Purpose: This paper aims to present commentary on adult safeguarding designated officers' (nominated senior staff members in the Health Service Executive and its funded services) in Ireland readiness for online learning and their perception of the blended approach used in their training and considers the implications of this for practice. Design/methodology/approach: In total, 233 designated officers were surveyed. A self-administered online survey comprising of two instruments was used. The questionnaire combines two previously validated tools measuring readiness for online learning and perceptions of blended learning. Minor modifications were made to account for local circumstance and language. Demographic questions relevant to the survey population were added. The response rate was 49%. Findings: Designated officers regarded specified competencies for online learning as important to very important with highest importance placed in time management. Designated officers expressed they were confident to very confident in their ability to accomplish all competencies in online learning. The highest confidence was in the technical competencies. Designated officers are demonstrating high readiness for online learning. Designated officers reported positively on online contributions and on blended learning workload. The scores indicate positive perceptions of the blended learning experience. Responses to an open-ended question were largely positive with some suggestions for improvement made. Practical implications: Findings have helped inform planning and development of the Health Service Executive's adult safeguarding training for designated officers with changes made since this survey was undertaken. Originality/value: To the best of the author's knowledge, this is the first time a survey was undertaken of designated officers in Ireland with a view to improving safeguarding training. Purpose: The purpose of this paper is to identify the factor structure of the Ways of Coping Questionnaire (WCQ) among abused Iranian women. Design/methodology/approach: This paper is a methodological study. The participants included 554 abused married women who were selected by convenience sampling from the women presenting to health centers and hospitals and their companions as well as women visiting mosques and parks in Shahroud, Iran. The exploratory factor analysis was used to investigate the factor structure of the WCQ. The reliability of the questionnaire was estimated using Cronbach's alpha coefficient. Findings: Following the exploratory factor analysis, 36 items and 5 factors were extracted, which could explain 73.24% of the variance in the concept of coping with intimate partner violence. The extracted factors included distancing, planning, wishful thinking, seeking social support and problem-solving. Cronbach's alpha coefficient of the questionnaire as a whole was 0.91. Originality/value: This paper has practice and research implications for promoting coping among abused women. The factor structure of the WCQ obtained in this paper can validly measure coping with intimate partner violence among abused Iranian women. Learning about the coping strategies used by abused women can help design context-based interventions to assist these women in better coping with their husband's violence and improving their well-being. Purpose: Intimate partner violence (IPV) against women is a global phenomenon. IPV is a public health, social policy and human rights concern across the globe. It remains a serious issue in Indian context as well. This paper aims to identify the factors associated with IPV using India's nationally representative National Family Health Survey (NFHS) data. Design/methodology/approach: To identify the factors associated with IPV in India, the authors have used binary logistic regression to estimate two models. The outcome variables are women facing physical violence in the first model and sexual violence in the second. The explanatory variables are broadly socio-economic indicators related to the women and a few other indicators related to the characteristics of the household. Findings: The authors found that urban and working women face higher odds of violence. Alcohol consumption by the husband increases the risks of IPV, whereas risk decreases with women's autonomy. Even though the prevalence of physical and sexual violence has decreased by 6.8% and 3.9% from 2005–2006 to 2019–2021, the data shows that women across social, economic and regions still face violence from their partners. However, the physical violence increased from 2015–2016 to 2019–2021. Originality/value: To the best of the authors' knowledge, this study is a distinct attempt to use pooled data of the nationally representative sets NFHS-3 (2005–2006), NFHS-4 (2015–2016) and NFHS-5 (2019–2021) to study the factors associated with IPV in India. Purpose: This paper aims to examine the predictive potential of elder abuse on welfare status of older persons in selected districts in Southwestern Uganda. Design/methodology/approach: The study took a cross-sectional descriptive and analytical design. Using a sample of 285 respondents, data were obtained from 201 usable questionnaires collected from caregivers and officials relating with older persons in this area making it a response rate of 70.5%. Using statistical program for social scientists (SPSS), the researchers tested and analyzed six hypotheses. Findings: Results indicate that physical abuse, emotional abuse, financial abuse and neglect negatively and significantly predicted welfare status. Though negatively related, social abuse and sexual abuse did not significantly predict welfare status. Practical implications: Family members and caregivers must make practices that do not promote physical abuse, emotional abuse, financial abuse and neglect as these negatively affect the welfare status of elderly persons. District officials such as community development officers and other persons handling older persons need to implement policies that promote the welfare status of the elderly. Purpose: Reciprocal abuse inside care practices remain under-studied due to their invisibility and further research is required. The purpose of this paper is to explore different levels of conflicts inside organisations. Design/methodology/approach: The paper is based on a self-administered questionnaire filled out by care workers (n = 150), in 16 Portuguese care homes. Findings: Results indicated that, overall, 54.7% of care workers had observed abuse, in their daily practice, in the preceding 12 months: 48.7% psychological; 36.0% neglectful care practices; 14.0% physical and 3.3% financial abuse. The figures decreased significantly as regards abuse committed themselves, with 16.7% of those admitting to having committed at least one of these behaviours. The highest figures were also recorded for psychological abuse (13.3%) and neglect (6.7%). However, there is a statistically significant relationship between abuse committed by care workers and abuse committed by residents. Overall, 52.0% of care workers reported having been the target of at least one such behaviour by residents. Research limitations/implications: This paper has its limitations as the sample consisted of only 16 nursing homes (12 not-for-profit and 4 for-profit nursing homes). The fact that only 4 of the 16 LTC homes were for-profit is a potential limitation both in general and in particular because research has shown that lower quality of care and elder abuse and neglect are more common in for-profit nursing homes at least in Portugal. The results were also based on self-reported measures. Practical implications: A reactive behaviour, the risk of retaliation, after a complaint, the difficulty in dealing with dementia and the residents' aggressive behaviour, an absence of a training and support policy in an environment where difficult working conditions prevail, are factors enhancing a reciprocal process of abuse. The analysis followed by a discussion of potential implications to prevent institutional elder abuse and neglect, based on communication and social recognition, including better working conditions and training, and a cooperative work environment. Social implications: Conflict is much more than reducing an interpersonal relationship problem between residents and staff (care workers, professional staff, managers) and extending to the whole organisation. Therefore, there are still uncertainties on how organisations, staff and residents interact between themselves, and affect care practises. Originality/value: Reciprocal abuse in nursing homes is an important area of research and this paper enabled a discussion of potential implications concerning the quality of care, which required the identification of levels of conflict, in an organisational system, including interactions, the context where care is provided, difficult working conditions, lack of training and levels of support. Purpose: This paper aims to characterize the type of support provided to victims of violence against women and domestic violence (VAWDV) during the first lockdown, assessing the training of professionals to use remote support (RS). Design/methodology/approach: This cross-sectional study involves a sample of 196 support professionals, mainly women (91.8%) and who integrate the Portuguese National Support Network for victims of domestic violence (NSNVDV) (Mean age = 36.49; SD = 10.52). Findings: Telephone emerges as the main RS communication media used in the lockdown (43.9%) and the emergency state periods (57.1%). Participants reported to have never used any social applications (41.8% vs 41.8%) or videoconference (46.4% vs 58.2%), in both periods assessed, i.e. lockdown and emergency state, respectively, and 82.7% assumed to have no training with RS to assist VAWDV victims. However, support professionals recognized several advantages in using RS such as dealing with isolation, reducing inhibition, fear and shame and in promoting the victims' empowerment. Research limitations/implications: Given the exploratory nature of this study, only descriptive analyzes were conducted. Originality/value: During the COVID-19 pandemic, little is known about effective RS given by professionals to victims of VAWDV in the Portuguese context. Purpose: The purpose of this paper is to document the impact of participation in microfinance programs on domestic violence against women. Design/methodology/approach: This paper uses the survey data from 69 villages in Bangladesh and the instrumental variable approach to estimate the effect of participation in microcredit programs on domestic violence. Findings: The results show that women's participation in microcredit programs does not reduce domestic violence. However, this result is possible only when the authors do not distinguish between female borrowers who have control over credit and those who do not have control over credit. Classifying female borrowers into these two categories can significantly change the results. The authors report significantly lower physical violence against those female who have control over credit. In case of psychological violence, the authors report no significant impact of control over microcredit. Purpose – There have been increased concerns about disciplinary procedures in relation to adult safeguarding. The purpose of this paper is to argue that the personal "boundary attitude" of workers is a strong component of their response to issues that have a safeguarding dimension. Design/methodology/approach – This study reports an analysis of questionnaire responses and data generated from interactive training events. Findings – The data suggest most workers adopt a personal stance or "boundary attitude" that drives their response to many of the diverse circumstances they face at the interface of their professional and personal life. Research limitations/implications – The particular profession, stage in career development or work environment may affect staff responses and this needs further exploration. Practical implications – There are implications for how services identify the most effective workers and their least effective colleagues, as well as for staff selection and training. Improving our understanding of boundary attitude will help to protect vulnerable people from abuse whilst supporting them to have a full life. Social implications – A better understanding of whether staff who maintain rigid boundaries deliver better outcomes than their colleagues who exercise substantial flexibility will help in recruitment, supervision and safeguarding activities. Purpose - The purpose of this paper is to analyse in detail the findings from 40 serious case reviews (SCRs) involving adults who self-neglect, and to consider the commissioning and reporting of such inquiries in the context of accountability that also involves the Coroner and the Local Government Ombudsman. Design/methodology/approach - This study comprised a cross-case analysis of 32 SCRs, using a four-layer design of the adult and their living context, the team around the adult, the organisations around the team, and the Local Safeguarding Board around the organisations. Findings - Available reports tend towards description of events rather than appraisal of what influenced practice. They highlight the challenges in cases of self-neglect practice, including person-centred approaches, capacity assessment and securing engagement. Familiar themes emerge when the spotlight turns to professional and organisational networks, namely information-sharing, supervision, recording and compliance with procedures and legal rules. Some Local Safeguarding Adults Boards found the process of conducting and then using serious case reviews for service improvement challenging. Research limitations/implications - The cross-case approach to thematic analysis focuses on reports into situations where outcomes of professional and organisational intervention had been disappointing. Nonetheless, the themes derived from this analysis are similar to other research findings on what represents best practice when working with cases involving self-neglect. Practical implications - The paper identifies learning for the effective commissioning and conduct of SCRs, and for service improvement with respect to practice with adults who self-neglect. Originality/value - The paper offers further detailed analysis of a large sample of SCRs that builds the evidence-base for effective practice with adults who self-neglect and for efficient management of process of commissioning and conducting SCRs. Purpose A previous publication in this journal reported the findings of a 2013 survey into people’s experiences of membership of a Christian church in the UK (author citation removed for the purposes of review). A major finding of this survey was that many people said they had been “harmed” by their experience with some labelling it as “Spiritual Abuse” (SA). Respondents in the 2013 study also stressed the importance of developing safeguarding policy and practice in this area. The purpose of this paper is to explore the findings of a more extensive survey conducted in 2017 which aims to identify people’s understanding of SA some four years after the initial work and within a context of some discussion and uncertainty around the term itself. The study also aims to assess the current status of safeguarding policy and practice in SA perpetrated against individuals in the Christian church in the UK. A secondary aim of the study is to ascertain how far understandings, policy and practice have developed since the initial survey was conducted. It is emphasised that the authors do not assert that SA is perpetrated solely in the Christian church. However, as this is their personal religious background it is the focus of this work.Design/methodology/approach A mixed methods online survey of Christians, Church attendees and members of Christian organisations was conducted in 2017. Data were analysed using descriptive statistics, inductive thematic and content analysis.Findings A clear definition of SA is required. There is an ongoing need to develop policy and practice in the area of SA in order to respond effectively to those who have these harmful experiences.Research limitations/implications This work has been conducted within the Christian faith community and thus, represents only this faith context. Accordingly, it is research with a specific group. The work would usefully be expanded to other faith contexts.Practical implications People are still being harmed by experiences in the Christian church. Safeguarding policy and practice in the area of spiritual abuse needs to be developed in the immediate future.Social implications Those working in statutory agencies, faith and community contexts need to develop an understanding of SA.Originality/value This is the largest survey conducted on the topic of SA in the Christian faith to date in the UK. Purpose – The purpose of this paper is to report the findings of a ground-breaking survey into people's experiences of church and Spiritual Abuse (SA), in a context of issues of safeguarding and policy. Design/methodology/approach – The survey was delivered online between April 2011 and December 2012. Findings – The findings showed many people had encountered negative church experiences. Most respondents had very limited knowledge and understanding of SA and related support and intervention. Research limitations/implications – This survey represents the views of a small percentage of those who attend, or have attended, church and further more extensive research is required to provide a more comprehensive understanding. Additionally research is required within other faiths and cultural contexts. Practical implications – It is evident that there is clearly a need to strengthen current safeguarding policy and practice with regards to SA. Purpose The purpose of this paper is to report on findings from an evaluative research study which looked at a timed intervention model of practice comprising of up to 24 weeks of intensive meetings with adult service users set up by one local authority in England, to prevent and delay the need for care and support. A particular focus of this paper is on adults who hoard.Design/methodology/approach The study employed a mixed-methods design, consisting of interviews with service users (n=13), social workers (n=3), social work managers (n=2) and stakeholders from external services and agencies (n=6). It included a costing analysis of staff time and an analysis of goals of service users and “satisfaction with life” self-report questionnaires (n=20), completed at pre- and post-intervention stages.Findings There was evidence that social workers used strengths, relationship-based and outcome-based focused approaches in their work. The techniques used by social workers to engage, achieve change and assess effectiveness with service users varied. These techniques included the use of photographs to enable the service user to map and assess their own progress over time, encouraging hoarders to declutter and reclaim their living space. The service users valued the time the social workers spent with them and the way that they were treated with sensitivity and respect.Research limitations/implications The study focused on one local authority in England; there was no comparison group. This, and the small sample size, means that statistical generalisations cannot be made and only limited conclusions can be drawn from the quantitative data.Originality/value The paper provides insights into the work undertaken by social workers with adults who hoard. Purpose – The purpose of this paper is to set out and discuss findings from a developmental study, commissioned by the English Department of Health and the charity, Comic Relief, which was commissioned to clarify definitional issues and recommend ways of operationalising key concepts for a prospective survey of abuse, neglect and loss of dignity in the care of older people in residential care in the United Kingdom (UK). Design/methodology/approach – As well as drawing upon their experience and expertise, the authors conducted a review of the literature, held consultation events with a range of stakeholders and undertook in-depth interviews with international academics and care home residents. Findings – Existing definitions and descriptions vary widely in form and content, are commonly subjective and imprecise and frequently make reference to abstract concepts which themselves need defining. Many of the concepts are also inherently evaluative, unspecific and open to interpretation. The study considered how, in this context, practical research definitions that are clear, unambiguous and widely acceptable to a range of stakeholders could be developed. Research limitations/implications – The study took a UK focus and the review of literature was confined to the English language. Further research might usefully extend discussion about definitions cross-culturally. The interview samples were small and should not be considered to be representative. Originality/value – The paper identifies key issues in defining the perpetrator. It focuses on the concepts of trust and intentionality, the responsibilities of the care home and multiple perpetrators and makes practical proposals for operationalising the "perpetrator" in research. Purpose: The purpose of this paper is to examine elder abuse (EA) tendency in the context of social integration and caregiver stress (CGS). Afterward, the attempt has been made to examine the role of mens rea or intention in the incidence of EA. Design/methodology/approach: For examining the opinion on EA through the perspective of the elderly and caregiver, a questionnaire was developed using exploratory factor analysis and confirmatory factor analysis. Afterward, a z-test was used for analyzing the results obtained from the elderly and caregivers. Findings: The results showed that in the context of EA, the opinion of caregivers differs from the elderly. This finding was attributed to the theory of ignorance. Based on this, the legal action for every incidence of EA was discouraged by seeking endorsement from the attachment theory especially for the EA incidences arising due to factors such as social isolation or CGS. Research limitations/implications: This research addresses the presence and non-presence of mens rea or intention in the incidence of EA. Future studies may be conducted by taking a sample from two more developed and developing economies. Moreover, based on the findings the recommended framework can be empirically examined by future researchers. Practical implications: Understanding the study through the perspective of the caregiver may facilitate the academicians and practitioners in keeping the fabric of relationships stronger among the elderly and caregiver. Originality/value: Based on the results obtained from the elderly and caregiver, this study proposes a conceptual framework for examining the EA through the lens of mens rea/intention of the caregiver. It is recommended that initiating legal action for every incidence of EA must be discouraged. However, the incidences such as physical abuse (assault), financial abuse, sexual abuse and alike for which the law itself assumes the presence of intention must not be exempted. Purpose: In the present era of modernization, the social group members interact with each other with selfish and unselfish intents. However, the unselfish means and ends build a long term relationship among people. On the other hand, selfish ends bud out unethical means such as abuses, violence and fights. The situation becomes tough when the same becomes evident among the family relationship and as a consequence the elderly are being treated unfairly. Out of such cases, some are reported and the majority of them remain unreported, which eventually becomes the cause of concern for the social welfare agencies. Thus, this paper aims to examine the elder abuse (EA) tendency in metro, non-metro and religious cities. Design/methodology/approach: For this study, a mixed-method approach is used to develop survey instruments, validate findings using qualitative and quantitative data sources for better generalization of results. The present study explored and confirmed the related factors using exploratory factor analysis and confirmatory factor analysis for the establishment of a valid scale of EA. Further, the difference of perceptions among the elders for abuse across the metro, non-metro and religious cities was statistically checked using the ANOVA and post hoc techniques. Findings: The present study identified the traces of EA and created a comprehensive understanding of it. The present study manifests the prevailing practices of EA in society by discussing the demerits of dependency and modernization. Moreover, the present study assesses the pervasiveness and the repercussion of dependency and the impact of modernization on EA followed by a discussion on how the victim elders may handle the situation. In the present study, a scale is developed to identify EA because of the dependency of the elderly and the modernization of society. Originality/value: Some exclaiming thoughts such as the dependency of elders elevate the chances of EA on one side, while modernization of society hampers the social/family bonding leading to EA. The inconsistent development across the region has created modernization as a significant factor for EA. The level and depth of modernization across locations such as metro, non-metro and religious cities are the cause for varying degrees of EA. Purpose: The purpose of this paper is to present findings from two research projects undertaken between 2015 and 2019 that reveal continued underreporting and sometimes active concealment of abuse in private sector care homes for older people in England. Design/methodology/approach: An anonymously completed questionnaire was used among newly appointed staff in 11 newly opened care homes to elicit both quantitative and qualitative data relating to the reporting of occurrences of abuse within the care homes in which they had previously worked. In total, 391 questionnaires in total were returned, 285 of which indicated that respondents had witnessed the perpetration of abuse on at least one occasion. Findings: A significant number of respondents indicated their awareness of acts of abuse that had not been reported within the care home(s) in which they had worked, or externally to the appropriate authorities. Some respondents were aware that where occurrences of abuse had been reported within care homes no subsequent action was taken, or that external authorities were not always involved in responses to abuse. A significant number of respondents described strategies that had been used to deter reports of abuse to external agencies and to conceal its occurrence from the statutory regulator and service commissioners. Research limitations/implications: Though the research draws upon the experiences of only 285 questionnaire respondents who had witnessed episodes of abuse, data suggest that a significant proportion of abuse in care homes remains unreported. Originality/value: The research has revealed experiences of continued underreporting and concealment of abuse among staff in private sector care homes. Findings indicate that a strengthening of incentives and protections extended to the staff who should report abuse are essential, and that changes to current methods of external scrutiny to which care homes are subject are required. Purpose - The purpose of this paper is to reflect on how qualitative approaches can improve a prevalence study on older adults' violence. The paper describes how qualitative data can help frame a complex and multidimensional problem, such as older adults' violence, within the culture where it happens and therefore prevent two risks present in prevalence studies: underestimation and overestimation. Design/methodology/approach - To adequately measure violence and violent behaviours the authors first conducted four focus groups with the target population - older adults aged 60 and over - and 13 in-depth interviews with older adult victims of violence. Through content analysis of focus groups and in-depth interviews the authors sought to understand how violence is perceived, defined and limited by the general population and by victims. Findings - By employing qualitative methods the authors were able to operationalise violence, decide upon and select specific behaviours to measure, rephrase questions and develop strategies to approach the general population through telephone interviews. Research limitations/implications - The qualitative approaches helped reduce participants bias in the prevalence study and therefore to minimise the risks of underestimation and overestimation. Originality/value - The study exemplifies how assessing quantitatively to a sensitive subject requires taking into account the perspective of the target population through a qualitative approach. Purpose – Domestic abuse continues to be largely hidden phenomenon. For older survivors this invisibility is further compounded by conceptual confusion surrounding domestic abuse and other forms of family violence. The purpose of this paper is to explore service responses to abuse among older people from across a range of sectors. Where possible the perspectives of older people themselves were explored. Design/methodology/approach – A mixed methods approach incorporating postal questionnaires and semi-structured telephone interviews. Agencies and organizations from both the statutory and voluntary sector who provided specific domestic abuse support services or general services and support for older people (aged 59 years and over) and older people, either as survivors of abuse or with an interest in the development of services for older people within one region of the UK were invited to take part in the project. In total, 18 individuals from a range of agencies and three older women survivors agreed to take part in the study. Findings – The findings highlighted three main themes, first, lack of conceptual clarity between domestic abuse and elder abuse, second, complexity of family dynamics and abusive relationships, and third, deficit in dedicated service provision for older survivors. The findings are discussed within the context of the existing literature and key recommendations include wider recognition of the significance of inter-professional education, training and working practices. Purpose The purpose of this paper is to present the findings of a study considering the application of the Mental Capacity Act and Deprivation of Liberty Safeguards (DoLS). Practitioners from a range of professions were recruited to provide their views of how to respond to a variety of scenarios. GPs, nurses, social workers, physio/occupational therapists and care assistants were recruited to participate.Design/methodology/approach This study used the Delphi method to elicit participant views and generate consensus of opinion. The Delphi method recommends a large sample for heterogeneous groups, and round one had 98 participants from six different professional groups.Findings Participants did not respond consistently to the scenarios, but disagreed most significantly when patient decisions conflicted with clinical advice, and when to conduct a capacity assessment. These responses suggest that clinical responses vary significantly between individuals (even within settings or professions), and that the application of Mental Capacity Act (MCA) is complicated and nuanced, requiring time for reflection to avoid paternalistic clinical interventions.Originality/value Previous studies have not used a Delphi method to consider the application of MCA/DoLS. Because of this methods focus on developing consensus, it is uniquely suited to considering this practice issue. As a result, these findings present more developed understanding of the complexity and challenges for practitioner responses to some relatively common clinical scenarios, suggesting the need for greater clarity for practitioners. Purpose The purpose of this paper is to present findings from an empirical research project designed to enhance knowledge of the current extent and nature of abuse in contemporary care homes for older people.Design/methodology/approach A self-completion, postal questionnaire was used to elicit both numerical and textual data that was subsequently subjected to both quantitative and qualitative analysis. The questionnaire was distributed to newly appointed care staff in six participating care homes providing care to older people to determine the nature of any abuse they may have witnessed in the homes in which they had previously worked.Findings A significant proportion of respondents described instances of predominantly psychological and physical abuse and neglect.Research limitations/implications Though the research draws upon the experiences of only 194 anonymous questionnaire respondents, of whom 140 had witnessed abuse; data suggest that abuse continues to occur in some care homes for older people.Originality/value The research has revealed staffs’ recent experiences of a range of abusive acts and practices. Purpose - The purpose of this paper is to evaluate key organisational processes in managing "safeguarding" in relation to the independent sector, the local authority delivery arm for care. Design/methodology/approach - The methods employed were a telephone survey (one in five random sample of all residential and domiciliary providers in a local authority area) and follow up focus groups (n = 2) of local authority staff and independent sector domiciliary and residential providers, in an action research framework. The survey was developed through expert members of a multi-agency Project Reference Group. Findings - Three survey domains (on "information", "training" and "support and advice") indicated high satisfaction, but "experience of investigations" low rating raised questions for further exploration and were followed up in detail in the focus groups selected from providers with experience of safeguarding alerts. A number of issues were raised for local policy and for safeguarding more broadly. Research limitations/implications - The paper only assesses one local authority area. A more balanced systems approach is needed to manage safeguarding. Originality/value - The involvement of the independent sector in safeguarding is under-researched and the development of processes that encourage a research culture and a systems approach are exemplified. Purpose The purpose of this paper is to present findings from a research project designed to determine the qualifications held by those staff who had perpetrated abuse in private sector care and nursing homes for older people during a 12-month period.Design/methodology/approach A self-completion, postal questionnaire was issued to the safeguarding teams of all local authorities in England with adult social care responsibilities to determine the qualifications held by staff who were proven to have perpetrated abuse in these facilities.Findings Though findings with respect to qualified nurses who had perpetrated abuse when considered in isolation were inconclusive in numerical terms, the proportion of all nursing and care staff who had perpetrated abuse, and who held either a professional or vocational qualification was high.Research limitations/implications Responses to the postal questionnaire represented 21.8 per cent of local authorities with social services responsibilities, yet the data secured suggests that care providing staff who have received recognised training are disproportionately represented among those proven to have perpetrated abuse.Originality/value Findings indicate that recognised training for those who provide care in care and nursing homes is of limited efficacy in the prevention of abuse. Purpose The purpose of this paper is to find a method that makes it possible for people with intellectual disabilities to independently contribute to population-based research in areas that is sensitive. It is important to be able to answer questionnaires independently in research areas that are sensitive because the informant maybe does not want to ask for help to answer a questionnaire about sexual violence, domestic violence, etc. Maybe they not even have talked to anyone about their experiences and then have to tell a staff/relative that helps them to complete the survey is probably unthinkable.Design/methodology/approach To participate in a survey about sensitive issues independently the questions and the methods have to be adapted to the informant’s skills and needs. The questions written in “difficult Swedish” were transcribed into simple language and then tested whether the target group understood the words that describe violent acts. After adjustments another small group tested the method, an Audio Computer-Assisted Self-Interview (ACASI). After they had completed the survey informants were interviewed about what it was like to participate in the survey.Findings Preliminary results show that it is possible to independently answer population-based questionnaires, even about sensitive issues, if the researcher offers the possibility to use a web-based ACASI. An ACASI can be used on accessible computers and tablets and can have the same questions that only have to be translated into both easy language and alternative format, such as questions with both text and images and listen to the questions read.Originality/value Researchers can include people with intellectual disabilities, they just need to give them a chance. It is possible if they translate their questions into an easy language and include alternative format, i.e. using both text and images and be able to listen to the questions and answers, by, for example, using a web-based ACASI. Purpose The purpose of this paper is to present some of the findings from an empirical, mixed methods research project that reveal underreporting and active concealment of abuse in private sector care homes.Design/methodology/approach Semi-structured interviews were undertaken with 36 care home personnel. An anonymously completed questionnaire was also used concurrently among newly appointed staff in newly opened care homes, to elicit additional quantitative and qualitative data.Findings A significant number of respondents reported awareness of acts of abuse that had not been reported within the care home or externally to the authorities. Some respondents were aware that where occurrences of abuse had been reported, no subsequent action was taken, and external authorities were not always involved in responses to abuse. A significant number of respondents were aware of deliberate strategies used to deter reports of abuse to external agencies.Research limitations/implications Though the research draws upon the experiences of only 36 care home personnel through interviews, and 94 questionnaire respondents who had witnessed occurrences of abuse, data suggest that a significant proportion of abuse in care homes remains unreported.Originality/value The research has revealed staffs’ experiences of underreporting of abuse in private sector care homes. Purpose: In 2014, the Health Service Executive (HSE) in Ireland published its Safeguarding National Policy and Procedures (HSE, 2014). Under this policy, all agencies providing services through the social care directorate must ensure a robust culture of safeguarding is in place. Concurrent to this has been a move in social policy, practice and research to include the voice of the service user, both in terms of planning and reviewing services. (e.g. HIQA, 2012; Flanagan, 2020) This article examines whether service users with intellectual disabilities want to be involved in safeguarding plans and, if so, how that can be supported. Using focus groups service users demonstrated their knowledge of safeguarding as a concept, how they felt about the issues raised, and, crucially what they felt they would like to see happen next in addressing a safeguarding incident or concern. The focus groups took place in a large organisation providing residential services, day services, independent living supports and clinical supports. Engaging service users in planning and responding to safeguarding concerns is a fundamental principle of human rights legislation, both nationally and internationally. This study aims to highlight that it is both possible and desirable to engage fully with service users using a range of simple communication tools. For this to be implemented as routine practice in services providing support for people with intellectual disabilities, authentic leadership is required. Services will need to devote time, human resources and will need champions to get on board with the necessary culture shift. Design/methodology/approach: Qualitative research examined peoples' "lived experiences" and knowledge of safeguarding. Focus groups were used with thematic analysis highlighting common themes throughout, as guided by Braun and Clarke (2006). There were two objectives: Objective 1: measuring participant's understanding of the safeguarding process. Objective 2: compare the potential differences between safeguarding plans devised by the participants in the focus groups, versus plans devised by trained designated officers responsible for safeguarding within the service. Findings: Four principal themes emerged – 1. participants understanding of safeguarding; 2. restorative justice; 3. consent; and 4. high levels of emotional intelligence and compassion. Participants demonstrated that they could and did want to be involved in safeguarding planning and showed little variation in the plans compared to those completed by trained staff. Research limitations/implications: The study was completed with a small sample size in a single service in one area. It may not represent the lived experiences and knowledge of safeguarding in other services and indeed other countries. The video may have led to some priming; for instance, the Gardai in the footage being called may have resulted in the participants stating that contacting Gardai should be part of the plan. After the video was shown, there was a heightened awareness of safeguarding. This may indicate that participants are aware of safeguarding but unsure of the terminology or how to discuss it out of context. Practical implications: For this to be implemented as routine practice in services providing support for people with intellectual disabilities, authentic leadership is required. Services will need to devote time and human resources and will need champions in the safeguarding arena to get on board with the shift in culture required. Social implications: While there did not appear to be many barriers to listening to participants, to progress this as a standard practice a very real shift in culture will be needed. It is important for practitioners to ask: Is the vulnerable person aware that this concern has been raised? What is known of the vulnerable person's wishes in relation to the concern? To truly engage with service users in safeguarding plans these questions need to be more than a "tick box" exercise. This process needs to be fully embedded into a culture that promotes a person-centred, rights-based, inclusive approach as a standard rather than a one-off project. Some structural changes will be needed regarding the time given to designated officers, and what resources they can access (such as speech and language therapy). However, the real difference will be made by services operating authentic leadership that champions engagement on this scale, to fully answer the question posed by the researchers at the beginning of this report, "Whose safeguarding is it anyway?" Originality/value: There appears to be little evidence of service user engagement in terms of planning and processing safeguarding responses, either in research or anecdotally. Purpose – The Adult Support and Protection (Scotland) Act 2007 places a duty on Councils to investigate the circumstances of adults who, because of a disability, health condition or illness are unable to safeguard themselves from harm. Public partner agencies, including the NHS have a statutory obligation to bring to the attention of the Council those individuals who may be at risk of harm. Health professionals cooperate with adult protection investigations and participate in the development of adult support and protection plans, yet do not appear to be initiating adult protection referrals with the Council. Low reporting by health has also been recognised as a national issue. The purpose of this paper is to explore what promotes and what prohibits the identification and reporting of situations of abuse within the Scottish Legislative Framework. Understanding the decision-making processes of prospective reporters would potentially allow the barriers to be reduced and the supports to be strengthened. Design/methodology/approach – The research strategy is based on a literature review, a web-based survey and semi-structured interviews with health professionals within community learning and community mental health teams. Findings – The findings point to a number of inter-related factors which impinge upon the professional’s confidence to initiate adult protection referrals. Workers must first recognise harm as conduct which needs to be reported and addressed. They need to be familiar with referral procedures and be assured that their concerns will be dealt with appropriately. Health professionals are more likely to report if they are based in an environment which supports honest and open discussion regarding harm, without over-concern about agency reputation or resources. Access to multi-disciplinary consultation and support, particularly in relation to more ambiguous protection situations, was viewed as fundamental to reporting. Originality/value – This small scale study adds to a developing bank of literature providing a Scottish perspective on protecting adults. Purpose – The purpose of this paper is to investigate factors that influence the probability that staff will commit acts of inadequate care, abuse, and neglect. Design/methodology/approach – A cross-sectional survey study was carried out in one county in the middle of Norway (Sør-Trøndelag). Random sampling, stratified by size of nursing homes, and location (rural or urban areas), was used to select a variety of nursing homes from a total population of 55 nursing homes. All staff working in 16 nursing homes working were asked to participate in the study. A response rate of 79 per cent was achieved (n=616). Findings – Findings reveal that location and size of the nursing home, age of the staff, education level, job satisfaction, resident aggression, and conflicts between residents and staff predict inadequate care, abuse, and neglect. The most consistent findings are that resident aggression increases the risk for all three types of inadequate care, and that conflicts predict different types of inadequate care depending on whether the conflicts are related to direct care-giving activities or not. Practical implications – Nursing home care is an important part of care for the elderly, and should be characterized by good-quality services. The relation between inadequate care and resident aggression, conflicts, and other factors shown in this study points to the relevance of further improvements in nursing home practices to minimize the occurrence of episodes of inadequate care, abuse, and neglect. Purpose – Financial abuse of people with dementia is of rising concern to family carers, the voluntary sector and professionals. Little is known about preventative and early response practice among community services staff. The purpose of this paper is to investigate voluntary sector staff's views of the risks of managing money when a person has a dementia and explore ways that individuals may be protected from the risks of financial abuse. Design/methodology/approach – An online survey of staff of local Alzheimer's Society groups across England was conducted in 2011 and was completed by 86 respondents. Open-ended responses supplemented survey questions. Statistical analysis and content analysis identified emergent findings. Findings – Most respondents said their people with dementia experienced problems with money management, with almost half the respondents reporting encountering cases of financial abuse over the past year. Most were alert to warning signs and vulnerabilities and offered suggestions relevant to practice and policy about prevention and risk minimization. Research limitations/implications – Adult safeguarding practitioners are likely to encounter money management uncertainties and concerns about exploitation of people with dementia. They may be contacted by community-based support staff from the voluntary sector about individual queries but could ensure that such practitioners are engaged in local training and networking activities to promote their skills and confidence. Practical implications – As with other forms of elder abuse, professionals need to be aware of risks of financial abuse and be able to suggest effective yet acceptable preventive measures and ways to reduce risks of harm and loss. Further publicity about adult safeguarding services may be needed among local community support services. Purpose – The purpose of this paper is to measure nurses’ knowledge about Adult Support and Protection (Scotland) Act 2007 before and after a one-day training course using participants’ favoured methods of training activities. Design/methodology/approach – A repeated measures design was used to evaluate the impact of a one-day Adult Support and Protection training on pre-training knowledge of community nurses across one NHS area. Participants’ favoured methods of training activities were used in the training. Participants were community nurses working in learning disability, mental health, older people's services, acute services, substance misuse, and accident and emergency. All completed a training needs analysis and training preferences study. Individual and group scores on an Adult Support and Protection knowledge questionnaire were analysed pre- and post-training. Findings – There was a statistically significant increase in scores post-training (Wilcoxon's signed-ranks test). Individual increases ranged from 2.5 to 27.5 per cent, with a mean score of 15 per cent. Evaluation of the impact of nationally approved Adult Support and Protection training is needed and training should take account of participants’ existing knowledge and preferred methods of training delivery to improve the transfer of learning into practice. Research limitations/implications – Participants were self-selecting. Existing knowledge was not controlled for in the sample. No longitudinal follow up to measure retention of any improvements in knowledge. No control group. Training methods used were based on the expressed preferences of 40 nursing staff, but only 18 of these staff participated in the training day. Originality/value – There is a dearth of research in evaluating the impact of the adult protection training on staff knowledge and understanding. Designing training activities and content to take account of participant preferences, and areas where knowledge is weakest may enhance the effectiveness of training in this area. Purpose – Although there is some anecdotal evidence for the phenomenon of abuse and neglect of community-dwelling older care recipients by home care services, empirical data on this topic are almost completely lacking in Germany. Thus the main purpose of this study was to determine scope and risk factors of abuse and neglect of older care recipients by nursing staff. Design/methodology/approach – A self-report study was conducted among home care nursing staff in the German city of Hanover. A total of 503 professional caregivers took part in the study; the response rate was 43.3 per cent. Findings – Nearly 40 per cent of all respondents reported at least one incident of abuse or neglect of an older care recipient within the last 12 months. Psychological abuse/verbal aggression and neglect were most common. Serious problem behaviour can be predicted by care recipients' aggressive behaviour, the number of a nurse's clients suffering from dementia, subjects' use of alcohol as a means of alleviating work-related stress, and general judgments of quality of care delivered by the respective home care service. Originality/value – The study provides a first impression about the extent and potential causes of abuse and neglect by home care nursing staff. Findings show that the problem of abuse and neglect of care recipients is not limited to nursing homes and care by family members. Purpose -- This paper's aim is to evaluate understanding and knowledge of the Adult Support and Protection (Scotland) Act 2007 in a sample of community nurses working in learning disability services in Scotland. Design/methodology/approach -- Ten community nurses who worked in learning disability services in one NHS area were tested at two time points, four months apart using a questionnaire designed for this study by researchers and practitioners. Level of previous national training in the Adult Support and Protection Act and length of time working with people with learning disabilities were recorded. Three domains of adult protection were included in the questionnaire: Principles of the Act and definitions; Adults at risk of harm; Protection, assessment, removal and banning orders. Findings -- Questionnaire scores varied widely overall and across the three domains. There was no correlation between individual scores and training or length of work experience. The level of knowledge was below what might have been expected for this group, given the level of training and experience. Carefully designed verification of the impact of nationally approved adult support and protection training is needed. Originality/value -- There is an absence of research in evaluating the impact of the approved Scottish Government training materials on staff knowledge and understanding of the 2007 Act, with staff attendance being taken as the main measure of training compliance. Purpose -- This paper aims to describe the development and evaluation of a resource for use by practitioners to self-evaluate their policy and practice in relation to the Adult Support and Protection (Scotland) Act 2007. Design/methodology/approach -- The self-evaluation resource was developed in the context of multi-agency adult protection policy and legislation to reflect key quality indicators relevant to stakeholders, the community, practitioners and their agencies. Findings -- The quality indicators were selectively piloted by 15 of the 28 multiagency partners in Scotland. The utility of the resource was demonstrated and in some cases the outcomes led to changes in policy and practice. The effect of resource restrictions was reported to have a bearing on the utility of the resource in some partnerships. Research limitations/implications -- The quality indicators were not equally piloted with participants focusing on evaluation of case outcomes rather than wider structural and agency-wide aspects of adult protection. Practical implications -- The adult protection, self-evaluation resource has been identified as a potential means of enabling multi-agency partnerships to establish the effectiveness of their own policy and practice and offers the potential for cross-Scotland comparisons and bench marking. Social implications -- The resource provides the basis for self-evaluation and improvement in adult support and protection that will make the lives of adults at risk of harm safer . Originality/value -- An innovative approach is described to enable self-evaluation by adult protection practitioners and policy makers to judge the effectiveness of their own performance and ensure improved performance. Purpose: This study aims to operationalize and test some predictions of a social exchange theory of elder abuse. The theory proposes that the combination of low resources and high dependency/low relational power increases the older adult's risk of abuse. The authors tested these predictions by exploring the association between morality (indicator of resources) and abuse, moderated by social skills (indicator of power). Design/methodology/approach: This was an exploratory study. The authors collected data from 62 participants between 64 and 94 years old who frequented social-recreational centres. Findings: The authors found a positive association between the moral intuition harm/care and the report of emotionally and financially abusive behaviours and denial of rights. The moral intuition authority/respect is negatively associated with the same types of abuse. The effects of moral intuitions on the types of abuse increased in older adults with generally high social skills and low assertiveness. Originality/value: This study provided initial results for a psychological interpretation of a social exchange theory of elder abuse and highlighted the importance of relational models where moral intuitions interact with social skills to predict elder abuse. Purpose -- The purpose of this article is to report the findings from research into the governance of adult safeguarding policy and practice in England, with particular focus on interagency partnership arrangements expressed through Safeguarding Adults Boards. Design/methodology/approach -- The study comprised a systematic search and thematic analysis of English-language literature on adult safeguarding governance, a survey of Safeguarding Adults Board documentation, and key informant interviews and workshops with professionals involved in adult protection. Findings -- The effectiveness of adult safeguarding governance arrangements has not been subject to prior formal evaluation and thus the literature provided little research-led evidence of good practice. The survey and workshops, however , revealed a rich and complex pattern of arrangements spanning a number of dimensions -- the goals and purpose of interagency working, the structures of boards, their membership, chairing and rules of engagement, their functions, and their accountabilities. Research limitations/implications -- The research focus here is England, and thus does not incorporate learning from other jurisdictions. Whilst the research scrutinises the extent to which Boards practise empowerment, service users and carers are not directly involved in the fieldwork aspects of this study. In view of the absence of outcomes evidence identified, there remains a need to investigate the impacts of different forms of governance. Practical implications -- Drawing on this research and on governance frameworks in the context of related interagency fields, the article identifies standards to benchmark the approach to governance taken by Safeguarding Adult Boards. Purpose - Violence and abuse often occur within the immediate family. However, violence against older women in families is still a taboo topic and professionals who work in community health and social services are often the only persons who have access to the target group. The purpose of this article is to describe research results and a training course developed within two linked European projects.Design/methodology/approach - Both projects were divided into a research and a practical phase. In the first project, data were gathered via a literature review and interviews with health and social services staff. Additionally, a short survey of health and social services organisations, about what provisions they had for dealing with abuse against older women within families, was conducted. In Breaking the Taboo Two, research on existing training material for health care staff concerning violence against older women within families was carried out. Analysis of this material formed the basis for designing a two-day training workshop for staff members in nine modules on aspects like defining and recognizing violence as well as intervention, cooperating with other organisations and caring for oneself.Findings - A total of 14 trial workshops were carried out in Austria, Belgium, Bulgaria, Germany, Portugal and Slovenia in September and October 2011. The target groups ranged from nurses, home helps, care assistants and social workers to Red Cross volunteers from visiting services and crisis intervention. It was established that the topic is very relevant to the participants' work; however, it became clear that this is a very sensitive topic and participants need time to be able to talk openly about such sensitive issues. It also became clear that offering such workshops is an important pillar in developing service providers' policies and procedures concerning violence against older women and can contribute well to networking in this field.Originality/value - No specific training courses on violence against older women for staff of health and social services could be found until now. This article highlights two projects that deal with raising awareness and training in this field.
