The European Union (EU) seems to presume that the mass production of European research papers indicates that Europe is a leading scientific power, and the so-called European paradox of strong science but weak technology is due to inefficiencies in the utilization of this top level European science by European industry. We fundamentally disagree, and will show that Europe lags far behind the USA in the production of important, highly cited research. We will show that there is a consistent weakening of European science as one ascends the citation scale, with the EU almost twice as effective in the production of minimal impact papers, while the USA is at least twice as effective in the production of very highly cited scientific papers, and garnering Nobel prizes. Only in the highly multinational, collaborative fields of Physics and Clinical Medicine does the EU seem to approach the USA in top scale impact. [ABSTRACT FROM AUTHOR]

In case of scientific misconduct, the papers can be retracted at the request of the journal's editors and/or authors. However, the retracted articles continue to be fully available through online resources, including journals websites. This paper argues that a classical retraction is insufficient to mitigate the adverse effect some retracted papers continue to have on critical issues, e.g. public health. The more strict approach, 'Hard Retraction', is presented for consideration. Its implementation would lead to (1) complete deletion of the full text of the retracted paper, (2) substitution of the original abstract with a detailed retraction notice, (3) removal of the paper from the citation databases, (4) deposition of the retracted paper in the dedicated repository accessible for registered members. China has become an impactful science superpower, but it is asserted that its influence provides it with disproportionate benefits that some national research policies have not thus far appreciated. To create context, Web of Science data are used to analyse research collaborations between the UK and China: trends in volume of output between 1981 and 2019; citation impact; and comparative performance across research fields. UK–China collaboration increased from fewer than 100 co-authored papers before 1990, to 750 per year in 2000, 3,324 in 2010, and 16,267 papers (10.9 per cent of UK output) in 2019. UK–China collaboration is concentrated in technology-based fields: in some (e.g. telecommunication), over 30 per cent of UK papers are in collaboration with Chinese-based researchers. The paper discusses the policy consequences to the UK of this indicative dependency, arguing that exiting from such collaborations is ill advised, provided the risks, perceived or real, are mapped, managed, and mitigated. While the need and general direction of the energy transition are widely accepted, the implementation has different dynamics throughout the world. Sociotechnical imaginaries concept, bridging the science, policy, and society, seems promising in understanding and explaining the global differences. The present paper analyses 135 abstracts that contain the topic keywords, sociotechnical imaginaries, published in international, peer-reviewed scientific journals during the last 11 years. Further on, the author conducted a qualitative and quantitative analysis of 43 energy-related articles to offer a panoramic overview of sociotechnical imaginaries in energy research out of the more extensive background. The paper aims to present a critical overview of the concept usage in energy studies to identify incoherences and blind spots in concept usage. What is more, this research intents to show the promising direction of using sociotechnical imaginaries. Recent emerging technology policies seek to diminish negative impacts while equitably and responsibly accruing and distributing benefits. Social scientists play a role in these policies, but relatively little quantitative research has been undertaken to study how social scientists inform the assessment of emerging technologies. This paper addresses this gap by examining social science research on 'Big Data', an emerging technology of wide interest. This paper analyzes a dataset of fields extracted from 488 social science and humanities papers written about Big Data. Our focus is on understanding the multi-dimensional nature of societal assessment by examining the references upon which these papers draw. We find that eight sub-literatures are important in framing social science research about Big Data. These results indicate that the field is evolving from general sociological considerations toward applications issues and privacy concerns. The objective of this paper is to study the relationship between academic performance, gender, and science and technology grants. The empirical analysis is based on the Argentinean Fund for Scientific and Technological Research 'Scientific and Technological Research Projects' (FONCYT-PICT). The methodology is based on a multivariate decomposition for non-linear response models, an extension of the Oaxaca–Blinder decomposition. Results confirm the presence of a gender gap. Women have lower probabilities of being awarded with funds than men, even when academic trajectories are alike. Results show that even if the productivity gap is closed, men's and women's trajectories are differently valued against women, and this negatively impacts their probability of being awarded. Therefore, even if women manage to publish more and—somehow—be more cited, the gap will persist. Explicit public policy measures are required to close the current gap and stop reproducing it. Building technological capabilities is influenced by different factors, notably policies. This paper explains the co-evolution of policies, i.e. policy tools, on the technological capabilities in Iran's biopharmaceutical sector from 1995 to 2022. By adopting a qualitative research method, we gathered primary data through thirty-nine semi-structured as well as secondary data from reports and statistics. This paper explains technological capabilities enhancement from operational capabilities to innovative capabilities based on our proposed framework, which includes six levels. While the lack of an efficient policy tools, until the mid-2000s, was decisive in the inertia of biopharmaceutical sector capabilities, a proactive policy tools in recent years led to considerable promising results in terms of manufacturing and exporting advanced biosimilar products. Our findings shed light on the role of government support in the acceleration and directionality of technological capabilities building. Although the research funding policy has promoted the output and effect of research, whether it can identify innovative research topics and promote discipline development is worth investigating in depth. Taking Chinese humanities and social sciences (HSS) as an example, this study uses the latent Dirichlet allocation topic model to identify the topics of the HSS projects and papers funded by China's national research funds. The analysis reveals the effect of research funding policy on research topics in both topic selection and funding intensity: (1) the types of projects with strict restrictions on topics significantly guide the direction of research topics; (2) projects with less funding are more likely to result in emerging topic research; and (3) compared with social sciences and key universities, the funded projects of humanities and other institutions are more likely to focus on emerging topics. Answering how and why policies emerge and interact with one another will advance our understanding of the evolution of policies. The paper investigates policy emergence as a practice defining possible policy objects in a specific domain and policy interaction as a practice enabling the defined objects. To trace the policy evolution, we define three types of citations to describe policymaking processes, establish the citation and co-citation networks of policy documents, and then conduct a natural language processing-based bibliometric analysis. We reveal the patterns of policymaking practices and identify the focal policies in a given domain. The results within the context of Chinese innovation and entrepreneurial policies suggest the information contained in focal policies drives the direction of future policy themes, as well as regular policies, tend to cite focal policies and follow the ideas of focal policies to achieve their goals. We propose localization push, as an alternative to tacit knowledge, to explain the localization of knowledge diffusion. Sponsors of scientific research enact policies and create institutions for locally-produced knowledge spillovers. We hypothesize that localization necessitated by tacit knowledge renders the local diffusion of such knowledge more productive than distant commercialization. However, this is not the case when the localization push is the primary reason for the localization. We empirically investigate the hypothesis using data on knowledge diffusion in SingaporeOur main findings are as follows: (1) The diffusion of basic research, measured by journal articles cited in patents, is localized, but this is almost exclusively accounted for by Singaporean public institutions; (2) Local patents citing papers authored by Singaporeans are less significant than foreign patents citing such papers; and (3) Singaporean public patent applicants are more willing to seek multijurisdiction patent protection despite the ineffectiveness of their commercialization efforts. China's specific developmental context defines the need to understand its state logic of knowledge transfer, particularly from the agency perspective of universities. This paper proposes the new term 'university engagement with industry' (UEI) to highlight the active role of universities in university–industry linkages. A structural method is adopted to collect relevant literature and to provide a systematic and critical review of China's UEI. This paper makes four key contributions: (1) it illustrates a structural approach to collect literature via precise and transparent identification for a targeted topic from an interdisciplinary research field; (2) it systematically presents the China-specific external institutional environment and internal governance of universities for knowledge transfer and captures influential factors for university's embeddedness in multiscalar innovation systems; (3) it identifies China-specific UEI in comparison to Western findings; and (4) it suggests a research agenda on China's UEI for future studies. The controversies surrounding the regulation of technology depend, among other factors, on the diversity of the regulatory objectives prioritized by the distinct social actors. These differences may also lead to controversies in the realm of regulatory science: controversies between distinct epistemic policies. As controversies are partly the result of prioritizing different objectives, comparing alternative regulatory options is a seemingly impossible endeavour. In this paper, we offer a partial solution to this problem by proposing a means of comparing different regulatory options. This proposal makes it possible to analyse and assess the different options and facilitates the adoption of compromises between the various parties to the controversy, even if it is unable to eliminate the differences in the prioritization of objectives. This paper aims to trace how the meaning of ethics in the research and innovation (R&I) sector is discursively and procedurally revised within two consecutive modes of legitimizing public policies in the European Union (EU), namely, good governance and better regulation. The text draws insight from Ernesto Laclau's work on discursivity, contingency, and hegemony and Chantal Mouffe's critique of consensual political theories. It shows that with the policy transition from responsible innovation to breakthrough and disruptive innovation, the possibilities to employ ethics in interrogating the ambiguous nature of science and technology advancement become very limited. Ethics is currently construed as a means for unclogging the innovation process and embracing the collective production of risks. The paper demonstrates that the recent emptying of ethics within EU R&I is an expected effect of hegemonization practices and discursive configurations promoting and stabilizing the science–market alliance in science and policy relations. This article looks at the creation of a network of researchers of social issues in nanotechnology and the role of the Center for Nanotechnology in Society at Arizona State University (CNS-ASU) in the creation of this network. The extent to which CNS-ASU is associated with the development of a research network around the study of social issues in nanotechnology is examined through geographic mapping of co-authors and citations of center publications, network analysis of co-authors of papers on social issues in nanotechnology, and a disciplinary analysis of these papers. The results indicate that there is an extensive network of co-authorships among researchers studying social issues in nanotechnology with CNS-ASU at the center of this network. In addition, papers written by center members and affiliates integrate a diverse range of disciplines. Qualitative data are used to interpret some of the ways that citation occurs. The paper asks: 'What can we learn from COVID-19 pandemic about effective use of scientific and technical information (STI) in policymaking and how might the lessons be put to use?' The paper employs the political rhetoric of 'follow the science' as a lens for examining contemporary concerns in the use of STI, including (1) 'Breadth of Science Products', the necessity of a broader concept of STI that includes by-products science, (2) 'Science Dynamism', emphasizing the uncertainty and impeachability of science, (3) 'STI Urgency' suggesting that STI use during widespread calamities differs from more routine applications, and (4) 'Hyper-politicization of Science', arguing that a step-change in the contentiousness of politics affects uses and misuses of STI. The paper concludes with a discussion, STI Curation, as a possible ingredient to improving effective use. With more attention to credibility and trust of STI and to the institutional legitimacy of curators, it should prove possible to improve the effective use of STI in public policy. Science policymakers and funding agencies are increasingly interested in the societal impact of research. In practice, this means that, when applying for funding, researchers have to justify the academic impact (e.g. publications and conferences) and the societal impact (e.g. influence on policy and practice) of their proposed research. This paper aims to find out how these requirements relate by comparing two ethnographic case studies of research in health care and health assessment that aim to combine both forms of impact. I analyze the networks, values, and strategies in both research groups, and show that achieving societal and academic impacts are different research practices. Hence, I argue that academic and societal impacts should not simply be added up as requirements for research funding or academic career development but should be understood and appreciated on their own terms. Transformative innovation policy (TIP) implies not only new directionality for innovation policy but also rethinking its means and scope. This requires further investigation into the role of horizontal and cross-sectoral policy programmes that may be relevant for upscaling innovation and destabilising regimes. This paper studies the national implementation, in Finland, of the European Union (EU) programme for COVID-19 recovery, the Recovery and Resilience Facility (RRF), as an example of a cross-sectoral policy programme. It is of interest, because the EU has set certain conditions related to sustainability transitions for the RRF. Using a transformative policy mix approach, the paper finds that the Finnish RRF Programme lists many policy measures that can be regarded as having a transformative intent. These include upscaling innovative sustainability niches and destabilising existing practices. Yet, we also found that there is a risk that cross-sectoral programmes fail to find overall transformative visions and fund multiple potentially competing technological pathways instead. Forecasts about the effects of new technologies on labor demand are generally pessimistic. However, little is known about the current level of technology adoption and its effect on labor demand, particularly in developing countries. This paper exploits a national representative employer survey and administrative data from Peru to offer empirical evidence in this regard. Our results show that the adoption of new technologies by firms is still incipient in the country. However, when adopted, they slightly reduce the demand for workers in the medium term, particularly those in high-skilled and non-routine occupations, with a temporary job contract, and during the COVID-19 pandemic. This paper studies the relationship between the position of individual scientists within co-authorship networks and their scientific performance. Using co-authorship data from African scientists in the Health and Medical Sciences within a timespan of 15 years (2000–2015), we characterize the collaboration networks and calculate centrality measures for each scientist to explore how scientific production and impact can be associated with their position within the network. Our findings reveal that authors who occupy a better position within their network and are deemed to actively collaborate with others also have a higher research impact. Smart Specialization policy, Europe's place-based innovation policy, is transitioning into an innovation policy for sustainability inspired by academic debate and the urgency of societal challenges. The implications in terms of policy design remain underexplored. This paper studies the policy implications of this transition on the design of monitoring indicators. First, a theoretical framework based on the literature is created. Then, monitoring indicators used in the first policy phase are summarized into categories and themes through inductive and deductive document analysis. The indicators' strengths and limitations are discussed. By highlighting how monitoring indicators need to adjust to the policy transition, this paper contributes to the literature on innovation policy and Smart Specialization. It also provides guidance to policymakers by developing a framework on indicator design and providing practical recommendations on aspects that need to be considered, captured, and analysed through the indicators. In recent decades, research has begun to examine the concept of the regional policy mix and its implications for regional innovation. While this has highlighted the role of interactions between multilevel policy instruments and the potential for duplication and synergies, it has tended to underplay the contribution of policy actors to managing such policy mix processes. This paper seeks to add to this literature by introducing the concept of boundary work, viewing it as a form of agency practice seeking to create, maintain, and disrupt instruments within the policy mix. Through a case study of digital technology diffusion instruments in Wales (UK), this paper examines the actors, practices, and effects of boundary work in the regional policy mix. The findings show that boundary work can help manage tensions in the policy mix through anticipatory practices but that complexity and uncertainty in the regional innovation policy mix present ongoing challenges to policymakers. Transdisciplinarity is a much-used concept in research policy to emphasize a need for new collaborations beyond scientific disciplines to solve societal challenges. However, how do scientists interpret transdisciplinarity and what do transdisciplinarity policies mean for their work? This paper focuses on researchers' definitions of transdisciplinarity. It is based on an empirical study of a Norwegian biotechnology centre founded to stimulate a transition in biotechnology research towards transdisciplinarity. Drawing on interpretive methods, we identify three interpretations of transdisciplinarity. In our case, the science policy idea of 'transdisciplinarity' faded away in practice in terms of collaboration with non-academic actors, but boosted the establishment of new interdisciplinary teams. By pointing to the multiplicity of ways in which policy recipients can interpret science policy, this study contributes to scholarship analysing the relation between transdisciplinarity in policy and practice. Policy documents suggest that quantitative information is important in the development of climate and energy policy. This is supported by quantitative studies research into the use of numbers in governance, which tends to assume that numbers have sufficient epistemic authority to be used by policymakers because they are believed to be trustworthy since they are produced through mechanical objectivity. This paper questions such assumptions, by analysing the extent of extra-calculative work when providing numeric information to policymakers. We term such efforts numeric work and analyse the extent and content of such work based on interviewed experts who are engaged with calculating climate and energy issues in the context of policymaking in Norway. Numeric work shares features with the actor–network theory concept of translation but differs due to the dialogic interaction between calculation actors and policymakers that includes efforts to improve the transparency of calculation, which counters a complete black-boxing of calculation results. Despite a growing interest in research collaboration, few studies have examined the influences of policy measures on collaboration practices and on the scientific outcome of the research. By analyzing individual-level panel data of researchers in humanities and social sciences in a Korean university, the present study shows that adopting a partial discount system for the number of coauthors, which has been designed in such a way as to reward coauthored publications, could redirect researchers' attention away from working alone to collaborating with others, as proposed by advocates of team-based incentives in principal-agent theory. In addition, the present study shows that, although collaboration was positively correlated with the impact factors of the journal and the total number of publications, the fractional count of publications, which divides the number of publications by the number of authors, showed a negative relationship with participation in collaboration. Research institutions' research culture is increasingly recognized as a central driver of research integrity. Institutions are urged to develop research integrity promotion plans to foster a culture of research integrity. A host of guidelines and associated initiatives have been issued but specific, actionable recommendations for institutions are scattered across the scientific literature and generally not acknowledged and implemented (yet). Based on a broad literature review, in the current paper some practical advice for institutions is suggested, grouped into (1) policies, procedures, and processes; (2) dealing with breaches of research integrity; (3) education and training; and (4) monitoring and evaluation. Public research funding is a critical instrument in technology and social innovation. This paper explores the emerging themes and topical trends that commonly influence interdisciplinary research within a sample of global research projects, including reviewing a recent study of 1,000 projects used in the selection of expert interview participants (n  = 15). It examines the extent to which research funding agencies and academic institutions are shifting research priorities in the energy and climate change domain. It asks: What challenges does interdisciplinary research raise? The study reveals how cross-disciplinary research funding focuses on or fails to address the themes of sustainable development goals. In addition, it emphasises policy seduction and difficulty (resistance) in understanding cross-disciplinary methods in research and how research collaborations promote (or fail to promote) global South institutions and topics. Finally, the paper recommends that research funding needs involve a broader array of stakeholders in industrial decarbonisation research, including policymakers, industries, and citizens. Despite increased popularity of knowledge co-production as a research approach to address contemporary environmental issues, its implementation in science–policy contexts is not self-evident. In this paper, we illustrate how researchers at the PBL Netherlands Environmental Assessment Agency (in Dutch: Planbureau voor de Leefomgeving (PBL)) ensured a fit between key features of knowledge co-production and conventional norms and customs for knowledge production processes at the science–policy interface while simultaneously challenging those norms to create space for knowledge co-production. Drawing on implementation science, we analyzed two types of alignment activities: negotiation of normative and relational norms and modification of co-production features. Based on three policy evaluation cases, we show that PBL researchers developed co-production capacity over time. They became more skilled at recognizing (un)conducive structures to knowledge co-production, negotiating such structures, and modifying co-production features without compromising co-production integrity. Building on a case study of a strategic funding initiative for biotechnology research and innovation, the paper analyses how policy objectives concerning innovation and value creation are responded to within the practices of researchers and governance actors. The paper employs an analytical perspective that centres on the interrelation between policy articulations and actors' daily work practices and provides a novel study of how innovation demands are negotiated and made sense of within the context of three different empirical sites: national policy and science governance, intermediary science governance, and research practices. The paper addresses a problematic 'hopeful' mode of governance in today's policy that is based on the idea of filling innovation deficits in current practices. Societal impact of academic research has been high on both policy and scientific agendas for several decades. Scholars increasingly focus on processes when analyzing societal impact, often inspired by the concept of 'productive interactions'. Building on this concept, we assert that processes do not take place in isolation. Rather, we suggest that productive interactions emerge in environments that offer conditions for these interactions to occur. This paper qualitatively investigates one of the influential transnational municipal networks, Covenant of Mayors for Climate and Energy (CoM)'s position in three Turkish municipal governments in bridging the climate change science and climate change policy gap. In the last two decades, the importance of science-based policymaking for climate mitigation and adaptation and transnational municipal networks empowered by municipalities that guide city policies linked to international agreements has been recognized. In this paper, we argue that CoM has acted as a boundary-object in producing climate change policies and plans in Turkish municipal governments. However, CoM has done so to a certain extent; their effectiveness was limited due to the general atmosphere on climate change policies in Turkey. We substantiate this claim through a two-layer examination: a case-specific analysis of three municipalities and semi-structured interviews with thirteen experts in climate change policy-related issues. Distinguishing between research collaboration, consultancy, dissemination, and commercialization of research results, this paper analyses the determinants of researchers' societal engagement. The analytical framework integrates societal engagement as part of the credibility cycle. Several variables extend previous findings on determinants and mechanisms—herein scientific recognition and funding sources. A novel method to investigate the relationship between scientific recognition and societal engagement is explored. Drawing on a large-scale survey of European-based researchers in physics, cardiology, and economics, we find that several factors are associated with different modes of societal engagement in complex and intersecting ways. Scientific recognition is positively associated with research collaboration and dissemination, while organizational seniority is associated with all modes except for research collaboration with non-scientific actors. Female gender is positively associated with dissemination and external funding sources are positively associated will all. The findings intersect with differences in the three research fields. This paper provides insight into how the conceptualization of urban knowledge sharing has developed. Based on a structured review and categorization of the literature, we identify three forms of knowledge sharing in and between cities that are distinctly different: knowledge transfer, knowledge exchange , and knowledge co-creation. We find that the three forms have different boosts and barriers, whereby the complexities of knowledge sharing and hence the capacities required of the actors are lowest for knowledge transfer and highest for knowledge co-creation. We would therefore like to qualify the recent emphasis given in literature to co-creation; with its complexities and required capacities, it is not to be considered a panacea for solving all urban problems. We propose a model within which knowledge transfer and exchange are more suitable for less wicked problems and may sometimes fruitfully reduce complexities. [ABSTRACT FROM AUTHOR]

Our understanding of innovation policies has been enhanced. However, there is still a gap in conceptualizing the effectiveness of one of innovation policy's most important tools: financial incentives (FIs). Scholars developed an understanding of the effectiveness of direct versus indirect FIs, but there is no clear theoretical framework that delineates what kind of financial instruments impact what kind of innovation under what conditions. This paper analyzes the different working and operational logic of the wide array of employed FI worldwide to develop what is, to the best of our knowledge, the first conceptual framework discerning what financial tools fit what aims and contexts. This framework allows the development of testable hypotheses as well as the development of incentives tailored differently for different national innovation missions and market structures, suggesting that the growing reliance among OECD countries on indirect FIs in the form of tax incentives is less then optimal. In the literature on mission-oriented innovation supply side and tech-oriented approaches have been complemented by broader and more inclusive societal approaches. Here, it is highlighted that both directionality and broad anchoring of diverse stakeholders across private, public, and civic domains are key to successful implementation. Still, it is unclear how these dimensions relate and unfold in practice. Using digital literacy in education as an example of mission-oriented innovation, this paper investigates what prerequisites and capabilities are needed to envision and govern such processes. Based upon a case study of innovative teaching practices in twenty-five classes at ten primary schools in Norway, the paper finds that the motivation, dedication, and engagement of the teachers is not primarily related to the digital technologies themselves, but to the professional and pedagogical anchoring of the digital teaching tools. This paper wants to shed light on organizational factors as conditions for the impact of academic research in social sciences. Organizations play a role as enablers of social impact, providing conditions that improve the probability of impacting on society. We try to ascertain whether this role is supported and stimulated through institutional entrepreneurship, changing the institutions' organizational features, ideas, and beliefs to increase productive interactions and knowledge translation. Our work centres on exploring the actors' social position and their ability to introduce changes that are likely to permanently engage the organizations in the pursuit of social impact and possibly support it in the long run. The empirical basis consists of three case studies about research projects in the social sciences, which brought together academic researchers from different universities and stakeholders. A spatial distributional analysis of the population of Phase II research projects funded by the US SBIR program in FY 2020 shows differences across states in projects focused on artificial intelligence (AI). AI is a relatively new research field, and this paper contributes to a better understanding of government support for such research. We find that AI projects are concentrated in states with complementary AI research resources available from universities nationally ranked in terms of their own AI research. To achieve a more diverse spatial distribution of AI-related technology development, the availability of complementary AI research resources must be expanded. This paper uses a sample of articles published in the period 1999-2013 by economists affiliated to Portuguese institutions to examine the impact of co-authorship on the quality of academic research. We build a unique database to characterize the role played by distinct affiliations and educational backgrounds in this process, while controlling for experience and individual quality levels. Mentoring relationships are identified as a possible source of negative bias on the measurement of teamwork productivity, which we proxy and quantify here. The empirical results also suggest that co-authorship across domestic institutions does not carry any significant impact on research quality, but international collaboration enhances it. A doctorate earned abroad is shown to directly improve publication outcomes, besides making it easier to establish partnerships across frontiers. In the USA, politics often dominates the conversation surrounding science and related technologies. We also live in times of high political polarization, leading to political debate over scientific discoveries and subsequent policy implications. Given these dynamics, there is much to be learned about the politicization of science, individuals' policy views, and the public's relationship with the communication and interpretation of scientific findings. Agencies are often responsible for facilitating scientific research and framing its policy relevance for decision makers and the public. This paper uses data from a large national public opinion survey to investigate citizen attitudes about government science agencies. We theorize that disparities between objective and self-assessed scientific knowledge coupled with ideological cues help frame citizen evaluations of agencies. We find that individuals' political ideologies and disparities between knowledge types shape citizen assessments of energy-related scientific agencies. It is generally agreed that researchers' 'local context' matters to the successful implementation of research integrity policies. However, it often remains unclear what the relevant local context is. Is it the institutions and immediate working surroundings of researchers? Or, do we need to pay more attention to researchers' epistemic communities if we want to understand their 'local context'? In this paper, we examine this question by using the International Research Integrity Survey with more than 60,000 respondents. Survey responses indicate that academics identify with both their geographical local units ('polis') and their more transnational epistemic or scholarly communities ('cosmos'). Identification with scholarly communities tends to be strongest. We embed the survey results in the academic literature by proposing a theoretical understanding of academics' 'local context' based on Beck's notion of cosmopolitanism and Durkheim's concept of solidarity. Ocean science diplomacy stands for the social phenomena resulting from the interaction of science and diplomacy in ocean affairs. It refers, inter alia, to the provision of scientific evidence in support of international decision-making, the building of alliances through scientific cooperation, and the enhancement of international collaborative marine research. Despite this generalization, we still lack an understanding of the sense practitioners make of ocean science diplomacy. This paper reports on perceptions of ocean science diplomacy collected through twenty in-depth interviews with South and North Atlantic government officials and researchers involved in the All-Atlantic Ocean Research Alliance. In principle, interviewees perceive ocean science diplomacy as a positive and critically important phenomenon that combines the best of science and diplomacy. However, below this generally positive perception, there seems to be a polarization of power between science and policy and also between South and North Atlantic perspectives. Scientists have reported feeling suspicious of policymaking processes, while officials portray science as unaccountable and segregated from policy. South Atlantic researchers expressed concern over limited research capabilities, and officials reported an openness to the scientific evidence presented by scientists. Northern interviewees, with reported enhanced research capabilities, seem more inclined to search for the right scientific evidence in support of national political goals. A preconceived sense of the other is what seems to permeate South–North Atlantic relationships. Northern subjects make sense of their Southern peers as those in need of assistance, while Southern interviewees claimed being unheard and victims of tokenism. I discuss these findings in light of postcolonial and decolonial theories, advocating for the need to decolonize ocean science diplomacy in the Atlantic Ocean if we are to achieve its alluded benefits. In this paper, we propose a method for tracking the evolution of sociotechnical niches supported by sustainability-focused project portfolios. Based on social network analysis (SNA), this method can be used to evaluate and monitor funding initiatives that seek to advance sociotechnical transitions. It is an important area of study because there is currently a lack of tools for measuring the success of efforts to promote transformative innovation. Conceptually, our approach is based on existing sociotechnical transition research and offers insights into how project networks evolve. We applied this method to a specific portfolio of food system projects that the European Institute for Innovation and Technology Climate-KIC supported. Our results show that SNA can provide a proper visual representation of the infrastructure that supports programme-based investment and can help us understand how specific network structures can support niche development and protect it from external pressures. As the national and supranational levels of government embrace the concept of missions to solve wicked problems, the importance of understanding how missions move from one level of governance to another becomes essential. In this paper, we present a comparative case analysis of evolving regional biogas systems to consider how global missions on climate action are enacted in local practice. Referring to wickedness in terms of contestation, complexity, and uncertainty of both problems and solutions, we examine how such framings affect the operationalisation of the missions. Framework conditions (FCs) are widely recognised as having a significant effect on the uptake and implementation of innovation-orientated public procurement (PPI) that is viewed as a promising innovation policy instrument. This paper presents a more systemic definition of FCs for PPI at both the core and the peripheral level, building on the existing understanding of FCs for public procurement and innovation. Against the background of this definition and in the light of public organisation theory, this paper identifies three main channels—influencing performance (Channel 1), enhancing capabilities (Channel 2), and modifying missions (Channel 3)—to shape purchase decision-making of public organisations for innovation through the FCs. By comparing the case of the UK and China, it further explores and conceptualises the three channels of the FCs. In the context of globalization, the informal sector enterprises are also exposed to international competition; and therefore, they need to remain productive and competitive. In this regard, innovation is an obvious strategic choice at the firm level. Drawing from the data gathered through an extensive field survey in NCT-Delhi, India, this study observes that innovation activities in the informal enterprises take place mostly through non-research-and-development routes and rely more on interactive learning and learning by doing. The econometric analysis shows that formal interactions through subcontracting and membership in the industrial associations along with informal interactions with other firms, buyer–supplier interactions, and social capital are having positive and significant influence on product, process, and marketing innovation. However, this study reveals that formal interactions play a vital role in introducing marketing innovations. Further, the results show the essential role of in-house training, entrepreneurial expertise, and information communication technology usage at the firm level. Thus, the paper provides empirical evidence reiterating the importance of integrating informal manufacturing enterprises and their learning processes as the key components of the innovation system in India. This paper uses a unique database that combines Brazilian patent data and personal microdata on formal employees from 2000 to 2011 to study the effect of inventor's individual attributes on the propensity to cooperate. Our main contributions derive from (1) using a dominance coefficient decomposition to examine each individual's returns based on the non-explicit hierarchy of the link and (2) finding what attributes inventors take into consideration when seeking working partnerships. The main results reveal that inventors tend to collaborate with others with similar educational background and centrality level, and there is a great likelihood of connectivity if educational and centrality levels are high. This paper examines the making of university and industry research collaboration from the perspective of matching theory. Our analysis, based on an original survey in Japan, aims at identifying the mechanism of matching. The major findings are as follows. There is significant evidence for positive assortative matching at the project level: a researcher with better seeds or better needs gives a higher value to the partner's research capability and the goodness-of-fit between the project and the partner's capability in selecting its partner. The projects with the partners selected for research capability and goodness-of-fit are associated with high university and industry research collaboration performance. Furthermore, own contact is most used for positive assortative matching. These results indicate the importance of deep field knowledge and tacit knowledge of the researcher in the search process. Broader impacts (BI) policies generate debate on the purpose of science, measuring the impact of research, and is an important topic for the science policy community. However, BI policies often fail to determine if R&D funding helps marginalized communities. This paper introduces a new framework, the Inclusion-Immediacy Criterion, that assesses who benefits from research impacts as divided into three groups: (1) advantaged groups; (2) the general population; and (3) marginalized groups. The study analyzes National Science Foundation (NSF) project outcome reports and finds that advantaged groups are the most likely to benefit from NSF-funded research. The study also shows that certain areas of NSF research, such as Social, Behavioral, and Economic Sciences, more efficiently generate impacts for marginalized groups compared to other directorates. Public procurement and innovation is the subject of a growing body of literature. This article systematically reviews the existing research, documenting its evolution and highlighting dominant and overlooked themes. We find a dramatic increase in the number of journal publications on this topic since 2008, the existence of thematic communities within the literature, and a focus on empirical work. We analysed keywords and abstracts to identify the broad boundaries of research on public procurement and innovation as well as particular areas of focus in the literature. We found a variety of terms used to describe the application of public procurement as an innovation policy tool and a variety of thematic interests and theoretical foundations. We argue that this makes it challenging to consolidate the research on the topic. Calls for better use of scientific evidence to inform policy decisions stem from the belief that enhanced outcomes for the society can be expected. Yet, the introduction of evidence-based practices in innovation policymaking has not come without criticism. This introductory article sets the scene for the short collection of papers that address specific issues regarding the prospect of better evidence-based policy in the area of industrial research and innovation (IRI). It identifies and discusses key challenges for the transition towards evidence-based IRI policy. Translational research (TR) can be viewed as a prominent concept that reflects expectations of societal relevance and has become an important issue in science policy. This article analyses the framings of TR in the policy discourse by comparing policy papers in the USA and some European countries. Problem frames in favor of TR are interpreted as expressions of specific conceptions of science, being either organizational or professional. Based on a qualitative content analysis, different policy documents relating to TR between 2003 and 2013 in the USA and Europe are compared. I found that TR in the USA is more strongly framed as a professional problem whereas in Europe, TR is framed as an organizational problem.
