Domestic/family violence (DFV) and child protection co-occurrence of risk is common, with related homicides remaining a grave public concern. Recognising and prioritising high-risk cases that pose a lethal risk remains a complex challenge for practitioners across a range of services and legal jurisdictions. There are significant gaps in practice knowledge about how to assess and respond to high-risk cases involving child protection and DFV concerns, while working safely and effectively. This paper reports on qualitative research conducted with practitioners from a range of justice and service delivery organisations in Queensland, Australia. A community of practice, supported by the U.S. based Safe & Together Institute, provided the forum for data to be collected on participants' reflections and observations. An action research framework was employed to connect practice learning into research data through an iterative cycle of reflection and review. Ethnographic note taking was used to document arising policy and practice issues. Discussions in the CoP were also recorded and transcribed verbatim. Thematic analysis was undertaken combining inductive and deductive techniques. Key findings include: learning from and partnering with women; applying a perpetrator pattern-based approach in high-risk cases; engaging with men as fathers; and improving the role of the judicial system. Practice needs to be informed by centring the victim/survivor perspective, which requires a collaborative approach while maintaining system integrity to hold the perpetrator within system responses to ensure accountability. Purpose: LGBTQ people are less likely to seek support and face significant barriers in accessing affirmative family violence support services. Efforts to improve family violence service access must be grounded in the preferences of LGBTQ people themselves. Method: Data from a large nationwide Australian survey of the health and wellbeing of LGBTQ adults were analysed. 4,148 participants expressed a preference for family violence service provision. Multivariable logistic regressions were used to identify factors associated with preferences for family violence service provision, comparing mainstream services that are not known to be inclusive, mainstream services that are known to be LGBTQ-inclusive, and LGBTQ-specific services. Results: In total, 8.8% (n = 363) of participants indicated a preference for mainstream services, 57.5% (n = 2,383) for mainstream services that are known to be LGBTQ-inclusive and 33.8% (n = 1,402) for LGBTQ-specific services. Trans and non-binary identified people were more likely to prefer LGBTQ-specific services than cisgender participants, while bisexual, pansexual and asexual people were more likely to prefer mainstream LGBTQ-inclusive services. Participants with a regular general practitioner were more likely to prefer LGBTQ-inclusive services. Participants who had not felt supported the most recent time they reported an experience of family violence were more likely to prefer LGBTQ-specific services. Conclusion: Family violence and healthcare services require training in LGBTQ issues to provide inclusive and affirming care. The findings have implications for policy and practice in family violence care and illustrate an urgent need to reform the current narrative of family violence, which frequently excludes LGBTQ communities. There is consensus in the partner abuse prevention education literature that a skills-focus is needed. However, appropriate instruments for evaluating the effectiveness of skills-focused programs do not exist. Against this background, and based on the dyadic slippery slope model of partner abuse, the Tendency to Resist or End Abusive Dynamics (TREAD) scale was developed. TREAD is defined as one's tendency to respond assertively or protectively in situations involving warning-sign (potentially hurtful or controlling) behaviors by a partner. The scale's development drew on the input of three Australian samples: mixed-gender adolescent focus groups, 426 young female respondents to an online survey, and 152 adolescent girls participating in a school-based program trial. When tested with the 152 adolescent girls, the TREAD scale had acceptable internal consistency and high inter-rater reliability. Principal components analysis identified three interrelated TREAD subscales (i.e., Conflict-Retaliation TREAD, Denigration TREAD, and Dominance-Possessiveness TREAD) all of which were negatively associated with frequency of exposure to warning-sign behaviors. This paper charts the preliminary development of the TREAD scale, presenting evidence supporting its validity as a change-target for partner abuse prevention education with adolescent girls and, potentially, boys. Intimate partner violence (IPV) has a detrimental effect on the wellbeing of victims and their children. Situational as well as individual factors shape victims' responses to the experiences of IPV in many ways. This study uses a quantitative approach to examine the factors that influence victims' decisions on whether and where to seek help. The role of (unborn) children has been examined together with other demographic and situational factors to reveal their influence on victims' help-seeking decisions. Two items were used to measure the role of children, including victims' pregnancy at the time of the abuse and children residing with the victim and witnessing the abuse. Relevant findings derived from the analysis of a sub-sample of women interviewed in the process of the International Violence Against Women Survey (IVAWS) 2002/03 are discussed throughout this paper with a specific focus on the role of children. While the presence of unborn children (i.e., pregnancy) had no effect on victims' help-seeking decisions, children witnessing the abuse emerged as the strongest predictor of general and more formalized help-seeking decisions. Purpose: Domestic violence (DV) is a problem of global significance and remains a gendered issue that disproportionately affects women and children. Prevalence studies on women's experiences of DV suggest that around 50% of victims identify as mothers. The effects of DV on mothers and children are well documented, raising implications for their protection. Civil protection orders are a legal tool used to reduce and prevent experiences of DV. Research on protection order effectiveness is mixed with research suggesting that the ongoing relationship between a respondent and aggrieved parent around child contact presents ongoing opportunities for re-victimization. This study contributes to the scant literature on the implications of protection orders on parental responsibilities. Method: The study draws on surveys with duty lawyers and focus groups with police officers. A thematic analysis was used to examine perceptions and experiences of 'no contact' protection orders and respondent parent non-compliance where mutual children are involved. Results: Findings suggest that ambiguous 'no contact' conditions and a lack of clarity around their implications for child contact play a key role in respondent parent non-compliance, ranging from uninformed non-compliance to the strategic use of children as a form of coercive control in non-compliance. Conclusion: Findings raise implications for specialist legal advice and support for parents affected by DV to sit alongside protection order court proceedings. Findings highlight the need for greater system accountability to ensure court-issued protection orders take a family-centred approach that align with parental responsibilities and ensure child and adult victims' safety and wellbeing. Purpose: Health and social care professionals are ideally placed to identify and address gender-based violence (GBV), yet research continues to demonstrate that the subject is being poorly covered at undergraduate level. This qualitative study explored health and social care students' and educators' views on GBV education, with a view to identifying 'best practice'. We aimed to capture students' and educators' experiences and perceptions of GBV education across participating countries; how participants thought GBV should be taught/learned within their curricula; and their views on how GBV education might be 'optimized'. Methods: We conducted nine focus group discussions and one semi-structured interview with 23 students and 21 academic staff across the UK, Australia and Chile. Results: Thematic analysis yielded three themes: (1) GBV addressed in all but name, (2) Introduce sooner, explore later and (3) A qualitative approach to learning. Educators and students indicated that GBV is largely being overlooked or incompletely addressed within curricula. Many participants expressed a wish for the subject to be introduced early and revisited throughout their study, with content evolving as cohorts mature. Lastly, our findings indicate that GBV education could benefit from adopting a 'qualitative' approach, prioritizing survivor narratives and incorporating dialogue to facilitate student engagement. Conclusion: Though time constraints and competing demands within undergraduate curricula are frequently cited as barriers to moving away from traditional didactic methods, our findings suggest that teacher-centered strategies are insufficient and, in some regards, inappropriate for GBV education. Purpose: Corporal punishment (CP) and physical abuse (PA) in childhood are associated with increased risk of child-to-parent violence (CPV). Without context of discipline (i.e., the intention of behavior change, and use of reasonable force), both CP and PA represent the use of physical force against a child. It is still unclear if their associations with CPV are similar when they co-occur, or when they occur in isolation. The current study examined the differential and cumulative association of different types of physical force in childhood with rates of CPV. Method: The sample consisted of 1,132 participants, between 18 to 87-years-old (M = 50.95, SD = 14.24) and included 59.5% female and 39.2% male participants who completed an online survey measuring CP, PA and CPV. Participants formed three groups: low CP or PA (group low), high CP only (group HCP), or high PA and CP (group PA + CP). Results: Two one-way ANOVAs with planned contrasts were conducted separately for CPV against mothers and fathers. The group HCP reported significantly higher CPV against both the mother and the father than group low and there was no significant difference between group HCP and group PA + CP. Conclusions: Higher rates of CP are associated with higher rates of CPV; however, this rate does not increase further when there is concurrent PA. This suggests that there may be a low sensitivity for retaliation from a young person, or coercive training (through high parent–child conflict), in environments where there is physical force from a parent. Purpose: This study builds on knowledge of intimate partner violence (IPV) perpetration by examining theoretically important aspects of this crime within an Australian community sample. More specifically, the current study examines the relationship between IPV offenders' levels of self-control and offense specialization and determines whether this relationship differs by gender. Method: An online survey advertised on social media yielded an analysis sample of 155 females and 170 males. Self-control was measured using the Brief Self-Control scale and specialization was measured with the Offense Specialization Coefficient (OSC) and a multilevel item response theory measurement approach. Results: Findings indicate that IPV offenders with low levels of self-control are more versatile in their offending and that this relationship was more evident and pronounced for females. Conclusions: Findings are mostly supportive of Gottfredson and Hirschi's General Theory of Crime and highlight important differences within IPV offender populations that should be considered when designing targeted prevention and intervention methods. This study explored the lived experience of Australian women affected by intimate partner violence (IPV) and determined whether and how recovery was part of that experience. An online survey of 665 Australian women in long-term recovery from IPV gathered qualitative information about their experiences and their definitions of recovery. The guiding methodology for data analysis was qualitative content analysis, as it provided a close analysis of the manifest meanings of the women's responses and an interpretation of the latent themes within the data. Outcomes included a thematic analysis and the numbers of women referring to each theme. The women's definitions focused on their lived experiences of recovery rather than on the psychological and academic constructs favoured by researchers. The five themes identified in the women's definitions were safety and survival, gaining freedom, moving on, enjoying a better life, and issues with children and parenting. These themes did not represent sequential stages but generally occurred concurrently. Relapses, digressions, and highs and lows were also common aspects of recovery. Thus, these themes were more like threads woven together in a multi-axial continuum or recovery journey, rather than sequential phases. Although many women considered they had recovered from IPV, most women found recovery to be ongoing. Some women struggled to make any progress in recovery at all. Overall, recovery from IPV is multidimensional and individualistic in nature. It is an arduous journey that evolves over a long period of time and requires a great deal of support. Intimate partner and family violence (IPFV) is highly prevalent among tertiary students in Australia and internationally. Yet, relatively little is known about the help-seeking patterns of student victim-survivors and how these patterns vary cross-culturally. This study examined formal help-seeking needs, behaviors, and barriers among women tertiary students in Australia who had experienced IPFV and cross-cultural differences therein. Cross-sectional survey data were collected from adult women studying at tertiary education institutions across Australia. Those who reported IPFV (physical, sexual, psychological, and/or financial) victimization during their adult lives were included in this study (N = 1,606). Descriptive statistics were calculated for the full sample and by cultural identity. A series of logistic regression analyses was conducted to assess associations between culture and help-seeking, unadjusted and adjusted for sociodemographic factors (gender identity, age, area, employment, and institution type). Less than half (48.7%) of participants had sought formal help, despite a larger proportion (66.2%) perceiving a need for such help. Two thirds (65.5%) of participants reported barriers to help-seeking, which were predominantly attitudinal or normative in nature. Cultural identity was significantly associated with help-seeking in the unadjusted and adjusted analyses. Cultural minority students were generally less likely to perceive a need for help and to seek help than the majority. Continued efforts are needed to promote and facilitate formal help-seeking for IPFV among tertiary students, and particularly among cultural minority students. Further work is needed to understand the factors that contribute to cultural inequalities in help-seeking and to inform culturally responsive support services for student victim-survivors. The current study explored the language barriers to help-seeking in the context of reproductive coercion and abuse (RCA), domestic and family violence (DFV), and sexual violence (SV), drawing on observations by key informants supporting women from migrant and refugee communities. A lack of shared language has been identified as a key barrier to help seeking for migrant and refugee women experiencing DFV more broadly, though how language intersects with help seeking in the context of RCA is yet to be investigated. We conducted 6 focus groups with 38 lawyers, counsellors, and social workers supporting women experiencing DFV in Brisbane and Melbourne, Australia. Our findings address two main areas. First, consistent with past research in DFV, our participants identified language as a barrier for women when communicating about sexual and reproductive issues in the context of health and police encounters. More specifically, our findings suggest that the inability of health professionals and police to communicate with women who have low or no English proficiency not only negatively impacted victims/survivors' ability to access support, but also facilitated the perpetration of RCA. We conclude that language can be a mechanism through which coercive control is enacted by perpetrators of RCA and health and policing systems may not be equipped to recognise and address this issue. We also suggest that greater conceptual clarity of RCA is needed within the DFV sector in order to tailor responses. [ABSTRACT FROM AUTHOR]

Child maltreatment (CM) is a global public health problem. Evidence-based home visiting programs, such as SafeCare®, reduce CM risk, and enhance parent-child relationships and other protective factors. As the result of the COVID-19 pandemic and resulting restrictions, SafeCare Providers transitioned from home to virtual delivery for the SafeCare curriculum. The purpose of this study is to 1) examine active SafeCare Providers' opinions on the feasibility and effectiveness of SafeCare via remote delivery, and 2) better understand workforce concerns for human service professionals within the context of COVID-19 mitigation efforts. Data are from a cross-sectional survey of SafeCare Providers (N = 303) in the United States, Canada, and Australia. The majority of Providers reported they were actively delivering SafeCare virtually and were comfortable with the delivery format. Providers indicated that the majority of SafeCare families are making progress on target skills, and that engagement is high among many families. Some service delivery challenges were reported, ranging from family data plan limitations to difficulty with delivery of specific components of the SafeCare curriculum related to modeling and assessment. The impact of COVID-19 on Providers' daily routines, stress level, and work-life balance has been significant. Remote, virtual delivery of CM prevention programming offers the opportunity to continue serving vulnerable families in the midst of a pandemic. Barriers related to family technology and data access must be addressed to ensure reach and the effective delivery of prevention programming during the pandemic and beyond. [ABSTRACT FROM AUTHOR]

This is the first article to analyze children's involvement in technology-facilitated coercive control in Australia. The primary research question was "How do mothers describe their children's involvement in technology-facilitated coercive control?". This article is based on incidental findings from a larger study on Australian women's experiences of technology-facilitated abuse in the context of domestic violence. Although children were not the focus of the study, semi-structured interviews with twelve mothers yielded discussion of children's involvement in the abuse. We used thematic analysis to identify key dynamics and contexts of this abuse. We found that mothers and their children are co-victims of coercive control. Mothers interviewed for the study reported that children were involved in technology-facilitated coercive control directly and indirectly. This study bridges the gap between the extant research on children and coercive control and technology-facilitated abuse by highlighting the ways children are involved in technology-facilitated coercive control. This article explores the complexity of women's experiences of coercive control during childbearing, birthing and postpartum and investigates the importance of health practitioners' responses to women's experiences. Research questions were: "What cues, from women's lived experiences, indicate that coercive control is being exerted by their partners?" and "how can health practitioners recognise coercive control during pregnancy, birthing and post-partum?". The qualitative study drew on relational empowerment to access rich data. Sixteen women in Australia participated in the research. Following the temporal sequence of pregnancy, birthing and postpartum, health workers responses are examined. Themes identified included: reproductive coercion followed by coercive control of ante-natal care, control during birthing, intersections with cultural expectations, partner's self-obsession, grandstanding after a birth, and women's feelings of isolation. Women's experience of coercive control, their sense of isolation or, alternatively, support ultimately affected their ability to remove themselves and their children from the abusive situation. Health practitioners' responses either helped women to identify their partner's behaviors as abusive or exacerbated women's feelings of isolation. The research suggests that health practitioners' acknowledgement of coercive control, and the involvement of social workers conversant with feminist informed dynamics of domestic violence, can impact positively on women's agency. Coercive control is increasingly recognized as fundamental to women's experiences of domestic and family violence (DFV). Systems abuse is also being increasingly recognized by researchers as a tactic of coercive control in the context of DFV. This article explores the phenomenon of abusive partners or ex-partners making malicious false reports of child maltreatment to child protective services as an aspect of coercive control and systems abuse. The article draws on interviews with 65 women who have been victims of DFV, focusing on the experiences of 11 of the interviewees who have been maliciously reported, or received threats that they will be reported, to child protection services by an abusive ex-partner. Those interviewees who had been the victim of malicious reports of child maltreatment by an abusive partner or ex-partner experienced substantial negative impacts. The article concludes that improved investigation processes and investigating both parties, where the reporting party has been found to be a perpetrator of DFV, may better support victims of DFV and deter perpetrators from this form of abuse. Elder abuse often goes unreported. Perpetrators of elder abuse are frequently the adult children of the victim and this relationship may contribute to the reluctance of older adults to seek help. This study aimed to understand older people's experiences of elder abuse and the barriers to reporting it. Twenty-eight semi-structured interviews were conducted with clients of Seniors Rights Victoria (SRV) who had a case opened and closed between 2012 and 2015, or had made two or more calls to SRV between this period. Thematic analysis was undertaken of the qualitative data. Older people who are being abused by their adult children may be reticent to seek help due to fear of adverse consequences for their adult child. The parental bond frequently prevented participants from speaking to others, asking for help, or enacting the advice provided to them. Shame and stigma surrounding the reporting of elder abuse committed by adult children needs to be addressed. Older people need to be supported to take action earlier when there is less likelihood of adverse consequences. Policy and services need to recognize the unique characteristics of the parent-child relationship and the way they can affect an older person's ability to seek help. [ABSTRACT FROM AUTHOR]

Increasingly, children deemed to be at risk of harm are being placed in kin care, most often with grandparents. Factors triggering the removal of children from their parents can include family breakdown, child neglect, substance misuse, poverty and family violence. Equally, these factors can result in children becoming disconnected from extended family. A prevailing concern in Australia is the over-representation of Aboriginal children in child protection services, and disrupted connections to their family and culture. The primary aim of a recent qualitative study was to optimise grandparent-grandchild connectedness after child safety concerns. Interviews and focus groups were conducted with a total of 77 participants. Grandparents were the primary sample recruited, however smaller numbers of workers, parents and foster carers contributed to the study. Discussed here are themes emerging from the qualitative data that pointed to grandparents being at greater risk of intrafamilial violence than previously may have been recognised after they step in to care for grandchildren. Recommendations from this study include a call for increased culturally and historically-informed practice approaches that take account of the interconnected nature of violence in families. Gender-based fatal violence (femicide) is a preventable cause of premature death. The Counting Dead Women Australia (CDWA) campaign is a femicide census counting violent deaths of women in Australia from 2014. We conducted a cross-sectional in-depth review of CDWA cases Jan-Dec 2014 to establish evidence of antecedent factors and describe femicide in Australia. Victim (n = 81) and perpetrator (n = 83) data were extracted from the CDWA register, law databases and coronial reports. Mixed methods triangulation of socio-demographic and incident characteristics. Women ranged in age from 20 to 82 years of age (44 ± 15.4). There were 83 perpetrators, of which 13 were unknown (not yet apprehended). Known perpetrators (n = 70) ranged in age from 16 to 72 years of age (40 ± 12.7) and 89% were male (62/70). The location of the crime was most frequently the victim's home (49/70). In cases where the relationship between the victim and perpetrator was known (n = 59), over half of femicides were committed by intimate-partners (33/59). Intimate-partner perpetrators were more likely to have a history of violence and commit murder-suicide than other perpetrators. Femicide is overwhelmingly perpetrated by males, with women most vulnerable in their own home and with their intimate partners. Furthermore, intimate-partner femicide is associated with modifiable risk factors, including previous violence and mental health issues, which represents opportunities for early intervention within healthcare settings as practitioners are well-placed to identify risk and provide support. In line with recommendations for multi-sectoral approach, future research should target identification of risk and protective factors, and improved coordination of data collection. Intimate partner violence (IPV) is an issue of global concern and there is a dearth of research into the culture-specific barriers that migrant women in Australia face. Therefore, the purpose of this study was to determine the extent to which migrant women in Australia experience IPV, and to understand the factors that influence their help-seeking behavior. One hundred and thirty migrant women from the continents of Asia, Europe, South America, North America and Africa aged between 19 and 65 years (M = 38.15 years) reported their experiences of IPV and their preparedness to seek assistance through surveys. The results showed that over 50% of the participants experienced some form of IPV, with the most common type being verbal and emotional, followed by physical and psychological, and then financial. Most women indicated that they needed help, however, many refrained from seeking it; a range of barriers influenced their decision to not seek assistance. The findings have implications for future studies examining violence against culturally and linguistically diverse minority women, the barriers in them seeking assistance and their main sources of support. The current research had the primary goal of investigating the difference in police reporting patterns by sexual assault victims in Western and in non-Western countries. The data for the present study were obtained from the International Crime Victimization Survey. The present work found a significant difference in police reporting behavior by sexual assault victims in Western and in non-Western countries. Gender, urban residency, and the number of offenders were important factors for victims in non-Western countries, but not for those in Western countries. On the other hand, a victim's prior relationship with his or her offender and family income level were significantly related to police reports in Western countries, but not in non-Western countries. Some research suggests that the risk of physical aggression by an intimate partner is related to marital status, but this relationship may vary across cultures and by gender. In the present study, we systematically examine the relationship between marital status and physical partner aggression by gender across 19 countries. Logistic and multilevel regression confirmed previous findings of lower rates of physical aggression for legally married versus cohabiting and separated/divorced women and men across most, but notably, not all countries. Single status was associated with higher risk in some countries and lower in others reflecting possible cultural differences in risk for different marital statuses. For example, single women had significantly lower rates of victimization than did married women in India where violence against wives is often accepted. The variation in the cross-cultural findings highlights the importance of examining both men and women and considering the cultural context when interpreting the relationship between partner aggression and marital status. This study investigated the association between family violence and the attributions made for negative partner behaviors in an Australian context. Three groups of men were classified as physically violent (in counseling), non-physically violent (in counseling), and non-physically violent (in the community). The Relationship Attribution Measure was used to assess the attributional dependent variables of locus, stability, globality, intent, motivation, and blame. Significant differences between violent and nonviolent men on each of the attributional dimensions were found. Physically violent men were more likely than non-physically violent men (counseling) to attribute the negative behavior of their partners to unchangeable, intentional rather than unintentional, selfishly motivated, and blameworthy causes. However, these differences disappeared when marital satisfaction was controlled. The implications of this work for domestic violence intervention programs are discussed, along with a number of methodological issues and directions for future research. [ABSTRACT FROM AUTHOR]
