This paper explores how the concept of linguistic citizenship can be applied to the Tanzanian situation in terms of the delivery of bilingual education as well as addressing issues of equity and quality in education. It starts by a brief overview of how the concepts "linguistic human rights" and "linguistic citizenship" are theorized. It then goes on to show that in the Tanzanian context the "linguistic human rights" paradigm cannot adequately address the concerns of speakers of marginalized languages. The paper argues that all efforts to guarantee linguistic human rights in Tanzania have so far been top-down and have to a large extent failed. The paper further argues that it is the people who can empower themselves by giving value to their marginalized languages. This valorisation will make education meaningful in people's struggle towards socio-economic development. The paper discusses in particular the role which African languages play in raising achievement in African education and highlights the importance of research into educational language use and persuasive communication of this research in increasing this role. Finally the paper emphasises the role of advocacy and the increasing status of African languages in society in the development of mother-tongue medium education.

Soon after the collapse of Apartheid, the new government in South Africa set about restructuring the educational system, which was previously segregated by race, class and language. This paper argues that the deracialisation and integration of schools in South Africa has been difficult to achieve and as a process, uneven in different parts of the country and in types of schools. The paper reports on a study conducted in the Limpopo province of South Africa (formerly, Northern Transvaal), which explores the extent to which schools that formally catered exclusively for the white Afrikaans-speaking community are deracialising and laying the foundations for a new democratic citizenship. It shows that some schools have merely complied with provisions under the constitution that access may not be denied on the grounds of race, status or religion and have created parallel learning streams so that there are virtually two schools within one institution--one "school" that teaches the curriculum in English to predominantly black students and the other that teaches virtually the same curriculum to almost exclusively white Afrikaans-speaking students. In other cases, where linguistic and cultural integration appear to have been achieved, the study shows that such "integration" amounts to little more than assimilation and accommodation and that the true challenge of turning diversity into a productive resource remains.

This paper analyses the difference in academic achievement between indigenous and nonindigenous children that attend rural primary schools in Guatemala. The gap ranges between 0.8 and 1 standard deviation in Spanish, and approximately half that in Mathematics. A decomposition procedure suggests that a relatively small portion of the achievement gap is explained by differences in the socioeconomic status of indigenous and nonindigenous families. Other results are consistent with the notion that school attributes play an important role in explaining the achievement gap. The paper discusses several explanations--such as the lack of bilingual education--that are consistent with the empirical findings.

Using data from the survey of the Ministry of Education, Nepal-2005 for school leaving certificate (SLC) exam, this paper attempts to estimate the impact of private school competition on public school performance for the case of Nepal. The study uses the number of private schools in the neighborhood as a measure of competition. The identification problem is that private school enrollment is likely to be correlated with public school performance. To address this, the study uses the existence of a motorable road within an hour's walking distance from the sample school as an instrument for number of private schools in the neighborhood. The OLS results show no significant relationship. In contrast, the IV method indicates a positive and significant impact of private school competition on public school performance, which holds true for the continuous and binary measure of private school competition. Although most Guatemalan rural students currently have access to primary school, there are large differences in the levels of learning that take place among different populations and in different contexts. This paper uses multiple data and methods to examine the interrelated factors underlying achievement disparities in Guatemalan primary schools. The research suggests that strong levels of disadvantage connected to attending schools in poor rural communities are connected to systematic differences in the way school quality is supported in different contexts. There are inadequate resources, capacity, and authority to monitor and enforce fundamental educational issues, especially in marginal communities. (Contains 3 tables.)

In the late 1990s and early 2000s, China's Ministry of Education embarked on an ambitious program of primary school mergers by shutting down small village schools and opening up larger centralized schools in towns and county seats. The goal of the program was to improve the teacher and building resources in an attempt to raise the human capital of students in poor rural areas, although it was recognized that students would lose the opportunity to learn in the settings of their own familiar villages. Because of the increased distances to the new centralized schools, the merger program also entailed building boarding facilities and encouraging or mandating that students live at school during the week away from their family. Given the magnitude of the program and the obvious mix of benefits and costs that such a program entails there has been surprisingly little effort to evaluate the impact of creating a new system that transfers students from school to school during their primary school period of education and, in some cases, making student live in boarding facilities at school. In this paper, our overall goal is to examine the impact of the Rural Primary School Merger Program on academic performance of students using a dataset from a survey that we designed to reflect transfer paths and boarding statuses of students. We use OLS and Propensity Score Matching approaches and demonstrate that there is a large ''resource effect'' (that is, an effect that appears to be associated with the better facilities and higher quality of teachers in the town and county schools) that appears to be associated with the transfers of students from less centralized schools (such as village schools) to more centralized schools. Boarding, however, is shown to have negative impacts on academic performance. However, students who transfer to county school benefit from the transfer no matter where they start and whether they board or not. (Contains 2 figures and 8 tables.)

Over the past 15 years, a range of alternative education programs have been launched in Burkina Faso. The programs have been developed primarily by international or national NGOs, within a supportive policy space provided by the national government. They aim to respond to the widely recognized inadequacy of the French-language ecoles classiques to provide a meaningful primary education experience for most Burkinabe children. One of the values which these programs all espouse is support for the lived realities of Burkinabe communities, particularly the communities that are least well served by the traditional school system. This value is reflected in, among other things, the use of the learner's mother tongue as a gateway to effective learning. However the influence of the French-dominated educational system is evident in the curriculum choices made in these programs; clearly, success in that system is a crucial step in navigating one's way past the social and economic gatekeepers of success in Burkina Faso. Thus language is seen as both gateway and gatekeeper, depending on its role in facilitating academic success or inhibiting social mobility. This paradoxical allegiance to both local realities and the colonially established education system has led to the development of bilingual education models which are at variance with the models promoted by theorists in the North. This paper examines several of these programs in the context of larger issues of mobility, literacy, language and culture in francophone Africa. (Contains 2 tables.)

This paper aims at explaining the academic performance of a sample of children starting their first year at public schools in Montevideo, Uruguay, during 1999. We are mainly interested in the effect of pre-school education on the children's academic results. Previous probit and OLS estimations suggested that pre-school education has a positive impact on short and long term school performance. However, these results could be biased because a rather strong endogeinity of the pre-school education variable. We solved the problem by bivariate probit and treatment effects estimations. The results confirmed the bias and suggest that our previous estimations underestimated the positive effect of pre-school educations. Thus, we found fairly strong empirical evidence to suggest that having pre-school education has a short term positive effect on these children's results in the first year at school, and the long-term effect, after six years, seems to be somewhat weaker but is still positive. We also found several other factors connected with schools and with households that might lie behind children's short-term and long-term performance. It is important to note that, in the long-run, we found that a variable reflecting the general performance of the school had a strong effect on the academic performance after six year. Attendance at cram schools is an experience that the majority of Taiwanese have while growing up. However, the incidence and impact of cram schooling are still understudied and have yet received much attention. In this paper, I first illustrate the development of cram schools in Taiwan, and demonstrate the important changes on institutional factors and legitimacy of cram schools. Then I use data collected by Taiwan Education Panel Survey to investigate the net effect of cram schooling on students' academic performance, and to test whether the opportunity of cram school participation reflects specific patterns of stratification. Empirical results indicate that cram schooling "does" matter: attending cram schools has a significantly positive effect on a student's analytical ability and mathematical performance. However, cram school participation does "not" reflect specific patterns of social stratification: the opportunity of going to a cram school for a male student is not significantly different from that of a female; the effects of family background on students' cram school participation are not as critical as they were in the past. This paper analyzes the socioeconomic stratification of achievement in the Chilean voucher system using a census of 4th and 8th graders, a multilevel methodology, and accounting for unobserved selectivity into school sector. Findings indicate that the association between the school's aggregate family socioeconomic status (SES) and test scores is much greater in the private-voucher sector than in the public one, resulting in marked socioeconomic stratification of test scores in the Chilean voucher system. We also find that the amount of tuition fees paid by parents in private-voucher schools has no bearing on test scores, after controlling for the socioeconomic makeup of the school. Implications of these findings for educational inequality in the context of a universal voucher system are discussed. (Contains 10 tables.)

In the last decade the national "Sarva Shiksha Abhiyan" (SSA) programme has focussed on universaling access to elementary education (Grades I-VIII). Most recently the Right to Education Act provides the legislative framework to guarantee schooling to all children between 6 and 14 years of age. It remains the case however that less than half of all children attend and complete secondary school especially in the Northern states. Under the 11th National Plan "Rastriya Madhyamic Shiksha Abhiyan" (RMSA) has been launched to increase the numbers entering secondary school. This paper explores some of the key issues in planning and managing the growth in participation that is envisaged so that 75% or more enjoy the benefits of transition to Grades IX and X. The issues include the constraints on expansion that arise from the restricted output of elementary school graduates, the continued exclusion of the poorest and those from disadvantaged groups from progression to Grade VIII, the costs to households and government of universal secondary schooling as currently structured, the limits to growth of private provision, the massive infrastructure needs, and the problems associated with increasing teacher supply and deployment. Policy dialogue around secondary school expansion is a central concern if India is to close the gap between itself and China and other rapidly developing countries in educating most of its population beyond the elementary level. Despite the rise in grade retention in poor areas in rural China recently, little work has been done to understand the impact of grade retention on the educational performance of students in these areas in rural China. This paper seeks to redress this shortcoming and examines the effect of grade retention on educational performance on 1649 students in 36 elementary schools in Shaanxi province. With a dataset that was collected from a survey designed specifically to capture school performance of students before and after they were retained, we use differences-in-differences, propensity score matching and differences-in-differences matching approaches to analyze the effect of grade retention on school performance. Although the descriptive analysis shows that grade retention helps to improve the scores of the students that were retained, somewhat surprisingly, the results from the multivariate analysis consistently show that there is no significant positive effect of grade retention on school performance of the students. In fact, in some cases (e.g., for the students who repeat grade 2), grade retention is shown to hurt school performance. (Contains 13 tables.)

In this paper we discuss results from an analysis of a large dataset that includes virtually all sixth-grade students in Uruguay in 1996. We analyze the relationship between teacher attributes and student achievement scores and we explore the distribution of teachers according to characteristics identified as important by this analysis. We find that teachers with "important" attributes are distributed in a way that systematically favors schools with higher average achievement and socioeconomic context. Policy-related factors that may explain these patterns include Uruguay's system of teacher compensation, teachers' working conditions, the level and locus of educational decision making in Uruguay, and teacher recruitment and assignment policies. The results are particularly interesting because Uruguay is a relatively equal society in Latin American terms, so the unequal distribution of teacher attributes is probably more accentuated in other Latin American societies. In this paper, we investigate the gender gap in education in rural northwest China. We first discuss parental perceptions of abilities and appropriate roles for girls and boys; parental concerns about old-age support; and parental perceptions of different labor market outcomes for girls' and boys' education. We then investigate gender disparities in investments in children, children's performance at school, and children's subsequent attainment. We analyze a survey of 9-12-year-old children and their families conducted in rural Gansu Province in the year 2000, along with follow-up information about subsequent educational attainment collected 7 years later. We complement our main analysis with two illustrative case studies of rural families drawn from 11 months of fieldwork conducted in rural Gansu between 2003 and 2005 by the second author. In 2000, most mothers expressed egalitarian views about girls' and boys' rights and abilities, in the abstract. However, the vast majority of mothers still expected to rely on sons for old-age support, and nearly one in five mothers interviewed agreed with the traditional saying, "Sending girls to school is useless since they will get married and leave home." Compared to boys, girls faced somewhat lower (though still very high) maternal educational expectations and a greater likelihood of being called on for household chores. However, there was little evidence of a gender gap in economic investments in education. Girls rivaled or outperformed boys in academic performance and engagement. Seven years later, boys had attained just about a third of a year more schooling than girls--a quite modest advantage that could not be fully explained by early parental attitudes and investments, or student performance or engagement. Fieldwork confirmed that parents of sons and daughters tended to have high aspirations for their children. Parents sometimes viewed boys as having greater aptitude, but tended to view girls as having more dedication--an attribute parents perceived as being critical for educational success. Findings suggest that at least in Gansu, rural parental educational attitudes and practices toward boys and girls are more complicated and less uniformly negative for girls than commonly portrayed. This paper is part of a study that assessed the level of commitment of primary schools of remote area dwellers (RADs) to basic education between October 2004 and April 2005. The research question focused on the level of commitment of schools to universal basic education, school-community partnership in school governance and parental involvement in the way the curriculum was delivered. Questionnaire and interviews were used. The results show a significant relationship between teachers' perceptions and variables such as district, qualifications, age, location, and experience. There is consistency between teachers' perceptions and children's academic performance. It has been found that learner achievement in RADs schools is low and that parents are not actively involved in their children's education due to the policy environment and school management practices.

Into traditional classroom contexts in Trinidad and Barbados, a new social pedagogic method was introduced by teachers and changes in attainment and motivation of pupils and attitudes of teachers were assessed over two terms in secondary schools. Social Studies teachers participated in this action research study. They co-developed and applied a relationally based group work training programme and were provided supportive visits by a research officer between December and June of a school year. Data were collected from nearly 300 pupils in January and July, including: end-of-term, school-based attainment scores in social studies; a teacher-completed questionnaire for each child in class concerning pupil classroom performance (perceptionsof knowledge, interactions with teacher and peers); and a pupil-completed questionnaire concerning attitudes to interpersonal contexts for classroom learning. In addition, reflective interviews were undertaken with pupils and teachers at the end of the programme. Over the period studied, virtually all pupils improved their social studies attainment; especially the lowest achieving pupils. Pupils improved their attitudes towards working with others and expectations of achievement in schools. Teachers' understanding of a "good pupil" also changed--recognising of the importance of social inclusion at the classroom level and relational/groupworking skills among pupils. Overcoming educational underachievement and enhancing economic production is not simply a matter of access to schools; especially where traditional pedagogic methods appear as the norm in schooling. Greater attention needs to be given to helping teachers acquire (and use) additional socially inclusive/relational approaches.

In this paper, we present data from an evaluation of the educational impact of a school breakfast program implemented in rural schools in Peru. The results showed positive effects on school attendance and dropout rates, and a differential effect of the breakfast program on multiple-grade and full-grade schools. Particularly in multiple-grade schools the program shows a significant and positive effect on short-term memory, arithmetic and reading comprehension. The evaluation also showed an unexpected negative consequence: students in the breakfast group reduced their time in the classroom with their teachers and increased the time in recess (when they consumed the breakfast).

The phenomenon of extra tuition is witnessed in many countries and some educationalists have described it as a parallel education system. However, the incidence and impact of extra tuition have often not been studied systematically, especially in Africa. In this article cross-national data for six African education systems (Kenya, Malawi, Mauritius, Namibia, Zambia and Zanzibar) collected by SACMEQ, the Southern and Eastern Africa Consortium for Monitoring Educational Quality, have been used to assess: (a) the incidence and growth of extra tuition, (b) the characteristics of students who received extra tuition, and (c) the association between extra tuition and student achievement. The analyses presented in this paper showed that extra tuition was a widespread phenomenon in all six education systems, and that receiving extra tuition was positively associated with the socio-economic levels of students' home backgrounds. The association between tuition and student achievement was mixed. The issues and challenges associated with tuition have been discussed and some suggestions for further research made.

This paper presents data arising from a tracer study of 90 terminating Beirut upper secondary school students. Nearly all the students intended to transit to university, about half of them to science and technology programmes, and subsequently did so. Median anticipated earnings upon graduation were realistic, but a lack of information or guidance about higher education and career options was noted by a considerable proportion. The results of the study are discussed with reference to the as yet poorly elucidated dynamics of schooling with regard to attrition and transition to higher education and employment in Lebanon.

The Millennium Development Goals (MDGs) have shaped much educational target setting by governments and their development partners to the extent that they have focused on just two of the commitments-universal enrolment and completion of primary schooling, and gender equality in primary and secondary school access and achievement. A consequence is that many countries in Sub-Saharan Africa have yet to develop coherent plans for the post-primary sub-sector. Yet without expanded access beyond primary it is unlikely that the MDGs will be achieved. Privileging investment in the enrolment and completion of the last primary child over-investment at post-primary levels may satisfy a rights-based approach to development; it may not be the best strategy to sustain gains in access to educational services or to alleviate poverty through redistribution or growth. Skews in investment unfavourable to post-primary are partly the result of target setting that has been narrowly interpreted and which depends on assumptions that become questionable on close analysis. This paper first summarises the case for reconsidering investment strategies for post-primary education in general, and for secondary schooling in particular. Second, it explores issues related to target setting and target getting in relation to post-primary provision, many of which apply to target setting generally. Finally, concluding remarks draw together the case to reconsider how targets are defined and how they might be used in national planning more productively.

This paper argues the need for broader criteria than are customarily used, for measuring pupil achievement, school effectiveness and impact on educational policy in the plural and highly unequal societies of Mexico and Central America. We proceed by first presenting the context of highly centralized mainstream educational provision, concentrated in urban areas contrasting with the extremely limited services available in rural communities. Second, we describe grass-roots educational solutions to this latter condition. Finally, we will situate these solutions within the framework of international scholarship on assessment, evaluation and impact measurement in order to permit the achievements of these experiences to be credited and lessons to be drawn from them. We conclude that comprehensive, contest-sensitive evaluation establishes a two way communication between the educational system and local school experience.

This paper discusses performance evaluation and the introduction of incentives into education in Latin America from an analytical and methodological perspective. The aim is to describe ongoing strategies and learn from practical experiences in this field. The cases analyzed reveal that school-level evaluations and collective incentives adapt better to the characteristics of the educational process and the potential for teamwork, while individual evaluations pose some difficulties. Several evaluation systems currently in use emphasize educational inputs and, in some cases, mainly compliance with rules and procedures, irrespective of education results (output). If the factors considered in assessing school performance do not correlate well with educational achievement, the incentives vanish. Hence, the importance of emphasizing output and ensuring that if measures are included for inputs and processes, these must line up with educational achievement.

The purpose of this paper is to report the cross-sectional relationship between educational achievements and the "health status" of the rural South African children in the Ellisras Longitudinal Study (ELS). The study followed a cohort design where 1033 children (569 boys and 464 girls) aged 7-14 were randomly sampled from 11 primary schools and one secondary school. Anthropometric measurements for height for age (HAZ), weight for age (WAZ), body mass index (BMI) and sum of skinfolds (SOS) were carried out to establish their "health status". Educational achievement tests for Mathematics and English were administered to check their educational status. The results of the multilevel analysis showed that HAZ, WAZ and BMI were positively related to both English and Mathematics performance. HAZ was only positively related to mathematical performance and SOS was not related to educational achievement at all. Furthermore, age and gender only marginally influenced the observed relationships. The study recommends that other factors such as socio-economic status and learning environment should be looked into to find out whether these factors influence the observed relationships.

This paper constitutes a major part of the third phase of a longitudinal study in Swaziland investigating the short- and long-term effects of parental absence on primary children's school achievement. In 1998, 42 of the original sample of 80 students who entered grade one in 1990 were found remaining in the educational system but varied in their educational attainment. While girls had a higher drop-out rate than boys, males repeated grades at a higher rate. Father absence from the home had a negative influence on boys' participation in and successful completion of school. Generally, the study found school achievement to be highly impacted by social variables rather than academic ability for both boys and girls.

This paper reviews the characteristics of students entering initial training in four countries--Ghana, Lesotho, Malawi, and Trinidad and Tobago. First a brief overview of the teacher education systems is provided. Second, biographical data is reviewed on age, religious affiliation, ethnic group and mother tongue, parental occupations and academic achievement, and students' educational qualifications. Third, some insights into trainees' perceptions about teaching and the teaching profession are presented. Finally, comparisons are made for two countries on cross-sectional data comparing the perceptions of entering and exiting trainees and newly qualified teachers. The results draw attention to the qualities and perceptions that those on initial training programmes bring to the teacher education curriculum. They provide a reminder that teacher education curricula should recognise these characteristics and be designed to respond to needs that they create.

Caste is a unique marker of social stratification in India. There are significant eco- nomic inequalities and considerable disparities in educational achievements between historically disadvantaged caste groups and Others. Unequal investments in their chil- dren's human capital by caste can perpetuate income inequalities and reproduce class differences between caste groups. This paper analyses caste-based disparities in house- hold expenditure on children's school education using nationally representative social expenditure data on education from 2007–08 and 2017–18 in India. The paper uses a recentered influence function (RIF) based decomposition analysis to pinpoint the key factors underpinning the disparity in private educational expenditure between disadvantaged caste groups and Others. Further, to overcome the problem of heterogeneity of data the study also employs propensity score matching (PSM) as robustness check for the decomposition analysis. The findings from decomposition and matching approaches reveal that differences in endowments, specifically income differences, between caste groups explain most of the caste-based gap in children's human capital investments. The study has implications for public policy to address educational and economic disparities between disadvantaged caste groups (ST, SC and OBC) and Others in India. [ABSTRACT FROM AUTHOR]

Using 13,584 observations of 4772 undergraduate students enrolled in 523 online classes offered synchronously at a research university in China, and using online-learning platform data and administrative data, this paper examines the impacts of class attendance on academic performance. Based on student-level and course-level fixed effects models with a unique set of student-course level control variables, this paper finds class attendance to have a significantly positive impact on academic performance. This effect is larger for low-performing students and smaller for students in courses with larger class sizes. The above findings survive a number of robustness checks, including a bounding technique, restricting sample to compulsory courses and limiting variation in attendance caused by whole day absence. • This paper represents the first attempt to examine the effects of class attendance on academic performance of college students in synchronous online courses. • Based on 13584 observations of 4772 students enrolled in 523 online classes at a research university in China, this paper uses a larger sample with a diverse range of courses and more accurate indicators of class attendance. • Employing student and course fixed effects, we find that students' class attendance has a significantly positive impact on their academic performance. For a one standard deviation increase in class attendance, academic performance increases by 0.08 standard deviation. • The positive attendance effect is stronger for lower-performing students and students in smaller classes, and remains substantial even for courses without mandatory attendance requirements. This paper examines the influence of male peer proportion on a student's academic performance. The sex ratio at 10–14 was 117.16 in 2011, and it has increased to 119.1 in 2019. The sex ratio imbalance at 10–14 tends to expand. This paper uses China Education Panel Survey (CEPS) 2013–14 and 2014–15. Considering the selection bias, this paper restricts the sample to schools that satisfy randomly-assignment conditions. The results highlight that students with a high proportion of male classmates have a lower performance in Mathematics and English but not Chinese. To explain these effects, this paper uses three channels to interpret: (1) cognitive ability, (2) learning effort, and (3) the quality of the classroom environment. The study sought to determine if students academic integrity during examinations, age and gender predict their academic performance and examine its implications for adopting preventive actions against cheating in examinations. It was based on the Modified Theory of Planned Behaviour. Analysis of data collected with the aid of Academic Integrity Measurement Instrument (AIMI) led to significant findings that Academic Integrity during examinations and Age significantly predict Academic Performance. There was significant predictive relationship between Age and Academic Integrity during examinations as well as between Age and Academic Performance. Also, there was a statistically significant difference between male and female students in the Academic Integrity during examinations as well as in their Academic Performances. Whereas mean Academic Integrity score of female students were slightly higher than that of the males; the mean Academic Performance of male students was higher than that of the female students. These findings have implications for test development, administration and students' academic integrity policies and practices. Since the early 2000 s, average standardized test scores of Brazilian public primary and middle school students in both reading and mathematics on the national test, the SAEB, have risen substantially. Although the increases cut across all race and socioeconomic groups, the increases were unequal across groups and varied greatly across states and municipalities/school districts. In this paper, we describe student achievement gains in Brazil among municipalities in 2007–2017, with the goal of understanding the variation in these gains and the socioeconomic, race, and school resource correlates of that variation. Our results suggest that student social class and race were highly correlated with municipal test score gains: those municipalities with higher social class and proportionately more White students made significantly larger gains. However, municipalities with greater social class inequality made smaller gains. Certain average characteristics of teachers in a municipality and the incidence of school violence were also significantly related to student performance gains. Thus, our estimates suggest that it may be possible to soften the effects of social structural inequality among and within districts by increasing the quality of teacher resources and reducing school violence in lower academically gaining districts. • Student test score gains in 2007–2017 were large but varied greatly across districts. • Districts with higher average SES and lower proportions of Blacks made larger gains. • Controlling for SES and race, districts with lower SES inequality made larger gains. • Better-educated teachers and less school violence were also related to higher gains. • SES and race are closely related to school learning gains in an unequal society. This paper quantifies learning losses related to delaying the return to in presence school activities after the peak of the Covid-19 pandemic, for children of low socioeconomic background in Mexico by exploiting a unique data set constructed for such purpose. Data on math and reading comprehension learning outcomes for a panel of children aged 10–15 were collected between April and December 2021 in two geographically adjacent and similar states in the southern region of the country, with significant between and within state variability in the school reopening and school return process. We use alternative estimation techniques to measure changes in learning outcomes in relation to the exposure to in-presence education during a 6-month period and find that children that returned to school earlier had higher achievement scores of at least 0.27 standard deviations, and these were greater for older children. Graduation rate is often used as indicator of efficiency and accountability of higher education institutions. However, its official and academic use entails pitfalls, particularly in Sub-Saharan Africa (SSA). Based on evidence from Eduardo Mondlane University in Mozambique, this paper contributes to the academic and policy debate on graduation rates in SSA, by using logistic regression analysis to measure and explain this indicator. The paper’s findings are twofold: (i) graduation rates at UEM (and eventually in SSA) may be different from what their misleading measurement and usage may portray; (ii) graduation rates are particularly affected by the academic aspects of students and the institution. Studies often associate endogamy with lower academic performance. Alternatively, external exposure seems to be correlated with higher research quality. Consequently, when measuring the effects of endogamy, authors should account for academic inertia as well as the different types of mobility. In this study, a large longitudinal database on the Brazilian higher education system is used to measure the effects of endogamy and mobility on scientific production. This paper examines whether types of scholars–such as those who never leave their doctoral institution or those that have some experience elsewhere, especially abroad, show differential results. Furthermore, it measures the changes in scholars' productivity when controlling for the distinct types of academic mobility throughout their careers. In this paper we seek to contribute to the post-2015 education agenda by shifting the focus from considerations of what education goals and targets should be to a people-centred exploration of enabling environments, within and beyond education, for equity, access and quality. Theoretically, the paper draws on the capabilities approach. Empirically, we present data from two independent qualitative studies conducted in South Africa (n = 40) and Tanzania (n = 10) with university students who accessed higher education despite trends of low participation for their social class and/or gender. The paper highlights the importance of taking account of both instrumental and intrinsic values of education. Some 16 years after the Belfast/Good Friday Agreement, the legacy of the conflict in Northern Ireland is most clearly evident in the delivery of key public services. The focus of this paper is the highly segregated and unequal system of education provision and the attempts made to tackle these problems at the post-primary level. First, in terms of performance, post-primary educational outcomes are hugely variable: this is the problem of performance inequality . Second, pupils from deprived backgrounds – pupils entitled to free school meals and those with special educational needs are grossly under-represented in Northern Ireland's top-performing (grammar) schools: this is the problem of access inequality . Third, as a corollary of two separate systems of education – Protestant and Catholic – there is ‘segregation’ of pupils by school type: Catholic pupils attend maintained schools and Protestant pupils attend controlled schools and, in consequence, rarely have the opportunity to meet and interact in a school setting. In the face of these problems, this paper proposes a novel approach entitled shared education . Under this scheme, schools of different religious backgrounds will enter into ‘partnerships for excellence’ to promote good educational outcomes through a sharing of resources and pooling of expertise and, by doing so, help to dismantle the boundaries which separate Northern Ireland's pupils. Amongst those engaged in devising post-2015 education targets, there is general agreement on the centrality of quality. However, there is greater debate on whether the quality of education can and should be measured by learning outcomes. Even if learning outcomes are viewed as an appropriate measure, what type of outcomes should be measured? Offering lessons from the goals that were set in 2000, this article highlights the importance of making sure goals and targets are clear and measurable, and put equity at their heart. From a rights-based perspective, the paper proposes tracking progress towards a universal target that, at a minimum, ensures that all children, regardless of circumstance, complete primary school and achieve the basics in reading and mathematics. The paper illustrates the importance of adopting a ‘stepping-stones’ approach to ensure that no one is left behind by 2030, with interim targets that assess progress for the most disadvantaged. "University Social Responsibility", commonly abbreviated as USR, is a term that was created at the beginning of the 2000 s. The term USR was advocated by the inspiration of "Corporate Social Responsibility (CSR)" under the rapid progression of globalization. CSR is understood as being a corporate management way through which a company achieves a balance of economic, environmental, and social imperatives, while at the same time addressing the needs of stakeholders. Hence this term includes an idea of corporate management and competition theory. In this respect, USR can be said to differ from previously used terms to discuss universities' roles and missions. Positioning this point as a property of USR, this study focused on this term. This is a literature review that aims to extract features of USR based on its nature and to consider achievements and issues. This study classified the research topics using the text mining method first and dug deep changes in the research trends by reading papers that were selected along with those topics carefully. As a result, three features were detected: a dynamic process on the practice base, a methodology to design corporative university management, and a top-down style concept. The concept of USR differed depending on the social situation in each country, while USR has converged as a way to meet the demands of social contribution to universities in the practice process. Abstract This paper identified the best practices in managing the demand for an international perspective in five selected HEIs. The study revealed that (1) internationalization is necessary for institutional growth and national economic interests; (2) selected HEIs adopted a common rationale for internationalization; and (3) internationalization of selected HEIs was partially demonstrated. The study also showed the factors that fostered or impeded the internationalization process and these are: (1) absence of articulated visions, missions, goals, and core values for internationalization; (2) lack of well-defined strategic plans for internationalization; (3) limited internal resources; and (4) lack of a supportive culture at institutional level. The study proposed a framework for creating an internationalized campus that would show how an HEI typically would grow into becoming a full participant in the global arena. Using this framework as a touchstone, academic managers could get their bearings when assessing their university's position and would have a tool for planning future directions and performance. Abstract East Asia's phenomenal economic rise has been attributed to its early investment in human capital. While countries such as South Korea and Singapore dominate in international student assessments, other countries from the region (e.g. Malaysia) lag far behind despite heavy spending in education. This paper assesses student performance in mathematics, science and reading in Malaysia vis-à-vis Korea and Singapore by examining the relative contribution of individual, family background, school, teacher and institutional factors in explaining between-country test score differences. Oaxaca-Blinder decomposition analysis is performed using data from the 2012 round of Programme for International Student Assessment (PISA) to determine how much of the between-country test scores gap can be explained by observed family and school specific characteristics. Our results demonstrate that while socio-economic and school specific factors matter, more than half of the achievement gap between the two high performers and Malaysia remains unexplained even after accounting for the contribution of those factors. Abstract: This paper attempts to offer an alternative framework for assessing education delivery in South Africa. Its purpose is to develop an analytic approach for understanding education delivery in South Africa in the last 11 years and to use this framework to pose a set of strategic questions about how policy might be framed to deal with delivery. The paper begins with a quick review of the country''s achievements and challenges in education and shows that a failure to produce a high quality education system remains the country''s primary challenge. The broad approach that is taken is to suggest that dominant approaches for understanding this lack of performance underplay the specificity of the country''s context and specifically so its apartheid legacy. This legacy, it is argued, continues to be determinative in shaping, and accounting for the character of current social behaviour in the country, including the performance of children in schools. This paper investigates which micro factors among student, classroom, teacher, and school characteristics explain inequalities in public-private school achievement at the end of primary school in 14 sub-Saharan African (SSA) countries. Using data from the 2019 CONFEMEN Education Systems Analysis Program (PASEC) assessment and an empirical strategy that leverages an educational production function, an Oaxaca-Blinder, Juhn Murphy, and Pierce decomposition, the main findings are as follows. Private schools provide a higher quality of education than public schools. The variables gender of the student, age and gender of the teacher, and number of inspections contribute to reducing inequalities between the two groups, while the variables home language, kindergarten attendance, socioeconomic level of the student's family, age of the student, and location and infrastructure of the school contribute to maintaining educational inequalities. Students who do less well in private schools are less likely to succeed in public schools. • Reducing learning inequality in foundational literacy is possible. • Interventions focusing on foundational skills may reduce learning inequality even without specific inequality targeting. • Measurement of learning inequality in foundational literacy is possible using existing tools familiar to economics. • Measuring learning at the bottom of the pyramid can lead to insights otherwise not observable through sample averages. • Improvements in means and in learning equity are not only compatible but indeed tend to happen simultaneously. This paper uses measurements of learning inequality to explore whether learning interventions that are aimed at improving means also reduce inequality, and if so, under what conditions. There is abundant evidence that learning levels are generally low in low- and middle-income countries (LMIC), but there is less knowledge about how learning achievement is distributed within these contexts, and especially about how these distributions change as mean levels increase. We use child-level data on foundational literacy outcomes to quantitatively explore whether and how learning inequality using metrics borrowed from the economics and inequality literature can help us understand the impact of learning interventions. The paper deepens recent work in several ways. First, it extends the analysis to six LMIC, displaying which measures are computable and coherent across contexts and baseline levels. This extension can add valuable information to program evaluation, without being redundant with other metrics. Second, we show the large extent to which the disaggregation of inequality of foundational skills between- and within-schools and grades varies by context and language. Third, we present initial empirical evidence that, at least in the contexts of analysis of foundational interventions, improving average performance can reduce inequality as well, across all levels of socioeconomic status (SES). The data show that at baseline, the groups with the highest internal inequality tend to be the groups with lowest SES and lowest reading scores, as inequality among the poor themselves is higher than among their wealthier counterparts. Regardless of which SES groups benefit more in terms of a change in mean levels of reading, there is still a considerable reduction in inequality by baseline achievement as means increase. These results have policy implications in terms of targeting of interventions: much can be achieved in terms of simultaneously improving averages and increasing equality. While there is wide consensus regarding the importance of quality of teachers in student achievement; yet, accounting for teacher effects remain a puzzling task. In Chile, research on teacher quality has predominantly relied on cross-sectional data, and largely focused on identifying teacher attributes related to teaching quality. Only have few studies addressed the problem of non-random assignment of students to teachers. This paper attempts to fill these gaps. On the basis of pseudo-longitudinal data for 2011 from the Education Quality Measurement System and teachers’ administrative records, we employed value-added and fixed-effect models correcting for sorting-bias, to assess the overall contribution of teachers to student achievement and identify which teacher characteristics enhance teacher effectiveness. We find that teacher contribution to students’ learning in mathematics and language is very significant. In addition, teaching experience has a significant non-linear impact on test scores in math but not in reading. Both junior and senior teachers are effective in the educational system. The purpose of this paper is to investigate the education efficiency in Tunisia based on a sample of secondary schools. We place some special focus on schools resources and corresponding dropout levels. We use the Directional Distance Function (DDF) methodology to simultaneously deal with bad outputs and non-discretionary inputs. Our assessment is based on Data Envelopment Analysis (DEA) method. The data is extracted from the Program for International Student Assessment (PISA) 2012 survey. We generate four models through various inputs and outputs specifications while considering dropout levels and education environment. Our empirical study reveals strong influence between education performance and both school infrastructure and educational resources. This paper reports on a six-year study (2005–2010) tracking a cohort of students from Grade 12 into and through the South African higher education (HE) system. The study sought to ascertain how the pathways of students from different socioeconomic backgrounds differed. Key findings were that socioeconomic status is a differentiating feature in student progression through and retention within HE and in completion of HE programmes. Confirming UK and US findings, the study simultaneously points up the need for further research locating student progression and performance within a broader developmental context that takes account of learning pathways from pre-school into HE.
