The article describes how the expansion of NATO is visualized to impose costs on small states. It notes that some of the European pessimists against the organization originate from hard power considerations. Also cited are developments which reinforce NATO optimism, including the creation of a NATO Response Force (NRF) to better reflect a strategic concept more attuned to crisis management. It presents cases of Denmark, Spain and Poland that demonstrate the small-state dynamic building within NATO.
