A growing body of research highlights the importance of increasing children's involvement in the measurement of their wellbeing. Using data from Australia, this paper outlines the first known attempt to apply an existing participatory wellbeing framework to an existing longitudinal dataset to measure child wellbeing over time. This approach enables analysis of the key areas where life could be improved for children based on what they themselves value, an examination of whether children are having wellbeing needs met in multiple dimensions and over time, and an exploration into the later wellbeing impacts of early life experiences. The results highlighted some areas of concern for children and young people in Australia, including the low proportion meeting the wellbeing threshold in health, and the high level of inequality within material basics when this is examined over time. We apply the indicator set to examine the implications of being born into monetary poverty on later wellbeing outcomes. Being born into poverty was associated with poorer outcomes in almost all wellbeing areas (Loved & Safe, Material Basics, Learning and Participating) by age 6–7 years. While some of these associations diminished as children got older, being born into poverty had a continued relationship with poorer outcomes in Material Basics and Participating in all time points examined (up until age 12–13). In sum, this paper provides an illustration of how a child participatory wellbeing framework can be applied to a longitudinal dataset to measure wellbeing over time, highlighting how this approach can help to ensure policy more effectively creates measurable and meaningful change for children and young people. This paper adds to knowledge on the role of politicians' and voters' identities in influencing policy-making in societies marked by ethnic inequality. The outcome we investigate is the initiatives and policies targeting Indigenous populations in the context of Australia. We ask whether and how politicians' and voters' identities, defined based on a range of their observable characteristics, shape initiation and support of Indigenous-focused policies. Drawing on data on the voting history of members of the two houses of the Australian parliament, we provide an analysis of law-making behaviour and show that political ideology, and to some extent politicians' propensity to act rebelliously and diligently, are significant determinants of their agreement on Indigenous policies. Our complementary analysis of voters' attitudes on issues concerning Indigenous Australians points to the high relevance of political ideology, and in doing so, highlights the alignments in the behaviours of politicians and voters. This paper undertakes a near real-time analysis of the income distribution effects of the Covid-19 crisis in Australia to understand the ongoing changes in the income distribution as well as the impact of policy responses. By semi-parametrically combining incomplete observed data from three different sources–the monthly Longitudinal Labour Force Survey, the Survey of Income and Housing and administrative payroll data–we estimate the impact of Covid-19 on the Australian income distribution and decompose its impact into the income shock effect and the policy effect between February and June 2020, covering the immediate periods before and after the initial Covid-19 outbreak. Our results suggest that, despite growth in unemployment, the Gini coefficient of equivalised household disposable income dropped by more than 0.02 points between February and June 2020. This reduction is due to the additional wage subsidies and welfare supports offered as part of the policy response, offsetting the increase in income inequality from the income shock effect. The results shows the effectiveness of temporary policy measures both in maintaining living standards and avoiding increases in income inequality. However, the heavy reliance on the support measures shown in the modelling raises the possibility that the changes in the income distribution may be reversed, or even that inequality and living standards could substantially worsen once the measures are withdrawn. While there are many cross-sectional studies that provide data on gambling behaviour and the characteristics of those who gamble, there are few large-scale population based longitudinal studies of gambling. This is a serious limitation. It is increasingly being recognised that longitudinal data is required to properly understand gambling behaviour, trajectories, risks and consequences. This paper makes use of a large-scale longitudinal survey that includes questions on gambling behaviour in Australia: the Household, Income and Labour Dynamics in Australia (HILDA) survey. Although the HILDA survey currently provides data on gambling at a single point in time in 2015, there are data on the individuals, in the majority of cases, back to 2001. This paper analyses the trajectories of a range of social, health and economic outcomes according to self-reported risk of experiencing gambling related problems. The analysis clearly shows that problem gamblers experience significantly worse outcomes than those without gambling problems, and poor outcomes go back a number of years. In a number of cases, outcomes are becoming progressively poorer, which may suggest either increasingly risky gambling behaviour or the cumulative effects of a sustained period of gambling problems. The long-term nature of the poor health and social outcomes experienced by problem gamblers strongly suggests that programs designed to address gambling problems will have to be cognisant of, and address these underlying issues. Effective treatment is thus likely to be long-term and challenging. It also suggests that restricting access to gambling via mechanisms such as pre-commitment or self-exclusion will be effective. Financial inclusion has become a policy priority. For many countries, this has meant focusing on the delivery and practical aspects of financial products and services. This paper argues that this approach is not sufficient to improve financial wellbeing more broadly. It suggests a more comprehensive approach moving away from asking whether people are excluded or not to asking whether they have access to accessible, acceptable and appropriate resources and supports in adverse financial circumstances. A better understanding of individuals' financial resilience: how they bounce back from adverse financial events and the resources and supports they draw on; could help determine where resources can and should be invested to assist people to cope with financial adversity, assist the development of effective policy and, ultimately, improve financial wellbeing. This paper puts forward a definition of financial resilience and a methodology for measuring it. Australia is used as a case country from which to draw conclusions using a survey of 1496 representative adults (18+). The findings indicate that over 2 million Australian adults experienced severe or high levels of financial vulnerability raising very real concerns about financial wellbeing. Women's employment equality remains compromised by wage and work hour gaps, despite decades of policy action. Shorter work hours are a key to persisting disadvantage because they lock women out of high paying, good quality jobs. Such hour gaps are observed across all countries, and this paper quantifies the reasons behind them. We applied the Oaxaca decomposition method to a sample of employed adults from the Household Income and Labour Dynamics in Australia (HILDA). The method can show how the work hour gap would change if (a) women had the same sort of jobs (industry, occupation, work conditions, contract type) as men have and (b) if men lowered their work hours and/or increased their domestic unpaid work. We find that men's allocation of time in and out of the home and the jobs women typically work in are central to explaining unequal paid hours. Women's hours would increase (all else being equal) if they worked in the same industries and had the same job security as men have, accounting for 74% of the explained work hour difference. Women's hours would also increase if they did the same (lower) domestic work as men, or if men worked the same (shorter) hours women typically do (33.4% of the explained gap). Our study, using Australian data, underscores the need to prioritize men's time use (shorter paid hours, longer unpaid hours) alongside improvement in jobs and work conditions to progress gender equality in employment. Subjective well-being is one of the most frequently used indicators in comparative and social indicators research. Although there is a plethora of research examining the associations between levels of subjective well-being and individual factors such as age, gender, education, health, marital status and employment status, less is known about period effects. In this paper, we seek to examine whether levels of subjective well-being of various age cohorts vary across four time points in Australia and Switzerland. We draw on data collected by the Swiss Household Panel and the Household, Income and Labour Dynamics in Australia projects between 2001 and 2016 to compare trends within and between these two countries across time. These data allow us to examine the effects of different institutional settings and economic conditions on levels of subjective well-being. Our analysis shows, firstly, for both countries a similar age effect with a nonlinear U-shaped relationship between age and subjective well-being. Secondly, we find consistently lower levels of subjective well-being in Australia for the cohort born between 1961 and 1965 whereas no such period effect could be observed for Switzerland. Thirdly, while marital status, age and being unemployed have similar effects on levels of subjective well-being in both countries, patterns in the effects of other indicators differ. For example, after controlling for sex, age, household income, marital status, employment status and health, education is positively associated with subjective well-being in Switzerland but negatively associated with subjective well-being in Australia. This paper constructs a multi-dimensional individual well-being (MIW) indicator framework to explicitly recognise the inter-relationship between economic and non-economic dimensions in encapsulating the totality of an individual's life. The MIW framework treats individual well-being as a multi-dimensional concept disaggregable into uniquely defined but latent well-being dimensions with observable indicators attached to each. A composite well-being index applicable to individual level analysis is developed through a series of intra-personal aggregative procedures. The results are based on person-level data from the household, income and labour dynamics in Australia survey and applied to an assessment of the individual well-being of older Australians, aged 65 years and over. The findings indicate that, although older Australians have slightly lower overall well-being compared to non-older adults, driven primarily by declining physical health and to a lesser extent mental health, they maintain strong personal relationships, and engage actively in their communities. While the economic and environmental impacts of drought have been widely studied, there are few large-scale studies that have examined the impact of drought on mental health. This paper is one of the first to provide estimates of the impact of drought on mental health using a large-scale representative survey. The analysis is based upon a 2007 survey of 8,000 people living in rural and regional areas of Australia. At the time the survey was conducted a substantial part of the Australian continent was experiencing severe drought. The impacts of drought are estimated using regression models which allow for the effects of demographic and geographic variables to be held constant. A novel feature of this paper is that the impact of drought on the mental health is estimated separately for a range of people in rural areas-including non-farmers as well as farmers and farm workers. The paper finds that drought does have negative mental health impacts and that those who are most impacted upon are farmers and farm workers. There do not appear to be substantial flow-on effects of drought on the mental health of those employed outside of agriculture. There is evidence that the more severe the agricultural impact of drought the greater the impact on mental health. Farmers who reported that the drought had eliminated or reduced their farm's productivity to the lowest point ever had significantly higher rates of mental health problems and lower mental health wellbeing scores than those who did not report they were in drought or reported that the drought had little or no effect. Prior studies on longitudinal continuity of adversity have mostly examined persistence of individual adversity, rather than of families and have focussed mainly on material disadvantage. However, adversity is multi-dimensional, and in the case of families with children, it includes psychosocial as well as material elements. While both material and psychosocial elements are recognized as critical to child development, these aspects of family adversity are often studied in isolation and there is a dearth of longitudinal evidence on the extent to which such factors are transient or persistent. Using the first three waves (2004-2005, 2006-2007, 2008-2009) of the longitudinal study of Australian children this paper investigated the consistency and continuity of multiple adversity in families with children using material and psychosocial indicators. First, longitudinal factor analysis determined that a consistent factor structure of multiple adversity adequately fit the data longitudinally. Second, cross-tabular analysis showed significant changes in the prevalence of specific adversities over waves. In particular adversity related to changes in family composition and social support followed an increasing trend. Adversity in two material elements-economic status and hardship-decreased over time. Third, variance-components models revealed that though aggregate scores of material and psychosocial adversity indicated a high degree of continuity over time, continuity in disaggregated measures showed that within families a great deal of variability in adversity occurs, with intra-class correlations ranging from 0.27 to 0.84. The more persistent forms of adversity-family, substance use, economic adversity-are areas where targeted interventions are feasible while employment conditions and time pressure are more transient and may require intervention at the population level to reduce overall prevalence of the adversities. There is an emerging global recognition of the inadequacies of conventional socio-economic and demographic data in being able to reflect the relative wellbeing of Indigenous peoples. This paper emerges out of a recent desktop study commissioned by an Australian Indigenous organization who identified a need to enhance local literacies in data collection and interpretation in order to monitor the wellbeing of the Indigenous people within their region, manage governments in respect of their civic responsibilities to this population, and proactively and imaginatively plan for the future of the Indigenous people in their region. In canvassing available data and the growing Indigenous wellbeing literature, it became apparent that conventional statistical collections used to report on the status of populations are governed by a series of assumptions regarding three related concepts: wellbeing; demography; and economic productivity and prosperity. These assumptions have direct implications for how Indigenous peoples are represented to governments and broader society. The paper draws together the existing threads of literature regarding Indigenous wellbeing research to posit a possible broader framework for organising various kinds of Indigenous wellbeing analyses. In doing so, it identifies important shortcomings and deficits in the kinds of data that are available to Indigenous peoples in presenting themselves and their aspirations to governments with. There is an increasing support from international organizations and the research community for stepping beyond infant or child mortality as the most common child level social indicator and progressing towards an international measure of child development. The Early Development Instrument (EDI) is a teacher-completed measure of children's developmental health at school entry, which to date has been used in more than a dozen countries. The EDI includes five developmental domains (Physical Health and Well-being, Social Competence, Emotional Maturity, Language and Cognitive Development and Communication Skills and General Knowledge) and 16 subdomains. This paper examines the EDI's psychometric properties in four English-speaking countries (Canada, Australia, United States and Jamaica) by evaluating both the internal consistency and factor structures, as well as exploring the association between the EDI's Language and Cognitive Development Domain and a direct assessment of children's receptive vocabulary (Peabody Picture Vocabulary Test, PPVT). Overall, the factor loadings and internal consistencies of domains and subdomains were similar across the countries. The comparisons of the Language and Cognitive Development Domain with the PPVT showed high specificity and low sensitivity. The results of this paper indicate that the EDI, a measure of children's developmental status at school entry, demonstrates similar psychometric properties in a number of countries, thus building the evidence for the instrument to be added to the limited array of internationally comparable child social indicators. Public perceptions of crime and victimisation can influence an individual's subjective well-being. Research into the impact of the fear of crime and victimisation on subjective well-being, however, has been limited; particularly with respect to the relative contributions of real versus perceived crime towards an individual's self-reported life satisfaction. Improving our understanding of the relationship between crime and well-being is important, as public resources assigned to reducing or controlling crime could be assigned to addressing other social concerns. This paper extends the literature by exploring the contribution of real and perceived crime in an individual's local area to their self-reported life satisfaction. Our results indicate that: (1) individuals' perceptions of crime in their local area are far greater than actual levels of crime; (2) the gap between perceived and real crime is widening as real crime rates fall faster than the perceived rate of crime; (3) real crime rates detract more from an individual's self-reported life satisfaction than perceived rates of crime; however, (4) perceived rates of crime have an adverse impact on life satisfaction beyond those associated with real crime; and (5) there is significant heterogeneity in the life satisfaction effects of real and perceived crime among groups of individuals. These results, together with empirical evidence highlighting successful strategies for moderating perceptions of crime, facilitate the development of more informed public policy that will improve individual life satisfaction and, ultimately, community well-being. Most studies of children's development and parents' wellbeing have not dealt effectively with the complexity of multiple disadvantage. Traditional approaches have typically used a limited set of outcomes and predictors. Even studies utilizing multiple risk factors have often treated these as confounders, adjusting for their influence, while concentrating on a primary association of interest. Such strategies do not illuminate the real world essence of disadvantage, i.e. that adversities co-occur more than expected by chance and that multiple disadvantage is common. The main aim of the present paper is to address this neglected topic and develop summary measures of adversity using the 2004-2005 data from Wave 1 of the Longitudinal Study of Australian Children. Information was obtained from families of 5,107 babies (0-1 years) and families of 4,983 children (4-5 years). The prevalence of multiple disadvantage among families with young children and the degree to which summary adversity measures are associated with each other and with family and child outcomes is then estimated. Using factor analysis, 12 lower-order constructs and two higher-order components of adversity were developed, labelled (1) material and (2) psychosocial adversity. Findings show that the two component scores were more strongly associated with outcomes than were the more specific construct scores and that psychosocial adversity was somewhat more relevant to family wellbeing and child development than material adversity. By almost all measures of objective life quality, Indigenous Australians are disadvantaged relative to the general population. However, no measures of their Subjective Wellbeing (SWB) have been published. This paper presents the first such data, norm-referenced to the general Australian population. A total of 519 Indigenous adolescents, aged between 12 and 19 years, were administered the Personal Wellbeing Index-School Children, which measures SWB. This scale is a parallel form of the Personal Wellbeing-Adult. The PWI-SC exhibited adequate psychometric properties. Moreover, consistent with SWB Homeostasis theory, participants' mean SWB was within the Australian adult normative range. However, female SWB was lower than males. The resource-infrastructure-environment (RIE) index was proposed as an alternative measure of progress which was then employed to: (1) compare the aggregate (single summary) index findings between Australia (mid-industrialised nation), Mexico (emerging economy), and the US (highly industrialised nation); and (2) compare the RIE index against the gross domestic product (GDP), human development index (HDI) and genuine savings (GS) measure. This paper builds on the previous work by assessing the seven themes and 21 dimensions which comprise the RIE index for the three aforementioned nations, as well as the associated policy implications. The results identified Australia's strength in the human resource and infrastructure themes. For Mexico, strong contributions came from the natural and generated resource themes as well as the physical environment theme, while the US performed strongly in the infrastructure themes. The comparative results of the US and Mexico illustrated that it is possible to achieve high levels of progress without an excessive reliance on high levels of production and income. The paper uses household economic panel data from five countries—Australia, Britain, Germany, Hungary and The Netherlands—to provide a reassessment of the impact of economic well-being on happiness. The main conclusion is that happiness is considerably more affected by economic circumstances than previously believed. In all five countries wealth affects life satisfaction more than income. In the countries for which consumption data are available (Britain and Hungary), non-durable consumption expenditures also prove at least as important to happiness as income. [ABSTRACT FROM AUTHOR]

People’s welfare is a function of both time and money. People can – and, it is said, increasingly do – suffer time-poverty as well as money-poverty. It is undeniably true that people feel increasingly time pressured, particularly in dual-earner households. But much of the time devoted to paid and unpaid tasks is over and above that which is strictly necessary. In that sense, much of the time pressure that people feel is discretionary and of their own making. Using data from the 1992 Australian Time Use Survey, this paper demonstrates that the magnitude of this ‘time-pressure illusion’ varies across population groups, being least among lone parents and greatest among the childless and two-earner couples. The Personal Wellbeing Index (PWI) is being developed for the cross-cultural measurement of subjective wellbeing (SWB). This paper reports the findings of its utility with the Hong Kong Chinese and Australian populations. An item on affect, ‘satisfaction with own happiness’ was also investigated to determine whether it should be added to the index. Three-hundred and sixty participants (180 per country), with equal representation from groups aged 18–35, 35–64 and 65 years and above, were recruited from each country. The PWI demonstrated good psychometric performance in terms of its reliability, validity and sensitivity, which are comparable in both countries. The item ‘satisfaction with own happiness’ was found to contribute significantly to the scale’s psychometric performance in Australia but not in Hong Kong. Cultural differences in the perception of the concepts ‘satisfaction’ and ‘happiness’ were suggested as an explanation for this finding. The PWI data are also consistent with homeostasis theory, which proposes that each person’s SWB level is maintained within a limited positive range. For the Australian population, their mean SWB level fell within the established Western range of 70–80, on a scale from 0 to 100. The Hong Kong population, however, fell below this range. Cultural response bias was identified as a plausible explanation for the differences between the Hong Kong and Australian samples. [ABSTRACT FROM AUTHOR]
