Elite donors are a crucial and sought-after source of funding for many nonprofit organisations, but there is a dearth of substantive empirical studies presenting primary data on such donors' motivations, experiences and perspectives. There are challenges for social scientists in conducting interviews with elites, notably: gaining access to elite donors; developing sufficient rapport to discuss a topic that involves money and morals; and making sense of data without being dazzled by striking surface differences between elites and non-elites. These barriers have resulted in a long-standing over-reliance on secondary sources and on interviews with proxies such as foundation staff and wealth advisers. This paper reviews the small body of work that presents findings from interviews with elite donors and draws on my experience of conducting interviews with 46 wealthy UK donors, in order to critically analyse the implementation of this research design. This paper adds to the literature by extending understanding of elite donors' reasons for agreeing to be interviewed and contributes to advancing third sector research by highlighting strategies to overcome challenges in conducting elite interviews in order to gain a less mediated understanding of the contexts, cultures and subjectivities of their focus of study. This paper contributes to our understanding of volunteer management by charting some important challenges associated with the governance of one of the UK's largest timebanking networks. While timebanking is often treated as a form of volunteering, many timebank advocates are keen to distinguish it sharply from traditional volunteering. We suggest that this tension generates a fundamental 'performance paradox' in the management of timebanks in the voluntary sector. We draw on political discourse theory to characterise and evaluate associated challenges, suggesting that, when viewed against a host of context-specific organisational and policy pressures, the progressive potential of timebanking cannot be realised as a distinct community economy without adequate support. Literature in the field of employability and the third sector has focused upon the impact of marketisation on third sector providers, elaborating how commissioning processes have led to a contraction of (smaller) third sector organisations (TSOs) and an expansion of larger private sector bodies. Extant research does not however explore the role of third sector organisations in the employability of migrants, refugees and asylum seekers. Therefore, our paper explores this gap by adopting a qualitative approach via a total of 36 interviews involving migrants, refugees, asylum seekers and managers of third sector organisations, alongside a categorisation of TSOs. Our findings reveal that TSOs are the primary (and for asylum seekers perhaps the only) providers of integration support services and training or education services. We found that only a limited number of organisations provide formal employability services or skills development services which seem to be only residual in terms of the range of activities that TSOs can organise. Thus, perhaps the main function that TSOs perform that enables integration into the UK labour market is providing a safe and trusted environment that people can use to increase their confidence, improve their well-being, broaden their social circle, learn the language or increase their work experience. Resettlement programmes are considered one solution to displacement following the so-called refugee crisis. Private or community-based sponsorship models enable volunteer groups to take responsibility resettling refugees. The UK Community Sponsorship scheme (CS) allows volunteer groups to support refugee families in their community. This paper explores the role of emotions in CS using Jaspers three-stage social action life cycle (1998) drawing upon Doidge and Sandri's (Br J Sociol 70: 463–480, 2018) positive and negative emotions, Jaspers (Sociol Forum 13: 397–424, 1998) reactive and affective continuum and Hoggett and Miller's (Community Dev J 35: 352–364, 2000) individual/group features to explore the role of emotions in CS work. Using interview data collected from 123 interviews with 22 sponsorship groups, we find across the life cycle that there is a shift from negative reactive emotions during group initiation to positive affective emotions during consolidation and finally a mix of negative and positive affective emotions as groups become sustained. Understanding the role of emotions in motivating and sustaining volunteers is essential to the success of the CS, to encourage group formation and reduce burnout. [ABSTRACT FROM AUTHOR]

This paper reviews recent work on community asset transfers (CAT): a transfer of management of facilities from the public sector to the third sector, largely led by volunteers. The emergence of CATs is placed in the context of the development of community organisations and their relation to the state. Transfer has been stimulated by cuts in local government budgets since 2010. The review focusses on leisure facilities because these are non-statutory and so more vulnerable to cuts in public expenditure. The experience of CATs is reviewed, including: the motivations of local government and volunteers; the transfer process and management of CATs post-transfer; and the market position of facility types. The methodological approaches and theoretical frameworks used in research are contrasted; in particular, how these have balanced agency and structure in analysing a contested neoliberalist discourse. Recent legislation in the UK has placed an expectation on social purpose organisations (SPOs) to consider, monitor and evaluate the societal value they generate. However, meaningful engagement with the Social Value Act by the third sector is relatively low, which reflects both conceptual and methodological shortcomings. This paper describes a programme of action research which has developed a user-friendly tool to assist smaller SPOs to explore, evidence and value the benefits that they produce for society. Conceptualising social value through the lens of the localism, personalisation, deliberative democracy and social innovation agendas, the paper describes the process and experience of applying a Social Return Assessment tool and the lessons learnt for the three SPOs involved, the third sector, and for commissioning bodies. By contrasting and confronting the experiences of social enterprises in two Northern English city regions, and exploring the meaning and implications of difference between two broadly similar locations, this paper argues that what social enterprises can achieve depends as much on the context from which they emerge and operate as on the individuals involved. The findings from the research underpinning this paper reveal that each locality nurtures different relational assets, depending on the nature of the institutions and the community and its culture. This paper questions whether asylum seeker integration is promoted through inter-organisational relationships between non-profit and voluntary organisations (NPVOs) and government agencies. It focuses particularly on the role of NPVOs in service delivery (co-management) and in the delivery and planning of public services (co-governance). It presents a research study on the public services provided to asylum seekers in Glasgow and asks the following questions: What role do NPVOs play in the planning and delivery of public services? When planning and delivering public services, to what extent do NPVOs work across organisational boundaries and what kind of relationships exist? And in practice, what makes inter-organisational relationships work? This paper offers new empirical evidence and also contributes to the theoretical debate around the integration of asylum seekers. Despite volunteering being a feature of community life in the UK, differences as to who volunteers are evident. Reporting on a rapid review of the evidence on volunteering and inequalities, the aim of this paper is to provide an overview of the breadth and interconnectedness of barriers to volunteering for potentially disadvantaged groups. Sixty-seven articles were identified, to produce a map of factors affecting volunteer participation. Findings suggest that whilst different demographic groups experience specific barriers to volunteering, there are areas of commonality. Analysis shifts the onus of volunteering away from the level of individual choice (a dominant emphasis in policy and practical discussions around promoting volunteering) and towards the influence of structural factors related to broader exclusionary processes. Those who potentially have the most to gain from volunteering are the least likely to participate. Whilst the benefits of volunteering are increasingly documented by research and championed by policy, there are questions about the success of this approach given that the underlying social inequalities present substantive barriers to volunteering and must be addressed to promote greater access. In the United Kingdom, there has been a resurgence of interest in philanthropy amongst the media, policymakers, and scholars alike. In this context, the analysis of new and innovative forms of philanthropy is paramount. This paper focuses on an innovation in the philanthropic form: the community foundation. The success of community foundations in the United States provided the impetus for the establishment of community foundations in the UK in the 1980s. This paper examines how the community foundation form has been adapted to the UK and the factors which have influenced the development and roles of British community foundations. It is argued that this study is both timely and important for three reasons. First, the analysis of new structures through which people give furthers our understanding of Britain’s culture of giving. Second, the paper examines the role of community-based philanthropy in the civil renewal of Britain’s communities. Finally, the study makes an important contribution to efforts to promote the community foundation form worldwide as it highlights the challenges of transferring philanthropic forms from one context to another. In western capitalist societies the state has become increasingly criticized for its inadequacy as a mechanism for distributing welfare inclusively. In particular, it has been criticized for its lack of flexibility in meeting the needs of increasingly plural populations, and for being too distant to enable service users to participate in the meeting of their welfare needs. Consequently, in many countries, including the United Kingdom, voluntary and community associations have been used to distribute welfare with the belief that it can remedy the defects of universal state provision. This paper suggests the voluntary and community sector can only achieve this if the organizations are democratically organized, ensuring participation from staff and users. Moreover, participation should be based around the norms of deliberative democracy. The paper argues that this form of participation will best ensure that the needs, preferences, and interests of subordinate groups are included in social policy delivery, due to the fostering of public reason. This paper focuses upon ways in which National Lottery funding impacts upon aspects of identity for small- to medium-sized organizations in the United Kingdom, and highlights some of the less-anticipated difficulties that groups may experience after receipt of a grant. A large Lottery grant can facilitate rapid expansion and may necessitate a degree of organizational learning for which groups are often unprepared. The paper suggests that a Lottery grant may lead to changes in the ways in which an organization identifies itself, or is identified by stakeholders. However, these changes may not be accompanied by a corresponding change in the organization's capacity or underlying cultural ethos. This paper explores the legitimacy of third sector organizations in the policy process in the United Kingdom. It draws on empirical research to examine how legitimacy is defined, both by third sector organizations and by those they target within government. The paper argues that while many third sector organizations give high priority to political forms of legitimacy—in the sense of participatory structures and accountability to members and beneficiaries—government is generally more likely to give priority to technical forms of legitimacy, e.g., the quality of research and the ability to implement policy. Nonetheless, political legitimacy is still important, first because this is the form of legitimacy that third sector organizations claim for themselves and second because, as government gives way to governance with an increase in partnerships and collaboration, the dilemmas faced by third sector organizations in achieving political legitimacy are being faced on a broader canvas. This paper examines the potential for, and the contradictions inherent in, voluntary sector health service providers acting as consumer representatives. The paper examines a U.K. gay men's HIV prevention organization to consider whether members are united by their experiences of using services, whether their work involves consumerist strategies, if so whether these are influential, and what tensions emerge from the dual provider/consumer role. Fieldwork was carried out in 1997–98, examining, via documents and interviews, activity between 1992 and 1997. Qualitative analysis was performed. Consumer action is shown to emerge not so much from abstract constructions of consumer interest, but more from the particularities of consumption, which become politicized more powerfully through their attachment to other interests and ideologies. This paper presents a comparative analysis of giving ethos and behavior in the United States and the United Kingdom, in particular the relationship of giving to civic life. Obvious disparities between the two countries exist when overall levels of giving are considered. In the United States, individual giving as a percentage of gross national or domestic product has consistently hovered around 2% of Gross Domestic Product. By contrast, charitable giving in the United Kingdom has yet to reach 1% of GDP. The paper identifies the differences in giving ethos and behavior in the two countries in relation to the complexity of the differences between the political structures, social attitudes, and the role of charitable giving in the two countries. There have been three major analytical reviews that have examined the voluntary–statutory relationship during the 1990s, one undertaken by government in 1990 and the other two independently in 1993 and 1996. This article suggests that an historical understanding of this relationship (especially in terms of its sociopolitical dimensions) is crucial, but was missing from the 1990 review and misrepresented by the 1993 review. The 1996 document has been subjected to harsh criticism, but it was arguably sounder in its understanding of this fundamental issue. The national compact between representatives of the voluntary sector and the state, launched at the end of 1998, has built upon the arguments put forward in 1996. However, the paper suggests that given the vexed history of “partnership” between the sectors and the extent to which the statutory sector has become the dominant partner at the end of the 20th century, it would be premature to be overly optimistic. This paper discusses the methodological issues involved in assessing the impact of organizational structure upon the innovative capacity of voluntary organizations. It reports the use of a specific methodological tool—the Aston measures—as an approach to these issues. While numerous accounts of policy frameworks associated with country-level support for social enterprise activity exist, explanations for when, why and how policy interventions in support of social enterprise have been adopted have been, to date, much more thin on the ground. This paper aims to contribute to addressing this perceived gap by presenting the case of Scotland, recently hailed by First Minister Alex Salmond as 'the most supportive environment in the world for social enterprise'. Historical Institutionalism is used to explain how such a 'supportive environment' might have come about and, looking at, in turn, when, why and how the conditions for social enterprise in Scotland have developed, we attempt to contribute to the ongoing international debate concerning the importance of the policy environment to fostering the conditions for social enterprise activity not only to emerge, but also to thrive. The 'social investment market' in the United Kingdom is a growth area due to the governments' focus upon building up the supply-side element of the market over the last decade, often through the direct financing of 'Social and Investment Finance Intermediaries' (SIFIs). However, this ignores problems that can occur on the demand-side of the social investment market, such as a lack of 'investment readiness' amongst social enterprises seeking investment. Indeed, whilst there is now a significant body of policy-based and practitioner research exploring the social investment market, there remains a paucity of empirical academic research. The research reported in this paper sought to explore SIFI perceptions of what constituted investment readiness in the social investment market. Semi-structured interviews were held with the fund managers (or relevant personnel) at 15 SIFIs in order to explore what they believed constituted investment readiness and how they assessed this. The results indicate that the conception of investment readiness in the social investment market is similar to that held in mainstream financial markets. Non-profit organisations are under increasing pressure to demonstrate their social impact. This paper examines the experience and behaviour of non-profit organisations in the UK in relation to a demand for social impact evaluations. External resource providers request organisations to present evidence on how resources are used and what organisations have achieved. While most organisations are willing to comply and accept this control, they can also resist through using their discretion in deciding what to measure, how to measure and what to report. Non-profit organisations can proactively and voluntarily use social impact measurement for learning and promotional purposes, and as a way of exerting control over their environment. The analysis develops the concept of strategic decoupling to explain the differences observed between what organisations are asked to do, what they plan to do and what they are doing in practice. This article discusses some potentially harmful consequences of the Big Society agenda for small voluntary organisations, using a theoretical framework suggested by the later work of Pierre Bourdieu. I explore the way in which a voluntary self-help group for people with heart disease evolved, as a result of the pursuit of external funding. This paper focuses on the rapid rise of specific kinds of leaders-members with a professional background, relevant skills and an orientation to the group that enabled them to pursue funding opportunities and to gain increasing control despite the opposition of the long-standing volunteers and the founders of the group. I conclude that government policy to enhance the role of the voluntary sector in the delivery of welfare services may encourage certain kinds of leaders to become powerful in small voluntary organisations. There is a strong tradition in Britain of volunteering involving a wide range of activities and organisations. Increasingly volunteering is seen as a way of benefiting health and building sustainable communities. In a study in 2007 we aimed to address the research questions: what are the motivations for, barriers to, and benefits of formal practical environmental volunteering for those individuals involved? Qualitative and quantitative data collection was undertaken while spending a day each with ten volunteer groups as they undertook their practical conservation activities. In this paper we focus primarily on the physical, mental and social well-being benefits that volunteers derived from their activities. Our research involved 88 people volunteering regularly in a range of places from scenic natural landscapes to urban green spaces in northern England and southern Scotland. Respondents described a range of benefits they gained from their involvement including improved fitness, keeping alert, meeting others and reducing stress levels. We suggest that practical environmental volunteering has flexibility in the types of activity available and the time scale in which activities are undertaken and therefore can provide a range of physical, social and mental well-being benefits to people with very differing abilities and from different socio-economic backgrounds. This paper compares climate change campaigns conducted by environmental nongovernment organizations (NGOs) in the United Kingdom (UK) and Australia. The NGOs represent a diversity of political access, financial resources, and international connections. Three campaign activities common to both countries undertaken between 2004 and 2006 are analyzed for their effectiveness via interviews and document review. This examination is embedded within an analysis of the political, economic, policy, and social contexts of each country. It is shown that in the UK climate change has been used as a pivotal leadership issue, that the fossil fuel industry’s influence is not predominant, and that NGOs enjoy political legitimacy. Whereas, in Australia climate change has only recently emerged as a political priority, the fossil fuel industry has had significant political and financial influence, and NGO advocacy has been marginalized. It is argued that NGOs are embedded in the political and policy contexts of their country, and the greatest campaign traction and NGO influence can only be achieved when these contexts provide favorable conditions. In the United Kingdom, the “New Labour” administration that came to power in 1997 has promoted two models of partnership between the state and the voluntary sector. The civic engagement model is based on the renewed interest among governments in the potential of voluntary organizations to contribute to the civic engagement of citizens. In the service delivery model, voluntary organizations are recruited to the task of delivering core social services. Drawing on data from disability-related voluntary organizations in Northern Ireland, this paper illustrates the impact of the service delivery partnership model on the development of voluntary action in the welfare field, and the relative paucity of resources allocated to participatory voluntary action and civic engagement.
