Two key themes of recent UK education policy texts have been a focus on "quality" in public sector performance, and on "equality" in the form of New Labour's stated commitment to equality of opportunity as a key policy objective. This twin approach can be seen at its most obvious in the concept of "excellence for all". This paper contends that in recent policy texts the vocabularies of quality management discourse and egalitarian discourse have become conflated, serving to mask key issues relating to educational inequality, seen at its most stark in the attainment gap. The paper argues that this has led to a failure to distinguish between the goals of quality management and the ends of egalitarianism. Discursive conflation of this sort risks obscuring the significance of socio-economic context and the limited impact of within-school action. The paper also suggests that the focus on equality in terms of school provision paradoxically risks entrenching social inequalities despite the appearance of egalitarian commitment.

Published indicators of school "performance", such as those shown annually in league tables in England, have been controversial since their inception. Raw-score figures for school outcomes are heavily dependent on the prior attainment and family background of the students. Policy-makers in Wales have reacted to this fundamental flaw by withdrawing the publication of school results. In England, on the other hand, they have reacted by asking for more information to be added to tables, in the form of student context such as the percentage with a special educational need, and "value-added" figures. In 2004, the Department for Education and Skills (DfES) value-added figures for England were based on student progress from Key Stage 2 at the end of primary education to GCSE at the end of compulsory secondary education. For 2005, at time of writing, the DfES plan to use context information in their model as well. This paper re-analyses the 2004 value-added figures and shows that they contain the same flaw as the original raw-score tables. The purported value-added scores turn out to be a proxy for the overall level of attainment in the school, and almost entirely independent of any "differential" progress made by the students. The paper concludes by considering the implications of these findings, if accepted, for policies based on identifying schools that are clearly more or less effective, and for the field of school effectiveness and improvement research.

The predominant focus in this paper is on issues of school context and, in particular, on the dimensions of context at a large English comprehensive school that enable it to thrive within the current demands of the contemporary audit culture. Featuring interview data gathered from a number of senior educators, the paper draws on Braun et al's. (Braun, A., S. Ball, M. Maguire, and K. Hoskins. 2011. "Taking Context Seriously: Towards Explaining Policy Enactments in the Secondary School." Discourse: Studies in the Politics of Education 32 (4): 585 -596) heuristic device for thinking about the 'situated', 'professional' and 'external' dimensions of context at the school. This device supports an analysis of the school's intake (in particular the high cultural and class related aspirations of parents and students) and its values (namely the school's traditional ethos of academic and behavioural excellence). The central argument of the paper is that these contextual dimensions contribute significantly to the school's capacity to forge a worthy school identity within the current hyperaccountable and competitive environment where academic achievement (along increasingly narrow and conservative lines) and maintaining standards in relation to this achievement are utmost priorities. This paper examines the ways in which a culture of performance has impacted on schooling in the English setting and draws parallels with other post-industrializing nations. There is a growing awareness amongst researchers and practitioners that improving the quality of teaching and learning through performance management is not working. In education policy terms the UK Government has made much of the importance of modernizing the teaching profession in raising levels of achievement, attainment, and success in schools and colleges. The proposed trade-off for teachers is improved pay for improved standards. Advocates of such reform point to the benefits derived from greater devolution of market principles to frontline professionals which, it is argued, enhance performance, remuneration, and motivation (Barber 2001). Critics, on the other hand, have criticized the deprofessionalizing tendency of tying performance management to government targets, which fail to connect with the contextual realities of teaching and learning in the classroom or education workplace (Elliott 2001, Merson 2001). Recently such criticism was rejected by the (then) Secretary of State for Education as cynicism. 'In education it is those who offer cynicism in the guise of experience who can drive young teachers to look for other careers. We shall always try to combat cynicism wherever it threatens progress on standards' (Morris 2001: 9). This paper seeks to avoid such reference by arguing for greater authenticity in the way education practice might drive, rather than being driven by the policy and performance agenda. The Programme for International Student Assessment (PISA) and Trends in Mathematics and Science Study are two highly respected studies of school pupils' academic achievement. English policy-makers have been disappointed with school children's performance on these tests, particularly in comparison to the strong results of young people from East Asia. In this paper, we provide new insight into the England-East Asia gap in school children's mathematics skills. We do so by considering how cross-national differences in math test scores change between ages 10 and 16. Our results suggest that, although average math test scores are higher in East Asian countries, this achievement gap does not increase between ages 10 and 16. We thus conclude that reforming the secondary school system may not be the most effective way for England to 'catch up' with the East Asian nations in the PISA math rankings. Early years education has received considerable attention in recent years, particularly as a result of longitudinal studies that demonstrate the importance of the first few years in a child’s development and educational experience. In 2004, a new approach to early years education, the Foundation Phase, was introduced in Wales. This is a major flagship policy of the recently devolved Welsh Government, and marks a radical departure from the more assessment-driven competency-based approaches to early childhood education that existed prior to the Foundation Phase. Studying approximately 2000 children in Wales who are part of the UK Millennium Cohort Study (MCS), all born in 2000–2001 we investigate the potential impact of the Foundation Phase pilot on a range of key academic and well-being outcome measures. Compared with other children, those attending a Foundation Phase pilot school tended to have lower scores in a number of academic assessments at age seven and lower subjective well-being, in terms of their attitudes to learning and well-being at school. We consider these surprising, yet concerning, results in the context of the methodological limitations to this analysis and propose how the MCS can be further used to substantiate these findings. This study examines ways in which economic and sociological explanations of higher education (HE) choices may intersect through student's use of information. We find substantial positive associations between intention to go to university in England and each of: (i) parents' education; (ii) cultural capital; and (iii) expectations of the size of the graduate premium. We also find an association between beliefs about the size of the graduate premium and cultural capital. These results support an integrated model of participation in HE in which social and economic factors are treated as complementary rather than competing explanations. The results run counter to previous research which has found that associations between participation in HE and socio-economic status (SES) largely disappear once students' attainment is taken into account. One policy implication of this research is that some indicators of SES (notably household income, eligibility for free school meals or parental occupation) are sub-optimal for interventions to widen participation in HE. The moral panic concerning ‘boys’ underachievement’ is well established in the UK and Australia, and is spreading to other countries. Feminists have articulated concerns that this debate has reflected a ‘poor boys’ discourse with negative permutations for girls’ schooling; and there is much evidence to support this claim. However, it is argued here that as a result of the location of underachievement in the individual rather than with social structures by neo-liberal policy movements, in England certain groups of ‘failing’ boys are increasingly being problematized rather than valorized. Boys generally are presented as vulnerable and ‘at risk’. The ‘poor boys’ discourse position these boys as in need of help and attention. But within these practices certain groups of boys are beginning to be demonized for their apparent wastefulness of resources and failure to take responsibility for their own achievement. The article draws on work by Bauman and Foucault as well as feminist theory in order to tease out some of the complex inter-weavings of gender and neo-liberal discourses at work in English educational policy.
