Plant species occurrence in Europe is affected by changes in nitrogen deposition and climate. Insight into potential future effects of those changes can be derived by a model approach based on field-based empirical evidence on a continental scale. In this paper, we present a newly developed empirical model PROPS, predicting the occurrence probabilities of plant species in response to a combination of climatic factors, nitrogen deposition and soil properties. Parameters included were temperature, precipitation, nitrogen deposition, soil pH and soil C/N ratio. The PROPS model was fitted to plant species occurrence data of about 800,000 European relevés with estimated values for pH and soil C/N ratio and interpolated climate and modelled N deposition data obtained from the Ensemble meteo data set and EMEP model results, respectively. The model was validated on an independent data set. The test of ten species against field data gave an average Pearson's r-value of 0.79. PROPS was applied to a grassland and a heathland site to evaluate the effect of scenarios for nitrogen deposition and climate change on the Habitat Suitability Index (HSI), being the average of the relative probabilities, compared to the maximum probability, of all target species in a habitat. Results for the period 1930-2050 showed that an initial increase and later decrease in nitrogen deposition led to a pronounced decrease in HSI, and with dropping nitrogen deposition to an increase of the HSI. Climate change impacts are already happening through the world, and it is now clear that there is the need for an adaptive response from global institutions down to the local level. Reducing vulnerability to cope with climate variability might be more challenging in tropical countries than in North America or Europe. The ten papers of this special issue were presented during the Adaptclim conference that was held by the Sinergia Project, the CLARIS LPB project, and the GeoData Institute in Asunción, Paraguay, in 2010. All papers, except one regarding the Brahmaputra Basin in South Asia, present studies from South America. These studies are first contextualized geographically and then are related one to another by a simplified vulnerability concept linking climate stress to sensitivity and adaptive capacity of natural and human systems. One half of the papers focus on actual or future climate change and the present-day causes of the vulnerability of natural and agrosystems. Droughts are and will be the main source of stress for agriculture in South America. Increasing fragmentation of forest of the center of this continent is aggravating their vulnerability to dry spells. Another half of the studies of this special issue deal with the adaptive capacity human populations to system perturbations produced or enhanced by climate change. The studies point out inclusion of traditional knowledge and involvement of local actors in their own vulnerability assessment to increase adaptive capacity. These elements of climate justice, giving voice to those less responsible for carbon emissions but bearing their most severe consequences, allow the particular needs of a community to be considered and can direct adaptation policy toward preserving or rebuilding their specific capabilities under threat from climate change. The special issue also made clear that a basin analysis of the climate change problem could provide information, results, and methods more readily of use for the local population and decision makers. In recent times, there has been increase in climate change protest across the globe. However, whether decrease in emissions is connected with climate change protest or not is yet to be documented in the literature. Consequently, the aim of this study is to fill this gap by examining ex-post detection of how climate change protests and its interconnectedness with CO2 emissions. Using the Bai and Perron (1998) structural break test, we estimate the number of breaks as well as the date of such structural breaks in CO2 emissions series for 41 countries. Our aim is to match the date of the climate change protests to those of the structural breaks. We observe that climate change protests are fairly consistent with the dates of breaks in Europe and Asia, but not in BRICS economies or US, Canada and other countries. Ocean warming associated with global climate change renders marine ecosystems susceptible to biological invasions. Here, we used species distribution models to project habitat suitability for eight invasive ascidians under present-day and future climate scenarios. Distance to shore and maximum sea surface temperature were identified as the most important variables affecting species distributions. Results showed that eight ascidians might respond differently to future climate change. Alarmingly, currently colonized areas are much smaller than predicted, suggesting ascidians may expand their invasive ranges. Areas such as Americas, Europe and Western Pacific have high risks of receiving new invasions. In contrast, African coasts, excluding the Mediterranean side, are not prone to new invasions, likely due to the high sea surface temperature there. Background: Investigating future changes in temperature-related mortality as a function of global mean temperature (GMT) rise allows for the evaluation of policy-relevant climate change targets. So far, only few studies have taken this approach, and, in particular, no such assessments exist for Germany, the most populated country of Europe., Methods: We assess temperature-related mortality in 12 major German cities based on daily time-series of all-cause mortality and daily mean temperatures in the period 1993-2015, using distributed-lag non-linear models in a two-stage design. Resulting risk functions are applied to estimate excess mortality in terms of GMT rise relative to pre-industrial levels, assuming no change in demographics or population vulnerability., Results: In the observational period, cold contributes stronger to temperature-related mortality than heat, with overall attributable fractions of 5.49% (95%CI: 3.82-7.19) and 0.81% (95%CI: 0.72-0.89), respectively. Future projections indicate that this pattern could be reversed under progressing global warming, with heat-related mortality starting to exceed cold-related mortality at 3 °C or higher GMT rise. Across cities, projected net increases in total temperature-related mortality were 0.45% (95%CI: -0.02-1.06) at 3 °C, 1.53% (95%CI: 0.96-2.06) at 4 °C, and 2.88% (95%CI: 1.60-4.10) at 5 °C, compared to today's warming level of 1 °C. By contrast, no significant difference was found between projected total temperature-related mortality at 2 °C versus 1 °C of GMT rise., Conclusions: Our results can inform current adaptation policies aimed at buffering the health risks from increased heat exposure under climate change. Objective: Beef production in the Lake Taupō region of New Zealand (NZ) is regulated for nitrogen (N) leaching. The objectives of this study were to 1) evaluate the implications of nitrogen emission limitations on eutrophication and climate change impacts of NZ beef through its life cycle to a European market and uniquely link it to 2) estimation of the reduction in these impacts that can be funded by the consumer's willingness to pay (WTP) a premium for a low environmental-impact product., Method: The cradle-to-market Life Cycle Assessment (LCA) of NZ beef on the European market included beef production on farms, meat processing, packaging and transport stages. Various beef production systems in the Lake Taupō region were modelled: farm systems with and without regulated N leaching limits in place (using N fertiliser inputs of 0 and 100 kg N/ha/year respectively) using suckler beef or beef derived from surplus calves from a dairy farm. The FARMAX model was used to model farm productivity and profitability under these various scenarios, whereas the OVERSEER® model was used to model field/farm emissions (N, phosphorus (P)) and the NZ greenhouse gas (GHG) Inventory model was used to estimate total GHG emissions. Eutrophication and climate change impacts of NZ beef to the European market were calculated using recent regionalised LCA indicators. We estimated freshwater and marine eutrophication impacts of European beef using published N emissions to water and air. We estimated the European consumer's WTP for beef with positive environmental attributes based on a meta-regression analysis based on 21 published studies and compared farmer's profit for the farm system scenarios., Results: When using common P-driven eutrophication indicators, the farms using 100 kg fertiliser-N/ha/year appeared to have a lower freshwater eutrophication impact than farms using no N fertiliser, which is in contradiction with the local freshwater policy for N regulations. When the contribution of both N and P were accounted for, the farms using no N fertiliser had the lowest estimated impact. Comparison with published environmental footprint of beef from Europe showed lower climate change and eutrophication impacts for NZ beef, thus showing potential positive environmental attributes for NZ beef. The European consumer's WTP (32% price premium) for such a beef product with low environmental impacts could offset the cost to farmers for implementing the reduction of N emissions., Conclusions: Bridging the gap between local freshwater policy and LCA indicators starts by considering both P and N emissions and impacts. In recent years, climate change and carbon sinks have been widely studied by the academic community, and relevant research results have emerged in abundance. In this paper, a scientometric analysis of 747 academic works published between 1991 and 2018 related to climate change and carbon sinks is presented to characterize the intellectual landscape by identifying and revealing the basic characteristics, research power, intellectual base, research topic evolution, and research hotspots in this field. The results show that ① the number of publications in this field has increased rapidly and the field has become increasingly interdisciplinary; ② the most productive authors and institutions in this subject area are in the USA, China, Canada, Australia, and European countries, and the cooperation between these researchers is closer than other researchers in the field; ③ 11 of the 747 papers analyzed in this study have played a key role in the evolution of the field; and ④ in this paper, we divide research hotspots into three decade-long phases (1991-1999, 2000-2010, and 2011-present). Drought problems have attracted more and more attention from scholars. In the end, given the current trend of the studies, we conclude a list of research potentials of climate change and carbon sinks in the future. This paper presents an in-depth analysis of climate change and carbon sink research to better understand the global trends and directions that have emerged in this field over the past 28 years, which can also provide reference for future research in this field.

The world's challenges of climate change, damage to ecosystems, and social and health inequalities require changes in human behaviours at every level of organisation, among governments, business, communities, and individuals. An important question is how behaviour change can be enabled and supported at the scale and speed required. The research reported in this paper describes important lessons for good practice in changing contexts to modify behaviours for a triple win for health, equity and environmental sustainability. Authors synthesised learning from qualitative, quantitative and cost benefit evaluations of 15 case studies conducted in 12 countries in Europe. The case studies address ways of living (green spaces and energy efficient housing), moving (active transport) and consuming (healthy and sustainable diets) that support the triple win. Ten lessons for good practice were identified. These include bringing a triple win mindset to policy and practice in planning interventions, with potential to improve environmental sustainability, health and equity at the same time. The lessons for good practice are intended to support governmental and non-governmental actors, practitioners and researchers planning to work across sectors to achieve mutual benefits for health and environmental sustainability and in particular to benefit poorer and more socio-economically disadvantaged groups., Competing Interests: The authors declare no conflict of interest. Background: General knowledge on climate change effects and adaptation strategies has increased significantly in recent years. However, there is still a substantial information gap regarding the influence of climate change on infectious diseases and how these diseases should be identified. From a One Health perspective, zoonotic infections are of particular concern. The climate in Northern regions is changing faster than the global average. This study sought to identify climate-sensitive infectious diseases (CSIs) of relevance for humans and/or animals living in Northern regions. Inclusion criteria for CSIs were constructed using expert assessments. Based on these principles, 37 potential CSIs relevant for Northern regions were identified. A systematic literature search was performed in three databases using an explicit stepwise approach to determine whether the literature supports selection of these 37 potential CSIs., Results: In total, 1275 nominated abstracts were read and categorised using predefined criteria. Results showed that arthropod vector-borne diseases in particular are recognised as having potential to expand their distribution towards Northern latitudes and that tick-borne encephalitis and borreliosis, midge-borne bluetongue and the parasitic infection fasciolosis can be classified as climate-sensitive. Many of the other potential CSIs considered are affected by extreme weather events, but could not be clearly classified as climate-sensitive. An additional literature search comparing awareness of climate influences on potential CSIs between 1997-2006 and 2007-2016 showed an increase in the number of papers mentioning effects of climate change., Conclusions: The four CSIs identified in this study could be targeted in a systematic surveillance programme in Northern regions. It is evident that climate change can affect the epidemiology and geographical range of many infectious diseases, but there were difficulties in identifying additional CSIs, most likely because other factors may be of equal or greater importance. However, climate-ecological dynamics are constantly under change, and therefore diseases may fall in or out of the climate-sensitive definition over time. There is increasing awareness in the literature of the effects of climate change on infectious diseases over time.

Due to lower-cost energy supplies elsewhere, Europe needs resource efficient technologies to safeguard the competitiveness of its energy-intensive industries. The technical feasibility of the CCU value chain components (carbon capture, transportation and utilization) has been widely studied in literature. However infrastructural, regulatory and business strategic issues have received less attention. A review of the relevant policies (e.g. European Emissions Trading Scheme, Renewable Fuels and Waste Directives) has been performed. Stakeholder engagement and the stakeholder influence mapping was used to examine potential climate change, circular economy, renewable energy and regional industrial development policies that can support CO 2 utilization value chains. The main contribution of the paper is to outline potential benefits of policies to foster the production and uptake of CO 2 -derived products such as methanol, polyurethane and mineral construction aggregates. Another outcome is to illustrate the role of key policy-making stakeholders in assessing the suitability of current statutes and the impact of potential changes. An important finding was that the development of connectivity infrastructure is a key missing enabler and more attention to policy on infrastructure is required. Climate change-related excess mortality estimates clearly demonstrate a dramatic impact on public health and human mortality. However, life expectancy at birth is more easily communicated and understood by the public. By properly situating climate change mortality within the contexts of life expectancy, we better represent the cost of climate change on longevity. In this paper, we convert excess mortality estimates due to increases in extreme weather from climate change (heat waves, cold waves, droughts, wildfires, river and coastal floods, and windstorms) into potential reductions in life expectancy at birth in thirty-one European countries. We project climate change extremes to reduce life expectancy at birth by 0.24 years for the average European country with differences in excess of 1.0 years in some countries by 2100. We only estimate the impact of mortality directly related to climate extremes, making our estimates conservative. Many countries have some kind of energy-system transformation either planned or ongoing for various reasons, such as to curb carbon emissions or to compensate for the phasing out of nuclear energy. One important component of these transformations is the overall reduction in energy demand. It is generally acknowledged that the domestic sector represents a large share of total energy consumption in many countries. Increased energy efficiency is one factor that reduces energy demand, but behavioral approaches (known as “sufficiency”) and their respective interventions also play important roles. In this paper, we address citizens’ heterogeneity regarding both their current behaviors and their willingness to realize their sufficiency potentials—that is, to reduce their energy consumption through behavioral change. We collaborated with three Swiss cities for this study. A survey conducted in the three cities yielded thematic sets of energy-consumption behavior that various groups of participants rated differently. Using this data, we identified four groups of participants with different patterns of both current behaviors and sufficiency potentials. The purpose of this paper is to contribute to the body of knowledge on the first human occupations predating MIS 21 in the Atapuerca karst system. These occupations are described in terms of their ecological, cultural and technological context based on the Sima del Elefante and Gran Dolina sites. This paper focuses on the lower units of these sedimentary infills, specifically Unit TE9 of Sima del Elefante and Unit TD4 of Gran Dolina. In addition, evidence of the earliest human settlements in Europe is reviewed and hypotheses about the dynamics and intensity of that settlement are proposed. [ABSTRACT FROM AUTHOR]

In Europe, increasing the area of legume crops has been identified as a key measure to achieve the objectives set by the European Green Deal and transition toward more sustainable food systems. Although the role of grain legumes in climate change mitigation has been closely examined, little research has focused on how climate change will challenge the development of these crops. This article systematically reviews recent simulation studies to assess the impact of climate change on grain legume performances in Europe and the effect of adaptation strategies. Forty papers using process-based, ecological niche, or statistical models were selected to simulate the response of eight grain legume species to future climate (2020–2100) in Europe. The lack of data on adaptation strategies in Europe was compensated for by enlarging the study area to climatically similar regions. The review highlights a notable imbalance between research about soybean versus other grain legumes, with soybean representing approximately 80% of selected studies. Studies focused on soybean found good agreement, with yield or suitability gains found in northern Europe and a higher probability of yield losses in southern and south-eastern Europe. While a similar spatial pattern may be expected for other grain legumes, the scarcity of data makes this result more uncertain. The review also shows that several adaptation strategies have the potential to mitigate the negative impact of climate change on grain legume performances or enhance its positive impact. The most promising strategies tested include irrigation, change in sowing date, and cultivar choice. In addition, we identify several knowledge gaps that, if addressed, would support legume development in Europe. In particular, key species such as field pea, faba bean, lentil, and chickpea remain blind spots, despite their prominent role in European environmental, agricultural, and nutritional policies. Other knowledge gaps include a lack of accounting for crop response to elevated CO 2 , ozone, and future biotic pressure, and a limited range of adaptation strategies tested and indicators assessed. This paper aims to investigate the association between firms' financial performance and their sustainability performance, as measured by Tobin's Q, with a focus on the individual ESG pillars. Our study analyzes constituents of the Stoxx Europe 600 index. We employ different econometric approaches and perform a comprehensive analysis of the post-2015 agreement concerning climate change. Results suggest a statistically positive relationship between firms' ESG and financial performance, although of greater magnitude for the social component. Overall, our findings highlight the superior relevance of social performance in yielding shareholder value for the largest European firms. [ABSTRACT FROM AUTHOR]

This paper aims to improve understanding of how EU citizens' left-right political positions and ideological polarization on climate change affect their views on both agriculture and diet in the context of climate change policy. It uses the methods of survey research and quantitative analyses of the data (principal components and regression analysis). The work combines the Farm- and Fork-related branches of Eurobarometer 93.2 (2020) and focuses on citizens' responses to a more climate-friendly agriculture and their ideas about 'eating a healthy and sustainable diet'. The analysis revealed different degrees of citizen support for a more climate-friendly agriculture and climate-friendly dietary options (including meat reduction). Citizens' left-right political position correlated negatively with support for a more climate-friendly agriculture and support for climate-friendly dietary options, but only in the Northwestern European countries. In these countries, the expected positive correlations between level of education and pro-environmental variables were found, but these correlations were not observed among the right-leaning participants. However, the positive correlation between support for a more climate-friendly agriculture and support for climate-friendly dietary options was less strongly affected by left-right political positions. Hence, public opinion is moving in the direction of EU climate policy over time; however, citizens did not fully acknowledge the priority of meat reduction in this context. Political and ideological polarization has seriously interfered with attempts to promote a more climate-friendly agriculture (Farm) and changes in dietary thinking including meat reduction (Fork). To promote these changes, more work must be done on the role of cultural identities in relation to climate issues. Yet, EU citizens showed an increasing support for more climate-friendly agriculture, which correlated positively with support for climate-friendly dietary options across the left-right political spectrum. Science-based information regarding climate risks and/or loyalty to local farmers may play a role in shaping these opinions. The priority of meat reduction needs considerably more attention to achieve the EU's climate objectives. For citizens, both nutritional (health) and environmental (i.e. climate change, as well as species decline and farm animal welfare) reasons can be strong motivating factors to consider meat reduction. Europe and in particular its southern part are expected to undergo serious climate changes during summer in response to anthropogenic forcing, with large surface warming and decrease in precipitation. Yet, serious uncertainties remain, especially over central and western Europe. Several mechanisms have been suggested to be important in that context but their relative importance and possible interplays are still not well understood. In this paper, the role of soil-atmosphere interactions, cloud-temperature interactions and land-sea warming contrast in summer European climate change and how they interact are analyzed. Models for which evapotranspiration is strongly limited by soil moisture in the present climate are found to tend to simulate larger future decrease in evapotranspiration. Models characterized by stronger present-day anti-correlation between cloud cover and temperature over land tend to simulate larger future decrease in cloud cover. Large model-to-model differences regarding land-sea warming contrast and its impacts are also found. Warming over land is expected to be larger than warming over sea, leading to a decrease in continental relative humidity and precipitation because of the discrepancy between the change in atmospheric moisture capacity over land and the change in specific humidity. Yet, it is not true for all the models over our domain of interest. Models in which evapotranspiration is not limited by soil moisture and with a weak present-day anti-correlation between cloud cover and temperature tend to simulate smaller land surface warming. In these models, change in specific humidity over land is therefore able to match the continental increase in moisture capacity, which leads to virtually no change in continental relative humidity and smaller precipitation change. Because of the physical links that exist between the response to anthropogenic forcing of important impact-related climate variables and the way some mechanisms are simulated in the context of present-day variability, this study suggests some potentially useful metrics to reduce summer European climate change uncertainties. Agriculture is the one of the most important priorities and economic activities in developing countries. Climate change, which is already affecting the society at a global level, has an impact on the increase in magnitude and frequency of severe weather events. As such, both agriculture and industry are affected by climate change and their revenues decrease, thus affecting the entire economic cycle. The aim of this paper is to present theoretical considerations regarding climate change induced severe weather events and to highlight some practical techniques used in operational meteorology in order to improve the forecast of severe weather events. By analysing the morphology and dynamics of thunderstorms, by applying the correct parametrization in weather forecast models, nowcasting and by issuing on time weather alerts, financial losses may be limited. Throughout this paper, the parametrization of convective cells will be described, operational forecasting techniques will be presented and the application of ingredient-based forecasting methodology will be discussed. Severe weather associated hazards like hail, heavy rainfall, damaging winds and even frost will be analysed in order to establish a local climatology of these phenomena. With the aid of Weather Surveillance Doppler Radar (WSDR) and by associating some instability convection indices with synoptic charts, the agriculture-related severe weather events can be identified and their formation pattern can be established. Further on, by establishing an analysis methodology and by compelling all available data, weather-related hazard maps are to be compelled and are to be used by agrometeorology forecasters in order to seek viable solutions. The Western part of Romania is characterized as having a moderatecontinental climate, with hot influences from the Southern part of Europe and with humid advections from the South-Western part of Europe. Aim: The Expansion‐Contraction model has been used to explain the responses of species to climatic changes. During periods of unfavourable climatic conditions, species retreat to refugia from where they may later expand. This paper focuses on the palaeoecology of red deer over the past 54 ka across Europe and the Urals, to reveal patterns of change in their range and explore the role of environmental conditions in determining their distribution. Location: Europe and western Asia to 63°E. Taxon: Red deer (Cervus elaphus). Methods: We collected 984 records of radiocarbon‐dated red deer subfossils from the Late Pleistocene and the Holocene, including 93 original dates. For each deer sample we compiled climatic and biome type data for the corresponding time intervals. Results: During the last 54 ka changes in red deer range in Europe and the Urals were asynchronous and differed between western and eastern Europe and western Asia due to different environmental conditions in those regions. The range of suitable areas for deer during the Last Glacial Maximum (LGM) was larger than previously thought and covered vast regions not only in southern but also in western and eastern Europe. Throughout the period investigated the majority of specimens inhabited forests in the temperate climatic zone. The contribution of forests in deer localities significantly decreased during the last 4 ka, due to deforestation of Europe caused by humans. Mean January temperature was the main limiting factor for species distribution. Over 90% of the samples were found in areas where mean January temperature was above −10°C. Main conclusions: Red deer response to climatic oscillations are in agreement with the Expansion‐Contraction model but in contradiction to the statement of only the southernmost LGM refugia of the species. Climate change and extreme drought and heat events impact the Mediterranean evergreen sclerophyllous vegetation in South Europe, especially in Iberian and Italian peninsula, where widespread crown defoliation and dieback have been observed since the 90s of the XX century. Field observations and long-term experiments showed different sensitivity of the various woody species, Quercus ilex and Arbutus unedo being prone to drought, whereas Phillyrea latifolia and Pistacia lentiscus appeared to be resistant. The present review aims at exploring the phylogenetic and evolutionary basis of the resistance (or susceptibility) to drought of Mediterranean vegetation and its possible mechanisms of resilience. The main findings are summarized as follows: (1) Mediterranean regions in the world are refuge areas for several plant evolutive lineages and migratory routes. Evergreen sclerophyllous species, currently presented in Mediterranean basin, evolved under different climatic conditions; (2) the evergreen habitus represents an adaptation to mild drought conditions. Deciduous (specially summer deciduous) species are better performing under severe drought and low air relative humidity than evergreen species; (3) severe drought events acts selectively by favouring the species evolved in the Quaternary era and those originated in drier regions; (4) the evergreen trees and shrubs are resilient to the severe drought events and can restore the pre-event condition by resprouting from dormant buds in the cambium tissue. This ability is related to the non-structural carbohydrate content in the parenchyma-rays in woody stems. The amount and availability of these strategic reserve can be compromised by frequent drought events; (5) plant seed regeneration can be affected by drought and seedling establishment may be limited by soil dryness and microenvironment conditions; (6) the role of phenotypic plasticity of the species and epigenetic responses in Mediterranean-type ecosystems, although discussed in few papers, is still poorly known. We hypothesize that instead of latitudinal (South to North) or altitudinal (lowland to upland) plant migrations, Mediterranean forest ecosystems may respond to climate change by modulating their species composition and community structure with genetic resources (i.e., taxonomic diversity) already present in loco. Changes in vegetation assemblages and community structure may lead changes in ecological and landscape ecosystem values, with changes in related ecosystem services. A redefinition of management criteria of natural resources and a pro-active silviculture to make forest ecosystems more resilient are required. [ABSTRACT FROM AUTHOR]

Purpose This paper deals with the experiences of three European universities that have implemented transition initiatives, using the Transition Network’s methodology to promote their sustainability plans. The Transition Communities’ model for change is presented from a socio-educational perspective as an effective methodology for encouraging university environmental sustainability processes. In this context, the purpose of this paper was to analyze Transition Communities at universities using an environmental–educational approach in three different scenarios: the Universidade de Santiago de Compostela (USC), the University of Edinburgh (UEd) and the Universidade do Minho (UMinho).Design/methodology/approach The authors engaged in a comparative analysis of multiple case studies in the Transition “phenomenon”, looking for convergences and divergences among them.Findings The comparative analysis revealed three very different scenarios, which ironically shared an absence of explicit theoretical–methodological references in the design, execution and evaluation of the educational actions that were implemented. Examination of the impact and continuity of these initiatives uncovered the existence of a “glass ceiling” in university environmental sustainability strategies. Even the innovative Transition methodology was unable to subvert the established academic, corporate, organizational and cultural structures and dynamics that perpetuate unsustainability.Originality/value This study was carried out from an innovative perspective with few precedents in the Transition context. Coupled atmosphere-ocean general circulation models (GCMs) simulate different realizations of possible future climates at global scale under contrasting scenarios of land-use and greenhouse gas emissions. Such data require several additional processing steps before it can be used to drive impact models. Spatial downscaling, typically by regional climate models (RCM), and bias-correction are two such steps that have already been addressed for Europe. Yet, the errors in resulting daily meteorological variables may be too large for specific model applications. Crop simulation models are particularly sensitive to these inconsistencies and thus require further processing of GCM-RCM outputs. Moreover, crop models are often run in a stochastic manner by using various plausible weather time series (often generated using stochastic weather generators) to represent climate time scale for a period of interest (e.g. 2000 ± 15 years), while GCM simulations typically provide a single time series for a given emission scenario. To inform agricultural policy-making, data on near- and medium-term decadal time scale is mostly requested, e.g. 2020 or 2030. Taking a sample of multiple years from these unique time series to represent time horizons in the near future is particularly problematic because selecting overlapping years may lead to spurious trends, creating artefacts in the results of the impact model simulations. This paper presents a database of consolidated and coherent future daily weather data for Europe that addresses these problems. Input data consist of daily temperature and precipitation from three dynamically downscaled and bias-corrected regional climate simulations of the IPCC A1B emission scenario created within the ENSEMBLES project. Solar radiation is estimated from temperature based on an auto-calibration procedure. Wind speed and relative air humidity are collected from historical series. From these variables, reference evapotranspiration and vapour pressure deficit are estimated ensuring consistency within daily records. The weather generator ClimGen is then used to create 30 synthetic years of all variables to characterize the time horizons of 2000, 2020 and 2030, which can readily be used for crop modelling studies. The paper addresses the collision of two twenty-first Century transitions-the unprecedented change in the size, composition, density and distribution of the human population, and rapid change in the earth's natural environment, in part a response to the above. It argues that it is important to consider these aspects of population change and environment together in order to understand the reality of any mitigation that may be made. Following a review of research which is beginning to address not only the environmental impact of population growth, but also of changes in density, distribution and composition, the paper turns to explore the interaction of population composition and density with environmental change through addressing interactions between migration, ageing populations and climate change. It considers a key population question facing the EU, that of the demographic deficit, and addresses how the mitigating role of migration will be affected by future climate change. The concept of territoriality and its relationship to the focus and substance of spatial planning is the subject of much interest at the present time and this paper seeks to contribute to the debate by stepping into the sea. The first part of the paper establishes a framework for considering the spatial planning implications of changing conceptions of territoriality, outlining key sources of territorial innovation and their implications in terms of the development of new units and styles of governance, new challenges for planning practice, and the potential for feedback informing the development of planning theory. The application of the framework is then illustrated in the second part of the paper with reference to the emerging field of maritime spatial planning and in particular to the pioneering work that is being undertaken in Europe. This work is testing established notions of territoriality by highlighting the strong and growing connections between the land and the sea. Here some of the key implications for future spatial planning practice are identified. These indicate that there is a growing recognition of the need for innovation in the territorial units of governance in maritime regions and in the themes, processes and methods of spatial planning in these areas. Policy makers are still struggling to find a rational and effective way to handle adaptation to climate change. This paper discusses a more strategic, economic approach to public adaptation and compares it with adaptation practice in Europe. An economic approach to adaptation involves setting priorities, both spatially ( where to adapt) and inter-temporally ( when to adapt). The paper reviews what we know about Europe's geographic adaptation priorities. On inter-temporal priorities, it recommends fast-tracking two types of action: Win-win measures that yield an immediate return, such as water efficiency, and strategic decisions on infrastructure and spatial planning that have long-term consequences for Europe's vulnerability profile. An economic approach to adaptation involves careful project design to ensure adaptation measures are cost-effective and flexible in the light of climate uncertainty ( how to adapt). The final element of an economic approach to adaptation is the division of labour between the state and private actors ( who should adapt). The paper argues that the traditional functions of the state-the provision of public goods, creation of an enabling environment and protection of the vulnerable-also apply to adaptation. Despite the large-scale investments of both China and the EU in climate-change mitigation and renewable-energy promotion, the prevailing view on China-EU relations is one of conflict rather than cooperation. In order to evaluate the prospects of cooperation between China and the EU in these policy fields, empirical research has to go beyond simplistic narratives. This paper suggests a conceptual apparatus that will help researchers better understand the complexities of the real world. The relevant actors operate at different levels and in the public and private sectors. One of the consequences of the generally agreed rise of global temperatures, furtherly exacerbated by the growth of water demand caused by the needs of a growing population, is an increase of areas with water stress. This will imply and in part is already implying, an always greater imbalance between water (and in particular drinking water) demand and supply. These issues are among those investigated by the "Adapting Drinking Water resources to the Impacts of Climate change in Europe" (ADWICE) project that had, among its main goals, the identification of priority adaptation measures aimed at reducing drinking water vulnerability to the pressures of a changing climate. In this paper these adaptation measures are described, with special attention given to their associated European water policy context. The complexity of designing and implementing such adaptation measures will benefit from integrating drinking water concerns with wider water management, within a framework able to facilitate the necessary complex collaborations between various actors involved in the different scales of the decision-making arena and to develop an effective science policy interfacing mechanism. Last, but not least, because drinking water is commonly considered by stakeholders and citizens to be a public service, drinking water managers should enable their involvement in the adaptation decision-making process, to ensure their acceptance and cooperation and to prevent conflicts.

This paper investigates how former hunter-gatherers living along the southern North Sea coast in NW Europe adapted to long-term and short-term climatic and environmental changes at the beginning of the Holocene. It is argued that contemporaneous hunter-gatherers repeatedly changed their hunting equipment in response to changing climate and environment, not just for functional reasons but mainly driven by socio-territorial considerations. Based on a Bayesian analysis of 122 critically selected radiocarbon dates a broad chronological correlation is demonstrated between rapid changes in the design and technology of stone projectiles and short but abrupt cooling events, occurring at 10.3, 9.3 and 8.2 ka cal BP. Combined with the rapid sea level rises and increased wildfires these climatic events probably impacted the lifeways of hunter-gatherers in such a way that they increasingly faced resource stress and competition, forcing them to invest in the symbolic defense of their social territories., Competing Interests: The author has declared that no competing interests exist.

Cities are major drivers of environmental change at all scales and are especially at risk from the ensuing effects, which include poor air quality, flooding and heat waves. Typically, these issues are studied on a city-by-city basis owing to the spatial complexity of built landscapes, local topography and emission patterns. However, to ensure knowledge sharing and to integrate local-scale processes with regional and global scale modelling initiatives, there is a pressing need for a world-wide database on cities that is suited for environmental studies. In this paper we present a European database that has a particular focus on characterising urbanised landscapes. It has been derived using tools and techniques developed as part of the World Urban Database and Access Portal Tools (WUDAPT) project, which has the goal of acquiring and disseminating climate-relevant information on cities worldwide. Meat consumption is a major contributor to global warming. Given the worldwide growing demand of meat, and the severe impact of meat production on the planet, reducing animal protein consumption is a matter of food security and public health. Changing consumer food behavior is a challenge. Taste preferences, culinary traditions and social norms factor into food choices. Since behavioral change cannot occur without the subject's positive attitude based on reasons and motivations, a total of 34 papers on consumer attitudes and behavior towards meat consumption in relation to environmental concerns were examined. The results show that consumers aware of the meat impact on the planet, willing to stop or significantly reduce meat consumption for environmental reasons, and who have already changed their meat intake for ecological concerns are a small minority. However, environmental motives are already appealing significant proportions of Westerners to adopt certain meat curtailment strategies. Those who limit meat intake for environmental reasons are typically female, young, simply meat-reducer (not vegan/vegetarian), ecology-oriented, and would more likely live in Europe and Asia than in the U.S.

The 18 papers in this Special Issue of the Journal of Paleolimnology report new records of Holocene environmental and climate change from Arctic lake sediment. At least 15 distinct physical, chemical, and biological properties were analyzed at lakes located across the North American Arctic and subarctic, and northwestern Europe. The studies are notable for their multi-proxy approach (eight present data for at least five different proxies), and for the high quality of their geochronological control. Three of the studies analyzed sediment from more than one lake to test the influence of contrasting physiographic settings on the response of proxies to the same climate forcing. The sedimentary sequences analyzed in seven studies extend beyond 11.5 cal ka, providing evidence for pronounced climate shifts that took place during the late-glacial period. Two-thirds extend beyond 8 cal ka; many of these records were interpreted in terms of the shift in temperature and moisture that occurred during the transition from the warm early to middle Holocene to the cooler late Holocene. These records contribute to the growing network of sites that is needed to reconstruct the spatial pattern of this pronounced paleoclimate transition, and to address how ocean-atmospheric circulation changed with the mean state of climate. Climate change is likely to have an impact on the discharge of the European river Rhine. To base adaptation strategies, to deal with these changing river discharges, on the best scientific and technical knowledge, it is important to understand potential climate impacts, as well as the capacity of social and natural systems to adapt. Both are characterized by large uncertainties, at different scales, that range from individual to local to regional to international. This review paper addresses three challenges. Dealing with climate change uncertainties for the development of adaptation strategies is the first challenge. We find that communication of uncertainties in support of river basin adaptation planning generally only covers a small part of the spectrum of prevailing uncertainties, e.g. by using only one model or scenario and one approach to deal with the uncertainties. The second challenge identified in this paper is to overcome the current mismatch of supply of scientific knowledge by scientists and the demand by policy makers. Early experiences with 'assess-risk-of-policy' approaches analysis of options, starting from the resilience of development plans, suggests that this approach better responds to policy makers' needs. The third challenge is to adequately capture the transnational character of the Rhine river basin in research and policy. Development and implementation of adaptation options derived from integrated analysis at the full river basin level, rather than within the boundaries of the riparian countries, can offer new opportunities, but will also meet many practical challenges. Our ability to predict future climate change relies on our understanding of current and future CO2 fluxes, particularly on a regional scale (100-1000 km). CO2 regional sources and sinks are still poorly understood. Inverse transport modeling, a method often used to quantify these fluxes, relies on atmospheric CO2 measurements. One of the main challenges for the transport models used in the inversions is to properly reproduce CO2 vertical gradients between the boundary layer and the free troposphere, as these gradients impact on the partitioning of the calculated fluxes between the different model regions. Vertical CO2 profiles are very well suited to assess the performances of the models. In this paper, we conduct a comparison between observed and modeled CO 2 profiles recorded during two CAATER campaigns that occurred in May 2001 and October 2002 over Western Europe, as described in a companion paper. We test different combinations between a global transport model (LMDZt), a mesoscale transport model (CHIMERE), and different sets of biospheric fluxes, all chosen with a diurnal cycle (CASA, SiB2 and ORCHIDEE). The vertical profile comparison shows that: 1) in most cases the influence of the biospheric flux is small but sometimes not negligible, ORCHIDEE giving the best results in the present study; 2) LMDZt is most of the time too diffuse, as it simulates a too high boundary layer height; 3) CHIMERE better reproduces the observed gradients between the boundary layer and the free troposphere, but is sometimes too variable and gives rise to incoherent structures. We conclude there is a need for more vertical profiles to conduct further studies to improve the parameterization of vertical transport in the models used for CO 2 flux inversions. Furthermore, we use a modeling method to quantify CO 2 fluxes at the regional scale from a chosen observing point, coupling influence functions from the transport model LMDZt (that works quite well at the synoptic scale) with information on the space-time distribution of fluxes. This modeling method is compared to a dual tracer method (the so-called Radon method) for a case study on 25 May 2001 during which simultaneous well-correlated in situ CO2 and Radon 222 measurements have been collected. Both methods give a similar result: a flux within the Radon 222 method uncertainty (35%), that is an atmospheric CO2 sink of -4.2 -2 -1 to -4.4 gCm-1 day-1 . We have estimated the uncertainty of the modeling method to be at least 33% on average, and even more for specific individual events. This method allows the determination of the area that contributed to the CO 2 observed concentration. In our case, the observation point located at 1700ma.s.l. in the north of France, is influenced by an area of 1500x700 km² that covers the Benelux region, part of Germany and western Poland. Furthermore, this method allows deconvolution between the different contributing fluxes. In this case study, the biospheric sink contributes 73% of the total flux, fossil fuel emissions for 27%, the oceanic flux being negligible. However, the uncertainties of the influence function method need to be better assessed. This could be possible by applying it to other cases where the calculated fluxes can be checked independently, for example at tall towers where simultaneous CO2 and Radon 222 measurements can be conducted. The use of optimized fluxes (from atmospheric inversions) and of mesoscale models for atmospheric transport may also significantly reduce the uncertainties. [ABSTRACT FROM AUTHOR]

The paper discusses the role of visions within sustainability assessment and governance for sustainable development in Europe. Currently, our societies (still) develop along an unsustainable path, which results in a number of persistent problems (climate change, loss of biodiversity, poverty, etc.). Integrated sustainability assessment (ISA) is one approach designed to initiate transitions towards sustainability. Visions of a sustainable future form an important part of ISA. These visions support the process of discussing how the transition from today's societies/systems to a sustainable future can be achieved. According to the principles of ISA, visions should be developed in a participatory way, thus including the ideas and perceptions of stakeholders, decision-makers, experts and/or citizens. The paper starts with an introduction of the concepts of visions and scenarios and describes exemplary methods for their participatory development. Then, the main concepts for integrated sustainability assessment in comparison with other impact assessments are discussed. The main body of the paper presents experiences in three projects (ARTEMIS, ALARM, ECOCHANGE) in which visions and scenarios of sustainable futures were developed with stakeholders. This paper examines the tight coupling between European climate science and policy. Drawing upon the analytical idiom of co-production it examines how knowledge-making practices are incorporated into European climate policy-making, and more importantly, how EU climate policy has influenced the funding, making and interpretation of useful European climate policy research. The paper identifies a tension between the critical/reflexive ambition built into the co-production idiom, and the more utilitarian interpretation of the term. Whereas the former sets out to expose and interrogate the ontological assumptions underpinning public policy, the latter seeks to be useful by responding to the knowledge needs of societal decision-makers. This tension is analysed through a case study of the integrated research project ADAM (Adaptation and Mitigation Strategies: Supporting European Climate Policy) funded under the 6th Framework Programme of the EU. Climate change is already with us. It is the greatest emerging humanitarian challenge of our time. The effects of changing weather patterns and more extreme climate events can be seen around the world. Examining the scale of the global challenge through the threats posed by a changing climate across Europe and in the UK, this paper indicates that leadership and policy responses are needed at all levels - international, European national and local. The urban environment amplifies the impacts of climate change and adaptation of our towns and cities is essential to accommodate this change. Regional and local planning can make a major contribution to tackling climate change by shaping decisions that reduce carbon dioxide emissions and positively build community resilience to problems such as extreme temperatures or flood risk. Looking to examples of best practice across local authorities in Europe, the EU-funded green and blue space adaptation for urban areas and eco-towns (GRaBS) project is showcased. This paper presents the case for climate change adaptation and, in particular, argues that people or places facing poverty and disadvantage must not be disproportionately affected by climate change, or by policy or practice responses to it. This paper explores how deliberative workshops might enhance social learning about climate change adaptation among land managers in northwest Europe (Scotland). To date, methods for enhancing social learning in the context of adaptation and climate change have been neglected. In this study, location specific agro-meteorological indicators for both observed and future climate data were produced. The indicators were used as a basis for discussion in four deliberative workshops. The workshops sought to raise awareness of climate change issues, ensure the validity and utility of the indicators, stimulate thinking about adaptive responses and increase land managers' capacity to adapt. Land managers' adaptations to climate change fell into four broad categories: changing what they do, how they do it, when they do it or the frequency with which they do it. This paper therefore reflects on the use of deliberative workshops as an effective technique to enhance social learning regarding adapting to climate change. Purpose — The purpose of this paper is to analyse perceptions among European tourism experts specialising in tourism planning regarding the impact that climate change may have on tourism management. Design/methodology/approach — The methodology used was the double convergent Delphi Method. A total of 70 European experts in tourism planning were surveyed to determine their opinions. Two focus groups of experts were organised, first to fine-tune the questionnaire before implementing the Delphi method and, second, to check the results afterwards. Findings — The most noteworthy findings expressed were: climate change has already begun; life in the forthcoming decades will be subject to constant uncertainty; there is a clear perception of responsibility; there is a reluctance to accept repressive taxation but support for renewable energy incentives; and there is a call for responsible growth based on integrated destination management, public-private co-responsibility and the application of mitigation/adaptation measures. Additionally, climate change is already threatening tourist enterprises, and an efficient integrated management system in companies and tourist destinations will be required to cope with its negative effects. Research limitations/implications — The limits of this research are those inherent in the Delphi method itself, which is highly opinion-based. To reduce this, the sample was broadened to include 70 interviewees instead of the 30 traditionally used. Practical implications — The practical implications lie in offering an exploratory vision of climate change from experts' perception; their outlook considerably broadens the field of reflection. Originality/value — Additionally, the value of the paper is to allow discussion on the perception of experts in tourism planning regarding climate change in the Euro-Mediterranean region. Deep learning techniques (in particular convolutional neural networks, CNNs) have recently emerged as a promising approach for statistical downscaling due to their ability to learn spatial features from huge spatiotemporal datasets. However, existing studies are based on complex models, applied to particular case studies and using simple validation frameworks, which makes a proper assessment of the (possible) added value offered by these techniques difficult. As a result, these models are usually seen as black boxes, generating distrust among the climate community, particularly in climate change applications. In this paper we undertake a comprehensive assessment of deep learning techniques for continental-scale statistical downscaling, building on the VALUE validation framework. In particular, different CNN models of increasing complexity are applied to downscale temperature and precipitation over Europe, comparing them with a few standard benchmark methods from VALUE (linear and generalized linear models) which have been traditionally used for this purpose. Besides analyzing the adequacy of different components and topologies, we also focus on their extrapolation capability, a critical point for their potential application in climate change studies. To do this, we use a warm test period as a surrogate for possible future climate conditions. Our results show that, while the added value of CNNs is mostly limited to the reproduction of extremes for temperature, these techniques do outperform the classic ones in the case of precipitation for most aspects considered. This overall good performance, together with the fact that they can be suitably applied to large regions (e.g., continents) without worrying about the spatial features being considered as predictors, can foster the use of statistical approaches in international initiatives such as Coordinated Regional Climate Downscaling Experiment (CORDEX). Lady's-slipper orchid (Cypripedium calceolus) is considered an endangered species in most countries within its geographical range. The main reason for the decline in the number of populations of this species in Europe is habitat destruction. In this paper the ecological niche modelling approach was used to estimate the effect of future climate change on the area of niches suitable for C. calceolus. Predictions of the extent of the potential range of this species in 2070 were made using climate projections obtained from the Community Climate System Model for four representative concentration pathways: rcp2.6, rcp4.5, rcp6.0 and rcp8.5. According to these analyses all the scenarios of future climate change will result in the total area of niches suitable for C. calceolus decreasing. Considering areas characterized by a suitability of at least 0.4 the loss of habitat will vary between ca. 30% and 63%. The highest habitat loss of ca. 63% is predicted to occur in scenario rcp 8.5. Surprisingly, in the most damaging rcp 8.5 prediction the highest overlap between potential range of C. calceolus and its pollinators will be observed and in all other scenarios some pollinators will be available for this species in various geographical regions. Based on these results at least two approaches should be implemented to improve the chances of survival of C. calceolus. In view of the unavoidable loss of suitable habitats in numerous European regions, conservation activities should be intensified in areas where this species will still have suitable niches in the next 50 years. One of the most difficult problem facing those responsible for managing World Heritage Sites (WHS) is climate change, as it poses continuous new challenges to the conservation of cultural heritage. Moreover, as our climate continues to change our cultural heritage will potentially be exposed to diverse pressures and potentially to risks not previously experienced. Thus, management practices will need to be tailored in order to include climate change impacts. For climate change impacts to be incorporated into preservation frameworks and management practices from government policy level down to the practice in the field, data, information and assessment methods need to be available at a scale relevant to decision-makers. This paper presents an integrated vulnerability assessment methodology and applies it to three UNESCO cultural WHS in Europe. Through this process, semi-structured interviews were conducted with academics and experts in the management and conservation of cultural heritage, as well as with the managers and coordinators of WHS. The incorporation of bottom-up knowledge in the assessment process allowed for an understanding of the sensitivity and adaptive capacity of the sites, two components of vulnerability that are not given sufficient attention and ignored, respectively, in typical top-down climate change impact assessments. In particular, the interviews elucidated the determinants that enable or constrain the capacity to adapt, i.e., resources, including technical, economic and human; information and awareness; management capacity; learning capacity; leadership; communication and collaboration; and governance; with the lack of resources most commonly mentioned as the determinant impeding adaptation. 'Information and awareness' and 'management capacity' are determinants that were not previously identified in the field of cultural heritage. The former stresses the need to disseminate the results of scientific research for their incorporation in the management of heritage sites. Vulnerability assessments such as those performed in this paper can be used to target interventions to protect and strengthen the resilience of cultural heritage to climate change impacts. The objective of the paper was the determination of the circulation conditions of occurrence of strong and very strong frost in Central Europe. A frost day was defined as a day with the minimum temperature lower than 0 °C and maximum temperature higher than 0 °C. Moreover, a division of frost was performed in terms of value of minimum temperature, resulting in the designation of mild frost (up to − 2.0 °C), moderate frost (from − 2.1 to − 4 °C), strong frost (from − 4.1 to − 6 °C) and very strong frost (< − 6 °C). The study was based on data from the years 1966–2015 from the Institute of Meteorology and Water Management—National Research Institute, Deutscher Wetterdienst and National Center for Environmental Prediction/National Center for Atmospheric Research (NCEP/NCAR). The analysis of baric conditions employed values of pressure at sea level, height of isobaric surface of 500 hPa and air temperature at a level of 850 hPa, as well as their anomalies. The spatial analysis showed that the number of frost days in spring and autumn increased from the west to the east of Central Europe. A decrease in the number of frost days, however, is observed over the prevailing area. Average conditions favouring the occurrence of strong and very strong frost both in spring and autumn were related to higher than average pressure at sea level over the prevailing area of the Euro-Atlantic sector. Long and homogeneous series are a necessary requirement for reliable climate analysis. Relocation of measuring equipment from one station to another, such as from the city center to a rural area or a nearby airport, is one of the causes of discontinuities in these long series that may affect trend estimates. In this paper, an updated procedure for the composition of long series, by combining data from nearby stations, is introduced. It couples an evolution of the blending procedure already implemented within the European Climate Assessment and Dataset (ECA&D, which combines data from stations no more than 12.5 km apart from each other) with a duplicate removal, alongside the quantile matching homogenization procedure. The ECA&D contains approximately 3000 homogenized series for each temperature variable prior to the blending procedure, and approximately 820 of these are longer than 60 years; the process of blending increases the number of long series to more than 900. Three case studies illustrate the effects of the homogenization on single blended series, showing the effectiveness of separate adjustments on extreme and mean values (Geneva, Switzerland), on cases in which blending is complex (Rheinstetten, Germany), and on series that are completed by adding relevant portions of Global Telecommunications System synoptic data (Siauliai, Lithuania). A trend assessment on the whole European continent reveals the removal of negative and very large trends, demonstrating a stronger spatial consistency. The new blended and homogenized dataset will allow a more reliable use of temperature series for indices calculation and for the calculation of gridded datasets and it will be available online for users (https://www.ecad.eu). The aim of this paper is to present and discuss the results of a survey of fishers exploiting dam reservoirs to determine the conditions of conducting fisheries associated primarily with climate change. Overall, questionnaires were obtained from 18 enterprises (of which 16 were chapters of the Polish Anglers Association) regarding a total of 30 reservoirs with a combined surface area of 29,666 ha, which is 49% of the total surface are of this type of basin in Poland, the largest country in East-Central Europe. This sample is highly representative of all the fisheries conducted in this basin category in Poland and in other East-Central European regions. The following questions referring to the impact of climate change were defined and analyzed based on the answers obtained from the questionnaires: survival of hatchlings, fry, and adult fish; the spawning success of selected fish species; selected hydrological and biological reservoir parameters, the possibility of using and the effectiveness of fishing gears; the length of the recreational fishing season; the size of recreational and commercial fisheries catches of different fish species. Pluvial flooding is a result of overland flow and ponding before the runoff enters any watercourse, drainage system or sewer, or cannot enter it because the network is full to capacity, usually caused by intense rainfall. River and coastal floods get the most attention since they are largest and last the longest, while pluvial floods are relatively marginalized in research. Therefore, the main goal of this research was to show risk posed by pluvial floods, their connection to current global climate change processes, present effects of flooding in European cities, as well as what we can expect in the future. Furthermore, the aims were to present and get more familiar with scientific projects, strategies, directives and measures devised both on national and international levels, that deal with urban pluvial flood issues across the European continent. Climate change projections indicate that there will be an increase in the frequency and intensity of rainfall events throughout Europe and along with ongoing urbanization, the problem of pluvial flooding will most certainly require more attention, which it is starting to receive. Some countries have already developed their strategies and initiatives and implemented both structural and non-structural measures, such as spatial planning, constructional measures, information systems, reducing land sealing through policies, building codes and standards, on-site improvement of retention, infiltration, evaporation, and rainfall water recycling with the use of green roofs, permeable or porous pavements, rain gardening or urban rainwater harvesting. At the same time, there are numerous research papers, studies, conferences and workshops devoted to the problem of pluvial flooding and its management carried out in an attempt to properly deal with this hazard. • Weather disasters are a growing burden in Europe, because of increasing losses and costs of precautionary measures. • Socio-economic, climatic and environmental changes drive the growing risk. • The insurance industry can play a major role in the partnership for reduction of risk of weather extremes Over the last decades, the damage caused by weather events has increased dramatically and ubiquitously. In Europe, weather catastrophes constitute a growing burden on national economies and insurance companies, not least because of the costs of precautionary measures. For a long time, the insurance sector has flagged that weather disasters are on the rise, both in terms of the number of occurrences and material damage caused. The main reasons for this are: increase in the number and area of settlements in exposed areas, the accumulation of ever more valuable and vulnerable assets in these areas, as well as the climate and environmental changes that have already taken place. This paper examines observed changes in risk of various categories of weather disasters in Europe, backed by statistical analyses of relevant, updated information originating from a valuable and quite unique source, Munich Re's NatCatSERVICE database, that is of considerable interest and value to the scientific community and beyond (e.g. in the reinsurance and insurance industries).
