [Let92, GLMS94]).

This document presents formal NASA technical reports, papers published in technical journals, and presentations by MSFC personnel in FY92. It also includes papers of MSFC contractors. After being announced in STAR, all of the NASA series reports may be obtained from the National Technical Information Service, 5285 Port Royal Road, Springfield, VA 22161. The information in this report may be of value to the scientific and engineering community in determining what information has been published and what is available.
