The article reports that provincial officials in Xintai Mental Health Hospital in Shandong Sheng, China had committed to mental hospitals people who were seeking to attract the attention of higher authorities to their complaints on corruption. Accordingly, some were forced to take psychiatric drugs and all were told they would not be released until they would sign pledges of dropping their complaints. Meanwhile, the officials at Xintai who were involved in the report had denied abuses.
