This paper studies the diffusion of battery electric vehicle (BEV) technology in Japan. The diffusion process in this study refers to both the innovation and adoption of BEV technology. While previous studies on BEV technological diffusion focus on policy selection, especially domestic policy, little is known about the connectedness between international and domestic factors in the BEV technological diffusion process. This paper aims to enrich the discussion of technology diffusion by expanding the argument that technology diffusion is not only a domestic problem but also an international relations problem using a case study of BEV technology diffusion in Japan. The findings indicate that two international factors push Japan to diffuse BEV technology: Japanese commitment to the global environmental regime and global competition in BEV manufacturing. However, the domestic institution factor hinders the BEV technology diffusion. The production structures of automobile industries and political economy relations between the automobile industry and the government further complicate the diffusion process of BEV technology. After World War II, Japan became a major recipient of foreign aid from the USA. As Japan's economy improved in the 1960s, it played a significant role as a global aid donor in world politics through its Official Development Assistance (ODA). This commitment continued into the 1990s when Japan, as one of the leading proponents of the concept of human security, began providing humanitarian aid to more countries across the globe. To better understand the notion of human security in international politics, this paper examines Japan's endorsement of the concept in its foreign policy strategy. This paper provides an overview and critical assessment of Japan's Grant Assistance for Grass-Roots Human Security Projects (GGP) in the state of Sabah in East Malaysia from 2000 to 2021. This paper argues that different contexts and circumstances in the state of Sabah require further study, especially for understanding Japan's focus and concern in the area of basic human security needs, as enshrined in the GGP philosophy. Despite Japan's GGP objective as part of its foreign policy to promote human development, the execution of its foreign aid in Sabah does have issues. This paper concludes that the implementation of Japan's GGP necessitates greater inclusion, particularly for other vulnerable groups and underdeveloped areas in Sabah. The main research question addressed in this paper is the following: What are the consequences of the purge of the communists and their sympathizers for the development of postwar Japanese society during the Allied Occupation (known as the Red Purge)? According to conventional wisdom, the Red Purge was an illegal and unfair suppression regarding the freedom of speech and a threat to the very survival of democracy in Japan. Surveying previous works on the Red Purge demonstrates that not a single work discusses any constructive aspect of the Red Purge. Criticizing this trend in the historiography, Thomas French correctly pointed out that these previous works tended to neglect or undervalue violent and aggressive behaviors of the Japanese Communist Party and its militant policy after mid-1949. This paper goes a little further, trying to find, if any, constructive aspects of the Red Purge. My hypothesis is that the Red Purge had many destructive and biased measures, but it was paradoxically a necessary evil to help establish a law-abiding Japanese society. The architects of the Red Purge, General Douglas MacArthur, Supreme Commander for the Allied Powers, the Japanese government, and corporate executives, were careful not to violate the constitution or labor laws when they executed the Red Purge. They established an important precedent that they had to act in accordance with the constitution and laws. In a paradoxical way, going through the Red Purge actually made Japan a law-abiding country in the long run. This paper tests the validity of this hypothesis. [ABSTRACT FROM AUTHOR]

On 4 April 1905, during the Russo-Japanese War, Abe Isoo (1865–1949), the father of baseball in Japan, Christian intellectual, and professor of economics and political science at Waseda University, took his baseball players to the USA to play against American students and local players in California. Amidst the war and growing anti-Japanese sentiment in California, Abe realized his decade-long dream of participating in international athletic competitions in anticipation of such games contributing to the resolution of international conflicts without weapons. His two primary goals were that his students would experience "systematic scientific" baseball on its home soil and that they would broaden their international perspective. The tour marked the first school excursion sent from Japan for an overseas sporting event and also initiated Japan into the arena of international sporting competitions. In the process of democratisation, it is expected that a former dominant party, at least one which abides by the rules of electoral contestation, will transition into a 'catch-all' party. A catch-all party aims to attract the votes of all social cleavages and classes of voters outside what would be considered their traditional voter base. As part of the wider debate about democratisation in East Asia, this paper examines how two of East Asia's liberal democracies-Japan and South Korea, the LDP and GNP/Saenuri, respectively, have adapted to electoral defeat and in what ways they have transitioned into catch-all parties in the Kircheimer mould. This paper finds that while intra-party reforms which could fit a catch-all model have yet to be institutionalised, data from the Comparative Manifesto Database shows that there has been a significant change in which policies both parties promote and that these are designed to appeal to a broad base of voters. 2004 was the year when the Japanese public's affinity with China dropped dramatically, to 37.6 %, due to anti-Japan riots in China. Now more than 70 % of the Japanese public does not feel an affinity with China. How could such a strong anti-Chinese sentiment influence Japan's policy toward China? This paper considers this question by examining Japan's decision-making process on terminating the much-criticized yen loans to China. Yen loans are a type of Official Development Assistance (ODA) provided by the Japanese government to countries lacking sufficient funds for economic development. China is one of the top yen loan borrowers, and the loans have contributed to China's economic growth and increasing openness. However, in March 2005, Japanese Foreign Minister Nobutaka Machimura told Chinese Foreign Minister Li Zhaoxing that Japan intended to phase out the yen loans before the 2008 Beijing Olympics and reached an agreement on the matter. Two-and-a-half years later, Japan terminated its yen loans to China, as the foreign ministers had agreed. Through mainly firsthand documents and interviews with government officials, this paper will clarify the following two points: (1) While it is true that the Japanese government significantly reduced its yen loan package to China from 2001 onward due to domestic criticism of China, as pointed out by previous studies, it was not planning to terminate the yen loans as of summer 2004. Instead, the Japanese government was contemplating how to keep providing yen loans to China; (2) Foreign Minister Nobutaka Machimura, who was appointed in September 2004, had pushed for the termination of yen loans to China only after anti-Chinese sentiment rose dramatically in summer 2004, because he felt that continuing the much-criticized yen loans would not benefit stable Japan-China relations. This paper sheds light on the background of the termination of yen loans to China, a major milestone in postwar Japan-China relations that had been unclear until now. This paper explores the policy choices of Germany and Japan for contributing to international security and stability in Afghanistan. Both countries have been closely involved with Afghanistan in the aftermath of the 9/11 attacks 2001. It is argued that the policy choice of Japan with a low military element and high civilian element differs significantly from the German military centered approach. An analysis of the goals and motives behind the foreign policy choices reveals that in Germany the military involvement has been justified with humanitarian reasons, national self interests and the right to 'unlimited' sovereignty. This logic has ultimately led to the acceptance of civilian casualties and participation into offensive counterinsurgency operations. It is suggested that elite driven discourses have determined foreign policy strategy. In the case of Japan the paper claims that the conservative LDP elite had been pushing for intensified military involvement which materialized in the dispatch of military vessels to the Indian Ocean and ground forces to Iraq. Prime Minister Koizumi’s six consecutive annual visits to Yasukuni shrine played a key role in initiating a new phase of domestic citizen political mobilization not seen since the early 1970s. This paper is based on field research during the Koizumi years (2001–2006) centering on domestic groups that conduct activities in “protection” of or “opposition” to Yasukuni shrine. As a study of street-based politics, this paper seeks to uncover the processes, strategies, and outcomes of citizen responses to elite political action at Yasukuni Shrine as well as explore meaning of their actions within the context of Japan’s democratic polity. This paper examines the policy positions that relate to the U.S.-Japan security relationship. Three different positions are analyzed in this paper: the current position that is working to maintain the existing bilateral security relationship, and two others that see major problems with it. Of these two, one position supports ending or changing significantly the bilateral security alliance and would, for the most part, force Japan to rearm so that it could defend itself without assistance from the United States under normal circumstances. The other position, which supports the termination of the existing security arrangement, argues that Japan can play a leading role in the development of a global disarmament agenda by helping to build strong and viable international and regional security structures. This position documents that Japan's peace constitution and its strong desire to strengthen the United Nations and eliminate all nuclear weapons uniquely qualify it to make an international contribution that provides real security to all nations. The question posed in this paper is whether the triple disaster of 3/11 constitutes a 'critical juncture' in Japan. We can point to minor discontinuities in Japanese policies, institutions, and identity caused by the earthquake, tsunami, and nuclear plant meltdown that eventuated on March 11, 2011, but in the year following the event there was no evidence of a critical change. The disaster and post-disaster situation in Japan are summarized, and an explanation for the lack of critical change in nuclear policy-an area where change might have been expected in view of the fact that European countries reacted to 3/11 with critical changes in nuclear energy policy-is sought by comparing the ability of mainstream theories of Japanese politics to explain the situation. The East Asian community debates project the region as one integral unit. Rapidly shifting landscapes explain the tension between the old order and emerging hierarchy where North Korea plays a crucial role. This paper analyzes North Korea's place in the East Asian community debates by examining the regional governments' reactions to the Cheonan incident. The responses and circumstances of South Korea, Japan and North Korea to the sunken ship incident demonstrate three dynamics. First, domestic political needs of the regional government supersede normative Community rhetoric. Second, manageability of the North Korean regime will determine the next regional hegemon. In 1947, Japan became the first East Asian country to introduce democracy, and it was not until four decades later that South Korea completed the democratic transition. Today, surprisingly, South Korea stands out among the East Asian countries as the one that has the most vibrant and politically powerful civil society, whereas in Japan, the role of the nongovernmental organization (NGO) sector in political advocacy is greatly limited. Using historical institutionalism, this paper tries to explain why the NGOs in South Korea and Japan play vastly different roles in political advocacy. It concludes that the different social movement traditions have played important roles in the evolution of the civil societies in Japan and South Korea, and led to the different levels of institutionalization within the NGO sector. It is argued that parliamentary legislation in Japan has become the almost exclusive playing field of the bureaucracy, who acts on behalf of the executive, and party councils. Moreover bureaucrats bypass the legislative Diet process by making rules themselves. This is problematic because it is the lawmakers who are directly held accountable by voters for the enacted legislation risking to be eventually voted out of office. It is suggested that under the given circumstances of strict party discipline, drafting of bills by the bureaucracy and endorsement by party councils, the formal majority rule alone is not sufficient to justify legislative outcomes. The legitimacy factor is introduced to verify in how far individual lawmakers are enabled to initiate and draft floor bills by themselves, discuss bill contents in plenary deliberations and get the public opinion involved. The article attempts to demonstrate that bipartisan floor bills reflect the quest for parliamentary legitimacy and equality among lawmakers across party boundaries. It is suggested that the more legislators participate in drafting and discussing a bill the more legitimate the outcome becomes. The paper screens to this effect several bipartisan bills submitted to the Diet of Japan. Bills such as the NPO law, the law to ratify the Rome Statute for the accession to the ICC, the law to prevent suicide and the law to implement internet filters to protect children are the result of cooperation among lawmakers trying to constrain the interference of the executive or of the powerful bureaucracy. The participation of non-parliamentary agents taking an active part in the legislative process has enhanced the dynamics of representative democracy as well. In the decades of radical ideological confrontation in the 1950s, 60s, and 70s the majority rule risked to become an instrument of coercion. The opposition was compelled to resort to anti-parliamentary obstructionist tactics to derail majority legislation that was rammed through parliament without sufficient plenary deliberation and without taking into account the concerns or viewpoints of the minority. Obstructionism decreased with the LDP co-optation of opposition parties to government responsibility in the 1990s. Opposition for the sake of opposition (communists, DPJ until 2006) and governing for the sake of governing (SDPJ, Komei) have not been honored by the voters. After 2007 the DPJ started to refocus its policies more on ideological differentiation and managed to beat the LDP in the 2009 elections. Recently the work of the Diet has been increasingly put under the scrutiny of international NGOs and legislatures abroad. The unresolved controversial comfort women issue suggests that omission to pass appropriate and timely reconciliatory legislation can cause a serious loss of parliamentary institutional esteem and respect. The projects discussed in this paper, Galileo and ITER, are two contrasting experiences of Euro-Asian cooperation within Very Large (Public) Scientific Enterprises. They offer key insights into the deepening relations which have given shape to the rapidly expanding field of Euro-Asian collaborative interregional projects. Cooperative agendas within such "Big Science" endeavors heighten the question of the political considerations supporting the decision to engage specific forms of international cooperation. As the main driving force behind both projects, the EU's choices have resulted in the establishment of novel and distinct forms of Euro-Asian scientific cooperation. A better understanding of how such Euro-Asian initiatives emerge can logically be garnered by confronting the Euro-Chinese cooperation within Galileo, and the Euro-Japanese partnership within ITER. This comparison will show that the agendas and institutions of these two interregional policies vary greatly. Within the same policy field - in casu Large Scientific Projects - and in relationship to the same region - i.e. East Asia - this study shows that fundamentally different policies are practiced side-by-side. If in both cases Euro-Asian scientific cooperation has provided its participants with renewed leverage and unprecedented opportunities, the exact scope and function of these interregional collaborations range from the merely tactical in the Euro-Chinese Galileo experience, to the substantial in the Euro-Japanese ITER experience. For five years of his premiership, Jun’ichiro Koizumi bravely fought against politicians, bureaucrats, and interest groups to promote his structural economic reform. Fortunately, by the time he retired, Japanese economy got out of the depression. But the tide changed. In the July 2007 Upper House elections, the public was opposed to structural reform that Koizumi and Abe had advocated. Now it is not clear where Japanese political economy is likely to go. The purpose of this paper is to elucidate the socio-political significance of women’s collective activities in Japan. I attempt to demonstrate that the Japanese women’s movements act as a role of democratic agency through their commitment to social reform and to changes in the political status quo. In the first three sections, I give an overview of Japanese women’s movements from the early post-war period to the present day, categorizing them into three types: the elite-initiated, second-wave feminist, and non-feminist participatory. Subsequently, I discuss the confrontation and reconciliation between feminists and non-feminists. In the final section, I examine what role the women’s movements play in socio-political reforms in terms of civil society discourse, and I conclude that the diversity of Japanese women’s movements has contributed to strengthening democracy at the grassroots. Japan was more dependent upon ocean shipping than any other major power during World War II, and the sea route had been the only means of transportation between Korea and Japan. The connecting steamers contributed to Japan’s wartime economy by transporting not only raw materials, but also forced laborers and sex slaves between Korea and Japan. More importantly, these connecting steamers were linked to railroads and land routes in Korea and were connected to various systems of transportation, including merchant ships and regular liners outside Japan. In this paper, we examine how Korean laborers and sex slaves were mobilized and transported from Korea to Japan during World War II by focusing on the interdependent relations between railroad-connecting ships and a travel agency. This paper examines Japan’s FTAs with Mexico and the Philippines in the context of parallel negotiations in the Doha Round. Although the limited results produced by these FTAs represent an inferior outcome to what might be achieved with multilateral trade liberalization, there is no evidence that these agreements have weakened the political will of Japanese export interests to push ahead with trade liberalization in the WTO or increased the leverage of protectionist interests in opposing that goal. The greatest hope for increased Japanese flexibility in WTO agricultural talks lies in accelerated reform of domestic farm policy rather than reduced emphasis on pursuit of FTAs.
