Timely and accurate monitoring of the spatiotemporal changes in drought is very important for the reduction in the social losses caused by drought. The Optimized Meteorological Drought Index (OMDI), originally established in southwestern China, showed great potential for drought monitoring over large regions on a large scale. However, the applicability of the index requires further evaluation, especially when used throughout China, which has a different agricultural divisions, variable climatic conditions, complex terrain and diverse land cover. In addition, the OMDI model relies on training data to construct local parameters for the model. On a large scale, it is of great significance to use multisource remote sensing data sets to construct OMDI model parameters. In this paper, the constrained optimization method was used to establish weights for the MODIS-derived Vegetation Conditional Index (VCI), TRMM-derived Precipitation Condition Index (PCI), and GLDAS-derived Soil Moisture Condition Index (SMCI) and calculate the OMDI based on the Standard Precipitation Index (SPI), Standardized Precipitation Evapotranspiration Index (SPEI) and weather stations. The accuracy of the OMDI model was evaluated by using the correlation coefficient. Moreover, the spatiotemporal changes in drought were also analyzed through trend analysis, Mann-Kendall (MK) statistics and the Hurst index on the monthly and annual scales. The results showed that (1) the highest positive correlation between the OMDI and the SPI was SPI-1, which was higher than that for any other month interval, such as 3 months, 6 months, 9 months and 12 months of the SPI. The results indicated that the OMDI was suitable to monitor meteorological drought. (2) In the nine agricultural subareas in China, the degree of drought in the Yangtze River (DYR) area had the most severe evolution and change frequency. This region was very sensitive to drought in the past two decades. (3) The area with OMDI variation coefficient less than 0.1 accounted for 94%, indicating that the degree of drought fluctuates little; The linear tendency rate is 0.0004, and the area greater than 0 reaches 66.44%, indicating that the drought is developing in a lightning trend. (4) The Hurst index value is mostly higher than 0.5 (the area ratio is 56.31%), and the area of "Positive-Consistent" and "Negative- Opposite" accounted for 54.02%, indicating that more than half of China's area drought changes will show a trend of mitigation in the future. Collaborative governance plays an important role in air pollution prevention (APP). This paper aims to evaluate the policy effects of collaborative governance for APP in the Yangtze River Delta (YRD) region, analyze the collaborative mechanism from the perspective of institutional collective action (ICA) theory, and discuss its implications for improving the policy effects and regional collaboration. First, the causal relationship between collaborative environmental governance and air pollutant reduction is confirmed using the regression discontinuity design (RDD). However, it is also established that regional APP policies initiated by the Regional Cooperation Office of Yangtze River Delta (RCOYRD) did not have a long-term effect on reducing air pollutants. Second, initiative heterogeneity and administrative hierarchy heterogeneity of policy effects between cities are analyzed. It demonstrates that the mechanism formulated by RCOYRD has very limited impact on the reduction of transaction costs and collaborative risks of collaborative environmental governance. Water shortage has become one of the most serious challenges faced by humans. Thus, improving water use behaviors and saving water are critical. In this paper, based on the extended Value-Belief-Norm (VBN) theory, we used the structural equation model and the survey data of 558 households in the Loess Hilly Region to analyze the key factors affecting water saving behaviors of farmers. The domestic water consumption of farmers in Loess Hilly Region is mainly for diet and personal hygiene. The water-saving behaviors of farmers are significantly affected by their willingness, knowledge and age. Personal habits, policy incentives, egocentric values and biospheric values indirectly affect the willingness to save water by acting on personal water-saving norms. Gender and annual household income also have a significant impact on water-saving willingness of farmers. The estimation results of multi-group structural equation model and full-sample structural equation model are generally consistent, and there are significant differences in the influence of gender and water source adjustment variables on water-saving behaviors among different hypothetical paths. Among them, female, cellar water and well water groups have the greater impact on water-saving behaviors. These results provide references for policy makers to formulate effective rural water-saving strategies. Policymakers should strengthen the propagandize of water-saving knowledge and skills, popularize knowledge about water resources and ecological environment changes, encourage farmers to develop good water use habits, and actively promote the subsidy system for water-saving appliances. Then they should establish a supervision and management mechanism of water resources to stimulate farmers to save water, which realize the sustainable use of local water resources. Insufficient sewage treatment facility is one important reason for wastewater entering and affecting aquatic ecosystems. The PPP mode, serving as one of the fastest-growing mechanisms for public service provision in recent decades, is considered to be an effective way to alleviate the pressure of funding shortages and to improve the efficiency of sewage treatment. However, the performance of PPPs has been questioned, especially the service quality given the inherent nature of the private sectors' pursuit of maximizing economic profit and the shortcoming of incomplete contracts. This paper evaluates the service quality, namely the environmental performance, of the PPP mode in China's urban sewage treatment sector. Based on detailed firm-level data in Jiangsu Province, China, we find that the PPP mode has improved the pollutant treatment performance, and increased operation cost and promoted sewage treatment efficiency serve as the main mechanism for the improvement of environmental performance. The research findings could help both developed and developing countries to apply and design a public-private partnerships mechanism. As the world's largest inland shipping channel, the Yangtze River Economic Belt (YREB) is strategic to China's sustainable development where policymakers are increasingly emphasizing not only this region's economic development but also its CO 2 emission reduction targets. To achieve emission targets in the YREB region, it is essential to identify the driving forces of its CO 2 emissions. However, existing studies are not very refined and only examine the overall effects of drivers on CO 2 emission changes, while neglecting the sub-regional and sectoral level effects across China. More refined research, therefore, will provide better-targeted policies for emission reduction relevant to regional levels such as the YREB region. Towards this end, this paper integrates the methods of structural decomposition analysis and attribution analysis to demonstrate the driving forces, at both sub-regional and sectoral levels, for YREB's emission changes from 2002 to 2012. Our results reveal the following: (1) Jiangsu Province has always been the main regional source of increasing CO 2 emissions in the YREB, accounting for more than 20% of total CO 2 emission growth. (2) The Electricity and Heat Production and Supply sector is responsible for most of the increases in CO 2 emissions, both in 2002–2007 (609.8 Mt, 54.8%) and 2007–2012 (287.6 Mt, 34%). (3) During the period of 2007–2012, changes in per capita final demand were the primary driving force for the increases in CO 2 emissions, while changes in CO 2 emission intensity were the largest driving force for decreasing CO 2 emissions, respectively accounting for 179.9% and −119.4% of total emission changes in the YREB region. (4) Moreover, the effect of emission intensity mainly exists in the Electricity and Heat Production and Supply sector in the Jiangsu and Zhejiang provinces, accounting for respectively, 10% and 10.4% of the total effects across all economic sectors. Storm surge is a natural disaster, often causing economic damage and loss of human life in the coastal communities. In recent decades, with more people attracted to coastal areas, the potential economic losses resulted from storm surges are increasing. Therefore, it is important to make risk assessments to identify areas at risk and design risk reduction strategies. However, the quantitative risk assessment of storm surge for coastal cities in China is often difficult due to the lack of adequate data regarding the building footprint and vulnerability curves. This paper aims to provide a methodology for conducting the quantitative risk assessment of storm surge, estimating direct tangible damage, by using Geographical Information System (GIS) techniques and open data. The proposed methodology was applied to a coastal area with a high concentration of petroleum industries in the Daya Bay zone. At first, five individual typhoon scenarios with different return periods (1000, 100, 50, 20, and 10 years) were defined. Then, the Advanced Circulation model and the Simulating Waves Nearshore model were utilized to simulate storm surge. The model outputs were imported into GIS software, transformed into inundation area and inundation depth. Subsequently, the building footprint data were extracted by the use of GIS techniques, including spatial analysis and image analysis. The layer containing building footprints was superimposed on the inundation area layer to identify and quantify the exposed elements to storm surge hazard. Combining the exposed elements with their related depth–damage functions, the quantitative risk assessment translates the spatial extent and depth of storm surge into the estimation of economic losses. The quantitative risk assessment and zonation maps for sub-zones in the study area can help local decision-makers to prioritize the sub-zones that are more likely to be affected by storm surge, make risk mitigation strategies, and develop long-term urban plans. This paper presents a feasible road to achieving green development through the e-commerce model. We employ the data of 230 cities data in China from 2003 to 2017 as a research sample and use the Multi-period DID method to test the policy shock of National E-commerce Demonstration Cities (NEDC) pilots on the green total factor productivity (GTFP). The basic results show that urban GTFP increases by about 1.24% on average after becoming pilot cities, and NEDC policy has promoted the improvement of urban GTFP. We adopt different methods to test the robustness of the basic results, and all tests show that basic results are extremely robust. Moreover, NEDC policy plays a more effective role in the growth of urban GTFP in the mid-western cities and resource-based cities. The industrial structure upgrading effect, unproductive costs reduction effect, and green innovation motivating effect are the key mechanisms for NEDC policy to affect urban GTFP. Wavelet transform (WT) is an advanced preprocessing technique, which has been widely used in PM 10 prediction. However, this technique cannot provide stable performance due to the empirical selection of wavelet's layers. For fixing the optimal wavelet's layers in PM10 forecasting, an innovative coupled model based on WT, long short-term memory (LSTM), and SAE (stacked autoencoder) are proposed. This study designs a crossover experiment with 960 high- and low-frequency components by wavelet decomposition and predicts each component with SAE-LSTM based on 12 samples from different regions. The results indicate that the developed model outperforms other BiLSTM (Biredictional LSTM) and LSTM based on some error evaluation indicators (i.e. Nash-Sutcliffe efficiency coefficient (NSEC)), and compared with other steps, the accuracy of two-step prediction is the highest in view of root mean squares error (RMSE). In addition, for 12 samples, the prediction accuracy by using high layers is higher than that by adopting low layers for decomposing them. Reclaimed water has been used as an alternative water resource for various economic activities, which inevitably is involved in the virtual water trade. However, the effect of reclaimed water on the virtual water trade has not been evaluated in previous studies. For the sake of sustainable water management, this study explored the benefits of reclaimed water use for balancing the water resource allocation at the interprovincial level. Multiregional input-output analysis and ecological network analysis were used to investigate the spatial and structural characteristics of the virtual reclaimed water network (VRWN) among 31 provinces in China and the potential effect of reclaimed water use. The results show that the net export flows of virtual reclaimed water have different spatial patterns from those of freshwater, some provinces that import virtual freshwater are exporters of virtual reclaimed water. Although the exploitative relationship is the dominant ecological relationship in the VRWN (72%), it is confirmed that reclaimed water use contributes to balancing the virtual water trade of China with a more competitive relationship (21%) than in the virtual freshwater network (4%). The virtual freshwater consumption change rate in developed provinces decreases by more than 10% through reclaimed water use. Due to the high food exports and low application of wastewater reclamation in less developed provinces, the effect of reclaimed water use in those provinces is not as obvious as that in developed provinces. Heavy metals are a threat against human health. During the last century, with increased industrial activities, many water resources have been contaminated by heavy metals. Meanwhile the number of scientific studies about removing these toxic substances from aqueous environments has increased exponentially. According to bibliometric analysis the number of articles from 2000 to 2019 experienced a 1700% growth rate. China, India and the United States have published the greatest number of top-cited articles on the topic, with China in first place by a large margin. Six clusters of papers (by topic) were identified. From among the processes such as adsorption, membrane filtration, and ion exchange, adsorption has the lion's share of the investigations. Technical and efficiency considerations, as well as environmental impact and cost-effectiveness, were chosen as criteria to compare different methods. According to life cycle assessment, adsorption has the least amount of negative environmental effects compared to other trending methods such as membrane filtration and ion exchange. From a financial viewpoint, utilizing biosorbents and biochars for adsorption are the best options. Unlike other methods which depend on pretreatment processes and have a high energy demand, these sorbents are cost-effective and exhibit acceptable performance. This study investigates the impact of environmental regulations (ERs) and foreign direct investment (FDI) on the green total factor productivity (GTFP) of the industrial sectors in 30 provinces in China by controlling human capital, technological innovation, energy structure, degree of opening up, and ownership structure for the period of 2004–2017. This not only helps to explain the influence path of ERs and FDI on green economic growth, but also effectively measures the moderating effect of ERs on technology spillover from FDI. The purpose of this paper is to explore the relationship between ERs, FDI and industrial GTFP from the perspective of regional heterogeneity, focusing on studying how ERs regulate the impact of FDI on GTFP. By constructing an influence mechanism of ERs and FDI on industrial GTFP, this study employs the feasible generalized least squares (FGLS) model and dynamic generalized method of moments (GMM) model to analyze the effects of ERs, FDI and their cross-terms on GTFP. The empirical results show that (1) the relationship between ERs and GTFP is not linear, but "U"-shaped and China is still in the left half of the "U"-shaped curve; (2) FDI flowing into China has a "pollution heaven" effect on the GTFP in the eastern and central regions while a "pollution halo" effect on the GTFP in the western region; (3) the strengthening of ERs weakens the negative effect of FDI on GTFP and plays a role in "screening" foreign investment; and (4) the spatial heterogeneity could affect the synergistic effect between ERs and FDI. Therefore, it is necessary for China to consider a series of environmental policies to "screen" inward FDI to ensure its move to a green economy benefits its own sustainable development by contributing to the increase in GTFP. This paper performs a two-stage analysis to investigate the trade-off between economic growth and pollution abatement. We first estimate the marginal abatement costs (MACs) of CO 2 , SO 2 , NO x , and particulate matter (PM) for 30 major Chinese cities from 2006 to 2015 via the shadow price approach under the directional distance function framework. The results show that the optimal directional vector is (11, −1, −1, −1, −1), which may indicate that increasing economic output is much more important than reducing the above undesirable outputs in these cities. Then, having examined the relationship between MACs and air quality by panel regression and dose-response analyses, we found ranges of positive and statistically significant treatment effects for the MACs of SO 2 and PM on their respective concentrations. Focusing on green technology innovation, the paper researches its motivation and implementation results from the perspective of internal corporate management. The impact of top manager team faultlines on green technology innovation and the moderating role of environmental information disclosure in the relationship between green technology innovation and financial performance are discussed. Using listed manufacturing corporate data obtained from China Stock Market & Accounting Research database, the hypotheses are tested. It is found that there is an inverted U-shaped relationship between task-related faultline and green technology innovation, while bio-demographic faultline has no significant influence on green technology innovation. In addition, both green technology innovation and environmental information disclosure have positive effects on financial performance, while the moderating effect of environmental information disclosure on innovation-performance doesn't exist. Chinese government adopted a new environmental program during "Eleventh Five-Year Plan" period. Whether this program can achieve its goal of pollution reduction and quality improvement for exports is of vital importance for China's sustainable development. This paper constructs a quasi-difference-in-difference (DID) framework to identify the effects of the new environmental policy on export product quality by using highly disaggregated trade transaction data at the product level. Empirical results show that the implementation of pollution reduction targets is negatively correlated with export product quality. This negative impact is more profound in western regions, capital-intensive industries, privately owned firms and firms exporting to countries which are not members of Organization for Economic Co-operation and Development group. In addition, our extended analysis shows that the negative effects can be mitigated through product switching within the firms. The major policy implication is that local governments should take proper measures to strengthen the effects of innovation offsets caused by environmental regulation and effectively utilize the induced effects of environmental regulation on product switching. Carbon emission from the thermal power generation sector is one of the main contributors to global warming. It is critical to objectively evaluate the influence of relevant factors on carbon emissions, which may be beneficial for the implementation of policies and the formulation of development plans. However, the current decomposition approach based on production-theoretical decomposition analysis (PDA) and weak disposability may cause deviation on potential emission reduction. This paper proposes a modified PDA model under the assumption of semi-disposability and decomposes the carbon emission changes of China's thermal power generation sector accordingly. The results show that provinces, which have the highest non-disposal degrees during the study period, are mostly located along the east coast of China. The growth in installed capacity is identified as the largest contributor to the increase in national carbon emissions, while the decrease in capacity utilization rate significantly benefits the carbon emission reduction. A cluster analysis is also conducted to give policy implications for provinces with similar characteristics. This paper develops a dynamic interactive network slacks-based measure (SBM) model to assess the performance of regional industrial water systems (IWSs) in China. Such a system can be separated into a water use subsystem (WUS) and a wastewater treatment subsystem (WTS). Within this, wastewater and recycled water are interactive intermediate variables, and the capacity of facilities for treatment of wastewater (CTW) can be considered as a carry-over variable, reflecting dynamic components. Based on the proposed approach, we specify an evaluation technique for the subsystem, period, and subsystem period efficiencies. We apply the proposed approach to analyze the efficiencies of 30 regional IWSs in China during 2008–2014, and the results show the carry-over CTW has notable impacts on the overall efficiency of the IWS, especially on WTS efficiency. Only four regions are deemed overall efficient, namely, Beijing, Tianjin, Fujian, and Hainan. The inefficiency of the whole system arises from weaknesses in both the WUS and the WTS. It was found that the eastern area has the highest mean overall efficiency and mean subsystem efficiencies among the three major geographical areas of China. • It considers industrial water systems in China as dynamic interactive network systems. • As a carry-over factor, the capacity of facilities for treatment of wastewater has dynamic effects on the efficiency. • It develops a dynamic DEA model with interactive network structure within the framework of SBM. • The result shows that the overall efficiency of Chinese industrial water systems show obvious geographical characteristics. The power sector is the main contributor to climate change and atmospheric pollution, and reducing the emissions from the power sector is essential for achieving sustainable development. However, few studies have accounted for the emissions from various power-generation technologies. In this paper, a high-resolution inventory of power plants with more than 6 MW accounting for 93% of the national power generation in China is established for the first time. Based on this inventory, the CO2, NOx and SO2 emissions of China's hard coal power, natural gas power, hydropower, wind power, photovoltaic power, biomass power and nuclear power are calculated by using the life cycle assessment method, and their spatial distributions in 2014 are further analyzed. The results show that China's power plants emitted 3.44 E+09 t CO2, 8.56 E+06 t NOx, and 1.19 E+07 t SO2, and the uncertainties were (−18.66%, +19.14%), (−67.10%, +66.41%) and (−88.69%, +87.61%) in 2014, respectively. Renewable-energy power plants accounted for approximately 15% of the national power generation but only contributed less than 1% of the total emissions. Meanwhile, in China's eastern cities, renewable-energy power accounts for the lowest proportion of the total installed capacity. In addition, both the emission amount and intensity were significantly higher in eastern cities than central and western cities. Soil wind erosion is an important ecological environmental problem that is widespread in arid and semi-arid regions. Currently, related studies are mainly focused on spatiotemporal characteristics or analysis of effector mechanisms, and they do not facilitate direct servicing of management decisions. In this paper, we used the Xilingol typical steppe in Inner Mongolia, China, as a study site to develop a decision framework for a comprehensive understanding of soil wind erosion and to promote sustainable management of steppes. In this study, we used the Revised Wind Erosion Equation model to simulate soil wind erosion. We combined this model with linear trend analysis to evaluate the ecological effects of soil wind erosion and wind erosion intensity, and delineated the gravity center migration path. We used the constraint line method to reveal the mechanisms by which climatic factors affected soil wind erosion, achieved the spatial visualization of wind-breaking and sand-fixing service flow, and proposed decision-based regional sustainable development suggestions. The results showed that long-term soil wind erosion will lead to soil coarsening and loss of soil nutrients. Soil wind erosion in the study site showed worsening trends and risks, and as such, ecological environment conservation and management are urgently required. The study framework promotes a clear understanding of the complex relationship of human–earth systems. Integration of mining brownfields into green infrastructure(GI) planning has been widely recognized as a sustainable developmentstrategy. The key is to locate the spatial priority areas for brownfieldrestoration that would provide the greatest enhancement of themultifunctionality of the GI network. At the regional scale, a wellconnectedGI network can help maximize the benefits that it generates andachieve greater multifunctionality. In this paper, an approach forassessing the restoration priority of brownfields is proposed from the perspective of enhancing the structural connectivity of GI network. Itcan also be used as an assistance tool for planning GI networks at theregional level. The Least Cost Path (LCP) model is adopted for mapping corridors among GI patches on the basis of a resistance map composed by considering the naturalness of land covers, the riparian corridor, and disturbance of roads. Taking Fenhe River Basin (in China) as an example, three factors are jointly considered in the priority assessment of brownfields restoration: their potential contribution as corridors, their importance as stepping stones, and their resistance values. Then, we divided the brownfields into groups indicating the level of priority for restoration. The results show that 67% of the brownfields are of high or very high priority for restoration (mainly located in the north), and less than 10% area is recognized as very low or low priority. Our proposed approach could be a valuable tool for providing a macro-scale assessment of restoration priorities of brownfields for enhancing the GI network connectivity, and giving instructions for on-site redevelopment. Inter-basin water transfers are intended to have a positive impact on the development of a region, but are always accompanied by huge energy consumption. The feasibility and effectiveness of water transfer projects have not yet been clearly evaluated, especially in the light of their energy consumption and effects on social development. This paper develops a method that combines life cycle approach and system dynamic model to reveal the effectiveness of different water supply alternatives (transferred water, reclaimed wastewater and rainwater harvesting) when they are all constrained to consume equal energy. This approach is applied to the case of Jinan city in Shandong province, China, the main water-receiving city on the Eastern Route of the South-to-North Water Transfer Project (ER-SNWTP). The results show that in normal years, Jinan's reclaimed water and rainwater harvesting supply are effective replacements for transferred water under the constraints of equal energy consumption and capital costs; even in dry years these two alternatives still play an important role. This paper examines the effects of China's foreign direct investment (FDI) on the carbon emissions of its domestic economy and the Belt and Road countries (BRCs). Total inward FDI into China as a host country shows a pollution reducing effect in the western and eastern regions while that in the central region remains unchanged. But China's outward FDI particularly from its eastern region reduces pollution in China. This suggests that China could be exporting carbon emissions via its FDI in the BRCs. The effects on BRCs' pollution from China's FDI is however different depending on the country's level of development. China's FDI was found to have no effect on high and upper middle income BRCs; a decreasing effect on low income BRCs; and an increasing effect on lower middle income BRCs. Evidence shows that China needs to consider a mix of policies to manage its inward and outward FDI to ensure its move to a low carbon economy benefits its own regional development and the BRCs by not contributing to increased carbon emissions. • FDI into China does not reduce pollution in all its regions. • China's FDI to its BRCs has mixed effects on their pollution. • China's low carbon commitments for its FDI strategies needs a rethink. With Kriging interpolation, analytic hierarchy process and grey relational analysis, this paper evaluates the regionalized benefit of China's sloping cropland erosion control (SCEC) during 2011–2015, including the ecological, economic, social benefit and the comprehensive benefit. The results show that, in the ecological benefits, the distribution of soil erosion control degree presents patchy characteristics. The reduction of runoff modulus gradually decreases from southeast to northwest. The reduction of soil erosion modulus is the largest in the Northwest Loess Plateau and the smallest in the Northeast Black Soil Zone. In the economic benefits, the increase in the annual output value per unit land area is characterized by "high in the south and low in the north", but there are patchy high-value areas in central Loess Plateau and the Northern Earthy-Rocky Mountain Zone. The increase in the agricultural population's per capita income is higher in the western area than that in the eastern area. In the social benefits, the per capita grain increase in most of the northern China is larger than that in the south, while the characteristic agricultural development in the south is more advantageous than that in the north. The comprehensive benefit is "high in the south and low in the north; highest in the southwest and lowest in the northeast". Many studies demonstrate that the booming number of environmental non-governmental organizations (ENGOs) in China have substantially affected on the environmental issues. However, little research has paid attention to discern the different types of ENGOs' activities. Thus, this study aims to provide the first set of quantitative data analysis to demonstrate the effects of different types of ENGOs' effects on the governance from two major perspectives, namely, top-down and grassroots. Both perspectives offer different assumptions of whether the effects of key ENGOs on promoting urban environmental governance are national or local. This paper collects unique data from the websites of several NGO list-collecting organizations, the urban statistical yearbooks published by the Chinese government, and the pollution information transparency index released by ENGOs annually, to accurately identify the characteristics and activities of ENGOs. By using the Ordinary Least Squares regression model in which the city fixed effects are included, this study analyzes the influences of ENGOs on the levels of environmental information disclosure among over 100 prefecture-level cities from 2008 to 2015. The results primarily support the grassroots perspective. Cities with more local ENGOs have better performance in terms of environmental information disclosure. In addition, although local ENGOs allying with national NGOs have certain influences in 2014–2015, they downgrade the effects of other local ENGOs. Taken together, the findings illustrate that, while national ENGOs have received great deal of attention, possessed more resources to align local ENGOs, and had extensive opportunities to connect with international ENGOs, local ENGOs within local contexts and activities play crucial roles in the local environmental governance. The exposure to extremely high temperatures varies across population groups. Those with better adaptation strategies (such as air conditioning) suffer less. This paper combines China's daily mean temperature data with comprehensive national survey data at the household level and estimates the relationship between high-temperature exposure and adaptation behavior of urban dwellers. We find that the usage of air conditioning and electric fans by urban households in China increases with their summer high-temperature exposures. The rise in the number of days with extreme heat (mean temperature exceeding 80 °F) induces the purchase and use of air conditioning. High-temperature adaptability varied across households—the rich are more likely to increase air conditioning usage to cope with the high-temperature discomfort; while the poor are less likely to afford such a market product for adaptation, they suffer more from high-temperature exposure. Understanding the relationship between urbanization and pollutant emissions in China is of great significance to realizing sustainable development. Previous studies focused on the relationship between urbanization and air pollutants in China. However, the relationship between urbanization and industrial or domestic pollutants remains unclear. In this paper, we used the stochastic impacts by regression on population, affluence, and technology (STIRPAT) model to examine whether an environmental Kuznets curve (EKC) relationship exists between urbanization and pollutant emissions, including industrial wastewater, industrial SO 2 , industrial soot (dust), and domestic garbage based on panel data for 277 prefecture-level cities in China from 2003 to 2015. We found that industrial soot (dust) emissions and domestic garbage increased by 83.0% and 43.5%, respectively, whereas industrial wastewater discharge and SO 2 emissions decreased by 7.4% and 10.5%, respectively. The identified inverted U-shaped relationship between the urbanization ratio (i.e., percentage of the population living in urban areas) and industrial pollutants supports the EKC hypothesis. However, the domestic garbage volume increased with increasing urbanization ratio. In the future, more attention should be paid to the prevention and control of domestic pollution. Faced with severe and growing social inequality among elderly individuals, a more complete understanding of the interconnection between the seasonal migration of the elderly and climate change is clearly needed. This paper tries to clarify the relation between the seasonal migration of the elderly and climate change from a multidimensional perspective. Our study adds to the research on population aging against the background of climate change. This study shows that climate change has a significant impact on regional population aging and that there are significant internal differences between the distribution and scale of the migratory elderly stemming from unequal environmental conditions. Advanced economic conditions and relatively comfortable environments have put some pressure on social endowment services in the three provinces of Northeast China, especially Liaoning Province. With their complex migration mechanism, the fate of the elderly in mainland China is closely intertwined with climatic factors, individual and socioeconomic conditions, traditional cultural backgrounds, etc. A comparatively advanced economy, well-developed endowment resources, and a comfortable environment will help in the development of regional aging resources. As an important new tool for ecological poverty alleviation, carbon trading compensation is combining ecological protection with rural poverty alleviation. This paper evaluates the poverty alleviation impact of China's pilot carbon emissions trading schemes (ETS) at the provincial level before and after the program, which was implemented from 2007 to 2017. Specifically, we measure poverty alleviation in terms of rural residential income growth and rural job creation. By exploiting the quasi-experimental variation in whether provinces were affected by this pilot ETS policy, our analysis finds that the ETS policy resulted in increases in rural residential income and employment. We find the estimated effects correspond to an increase of approximately 752.6 yuan in annual rural residential income and 2.35% in the ratio of rural employed population to the total employed population, accounting for 9.5% of the rural residents' income and 7.11% of the rural employment, specifically. The aim of this paper is to examine how labor transfer can alleviate poverty caused by regional inequality. Based on a survey dataset of poor farmers in traditionally poverty-stricken areas in the Jiangxi province of China, we concluded that labor transfer and improvement in health can positively affect poverty reduction. Particularly, the labor transfer distance has a significant and positive effect on poor households in the middle- and low-income levels. In contrast, families occupying the middle and upper strata in society are forced to improve their wealth level in response to a potential drop in health levels through accumulating wealth. Improving water-use efficiency (WUE) is a crucial way of achieving green industrial production and sustainable development. Applying an improved Super-slacks-based measure model with undesirable outputs, this paper investigates industrial WUE in mainland China. The results show that: (1) Industrial WUE in China is improving with the efficiency value increasing from 0.9874 to 0.9962 in 2012–2015. (2) The regions of water absolute scarcity and the vulnerability show the highest industry-related WUE, whereas the water stressed region, water scarce region, and water abundant region failed to achieve efficiency during the observation period. (3) The overall index value using the conventional model was higher than that of the improved model, indicating the need for a more reasonable water-use structure and environmentally friendly discharge structure. This study provides a new perspective for measuring industrial WUE and advances related studies by (1) incorporating the actual structure of water used and wastewater discharged with weights assigned to input and output slacks according to marginal use cost of water and marginal treatment cost of wastewater; and (2) adding realistic constraints on the amount of water used and wastewater discharged to the model. China is experiencing serious atmospheric pollution, which also exhibits significant spatial heterogeneity. The Chinese government has implemented targeted pollution control measures at the city level, emphasizing coordination among cities to prevent and control air pollution in key regions such as Beijing–Tianjin–Hebei (BTH) urban agglomeration. This study combined an inter-city multi-regional input–output (MRIO) model with an air quality dispersion model consisting of a weather research and forecasting (WRF) model and the CALPUFF model (WRF/CALPUFF) to study the inter-city economic consumption, pollutant emission and concentration among 13 cities in BTH urban agglomeration. NO x is chosen as an example. The combined effects of economic linkage and atmospheric transport show that NO x concentrations in cities in the BTH urban agglomeration are attributable to three consumption sources: a local contribution from the target city's own local economic consumption (average, 25%), and non-local consumption contributions, including other cities in the BTH urban agglomeration (average, 36%) and regions outside of BTH (average, 39%). Compared with the contributions to NO x concentrations calculated using only the MRIO model or atmospheric transport stimulation model, the results of this paper quantify that the consumption outside of a city could provide a greater impact on the city's air quality due to the combined effects of economic linkage and atmospheric transport. To help minimize urban industrial water consumption and realize the goal of a water-saving society, this paper develops a method for the dynamic optimization of the input production factors in an urban industrial water supply model. A negative exponential curve describes the urban industrial water consumption per Yuan of urban industrial value added, the latter being described by a Gompertz curve. The product of the two describes the urban industrial water demand. The production function of urban industrial water supply is expressed by the fixed substitution proportional production function. Taking investment and labor input as control variables, the system goal is to balance of industrial water supply and demand. The time-varying model can not only solve the stable state problem for infinite time horizon, but also the transient problem for finite time horizon. Taking Jiangsu province in eastern China as an example, the applicability of the method was investigated under different parameter combinations. The simulation results show its effectiveness in these cases. In the earlier period, meeting balance requirements is easier using the straight-line capital depreciation method. In the later period, the fixed rate on declining balance method allows to meet the requirements more easily. China has witnessed a drop in the speed of its economic development from 14% to 6% since 2007. The literature has attributed "the miracle of China's economic growth" over the past four decades to the compatibility of political incentives and fiscal incentives. However, as the central government shifts its priorities from "development is the last word" to "lucid waters and lush mountains are invaluable assets", can local officials' political and financial incentives still achieve incentive compatibility? Theoretically and empirically, this paper examines the impact of the compatibility of political and financial incentives on local governments' environmental governance in different stages. We find that environmental performance has consistently been an important political promotion incentive for officials, especially after 2007. We also find that officials in cities with incentive compatibility have no promotion advantages over their opponents because incentive compatibility restrained the development of the manufacturing industry, leading to a suppression of the economic growth rate. Local governments sacrifice a certain economic growth rate – in other words, local fiscal revenue – in exchange for environmental quality improvements and adopt strategic actions to cater to the central government's new performance evaluation system, which focuses mainly on environmental protection assessment through strategic behavior. • There are dynamic roles of compatibility between political and financial incentives. • An equilibrium model can capture the change in central and local governments. • The incentive compatibility phenomenon has no promotion advantage for local officials. • Environmental performance may be achieved at the expense of the economic growth rate. Compiling information concerning changes in ecological space quality (ESQ) is imperative for urban management and restoration, as proper management promotes sustainable development. Most previous studies have lacked a comprehensive model for evaluating ESQ and are thus unable to provide effective support for decision-makers. Based on the purpose of policy and needs of the public, this paper constructs a comprehensive adaptive evaluation model for mapping ESQ using the Pearl River Delta (PRD) urban agglomeration as an example, and the analysis uncovers the driving forces of urbanization indicators of ESQ change. From 2000 to 2017, the overall ESQ was considered as good, but the overall value decreased slightly, from 52.8 to 51.5. ESQ in the central PRD exhibited a notable downward trend, while coastal cities exhibited an upward trend. There was an approximate negative correlation between ESQ and the urbanization indexes, except for education level and the proportion of primary industry. In the PRD, rural population density, the proportion of primary industry, and education level were the important drivers of magnitude and direction in most cities, but their impacts differed across cities. The ecological management lacked control of in areas good and moderate ESQ, and this was the main factor resulting in the decline of regional ESQ. By quantifying ESQ and the spatially explicit urbanization drivers, the potential for ecological management in the urban agglomeration is also discussed. • Ecological space quality was mapped based on policy goals and public preferences. • The ecological space quality was slightly reduced with the rapid urbanization. • Population density and education affected the quality of urban ecological space. • Ecological management needs more adaptive management systems at the community scale. This paper explores the historical relationship between weather fluctuations and mortality evolution in China. Using panel data on the annual provincial mortality rate and daily weather variables for the 1964–2008 period, we applied a dynamic model structure with sufficient controls to estimate the short-term effects of temperature shocks on China's mortality rate. Our main results show that an additional 1 °C rise in average temperature in a given year increases the annual mortality rate by an average of 3.2%. In addition, days with daily average temperatures exceeding 27 °C (30 °C) are associated with an increase in the annual mortality rate of nearly 0.1% (0.2%) or approximately 9,520 (19,040) additional deaths. In contrast, extremely cold days do not have these effects. By applying a hybrid model structure (the long difference approach) to examine the medium-term effects of temperature changes, we find that there is little evidence of overall adaptation to high temperatures when moving from the short term to the medium term. In addition, by introducing interactions between temperatures and potential modifiers such as access to doctors, hospital beds, air conditioning and refrigerators, we determined that only residential air conditioning played an important role in mitigating the temperature-mortality relationship. However, the penetration of air conditioning in China is still relatively low. These findings indicate that climate change could partially explain the historical phenomenon of China's rising mortality rate during the unprecedented economic boom experienced since the 1980s. • Increases in the number of extreme hot days increase annual mortality rate. • Little evidence of adaptation when moving from short run to medium run. • Residential air conditioning has played an important role in mitigating the temperature-mortality relationship. The hypothesis of "Pollution Heaven" or "Pollution Halo" has, for some time, been one of the central issues in environmental economics. There is a controversy in the conclusions with regards to China, it thus needs further empirical testing. Based on 2003 to 2016 statistical data on 285 Chinese cities, this paper uses a dynamic spatial panel model to empirically analyze the impact of foreign direct investment (FDI) on PM 2.5 pollution. The results demonstrate that urban PM 2.5 pollution shows both significant global spatial autocorrelation and local spatial agglomeration effects. Overall, FDI significantly aggravates China's urban PM 2.5 pollution, thus confirming the "Pollution Heaven" hypothesis. This effect, however, depends on the stage of urban economic development. Although FDI has no significant effect on urban PM 2.5 pollution in the initial stage of industrialization, it does aggravate urban PM 2.5 pollution in the midterm stage. In the later period of industrialization, FDI actually improves urban PM 2.5 pollution, but the effect of this improvement is relatively weak. Furthermore, PM 2.5 pollution shows significant spatial spillover and dynamic effects. The difficulty for developing regions to fulfil their industrial carbon emission control target commitments is to take into account the socio-economic and environmental governance. It is necessary not only to accelerate the process of industrialization, but also to rationally allocate carbon emission reduction tasks. This paper takes the northwestern provinces of China as a case study based on the calculation of the industrial carbon emissions of each province from 2006 to 2017. The Gini coefficients such as the industrial economy contribution coefficient, industrial employment contribution coefficient, and carbon carrying coefficient are constructed to evaluate the equity of regional industrial carbon emissions. The results show that the carbon pressure index in the northwestern provinces is increasing, carbon emissions are growing much faster than the carbon carrying capacity, and the differences among the provinces are obvious. The industrial economy contribution, the industrial employment contribution, and the carbon carrying Gini coefficients fluctuate significantly. Carbon emissions inequity has not been suppressed with the socio-economic development, and the " Matthew effect " is even more prominent. Evaluating the equity of carbon emissions allocation will help to rationally allocate carbon emission reduction tasks among provinces and achieve national emission reduction targets. Environmental pollution and income inequality have become two salient issues in China. To achieve a green economic transformation, China urgently needs to develop renewable energy technologies to reduce carbon dioxide (CO 2) emissions. However, the relationship among income inequality, renewable energy technological innovation (RETI) and CO 2 emissions has not received sufficient attention in the current literature. Based on Chinese provincial panel data from 2000 to 2015, this paper adopts a panel fixed effect regression model and a panel threshold model to perform an analysis on the nonlinear relationship among these factors. The results show that (1) RETI is conducive to reducing per capita CO 2 emissions (PCE). However, with an increase in income inequality, the abatement effect of RETI on per capita CO 2 emissions will be hindered, and RETI will even positively contribute to PCE. (2) The panel threshold model shows that the impact of RETI on PCE has a significant single-threshold effect with regard to income inequality. When income inequality is lower than the threshold value, the impact of RETI on PCE is not significant. However, above the threshold value, that is, within the interval of higher income inequality, an increase in RETI will positively contribute to PCE. Based on accurately identifying farmers' livelihood risks, this paper investigates the effects of farmers' livelihood assets on their livelihood risks and adaptation strategies. Face-to-face interviews were conducted with farmers in Rugao City. The results show that natural risks and market risks are the main livelihood risks for farmers in agricultural production. Farmers' social, financial and human assets can mitigate their livelihood risks in agricultural production, while natural and physical assets have the opposite effects. Most farmers chose crop variety adjustment, water and fertilizer management, agricultural finance and agrotechnical support to deal with livelihood risks. The power industry of China plays an important role in reducing the carbon dioxide (CO 2) and air pollutant emissions. This paper focuses on synergistic CO 2 and air pollution emission reduction by implementing technical and structural measures, and explores the processes aimed at achieving the co-benefits of carbon reduction and air pollution control effectively in the power industry at a local level. The results of the analysis show that the structural measures achieve overall co-benefits, and the technical measures have a good effect in reducing the air pollution, but simultaneously increase CO 2 emissions because of the additional electricity used for running air pollution control devices (APCDs). Based on the analysis of the power generation incremental cost and pollutant emission reduction cost, cost-effective approaches to attain different emission reduction targets are proposed to the power industry in four case regions. Eco-efficiency can effectively measure the relationship between economy, resources, environment, and development. Understanding eco-efficiency is of great practical significance for decision makers tasked with addressing and delivering sustainable socioeconomic development. Based on an "undesirable output Slacks-Based Measure models," this study evaluated the eco-efficiency of 285 Chinese cities during the period 2004–2014, analyzing spatiotemporal dynamics and influencing factors using a Spatial Autocorrelation Panel Data Model. The main results are as follows: From the spatial perspective, eco-efficiency in Chinese cities generally evidenced an M-shaped trend (increasing-decreasing-increasing-decreasing), and imbalanced spatiotemporal dynamics. Furthermore, the urban eco-efficiency generally presented a distinct convergence of HH cluster and LL cluster clubs, with the latter being the most dominant. From the regional point of view, there existed a decreasing trend in the efficiencies of cities, from eastern China to central and western China. In addition, we identified significant differences in the eco-efficiency of different cities in China, and the coefficient of variation of eco-efficiency showed a general decrease. The results of our estimation of the factors affecting urban eco-efficiency showed that the economic development level, the industrial structure, import and export trade, and the information level all had significant positive influence, and local government expenditure, social retail sales of consumer goods, and infrastructure all had a negative effect on urban eco-efficiency. The construction of the green Belt and Road is an important aspect for the achievement of a green transition of the regional economy and an important aspect of the United Nations 2030 Agenda for Sustainable Development. The Chinese government has attached great importance to the green BRI, and it has successively issued the Guiding Opinions on Promoting the Green BRI and the Belt and Road Ecological and Environmental Cooperation Plan , which embodies China's firm determination and practical action to promote the green BRI. In this paper, an index system and multi-hierarchy linear summation method is proposed to evaluate the level of green development in 2015 for 49 countries along the Belt and Road. The results showed that the green development levels displayed spatial differences, varying from high to low in an easterly direction from the western region. The spatial differentiation was characterized by strong global spatial dependences and a ladder-like distribution that descends from west to east, with a centralized distribution of high-high zones and low-low zones and a dispersed distribution of low-high zones. The carbon-emission transfer between two representative developing economies - China and Africa - behind the international trade has aroused quite a few controversies, which have not been fully estimated and understood yet. In this paper, the Multiregional Input-Output (MRIO) method is applied to the participants of Forum on China-Africa Cooperation (FOCAC) from the global perspective to reveal the roles both China and Africa have played in the global supply chain as either the original emitter or the final consumer, and to depict the evolution pattern of carbon transfer via Sino-Africa trade from the year 2000–2015. The findings are as follows: 1) China has played the role of net exporter of embodied carbon-emission in Sino-Africa trade, for the amount of emitted carbon China had born yet resulted by consumption in Africa well surpassed that vice versa. 2) Compared to the carbon-emission flows embodied in EU-Africa and US-Africa trades, China has shouldered more carbon-emission derived from Africa's consumption. 3) The sectoral contribution and intensities of embodied carbon-emission correspond to the trading pattern between China and Africa, which stems from the two parties' comparative advantages and economic complementarity. 4) The intensities of embodied carbon-emission on both sides are declining towards a rosy prospect, which indicates an improving carbon-emission efficiency of both economies. From a global perspective, both China and Africa play a positive part in carbon-emission reduction. Considering the enlarging inter-provincial disparities in China as regards carbon emissions and carbon intensity (carbon emissions per unit gross domestic product), this paper is the first study to investigate the inter-provincial carbon imbalance by constructing and employing the Kaya-Zenga index. We use China's panel data of provincial-level carbon emissions over 1995–2016 to quantitatively measure the levels of inter-provincial imbalance and polarization in carbon emissions and carbon intensity. Further, we decompose the Kaya-Zenga index into different contributing factors both regionally and structurally and perform a scenario analysis to identify the corresponding regionally differentiated countermeasures regarding carbon emission reduction. The results show that the imbalance in carbon emissions is mainly caused by imbalances in population scale and income level, while the imbalance in carbon intensity predominantly results from imbalances in energy efficiency and energy mix. In addition, for heavy manufacturing provinces, the respective emission-reduction strategy should aim at lowering energy intensity through local technology improvement and inter-regional technology transfer. For light manufacturing and high technology provinces, carbon emission reduction is harder to be achieved; however, a mix of policies of improving energy efficiency, optimizing energy mix, and industrial upgrading should be implemented. Water temperature is an important factor that affects the number and variety of river species. After a reservoir is built, a river's thermal regime changes significantly. Analyzing and evaluating river water temperature variation trends caused by damming can provide scientific support for developing effective water management strategies for reservoirs. This paper aimed to construct an index system of water temperatures in high and cold areas of the Upper Yellow River, and a method was proposed for identifying river water temperature variation based on principal component analysis (PCA). The variation degree in the river water temperature caused by large reservoirs was analyzed quantitatively. A three-dimensional water temperature model was developed to simulate the effect of a stratified intake on the alleviation of low-temperature water. The results indicated that (1) the water temperature decreased in summer and increased in winter, seasonal temperature changes decreased, there was a time delay in water temperature processes and a time fluctuation in the temperature threshold. (2) Certain indices were obtained that considered fish spawning and breeding, thermal condition changes and interactions between the organisms influenced by the reservoirs. (3) A stratified intake has a good effect on mitigating the impact of low water temperatures on fish spawning to some extent. This paper used the panel data of various regions in China from 2007 to 2018 and constructs a green economic efficiency measurement index system. Following this, the super-efficient DEA model has been employed to measure the efficiency of China's green economy. Then, the Tobit model is used to verify the environmental regulation influence on efficiency of China's regional green economy extent and direction. The results show that: (1) in 2007–2018, the green economy efficiency level of China's eastern, central and western regions is on the rise, accompanied by more obvious spatial differences. The green economy efficiency basically shows the spatial differentiation characteristics of the highest in the eastern region and the lowest in the western region. (2) From the national perspective, environmental regulation influence on efficiency of green economy presents a "U" shaped curve that promotes and then suppresses. At the eastern and national levels, environmental regulation has the same characteristics for green economy efficiency, and both exhibit U-shaped curve characteristics. Whereas, in the central and western regions shows negative correlation. (3) From the perspective of control variables, there are significant differences in variables at the national and regional levels. Based on the panel data of 18 prefecture-level and above cities in the Yangtze River Delta region of China during the period of 2007–2016, this paper uses a relative price approach to calculate the degree of market integration (segmentation), and further adopts the dynamic spatial panel Durbin model and the generalized spatial two-stage least squares method to investigate the effect and its mechanism of market integration on environmental pollution. The results show that the degree of market integration and the total emissions, per capita emissions, and emission intensity of three types of pollutants (i.e., sulfur dioxide, industrial wastewater, and industrial smoke and dust) all show an inverted "U-shaped" curve relationship. When market integration exceeds a certain critical level, market integration will have an emission-reduction effect on these three types of pollutants. Most cities in the Yangtze River Delta region are in an emission-reduction state of market integration. Market integration facilitates strengthening the emission-reduction effects of technological innovation, environmental regulation, and energy efficiency. Moreover, both environmental pollution and market integration have a significant spatial spillover effect. The market integration in neighboring regions is conducive to reducing local pollution emissions. To tackle climate change, Chinese government has applied an array of mitigating measures to reduce CO2 emissions. During the 11th Five-year Plan, Chinese government set the emission reduction target policy to reduce energy consumption per unit of gross domestic product (GDP) by 20%. This paper attempts to estimate the effect of this emission reduction target policy on industrial performance from complexity perspective. The result shows more complex industrial structure is related to less coal consumption. In general, emission reduction target policy has a negative effect on the probability of branching into new industries and lower the productivity and profitability of a given industry. However, this negative effect is weaker for more complex industries. Only for industries with very high complexity, emission reduction target policy can improve the performance of an industry rather than exerting a negative effect. Based on a unique micro-level dataset of 30,689 mining enterprises from 2008 to 2011, this paper uses the non-radial directional distance function (NDDF) to calculate the unified efficiency index (UEI) and energy-environmental performance index (EEI) for China's mining enterprises. The double bootstrap method is then used to test how tax incentive policies affect the UEI and EEI of China's mining enterprises. The results show that: (1) the UEI and EEI of Chinese mining enterprises first decreased and then increased over the sample period; overall, Chinese mining enterprises had low energy and environmental efficiency, especially the coal mining enterprises, private mining enterprises and mining enterprises in the central and western regions. (2) Tax incentives positively affect the energy and environmental efficiency of mining enterprises, especially the efficiency of coal mining enterprises, non-state-owned mining enterprises and mining enterprises in the central and western regions. Our results remain robust after using the propensity score matching estimator (PSM). (3) There is a positive feedback between tax incentives and energy and environmental efficiency, more efficient mining enterprises receive more government incentives. Further analysis shows that although tax incentives do not reduce the total energy consumption of enterprises, reducing the energy consumption of enterprises can improve their UEI and EEI. Increasing water scarcity in China is further exacerbated by the rapid socio-economic development and uneven spatial distribution of water resources. Current studies on water footprint have mainly focused on historical accounting and trend analysis at the provincial scale. However, a comprehensive exploration of future water footprint would be vital to a better understanding of future water shortage challenges, and more importantly, would allow the mitigation of water scarcity and inequal water distribution. In this paper, we present an approach to project the future water footprint of China at a fine resolution (0.125 arc-degree) under the shared socio-economic pathway (SSP) scenario framework, which described five future alternative socio-economic development pathways over the 21st century. We first simulated the future spatial patterns of built-up land using the Future Land Use Simulation (FLUS) model and derived the future population growth and urbanization rate from the population projection provided by the National Center for Atmospheric Research (NCAR). Then future water footprint was projected according a log-transformed linear regression calibrated with historical data during 2007–2012. We found that the total volume of China's water footprint will increase significantly in the future under the SSP1, SSP4 and SSP5 scenarios, reaching up to nearly 400 billion m3 in 2050, equivalent to almost 40% increase compared to that in 2010. The spatial patterns of future water footprint show dramatic increase (up to 100–130%) in the eastern provinces (Shandong, Henan, and Hebei), and slight decrease were found in the western provinces (Xinjiang, Ningxia, and Qinghai). In addition, the future water footprints were found to share very similar spatial patterns at local pixel scale among different SSP scenarios in three of the largest metropolitan areas of China (Beijing-Hebei-Tianjin, Yangtze River Delta, and Pearl River Delta). These findings provide extensive knowledge of the future water footprint and suggest a more severe water scarcity in the future from a consumption-oriented perspective. China's rapid industrialization has induced water and energy shortage issue. Since water and energy resources are inextricably connected, the synergetic conservation of these two resources is conducive to China's sustainable development. In this paper, using a heterogeneous stochastic frontier model, we estimate the output and substitution elasticities of water and energy in China's industrial sector at the provincial level during the period of 2004–2014, in order to explore how to achieve synergetic conservation of water and energy resources by identifying the water-energy nexus. The results show that in China's industrial sector, the overall technical efficiency measured by the ratio of actual output to the ideal output in production frontier experienced a slight decline during the research period. The output elasticity (i.e., the changes in output caused by per unit change in a certain input) of water remains positive, while that of energy is negative in most years, indicating that water input increase contributes to industrial output growth, rather than energy input. Water and energy show a complementary relationship in most years, suggesting that a decrease in water input can reduce energy input. Therefore, to achieve the synergetic conservation of water and energy, the government should actively advance water-saving and energy-saving technologies by taking account of the differentiated production characteristics of different provincial-level industrial sector.
