To cope with global climate risks, promoting energy transformation has become a global consensus. China issued a reform policy in 2010 to promote the convergence of the three major information industries, namely broadcasting and television networks, telecommunications networks and the Internet (TPR policy). However, is the convergence of information industries able to promote energy transition? This study constructs a quasi-natural experimental framework using China's TPR policy as a representative case of industrial convergence. Using city-level panel data between 2003 and 2016 in China and a multi-period difference-in-differences model, this study examines the impact of TPR policy on energy transition. The results show that TPR policy positively contributes to energy transition at a 1% significance level. Extensive robustness tests support this finding. This positive effect is particularly evident in regions with less developed communications infrastructure and stricter environmental regulations. Mechanism analysis suggests that TPR policy promotes energy transition by improving the level of information networks, promoting technological innovation, and optimizing industrial structure. Green innovation is important and beneficial for the green development of enterprises. The development of digital technology could improve the asymmetry of information and affect the enterprise's financing modes. Currently, a definitive conclusion about the relationship between the digital transformation and green technology innovation has not reached. Additionally, studies have not yet fully explored the impact pathways of corporate digital transformation on green innovation through corporate financing modes. To fill this void, this study collected data of Chinese A-share listed companies from 2010 to 2020. The empirical analysis results showed that digital transformation significantly enhanced enterprises' green innovation abilities. Furthermore, mediating models were utilized to explore how enterprise financing modes mediate the impact of digital transformation on the enterprise green innovation. Results indicated that through internal financing and bank loans as "bridges", digital transformation promoted enterprise green innovation. However, digital transformation did not have a significant impact on enterprise green innovation through venture capital. Moreover, heterogeneity analyses revealed significant differences among different groups of enterprises. This study expands the research field related to digital transformation and enterprise green innovation by providing empirical evidence to uncover the impact of digital transformation on enterprise green innovation. With digital technological change and the increasing frequency of interregional innovation links, the spatial correlation and diversity of strategic emerging industries' green innovation efficiency (SEI-GIE) need to be explored in depth. This paper innovatively constructs the SEI-GIE input-output index system under digital economy. The proposed grey model FINGBM(1,1) with ω -order accumulation and weighted initial value optimization realizes effective prediction of 7 input-output indicators of 30 provinces in China from 2021 to 2025. Super-SBM-DEA, gravity model, and social network analysis are applied to explore spatial network structure's dynamic process of SEI-GIE from 12th to 14th Five-Year-Plan period (2011–2025). Empirical results show that (1) Under the effect of digital economy, the SEI-GIE in China generally shows a U-shaped fluctuation trend, in which the growth trend in the central region is obvious, and the western region shows significant fluctuations. (2) The spatial correlation network of SEI-GIE presents a complex and stable center-periphery circle. Particularly, the overall increase in network efficiency highlights the strong small-world characteristics. (3) Beijing, Shanghai, Zhejiang and Jiangsu have always been in the leading core position, with strong influence and control; And Tianjin's core position in the network will decline. Additionally, Guangxi and Chongqing have great potential, but Guangdong needs to strengthen its radiation effect. (4) Block model shows that plate-I (Beijing, Tianjin) receive spatial spillovers from others, while plates-III,IV have significant spillover effects. China's double carbon target aims to improve human well-being and sustainable development. Energy transformation welfare performance (ETWP) is the efficiency of energy transition (ET) in enhancing human well-being. ETWP considers both human well-being and sustainable development. Research on its driving force is helpful in achieving the double carbon goal. Thus, this paper used Logarithmic Mean Divisia Index Model, Fixed Panel Regression Model and Grey Relational Analysis Model to analyze China's ETWP from 2006 to 2022 and predicted ETWP of 31 provinces from 2023 to 2030. The results showed that: (1) ETWP had two rising periods in 2006–2014 and 2015–2022. (2) The government's rationalization policy on energy and environment and technological innovation ability were fundamental driving forces for improving ETWP. (3) There were obvious spatial and temporal distinctions in ETWP, and it would bring out different degrees in most areas. Renewable energy is not only an efficient way to ensure energy independence and security but also supports the transition to a low carbon economy and society. The progress of renewable energy technological innovation is an important factor that influences the development of renewable energy. An in-depth analysis of the driving factors that influence this progress is crucial to China's energy transition. Based on Chinese provincial data over 2000–2015 and panel data models, this paper regards the CO 2 emissions as climate change and explores the response of renewable energy technological innovation to intensive CO 2 emissions. We also analyze the effect of the driving factors such as energy price and R&D investment on this innovation process. The main conclusions drawn are: (1) There are significant differences in technological innovation levels across China's provinces. (2) We observe that the intensive CO 2 emissions have promoted renewable energy technological innovation level, meaning that innovation process responds actively to climate changes. (3) R&D investment from government and enterprise both are conducive for promoting the innovation level. (4) Energy price has an insignificant effect on innovation in renewable energy technologies and we attribute this to the unreasonable energy price mechanism. As digital economy develops, its impact on green innovation and energy efficiency has become the focus of current research. To explore the impact of the current development of the digital economy on the energy industry, this paper selects the parameter of green innovation resilience, analyzes the impact mechanism of green innovation resilience on energy efficiency under the shock of digital economic development, and uses relevant data from 284 cities in China from 2011 to 2019 for empirical testing. It is found that: green innovation resilience promotes energy efficiency; low level of green innovation resilience inhibits the improvement of energy efficiency, while high level of resilience promotes energy efficiency; the initial stage of digital economic development generates resource grabbing and the effect of technological constraints, which weakens the role of green innovation resilience in promoting energy efficiency. The results indicate that the resilience of the green innovation system should be strengthened in order to fully tap the potential for promoting energy efficiency; the policy orientation of "digital greening—energy efficient" should be pursued in the development of digital economy; the rational allocation of resources and the implementation of green standards should be strengthened in the process of digital economic development; and the constraints on energy efficiency improvement in the early stage of digital economic development should be broken through by accelerating the digitalization process. • Green innovation resilience can promote energy efficiency. • Early digital economy development can lead to resource grabbing and technology constraints effects. • Pursuing the policy orientation of "digital greening—energy efficient". Rapid developments in environmental infrastructure have contributed to significant improvements in green total factor productivity, but further investigation is required to provide a detailed assessment to understand the policy mechanisms involved. This paper analyzes environmental progress in China through MMQR, CCEMG, and AMG as empirical strategies for 30 provinces in China. Our empirical results reveal that energy optimization through renewable energy is the most effective channel to improve green total factor productivity, though it is not the only available option. Since environmental regulations, infrastructure development, and green technology innovation also directly impact energy efficiency, adopting these within policy channels will positively impact environmental sustainability. Our empirical approach helps suggest novel environmental policy suggestions. In particular, policymakers must introduce structural changes within energy developments to foster renewable energy. Furthermore, China must increase environmental spending to upgrade its energy infrastructure further and solve ecological issues. Due to variations in economic scale, economic structure, and technological advancement across different Chinese provinces and cities, the cost of air pollution reduction differs significantly. Therefore, the total reduction cost can be decreased by capitalizing on these regional discrepancies in reduction cost to carry out cooperative emission reduction. In this paper, taking NO x reduction in North China as an example, a regional cooperative reduction game (CRG) model was constructed to minimize the total cost of emission reduction while achieving future emission reduction targets. The fair allocation of benefits from cooperation plays a crucial role in motivating regions to participate into the cooperation. A comprehensive mechanism of benefits allocation was proposed to achieve fair transferred compensation. The mechanism combines the consumption responsibility principle based on input-output theory and the Shapley value method based on game theory. Compared to the cost before the optimized collaboration, the CRG model will save 20.36% and 13.71% of the total reduction cost in North China, respectively, under the target of 17.68% NO x reduction by 2025 and 66.44% NO x reduction by 2035 relative to 2020. This method can be employed in other regions to achieve targets for air pollution reduction at minimum cost, and to motivate inter-regional cooperation with this practical and fair way of transferred compensation. Based on the unique perspective of local environmental regulations promulgated in Chinese prefecture-level cities from 2000 to 2018, this paper examines the impact of urban environmental legislation on green total factor energy efficiency (GTFEE). The results show that implementing environmental legislation significantly improves local GTFEE , with comprehensive protection regulations contributing to local energy efficiency improvements, while the impact of pollution prevention regulations is insignificant. This conclusion remains robust to multiple scenarios. Potential mechanisms through which environmental legislation can guide urban green transition include the industrial upgrading effect represented by "clean industry development" and "polluting industry exit", as well as the technical innovation effect achieved through "new technology generation" and "old technology upgrading". Furthermore, environmental legislation with a higher degree of regulatory effectiveness has a greater potential for energy saving. Environmental legislation has a more significant impact on improving GTFEE in cities in non-old industrial bases, with less frequent turnover of officials, and in central and western regions in China. To achieve the carbon peaking and neutrality targets in China, carbon price and technological innovation will play increasingly important roles in recent future. It is widely-known that carbon price and technological innovation can contribute significantly to emission reduction, respectively; but it is still unclear whether the cooperation effects of carbon price and technological innovation would be positive or negative. In this paper, we assume that there are 3 types of emission reduction measures in China's industrial enterprises, which are improvement of energy efficiency, adjustment of energy structure, and substitution of pollution inputs and non-pollution inputs; then we introduce carbon price and technological innovation respectively and simultaneously, and establish 12 scenarios based on the Data Envelopment Analysis models combined with material balance principal (DEA-MBP), and estimate the additional emission reductions and additional production costs of China's industrial enterprises when carbon price and technological innovation exist respectively or simultaneously. The counterfactually estimating results show that there would be significant regional and sectorial heterogeneities in carbon emission reduction characteristics for China's industrial enterprises. If low-carbon technologies in some sectors have the ability to reduce carbon emissions at the expense of high additional production cost, carbon pricing policies would encourage enterprises to adopt new mitigation technologies and increase additional emission reduction by more than 20%, especially technologies focusing on the adjustment of energy structure and the substitution of pollution inputs by non-pollution inputs. However, in some sectors which have already been covered by carbon pricing policies, the additional carbon pricing policy may not have a significant effect on emission reduction, and the emission reduction would decrease by 10%. This paper is to test the relationship between temperature change and industrial green innovation by combing data of China's average temperature change in cities with green patent database of listed companies.First, the results find that rising annual average temperature can inhibit green innovation. For every 1 °C increases in summer, green innovation reduces by 3.2%, and for every 1 °C increases in winter, green innovation increases by 1.9%. Second, rising summer temperature inhibits green innovation by crowding out research and development (R&D) funds and draining labor. While, rising temperature increases green innovation by increasing environmental responsibility and green venture capital. Third, differences in green R&D difficulty, process and objectives were also compared, temperature change has a stronger inhibition on green process innovation than green product innovation. And rising temperature inhibits green exploratory innovation and promotes green developmental innovation. Fourth, rising temperature increases green innovation in polluting firms as temperature is higher than 21 °C. And it inhibits green innovation in clean firms as temperature is higher than 27 °C. The main factor behind green economic development is green technology innovation (GTI). Environmental regulation and green finance (GF), as important ways to promote ecological civilization construction, run through the entire procedure of GTI. The purpose of this study is to investigate the influence of heterogeneous environmental regulation on GTI and the moderating effect of GF on GTI from both theoretical and empirical perspectives, to provide useful ideas for China's economic reform path selection and environmental governance system optimization. This paper uses information from 30 provinces between 2002 and 2019, and a bidirectional fixed model was constructed. The results show that: First, regulatory environmental regulation (ER 1), legal environmental regulation (ER 2), and economic environmental regulation (ER 3) all have greatly boosted the degree of GTI in each province. Second, GF acts as a highly effective moderator between heterogeneous environmental regulation and GTI. Finally, this article investigates how GF can act as a moderator in various circumstances. The beneficial moderating effect of it is found to be more pronounced in inland areas, areas with weak spending on research and development, and areas with high energy consumption. Green technology innovation (GTI) is an effective way to promote the green development of economy, and government environmental regulations are an important means to encourage enterprises to carry out GTI. Taking Chinese A-share listed enterprises from 2010 to 2019 as samples, this paper divides environmental regulations into three categories: command-based environmental regulation (ER 1), market-based environmental regulation (ER 2) and voluntary environmental regulation (ER 3), studies their impact on enterprise GTI, and discusses the joint effect of enterprise research and development (R&D) investment and government support from the perspective of internal and external linkage of enterprises. In addition, this paper also analyzes the compound effect and time effect of environmental regulation. The research conclusions are as follows: (1) From the perspective of policy types, both ER 1 and ER 2 could stimulate enterprises to carry out GTI, and the promotion effect of green utility model patents is slightly higher than that of green invention patents. ER 3 inhibits enterprise GTI. In addition, this paper finds that the effect of three environmental regulations acting at the same time is greater than that of one of them. (2) The mechanism analysis shows that the R&D investment of enterprise positively could moderate the relationship between ER 2 and green invention at the significance level of 5%, positively moderate the relationship between ER 2 and green utility model patent at the significance level of 1%, and negatively moderate the relationship between ER 3 and green utility model patent at the significance level of 5%. The government support could moderate the relationship between environmental regulation and green utility model patents at the significance level of 5% and 10%. (3) The effect analysis shows that the transformation rate of GTI in China needs to be improved. The three environmental regulations could have an effect on enterprise GTI in a short period, and ER 1 has the fastest effect. (4) Considering the differences in the level of economic development and resource endowments in various regions of China, this paper classifies the sample enterprises and finds that the impact of environmental regulation on enterprise GTI is heterogeneous in terms of location, ownership nature, factor density and industry type. As a typical example of an innovative governance environment, innovative city has become the focus of political and academic circles. Discussing the green innovation effect of this policy is beneficial in providing decision support for enhancing urban green innovation capability and solving the dilemma of urban resources. Based on data from 241 cities in China from 2005 to 2017, this paper takes innovative city construction as a "quasi-natural experiment" and uses the difference-in-differences method to empirically study the impact of China's innovative city construction on urban green innovation. The results show that innovative urban construction: has a positive effect on improving urban green innovation, and that this effect will gradually increase with time; promotes urban green innovation by expanding the scope of technology application, improving the efficiency of resource allocation and promoting the adjustment of industrial structure; and presents heterogeneity in cities' location, size and hierarchy. Finally, this paper proposes that the government should promote innovative policies in an orderly manner on the basis of following the principle of adapting measures to local conditions, as well as incorporating green innovation performance into the evaluation system for innovative city construction. • Innovative city has a continuous positive impact on urban green innovation. • Three impact paths of innovative cities on urban green innovation are proposed. • The effect of green innovation is more obvious in the central and western regions. • The city size and green innovation effect develop in an inverted U shape. • Cities with higher hierarchy show stronger response to the green innovation effect. In recent years, China has focused its development on technological innovation, trying to achieve a win–win situation between environmental protection and economic growth, and it has formulated a series of policies to promote technological innovation. Taking China's national independent innovation demonstration zone (NIIDZ) policy as an example, this paper empirically investigates the impact of China's innovation policy on haze pollution by using a difference-in-differences (DID) model. The results show that the NIIDZ policy promotes the governance of urban haze pollution and confirms the applicability of the experimentalist governance model in the practice of innovation policy in developing countries. Dynamic analysis shows that the NIIDZ policy has an experience accumulation effect. This policy can continue to promote haze control for at least 6 years, and the policy effect increases year by year. Action mechanism analysis shows that the NIIDZ policy can inhibit urban haze pollution by promoting urban technological innovation and high-tech industrial agglomeration. The estimation results of the spatial DID model show that the NIIDZ policy not only inhibits haze pollution in NIIDZ cities but also has an inhibitory effect on haze pollution in the surrounding non-NIIDZ cities and the NIIDZ cities, which confirms the positive externality characteristics of policy diffusion theory and environmental governance. Knowledge recombination has become a hot topic in green innovation adoption (GIA) research in recent years. However, previous studies have mainly discussed the knowledge recombination within a single enterprise but ignored inter-enterprise knowledge recombination (Inter-KR). In this paper, a theoretical framework of Inter-KR is developed, and the three features of Inter-KR are discussed: elements, characteristics, and performances. Multisource heterogeneous data combined with Natural language process, network analysis and econometric regression are used to analyze the above three features. Social network theory is introduced to elaborate on the influence mechanism of Inter-KR. The empirical results indicate that enterprises can effectively improve their environmental performance by participating in Inter-KR: 1) the participation of Inter-KR is significantly influenced by time and national policy; 2) further refinement and decomposition of the characteristics of inter-KR find that the comprehensiveness has a significant promoting effect on GIA. When issuing relevant policies, the government should consider the balanced development of environmental governance and enterprise innovation, and improve the GIA performance by enabling enterprises to acquire an in-depth and extensive knowledge base. The Chinese government has made great efforts in air pollutant reduction and carried out strict regulation policies. Since numerous air pollutants and CO 2 tend to have the same root, source, and process, recent studies argue that environmental regulation may also contribute to reducing carbon emissions. To investigate how various types of environmental regulations affect carbon emissions reduction, this paper constructs the spatial Durbin model and panel threshold model based on provincial panel data in China during 2003–2019. The main findings are as follows: First, China's net carbon emissions show a decreasing trend from east to west, displaying significant spatial agglomeration characteristics. Then, formal and informal environmental regulations have inverted U-shaped impacts on net carbon emissions. The "green paradox" and "reverse emission reduction" effects come into play at different stages. Finally, the threshold model reveals that with the improvement of regional technological innovation levels, the carbon-reducing effect of environmental regulation will increasingly come to the fore. The digital economy has demonstrated strong resilience and great potential, under the interwoven influence of the global pandemic and severe environmental concerns across the world. Therefore, there is a need to focus on the value of green economic growth in the digital economy. This paper constructs an evaluation index system and adopts the SEEA (System of Environmental and Economic Accounting) method to measure the digitalization level (Digi) and green economy growth level (GEG) of China. The internal mechanism and linear relationship between digitalization and green economy growth are examined based on the panel data from 2013 to 2019. Moreover, this study explores the spatial spillover effect. The major study findings are as follows: (1) Digitalization and green economy growth represent a steady growth trend, and the former as a whole significantly promotes the latter, with a marginal effect of 1.648. (2) The mechanism analysis indicates the intermediary effects' size of three crucial intermediaries: green technology innovation > advanced industrial structure > the rationalization of industrial structure. (3) Both the "local effect" (0.556; 0.574) and "neighboring effect" (1.382; 1.415) of digitalization on green economy growth are positive under the two weight matrices and display "simultaneous resonance" characteristics based on the spatial perspective. Green innovation activities of enterprises often fall into the dilemma of financing constraints. Hence, it is urgent that the financial system develops and becomes innovative, especially for a developing country like China. Existing literature mainly explores the influencing factors of green innovation from the environmental regulation, economic growth and government subsidies perspective. However, few papers critically study how digital finance influences green innovations. To explore the internal influencing mechanism of digital finance on the quantity and quality of green technology innovation, panel data of 271 prefecture-level cities from 2011 to 2019 in China is used. Based on theoretical analysis and empirical research, we get the following conclusions. First, digital finance can improve the quantity and quality of green technological innovation, which has become a significant driving force for green innovations in China. The results are still robust after the endogeneity tests. Second, the results of heterogeneous analysis indicate that the different dimensions of digital finance can improve green innovations. They include breadth of coverage, depth of use, and degree of digitization. The positive effect of digital finance is most substantial in eastern cities, followed by central cities, and weakest in western cities. Third, digital finance indirectly improves green innovation mainly by alleviating financing constraints. The development of expressway construction projects (ECPs) poses overwhelming challenges to the physical environment around the world. The challenges are supposed to be addressed with the enforcement of environmental policies (EPs). In this regard, developed countries have gained rich experience in EP formulation while developing countries are making efforts to improve policy decision-making on environmental sustainability. This study compares ECP-related EPs (EREPs) between China and the US by conducting a historical analysis with materials from 1960 to 2018 and text mining-based evaluation with materials from 2009 to 2019. The comparison results indicate that (1) an EREP framework is composed of two systems, namely outer factors and inner EPs; (2) the upper-level EPs exhibit a periodic and plan-dominating trend in China and an explanatory tendency in the US; (3) Chinese EPs are focused on pollution mitigation, whereas US EPs highlight the impacts on human health; (4) Both attach less importance to environmental protection measures at the project-level EPs. This paper provides a longitudinal comparison and analysis of EREPs in two huge countries, implying that EREPs are a snapshot of national rules and backgrounds. China's electricity industry has gone through three decades of market-oriented reform, and this process is often interpreted as a tug of war between marketization and state control. However, this paper argues that a dichotomous conception of the state-market relationship cannot explain the evolution and complexity of China's electricity governance. By systematically analyzing the institutions of China's electricity reform, this paper identifies a sequence of innovations that align well with both the history of China's economic transition and the institutional underpinnings of China's economic governance. Also, by interpreting the respective roles of state and market in China's reformed electricity industry, this paper shows that state control and marketization are complementary rather than contradictory, and that their complementarity is best exercised in addressing issues like market fragmentation and renewable energy curtailment. Moreover, this paper presents two case studies – both on China's most recent electricity market experimentation – to elaborate how state and market jointly serve sectoral functions as well as broader economic and political goals. • State control and marketization are complementary in China's electricity reform. • China's electricity reform delivers a sequence of institutional innovations. • Institutions help explain the evolution of China's electricity governance. Environmental pollution and income inequality have become two salient issues in China. To achieve a green economic transformation, China urgently needs to develop renewable energy technologies to reduce carbon dioxide (CO 2) emissions. However, the relationship among income inequality, renewable energy technological innovation (RETI) and CO 2 emissions has not received sufficient attention in the current literature. Based on Chinese provincial panel data from 2000 to 2015, this paper adopts a panel fixed effect regression model and a panel threshold model to perform an analysis on the nonlinear relationship among these factors. The results show that (1) RETI is conducive to reducing per capita CO 2 emissions (PCE). However, with an increase in income inequality, the abatement effect of RETI on per capita CO 2 emissions will be hindered, and RETI will even positively contribute to PCE. (2) The panel threshold model shows that the impact of RETI on PCE has a significant single-threshold effect with regard to income inequality. When income inequality is lower than the threshold value, the impact of RETI on PCE is not significant. However, above the threshold value, that is, within the interval of higher income inequality, an increase in RETI will positively contribute to PCE. Finally, from the perspectives of income inequality and RETI , relevant policy implications are put forward for achieving the transformation of a low-carbon economy. • The carbon abatement effect of renewable energy technological innovation (RETI) in China is investigated. • A significant single threshold effect regarding income inequality is found. • The RETI will increase carbon emissions in high income inequality interval. • Measures to alleviate income inequality can help to further reduce CO 2 emissions. Numerous studies have examined the correlation between economic growth and air pollution, but few focuses on the nexus between environmental regulation and <2.5 μm (PM 2.5) fine particle matter. Using Spatial Durbin Model (SDM) and Spatial Two-stage Least Squares (2SLS) methods to analyze 277 Chinese cities over the period 2002–2010, this paper finds inverted U-shaped relationships between PM 2.5 concentration and formal/informal environmental regulations for the whole and eastern and western regions. By removing the depression year of 2008, regulation effect on pollution strengthened, indicating that the main task for local governments in crisis is to avoid GDP decline rather than official promotion. Further, green technological innovation and industrial structure optimization induced by environmental regulation is shown to be beneficial for haze pollution mitigation. Some policy recommendations are proposed in conclusion. • The Spatial Models are used to examine the effect of regulation on the PM 2.5 of 277 Chinese cities during 2002–2010. • An inverted U-shaped relationship is found for the nexus. • Eastern and western China generally has an inverted U-shaped relationship. • Technical innovation and industrial structure are confirmed to be important mechanisms.
